Introduction Researchers have long speculated regarding the adsorption state of collectors on mineral surfaces. Only recently have analytical techniques become available that allow direct in situ analysis of adsorbed layers. With reactive internal reflection elements (IREs), Fourier transform infrared spectroscopy coupled with internal reflection spectroscopy (FT-IR/IRS) allows for unobtrusive investigation of the adsorbed layer (Harrick, 1979). This technique has been used both for the in situ identification of adsorbed species and for the direct calculation of collector adsorption density in real time from infrared spectral data (Miller and Kellar. 1988). The reactive mineral IRE serves both to internally reflect the infrared light and to act as a substrate at which collector adsorption can be monitored. Shown in Fig. I is a schematic of light being internally reflected in an IRE. As the light is totally reflected at the interface, an evanescent wave propagates a short distance (typically a few microns) away from the IRE, and sampling of the interfacial region occurs. Because of multiple internal reflections, great sensitivity can be obtained. Flotation systems for which this method has been demonstrated include CaF2/oleate, Al2O3/dodecylsulfate, CaCO3/oleate, ZnS/xanthate and KCI/octylamine (Miller and Kellar, 1988; Kellar et al., 1989, 1990; Miller et al., 1990). Of particular interest to flotation chemists is the conformational behavior of the alkyl chain of adsorbed collector molecules. In the simplest sense, conformation can bethought of as the relative flexibility of the hydrocarbon chain caused by rotations about carbon-carbon single bonds. The flexibility is described by the amount of gauche/trans conformations in the alkyl chain. Figure 2 shows examples of gauche and trans conformations (rotational isomers or rotamers) in a hydrocarbon chain. These two conformations are observed when the terminal methylene groups in any four-carbon subchain are on the same side (gauche) or opposites sides (trans) of the plane of the middle carbon-carbon bond. A gauche conformer (rotamer) is thus a state of maximum potential energy, whereas a trans conformer is a state with minimum potential energy. The difference between these states has been found to be approximately 0.5 to 0.8 kcal/mole (Mead et al., 1986). The relative number of butane molecules present as gauche conformers with respect to trans conformers can be calculated from the Boltzmann equation (Mead et al., 1986). At 25° C approximately 66% of the butane molecules are trans rotamers. [ ] However at 100° C, only 33% of butane molecules are trans rotamers. Exposing the hydrocarbon chain to a polar, rather than an a polar, medium should also cause an increase in the number of gauche butylene groups in a hydrocarbon chain, although this effect has been difficult to observe experimentally (Mead et al., 1986). Forming a crystalline hydrocarbon is equivalent to decreasing the temperature, which greatly increases the amount of trans butylene groups present in the chain. From the preceding discussion, a picture of the solution species of concern can be developed. The collector monomer should exhibit the greatest number of gauche rotamers and most likely will look crumpled or balled-up to reduce the surface area in contact with water. The micellar form is expected to be aggregated, with the hydrocarbon chain existing in a less polar environment. These characteristic conformational features have been examined by FT-IR spectroscopy for various liquid phases of alkanoic acids (Umemura et al., 1981; Cameron et al., 1982a; Yang et al., 1986; Wong, 1987; Wong and Mantsch, 1983; Cross et al., 1992), phospholipid membranes (Fringe Ii, 1980; Casal and Mantsch, 1985: Wong et al.. 1988;

H. P. Ferri I refer to the article "Degradation Process in Coal Slurry Pipelines" by M.G. Ayat and B.C. Scott in the September 1988 issue of Mining Engineering. I would like to congratulate Dr. Ayat and his colleague on a very interesting and valuable piece of work. This article is an excellent one, describing a real phenomenon that has been ignored for so long. I do, however, have an objection. The article fails to address the degradation process when coal is processed or transported in other ways than slurry form, particularly those employed in this work. Could, for example, screening (wet or dry) have contributed to the extent of degradation? Perhaps scanning electron micrographs of the samples examined and after screening would have helped to clarify this. I would like to point out that degradation is also observed in pneumatic conveying systems, mechanical conveying, and other means of transportations employed by the mineral industry. Reply by M. G. Ayat We gratefully acknowledge Dr. Fern's comments on the subject paper. As he so rightly points out, the degradation process is a real problem, not only in coal slurry pipelines, but also in many handling and processing equipment employed by the coal and mineral industry. Scanning Electron Microscopic examination of samples may offer very little information about the extent of degradation for several reasons. One is that preparing a representative sample that has undergone degradation will be extremely difficult if not impossible. This problem is exacerbated by the fact that SEM requires only very small amounts of material for testing. Secondly, there is a sample preparation step involved in the SEM examination and, as such, it would be very difficult to associate the extent of degradation to either sample preparation or handling and processing operations. Finally, it is probably worth mentioning that degradation is a multi-faceted phenomenon involving many natural and man-made factors. The logical approach to this problem would, therefore, seem to be a "one-step-at-a-time" approach.

Artificial intelligence has emerged over the past two decades as an important problem-solving tool including techniques such as expert systems, neural networks, tree classification, fuzzy logic, genetic algorithms, etc. These methods can be employed to solve rock mechanics and ground control problems associated with the highly complex nature of rock masses and ground conditions. A current study at the University of Alabama focuses on development of an artificial intelligence system for real-time interpretation of the data collected from longwall monitoring stations, and development of an early warning system for prediction of undesired conditions and prevention of longwall-mine instability problems. This paper describes a ground control management system using UALSAS (The University of Alabama Longwall Stability Analysis System), which is being developed to facilitate maintenance, on-line analysis, prediction, and includes an early warning system. A detailed framework of computer algorithms and their applications are also discussed. The successful application of these artificial intelligence techniques will contribute to a safer and healthier mining environment.

INTRODUCTION In the past, the cost and time required for the construction of shafts has played an important part in the planning of underground mines. For reasons that are discussed later, the economics and technology of shaft construction in the future can be expected to play an even greater role in the planning of new mines and the operation of existing mines. Indeed, the very feasibility of a proposed mining venture may depend on the cost and timing of the shaft requirements. The most commonly used shaft sinking methods used today for excavating vertical shafts are discussed and the need for new technology and methods emphasized. In one study by the U. S. Bureau of Mines, it was reported that the coal industry in the United States alone could require 170 to 190 new shafts per year on the basis of doubling current production by the mid 1980's or 70 to 90 shafts on a more moderate coal production expansion program. This study concluded that the attainment of the required number of shafts would be unlikely with the present shaft sinking resources and costs. In order to meet the requirements for shafts in the United States coal and metal mining industries, more efficient and speedier shaft construction methods will be necessary. Current shaft sinking methods are, in the main, labor intensive, and it is noteworthy that it is becoming increasingly difficult to attract the work force required to sink shafts conventionally. The Bureau of Mines analyzed coal mine blasting accident data obtained from the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The data were examined to determine the causes, frequency, and severity of accidents in an effort to point out the most dangerous aspects of coal mine blasting. Accident data for the 14 years from 1971 through 1984 show that there has been a total of 43 fatal and 926 nonfatal blasting accident victims in surface and under- ground coal mining. This is an average of 3.1 fatal and 66.1 non- fatal injuries each year. Underground coal mining accounted for 60.5% of the fatal and 78.7% of the nonfatal accidents involving explosives and breaking agents in coal mining. In addition, since 1970 there have been 53 fatal and 20 nonfatal injuries that occurred when explosives were the ignition source for dust and/or methane explosions in underground mines. Abstracts from 297 accidents that occurred from 1978 through 1984 were also examined to determine accident causes. Most accidents occur during scheduled blasting, and failure of the blast area security system is the leading cause. Blast area security problems in surface mining are failure to clear the blast zone, failure of personnel to follow instructions, inadequate guarding, and failure to retreat to a safe location and/or take adequate cover. Other common causes in surface mining include premature blasts, excessive flyrock, and misfires. In addition to the above causes, accidents in underground coal mining can be due to rockfalls triggered by the blast, unexpected breakthroughs, fumes, and incidents associated with Airdox-type systems.

Introduction The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice -not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape. Response of structures A typical single-story building has two distinctive forms of vibration. The first form is a translatory vibration of the building superstructure (frame), and the second form is a flexural-bending vibration of the structural elements such as walls and floors (Siskind et al., 1980). Walls and floors will have several modes of oscillation. The most important is the fundamental mode of the vibration, as this mode will have the lowest frequency, the largest amplitude and will cause the largest deformations. The vibration of walls and floors is also a source of secondary vibration within a building, due to the movement of loose objects, e.g., furniture and wall fittings (Dowding, 1985). The subjective estimate of the amplitude of a vibration by the occupants of a house will be unrealistically high due to the effect of the secondary vibrations. It is now well recognized that human perception of ground vibration begins at levels that are far below those that will produce minor damage to the most fragile structures. In mining and quarrying operations, complaints regarding vibration levels tend to be determined more by human perception or annoyance rather than by observations of damage. Ground vibrations on the order of 0.08 mm/s (0.0032 ips) (Walter and Walter, 1979; Murray, 1987) can be felt, and they are often subjectively estimated to be about 100 times greater. Amplification of ground vibration in the structure depends on the amount of energy in the ground vibration spectrum that is in the vicinity of the structure's resonant frequencies together with the damping ratio of the structure at these particular frequencies. One way to avoid significant vibration amplification in a structure is to shift the dominant part of the ground vibration away from the resonant frequency range of the structure. The presented method allows for the selection of the optimum blast timing (interhole and interrow delay times) to minimize the resultant ground vibration amplitudes in a given frequency range. It also allows the selection of suboptimal, but still acceptable, blast delay times, which may be preferable from the point of view of overall blast performance. Determining frequency ranges of importance in structures In attempting to avoid amplification of vibrations in the structure, ground vibration amplitude of frequencies close to the resonant frequencies of the building needs to be minimized. The width of the frequency-minimization region is determined by the value of damping in the building. If the damping ratio is low, then the frequency-minimization region around the resonant frequency will be relatively broad. By shifting the dominant part of the ground-vibration energy into the frequency region much higher than the resonant frequency of the building (1.5 to 2 times), it is possible to achieve efficient vibration isolation of the building. In such cases, the structural dynamic amplification of ground vibration will be less than unity. The first step in this minimization process is the determination of the structural resonant frequency. I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. The Lornex mine is located on the Southern slope of the Highland Valley in South Central British Columbia. The large low grade deposit was discovered in 1964; stripping began in 1970, and the mill started commercial production in October of 1972. The orebody is classified as a complex porphyry type having as major constituent quartz diorite, with varying amounts of quartz, grano diorite, and porphyry. A substantial degree of alteration is evident in the host rock, and this became the key factor in major equipment selection for the grinding section. A pilot plant was constructed on the property capable of treating 100 TPD of ore. The ore was mined to be as representative as possible of the entire orebody by sinking a shaft and cross cutting the deposit underground.

Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. American companies had been asked to leave many of the Latin American countries. Africa was going through a continent-wide upheaval. The Soviet Union and China had Eastern Eu-

The Afton property is located 180 air miles East-Northeast of Vancouver and nine miles West of Kamloops, a city of 60,000 people, in South Central British Columbia, Canada. The mine is adjacent to the Trans-Canada Highway at an elevation of 2,200 feet above sea level. The orebody is a porphyry, copper deposit that has undergone supergene alteration. The-major economic minerals in the supergene zone are native copper and chalcocite with chalcopyrite and bornite in the hypergene areas. The grade is one percent with an overall copper distribution: 70% native, 25% chalcocite and 5% chalcopyrite with bornite and covellite. The ore also contains important, but variable amounts of gold and silver.

Large scale grinding mills can reduce both capital and operating costs for concentrators. These mills can be effectively used, but they must be free from design and manufacturing deficiencies if they are to reach their full potential and avoid costly downtime. This paper presents the evolution of today's complex grinding mill specifications and discusses the most important items to look for when buying new equipment. It emphasizes the need to monitor specification requirements during design and manufacture. It also discusses the growing trend to have grinding mills fabricated in overseas plants, and the importance of recognizing this when preparing specifications.

Many unique ventilation problems have been faced as Avery Island Mine's large openings have been mined. High humidity of outside air combines with the hygroscopic salt to create a corrosive atmosphere. Massive rooms preclude routine use of brattices to direct air flow to the working faces. Large amounts of explosives are consumed in single blasts. Resulting concussion pounds air control structures and ANFO ignition creates large amounts of nitrogen dioxide in single rooms. Geologic constraints confine new shafts and slopes to areas thought to be free of potential ground water hazards. Dust control techniques are limited by dry product demanded by customers. The Avery Island Mine's ventilation system has evolved to deal practically with the conditions and to dependably provide fresh air to the miners. International Salt Company's Avery Island Salt Mine, a multiple level room and pillar operation, has been mined steadily since about 1900. It is known as one of the "Five Island" salt dome mines of South Louisiana's Gulf Coast. Production from the area places Louisiana first in United States rock salt mined tonnage, according to the United States Bureau of Nines, 1982 (1). International Salt Company is a major force in U.S. salt production, as it also operates mines in Detroit, Michigan; Cleveland, Ohio; and Retsof, New York; a solar salt facility in Bonaire, Netherlands Antilles; and a solution mining plant at Watkins Glen, New York.

Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco's Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.

In 1971, during the planning and design stages of a $300 million expansion, the Iron Ore Company of Canada Ltd. through its Engineers, Canadian Bechtel Ltd., came out with a preliminary request for two (2) 10,000 LTPH belt conveyor scale systems. These Systems were to provide weighing accuracies within 2.5% of the iron ore pellets and concentrates in transit on two (2) 72" wide conveyors from the stockpiles to the ships. Each conveyor system would be fed by a rail mounted bucket wheel reclaimer, with the conveyed material moving directly to the ship loaders with no inter- mediate surge and/or storage bins between the stockpiles and the ships. The bucket wheel reclaimer discharge rates would vary from 0-9600 LTPH in cyclic periods, with the periods varying from 1-5 minutes - dependent on the level of the reclaim buckets in relation to the stockpile as well as the slewing rate of the reclaimer. There would be frequent interruptions for bucket wheel repositioning (laterally and vertically), changing ship holds, and trimming ship holds. These frequent zero flow conditions, approximately 500 per 150,000 ton ship, could last 1-5 minutes. In addition, the conveyors on which the scales were to be mounted would be over the water and subject to the wind and cold of Northern Quebec. These Systems would be in use 350 working days of the year and would load 30,000,000 LT/yr. (An average of 90,000/working day).

A column reactor was applied for leaching with simultaneous flotation a complex sulfide ore in ferric sulfate-solution under oxygen pressure. Elemental sulfur and the flotable, nonreacted sulfides were collected in the froth and separated from the insoluble, nonflotable gangue minerals and solid particles formed during pressure leaching. The two-stage laboratory unit, built from Corning-glass elements is described. Results of the continuous leaching/flotation experiments conducted under 20-40 psig of oxygen pressure are presented, as are supplementary batch leaching experiments with iron precipitation under 150 psig oxygen pressure. High zinc extraction to solution and near total accumulation of lead sulfate in the nonflotable fraction are easily attainable. Relatively poor flotation of pyrite is probably caused by the partial oxidation of its sulfidic sulfur to sulfate.

Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

Thiourea is being applied as an industrial leaching agent for gold and silver only in a few cases. A CIP technique was developed which eliminates most of the obstacles against its use. Mild conditions for precious metals stripping from the loaded carbon simplifies process conditions in comparison to cyanide CIP technique. Examples are given.
