Introduction The post World War II nuclear arms race and interest in nuclear power generation resulted in a significant demand for uranium in the 1950’s. This led to the development of uranium solvent extraction technology and uranium became the first metal to be recovered on a large scale by solvent extraction (SX) (1), interestingly more than 100 years after the extraction of uranium from an acid nitrate solution using diethyl ether was first reported by Peligot.(2) For a variety of reasons discussed elsewhere (3,4) there have been upheavals in the supply demand picture and price for uranium since the 1960’s. (Figure 1) The low price of uranium from the mid 1980’s until 2004 resulted in a depression of new resource exploration and mine development along with uranium mine / mill closures and decommissioning. People with skills in uranium processing could not find suitable employment and many experienced engineers and metallurgists took jobs elsewhere or retired. This resulted in a significant brain drain with respect to uranium processing technology.

Lime addition to acid mine drainage waters (AMD), possibly accompanied by aeration, has been the basis for their remediation by precipitation of predominantly metal hydroxides. An efficient novel alternative technique causes precipitation of double M(II)-M(III) hydroxy sulfates which readily precipitate and are easily dewatered. When the Fe(II)/Fe(III) + Al(III) ratio of the AMD is appropriate, the Green Precipitate (GP) Process provides a more effective alternative to normal liming/aeration. The process can be adapted to give a continuous in-line treatment by the choice of suitable computer-controlled reactors designed to improve the liming efficiency, reduce scaling and control the rate of treatment. The processes are described in terms of the chemistry involved.

In situ stresses are one of the key inputs to a successful underground excavation design. Because of the complex mechanisms involved in arriving at the current state of stress at a point in the Earth’s crust, often the only reliable way of estimating in situ stresses is by actual measurement. In the United States coal mines, overcoring relief method is by far the most popular technique used for estimating the virgin stress field. Typically, for stress measurement with overcoring, a vertical borehole is drilled into the roof or floor of an underground coal mine opening to a certain distance and change in borehole diameter is monitored at multiple points along the length of the hole when this borehole is overcored. For the measured stresses to represent the pre-mining stress field, the measurement points should be located beyond the influence zone of the mine opening. Actual data from several US coal mines have been collected to check if the measured stresses by overcoring represent true in situ stresses. The data indicate that most of the stress measurements were within the excavation influence zone. A three-dimensional numerical modeling methodology was applied to one of the collected cases to correct the measured stresses for the excavation influence. The modeling approach demonstrated the usefulness of integrating numerical modeling into a stress measurement program to estimate ‘true’ in situ stresses.

Flotation reagents are critical to the optimum performance of flotation circuits. How a flotation reagent performs within the first few cells of a flotation train is a key indicator of how well it will perform throughout the entire circuit. A method to compare reagent performance was recently developed by Ashland Water Technologies. The procedure involves collecting a timed sample of concentrate from each cell and then measuring the volume of the settled solids. An estimate of the percentage of concentrate collected from each cell can then be mathematically determined, providing an understanding of the recovery changes in each cell. Data from trials at a coal flotation circuit are used to demonstrate the method's validity.

Lignin, the second most abundant natural polymer and bi-product of the pulp and paper industry, has been commercially available in a number of forms since 1940. This growing industry is fueled by demand in traditional applications. Reagents that offer unique solutions in various mineral process applications are examples of advanced uses that also fuel growth. These applications include flotation reagents in fluorspar, bastnäsite and potash, as well as in the zinc pressure leach process. Due to the fact that no concerted effort has been made to find applications for modified lignosulfonates, it is quite possible that this natural material will find use in other benefication processes.

An industrial engineering and computer simulation study was conducted on reclamation operations to evaluate the possibility of integrating mining and reclamation operations, and to evaluate the factors which influence the production potential of scrapers. The study was done in a southern Illinois strip coal mine producing approximately 2.27 M metric tons (2.5 million short tons) of clean coal annually. The main outcomes of this study are (a) it is possible to reduce reclamation cost about 20-25 percent by integrating reclamation and mining operations, (b) haul distance has the most significant effect on scraper production, (c) push-pull is the best mode of operation for wheel scrapers for topsoil/subsoil removal, and (d) historical data obtained from the mine for one year show that average dozer productivity in rock grading is about 60 percent lower than the expected production; similar data for scraper is about 25 percent less.

This paper describes a mineral dressing process for the upgrading of tin ores. The process described is called 'agglomeration' and. is similar in many respects to flotation. Many variables have been examined experimentally both on batch and continuous operations and are reported upon herein... Using a Mt. Pleasant tin ore, assaying 0.5% Sn, an upgrading to 8% Sn, with a recovery of 95% could be obtained by this process.

Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

All parameters influencing the decision for selection of a suitable extraction method were first selected as the base of this study. Then these parameters were categorized in two main groups. The first group of the parameters includes ?geomechanical and inherent characteristics of the dimension stones? such as hardness, RQD, compressive strength, joints plane orientation and spacing, and water content. The second group was named ?technical and economical parameters associated with the investor?s objectives? like for example extraction capacity (production rate), blocks recovery, mechanization, capital investment and operational costs. Finally, the influences of all mentioned parameters on the selection of the most applicable extraction methods have been assessed and discussed.

A machine that improves safety during the cutting of boxholes (ore-passes) and travelways in underground mining operations has delivered impressive results in trials conducted at a South African platinum mine. The technology is a joint effort by Sandvik Mining and Construction and platinum mining company Lonmin. The ABH 1600 boxhole borer was built by Voest-Alpine Bergtechnik, Sandvik’s Austrian subsidiary. It was delivered to the Lonmin Eastern platinum mine in February 2005. There, it was deployed underground on the Number 8 Level (320 m or 1,050 ft below the surface) at the mine’s Newman incline shaft.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. Arsenic-gold bearing ores are used as a flux in smelting or leached out to extract gold. To decrease arsenic content in processed materials and to break up the lattice to free the gold, raw materials are roasted. This article analyses the results of laboratory and pilot testing of dissociating and oxidizing roasting of gold-arsenic bearing concentrates. During the dissociation roasting under vacuum arsenic is sublimated into elemental and sulfide forms. The process allows to minimize the negative influence on the environment but requires costly engineering solutions. Roasting in a neutral medium or with limited quantity of oxygen in the gaseous phase makes it possible to sublimate arsenic in the form of oxides and sulfides and may be carried out in the autogeneous mode in fluid bed furnaces. If oxidizing roasting of the concentrates is done in the presence of soda, practically all arsenic and sulfur form water-soluble compounds and remain in cinder.

During the last twenty years computers have be-come widely used to assist with the simulation and design of large scale, primary ventilation systems. However, to date there are few computer programs available to help with the modeling of auxiliary ventilation in dead-end headings or tunnels. This paper presents the results of the first year of a research and programming study dedicated to the development of a user-friendly duct simulation tool. Included is a literature review that summarises publications on duct leakage and resistance, on previous programs developed for the simulation of airflow in ducts, and case studies on extended ductlines in mines and tunnels. The methodology behind the development of Ductsim, a Windows based simulation program is presented.

Resin bolt performance is dependent on the size of the resin annulus, the difference between the hole and bolt radii. The vast majority of the millions of resin roof bolts installed each year in the United States employ an annulus of 0.125 or 0.188 inches. Short encapsulation pull tests with resin annuluses of 0.125 and 0.095 inch resisted an average of 2.25tons per grouted inch, with no significant variation. Resin loses to simulated fractures increased as annulus size decreased, with a minimum loss of35% and a maximum loss of 60% associated with0.188 and 0.095 inch annuluses, respectively.

The vision-based approach to process control involving fine particles in harsh on-line environments is discussed in this paper. The sensor equipment at the process location, consisting of a light source and a CCD camera provides RS-170 B&W video output. The video can be seen on a process monitor in the control room and is sent to a computer based Vision Processor. The Vision Processor contains a video digitizer and Canty developed software that extracts process information. The iron mine application controls thickener agent feed rate and thus settling pond overflow clarity. The sensor is mounted in the overflow flume of the outdoor settling pond and is used year around in the Minnesota weather. Alternate control system needs a low flow water sample which is subject to freezing in winter. The computer based vision processor provides 4-20 mA analog outputs for real time control as well as file archive for a history record.

Thermal treatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The assistance of thermal pretreatment prior to grinding by microwave heating is scrutinized in this study. For this purpose three copper ore samples with different chemical composition were used. To see the effect of microwave heating on ore; work index, breakage rate and breakage distribution functions of original and heat treated samples were examined. The results obtained in this study did not show significant improvement in the grindability characteristics of the studied ores with microwave heat treatment. The inadequate amount of microwave transparent matrix was the main reason for the absence of cracks and micro-fractures in the microwave heated copper samples.

The Bureau of Mines has studied the problem of cracking in residential structure walls from vibrations produced by blasting in surface mines. Direct observations were made of blasting damage consisting primarily of cosmetic cracking in plaster and gypsum board walls. Measurements of structure response and also application of the response spectra analysis single-degree-of-freedom model were used to quantify the frequency dependence of the safe level criteria. An overall summary analysis was performed using the new Bureau of Mines damage observations and data obtained from nine previous studies, including the three analyzed earlier by the BuMines for Bulletin 656, published in 1971. Separate analysis of the high- and low-frequency damage cases, structural response, and two types of construction resulted in the establishment of safe vibration levels ranging from 12 mm/sec to 50 mm/sec (0.5 in/sec to 2.0 in/sec).

Industries are challenged to meet increasingly stringent regulations for selenium and metals. Cost-effective treatment is required to minimize the economic impact of environmental compliance. Low-cost biological treatment of selenium can be achieved passively using biochemical reactor cells composed of natural organic media components such as wood chips, sawdust, hay, composted manure, and peat. The reactor cells create an anaerobic microenvironment for biological reduction and sequestration of selenium and other metals. Biochemical reactors can be combined with constructed wetlands for flow equalization and to remove the organic byproducts in reactor cell outflow. Passive treatment reduces capital cost and operational effort compared to more expensive and complex physical and chemical treatment. Recent pilot and full-scale projects by mining companies and by the US Bureau of Reclamation demonstrate that passive treatment can achieve compliance with selenium concentrations over a range of flows and environmental conditions. Case histories of passive selenium treatment systems and their key findings are provided, and prospects for future applications are summarized.

Metallurgical-grade bauxite was imported into the United States from 11 countries in 2004. The principal suppliers of this 10 Mt (11 million st) of imported ore were Jamaica (33 percent), Brazil (25 percent), Guinea(23 percent) and Guyana (11 percent).
