This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

In the past decade, numerous urge scale drilling projects have made use of reverse circulation air lift methods. Reverse air lift pumping can be established by injecting gas into a column of liquid; the subsequently decreased density of the gas-liquid mixture allows atmospheric pressure outside the lift conduit to establish flow. The rate of flow can be controlled by varying the gas to liquid ratio. A typical reverse circulation air lift system is depicted in Figure 1. Allen1 has described a number of reverse air lift drilling projects. Although cited examples are generally related to large diameter holes, the method has seen use in other applications such as sand dredging, chemical pumping, water well pumping and continuous coring. One particular benefit obtained with enclosed reverse circulation drilling is elimination of lost circulation. The required air/water ratio for pumping at a given submergence and lift has been established experimentally by Gibbs2. His data, however, do not reflect sensitivity of flowrate to air/water ratio. Further, in Gibbs' work, air apparently is injected continuously along the column of water. This configuration differs from that used in reverse air lift drilling where air is injected at discrete points only. Gas lift theory has received considerable attention over the past decades. Orldszewski3 defined flow regimes in two phase flow. Griffith and Wallis4 determined relative velocities of gas to liquid. Two-phase flow has been studied extensively for oil transport in inclined and vertical pipes by Chierici et a15, Beggs and Brill6, and Gould, Tek and Katz.7

An investigation was undertaken for a ground water discharge plan for the Chino mining complex near Hurley, New Mexico. Operations which impact ground water include dump leaching, storage reservoirs, and tailings seepage. The investigation included both hydrogeological data collection and laboratory analysis. A conceptual understanding of surface water and ground water was then developed. Surface water and ground water models were used to match existing conditions and predict the impact of operational modifications. The study concluded that runoff and resulting leach reservoir overflows were primarily responsible for the ground water degradation. Tailings seepage represents a smaller part of the impact.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion widens the existing four-lane bridgetunnel corridor to eight lanes through construction of two parallel tunnels, interstate widening, and bridge expansions. As part of the design-build contract, a supplemental geotechnical investigation was completed to support the design. The investigation for the subaqueous tunnel segment consisted of over 48,400 linear feet of drilling and 7,100 laboratory tests. This paper discusses the challenges of planning and executing a large-scale geotechnical investigation for underground works in a marine environment and the use of big data for effectively managing, interpreting, and transmitting data to the design-builder consistently throughout the investigation.

In mineral resources, geologic and mining data are acquired, processed, analysed, interpreted and modelled, eventually serving as basis to generate predictions and production plans. This is a complex process, and the resulting predictions are impacted by uncertainties related to the data itself and the processing methods and techniques used. They are also impacted by the subjective decisions made by the modeler(s) at each step of the way. Knowledge, biases, skills, and prior experience come into play in the long mineral resource evaluation development workflow. It is meaningless to discuss uncertainties without evaluating the associated risks that those uncertainties imply. It is important to quantify and assess uncertainty, and to evaluate and mitigate its consequences. This paper discusses (1) conceptual and practical sources of uncertainty; (2) the utopia of an “objective” uncertainty; and (3) the quantification and public reporting of uncertainty using geostatistical conditional simulations. The objective of this paper is to postulate that the industry is running out of reasons and excuses to ignore uncertainty and risk in project evaluation. This is done in two parts, with this, the first one, presenting a more conceptual discussion. Part 2 will present case studies from different types of mining projects and operations showcasing the impact that risk assessments can have in a mining project.

Porphyry copper deposits in the southwestern Pacific area represent relative newcomers to the growing number of occurrences of this mineral deposit type. In addition to firmly establishing the importance of this region and its potential influence within the framework of world copper resources, the deposits of this region are significant from a scientific point of view because of their close relationship to the phenomena of Island Arc evolution. Since the discovery of Panguna on Bougainville in 1964, the list of prospects, proven and unproven, and developments, has grown to more than twenty and the number continues to increase. At the time of this writing, the number of prospects is imperfectly known but the following localities and numbers are fair minimum approximations: Manus (Admiralty Islands) (3); New Britain (5); New Ireland (1); Guadalcanal (2); New Guinea Highlands (6); Misima (1); and Fiji (2); Proven prospects are present in the new Guinea Highlands (2); one deposit is being developed in Test Irian, and one orebody, on Bougainville, is in production. This summary paper concerns a discussion of some of the geological characteristics of producers, developments, and prospects on the Islands of Nets Guinea, New Britain, Bougainville, Guadalcanal, and Manus. I am not aware of publishable data for Misima or Fiji. As so many variables ultimately determine whether or not a porphyry copper occurrence becomes an orebody, not the least of which is geography, this summary treats the characteristics of these occurrences which alloy; their assignment to the porphyry copper category. For purposes of this discussion, I have considered those copper occurrences which are apparently genetically related to talc-alkaline intrusions and in which the content of copper has been upgraded 50 to 100 times the Clarke for that particular host rock. Some of these occurrences are shown on Figure 1.

Basic laboratory tests initiated the. Rock Mechanics program. The stress-strain curve, modulus of elasticity, Poisson's ratio, the uniaxial rock strengths, Mohr's envelope, the stress at failure, and creep were investigated. A series of underground problems were then approached using this information; and various field measuring devices, most of which were developed by the Bureau of Mines. Initially, stress concentrations near mine openings were evaluated using the stress relief technique. This required an accurate determination of the pre-mining stress field. Later, stress concentrations associated with the cave line .sere studied. After about thirty stress reliefs over an appropriate time interval the effects of one type of mining could be compared against another. The microseismic technique was used to investigate a possible application of warning devices near the cave line. A study of mane reorientation was made Problems related to the shape and size of pillars and barriers were studied. Partial extraction mining systems were evaluated. The effectiveness of roof bolting patterns were examined. Control of roof stresses was attempted. A new system of mining in heavy ground has been developed using the information secured in the Rock Mechanics program without this system, mining in more than one instance would Nave been next to impossible. Indeed; from this one discovery alone, the Rock Mechanics program has paid off in improved safety as well as in dollars.

The presence of high-grade massive sulphides near York Harbour, Newfoundland has been known since the turn of the century. In the early 1900's a small, massive-sulphide deposit was worked by conventional hand methods and yielded about 100, 000 tons of high grade copper-zinc ore. Since that time, a number of mining companies have held options on the property and an exploration adit was driven along the fourth level of the original mine. Underground drilling revealed several additional massive sulphide lenses in the range of 10, 000 to 60, 000 tons (Fig. 1). The problem facing Long Lac Mineral Exploration Ltd. when they undertook an option on the property in 1969, was to outline any possible extensions to the known sulphide lenses which were outside the reach of underground drills and to search for new ore deposits which might double the known reserves into a feasible project for development. GEOLOGY AND PHYSICAL PROPERTIES: The geology is typical of many massive sulphide deposits within volcanic rocks in the Canadian Shield. The sulphide pods appear to occur along a complex andesite-basalt contact. Identification of the two volcanic types is difficult since they are almost the same colour. The most direct means of identification is by the slight difference in their magnetic susceptibilities. Pyrite, chalcopyrite and sphalerite are the main minerals in the sul¬phide lenses. The ore is massive, differing in density from the host rock by at least 1.0 gm/cc. There is little pyrrhotite or magnetite associated with the sulphides, so there is no appreciable difference in magnetic susceptibility between the sulphides and the basalt. "This paper delves into the constraints on the nature, origin and thermal evolution of the accretions formed in the uptake shaft of the flash smelting furnace operated by Atlantic Copper in Huelva, Spain, outlining recommended practices for preventing accretion buildup. The accretions were investigated using quantitative electron probe microanalysis, X-ray diffraction and digital imaging techniques, and the experimental data on mineral composition, crystal chemistry and textural relationships were interpreted in terms of thermodynamic phase equilibrium in the SiO2-Fe-O-S system. The results suggest that two distinct types of accretions were formed by the fractional crystallization of two coexisting immiscible melts, under changing conditions of oxygen partial pressure (pO2). The type I accretion of magnetite + delafossite ± cuprite ± tridymite ± metallic copper crystallized from a fractionating copper-rich melt at pO2 above about 10-5 atm, while the type II accretion of magnetite + fayalite + metallic copper + chalcocite derived from a melt with lower copper concentration when pO2 levels dropped below that critical level. Phase compositions and textures were consistent with a cooling history of both compositionally contrasting liquids from about 1,250 °C, the liquidus temperature of magnetite, to eutectic or near-eutectic temperatures of around 1,100 °C. The maintenance of appropriate temperatures — above the liquidus temperature of magnetite — and oxygen partial pressure levels may be critical for the prevention of accretion buildup. IntroductionCopper flash smelting with oxygen-enriched air, an autothermal process developed half a century ago by Outotec (Espoo, Finland), formerly Outokumpu, currently accounts for about 50 percent of the world’s primary sulfide-based copper (Schlesinger et al., 2011). The partial reaction of copper sulfide concentrates produces two separate molten streams, copper-iron-sulfide matte and iron oxide-rich slag, and releases sulfur dioxide (SO2) gas. The matte is sent to converters to remove the remaining iron and sulfur, leaving blister copper with grade of about 99.5 percent copper (Cu), which is cast into anodes for electrolytic refining.The SO2-rich gas generated by the oxidation of sulfide feed particles contains a significant proportion of dust that is entrained in the process off-gas. The gas from smelting is transferred into a waste heat recovery boiler, where it is cleared of dust and cooled before it is converted into sulfuric acid. If the process is not operated properly, the dust-bearing gas may form accretions between the uptake shaft of the flash smelting furnace and the waste heat recovery boiler, causing severe problems in the gas handling system (Swinbourne, Simak and Yazawa, 2002; Miettinen, 2008; Stefanova et al., 2012). Removing the dust accretions usually requires a greal deal of time, effort and resources. Understanding the buildup of accretion may help in reducing the problems and optimizing the process"

The results of column flotation tests conducted on a bulk sample of ultrafines discarded from the fine coal desliming cyclones at the Riverside coal preparation plant of Theiss Dampier Mitsui Coal Limited are presented. A 9% ash concentrate was obtained from a 51% ash ultrafine feed at 75-80% recovery of combustibles in a single stage of column flotation. From this result it is predicted that installation of column flotation at Riverside would lead to the annual recovery of additional coal worth $US5.1M. The operating conditions for coal and copper column flotation are compared and some differences which may result in a variation in column design are noted.

Perfluoromethylcyclohexane (PMCH), a member of the perfluorocarbon tracer group of compounds, has been shown to be a viable supplement to the widely used tracer gas sulfur hexafluoride (SF6). This viability stems from the fact that PMCH can be used concurrently with SF6 while maintaining adequate chromatographic separation and comparable sensitivity during analysis. However, the release of PMCH in an underground mine ventilation system is challenging due to its physical characteristics. While SF6 exists as a gas at room temperature and pressure and can be accurately released by a variety of means, PMCH exists as a volatile liquid at room temperature and pressure, preventing it from being deployed in a similar manner. One method to release PMCH is to use a permeation plug passive release vessel (PPRV), which allows for the controlled release of the gas. This paper presents the results of a study evaluating various preparation techniques, plug thicknesses and plug materials of an aluminumvessel PMCH release source, so that a source appropriate for the mine scale may be developed.

Heap leaching efficiency is reduced by poor solution flow characteristics (channeling and ponding), which result from compaction and fines migration. Agglomeration of the ore can prevent compaction and immobilize fines, but copper leaching requires an acid-resistant binder to stabilize the agglomerates. Until now, there has not been a satisfactory way to evaluate whether a binder was effective, other than squeezing a handful to see if it ?feels right.? Procedures have been developed to quantitatively determine whether a binder produces agglomerates that can withstand compaction in an acidic solution, and have identified several binders that will provide sufficiently compaction-resistant agglomerates for copper heap leaching. [On Pier D in the Port of Long Beach, California, the Port of Long Beach has built a new bulk cement distribution terminal. The facility is operated by Pacific Coast Cement Corporation, who designed the complex and leased it from the Port of Long Beach on a 40-year lease. At one bulk cement is unloaded from vessels carrying from 12,000 to 30,000 t. The unloading is performed with pig speed mechanical unloading equipment and delivered into a concrete silo complex with, a capacity of 50,000 t. From the silos, bulls cement is loaded into trucks for delivery. The facility was completed in September 1981.]

Silica flotation with amine salts has been a commercial process for years in certain non-sulfide mineral systems. Phosphate rock and feldspar deposits are notable examples. Generally, the quartz is clean and coarse. Primary amines and imidazolines are used, usually in a mole weight range 250-300, ad often fairly impure grades of collectors are satisfactory. As the production of magnetic iron concentrates grew in Michigan, Minnesota, Canada and in foreign locations, the iron mining companies began to explore amine flotation of silica to improve these concentrates. Many of the mining companies, as well as reagent suppliers, government laboratories and university research teams, had already studied amine collectors for silica, but the application to magnetic iron concentrates presented a real commercial opportunity to apply the art. Amine flotation of silica has been accomplished by simple addition of a flotation cell, and possibly a regrind mill, at the end of the magnetic concentration process. The flotation system gave the mill operator a flexible method to control final grade caused by ore variations in the feed. It increased iron content with lower silica, which resulted in lower freight costs per unit Fe and better pellets for blast furnace use.

An accurate knowledge of Interactions among mineral particles and between such particles and dissolved and precipitated species Is Important in developing efficient separation processes. In this investigation interactions in Florida phosphatic clay waste, that are relevant to dispersion and selective reagent adsorption, the two main prerequisites for selective flocculation, were studied. Initial studies with artificial slimes, consisting of pure clay and phosphate minerals, showed dispersion of artificial slimes to be relatively easy. The problems that were encountered during selective flocculation of the artificial slime were due to unselective polyacryllc acid adsorption on clay, which was caused by the presence of multivalent calcium ions on the exchangeable cation positions on the clay surfaces. This problem could be solved by exchanging calcium for sodium, which reduces the interaction between the polymer and the clay surface. This procedure, however, was not successful for mineral mixtures. Natural slimes were found to be much more difficult to disperse. This was attributed to the presence of cementing materials such as humic substances and Ai and Fe (hydr)oxide precipitates. Selective removal of these cementing materials resulted in good dispersion and partial separation. Further increase in separation of natural slime is likely determined by the presence of calcium on the clay surfaces, as was found for the artificial mixtures.

Barite (BaS04) is an industrial mineral with hundreds of uses. It is primarily used as a weighting agent in drilling fluids. This use comprised approximately 97% of U.S. barite consumption in 1981. Barite is found in three types of deposits: bedded, residual, and vein. Bedded deposits, because of their relatively large tonnage, have been the principle target of explorationists. Increased demand for barite in the mid to late seventies prompted many companies to significantly expand their efforts in barite exploration. Barite exploration techniques currently range from outcrop walking and geochemical exploration to gravity and seismic surveys.

Large scale equipment can reduce both capital and operating costs for concentrators. Large semiautogenous mills can be effectively utilized in big mills but they must be kept fully loaded to take advantage of their great potential. With varying hardness ores, controlling throughput is difficult and careful design must take this into consideration. A variable speed drive on large primary semi- autogenous mills can overcome this problem to a considerable degree. This paper provides a base case using standard accepted technology of two wound rotor single speed 4,476 kW (6,000 hp) motors to drive the primary SAG mills of a hypothetical 36,364 mtpd (40,000 stpd) typical porphyry copper mill. One other fixed speed drive will be described and five variable speed drive configurations will be reviewed. Capital costs for the entire grinding circuit, from crusher product to flotation feed, were developed for the base case and each of the alternatives. A technical evaluation comparing the advantages and disadvantages of each drive is presented.

Environmental geologic maps of the Wilcox and Jackson-Yegua lignite belts of the Texas Coastal Plain delineate land areas on the basis of their natural characteristics. Criteria used to define map units include substrate, soil, topography, geologic process, vegetation, and land use. The maps are useful in planning and reclamation of lignite mines and in meeting the requirements of State and Federal surface mining laws. Specific applications include identification of land capability, recharge areas and geometry of aquifers, flood-prone areas, areas that may qualify for prime farmland status, and other areas sensitive to lignite mining.
