The link between artificial ground freezing and the mining industry stretches back more than 140 years, and across an ocean. Patented by the German scientist F.H. Poetsch in 1863, the technique is reported to have first been used circa 1862 in the coal mining valleys of South Wales. In the United States, the first ground freezing application, to a depth of 30 m (100 ft), occurred in 1888 for the Chapin Mine Co. in Iron Mountain, MO. In England in 1901, the Poetsch method was used for the first time to successfully sink two shafts through 24 to 27 m (80 to 90 ft) of wet sand and boulder clay at the Washington Glebe Colliery, near Sunderland. British mining engineer T.H. Cockin, in his 1905 Class-Book of Practical Coal-Mining, noted that, ?This method of sinking through thick beds of very wet quicksand has met with great success; it is one of the recognized methods of sinking on the Continent.? Mine shaft freezing soon became relatively common in Europe where the project could bear the cost of a major refrigeration plant construction. However, it was not until 1952 that the second North American ground freezing project was completed to facilitate the sinking of a 4.5-m- (15-ft-) diameter, 233-m- (765-ft-) deep shaft at a Potash Company of America (PCA) mine in Carlsbad, NM. Nowadays, ground freezing is used worldwide for both mining and civil applications. In small mine shafts of 3 to 6 m (10 to 20 ft) in diameter, excavations have been carried out to depths of more than 820 m (2,700 ft) within the protection of unbraced or unlined frozen walls. In fact, for deep mines, no better method has yet been established for sinking production shafts through deep, water-bearing ground. Major deposits of coal, potash and salt would still be inaccessible if not for artificial ground freezing. There are several advantages of ground freezing unique to the construction of shafts. Proper instrumentation can provide complete assurance of the integrity of the freeze to full depth prior to excavation. The frozen wall allows construction to be scheduled without evaluating the in-shaft time necessary to probe ahead, place additional sup-ports or deal with ground water. The freeze can be implemented perfectly through the soil/rock interface, which is often the most difficult geology in which to create a ground water cutoff by other methods. Efficient separation of trace muscovite from the surface/interface of quartz grains was accomplished during oxidizing calcination and catalytic pressure leaching of the hydrothermal quartz. Experimental results suggest that 98.97% or more of the muscovite was separated when quartz sand was calcined at 900 °C for 5 h and then leached by hydrochloric acid and ammonium chloride solutions as substitutes for leaching agents containing fluorides. The chemical processing techniques show high selectivity in purifying quartz sand by transforming mineral muscovite into active structures during oxidizing calcination, and then dissolving the active substances during catalytic pressure leaching

A hydrogeologic characterization and impact analysis was performed for a proposed quarry at the Hitch Rack Ranch located in the Little Turkey Creek watershed southwest of Colorado Springs, Colorado. Continuous multiple channel tubing, nested piezometers, stream flow measurements, and mapping of known seeps were used to define the three-dimensional potentiometric distribution and areas of groundwater recharge and discharge. Water balance considerations, mass balance calculations, and potentiometric response to earth tides and barometric fluctuations confirmed that the granite fracture system in the ridge area of the proposed quarry has an extremely low bulk hydraulic conductivity resulting in minimal groundwater discharge to sustain the baseflow of Little Turkey Creek. The Little Turkey Creek valley forms the major conduit for groundwater flow exiting from the upper part of watershed underlain by granite. This conclusion has significant implications with respect to mine planning to minimize projected impacts to the hydrologic system and preserve this recharge component to downgradient Denver Basin sedimentary deposits.

For engineering minded individuals, Charleston?s infrastructure has almost as fascinating a history as its more visible surface structures. Charleston was among one of the first American cities to construct separate sanitary and storm water drainage infrastructure. This concept has roots dating back to the city?s founding and is a credit to the foresight of its founding fathers who understood the basic health differences between sanitary and storm water.

The rapid development of the global alumina and aluminum industry is straight coupled with the demands and the needs of these materials. Nowadays, the only well-known accessible resources to produce alumina and aluminum are bauxite ores. But bauxite ores are limited, and the remaining exploitable reserves do not have high contents in alumina. In countries where there is little or no bauxite reserves or where the recovery of existing bauxite ores to produce alumina with the Bayer process are not economic, alternative resources for alumina have been explored. The most attractive resources for replacing bauxites are aluminosilicate clay minerals and coal fly ash. The important processes developed for the recovery of alumina from these sources are acid leaching and alkaline leaching processes. The acid leaching is known as the most efficient in which thermal and mechanical activation are included for improving the performance of the process. The objective of this review is to give a comprehensive insight on the production of the alumina from thermally or mechanically activated clays and coal fly ash by hydrochloric, sulfuric, and nitric acid leaching processes.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center (PRC), has conducted research to improve electrical fault detection on coal mine direct current (dc) trolley systems. Present circuit breaker protection systems are current-magnitude-based and cannot discern between normal traffic and high resistance electrical faults. Tests were conducted at cooperating mines to assist in developing a neural-network-based detection algorithm for distinguishing between electrical faults and normal operation. The Fast Fourier Transform of the trolley rectifier current signature served as baseline data for the neural network. During field tests, the algorithm performed with greater than 90% accuracy.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion and, in several cases, breaches between the gravel pit and the river. Initial evaluation of several sites that experienced breaches indicates that impacts to the river system are complex and vary significantly from site to site. The impacts to the adjacent river system may be viewed as both positive and negative. Several floodplain-mining sites in Oregon located in areas of historic river flow have reverted to active riverbed. In many cases, state and federal fisheries biologists and university researchers see the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries – Mined Land Reclamation Program (DOGAMI-MLR) is performing additional studies of the impacts to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound floodplain decisions regarding mining.

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

As mining continues toward deeper reserves in thick western US coal fields, the control of mining induced-seismicity has become a priority in many operations in Utah, Colorado, and Wyoming. Gradual floor heave, common in many coal mines, has historically not been a safety issue. However recent occurrences of sudden floor heave accompanied with seismicity in a few deep mines have fueled this investigation. The focus is to identify and study the mechanisms resulting in sudden heaving of the mine floor in western U.S. deep coal mines through analytical calculations and back analyses of an actual event in a cooperative mine. Based on review of available data in three mines, underground observations and back analyses of an actual event, the authors have identified the following contributing factors (1) presence of stiff stratigraphic units and thick seams mined at depths exceeding 1000-ft (2) presence of geological discontinuities reducing the in-situ strength of the coal with calculated factor of safety near 1 for the mine floor (3) mining approaching areas of higher than normal stress gradient associated with previous mining or structural anomalies or surface topographic highs and (4) an additional source of energy triggering sudden failure such as periodic caving or slip along geological discontinuities. Preliminary examination of seismic data for the actual event in the cooperative mine and underground observations excluded fault slip at the mining horizon as the triggering mechanism but highlighted the significance of weak, anisotropic strata conditions near the intersection of two faults.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. As most mining companies are taking advantage of the high market prices for base metals such as steel, copper and zinc, numerous challenges still face them. While demand is strong from countries like China and the United States, demand is still mixed in Europe. This leads to the question of how long these high prices and overall high global demand will last. The tremendous market prices of most precious and base metals have enabled many companies to pay down a significant amount of debt accrued during acquisition and capital expenditure phases. Additionally, mining companies have been able to internally fund and engage in large projects to address future growth, (Less, 2006), thus maximizing the performance of the existing asset base, driving maintenance costs down, and improving and empowering the work-force (Mining Journal, 2006). Market prices and general efficiency gains have addressed these issues to some extent. However, critical issues still face operating managers in the mineral pro-cessing side of the industry. Energy prices, for example, continue to have a negative impact on cash costs for producing an ounce of gold or ton of a given base metal (Cummins, 2003).

The upper Arkansas basin has some of the greatest potential for geothermal development in Colorado. Over several summers, students conducted an investigation using seismic, gravity, and magnetics in order to help identify the large structures and basin fill associated with the Rio Grande Rift. Adjacent to Mount Princeton Hot Springs, near surface geophysics was conducted to help understand the faulting and fractures that act as a conduit for hydrothermal flow. The methods used included high frequency 3D seismic, magnetics, gravity, D.C. resistivity, and self potential. Throughout the Mount Princeton area, passive seismic, vertical seismic profiling, and well logging were also used to better understand the geology and activity of the region. The results indicate for the area northwest of the hot springs, a 40 to 50 m thick unconsolidated layer overlying the fractured granitic basement. The DC profile shows a deep geothermal anomaly of low resistivity which correlates with a positive SP anomaly in the same region. In the Chalk Creek valley, a shear zone extends from the north east to the south west, just south of the Chalk Cliffs. There appears to be an upward migration of the water through this shear zone which then flows along the porous sediments towards the south in this area. The deep seismic data collected in the center of the basin suggests that the depth to the basement is approximately 2000m. Also identified on the deep seismic are two major faults on the west end and two minors at the east end of the cross-section. An alteration zone is identified between the faults and a possible Precambrian northeast trending shear zone. The potential for developing an Enhanced Geothermal System (EGS) near the center of the valley is high. Our geophysical results indicate a deep basin fill near the center of the basin providing high temperatures. The range front (Sawatch) fault is observed to penetrate under the center of the basin and is an attractive target for natural fractures.

The Epping to Chatswood Rail Line project is the largest publicly funded infrastructure project in New South Wales. Construction commenced in November2002 with opening scheduled for 2008. The work includes 13 route km of twin TBM driven 7.2 m diameter lined running tunnel, three cross-overs and three new underground stations. The new stations have platform caverns of 20m span with similarly proportioned concourse caverns alongside. The ground is bedded sand stone and shale with high horizontal stresses. Predicted stress-relief induced ground movements during staged excavation led to innovative use of rock anchors for permanent support.

In 2005, CANMET-MMSL used its pool of expertise in ground control, open pit and underground mine engineering, mineral processing, information technology and applied mineralogy to launch a mine-to-mill research project. The objective of the project was to optimize the distribution of rock breakage energy among blasting, crushing and grinding activities, thereby maximizing the efficiency of energy utilization within comminution processes. Tests were designed to demonstrate that this approach could reduce the energy consumption, thus contributing to the reduction of Green House Gas (GHG) production in the Canadian mining industry. The project was accomplished in collaboration with DynoConsult and Dyno Nobel Canada Inc., a world leader in commercial explosives. Data analysis from 12 blasts (six with electronic and six with pyrotechnic detonators) in three different geological formations of a quarry (soft, medium and hard rock) shows that electronic blasting technology increases rock fragmentation by 15% (in hard rock) to 20% (in soft rock). A more uniform rock fragment size distribution is also obtained. The impact of the improved quality blast product on downstream processes of the quarry is a productivity increase of 5% in rock excavation and transportation, an energy reduction of 10% at the primary crusher and an increase of 15% of the primary crusher throughput. A soft-sensor prototype, based on primary crusher data (i.e. energy consumption, throughput, feed and product size distribution) and a simplified computerized process model, was developed for on-line measurement of the rock operating work index. Additionally, 385 rock samples and specimens were collected and prepared to determine the tensile and compressive strength of the rock material, to evaluate the aggregate crushing work index, and to examine the development of micro- and macro-fractures by means of binocular and SEM microscopy. Blast-induced rock damage was evaluated at the end of the laboratory testing program. Even though a reduction of rock hardness of around 30% was observed after blasting, the impact of the blasting method (i.e. use of electronic or pyrotechnic detonators) on the induced rock damage could not be observed. It is either absent or not perceptible with the accuracy of the measuring techniques and the number of samples analyzed.

Diesel powered equipment has been operated in underground coal fir mare than 50 years. According to the Mine Safety and Health Administration (MSHA), there are approximately 3,000 diesel units operating in underground coal mines in the United States. This number is expected to reach 5,000 diesel units in 250 coal mines by the year 2000. Also, there are approximately 5,000 diesel units operating in metal/nonmetal mines such as trine, potash and salt mines: and more than 3,000 diesel units operating in Canada. This increased popularity of diesel powered equipment over trolley wire, electric trailing cable or battery powered equipment is because of improved safety, greater mobility, higher productivity and increased power of diesel equipment. The operation if diesel powered equipment is not without challenges. Diesel engines generate exhaust emissions, in particular carbon monoxide, oxides of nitrogen, sulfur dioxide, unburned hydrocarbons, and diesel particulate matter that must be maintained at safe levels. The chief method to control ambient exposure has been dilution by ventilation. A new concept to ensure continued safe ambient emissions levels from diesel equipment in underground mines is the EMISSIONS MANAGEMENT PROGRAM™. The program encompasses all factors that will influence diesel emissions. By ESTABLISHING low tailpipe emissions through technology, such as clean engines, clean fuel selection, exhaust aftertreatment devices and filtration of the exhaust gases via the Dry System ™, this program ensures that the baseline emissions are at their lowest technically feasible concentrations. The DST Dry System™ exhaust conditioner reduces DPM by over 98%, as demonstrated through laboratory research at the West Virginia University. Carbon monoxide and hydrocarbon emissions and odor are similarly reduced. MAINTAINING these low emissions requires an expanded training program for operators and mechanics, onboard feed-back devices and a maintenance program with special focus on events and faults that can alter emissions. Finally, an on-board emissions sampling system allows the mechanic to VERIFY emissions levels and help diagnose engine faults. If the tailpipe emissions fall outside an established limit for a particular equipment, corrective actions will be initiated.

Like most of you, I would rather work on a job than talk about it. But it is fruitful to spend some time taking stock of important developments in the heavy construction field. One of the strongest recent movements affecting the industry has been the push for safety. I regret that it is a recent development. Not that builders were against safety. Too often though, it was easier to continue with dangerous old work methods than to try something new. Too often, it was easier for equipment manufacturers to build production tools with little consideration for worker safety. And too often, accidents and gruesome disasters occurred. The ultimate result of on-the-job injuries in construction and other industries was the Federal Government's Occupational Safety and Health Act of 1970. Individual states were required either to accept OSHA or pass updated regulations at least as stringent as the Federal requirements. These new rules must be strictly obeyed -- not just because they carry civil and criminal sanctions -- but because they correct unsafe conditions and reduce hazardous acts. Though some OSHA measures have been criticized as superfluous, most of them do in fact save lives and limbs. Equally important, the tunneler who follows the new safety regulations can be fairly certain of an efficient, uninterrupted operation. Regulations do sometimes bring rewards.
