For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.

Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period. MDL Rock Lasers has undertaken successful mapping trials of abandoned mine workings using its underground cavity scanning system. The work was being performed for Kalgoorlie Consolidated Gold Mines (KCGM), Australia's largest gold producer. MDL Rock Lasers supplies underground surveying systems to the mining and quarrying industry KCGM's Fimiston Super Pit, located in Kalgoorlie, Western Australia, is Australia's largest open-pit gold operation. Fimiston's final pit design is expected to be 3.7 km (2.3 miles) long, 1.5 km (0.9-miles ) wide and 540 m (1,770 ft) deep. During the early days of Australian mining, underground operations were labor intensive. Mining was selective and generally narrow stopes were mostly backfilled. Improved processing technology and mine mechanization during the 1970s and 1980s has permitted larger scale operations to adopt less selective underground-stope operations. The "super pit" concept was a logical step for mining companies working toward economies of scale. However, the industry recognized that there was no precedent for excavating a 500-m- (1,640-ft-) deep open pit through ground previously affected by old workings. To appreciate the geotechnical challenge facing KCGM, it is necessary to consider that under the pro¬posed area at the open pit, stoping reached a level of 1 km (0.6 miles) and was supported by more than 2,000 km (1,240 miles) of development headings. The company was fortunate because plans were available for the Golden Mile underground operations. The existing plans were interpreted by the mine's geotechnical team and computer models were constructed of the underground workings. These models can be imported into three-dimensional mine planning packages, such as the Vulcan's Unix-based software, Envisage, to assist analysis and design. This prior knowledge of the workings provided the focus for investigating and confirming ground conditions using probe drilling. After several iterations of drilling, followed by detailed analysis, several decisions were made relating to the nature of the ground and the mining approach to be taken. It was recognized that the stope models were not perfect due to hu¬man error, lack of original survey information and progressive deterioration in ground conditions. It also became apparent that the sole reliance on probe drilling was inefficient in terms of time and quality of information. This was particularly true in complex areas where stopes are in close proximity. A major concern was the presence of open stopes (voids). In many cases, stopes consist of combinations of filled and void sections. The condition of pillars within these underground workings is extremely important. In time, pillars collapse and voids will propagate in upward and lateral directions. So systems needed to be developed that allowed rapid and accurate verification of ground conditions. KCGM was introduced to MDL Rock Lasers while investigating technology for underground mining. The two companies decided to use the C-ALS, MDL Rock Laser's underground laser, cavity scanning system, to improve the management of mining through affected ground. This system was to be used in conjunction with probe drilling and void mapping activities. A field test in one area of the Fimiston Mine verified the capability of the C-ALS system to quickly and efficiently assist in this decision making process. The C-ALS scanner features lightweight, carbon fi¬ber alignment rods from Measurement Devices Ltd.'s (MDL) Boretrak MKII. This is a borehole deviation system that stops the two axis measurement head rotating and lowers the system down a borehole. The scanner is deployed by a 110-mm (4.3-in.) borehole, up, down or sideways. The operator can then carry out vertical and horizontal plan section scans at any user specified ARC (an angular increment of 2°) or the distance between two points on the ARC (CHORD) increments. Windows '95 software enables the operator to control the cavity scanner remotely, surveying the area in real time. The system makes data quick and convenient.

"We could blow that damned fort out of existence if we could run a mine shaft under it!," claimed one Union soldier eyeing Bobby Lee's Petersburg defense line protecting Richmond and Jeff Davis. Puncture the line, take the hill behind, and the Confederate capital would celebrate Yankee jubilee, 1864. That was June. At 4:15 am, July 30, mine boss Henry Reese, sergeant, 48th Regiment, Pennsylvania Volunteers, gingerly entered the mine, dark and muddy. Something had gone wrong. The mine, set to go off at 3:30, hadn't exploded. It had to be checked. The main mine gallery, 1.5 m high x 1.4 m wide (5 x 4 ft) narrowing at the top to 0.6 m (2 ft), forced Reese into a tuck run. Some¬where up there in that 155 m (511 ft) stretch running 6 m (20 ft) under the rebel works, moisture may have doused the charge. Or maybe a fuse splice went awry. Or maybe there was live fire steaming like a locomo¬tive towards 3.6 t (4 st) of black powder. Perhaps now Reese wished this sprint was shorter. For the mine boasted a record break¬ing distance in military annals. Lieut. Col. Henry Pleasants Credit goes to Lieut. Col. Henry Pleas¬ants, commander of the 48th, who overheard the soldier's claim for what a mine could do. In peacetime, Pleasants had been a railroad engineer working on the Sand Patch Tunnel. He later switched to mining, working for the Philadelphia & Reading Coal & Iron Co. He even married the daughter of the editor of The Miners Journal. Grieving over his wife's early death, Pleasants plunged into the ven¬ture of war. This Union officer took the mine idea to the brass. Headquarters was less than enthu¬siastic. "The chief engineer of the Army and the rest of the regular Army wiseacres said it was not feasible," Pleasants wrote to his uncle. The pros scoffed, ticking off a list of horribles: No mine has ever gone that far, men will suffocate and be crushed, the rebs will countermine, the men will be trapped. Still, Pleasants eked out a signal to proceed. In the meantime, the miners of the 48th had commenced to dig anyway. It was like the 48th to proceed against the odds. The 48th Pennsylvania Volunteers The 48th had been recruited from Penn¬sylvania's Schuylkill County, anthracite coal mining country. The mines had been torn with strife over wages. Strikes and rioting were prevalent. Murder was not unknown. This "Buckshot" resistance centered in Pottsville, PA. It forced the governor to call in troops. Coal was in high demand to run the war machine. Pennsylvania operators worried that a military draft would stir up violence, closing the mines altogether and further shift¬ing business to emerging Illinois mines. Men lit out for the western gold fields in the tens of thousands. Secret societies bred in the mining camps invited draft agents to dance at the end of a rope. Jobs threatened by cheap, victorious South¬ern labor were one warning intended to get immigrant miners interested in the war. Operators gave miners time off to help de¬fend Philadelphia during Lee's thrust to Gettysburg. Even so, the draft spawned new violence and troop intercession. Soldiers were not welcome. The dust had barely settled when into this Pennsylvania "minefield" marched the 48th on a recruitment drive. The 48th had been in Lexington, KY on guard duty. When it came time for the regiment to pull out, the townspeople had prevailed upon authorities to extend the regiment's stay. Finally ordered to move out, the 48th was feted by a hanky-waving, tear-dropping send-off to the lyrical lament Auld Lang Syne. And Kentucky fancied itself to be rebel. Striding smartly into the Pennsylvania coalfields, the 48th attracted 400 recruits and marched off under regimental colors specially made by the proud citizens of none other than Pottsville, PA.

This chapter deals with the use of industrial minerals in insulating materials used to control our thermal and acoustical environment. There are numerous products on the market used for thermal and acoustical insulation; they consume substantial quantities of a variety of industrial minerals. Following is a brief review of the theory and function of insulating materials. Acoustics is the science of sound, and architectural acoustics deals with sound in buildings. If this definition is broadened to include transportation vehicles, it is this end use for which acoustical insulations are primarily manufactured. Sound is defined as the auditory sensation in the ear, or the disturbance in a medium which causes this sensation. Acoustical insulation is used to reduce or eliminate noise, defined as unwanted sound. Noise control may be accomplished by the reduction of sound radiation at the source, by utilizing sound reducing construction methods such as staggered studs, etc., to control sound transmission, or by using sound absorbing material on walls, ceilings, and floors (Rossing, 1985). Acoustical insulation functions by absorbing the energy in sound waves in a porous material. As the sound waves penetrate the pores, they are dissipated by reducing the amplitude of vibration of the air molecules by contact with the pore walls, with subsequent conversion of the sound energy to heat energy. Acoustical insulation is generally highly porous, 1.3 cm or greater in thickness, and has interconnected pores. Acoustical insulating materials include fibrous vegetable or mineral matter and cellular organic and inorganic material, such as natural or manufactured foams (Sabine and Moulder, 1979). Acoustical materials are most commonly porous boards and tiles, which are often composite materials with perforated facing. Roof insulation board and lightweight concrete can also contribute to the absorption of noise. Thermal insulation is defined as material used to control the flow of heat. It may be used for heat control from low cryogenic temperatures (below -100°C) to in excess of 2 200°C for applications such as ablative shields for spacecraft. Heat transfer occurs by conduction, convection, or radiation. Conduction is the transfer of heat without the movement of the conducting medium, as through a metal. Heat convection through a liquid or gas takes place by movement of the medium. Forced convection is the basis for heating and cooling equipment, utilizing pumps or blowers to transfer the thermally conditioned fluid. Free or natural convection occurs due to density differences in the fluid. Radiation is the transfer of energy in space (Eckert, 1985). Conduction of heat through a solid is reduced by insulating the body with foams, or fibrous or small celled granular material. Heat transfer through a gas (convection) is controlled by creating many small pores which inhibit the movement of the fluid, substituting a gas of low thermal conductivity, or evacuating the space. Heat radiation can be reduced by the use of materials that reflect or absorb the energy (Glaser, 1967). Thermal insulating materials may be vegetable or mineral fibers, organic or inorganic particles, or foams with small pores, generally used to form a low density thermal barrier. They may be blocks, poured lightweight cementitious materials, bricks, etc.

In a dispersion of particles in liquid a net charge will develop at the particle-liquid interface. This surface charge is usually due to the adsorption of charged material from solution. The existence of this surface charge gives rise to the formation of the electric double layer of counter-ions which surrond the charged particle. The particle surface charge and the electrostatic repulsion which exists between similarly charged particles is the primary stabilization mechanism for lyophobic colloids (1). The separation of charge which occurs at the particle-liquid interface gives rise to several dynamic phenomena associated with colloidal systems or with solid-liquid interfaces in general. These phenomena are known as electrokinetic phenomena and the four classic electrokinetic phenomena are; electrophoresis, electroosmosis, streaming potential, and sedimentation or Dorn potential. The actual driving force for electrokinetic phenomena is not the surface charge per se, but the charge at the interface between the liquid which is hydrodynamically bound to the particle surface and the bulk fluid. This interface is known as the slipping plane or the plane of shear and the potential at this interface is the zeta potential (2). The factors linking the electrokinetic phenomena is that they involve a relative motion between the liquid and the charged particle or solid surface and the driving force is the zeta potential of the solid. In addition to the four classic electrokinetic phenomena there are two additional electrokinetic effects in disperse systems; the electro-acoustic effects. When an alternating electric field is applied to a cooloidal dispersion the particles will move in the field due to their net zeta potential. If there is a density difference between the particles and the fluid this motion will result in the development of an acoustic wave. The effect was discovered at Matec and has been termed the Electrokinetic Sonic Amplitude or ESA (3). ESA is the pressure amplitude generated by the colloid per unit applied electric field strength and has SI units of pascals per volt per meter. When an alternating pressure field (acoustic wave) is applied to a colloidal dispersion the inverse of the ESA effects occurs. A density difference between the disperse phase and the continuous phase leads to a relative motion between the particles and the surrounding liquid. This means that there will be a periodic displacement between the charged particle and the oppositely charged counter-ions in the electric double year. This displacement results in the development of an alternating dipole moment at the frequency of the applied field. This effect is termed the Ultrasonic Vibration Potential or UVP and was first predicted for electrolyte solutions by Debye in 1933 (4). UVP is measured in units of volts per unit velocity amplitude of the applied acoustic field or volts per meter per second. In 1938, Rutgers (5) and Hermans (6) pointed out that the effect would also be present in colloidal dispersions. A detailed theory for UVP effects in colloids, also called CVP, was first presented by Enderby in 1951 (7). Extensive studies of the UVP in electrolytes have been carried out by Yeager et al (8). Recently, O'Brien (9) has developed a general theoretical treatment of electro- acoustic effects in colloids and has derived a reciprocal relation linking ESA and CVP effects. The most commonly studied electrokinetic phenomena is electrophoresis. Electrophoresis is the movement of charges particles in an applied electric field. The velocity of the particle divided by the applied electric field strength is the electrophoretic mobility of the particle. The zeta potential can be calculated from this mobility (2). The magnitude of both the ESA and CVP effects are directly proportional to the electrophoretic mobility of the particles. The mobility determined by the two electro-acoustic effects is the dynamic or AC mobility of the particles.

INTRODUCTION The development of nuclear industry in Taiwan requires an increasing supply of uranium. Uranium recovery from phosphate ores, becomes an important item of the R & D programs. Many countries have already started such a program. USA has set up an industrial-scale production plant; South Africa, Israel, Morocco and other countries have also engaged in the development of extraction technology of uranium from phosphate ores and started setting up the production plant. In Taiwan, a feasibility study of establishing the production plant was started in 1977. A pilot plant was completed, tested, and operated in 1979. The main source material. - phosphate ores is obtained from China Phosphate Company. The annual yield of the pilot plant has been planned to be one ton of ammonium diuranate (ADU). The Health Physics Division of Institute of Nuclear Energy Research (INER), Atomic Energy Council of Republic of China (ROC AEC), is responsible for the radiation safety control of the plant. The purpose of the radiation safety control is to collect radiation safety information of the plant of this type, to evaluate possible radiation hazards to the personnel, and to analyze the radiation safety of the immediate environment adjacent to the plant. Furthermore, the information and experience obtained are used as the basis for applying radiation safety control to the production plant. The main emphases of the radiation safety control are therefore the arrangement of radiation safety control areas and the collection and evaluation of the health physics data. This report includes the past one and half years' experiences of the radiation safety control of the pilot plant, the planning of the production plant with an annual yield of 10 ton ADU, and considerations given in improving the radiation safety control of the production plant. PILOT PLANT AND ITS OPERATION PROCESS The pilot plant occupies an area of 350 m2 and is a two-story rectangular building. Exits are provided by a front and a rear door. An additional small door at the central right side of the building is connected to the maintenance area located outside the main building. The interior of the building is divided into interconnected offices, laboratories and process area (Figs. 1 and 2). A stairway to the process area of the second floor is located in the central part of the first floor. The second floor offices are accessible by the additional front and rear stairways. The main process area of the first floor is furnished with plastic floor, and the second floor with poriferous iron-grid floor. The building is not furnished with centralized air-conditioning system. Individual air conditioners are, however, available to some laboratories. Because the back door of the building is frequently open, the product storage room is provided with a blower to maintain good ventilation. Natural uranium contents of phosphoric acid solution vary in the range from 0.07 to 0.11 kg/m3. The process consists mainly of the uranium concentration cycle and the purification cycle. A flow diagram of the process is shown in Fig. 3. CONSIDERATIONS GIVEN FOR RADIATION SAFETY CONTROL AND THE ESTABLISHMENT OF RADIATION CONTROLLED AREAS The radiation safety control of the pilot plant is carried out on the basis of the considerations listed below:1,2 1) Since the wet process is adopted, and the flow of the radioactive material is confined to closed pipes and containers, air contamination is therefore not too much of concern. 2) The concentrations of radioactive material of the whole process are mostly less than 10 ppm. An exception is the final ADU product after precipitation and centrifugal separation, which contains up to 50% natural uranium. It is therefore necessary to apply radiation safety control to the process area where

Introduction In response to industry needs and requests, Joy Mining Machinery is aggressively evolving a "game changing" system of underground development mining machinery. This entry-development system (EDS) project is concentrated on providing clean, protected and ergonomic operator areas and a quantum leap in productivity. To meet these goals, a virtually continuous and automated mining system is needed. Operators must be able to efficiently and ergonomically perform required functions from a protected environment. Health-related issues, such as respirable dust and noise, must also be addressed. A new concept system of integrated face equipment, from the continuous miner to and including advancing the section belt and services, is needed. Phase I of the project was aimed at developing the bolting technology required. Through acquisition of Cram Australia and joint development efforts with Canyon Fuel Co., Joy now has this capability. The test platform, known as the Joy Multibolter, has successfully completed its trials at Canyon Fuel's SUFCo Mine (Fig. 1). These tests validated the bolting technology and operator protection and ergonomic issues. Phase II includes the development and testing of an integrated mining machine (IMM) capable of advancing a heading 1.5 m (5 ft) while simultaneously cutting a fullface width (single pass) and installing a complete bolt pattern. The IMM, unveiled at MINExpo 2000, incorporates the bolting technology of the Multibolter with automated full-face cutting. This machine was designed to meet Joy's stringent health, operator protection and 300m/d (1,000-ft/d) productivity goals. Phases III through V will include development of processes and integrated haulage, ventilation, power, material handling and section services advancing equipment. Processes and equipment developed will be designed for seamless integration into a complete entry development system. The focus of this paper is the new continuous miner (IMM) development, proposed testing and expectations for the EDS. The IMM is scheduled for commissioning and trials beginning in April 2001 at the SUFCo Mine. SUFCo Mine Canyon Fuel Co. is jointly owned by Arch Western Resources and the Itochu Corp. of Japan. It owns and operates three coal mines in Utah: the SUFCo Mine in Sevier County, the Skyline Mine in Carbon and Emery Counties and the Dougout Canyon Mine in Carbon County. Incorporating state-of-the-art-mining technology and advanced mine management practices, the SUFCo Mine is one of the most efficient underground coal mines in the world. The SUFCo Mine is located approximately 50-km (30 miles) northeast of Salina, UT, in the Wasatch Plateau portion of the Uinta coal basin. The mine property consists of 9,900 hm2 (24,470 acres) with approximately 118 Mt (130 million st) of recoverable reserves. Public utilities and industrial concerns purchase approximately 95% of the coal mined at SUFCo through short- or long-term contracts. Coal reserves are extracted by longwall mining, and the panels are developed using continuous miners. The longwall face at SUFCo Mine is 283-m (930-ft) wide, and the seam height ranges from 2.4 to 4 m (8 to 13 ft). The two development sections are in full operation using Joy 12CM12 continuous miners. Two super longwall panels, under development in the northeast portion of the lease block, are 4,270-m (14,000-ft) long with a 283-m (930-ft) wide longwall face. INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

As you know, NIOSH is the part of the United States Public Health Service with responsibility for conducting and supporting research leading to prevention and control of occupational diseases and injuries. Some years ago, NIOSH went through a process of identifying and leading occupational health and safety problems in the United States. Candidate problems were evaluated in terms of the number of people affected, the importance of the effects, and how amenable the conditions are to preventive interventions. Lung diseases were ranked first on the resulting list. Diseases from mining continue to contribute substantially to this unfortunate position of prominence. The work of the Generic Center is one of many answers to this critical problem. Although the research is often expressed in terms of dust characterization or dust control, the reality is that high dust levels are much like high blood pressure. No one cares about hypertension per se. We are concerned about the consequences of exposure to untreated high blood pressure--heart disease, kidney disease, and stroke. Similarly, if dusts were truly only a nuisance, there would be little justification for the diverse research program supported by the Bureau of Mines or by NIOSH. But mineral dusts do cause a range of significant health problems: pneumoconiosis, bronchitis, and emphysema. The research supported by the Center is aimed at doing something about them. Within a public health approach to occupational health, we have a hierarchy of interventions. Primary prevention of problems is prevention at the source: solving a problem before it affects a worker. What we call secondary prevention is an attempt to identify health problems at a sufficiently early stage that some intervention will interrupt the disease process or the development of significant impairment. Tertiary prevention refers to rehabilitation of the worker who has already suffered significant loss of function. At NIOSH, and in the Generic Center research programs, the focus is on primary prevention. Basic investigations into those things about specific dusts that promote or reduce toxicity is critical for our understanding of how to prevent disease. Also, the search for engineering solutions to reduce or control dust generation is essential to solving problems of dust over-exposure. But until the engineers create the foolproof safe environment, it will also be necessary to discover better ways to identify the earliest markers of disease. To do this, we must explore and explicate the basic mechanisms of disease through laboratory investigations as well as human observation and physiologic testing. The unique opportunity provided by the Generic Center program and highlighted in this diverse program over the next few days is that these efforts are being carried out in multiple disciplines concurrently. Also, there are periodic small and large gatherings such as this one where investigators have the chance to get together, formally present papers, and informally stimulate each other's progress towards disease prevention. To ignore the potential for this cross-cutting interaction would be a significant loss. To take full advantage of it is potentially revolutionary. I recently pulled out a book I hadn't read since I was an undergraduate. It specifically concerns the nature of intellectual ferment surrounding the development of the concept of a sun-centered rather than an earth-centered universe in the sixteenth century. The book is about more than developments in astronomy: it is a discussion of the nature of scientific revolutions. Scientific revolutions result from the brilliance, insight, and good fortune of the few superimposed on the evolutionary work of the many. They both cause and reflect significant itellectural and social ferment. For example, the revolutionary work of Copernicus in recognizing the limitations of the concept of an earth-centered universe reflected contemporaneous developments in optics, mathematics, physics, economics, and philosophy.

The development of novel methods for the investigation of the subsoil contributes to the improvement of geotechnical research, enhances the obtained geotechnical characterization and may reduce the investigation cost by reducing the number of required tests. Non-destructive testing methods, performed either in situ (i.e. electrical tomography, seismic refraction, etc) or in the laboratory can provide initial data and perhaps estimates of rock/soil properties. This study focuses on the development of rock material properties and/or characteristics based on non-destructive laboratory testing of a number of stones, ranging from porous (bioclastic) limestones to impervious marbles. Seismic velocity measurements as well as attenuation signals were digitally recorded using a digital oscilloscope. Data were processed using a novel technique of spectral analysis available through special Matlab packages employing Fourier transform methods. More specifically, the NFFT (Non Equispaced Fourier Transform) transformation was applied to seismic waves traveling through the subsoil using the Autosignal program (by Seasolve) and the Specgramdemo program included in the Signal Analysis toolbox of Matlab 6.5 (Mathworks). Results indicate a definite relationship between the frequency content of the signal and the rock type as well as the degree of saturation of the specimen.

Introduction Potassium, together with nitrogen and phosphorous, is an essential nutrient required for growth. Since all living things need potash, the major demand for potash - about 95% of the total - is as a fertilizer. Agricultural productivity has increased dramatically in recent times. This increase in crop yields requires substantial amounts of added nutrients to keep the soil fertile. It follows then that potash will always be in demand. There is no substitute. Other fertilizers that contain phosphorous (P) and nitrogen (N) are complementary and not competing products. Fireplace ashes (pot-ashes) have a relatively high potassium content. Their value as a fertilizer had been recognized for centuries. But today's potash industry did not begin until deposits of potassium-rich ore were discovered and exploited in Europe during the 19th century. Canadian potash development Potash in Saskatchewan was first recognized in 1943. It was discovered as a byproduct of an oil exploration program. But it was several years later before the existence of a major commercial deposit was acknowledged, and not until 1951 that the first attempt at development occurred. That attempt was unsuccessful. The shaft flooded and was abandoned. It did, however, demonstrate the need for new technology to penetrate the waterlogged Blairmore layer. This was eventually developed and the first mines were brought into production in the early 1960s. Once the technology was available, and the extent and quality of the potash beds became known, a number of companies proceeded to develop mines. By 1970, seven mines were in operation and three more were nearing completion. Combined, total capacity then was 7.6 Mt/a (8.4 mil¬lion stpy) K20. At that time, world potash consumption was about 15 Mt/a (16.5 million stpy). This increase in supply from Canada produced a large potential surplus that shattered the prevailing balance between supply and demand. Although world demand increased steadily throughout the 1960s and early 1970s, it was several years before world supply and demand were again in balance. Saskatchewan capacity has been expanded a number of times. It now stands at 10.7 Mt/a (11.7 million stpy) K20. Actual production has not approached this figure, however. Two new mines in New Brunswick have recently been built with a combined annual capacity of 1.2 Mt (1.3 million st) K20. Total Canadian capacity of about 12 Mt/a (13 million stpy) now amounts to 30% of world capacity. Central offshore marketing organization Canadian Potash Exports Ltd. (Canpotex) was created in 1970 as the offshore marketing organization for Canadian producers. Canpotex is owned by Saskatchewan producers and is their exclusive marketing organization for offshore business. Each company handles its own sales in Canada and the US, but all sales to other markets are handled through and by Canpotex. The Saskatchewan industry has an ore body of a size and consistency unmatched anywhere in the world. Large efficient mines have production costs that compare favorably with other producing countries. On the minus side, Saskatchewan is remote from most major markets. It therefore needs the ef¬ficiencies that stem from one organization that coordinates all offshore shipments and minimizes distribution costs. Agriculture guides potash market In the period following World War II, potash was a classic growth industry. World demand increased each year from 1945 to early 1970s. Since then, demand has been more erratic. Some years show substantial increases, but are followed by significant declines. For about the last decade, the pattern has been unclear and future demand has become correspondingly difficult to predict. North America and Europe together account for about 40% of the world potash consumption. In both areas, farming is characterized by surplus production, declining crop prices, and expensive government support programs. Under those circumstances, farmers respond by minimizing input costs. Fertilizer is one of the items they reduce. Potash is retained in the soil. It is possible to reduce potash application with no immediate deterioration in crop yield. The lower yields occur only when potash levels are depleted. So, farmers can econo-

INTRODUCTION In looking over the diversity of the papers that are being presented during this meeting on The Industrial Practice of Fine Coal Processing one cannot help but be impressed with the progress the industry has made in beneficiating fine raw coals, and in the number of innovations that are under study to increase recovery and to improve the quality of the finest size particles produced at a preparation plant. Those who are not in our industry, who look at the technical program, might be confused, when they see that the papers include such topics as cleaning to zero and heavy media cyclone cleaning 28M x 100M; application and performance of fine coal jigs, tables, hydrocyclones, spirals, and flotation; filtration, dewatering and thermal drying; and ancilliary aspects such as fines handling, instrumentation and process control plus screening and liberation. This is an observation and not a criticism of the diversity of papers being presented. The program fits within the parameters of fine coal preparation as the term "coal preparation" is defined, but perhaps not as the term "fine coal" is defined. Admittedly these definitions are sometimes loose. However, each should be made more definitive if a meaningful fine coal preparation overview is to be possible. COAL PREPARATION DEFINED In the opinion of the writer, the term "coal preparation" should be defined as including all work activities that are performed on all components of a run-of-mine coal from the time it leaves a surface reserve or an underground portal, until all components are either ready for shipment or are stowed on, or in the earth in an environmentally acceptable manner. This definition excludes the work that is performed to improve coal quality or handleability inside the mine or pit. This work is commonly called "face" or "pit" preparation. FINE COAL DEFINED The term "fine coal" means different things to different people. In the past, anthracite finer than No. 3 Buckwheat (3/16 in.) was considered fines which often were discarded from the breaker as an unsalable by product; and bituminous coals finer that about 1/4 in. (slack) were either discarded or sold at cost to prevent an accumulation of "no bills" which referred to a product having no immediate sale. Although a standard definition of "fine coal" is yet to be accepted by the industry, a designation of coals by particle-size range has evolved through the wide use of three-circuit flowsheets, wherein the optimum size range by washer type determines the size fractions: a coarse-coal circuit for the plus 3/8 in., a -11- coal circuit for the 3/8 in. x 28 Mesh, and a fine-coal circuit for the remaining 28 Mesh x 0. Logically, the term "fine coal" should refer to some resultant size fraction or some top size by zero. This definition should include a 28 Mesh x 0 feed to a flotation cell but should exclude a 28 x 100 Mesh size fraction fed to a heavy media cyclone. Failure to include the resultant sizes in the definition precludes accounting of the full range of particle sizes present in the feed to the plant. Since the 28 Mesh x 0 fraction is treated in the final circuit of the three discreet washing circuits, now almost always used in U.S. commercial applications, and since it contains all of its resultant sizes, in the writer's opinion, it should be designated "fine coal". FINE COAL CLEANING Cleaning coal fines, which in the past was at best marginally profitable, is now an essential part of coal preparation strategy for a number of reasons : 1. Demand for nonfuel minerals depends in large measure on economic activity, which rose in each quarter of 1985. However, despite 1.7 million new housing starts and a 7% increase in motor vehicle production, many domestic metal mining operations experienced continued difficulties as a result of import competition, greater use of newer engineered materials, emphasis on multi-unit housing, and downsizing of motor vehicles. Recognizing the continued difficulties of the domestic metal mining industry, many corporations made major efforts to retrench and rationalize - selling, closing, or spinning off less profitable operations, renegotiating labor contracts, and inviting increased participation by foreign firms. About 15% of US energy was imported in 1985. This included $52 billion worth of crude oil and refined products, adding significantly to the overall merchandise trade deficit of $149 billion. With the exception of a few large-bulk, low-value raw materials, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult US nonfuel minerals trade deficit totalled $17 billion. The US continued to rely on imports for many important strategic minerals in 1985 (see accompanying Table). Increased pressures for protection included major mineral products such as steel, ferroalloys, and copper. But President Reagan, in his Feb. 1986 "Economic Report to the Congress" stated: "Our international trade policy rests firmly on the foundation of free and open markets." He also stressed the need for fair trade and more open markets internationally. The National Critical Materials Council, created by law in the latter part of 1984, was activated in the latter part of 1985. Its first public hearing was held in January 1986. The Council is to review the nation's materials posture and advise the President on such matters. Compared with 1984, the value of US raw nonfuel mineral output rose 2%, to $24 billion. This supported the production of $244 billion worth of processed materials of mineral origin. Raw steel production - a major indicator of both material use and mineral production - fell 4% to 81 Mt (89 million st). Consequently, domestic iron ore production fell to 49 Mt (55 million st), about 97% pelletized. Iron ore imports fell 7% to 16 Mt (18 million st). Raw steelmaking capacity fell 4% to 117 Mt (129 million st). Pacts with 16 leading steel exporting nations have been negotiated in an effort to reduce import penetration of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 40% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production increased slightly to 49 kt (54,000 st). Mine shipments of tungsten, another mineral tied to steel production, also fell slightly to 1.1 kt (1200 st) of contained metal. Even the domestic aluminum smelting industry suffered reverses as high stocks and low prices reduced production 16% to 3.5 Mt (3.8 million st). Similarly, imports of bauxite fell 7% and alumina 10%. Production of magnesium metal fell 6% to 136 kt (150,000 st), while titanium metal production remained unchanged at 22 kt (24,000 st). Copper mine production was unchanged at 1.1 Mt (1.2 million st). Copper refinery production fell slightly to 1.1 Mt (1.2 million st). Lead mine production rose 24% to 400 kt (440,000 st). Zinc mine output was down 10%, to 225 kt (250,000 st). Refined lead production increased 28%, to 510 kt (560,000 st). Primary slab zinc production fell 5% to 240 kt (260,000 st).

Introduction As the US and world population increases, so does the problem of supplying expanding energy needs. Early requirements worldwide were mostly met by abundant forest vegetation. Man's large scale use of minerals-energy resources is a fairly recent development. It occurred only during the past 200 years. Coal was the first mineral fuel to be used extensively. It was not a large factor in US energy production until the beginning of the 19th century. Petroleum and natural gas use is about 125-years-old. Electricity generation by falling water is about a century old. Atomic energy is only about 30-years-old. Extensive use of it is still in the future. Solar energy is in its infancy. Other energy sources such as wind, peat, and geothermal energy are minor and primarily of local importance. There were three main features of the fuel supply picture during the past 125 years. By 1900 coal replaced wood as the principal energy source. Since 1900, oil and gas have captured many coal markets. And after the mid-1970s, there was a resurgence of coal usage. (Figs. 1 and 2). Wood Until the advent of mineral fuels for energy, the major global energy source was wood. But populations increased and became centered in towns and cities. The problem of a sufficient energy supply first developed as nearby, easily obtained wood was exhausted. This problem became more acute as industries such as shipbuilding, smelting, and pottery making, became more widespread. Results of wood use as an energy source and building material are starkly evident in areas of the world where civilization is oldest. Entire forests were consumed and have never been replaced. In the US, wood supplied 90% of all fuel requirements until about 1850; and more than 50% until after 1880. By 1900, wood still supplied 20% of all energy uses. In the mid-1970s, energy costs increased, due largely to the oil embargo. This increase resulted in an increased wood demand for domestic heating. While large quantities of wood were being used, its share of the total energy market was still less than 3%. By 1983, wood was becoming increasingly scarce and more costly near most large US cities. Wind Wind powered ocean vessels for many centuries. Sailing ships were still common in 1900. Windmills provided an early, cheap energy source and continue to be used today on farms. Design and development of windmills for electricity generation is being conducted. Interest in wind power is growing worldwide where availability of wind currents warrants the investment. Also, US regulation requires power companies to "buy back" electricity generated by windpower in excess of that used by the windmill owner. Coal By the 1600s, England was producing, 900 kt/a (1 million stpy) of coal for heating and other uses. The first coal-fired blast furnace for iron smelting was developed in 1621. Coke-making was developed in 1755, and Watt invented the steam engine in 1769. Illuminating gas made from coal was introduced in London in 1800. During this same 200-year period, France and Germany developed coal production, but on a smaller scale than England. US, bituminous coal was mined near Richmond, VA, as early as 1748. Major bituminous coal-producing states in the early period were Pennsylvania, Virginia, Ohio, Kentucky, Illinois, and Maryland. West Virginia replaced Virginia as a major producer, when that state was formed in 1863. As the US expanded west, new coal deposits were found and exploited. Indiana, Alabama, Tennessee, Iowa, Kansas, Missouri, Washington, Colorado, Wyoming, Arkansas, Oklahoma (Indian Territory), Montana, New Mexico, and Texas had significant coal mining operations by 1900. Today the eight major coal producing states are Kentucky, West Virginia, Pennsylvania, Illinois, Ohio, Virginia, Wyoming, and Montana. These states accounted for about 80% of all coal (lignite, bituminous, and anthracite) produced in the US during the past several years.

In order to be able to design an adequate mine ventilation system it is necessary to understand how pollutant masses disperse into turbulent ventilation air streams. The mixing of gases and dusts with ventilating air, and dispersion of these pollutants in mine airways, are important flow or transfer problems. For the solution of such problems, the finite difference technique is often used. In this paper, numerical approximation schemes for the solution of the mass transfer problem have been developed using several explicit finite difference schemes. Results from these schemes have been compared with the analytical solution for spatial and time increments using the concept of Root Mean Square error. The comparison of various schemes reveals that the explicit finite difference schemes analyzed here give more accurate results at lower velocities, though the results are dependent on the spatial and time steps considered. At higher velocities the schemes tends to oscillate about the analytical solution. INTRODUCTION In mining, most of the mine air pollutants, such as respirable dust, methane, blasting fumes and diesel exhaust, are produced at the mine face and in haulageways. Injection of any of these pollutants in the mine ventilating air causes disturbances of the equilibrium state of the pollutant concentration of the ventilating air. The mixing of these gases and dusts with the ventilating air are typical examples of mass transfer processes. Pollutants are diluted by the stream of ventilating air flow along airways and discharged into the outside atmosphere of the mine through a return shaft. The dispersions of these pollutants in mine airways are important flow or transfer problems. Knowledge about pollutant sources, emission and transport of these pollutants are essential for ventilation planning and design to ensure good engineering control over air quality, quantity, and environmental conditions. Modeling of mass transfer phenomena in mine ventilation is largely based on extensive studies of turbulent dispersion in wind tunnels and the lower atmosphere of the earth. The general approach in the formulation of models lies in the recognition that these mass transfer phenomena can be conceptualized as a flow problem that can be solved by the general application of Taylor's theory (1954) of turbulent flow and diffusion with modification appropriate static and dynamic parameters. If the face zone is initially contaminated by a pollutant over a long section (e.g. instantaneous exposure of large gas accumulation, rapid methane release etc.), the process of decontaminating the mine workings can be regarded as displacement and diffusion of the tailing edge of the cloud of contaminates in the form of a semi-infinite gas body, for which a one-dimensional mass transfer equation is represented by: [at + u • ax = Ex ex2 + f (x,t)(1.1)] In Eq. (1.1), the term [~~] is the rate of growth of the concentration in the differential element, while a [(5xx )] is the net gain of material due to convective transfer. The two terms balance the total loss of material due to turbulent dispersion that is represented by [Ex . 21] and f(x,t), the source term for the pollutant in the roadway. Several cases of mass transfer that occur in mining can be identified and modelled using the conservative volume element method. The governing equation, along with the associated boundary and initial conditions, source terms and their solutions are detailed elsewhere (Bandopadhyay and Ramani, 1988, Devala, 1989). Only one mass transfer situation is presented (Figure 1) here for the present analysis. Mixed Evolution of Pollutant (multiple pulses) Typical examples of these situations are emission of pollutants from multiple diesel vehicles in the face area, and gas emission from standing pillars as well as from broken coal seam during coal cutting with a continuous miner. In October, November and December, teachers at the National Science Teachers' Association (NSTA) area conventions were lured to visit the Minerals Education Coalition (MEC) booth by the promise of free rocks, video tapes, and literature on earth science topics. Teachers were content to stand in lines that at times took as much as an hour and a half to progress through the exhibit. Adding to their interest was the opportunity to converse with people from the minerals industry who were staffing the booth. The MEC was formed by a group of associations and companies in the minerals industry. They felt the need to educate the public about the current-day minerals industry and how it affects everyone's life. The American Institute of Mining, Metallurgical, and Petroleum Engineers, Inc. (AIME) underwrote the major expenses of exhibit space and exhibitor services at all three conventions in 1997. SME members have been active in staffing and chairing the NSTA exhibit booth. But they represented only about one-third of the volunteers for the booth. Additional volunteers were drawn from local minerals companies, associations, interested teachers and other support groups. (See donors list on page 64.) In 1997, the conventions were held in Pittsburgh, PA, Denver, CO and Nashville, TN. The local SME GEM Committees chaired Pittsburgh and Denver and The Rogers Group Inc. supplied the chairperson in Nashville. Each exhibit relies on a local committee to plan and run the booth. Support is available from the GEM Projects Coordinator at SME headquarters. Usually the chair of the committee is drawn from the local SME membership. It is easy to see why the MEC booth is so popular. Free literature, videos, posters, workshop packets and rock specimens were handed out to about 5,500 science teachers at the three sites. Feedback from the attending teachers was overwhelmingly positive: "Who do we thank for these great materials?" Some of those great materials included Caterpillar's outstanding donation of Common Ground videos and teacher packets for Pittsburgh, Denver and Nashville for every teacher expected to attend. Placer Dome sent enough What's a Mine coloring books and It Comes from a Mine activity books for teachers at all three sites. Newmont supplied all teachers with an excellent poster describing gold processing. Women in Mining Education Foundation had plenty of its classroom activity handouts. The American Coal Foundation provided a list of its educational materials that are given out free to teachers who request them on school letterhead. The National Mining Association had its Facts About Minerals and Facts About Coal available. US Borax provided the funding to reproduce the NMA black and white posters that were published as inserts in Mining Voice magazine. In addition, each site had other materials chosen by the local committees to round out their selections. At each exhibit site, committees raise between $8,000 and $12,000 in cash donations from industry to support the high overhead of producing this exhibit. Usually, there are between 12 and 18 different rock specimens representing a range of mineral ores from aggregates to the metal ores. The committee arranged to have these donated (along with the freight charges to ship them to the site). Literature is also donated by the industry. It covers a diverse spectrum from basic information on rocks and minerals to posters, flow charts, videos and coloring books. Other donations include storage space before the event, haulage of items to the hall and door prizes. These exhibits could not have been staged without the network of SME Local Sections and the able chairs and committees at each site. At this time, credit should be given to their extensive donation of time and effort.

Introduction The art of ripping has been around since the Romans built the Appian Way, but only in the last decade has ripping emerged as a close competitor with drilling and blasting in breaking up heavy rock formations. That is not to say ripping is as effective in every case, or even applicable in all cases, but it does provide a cost efficient option in many situations-if the optimum ripping techniques are used. Originally designed only to loosen hard pan, the ripper has evolved into a powerful tool, its capability increasing as the weight and horsepower of tractors increased. The tractor-mounted ripper extended the range of ripping because of the additional weight it brought to bear on the ripper tooth. Tandem ripping added the weight and power of a second tractor, extending the rippability range even further. Of course, the use of ripping depends on the type of material to be ripped. Not all rock can be ripped. Determination of rippability-an art in itself-is often inconclusive but there are certain universal principles that can be considered in the first step toward optimizing ripping techniques. Each of the three basic rock types, igneous, sedimentary, and metamorphic, exhibits characteristics that bear on rippability. Igneous rocks are the most difficult to rip because they lack the stratification and cleavage planes essential to ripping hard rock. Sedimentary rocks are generally the most easily ripped since they are built of layers differing in material, texture, color, and thickness. Metamorphic rocks vary in rippability with degree of lamination or cleavage caused by transformation from pre-existing rock. The condition of rock also affects its rippability. Although sedimentary rocks offer the best opportunity to rip and igneous and metamorphic the least, decomposed granite and other weathered igneous and metamorphic rock often can be ripped economically. Little or no trouble is encountered with hardpan, clays, shales, or cemented gravel. Likewise, highly stratified or laminated rocks offer good possibilities for ripping. However, thicklybedded rock formations generally must be drilled and blasted. The physical characteristics that favor ripping may be summarized as follows: • Fractures, faults, and planes of weakness of any kind; • Weathering, resulting from temperature and moisture changes; • Brittleness and crystalline nature; • High degree of stratification or lamination; • Large grain size; • Moisture permeated clay, shale, and rock formations; and • Low compressive strength. Ripper Types A second fundamental to optimal ripping is choosing the right equipment for a particular job. There are three types of rippers-the hinge, the parallelogram, and the adjustable parallelogram. In the hinge ripper the linkage carrying the beam and shank pivots on a fixed point at the rear of the tractor. The resulting arc from up and down movement causes up to 30° differential in the tip-ground angle. Thus, the tooth angle changes as it enters and proceeds to ripping depth. The parallelogram ripper's linkage maintains the same tip-ground angle regardless of tooth depth. This type of ripper has advantages over the hinge-type when ripping above maximum depth, but does not provide the aggressive tooth angle necessary for hard-to-penetrate materials. The adjustable parallelogram combines the benefits of both the hinge and the parallelogram rippers. It has the additional benefit of being able to vary the tip angle to the optimum angle of penetration. It can also be adjusted while moving, for the optimum ripping angle in any material. Several other factors that are important in selecting the right ripping equipment are down pressure available at the tip of the ripper, tractor flywheel horsepower, and the tractor's gross weight. Down pressure at the tip determines whether ripper penetration can be obtained and maintained. Flywheel horsepower rating determines whether the tractor has the power to advance the tip. The tractor's gross weight determines whether the tractor will have sufficient- to use the horsepower. The best ripping procedure depends on the job's actual conditions. While conditions, vary, it is still possible to apply certain proven techniques to a typical ripping situation. INTRODUCTION Alpha-emitting radon daughter products are a recognized health hazard contributing to the development of lung cancer in persons exposed to excessive concentrations over an extended period. The primary control technique used by the mining industry is dilution with fresh air. Because the uranium is deposited in porous sandstone in most U.S. mines, the control of this hazard with dilution requires excessive volumes of air. As the mines become larger and deeper, the cost for ventilation becomes a major expenditure for the mining industry Most mines are maintaining levels of radon daughters lower than required by law but to maintain these present levels the mining companies are going to be drilling more vent holes or using other control techniques as the mine expands. These control techniques are being investigated by the U.S. Bureau of Mines to determine their effectiveness, cost, and safety for underground use. [Instrumentation] The Bureau's early research used batch sampling of both radon and radon daughters for determining the concentrations. In both cases it was determined that batch sampling did not give a complete understanding of what was happening to the concentrations. Therefore, continuous monitoring systems were developed for both. A continuous flow-through radon monitor was developed by the Bureau (Franklin, et al.., 1976) using a modified Lucas flask mounted on a photo-multiplier-tube (PMT). The air was filtered twice prior to entering the flask to remove dust, diesel smoke, moisture, and radon daughters. The signal from the PMT was then inverted, shaped, and driven to a data acquisition system (DAS) which accumulated the signals. The DAS has two comparators for setting the scan time and interval, a 24-hour clock with Julian date, a printer, and a perforated paper tape punch. Sampling time is determined by the type of experiment being conducted. Our normal sampling time is one 10-minute scan every 15 minutes, but could be set as low as one scan every minute or as long as a 16-minute scan every 167 minutes. There are two models of the DAS. One is a 10-channel system and the other a 30-channel system. On a 10channel system normally 6 channels are used for radon and radon daughters and the other four channels are used for temperature, absolute pressure, air velocity, and relative humidity as described by McVey (1977). Figure 1 shows a scan of five channels monitoring the radon concentration from intake to exhaust in a stope for a non-work day. If the radon concentration stayed this constant during work days, then continuous monitoring would not be necessary. [ ] Droullard (1977) developed a continuous alpha-beta monitor. This monitor has been modified so that it can be used with the DAS previously mentioned. Control Techniques The U.S. Bureau of Mines has conducted research in controlling airborne radon/radon daughter for 10 years. Major efforts have been conducted in sealing the rock to prevent the release of radon, bulkheading to seal nonproductive areas, backfilling with classified mill tailings, and positive pressure ventilation. Also, tests have been conducted to determine the mining cycles contribution to the radon problem. Surveys One stope with two intakes and one exhaust was continuously monitored to determine the effects of blasting, mucking, and drilling on the airborne radon concentrations (Franklin, et al., 1976). Two other detectors were located inside the stope which were close to the mining activity. In this stope no appreciable change in radon was observed during drilling holes for blasting and roofbolts. This study showed increases up to 40 percent in radon for slushing in the exhaust drift. The radon remained high and very eratic during slushing, as can

Until about three years ago, Asarco's copper business consisted predomi¬nantly of custom smelting of ores and concentrates produced by other mining companies. Since then, the company has been transforming itself into a fully integrated producer in copper mining, smelting, and refining. In doing this, Asarco has lowered its costs and restructured its operations and finances. Now, Asarco hopes to complete this process by spending $260 million over the next three years, to expand and modernize its copper facilities and boost production by some 40%. The capital spending program includes: • $130 million at the Ray mine about 113 km (70 miles) north of Tucson, AZ, to expand mining capacity and install an in-pit ore crusher, mill, and concentrator; • $100 million, to expand the mining capacity at the Mission Complex located south of Tucson, AZ, and refurbish the adjacent, idle Pima mill and concentrator. (Asarco had earlier exercised an option to purchase the Pima mill for about $6 million); and • $30 million, to modernize the copper smelter in El Paso, TX, with a new flash smelting process. The new program is in addition to a recently completed first-phase expansion of the Mission mine, mill, and concentrator. This $13 million debottlenecking of existing operations in¬creased production capacity by 46% or 24.5 kt/a (27,000 stpy), to 79 kt/a (87,000 stpy) of copper in concentrates. In addition, a previously an¬nounced $12 million expansion program at the Ray mine is scheduled for completion in early 1990. It will expand mill capacity, to offset the anticipated effects of increasing ore hardness as the pit deepens. Ray produces 68 kt/a (75,000 stpy) of copper in concen¬trates and an additional 36 kt/a (40,000 stpy) of electrowon copper. By 1992, when Asarco's expanded and modernized copper facilities are operating at capacity, the company's mine output will have increased by 67 kt/a (74,000 stpy), to 263 kt/a (290,000 stpy) of contained copper. That will be enough to provide all of the feed required for Asarco's two copper smelters - by then, both of them modern, state-of-the-art facilities. Asarco's expansion and modernization program will further reduce costs and provide added assurance that the company's copper business will be profitable at the bottom of the cycle, according to Chairman Richard de J. Osborne The Ray mine portion of the new program will include construction at the mine of a new mill and concentrator, with a capacity of 18 kt/d (20,000 stpd) of ore. These new semiautogenous grinding mills and large capacity flotation cells will augment the present 27.2 kt/d (30,000 stpd) concentrator located 29 km (18 miles) away, in Hayden, AZ. A 29 km (18 mile) pipeline will be built to carry tailings in slurry form from the new Ray mill to the present tailings pond. Concentrates from the new facility will be shipped by rail to Asarco's Hayden copper smelter. Ray's present 27.2 kt/d (30,000 stpd) crusher, adjacent to the open-pit, will be replaced by a 54.4 kt/d (60,000 stpd), portable in-pit crusher and conveying system. This will reduce the more expensive ore haulage by truck. The Ray project is scheduled for completion by 1992. It will increase the mine's annual output of copper in concentrates by an additional 33.5 kt/a (37,000 st), to 102 kt (112,000 st). And the project could mean an additional 400 jobs at the 730 employee Ray operation. Work at the Mission Complex involves reactivation of the Pima mill and concentrator and expansion of mine output sufficient to provide ore to both the Pima mill and the present Mission mill. In 1985, Asarco purchased the Pima mine, which occupies one end of the Mission pit. The work at Mission will increase its annual capacity by 33.5 kt (37,000 st), to 112 kt/a (124,000 st) of contained
