Introduction The federal government's declining role in funding research has created a critical dollar gap for university departments of mining engineering. Industry, too, is affected by the drought. Research is lagging. Hardpressed universities are going to the private sector for funding. Mining companies should not shower universities with philanthropy, but a research partnership should be contracted on a pay-as-you-go basis. A model exists at The University of Alabama (albeit not in mining) that could be adopted by the mining industry. An equal partnership arrangement between a university and an industry for conducting research is proposed. The concept is not that a corporation sponsors and a university performs the research. Nor does it call for educational contributions or giveaways from industry. Rather, the corporation and the educational institution enter into a cooperative research endeavor, a full and equal partnership. Both parties contribute and both share the benefits. A key to the relationship is that it has a single objective: it must generate profits or reduce costs for the company. Working Model Recent literature is replete with examples of proposals for joint research endeavors, involving both contracts and grants, between industry and universities (Bronwell, 1971; Bugliarello, 1978; Branscomb, 1981; Sanford and Holland, 1982). They are all good proposals and offer something to both parties. They are, however, not widely supported. Few have received a favorable nod from the US mining industry. Though it may be logical, for example, to remake the American Mining Congress (or some new consortium) in the mold of umbrella-type industry organizations to fund cooperative research with mining institutions, such proposals have never flown. What model, then, will work? First, look for a model that has worked in industry in general. Second, seek to apply it to mining specifically. There is a model project that satisfies the first of those criteria. It is a project complicated by a third party, in addition to a corporation and a university. In January 1983, the "Factory of the Future Project" was initiated between The University of Alabama (UA) and General Motors Corp. (GM). The United Auto Workers (UAW) is a third party to the agreement. The factory was GM's Rochester Products Division manufacturing plant in Tuscaloosa, AL, also home of UA's main campus (Fig. 1). Saving a Plant The agreement came about at the initiative of GM and the UAW. Faced with having to close the plant because of excessive production costs, company and union officials proposed to the university that an applied research facility be established at the plant. The university would operate the laboratory, dedicated to $470,000 a year cost reductions for the company. The school would lease the 5.1 km2 (55,000 sq ft) space for $470,000 a year for three years. Any savings effected by the university's research effort would be credited toward to the rent. GM said the small factory, which made replacement carburetors

"Rare earth elements (REEs) are a kind of new materials which have excellent optical, electrical and magnetic properties, and they play an important role in the development of high technology and green energy industries. With abundant reserves and a wide range of REE type, rare earth industry has a rapid development in China in recent years. However, environmental issues associated with REE exploitation have severely restricted the sustainable development of rare earth industry in China. At present, literatures on the externalities of REE exploitation are very limited, especially in China. This paper builds an evaluation model based on life cycle evaluation to estimate the external costs of REE exploitation at Bayan Obo. The results show that the external costs for producing one metric tonne of rare earth oxides (REO) in Bayan Obo was CNY 34739 in 2013, the external costs of waste gas, waste water, radioactive substance, REE resource depletion, and land occupation are CNY 14945, 12515, 1400, 3199, and 2680, respectively. Waste gas and water constitute about 79% of the total external costs. The internalization of the external costs would reduce the financial profit of Northern Rare Earth (Group) by 18%. This study has taken into account only those externalities whose market values can be estimated, and therefore the external costs of REE exploitation in Bayan Obo is likely to be underestimated. The results fill the gap in literature and provide further understanding on the external cost of REE exploitation.Introduction / Background Along with increasing concern about environmental pollution problems caused by the usage of fossil fuel and the shortage of fossil energy, a transition has occurred where development has moved toward green and renewable energy sources with less pollutant emissions (Stegen 2015). Rare earth elements (REE) are a group of important raw materials for these trends since they have unique magnetic, electronic and optical properties, and thus make them widely used in making high-performance magnets and energy saving lamps (U.S. DOE 2010). In addition, REE are crucial for manufacturing of widespread high-tech applications in medical, defense and electronic industries. Many countries have made medium-term and long-term plans for the development of their REE industries, and the annual growth rate of global REE demand is expected to increase by 6% by 2020, and reach about 170,000 metric tons of rare earth oxides (REO) by 2020 (Rollat et al 2016)."

The Ekati process plant flowsheet features the common steps in diamond recovery plant design. Primary treatment and concentration is by crushing, scrubbing, high-pressure grinding rolls and heavy medium separation (Fig. 1). Secondary concentration is by an attrition mill; wet, high-intensity magnetic separation and X-ray sorting (Fig. 2). All of these are performed on site, although final sorting of the diamonds into commercial categories will be carried out elsewhere. The initial throughput rate is 9 kt/d (9,900 stpd), increasing to 18 kt/d (20,000 stpd) during the first 10 years of operation. A range of ore characteristics will be encountered that will effect the plant operating conditions during the life of the mine. The adopted design envelope is based on these expected variations. The design is based on the use of large-scale equipment, incorporating the latest and most efficient technology available. Where proven technology exists, no attempt was made to reinvent the wheel. However, where recently developed technology offers a significant advantage, this has been incorporated into the design. The Ekati run-of-mine (ROM) and coarse ore handling facilities are unheated, to take advantage of the better handling characteristics of the frozen ore in winter. The stockpile reclaim features an MMD mineral sizer (a toothed roll crusher) to minimize the problems of handling thawed, sticky kimberlite in the summer and break frozen lumps in the winter. All processing downstream from primary crushing and the coarse ore stockpile is carried out in a temperature-controlled environment in the main process plant building. Personnel involvement in the process is mini¬mized by using a Modicon Quantum series PLC with human-machine-interfaces (HMI) running Wonder-ware software on dedicated personal computers.

Point load strength (Is50) and slake durability (ID2) indices provide a measure of the strength and durability of rock fragments and are related to the alteration intensity and frictional resistance of the materials. Samples were collected from the rock piles, alteration scars and debris flows at the Questa mine with the purpose of examining relationships between Is50 and ID2, mineralogy, chemistry, weathering, hydrothermal alteration, and other geotechnical parameters. The Is50 from the various rock piles ranges from 0.6-8.2 MPa and the ID2 ranges from 80.9-99.5%. The Is50 and ID2 results indicate that the samples from the debris flows are stronger (average Is50= 4.0 MPa and ID2= 98.4%) than the rock-pile samples and that the alteration scar samples are weaker (average Is50 = 2.8 MPa and ID2 = 89.2%) than the rock-pile samples, but still most of these rocks are strong in terms of their Is50 and ID2. The Is50 decreases as the degree of alteration increases in some rock pile and alteration scar samples, but not in all. However, the majority of the rock fragments within the rock piles still indicate high strength, even after 25-40 years of weathering.

In underground coal mining, one of the biggest challenges is spontaneous combustion, which will not only present safety hazards but result in reserve losses as a result of burnt coal. The released heat coupled with other combustible gases commonly encountered underground will significantly increase the risk of explosion. In this paper, three-phase foam as an environment-friendly fire fighting agent composed of nitrogen, water and fly ash is introduced. The nitrogen facilitates inertization of the fire zone; the water helps cool down the fire and the fly ash can closely cover the coal to isolate the oxygen. What's more, the fly ash and the foaming agent are good free radical absorption. The comprehensive merits mentioned above make three-phase foam quite effective in quenching spontaneous combustion. Experiments indicate that three-phase foam can significantly slow down the temperature rise of coal during oxidation. The comparison between slurry and three-phase foam shows that the latter one is capable of flowing upward in the porous media so as to extinguish the high-point fire and concealed fire.

The exact date of man's first use of coal is lost in antiquity. The discovery that certain black rock would burn was undoubtedly accidental and probably occurred independently and many times in the world over thousands of years. It is quite likely that these independent discoveries were made when primitive man chanced to build camp fires on exposed ledges of a black rock, then was amazed when it caught fire. The Chinese recorded the use of coal 1100 years before the Christian Era and from the Bible we learn that King Solomon was familiar with coal in what is now Syria. In Wales, there .is evidence that the Bronze Age people used coal for funeral pyres, and it is known that the Romans used this fuel. There are other ancient references. So the knowledge that coal would burn, and even some uses of that knowledge, go back thousands of years. However, practical and consistent use of coal seems to date to England in the Middle Ages.

Respirable dust produced during blasting operations in underground mines exhibits both diffusion and convection properties of the airflow. However, the application of the mathematical model presently used to calculate the change in time in the concentration of blasting pollutants is mostly limited to a single drift and cannot be easily utilized for blasts taking place in stopes. This paper discusses an analytical solution based on considerations that enable us to reliably identify the initial condition. Such an approach may be used for any blasting area regardless of its position, its size, or the ventilation system in use during blasting. In addition, a test procedure using field data is established to determined those parameters not measured directly. As well, equations are derived to find the diffusion coefficient, and the position and size of a dust source from the field data. Mathematical considerations The convection-diffusion problem, for a one-dimensional case, is described by the following partial differential equation (PDE): ct. = Dcxx - Vcx + source - sink(1) where C = the concentration of a pollutant T = time V = the mean air velocity in x-direction D = the diffusion coefficient X = distance away from the pollutant source source = any additional pollutant source specified by an initial value problem sink = decay of a pollutant inside the region specified by the boundary conditions. Respirable dust produced during blasting is best considered as an initial value problem (IVP). To derive a mathematical model, the following assumptions are made: •At time zero (t = 0), the dust source is at point x = 0 of an infinite drift. •The problem is considered a one-dimensional case. •The mean velocity of air and the diffusion coefficient are constant. •There is no source or sink of dust other than specified at point x = 0 and time t = 0. Equations developed by an early researcher in subsidence, F. Martos of Budapest, Hungary, have been slightly modified to produce effective equations for predicting the time-dependent nature of Green River trona mine subsidence. Following the initial study, a survey was run to check the results twenty years after mining of the area had been completed. The final results were within a few centimeters of the value that had been projected. Mining conditions in the Green River area are ideal for this sort of study with trough type subsidence being the surface manifestation of high extraction underground room and pillar caving operations.

INTRODUCTION The purpose of this paper is to introduce the reader to basic control strategies for solid/liquid separation in mineral processing and to indicate some of the implementation difficulties to be encountered, without becoming overly involved in details of process, equipment or software. It is assumed that the reader has some familiarity with control systems and with dewatering processes, since exploration of these topics would require considerably more length. The paper is organized into three parts: first a general discussion on the need for control of dewatering processes and of the general criteria involved, next a more detailed elaboration on control strategies for the various unit operations, and finally a case study showing a specific approach towards such a project. Motivation & Objectives The justification for implementing any control system in an industrial plant is to improve operations and thereby to increase profitability. Without this motivation, the system will likely be perceived as unnecessary and will decline into disuse, an expensive and troublesome monument to someone&apos;s ill-conceived ideas. However, when a control strategy is correctly conceived, implemented and integrated into operations, it can provide significant advantages in operating ease and efficiency, and a handsome return on investment. In general terms, the objectives in establishing a control system are: • stabilization of process disturbances maintenance of product quality • maximization of throughput • dearer definition of process • protection of personnel and equipment A successful control strategy must address at least some of the above criteria. However, the most important requirement is a commitment on the part of plant personnel and management to start up, operate and maintain the system, and to upgrade it to reflect current process status and operational philosophy. Process Applications In this paper, control strategies will be explored for the most common methods of dewatering of mineral pulps. These unit operations include: drying, centrifuging, filtering and sedimentation. While the first three are important, they do not tend to be as complex as sedimentation, and thus will not be as exhaustively treated. Sedimentation is very widely applied, not

INTRODUCTION In the Polish coal mining industry, the Upper Silesian coal basin has an important position. It contributes over 98% of the total coal production of Poland which reached 193 mt in the year 1979. In view of the significant urbanized area in this region as well as the industrial potential, it is important to protect the surface by stowing the mined out underground workings. Approximately 18% of the total production is mined from longwall faces with stowing. However, caved longwall faces are most popular. In the upper Silesian coalfield, approximately 337 highly mechanized longwall faces are in operation. Out of these 337 faces, 301 longwall faces are caved. One of the main requirements for effective and safe coal extraction is a suitable method for strata control. We can divide the complex process of strata control into four steps: 1. Strata investigations 2. Selection of supports for roadways 3. Selection of supports for longwall 4. Rock bursts and other hazards protection STRATA INVESTIGATIONS Estimation of the structure and physico-mechanical properties of the rock mass surrounding the workings is an important constituent of strata control. These factors definitely influence the rock stability, support load, working conditions as well as the mining technology. Complex methods of strata investigations involve a set of indicators enabling the estimation of the stability of the roof rock, strength of the coal seam and load bearing capacity of the floor. The basis for the evaluation of roof stability for a coal seam is the classification according to the resistance to bed separation (1). The bed separation resistance is equal to the strength of the rock in tension perpendicular to the bedding plane. In order to properly classify a rock, it is indispensable to make continuous profiles of the bed separation resistance from the immediate roof up to a distance of three times the thickness of the coal seam. The profiles are developed by utilizing mine roof investigations with the hydraulic borehole penetrometer. (Fig. 1) The penetration resistance is determined by the critical pressure required to cause crushing of the rock by the penetrometer indentor (2). The classification of roof rocks and their ability to cave spontaneously during longwall mining is shown in [Fig. 2]. The measurement of the critical pressure also allows for the determination of the compressive strength of the rock, the index of workability and roof fissuration.

"Water inrush is a serious geological accident in underground coal mines. This paper focuses on the method of the bow tie analysis based on fuzzy reliability to assess the risk of water inrush in coal mines. First, post failure probability and repair probability of initiating events are divided into 5 levels. Then triangular fuzzy numbers are adopted to quantify experts’ language and to acquire the reliability rate which close to the actual values by defuzzification and calculation. According to dynamic bow-tie analysis model, using the method of moments to fit the reliability time of events by Weibull distribution and offering the random sampling rule of failure and repair time for illustrating the feasibility of fuzzy reliability evaluation. To demonstrate the effectiveness of the proposed assessment approach, bow tie analysis model of water inrush in coal mines is taken as an example.Introduction Dynamic bow tie (DBT) analysis is composed of dynamic fault tree and dynamic event tree analysis, and considers the impact of the time factor upon risk assessment of a system. There are many algorithms applied to calculation of the probabilities of node accident and accident consequence of dynamic bow tie analysis: Hidden Markov Model, Bayesian Network (Khakzad et al 2013), Integral Algorithm (Amari et al 2003) and Monte Carlo Simulation (Kim et al 2016). In terms of simulated time and practicability, the Monte Carlo Simulation has an advantage over other methods. DBT requires mass data in quantitative analysis, including the failure rates and the repair rates of the basic events of the Fault Tree (FT) and the subsequent events of the Event Tree (ET) at different time points, i.e., the distribution of failure time and repair time. In practical analysis, it is hard to obtain a large amount of exact historical statistical data, which is a major problem of risk assessment. Due to the difficulty of obtaining the exact data and historical failure data of the basic events and the subsequent events, the FT and ET analysis is stuck with the study of minimal cut sets, minimal diameter sets, structural importance and qualitative analysis (Liu and Zhang 2010, Yan et al 2012, Wang et al 2009, Li and Wang 2011). This paper will use fuzzy numbers and the defuzzification method to transform the experts’ language into the failure rates and repair rates of basic events and subsequent events, solving the problem that it is difficult to obtain a large amount of historical statistical data, and will use the method of moment to conduct Weibull fitting of the reliability time to provide the random sampling criteria of event failure and repair time in Monte Carlo simulation."

After two disappointing years where most industrial minerals posted decreasing production, 1981 saw an increase in production over 1980, or at least in status quo. Several commodities did, however, post significant gains. For example, bromine posted a 14% increase; fluorspar production dropped 21% in 1980, but gained 24% in 1981; and sulfur production increased. However, perlite was off 13% and manufactured sodium sulfate off 18% in 1981, while natural sodium sulfate production remained almost even with 1980. In fact, many industrial minerals production either remained constant, increased, or decreased only slightly over 1980. Increasing energy costs had their impact on industrial minerals in 1981. Hopefully, the recent downward trend in energy costs, at least gasoline, will financially help some of the more marginal plants. The 1979 shortage of rail cars that did not carry through 1980 also did not carry through in 1981. Rail rates increased 12.8% over-all last year, while average freight rates for industrial minerals increased 15.5%, according to Neil Johnson, consultant. Also, the trucking industry posted a 5-6% decrease in rates due to deregulation. All in all, we in the industrial minerals section seem to be holding our own at least. Stanley J. As a part of mine operation’s success key, Community Development nowadays seems to be a rule of thumb. Not only is for a short term need of the company during their operation but also for the national public opinion on the presence of the mining industry to a certain region. Nanggung region which is only a 2-hour drive from Jakarta, brings the challenges to Antam’s gold mine business in the areas such as illegal miner presence, easy access to the mine area as it is very close to the community, and national political sensitivity considering its proximity to Jakarta. The company allocates about 3%of its total operational cost annually for Community Development pro-gram. The program is derived through SWOT analysis and broad involvement of all community components to assure that the allocated fund is addressed to the right place. In the year of 2002, the company has successfully established a conducive-relation with the community.

The search for mineral deposits is a difficult high-risk enterprise whose likelihood of success is influenced by a great many factors. Among the most important of these factors are the knowledge and judgment brought to bear on an exploration problem. If, for example, a panel of expert highly experienced geologists could be convened to examine every prospect, it is at least plausible that fewer deposits would be overlooked in the exploration process. Unfortunately, whether a project is undertaken by a private company or a government agency, it is not usually feasible to convene such a panel. Our purpose in this chapter is to describe an experimental system of computer programs called PROSPECTOR that is intended ultimately to provide expert consultation on problems of mineral exploration and resource evaluation. Ideally, PROSPECTOR would serve as a surrogate for a panel of expert economic geologists. However, because the cost of computation is very low and is projected to drop by a factor of about 100 over the next two decades, systems like PROSPECTOR could be made available to the exploration enterprise at large. When consulting about a prospect, the PROSPECTOR system first gives the field geologist an opportunity to tell the program about the most significant features of the site: the major rock types, minerals, and alteration products. The system then compares these observations with a number of stored models of various types of ore deposits and forms alternative hypotheses about the types of deposits that might be present. The system next engages the geologist in a dialogue in order to obtain additional data that would be useful in resolving the multiple hypotheses. The geologist can interrupt the system at any time to obtain clarifications of questions, volunteer additional data, request the reason a particular question has been asked, or obtain a general summary of the state of the consultation process.

Backpropagation, learning vector quantization, counterpropagation, functional link, probabilistic, and. self -organizing map are among the most popular neural network classification paradigms. Each paradigm finds a unique set of weights that will map the input pixels into their respective output classes. The usefulness of each network depends on its overall accuracy, ease of use, speed and scaling. The fastest and most accurate networks in this study were the functional link and counterpropagation. These networks, however, do not scale well to large input vectors or large training sets. A better choice is the LVQ network which achieves high accuracy, is fast, requires a minimum number of input parameters and presents fewer scaling problems.

The Green River formations in the Western U.S.A. contains vast amounts of petroleum reserves in oil shale deposits. Exploitation of this petroleum reserve calls for large scale mining of the oil shale. Applicable mining methods include conventional underground mining using roan and pillar, sub-level caving and block caving; underground insitu retorting of oil shale and open pit mining. Roam and pillar mining offers one of the most economic methods of underground mining of oil shale. A 2.4 x l09 litre per year (50,000 barrels per day) of crude oil production would require a daily oil shale production of 100,000 tomes per day from underground operations. For this large production, a highly mechanized room and pillar mining muld utilize large capacity diesel equipment such as 85 tonne trucks and 8m front end loaders. The total air requirements of an oil shale mining operations can. be as high as 28443/s. Ventilation planning for such a large scale underground mining operation presents a formidable task. The major objectives of providing ventilation air to underground workings are to dilute airborne .dust and diesel fumes to harmless levels, and to insure that the mine environment is compatible with the health and safety of mine personnel. Regulation of air velocities and air temperatures is a major factor in mine environmental control. Colorado State law requires that a minimum of 0.047m3/s of fresh air be supplied for each kW of diesel power operating underground. Additionally, 0.047m3/s of fresh air must be supplied for each underground employee, and a minimum air velocity of 0.15m/s must be maintained in all working places. It is desirable to exceed this minimum velocity in order to prevent stratification of ventilation air. Moreover, Colorado law also stipulates the maximum allowable concentration of noxious gases mine air, below: ? C02 - 0.5% by volume, 5,000 ppm. ? CO - 0.005% by volume, 50 ppm. ? Oxides of Nitrogen - 0.0025% by volume, 25ppm. ? Nitrogen Dioxide 0.005% by volume, 5 ppm. This paper examines ventilation requirements for the underground mine, with respect to air quality requirements and distribution of air in mine workings in light of the above regulations. Analyses were made for sane typical mining plans to determine airflow resistance or pressure drops and fan horsepower requirements. In addition, the possible occurrence of high concentrations of toxic gases, was examined. Expected temperature levels in mine workings were approximated.

Water derived from mine-tailings typically contains high concentrations of H+, SO4, Fe and other metals, and it frequently suffers a decline in pH and the development of acidic mine drainage (AMD). A paper describing the results of a series of laboratory experiments with real AMD and a subsequent field trial with a in situ pilot system to assess a potential method for remediating tailings-derived water is presented here. After testing different organic substrates, residence times and flow conditions during two years to determine the most appropriate treatment for a polluted Spanish AMD, a pilot scale system combining SAPS, ALD, oxidation/sedimentation ponds and an anaerobic wetland was designed. Preliminary analyses of effluent samples indicate acidity and metal removal is occurring within the system, although sulphate removal is not complete. The results of this small-scale field trial suggest a potential cheap, long-term alternative for remediation of acid mine drainage.

The decade of the 1980&apos;s saw "advanced materials" become a key factor among the industrialized nations, with the United States, Japan, and the European Economic Community being the major competitors. All three have identified communications technology, advanced materials, and biotechnology as the keys to future industrial leadership and the closing decade of the 20th Century is expected to be an era of rapid development and restructuring. The progress of EC&apos;92, the effort to develop uniform standards and remove trade barriers in Europe; the determination of Japan to commercialize advanced structural ceramics, alloys, composites, and superconductors; and the emergence of less developed countries as major supplies of commodity materials pose enormous challenges to the position of the United States as an industrial and financial leader. A consensus is developing that the industries that are first to commercialize the large array of new structural materials and electronic, optical, and magnetic materials and devices will be those who determine the structure of national and world economics. Many technical, economic, legal, political, social, and cultural factors are important determinants in the race to commercialize new materials. Millions of words have been written about these factors and their interdependence; yet the sheer complexity of the problems, the rate at which changes are taking place, and the economic risks involved are so great that government policy makers and industrial decision makers find adequate understanding to be very difficult. Of the many factors involved in advanced materials, the Bureau of Mines has the statutory responsibility to provide information on where materials can be found and how they are mined, extracted, purified, combined, and recycled. It is obvious that minerals availability is essential to implementation of any new technology just as there can be no commodity metals industry if the ores are not available. Because "minerals availability" for commercialization of advanced materials and devices is more complex than for commodity materials and a new mix of materials and processes is emerging, the Information and Analysis Directorate of the Bureau of Mines is redirecting resources to provide reliable information for policy and decision making. The Office of Advanced Materials Coordination (OAMC) was established as a staff operation in July 1987 to assist the efforts of the divisions and branches. The key issues and problems were defined and the role of the Bureau was outlined (Sorrell, 1987, 1988). In February 1990, the functions of OAMC were transferred to the new Branch of Advanced Materials, a line organization parallel with the Branches of Ferrous, Nonferrous, and Industrial Minerals, and was given the responsibility for developing new methods to acquire, analyze, and disseminate information about new materials. The purpose of this paper is to provide definitions, a summary of major issues and problems, an overview of minerals and processing availability problems, and a perspective of the ways in which the mining and materials industries can help to ensure domestic availability of raw and processed materials.

Introduction This section of the text presents a general review of the different types of concentrate marketing contracts. Too often the marketing strategy is ignored in the design phase of the project and the producer is left to the mercy of the buyer. Many items such as concentrate grade, impurity levels and moisture content of the concentrate my enhance, or severely restrict the producers ability to make a profit it. Close attention should be paid to the design of the concentrator which can improve the quality of the concentrates, thus the ability to increase the rider of potential buyers can be enhanced. Difficult at best, is the position of the miner who only has one outlet available for its production. Obviously, the trade offs must be evaluated. For example, concentrate grade vs recovery and grind/filtering capacity vs moisture of the concentrate all must be weighted against freight cost to a potential buyer. In addition, the above considerations must be weighed against the capital cost to the miner. This chapter is intended to highlight important articles that are included in short and long term agreements and to give a new miner/producer some insight into hat my or my not add value to the product. Unless the miner sells the product directly to a consumer such as a gold, or silver producer, or to a large enough operation that has a totally intergrated system to make a finished product, most miners are forced to sell to buyers who ultimately will refine and market the product. Types of Contract Agreements There are many types of contract agreements just as there are colors in the rainbow, however, most contracts fall into three basic categories. (1) Smelter Schedules: Designed for the small producer, the odd lot of concentrate, smelter flux and precious metal ore. Albeit custom smelters are becoming fever by the day, because of pollution control requirements and financial difficulties, most remaining custom smelters have a smelter schedule. A smelter schedule is a posted list of charges and conditions that the smelter will buy material from a seller. Smelter schedules exist for copper, lead, zinc, silver and gold (Handbook for Small Mining Enterprises, Montana Bureau of Mines). (2) Short Term Custom Contracts: Large mine producers frequently use Short Term Contracts where the seller has the buyer frame a contract that is tailored to the sellers’ production. 2.1 INTRODUCTION This chapter provides the reader with a sense of how a heap leach project may make an orderly, and hopefully non-traumatic, transition from discovery or acquisition to project construction. In making this transition a project can pass through several project development phases (i.e. ore definition and delineation, conceptual engineering, detailed engineering, and ultimately on to project construction and operation). "Go" or "no go" decisions may occur at any point in each of these phases. The transition from ore definition to detailed engineering should be accomplished via a well thought out program of interdisciplinary studies and an integrated, interdisciplinary project team. This chapter also describes, in general terms, a "roadmap" approach to the project evaluation process that must occur as project planning and development progress. It is the experience of the authors, as well as a myriad of companies who have been through the heap leach project development process, that a systematic approach will save many headaches, and many dollars. In fact, it is safe to say that a project with no formalized system of "objectives setting" and "milestone charting" may well flounder along the way, even if an economic ore body exists. Many papers and technical articles have been written about various aspects of mineral resource appraisal, economic evaluation, and mine development. Most of these invoke the same general philosophy of a systematic approach to project evaluation and development, although methods cited for attaining goals are quite variable. This is undoubtedly appropriate, given the fact that there is great variation in approach to project development (e.g., climatic considerations, ore body size and physical ore characteristics, permitting constraints, etc.). For the purposes of this chapter, two primary sources of information have been used to highlight the "road map" approach previously alluded to. These sources are cited throughout the text as Mackenzie (1980) and Snow and Michel s (1986). A brief summary of each of these sources is provided below: Brian GJ.
