As with the slogans of Madison Avenue, catch words or phrases frequently become topical. Much is heard these days of the confrontation between governments of developing countries and international mining capital. In actual fact, sadly there are too few cases of anything as positive as confrontation because such an action at least signifies a dialogue which may begin badly but end up fruitfully. Instead we have in general a climate of indifference and fear with the mining companies of note marking off most of the developing world as being unsafe for investment. There is an unreal air to this damaging impasse. The common sense and objectivity which are prerequisites of positive action are lost in a swirling cloud of mythology, embraced largely by governments. Let us examine some of the dangerous misconceptions.

The Resource Conservation and Recovery Act, commonly known as RCRA, which amends the previous Solid Waste Disposal Act, was signed into law on October 21, 1976. Members of the mining industry began their contacts with EPA in this area two to three years before the Act finally was passed, and that seemed and probably was all to the good. We reviewed and commented upon their studies and in general tried to acquaint them with the peculiarities and the uniqueness of the wastes generated by our industry, of which they were abyssmally ignorant. I suppose we thought that through the bureaucracy we might have some influence upon the provisions of the solid waste legislation that was being bandied about on the hill. Certainly the industry, in general, did very little direct lobbying, as I recall, and there were several reasons for that. For one thing we conceived that the legislation was aimed at the chemical industy and believed that if their people looked after their interests, ours would be safeguarded automatically. Also, the Federal Land Policy and Management Act (FLPMA) was heating up at the same time and, in fact, was signed into law on the same day. In addition, a great deal of lobbying activity was required by amendments of the Clean Air Act and Federal Water Pollution Control Act that were being put together in Congress. These were conceived to be of far greater importance to our industry than a bill to control mostly chemical wastes and, in fact, new bills in both areas became law the following year. Finally, the solid waste bill, RCRA, was patched together by committee staffs over one weekend and was reported out by a conference committee rather hurriedly. Some little goodies about mining were almost after-thoughts in this process.

The pressure/vacuum lysimeter is being used as an effective vadose zone monitoring device for mining heap leach facilities, tailing disposal ponds and tailing waste sites. Their use has proven reliable for baseline data collection, early warning leakage detection and analyzing geochemical variations in the vadose zone. The lysimeter structure utilizes a closed cylindrical chamber made of PVC or inert material. The soil water intake portion of the cylinder is made of a porous material of low permeability. The application of vacuum or pressure to the unit is via two access tubes from the ground surface. Available soil moisture is drawn by vacuum through porous material into the lysimeter chamber and then collected from the access tubes. Case studies show their usefulness for monitoring around a uranium tailing pond constructed in glacial till material, under heap leach pads and pregnant, barren, and overflow ponds, and investigating the movement of contaminant moisture through old tailing deposits. Relatively easy to install and sample, regulatory agencies and facility operators are accepting and negotiating for their application as a site integrity monitoring device and unsaturated zone research tool. Their use at heap leach facilities lends credibility to solution balance calculations when considering a leachate loss of 5 or 10 percent can make or break a mine's profitability.

Those of us who have directed our efforts toward the construction of tunnels have long maintained that tunnel construction is more closely an art than it is a science. We have spent time underground with hard-bitten, tobacco chewing shift bosses and superintendents who have made seat-of-the-pants decisions at the face which have been based upon their long experience underground coupled with uncanny intuition. The courage and skill of these men in the performance of their art is legendary. Without question, they have constituted the backbone of the tunnel construction industry. But just as John Henry, the steel driving man, despite his stout heart and dedication to his task, was supplanted by the steam drill, I fear that our tunnel stiff, at least as we have known him, will become an endangered if not extinct species. The reason for this is clearly that tunnel construction is slowly but inexorably making the transition from being an art into being a science, and more and more its performance is requiring the services of scientists as opposed to artists. The tunneling art has been undergoing change for many years, and yet until recently the changes have not been basic. We have improved the way we do the same old things. For example, John Henry would be flabbergasted if he saw the rock drills we use today. He would not have engaged in the legendary drilling contest with one of our modern drills, He would have simply conceded defeat.

Abstract. This cater presents the development of and results from a computer model of in-situ uranium leaching. This model uses a streamline-concentration balance approach and is useful with a vide range of reservoirs. It can be used with any type of veil system, in a reservoir with or without boundaries, and with any form of descriptive kinetics. The model also includes the effects of dispersion and consumption of oxidant by minerals other than uranium. The effects of areal sweep, variable uranium concentrations, variable permeability, and the presence of oxidant consumers on uranium production are shown and discussed.

The geology of the Gulf Coast Salt domes has been extensively studied by Kupfer (1,2,3,4,5), Atwater (6,7), Balk (81, Hawkins (9), and Wharton (10). dominant geological feature of Southern Louisiana is the Gulf Coast Geosyncline. The axis of this geosyncline corresponds with the present day coastline of Texas, Louisiana, Mississippi, Alabama and Florida. This geosyncline has been continually subsiding since Cretaceous times and receiving large deltaic accumulations of sediments from Central North America. These accumulations progressively thicken toward the South. In the vicinity of the Coast, these sediments are reported to be about 40,000 feet thick. Another dominant feature of the region is the large number of salt domes scattered along the Gulf Coast (fig. 1). Typically, these domes are roughly cylindrical in shape, 1 to 5 miles in diameter, and extend to more than 20,000 feet in depth. It is hypothesized that these domes are derived from the thick Louann salt formation lying below the deltaic sediments. Due to its low specific gravity and buoyancy, the salt layer protruded upwards plastically and pierced the overlying strata. As a result of this upward flow, the adjacent strata are locally lifted upwards, creating excellent traps for petroleum accumulation.

In 1967 a large kaolin deposit was discovered on the Jari River, a tributary of the Amazon, in the territory of Amapa in Brazil. The kaolin occurs in the Barreiras Series of Pliocene age and is part of the Belterra Clay. The kaolin was drilled and tested, and today a modern processing plant is producing over 150,000 tons per year of high quality paper coating clay. Some of the problems associated with the mine development, processing, personnel, and marketing of this remote kaolin deposit are discussed. The mineralogy and physical properties of the Jari kaolin deposit are also described.

Silicon Carbide and Aluminum Oxide were two of the early forms of man-made abrasives often referred to as synthetic and were invented at the turn of the century. Edward G. Acheson invented Silicon Carbide in 1893 and Charles F. Jacobs filed a patent for the manufacture of fused alumina from bauxite in 1900. Jacobs' patent provided a method for tempering the alumina by reduction and fusion to a degree of hardness and toughness suitable for abrasive purposes. These two inventions are the basis of the synthetic abrasive industry today. Improvements have been made in the equipment used in the process, however the process itself remains basically the same. In 1904 A. C. Higgins observed that hot spots developed on the shell of the pot furnace used in the reduction of bauxite. He found that by spraying water on the hot spots they could be prevented and, in addition, they failed to return in the same place. Higgins reasoned that the cooling effect of the water caused the melt contacting the metal shell to freeze as an insulating autogenous refractory. This suggested that an improved furnace design could be obtained by using a metal shell which is continuously flooded with water on the exterior surface. Paradoxically, a furnace required to contain tons of molten Aluminun Oxide was thus constructed of nothing but a sheet steel shell with no refractory lining at all. A test of such an arrangement was tried by Higgins with considerable trepidation and was found to be extremely satisfactory.

Near the village of Villarino de los Aires, in the province of Salamanca, Spain, is an existing underground hydroelectric power plant. A major enlargement was undertaken to increase the electrical generating capacity, under a contract awarded to a joint venture of Dragados & Construcciones, S.A., Entrecanales y Tavora, S.A., and S.A. Conrad Zschokke. The enlargement required the excavation of an underground system of tunnels, shafts and chambers adjacent to existing facilities and interconnected with these facilities. The existing machine hall and transformer chamber were both extended, requiring excavation of the rock that constituted the existing end walls of these chambers. The drilling, blasting and excavating of the underground system had to be done without damaging existing underground openings or any of the existing structures, equipment or instrumentation facilities. This required careful control of vibrations, air waves and dust. The joint-venture contractors preferred to use electric blasting methods, if these methods could be implemented in a safe manner. The safety question had to be evaluated carefully. High electrical potentials existed at the site because of the electrical generating and transmitting facilities that could not be shut down. Electrical fields were carefully studied prior to the beginning of the work. This was done both in the underground environment and above the ground surface. A 0.60 km2 (150 acre) wetland was reclaimed by Agrico Mining Company as part of a 1.48 km2 (366 acre) reclamation program in southwest Polk County, Florida approved by the Florida Department of Natural Resources. The upland portion of the area provides watershed for the wetland site which overflows into the flood plain of Payne Creek. Construction of the wetland was designed to provide conditions favorable for a diversity of habitats, as well as retention time for surface runoff waters. A variety of revegetation methods, including innoculation with muck from unmined wetland depressions, have produced encouraging results with both woody and herbaceous species.

The justification for a "ligand- selective' approach to fine mineral beneficiation via flocculation is established initially. Special emphasis is placed upon the need to identify non-selective, interfering and complicating adsorption effects. Specific strategies directed towards the design and synthesis of complementary selective flocculants are detailed using a number of different polymers and chelating agents as examples. In this regard, the affinity of polymer-bound ligands for metallic cations, ligand concentration, possible modes of attachment, the application of spaced-out ligands and other considerations in the preparation of selective flocculants are highlighted.

From the MAP3S Precipitation Chemistry Network data bank five years of data from January 1, 1977 to December 31, 1981 have been analyzed. No definite trend has been observed in the concentrations and the total depositions in the analyzed period. Comparison between the weekly and event samples show that the weekly samples could underestimate the total deposition. Preliminary results show that there is a reasonably good correlation between the precipitation composition and the emissions feeding the air in which the precipitation is formed.

Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-term and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

Unmodified pneumatic rock drills may have noise levels of 115 to 130 dB at the operator's position. Experimental modifications have been made to a standard drill to suppress the noise from the three main sources: the air exhaust noise, the noise radiated from the drill, and the resonance noise of the steel drill rods. A prototype model developed at the Bureau of Mines, Rolla Metallurgy Research Center, operates at a noise level below 100 dB. A close-fitting case and muffler unit, consisting of a metallic skeleton filled with viscoelastic absorber and having a durable cover, provided both muffling and noise absorption. Damping alloys were used at strategic points in the drill. Drill steel resonance noise was reduced by a constrained-layer treatment on the outside of the drill rod. The singular and combined effects of the treatments are presented in detail.

INTRODUCTION Mount Isa Mines Ltd. operates a copper and silver- lead-zinc property at Mount Isa in northwest Queens- land, Australia. Mount Isa is located in the tropics at latitude 20°43'S and longitude 139°30’E (Fig. 1). It is on the upper watershed of the Leichhardt River and at an elevation of 365 m above sea level. The average rain- fall is 360 mm/y, the greater part of which falls in January to March (the hot summer months). The mean summer temperature for these months is 30°C (dry bulb), with a maximum temperature of 43°C; the mean wet bulb temperature is 25°C with a maximum of 28°C. Mount Isa is located geologically towards the western edge of the Precambrian Shield of northwestern Queensland. This complex forms a north-tilting dissected peneplain which extends in the north-south direction for 640 km, with widths varying from 32 km to 190 km. The combination of differential erosion, regional strike, and steep dips has produced a corrugated topography of low north-south orientated hills and valleys. The field was first discovered in 1923 as a silver- lead-zinc field. Mount Isa Mines Ltd. was formed the following year and subsequently became the sole operating company on the field. Lead and copper ore have been mined and treated separately and simultaneously at Mount Isa since 1953. Intensive exploration commenced in 1954 and an active exploration program provided the justification for a series of production expansion programs in both silver- lead-zinc and copper (see Table 1 ). The most recent and largest production expansion program at Mount Isa commenced when a decision was reached in December 1969 calling for an increase in copper production from 100 000 to 150 000 t/y of blister copper. A major factor which influenced this decision was the substantial additions to the ore reserves in the so-called 1100 ore body which is a massive copper sulfide ore body with a known strike length of approximately 2500 m, a height which is variable up to 300 m, and a width of generally 300 m up to a maximum of 370 m (see Figs. 2 and 3). Host to the copper mineralization is a complex and variable rock generally called "silica dolomite." The ore body strikes 6.02 to 6.1 rad (345° to 350°), dips west between 0.78 and 1.13 rad (45° and 65°), and is truncated at depth by fault implaced basement rocks. It first occurs some 600 m below the surface and bottoms at about 1000 m below the surface. The unconfined compressive strength of the silica dolomite ore varies from 150 to 250 MPa, whereas the basement rocks, carbonaceous mylonite, slaty shale, buck quartz, and greenstone (a chloritic schist) are considerably weaker, varying in strength from 20 to 80 MPa. The distribution of mineralization within the ore body is variable, but can be considered as generally high grade at or just above the basement contact and diminishing towards the upper reaches of the ore body. Tabular uranium ore in the Grants uranium region, New Mexico, occurs as tabular layers of a urano-organic mixture suspended within host sandstones of the Morrison Formation. The intimate urano-organic association points to the organic material as the main ore control. Petrographic evidence indicates that the organic material was postdepositionally introduced into the host sandstone, probably as humic acids; however, the mechanism by which these acids precipitated from solution remains uncertain. A model, the cation scavenging model, is proposed in this paper to explain humic acid precipitation. The model, supported by evidence from regional alteration studies of the host sandstones, proposes that cations responsible for humic acid precipitation were scavenged from framework grains which altered during passage of the humic-rich fluids through the host sandstone. This process, coupled with the affinity of organic molecules for each other, caused flocculation of humic acids into tabular zones. The precipitated humic substances then continued to concentrate uranium to form the orebodies. The cation scavenging model requires only one solution, the humic-bearing solution, in the precipitation process. All cations necessary for humic acid precipitation originated in the host sandstones. This model contrasts with a previously proposed model--the brine interface or two solution hypothesis--in which it was proposed that a cation-rich brine introduced into the host sandstones provided the cations necessary for humic acid precipitation. The brine hypothesis has several drawbacks, one of which is unrealistic hydrologic reconstructions necessary to accommodate mineralization at various stratigraphic horizons in the Morrison Formation. Moreover, no mineralogic evidence exists to suggest a brine occupied the host sandstones at the time of mineralization. The proposed cation scavenging model for humic acid precipitation not only readily accounts for humic acid precipitation, but also is consistent with geologic observations and regional alteration studies.

Three sedimentation ponds had their performance evaluated before and after installation of modifications. Each pond had a floating baffle installed, two had siphon outlets and one had a floating outlet device. Baffles inhibited short circuiting, and the outlet devices retarded flow following a rainfall event, and drained the pond creating a large storage volume to maximize detention time. Total suspended solids and settleable solids tests were run on samples of influent and effluent to evaluate pond performance. Particle size analyses were run on samples containing measurable amounts of solids. Performance improved in each pond, with baffles providing the major improvement. Through the entire surface mining process un- protected soil is exposed to direct rainfall and subject to accelerated erosion. Without controls, receiving streams would be "choked" by the additional sediment load. Several states, including West Virginia, require that sediment control ponds be constructed to trap the sediment before the water enters receiving streams. Even well designed ponds have exhibited difficulty in meeting effluent limitations. In a study supported by EPA, about half the ponds did not meet effluent limitations (1). There is a critical need to reduce sediment losses using presediment pond controls or by improving sediment pond performance. The objectives of this study were to evaluate modifications designed to improve sediment pond performance by; 1) monitoring three ponds prior to modification, 2) install floating baffles and 3) modify the principle spillway and determine the change in pond performance.

The treatment of ores in preparation for fatty acid flotation is characterized by a wide divergence in methods, and attempts to define "common practice", even for the same type of mineral, are usually of little value because of the numerous exceptions. Such factors as desliming, pulp density, pulp temperatures, and reagents for conditioning are successfully employed under conditions representing almost extreme opposites. More precise control of variables is necessary than with sulphydric flotation processes It appears likely that variations result from independent development of a process from the multitude of variables that characterize fatty acid flotation and the ores of non-metallic minerals. Consequently, a symposium is a suitable way of presenting a summary of pretreatment methods for fatty acid flotation processes, together with froth control practices, as they exist today.

Mining in Mexico is one of its post traditional activities, whose influence in the development of important cities and communications has been decisive. Precious metals and, to some extent, copper and tin were known and used before the Colonial period, but from the sixteenth century to tie end of the nineteenth century, mining and metallurgical industries were concentrated in the precious metals, mainly silver. This silver was exported to Spain and other countries under the Spanish. Rule, Mexican peso was known world wide since the end of the sixteenth century and Mexico ranked as the first silver producer since the eighteenth century.

The need for instrumentation and automatic control of the various parameters in the heavy media process of iron ore beneficiation has been apparent for some time. Continued demands for higher grade, competitive products from the Mesabi Range have made it necessary to increase the efficiency of the process in every possible way. A brief review of a typical heavy media flow scheme, as illustrated in. Figure l, might be in order for those not intimately associated with this process of iron ore beneficiation.
