The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

With the passage of the Surface Mining Control and Reclamation Act (SMCRA), and the implementation of state permanent programs, underground coal mining operations are for the first time subject to government regulations regarding subsidence. These regulations now and in the future will directly affect the manner in which mining companies mine their coal. Since the promulgation of the original final regulations by OSM, numerous changes in those regulations have been made and many additional changes are pending in the near future. This paper will discuss state and federal approaches to regulating underground coal mines and examine issues surrounding future subsidence regulations.

Their suggestions on how to handle culture shock will be of interest to expatriate managers, operators, social workers, and engineering and construction personnel posted to overseas operations, as well as to nationals posted to other parts of their own country.

Ferrochromium produced by smelting chromite ores is an important alloying component in the steel industry. Ore, coke and fluxes are mixed and reacted in an arc furnace for a smelting process of ferrochromium. In ad-dition to this process, pre-reduction of chromite ore with carbon is an important industrial process. In all these processes, the mechanism and kinetics of reduction of chromite with carbon play an important role. In this study, the reduction of Turkish chromite ore with carbon was investigated. Chromite and carbon were ground to three different particle size groups. Chromite was mixed with carbon in stoichiometric and excess ratios. The samples were reduced under argon atmosphere at temperatures between 1,200° and 1,350°C. The formed phases and alloy compositions of reduced chromite samples were analyzed by optical microscopy, scanning electron microscope (SEM) with EDAX and X-ray diffraction analysis (XRD). Experimental results showed that the degree of reduction and the reduction rate increased with increasing temperature and decreasing particle size. The highest degree of reduction, 61.4%, was obtained at 1,350°C. The reduction took place in three stages: Stage 1: transformation of Fe3+ to Fe2+ and formation of metallic nuclei, Stage 2: formation of metallic crust around the particles and Stage 3: growth of the metallic crust and coalescence of the metallic phase.

INTRODUCTION Before a mine is planned in detail, a preliminary analysis is often conducted. This preplanning permits the mining engineer to make a rapid assessment as to whether or not a particular mining property warrants further consideration. In fact, a properly conducted preplanning phase can come within 10% to 20% of the actual results, thereby saving the mining engineer valuable time before committing himself to a fine-tuned analysis. The questions to be answered by mine preplanning are (1) What will be the operating conditions for the mine? and (2) How long will it take to complete the project? To answer these questions, calculations dealing with reserve estimation, production planning, man- power planning, and project scheduling are conducted. The following sections discuss these various phases of mine preplanning in greater detail. RESERVE ESTIMATION The estimation of the various characteristics of a reserve, such as quantity, grade, and thickness, is an ongoing process throughout the life of a mining venture. However, the reserve-estimation phase of mine planning is more closely associated with the preplanning phase. There are many different techniques employed in reserve estimation of solid mineral deposits; variations among them are introduced because of such considerations as ease of application or level of accuracy. In any event, each technique is developed in the following manner: (1) the mineral body is represented pictorially and then subdivided into blocks related to one or more samples of exploration data, (2) the area and volume of each block is determined, (3) the volumes are converted to representative tonnages (or, for example, grades), and (4) the results are tabulated. To illustrate this procedure, the polygonal (area-of- influence) technique will be presented due to its ease of application, flexibility in dealing with different deposits, and general acceptance. The polygonal method assumes that all characteristics of a mineral body extend halfway between a point of observation and any other point of observation. The explored portion of the mineral body is represented by polygonal prisms whose depths relate to the characteristic in question (grade, thickness, etc.) and whose plane bases relate to the area of influence of each point of observation (drill hole, etc.) as shown in Fig. 1. The polygons must be constructed in a definite order, usually clockwise and from the periphery to the center of the deposit. Table 1 can then be used to calculate the characteristics in question. Since, by definition, the polygonal method assumes that the characteristics of a mineral body extend half- way between points of observation, it becomes readily apparent that the evaluation of a vertical-drill hole exploration program requires that the sides of the polygons be formed by the intersection of perpendicular bisectors (Fig. 2). Figs. 3 and 4 show correct and incorrect construction of the polygons. The criterion for correct construction of the polygons is that all points within a particular polygon must be closer to its rallying point than those located in any other polygon. This is clearly not the case for certain points that are located in the polygon containing rallying point B in Fig. 4. Although this method can be used where the drill holes are irregularly spaced, calculations become less tedious when a square net (Fig. 5) or a chessboard (Fig. 6) grid is adopted. The numbers shown in Figs. 5 and 6 represent the relative weight for each of the shaded areas. In general, the greater the number of polygons, the more continuous the mineral body, and the more regular the grid, then the more accurate the computations will be. PRODUCTION PLANNING Before an acceptable evaluation of the production potential of a mine can be determined, a thorough exploration program should be conducted. It seems obvious that the nature and properties of the deposit and adjacent strata, the presence of impurities, and other mining conditions should be adequately determined prior to production planning and equipment selection. The lack of sufficiently detailed knowledge of the many mining parameters has led to the failure of numerous operations. For example, targeted production tonnages and equipment sizes for a coal mine are intimately related to the seam thickness. Needless to say the quality of information that is gathered from an exploration program can have a tremendous impact on the production plan. Mediterranean regions such as Greece, Turkey, Cyprus, Corsica and New Caledonia have experienced epidemics of malignant mesothelioma as a result of non-occupational, ??domestic?? exposure to tremolite asbestos and fibrous erionite. This exposure to tremolite asbestos and fibrous erionite is typified ??domestic?? due to its prevalence in regions with natural deposits of tremolite asbestos (or fibrous erionite) where the material from tremolite asbestos or fibrous erionite is used for domestic applications such as whitewashing. However, these exposures may be useful in examining the potential consequences of even small amounts of amphibole asbestos fibers in the ambient air. It can also elucidate the effects of fibers that behave like amphibole asbestos. However, this type of exposure is not useful for studying the potential effects of small amounts of asbestos in the ambient air of big cities due to the differing nature of the fiber types and modes of exposure between the regions. © 2008 Published by Elsevier Inc. The use of the National Science Teachers Association (NSTA) regional meetings as a forum to educate teachers on the role of minerals in our society has been immeasurably successful. Each year, on average about 3,500 to 4,000 teachers participate in each of the three regional NSTA meetings. At each of these meetings, nearly 2,000 teachers visit the “Minerals Coalition Booth” and receive free mineral samples and other educational support materials. Some rules of thumb for a successful booth at the NSTA are provided. Considering the level of effort for such a booth, are there alternatives? The NSTA also organizes a national annual meeting with attendance of about 20,000. All who have participated in a regional NSTA agree that the traditional approach of providing a mineral set and teacher materials for a substantial fraction of the 20,000 attendees is not feasible. Conceptual alternatives for minerals education at the national NSTA meeting are introduced and evaluated.

The extension of the commuter railway system (S-Bahn) in Leipzig, Germany willrequire the construction of an underground line crossing the downtown area of thecity to tie the Bavarian Station in the South to the Main-Station in the North. The City-Tunnel-Leipzig is currently one of the largest infrastructure projects in Europe. This system extension will have a length of approximately five kilometers. 3.9 kilometers of that length are currently being constructed using either cut & cover construction or tunnelingmethods. The design and construction of this project currently is and will continue facing very significant challenging urban and demanding geotechnical conditions.

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.

Although lifetime estimates for sulfate reduction based on total substrate carbon typically range from 20 to 30 years, field and laboratory experiments showed that rates of sulfate reduction decreased over time as readily available organic material was consumed. When the rate of acid input exceeded the rate of sulfate reduction, alkalinity was removed from the substrate, pH decreased and metals increased. Output pH increased from 4 to over 6 after the system was shut down for several weeks and the rate of acid input was reduced. Successful long term treatment requires a design based on the input pH and the long-term organic decomposition rate.

As part of the New York City’s redevelopment of the far west side of mid-town Manhattan, this project will add 1.5 miles of twin bored tunnel to No. 7 Subway Line. The proposed alignment extending from the Times Square Station west beneath 41stStreet turning south under Eleventh Avenue and terminating at 25th Street will include two new stations. The tunnels and station caverns will be primarily constructed in the Manhattan Schist, and will pass in close proximity to several major overly ingstructures. This paper discusses the lithology and structural discontinuities of rockmass along the project alignment, tunnel and cavern rock loading, groundwater hydrology, groundwater quality, groundwater treatment and sustainable design.

The 1997 New Year’s Day Rogue River flood near Medford, Oregon, USA, entered historic channels, eroded a 150-foot-wide buffer, and captured an inactive gravel pond located within the channel migration zone. Channel redirection caused by pit captures threatened adjacent inactive gravel ponds. In response to this capture, a stakeholders group of concerned individuals and organizations was formed. This group ultimately developed a rehabilitation plan, which conformed to the Rogue River’s geomorphic trends. A two-dimensional model, FLO-2D, was used to evaluate channel splits, flood storage, backwater, and future conditions. Modeling results coupled with trend analysis were used to create a stable design where stream barbs, gravel redistribution, a channel outfall spillway, bendway weirs, bank reshaping, and revegetation were integrated into a single plan for a three-mile reach. The quick action by the stakeholders group averted further damage to the Rogue River system and surrounding environment. The project has preserved three miles of mainstem habitat, one mile of side channel habitat, and protected ten gravel ponds from pit capture.

Online education is not new. During the last decade, it has reached the stage where many universities offer a variety of courses, degrees and programs without any associated residency requirements. The most successful of the online universities, University of Phoenix, offers hundreds of accredited programs for close to 100,000 students throughout the world (www.phoenix.edu). Online education is considered to be a valid equivalent to traditional, classroom-based education. It is best suited to the needs of mature students with full-time jobs and a desire to deepen their knowledge. While most of the e-business has experienced severe setbacks during the last two years, e-education shows no signs of slowing down. On the contrary, the number of students and institutions offering online education keeps growing. The value of e-education associated expenditures was expected to reach $300 billion in 2001 (Sanoff,2001), making it a serious and mature industry.

The New Croton Aqueduct (NCA) was the first major water supply tunnel for New York City. The 50-km (31-mi) long tunnel has 33 open shafts 6 m (20 ft) to 121 m (397 ft) deep. The tunnel and shafts are lined with brick and mortar, with cast iron lining and pressure covers in six pressurized shafts. Details of the 1895 construction are provided and compared to modern construction techniques. The paper provides rehabilitation techniques for the shafts and pressure covers, including grouting, epoxy lining, temporary bulkhead design and installation and placement of tremie concrete 98 m (320ft) below the water level in a 122 m (400ft)deep shaft using a Remote Operated Vehicle (ROV) to monitor the placement.

TBM case histories from over 400 tunnel sections are analyzed presenting a comprehensive application of the Rock Mass Excavability (RME) index (Bieniawski et al.2006). The paper introduces two new adjustment factors, called the Factor of Tunnel Length and the Factor of Crew Effectiveness, which were established to represent more realistically the interaction of the rock mass characteristics, the TBM parameters and the performance of the crew operating the machine. A new correlation is provided for predicting the average rate of advance of double-shield TBMs working specifically in the double-shield mode.

More than 111,350 mining and construction industry professionals from throughout the world gathered in Las Vegas, NV, March 19-23 for ConExpo-Con/Agg 2002 and IFPE 2002. The triennial event is the Western Hemisphere’s largest equipment show for the quarrying, aggregates, construction and ready-mixed concrete industries. Despite the difficulties in the world economy, ConExpo-Con/Agg 2002 attracted more than 2,450 exhibitors from throughout the world. This was an increase from the 1,882 exhibitors that were on hand for the 1999show. And this year’s show occupied more than 180,225m2 (1.94 million sq ft) of exhibit space at the Las Vegas Convention Center. This was an increase from the160,900 m2 (1.73-million sq ft) occupied at the 1999event.

The phenomenon of surfactant adsorption at mineral surfaces is of significant importance in many particulate processes ranging from mineral flotation and enhanced oil recovery to pharmaceutics, paint technology and the casting of high quality ceramics. Stability of the dispersions is related not only to the amount of adsorbed surfactant but also to the structure of the adsorbed surfactant molecules at the interface. This structure greatly depends on the type of surfactant and the hydrophobicity or hydrophilicity of the surface. On hydrophobic surfaces surfactants adsorb regardless of surface charge by van der Waals/hydrophobic inter-actions with hydrocarbon chains accommodated at the surface. On the other hand, on hydrophilic surfaces the surfactants adsorb through electrostatic interactions with their polar moiety fixed at the surface. In the latter case, the electric charge of the surface and surfactant plays a crucial role in the surfactant adsorption process. The recently developed soft-contact Atomic Force Microscopy technique has revealed images of adsorbed surfactant structures at various interfaces. The adsorbed structures of a cationic surfactant (CTAB) and an anionic surfactant (SDS) are presented in this work for different concentrations at hydrophobic graphite and hydrophilic mica surfaces. Different types of micellar arrangements have been observed at these surfaces for surfactant concentrations around the critical micelle concentration. The structures are more ordered and well defined at the graphite surface than at the mica surface. These results have been correlated with the hydrophobicity of the surfaces as revealed by contact angle measurements.

The 32nd annual short course ?Grouting Fundamentals and Current Practice? was held at the Colorado School of Mines, June 13-17, 2011. The field demonstration portion of the course was conducted June 16 at Baski Inc.?s yard in Denver, CO. The full-scale field demonstration presents many types of drilling and grouting equipment in operation as well as numerous grouting methods per-formed under various field conditions. As part of the field demonstration, the class was shown the proportioning, mixing, testing and injection of various cement grout mixes into sand columns under controlled and recorded conditions. These sand column demonstrations have been conducted under controlled and measured conditions each year since 1999 as part of the short course. The sand column demonstrations were conducted prior to 1999, but with less quality control and minimal record keeping of the proportioning, mixing, testing, injection pressures and the final permeation results.

Cement in 1975 indeed did operate in an unfriendly environment. World recession, escalating costs, fuel crises, reduced product demand . . . . all led to market conditions detrimental to industry profit margins and investment re turns. During the year plant utilizations fell, break-even points were raised, and competitive moves introduced to move built up inventory levels. A number of cement plants were temporarily taken out of production to help alleviate specific situations. Meanwhile, under resultant financial pressure, several companies omitted dividend payments, changed their top executives, and reorganized and reduced staff overheads. It was a difficult year for cement, yet a much more ominous note was sounded in permanent plant closings. Four more cement operations were shut down in 1975; to date in 1976 we know for sure of three additional plant closings, while rumour has it that at least one more may not be in production by year-end. The somber feature is found within the descriptions of the closed facilities, and in the stated reasons for their being taken out of cement manufacture.
