With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. The shipment of coal, ores, and minerals in bulk form during the winter months presents a difficult problem in emptying rail cars. U. S. Steel Research in cooperation with U. S. Steel Coal Operations bas laboratory tested and field monitored the effectiveness of using freeze conditioning agents (FCA) to minimize the frozen coal problem. This report examines, in an overview manner, our experience after four seasons of treatment using different FCA agents on raw and preparation plant products. Our observations indicate that if an FCA is applied correctly it is effective mineral to mineral. Freezing problems still occur at the interface between the coal and the metal of the car sides and bottoms. Leading chemical suppliers have made positive improvements in their FCA formulations with second and third generation products. Further advances are needed to make chemical treatment for the prevention of frozen coal a real full-proof method.

A stable and continuous leaching process for niobium and tantalum extraction from ferrocolumbium tantalum (FT) was developed. The effects of initial concentration of HF and H2SO4, grinding fineness, leaching time, and temperature on the leaching rate of Ta, Nb, Fe, and Si were studied. Experimental results show that the leaching rates of Ta, Nb, Fe, and Si were enhanced by the increase of acid concentrate, fineness, leaching time, and leaching temperature. The optimum process conditions are HF initial concentration of 5 mol/L, H2SO4 initial concentration of 2.5 mol/L, − 74 μm percentage of 65%, leaching time of 20 min, and leaching temperature of 25 °C. Continuous leaching of FT was carried out by feeding ore and acid every 20 min. By leaching with HF − H2SO4 for 4 h, then adding appropriate amount of HNO3 into the solution and keeping for another 1 h, a high Nb extraction rate of 99.8% was achieved. The established method provides a promising technique for the high-efficiency separation of niobium and tantalum from FT.

A ventilation research study was conducted by the National Institute for Occupational Safety and Health and a cooperating trona mine in the Green River basin of Wyoming, USA. The mine operation uses the longwall mining method in trona bed 17, a commonly mined unit in the region. The longwall face length is 228 m (750 ft), and caving on the face occurred up to the back of the longwall shields. The mine is ventilated using a main blowing fan and a bleeder shaft. For this study, sulfur hexafluoride (SF6) tracer gas was released in two separate monitoring experiments. For the first experiment, tracer gas was released on the face, this test focused on airflow along the longwall face of the active panel. Face test showed the airflow patterns to be more complex than just head-to-tail flow in the main ventilation air stream on the active panel. For the second experiment, tracer gas was released 2 crosscuts inby the face on the headgate side, this test focused on gas transport in the mined-out portion of the same active panel. Gob test showed a pathway of movement through the front of the active panel gob that moved outby from the tailgate corner. The primary pathway of tracer gas movement in the active panel gob was towards the headgate and tailgate bleeders and out of a bleeder shaft. The rate of movement towards the back of the gob was measured to be 0.19 m/s (37 fpm).

Kaiser Resources Ltd. operates a coal mining complex in Southeastern British Columbia. A large surface mine, a conventional underground mine, and an innovative hydraulic underground mine are presently in operation. The products of these mines are fed to the Elkview plant. This coal has to be prepared to 9. 5% ash and 6'o total moisture for export from the port of Roberts Bank near Vancouver, British Columbia to Japan at a rate of 4. 5 Mltpy. The moisture requirement for the coal product was recently increased to 8. 0% total moisture. The entire operation has been described in various publications (1), (2), (3). Details of the venture will not be repeated in this paper. In this paper we hope to describe the modifications made to the original coal preparation plant in order to satisfy market requirements for quality and quantity of coal.

The WIPP (Waste Isolation Pilot Plant) Project near Carlsbad, New Mexico, is a research and development project sponsored by U.S. Department of Energy, designed to demonstrate the safe containment for disposal of radioactive waste. A mine (repository) is currently being developed 2150 feet below the surface, in a thick salt bed which will serve as the disposal medium. Provision of a proper ventilation system at the WIPP Project is a major priority of those responsible for its design, management, and operations. As an ongoing effort towards this goal, it was decided to simulate the mine's ventilation system using Dravo's MINEVENT computer program. Specifically, the work included the development of the following simulation models: 1. Simulation of the current ventilation system 2. Simulation of the designed ventilation system for the following modes: o Mine Construction mode/shift o Waste storage mode/shift o Fire or exhaust filtration mode These computer models are useful in solving complex ventilation problems likely to be encountered in an R&D project, like WIPP. They are particularly helpful for the development of contingency plans to incorporate during emergency situations, such as fires, fan stop- pages, radiation leaks, etc. Also, they can be utilized when considering expanding certain underground areas to ensure the availability of adequate ventilation.

Different reefs being extracted from a mine will, in all likelihood, have significantly different semi-variogram models - and these will probably vary from geozone to geozone. As errors of estimation are dependent on the semi- variogram parameters, it follows, if a mine samples all reefs in all sections using the same sampling grid pattern, that estimation errors (or limits of confidence) will not be the same throughout the mine. This may be an undesirable situation! A geostatistical study of the relative merits of alternative sampling arrangements has been carried out by considering different reefs in different sections of a South African gold mine.

This paper presents a review of the state of the art in coal preparation plant instrumentation and a discussion of automation practice that could be applied based on current mineral beneficiation experience and demonstrated foreign technology in coal washing plants. Specific e-mules of applications of remotely controlled slurry values, pneumatic and electronic field transmitters, computers for control and data logging, and on-line analytical instrumentation are given. A program, to demonstrate this technology is described.

Researchers from the National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research conducted an assessment of the effects that ground control mesh might have on rock and float coal dust distribution in a coal mine. The increased use of mesh to control roof and rib spall introduces additional elevated surfaces on which rock or coal dust can collect. It is possible to increase the potential for dust explosion propagation if any float coal dust is not adequately inerted. In addition, the mesh may interfere with the collection of representative dust samples when using the pan-and-brush sampling method developed by the U.S. Bureau of Mines and used by the Mine Safety and Health Administration for band sampling. This study estimates the additional coal or rock dust that could accumulate on mesh and develops a means to collect representative dust samples from meshed entries.

A study was carried out to process a sulfide mineral concentrate from Norwest of Mexico containing 97 g/t Au, 0.15% Cu, and 15% Fe. An oxidative acid pretreatment was investigated using ferric sulfate as oxidant, followed by leaching of gold with sodium cyanide. Scanning electron microscopy, SEM-EDS, and X-ray diffraction, XRD, the analysis confirms the presence of quartz and pyrite species. First, a leaching was carried out without pretreatment, at ambient conditions, T = 25 °C and P = 1 atm, obtaining only a 45.2% gold extraction. Once the presence of Fe and Cu sulfides had been confirmed, the Eh-pH diagrams were constructed for the Fe-S-H2O and Cu-S-H2O systems, where it is appreciated that pyrite and chalcocite can dissolve with high oxidation potentials and forming sulfur, oxidizing to sulfate at highly acidic conditions. The oxidized concentrate was neutralized and adjusted to pH > 10.5; it was leached at ambient conditions, at different particle sizes, 44, 37, and 26.5μm, achieving an Au extraction of 75% using a concentration of 0.5% NaCN, 26.5μm particle size, 20% solids, and P = 1atm. Then the oxidized material was subjected to different temperatures, 25, 50, and 70 °C, under the same conditions and obtaining Au extractions up to 92% at 70°C. Additionally, the leaching process was compared using an autoclave reactor at moderate pressures, obtaining an increase in the extraction of Au up to 98% in 2 h, at T = 70 °C and P = 0.62 MPa.

INTRODUCTION The Bunker Hill mine, located at Kellogg, ID, in the Coeur d'Alene mining district, has been a major pro¬ducer of lead-zinc-silver ore since 1887. Since its dis¬covery, it has produced over 25 401 171 t (28 million st) of ore from 20 to 25 veins and ore zones. The mine now covers an area of approximately 1.609 km (1 mile) in length and 0.8 km (1/2 mile) in width and extends from 1097 m (3600 ft) above sea level to 488 m (1600 ft) below sea level. Production is presently at a rate of 1542 t/d (1700 stpd). During 1965, a new stoping method, the Bunker Hill pillar system, was developed to enable the profitable mining of large, low-grade zinc ore bodies. The system was specifically designed to in¬corporate the Atlas Copco T26GH rubber-tired loaders. High productivities were achieved, and the method was adapted for mining the higher grade stopes where large timber square sets are utilized. This results in nearly 100% extraction. GEOLOGY The area encompassing the Bunker Hill mine lies immediately south of the Osburn fault, a major east-west striking, deep-seated strike slip fault which is the dominant structural feature in the Coeur d'Alene district. The Bunker Hill forms a series of veins and mineralized zones which occur as link structures, tension fractures, and breccia zones in folded, interbedded argillaceous quartzites of the Revett and St. Regis formations of the Precambrian belt series. The Rosco ore body is predominantly a zinc ore body above the Cate fault, which is presently known to occur from the 13 level. [elevation 488 m (1600 ft)] to the 1600 level [elevation 304 m (1000 ft) ]. These ore bodies are stringer zones with at least one dominant 1.8 to 4.5 m (6 to 15 ft) wide band of ore. They dip 0.09 to 0.26 rad (5° to 15°) steeper than the local 0.61 rad (35°) dip of the Cate fault, and also deviate 0.26 to 0.52 rad (15° to 30°) in strike from the Cate. Because of the flat dip and fractured weak hanging wall, normal cut-and-fill mining has not proven practical in this ore body. The mechanized timber methods described in the next section and the Bunker Hill pillar system are the mining methods successfully used. Without insulation we could not survive on this planet. This may sound like a self-serving statement but it is a fact. The blanket of air which surrounds us is a very effective insulating blanket, allowing some shortwave solar radiation to warm us during the day while retaining the longer infrared radiation at night. Our life on earth is very much dependent on materials performing an insulating function without being thought of as insulation, clothing, fur, window glass, the ice of an igloo etc. The mechanisms of heat transfer involved in these materials are analogous to those involved in engineered insulations - Engineered insulations are designed for maximum effectiveness for given conditions within the applicable retraints. Engineered insulations are very effective! As an illustration let us consider this graph (Figure 1). It represents: 1. The radiative heat transfer between two 1 foot2 (0.0932) radiantly black surfaces, one at 100F (38C) and the other at the temperature indicated on the bottom scale. This does not include the convective and conductive heat flow of the air, both of which are significant but small in comparison. 2. The heat transfer resulting from the placement of 1 inch (25.4 mm) of insulation [10 pcf (160 kg/m3) ceramic fiber] between these two plates.

During the past ten years, the US coal industry has experimented with various ways to extract methane from coal seams. Drilling long horizontal boreholes in solid coal from mine workings and vertical gob degas boreholes are becoming standard techniques for methane recovery from coal seams. Prime motivations for such work have always been safety and productivity in mines, but the commercial value of gas so produced is encouraging utilization. The paper reviews various ways to produce methane from coal seams and discusses some utilization projects extant in the industry.

The 4500 m3 blast furnace at the Redcar Works of ESC operates or, a burden of sinter and pellets, both materials being produced within the works. The early history of the furnace was given to the AIME Ironmaking Conference in 1981(1) when the burden was 65% superfluxed minter and 33% acid pellets. While ironmaking performance was adequate, it was felt that there were advantages to be gained by the use of fluxed pellets. For example, Kobe Steel had reported (2) that the rise of 30-50% dolomite fluxed pellets had enabled them to achieve better furnace permeability, higher gas utilisation, and enhanced ore/coke ratios. It appeared probable to BSC that the use of magnesia-bearing fluxed pellets would give a burden which had compatibility of softening and melting properties, i.e., fluxed sinter and dolomite pellets would result in a thinner cohesive zone because of closer matching of softening and melting temperatures, with consequential benefits on furnace stability and efficiency.

To the casual observer there is probably no simpler appearing operation in the mineral industry than a limestone quarry. It might seem that the entire operation - from the drilling, blasting, and loading of the stone, its transport to a mill for crushing, washing and sizing, to loading into boats, railroad cars, or trucks for delivery to customers - can be comprehended at a glance. But no first impression could be more misleading. It is one of the purposes of this presentation to sketch the broad outlines of the extensive limestone industry in the United States which, measured in terms of volume of production since the end of World War II, has grown almost 300 per cent to a national level in 1957 of 384 million net tons.1 Another objective will be to discuss in more detail this industry in the State of Michigan. For this latter purpose, the Michigan Limestone Division plants at Calcite and at Cedarville will be used as examples. These descriptions will, we believe, show that the limestone business has complexities to match its size.

The present study has been conducted in surface limestone mine to select the controllable blasting design parameters affecting the peak particle velocity (PPV) for assessment of ground vibration. The study aims at using two prominent statistical tools, namely, principal component analysis (PCA) and stepwise selection and elimination (SSE) techniques for identifying the key controllable parameters affecting the PPV. For determining the correlation coefficient between blasting design parameters and PPV from 44 field scale trial blasts, multi-variate linear regression (MLR) technique was done. It was found that the PCA and SSE eliminated a huge number of controllable parameters to identify the most important parameters, affecting the PPV. The PCA eliminated 6 number of parameters while SSE eliminated 5 number of parameters, and the coefficients of determination (R2) obtained were 0.616 and 0.584 for PCA and SSE respectively. The predictor equations were evolved, and these equations were used to validate the PPV results for another set of 21 field scale trial blasts. The predictor equations have been found to be fairly accurate in predicting the PPV values. Further, the PCA technique provides very near prediction of PPV with high degree of correlation in comparison to SSE technique. The paper highlights the role of state-of-art statistical tools in selecting the blasting design parameters affecting the PPV in field-scale blasting.

The Equis and El Roble projects are located in the Cordillera Occidental of Colombia. The Equis vein deposits have sulfide ore reserves of 95.9.5.5 mt (105.770 st) grading 8.51 g/mt (0.248 oz/st) gold and 12.4 g/ml (0.36 oz/st) silver with 0.94 % copper. 1.10 a lead and 11.06% zinc. Ore reserves at El Roble are estimated as 1.1% Mmt (1.21 million st) grading 4.89% copper and 3.39 g/mt (0.099 oz/st) ,old. Geologically possible reserves at Equis may total 1.6.Mmt (1.76 million it). El Roble has the potential to contain several tens of millions of metric tons. Exploration included diamond drilling, trenching, channel sampling, rock and soil geochemistry, geophysics and tunneling. Erratic high grade samples affect the weighting of channel and drill core samples. Secondary reconcentration of gold is also a factor. Sample maps and graphs show the distribution of values to be highly variable. Geostatistical treatment of some of these data gave important guidelines for parameters such as sampling densities, drill hole spacing and confidence limits.

The work to be described was part of an exploratory research program directed toward identifying potentially useful but little known reactions in extractive metallurgy. In particular, the major copper sulfide minerals, as a group, have long been considered insoluble in nonoxidizing acids (e.g. Forward and Barren, 1J60; Parsons and Ingraham, 1970; Peters et al. 1972). This generalization was considered to include nonoxidizing conditions in warm aqueous MC1 solutions (Ingraham et al. 1972) and, indeed, was consistent with our own chemical and mineralogical experience. On the other hand, under hydrothermal conditions, copper and sulfide species are carried in solution and deposited as sulfides in mineralized veins. The question that poses itself is: what are the mildest conditions of temperature and fluid composition under which commercially important copper sulfide minerals can be solubilized in the absence of an oxidizing agent? A reference to H2S formation during oxygen-sulfuric acid pressure leaching (Warren, 1958) of chalcopyrite, when the oxygen partial pressure was allowed to fall, provided a clue. In the present study, experimentation with chalcopyrite concentrate in dilute hydrochloric acid, under re flux conditions (in Pyrex flasks) and with an inert purge gas, revealed substantial amounts of H2S production and iron solubilization, cite negligible copper solubilization, after 2 ½ -4 days. Under comparable conditions the extent of reaction with dilute sulfuric, acetic and phosphoric acids was markedly less.

Weather changes of a daily, weekly, or seasonal period affect mineral production and cause significant losses that are considered unavoidable. Private weather forecasting services are available on a contract basis that can significantly reduce the uncertainty associated with weather-induced changes in the production of and demand for minerals. This paper provides examples of current practice and reviews the opportunities that await those producers who incorporate weather services as an integral part of their operating, scheduling, and planning procedures. Private weather forecasts can be highly accurate because atmospheric trends such as conditions and movement tend to persist and are related to previous meteorological events. Commercial meteorological services are prepared to deal specifically with a mineral producer's special problems (Table 1). Tactical use of private forecasts is a major advance over the severely restricted value of public forecasts which, of necessity, are general in nature and cover a dispersed geographic territory. Private weather services provided on a consulting fee basis offer the mineral producer the opportunity for tactical and strategic response to weather conditions at an acceptable cost. This contrasts with the too-frequent current tendency to view weather as a random variable the costs of which are unknown and about which nothing can be done.
