Service vehicles, often called support vehicles or auxiliary vehicles, are used in secondary functions to support production activities such as loading, drilling, and timbering. Probably the most common support vehicles are the personnel carriers used to move miners to and from work areas. Utility designs are used to transport supplies and various less mobile equipment. Specific application designs are used for special work such as explosives transportation and loading, equipment maintenance, and equipment lubrication. PERSONNEL CARRIERS Personnel carriers are available in a wide variety of sizes and configurations. Some are two-wheel drive, though most are four-wheel drive. Smaller versions carry at least two men and usually have sufficient capacity to carry a small payload of supplies or equip¬ment. The American Motor's 05 Jeep, equipped with an optional diesel engine, has been adapted successfully for this light duty. Larger personnel carriers with ca¬pacities of 12 to 20 or more men currently are available, as shown in Fig. 1. The designs often are customized to the operating characteristics of each mine. All meet the latest federal requirements for rollover protection, emergency brake systems, etc. UTILITY VEHICLES Utility vehicles are adaptable to numerous duties. Probably the most common are ordinary haulers with a flat bed or low-sided box. They are used for hauling supplies and equipment from one point to another. Some occasionally are used for towing and may pull one or more trailers. Fig. 2 shows a typical utility truck. SPECIAL-APPLICATION VEHICLES Special-application vehicles are possibly the most important of all support types since these vehicles di¬rectly support and maintain production equipment. Such vehicles are available in a wide variety of sizes, mechanical functions, and operating specifications. Most versions are four-wheel drive and articulated. Among the more common vehicles are explosive haulers and loaders, mechanic's trucks, lubrication trucks (Fig. 3), and special carriers. TYPICAL APPLICATIONS Development Utility haulers are essential in trackless operations to bring supplies to advancing headings. Some utility haulers may be dedicated to bringing in steel sets and may be equipped with boom lifts to unload heavy sup¬ports or even place them as required. A rockbolt hauler may have a boom-mounted operator's basket which can be used for bolt installation or inspection. Various mechanic's trucks and pipe trucks service the heading to keep power, air, water, and ventilation at the face and to keep face equipment at maximum utilization. Production Production operations require a variety of support equipment. Because of the larger crew size brought about by the addition of the production force, personnel carriers play a greater role. Correspondingly, steel¬support hauling equipment and bolting trucks usually see limited application. PRODUCTION UNITS Capacity Personnel carriers are available to carry almost any number of people desired. Likewise, other types of carriers or haulers can and are built to fit specific re¬quirements. Physical size, capacity, and operating char¬acteristics can be varied to fit any size of opening and operating condition. Generally, articulated models offer greater maneuverability than straight frame-axle steer designs. Most vehicles of this type are lower in power than production units, generally under 74.6 kW (100 hp). Operating performance still compares favorably to that of production equipment, i.e., the support vehicles can travel at equivalent speeds on the various mine gradients. Manpower Auxiliary vehicles should require only a single opera¬tor. Specific application vehicles may require more than one person. For example, ventilation trucks usually require a crew of two where pipe must be installed.

Introduction Trends of successful discovery technology and psychology emerge from a thoughtful study of various companies' exploration programs. These subjective patterns can be generalized into groups of factors for discussion. Here, for convenience, factors that influence exploration success are separated into management and geologic concerns. Most successful discoveries have a demonstrably favorable management combined with a technically competent geologic input. Both are required. But the management input is decisive. Management factors include the correct definition of management's role; cost of exploration; time needed for exploration; commodity selection; and the fostering of autonomy, creativity, and confidence in the geology department. Geologic factors include imaginative technical competence (field as well as academic), correct development and use of empirical exploration or prospecting models, and dedication. Success comes to those entities that are properly managed and have technological competence. A management team that directs a company's business has been compared to a dynasty. The dynasty lays out policy and follows up with appropriate action. In that management's power is pervasive, the term is appropriate. Management's role is, however, more important. Many examples can be cited where the geologic input was impeccable. But management somehow snatched defeat from the jaws of victory, and the exploration success was turned to a third party's profit. Management Factors Management's role can be broadly generalized to four parts. These are to identify the commodities it seeks, define its part in the exploration process, develop a functioning exploration department, and have the desire to succeed. It must have confidence in its geologists and delegate to them the authority and responsibility they need to operate successfully. Head office management cannot do the thinking for a field staff thousands of kilometers away. There is no substitute for confidence and delegation of authority. Successes came to those who had the freedom to act. Motivation is a management requisite. Management's role is to prevent destructive, internecine political battles within the corporate structure. Most large US mining corporations have well known histories of political strife that have damaged their exploration efforts. Management's role must, above all, include the desire to succeed. There are cases where management has been confronted with a commercial exploration success, but their reaction is to request additional study or exploration. Perhaps the problem of bringing a commercial find into production is beyond their capabilities. But a bona fide discovery sent back for additional work commonly is lost due to that management. The cost of exploration is a factor that management must accept. A variety of studies made during the past 40 years shows the cost per discovery to be $25 million, $38 million, $200 million, or even $290 million. These figures are derived by dividing the total exploration expenditure by the number of discoveries. However, successful management dynasties have a much lower cost per discovery during their management regime. Asarco, from 1948 through 1963, had one of the lowest cost discovery rates in the world. Duval Corp., from 1948 through 1968, had comparably low discovery costs. Placer Development, from 1955, was equally successful. Western Mining in Australia has had one of the longest lived dynasties associated with exploration success. Time is vital in exploration success. Most successful exploration case histories stress sufficient time in project exploration so that the target is well tested. A large target cannot always be adequately evaluated by a few holes (strat or concept testing). Serendipity helps in exploring large targets, but it best operates in a lengthy program. Numerous case histories include pleasant surprises. But these came mostly after the 10th hole. Commodity markets are important factors governing exploration success. Management's decision to explore for a specific commodity can doom its effort if that product suffers from severe oversupply. Introduction Our society is currently experiencing a change in civil philosophy toward US industrialization. We have become increasingly bent on the pursuit of a nirvanic state of zero risk. The money supply has become inversely proportional to its sources. And most mining companies, traditionally conservative, have become increasingly risk conscious. Rising taxes, high inflation, and decades of a steadily decreasing gross national product (GNP) - coincident with moral decay and disarmament - have eroded America's economic health. Psychology of US metal markets has shifted across the economic spectrum to disillusionment and discouragement. The sagging national economy, expanding governmental debt, and a backward mineral policy in concert with worldwide unrest and turmoil have caused great volatility in the metal markets. Congressional inaccessibility of US resources has contributed to its loss in strategic leadership and dependency on foreign suppliers and the common market. Large scale mining activities are now on the decline. And there is an overall slump in mineral exploration in this country. America now faces the sobering reality of almost total importation of 13 key mineral commodities and total dependence on foreign sources for five of them. There is a growing dependency on 21 of the 34 minerals vital to the US economy. And virtually everything needed can be imported directly from third world countries. Almost 85% of the free world's supply or production of vanadium, chromium, platinoids, manganese, and titanium - an essential to the aerospace industry - comes from South Africa. That country now plays a forefront position in supplying the West with minerals. The Soviets have become increasingly aware of this situation. They have made key moves in procuring for their own purposes major raw materials markets, particularly in South Africa. This is obviously threatening to the US' direction and brings about vulnerability to shortages and cutoffs. In spite of these developments and the overall change in the mining industry, there is good opportunity for growth ahead. The way has been paved for the smaller mining companies, particularly the more bullish of these. Smaller mining organizations possess a tight management and strong sense of direction. They can easily adapt to and cope with change. "Windows" that exist in the industry directly depend on a number of factors. These include the busi¬ness climate, market research and planning, management and human resources, applied appropriate technology, favorable hunting ground, and entrepreneurship. Mining as business Mining (and exploration) as a business is by its very nature highly speculative. It involves greater risk for a longer period of time than most other businesses. The entire mineral estate in the US continues to shrink. This is primarily because of various legislated wilderness measures. Consequently, the probability of finding an economic ore deposit in the US has decayed to less than 1%. Although the risk is high, the stakes far outweigh the gamble and are larger than most other businesses can offer. Mining properties, as investments or business opportunities, can provide effective hedges against long-term inflation because the real price for selected commodities, such as gold, may sometimes rise faster than inflation. Recessionary periods seem to provide the best climate for entering the mineral business or for a particular mining organization to expand its activities. Looking ahead and seizing opportunities during a depressed market will pay off. Property payments and royalties are likely to be lower. And the potential for an upward shift in prices for a given commodity is very positive. The decision to invest in a prom-

The use of a woven wire-mesh screen as part of a flooded-bed dust-scrubbing system is very popular in the underground coal mining industry. It is used in combination with a demister (mist eliminator) to remove dust from the dust-laden air. A study was conducted to measure the pressure drop across a flooded-bed wire-mesh screen at different airflow rates in onephase (dry) and two-phase (wet) conditions. Two empirical relationships between pressure drop and air velocity were developed for dry and wet conditions, respectively. In both cases, the form of the empirical relationships was found to be similar to relationships given by Sabri Ergun for high velocity non-Darcy single and multi-phase flow through porous media. The experiments were repeated on a reduced-scale model of the wire-mesh screen, and the pressure-velocity relationships obtained from the full-scale prototype experiments were tested. The test results show validation of the full-scale empirical formulas on the small-scale model with an insignificant variation. This paper presents the empirical equations for pressure drop across the wire-mesh screen in dry and wet conditions. Researchers can use these equations as a tool to predict total pressure drops for wire-mesh screens of different scale sizes.

Discussion by G. Le Bel The paper proposes three methods to determine optimum lifetime of a mining project 1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: •It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. •The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate. Discount rate selection The opportunity cost of capital represents the rate of return that would be obtained if the capital was instead invested in other opportunities considered to exist. Such opportunities must be bypassed if the available capital is invested in the project studied 2. If these other opportunities carry risk similar to the project under analysis (for example, if they are other mining projects), there is no need to add incremental [ ] risk factors. On the other hand, if these opportunities are represented by the acquisition of government bonds yielding 7%, a risk premium factor must be included. The types of risks associated with a mining venture are shown in Table 1. Together they represent the "business risk" of being a mining company. The individual project risk is important to investors if it differs substantially from the business risk of the company and that of the other investments in mining ventures that we must pass up to invest in this particular project. A risk premium or discount would then be required. This can be illustrated by the following example. Consider that a company has two investment alternatives: one is the Cavender hypothetical project located in Nevada, and the other is the same project located in a civil war zone of central Europe. The second project requires a risk premium factor on the discount rate. Conversely, a project showing highly uncertain returns that are negatively correlated with the returns of the firm's other assets may decrease the company's corporate risk. Deterministic character of NPV calculation The cash flows used in NPV calculations are obtained from a set of variables. These variables are estimated using one parameter obtained from the engineering studies. Each parameter is thus a single value that is often termed a "realistic" or "best estimate" as opposed to "optimistic" or "pessimistic." Copper oxide deposits that may be considered for in situ leaching exist in unique geologic settings, different from uranium deposits. A large number of interrelated factors must be considered in wellfield design. Many of these factors are hard to quantify and are directly related to geologic features of the orebody. This paper discusses some of the important factors in wellfield design and suggests an outline for a design procedure.

The studies conducted by Laplante and coworkers (1983,1984) with flotation of galena and quartz, showed that the rate of flotation reaches a maximum value for a certain intermediate value of the air flow rate. A similar, though less pronounced, effect of the air flow rate on the selectivity was also observed. Luttrell and coworkers (1985) showed that the size of air bubbles has a significant effect on both rate and selectivity of coal flotation. These two studies used flotation tests in which no froth layer was formed. This note describes effects of the air flow rate and bubble size on the rate constant and selectivity of coal flotation, using a mechanical laboratory machine with a froth layer allowed to form. Experimental A raw, dry ground Illinois coal was used in flotation tests. Tap water with a natural pH of 7.0 to 7.8 was used throughout the tests. No other reagents were used. The starting concentration of coal in the pulp was 86 g/L. A standard flotation machine with the pulp volume of 5 L was used in experiments. Three different air flow rates were employed, resulting in three air escape velocity values of 14, 30, and 70 cm/min. The air escape velocity (AEV) was calculated as the ratio of air flow rate (Qa) to the slurry surface (Ss) in the machine. For a comparison, the upper limit of air escape velocity values used in commercial size flotation machines is between 70 and 100 cm/min (WEMCO, 1983). A machine consisting of a generator of fine bubbles and a separatory column, described elsewhere (Szatkowski and Freyberger, 1985), was used for some tests where bubble size lower than that generated in the standard machines was required. Prior to a flotation test, a batch of coal was mixed with water in the flotation cell for at least 10 minutes to ensure that all coal was thoroughly wet. Then the specified amount of fuel oil was added and the pulp was conditioned for five minutes. The specified amount of MIBC was added 15 seconds before the end of conditioning. After air flow was opened, flotation products were collected for 0 to 30, 30 to 60, and 60 to 120 second intervals. Content of the combustible material in samples was determined by subtracting the ash content from 100%. A photographic technique was used to determine initial distributions of bubble size generated by the flotation machines. Bubbles generated in water containing the prescribed amount of the frother but no solids were photographed against a black background. The average diameter and standard deviation were then calculated for each set of flotation conditions. The method gives results reproducible within k 5% of the average bubble size. Table 1 contains information about the measured bubble size distributions expressed by the average bubble diameter (Db) and the standard deviation ( SD ) . The U.S. Bureau of Mines develops technology to help ensure that the Nation has an adequate and dependable. supply of minerals at reasonable economic, human, and environmental cost. Our research programs seek improvements for almost every aspect of the mineral production cycle--from evaluating the availability of minerals, removing the ore from the earth, to enhancing the performance of mineral materials. The health and safety of the men and women who work in the Nation's mines and minerals processing plants and the environmental impact of mining and mineral processing are major Bureau research concerns. In recent years, the U.S. mineral industry has found it increasingly difficult to compete for a share of world markets. Many foreign producers benefit from lower production costs and higher grade deposits. Some foreign governments subsidize their mineral industries and impose fewer restrictions with respect to environmental controls and health and safety regulations. If the United States is to compete in world mineral markets, innovative technology must be found to lower the cost of recovering and processing minerals. Mining and mineral processing research by the Bureau identifies ways to help the country maintain a sound, competitive industry and a dependable mineral supply, so vital to economic growth and the national security. This work includes efforts to improve existing techniques and procedures; but more and more of the Bureau's resources are being focused on long-term, high-risk research directed at developing new approaches to mining and mineral activities--approaches like in situ mining. Bureau scientists are studying the mining applications of computer assisted mining and investigating a variety of "high tech" approaches to extractive metallurgy. Such cutting-edge research will be necessary if major advances in health and safety, environmental quality, strategic and critical minerals availability, and overall U.S. competitiveness are to be achieved. It is just such high-risk research that the industry cannot afford to conduct itself, but--in the long run--cannot afford to be without. It is this type of research that will help us arrive at a revolutionary breakthrough rather than small incremental changes in health and safety technology as well as recovery methods. Our mining and mineral processing research is also directed at reducing the Nation's dependence on imports of minerals that have key defense and industrial uses. Some of these strategic and critical minerals are particularly vulnerable to supply disruptions. We are working on technologies that would allow the United States to take advantage of domestic sources of these minerals--sources consisting primarily of deep or low-grade ores, ores with complex mineralogy we do not yet know how to process, and small deposits that are now uneconomical to mine and process. Other research activities focus on ways to reduce the Nation"s consumption of key minerals and increase the recycling of these minerals. The opportunities in this area include coal. The current middle eastern crisis reinforces the need for a stable energy supply--preferably a domestic supply. The extensive reserves of coal in this country are well documented. Perhaps what is not as well recognized is the impact that the price of coal can have on its competitive position both for domestic fuel selection considerations as well as for the ability of this country to compete in the coal export market. Today, the role to the United States is as a reliable, but high-cost exporter of high-quality coal. U.S. export coal competes with supplies from other major suppliers, including Australia, Canada, Poland. If U.S. mining costs were lowered by at least $8 per ton in the year 2000, then coal exports would surge by a projected 46 percent, and U.S steam coal displaces significant quantities of foreign coal imports in Europe. Introduction Modern longwall mining, introduced to the US coal industry in the mid-1960s, is the latest coal mining technique. Today, longwall mining produces more than 15% of all underground coal production. The growth of longwall mining in the US is slow. However, nearly two decades of longwall mining have demonstrated that its benefits outweigh the disadvantages. Longwall Advantages Production and Economics - A typical longwall production ranges mostly from 0.9 to 1.8 kt (1000 to 2000 st) of clean coal per shift. This is about three to six times the production of comparable continuous mining units. Furthermore, there are much less rejects in longwall mining, typically 15% to 25%. It must be noted, however, that a new longwall with an inexperienced crew may produce less, depending on mining conditions. But as experience gains, production increases rapidly. Due to its high production, the cost per ton of coal mined over the mine's lifetime is cheaper with longwall mining than with continuous mining. A study on a conceptual mine of 25 year life using actual operational data (Dangerfield, 1981) concluded that the cost per ton of coal mined is 32% cheaper by longwall than by continuous mining. Another benefit from its high production potential is that it enables the production to be concentrated in a few longwall faces versus many units of continuous mining required to achieve a similar production. As a result, mine organization and management simplify considerably. Safety and Savings - Most US longwalls use shield supports that cover the roof with solid canopy and isolate a gob completely from the face area. Thus, if the supports are properly selected and operated, the potential for roof fall accident is almost zero. Furthermore, it is not unusual that a well-run longwall face is much more orderly and cleaner that most well-run machine shops. The ventilation system for longwall mining is the most ideal type. It is simple and unique. No auxiliary fans are required. The fresh air sweeps through the whole face. Its volume and velocity can be adjusted as demanded. Recovery - In spite of multiple entries layout for US longwall panels, the longwall method recovers up to 40% more coal than the continuous mining method (Dangerfield, 1981). The typical recovery for longwall mining is 70% to 85% versus 45% to 80% for continuous mining. Versatility - Longwall mining has been employed successfully in seam heights ranging from 0.8 to 3.7 m (2.7 to 12 ft); in seam inclinations from horizontal to 35°; in overburden depths from 46 to 914 m (150 to 3000 ft); in single or multiple seam mining; and in uniform or irregular seam characteristics. For seam height less than 1.2 m (4 ft), the plow is used instead of a shearer. However, in spite of recent developments, the plow still is unsuitable for hard coal seams. Slow Acceptance How come longwall mining, with so many advantages, has not spread more rapidly? Undoubtedly, the major reason is the large capital investment required. Under normal market conditions, the capital required for a longwall panel ranges from $7 to $11 million. Another factor is the uncertainty of its applicability to any specific coal seam of interest where longwall has not been used or operated successfully. Although longwall mining elsewhere has proven its applicability to wide-ranging seam conditions, there have been several failures in the past two decades. Analyses of those cases show that most failures can be attributed to inexperience, both operational and technical, including equipment selection. Therefore, personnel training on the longwall mining technique is absolutely necessary before its initial operation. Some earlier statements about adverse surface subsidence associated with longwall mining were misleading. Research has proven that surface subsidence under longwall mining is controllable and predictable. And, if longwall mining was mandatory since the onset of coal mining in the US, there would be no surface subsidence problems over abandoned mined land today. INTRODUCTION Uranium mill tailings, by-products from the mining and milling of uranium oxide contain all decay products of uranium-238, uranium-235 and all the Th-232. The ore containing all daughter products of the parents U-238, U-235 and Th-232 is ground to approximately 50% under 200 mesh particle size and after extraction of uranium, the residue, described as tailings, is discharged into natural depressions confined by dams. These deposition sites are referred to as tailings ponds. Tailings ponds are located in two mining districts, Bancroft and Elliot Lake in the Province of Ontario, Canada. Some parts of tailings ponds are dry up to a depth of several meters, whereas other parts have a water table very close to the surface and still others are covered with water. The extent to which the daughters of uranium isotopes are in equilibrium with the parents U-238 and U-235 is dependent on the age of the deposit in which uranium occurs and the extent to which the decay products are removed by geochemical processes. In the mining district of Bancroft, the deposit is known to be approximately 1 billion years old, whereas in Elliot Lake, the deposit is considered to be approximately 2 billion years old. The ratio of radiogenic lead isotopes Pb-206 and Pb-207, can provide some estimates concerning the age of the deposits. If the tailings are not affected by geochemical processes, the tailings would contain all the daughters of the 4n+2 and 4n+3 series in equilibrium concentrations. The equilibrium activities of some members of the 4n+2 series are calculated in Table 1. [ ] The amount of radiogenic stable lead isotopes depends on the age of the ore deposits. If the deposit in each district is of the same age, a definite relationship is expected with respect to the activity of Pb-210 and the radiogenic stable isotopes. Approximately 33 million tons of the tailings have been deposited in the early 1960's, approximately 20 years ago. During this period of storage, the segregation of uranium daughters, like radium, the diffusion of gaseous product, Rn-222, and removal of precursors by geochemical processes, can cause dis-equilibrium. Earlier work concerned with the uptake of Ra-226 and Pb-210 by plants (Kalin and Sharma, 1981), indicated that the concentrations of Pb-210,in samples of the tailings taken, were lower than the expected equilibrium. The diffusion of radon from a variety of matrices has been studied (Tanner, 1964). It has been shown that the diffusion coefficient is dependent on the particle size in which its precursor is present, the moisture content and the surface conditions. The direct measurement of radon concentrations in the environment near the ponds is dependent on the metereological conditions. Kramer, Schroeder and Evans, 1964, have examined the variations in the concentration of radon near the ground level with respect to atmospheric variables, such as changes in barometric pressure, precipitation, wind velocities, thermal atmospheric instability. It is difficult to relate the total release of radon from the ponds to the atmosphere over an extended period. Our measurements of Pb-210 and total lead on tailings samples taken from 16 sites indicate that the ratios of the activity of Pb-210 to the mass of total lead can provide parameters which are helpful in the estimation of the total amount of radon and its decay products diffusing from the tailings ponds. In this paper, we present the results of measurements of activities of Ra-226, Pb-210 and total lead in samples from various ponds situated in both mining districts. The measurements were confined to samples taken at 0-25 cm depth from the surface.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. In your estimation, how vulnerable is the US to foreign mineral suppliers? Let me make a distinction between dependency and vulnerability. The

Comments Summary It is very interesting to review the technical changes which have occurred in the industrial practice of minerals flotation over the past two decades. In 1972, worldwide industrial flotation was dominated by 'mechanical' flotation machines having an individual cell volume less than 500 cu.ft. Manufactures, such as DENVER Eqpt. Co., OUTOKUMPU, WEMCO, GALIGHER (AGITAIR), AKKER, and later DORR-OLIVER, produced flotation machines featuring a mechanical rotating impeller which served to mix pulp and air, prior to flotation, and to keep the solid ore particles in suspension. While sharing this common mechanical impeller feature, the machine design of the various manufactures differed in detail; particularly in regard to the vertical location of the impeller in the cell and the means by which flotation air was brought into contact with the pulp within the rotor mechanism. A review of the existing technical literature in 1972 would identify academic research studies, particularly at Columbia University (N. Arbiter, C, Harris ...) aimed at comparing flotation cell design concepts, of the various machine manufactures, on a hydrodynamic basis. These research studies were confined to very small, laboratory bench size, flotation machines, and the benefits of incorporating hydrodynamic considerations in the scale-up of the existing 300 cu.ft. mechanical flotation technology to larger cells was not commonly practiced industrially. Technological advances in minerals flotation, over the past two decades, have been influenced by a variety of economic factors including the increasing development of lower grade ore bodies, the attractions of producing a higher grade final concentrate, and the economy of tails retreatment to improve overall plant recovery performance, and flotation system “optimization" became increasingly important through the 1970-80 time period. The trend toward processing lower grade ores led to higher tonnage mill operations, and stimulated the development of the very large capacity mechanical flotation machine for roughing and scavenging duty. In 1972, the 500 cu.ft. size flotation machine was being pilot tested and introduced to the industrial market. Today, 1993, individual cell volumes of 1500-3000 cu.ft. are operating successfully throughout the world, and well planned plant test programs have concluded that the very large flotation machine can achieve the same metallurgical performance level of its smaller predecessor. The large flotation machine development record clearly credits the incorporation of internal cell hydrodynamic considerations in guiding the scale-up of the mechanical flotation machine to large sizes. This guidance eliminated, or reduced significantly, costly in-plant prototype machine changes which increase Dramatically with increasing flotation machine size. Early in the 1980's, at approximately the time that flotation machines in the 1500 cu.ft. class were being introduced into the market, it became evident that the availability of the very large mechanical flotation machine brought with it the need for a systematic means to "optimize" the flotation system by relating flotation cell size, row length (i.e. number of cells per row), and flotation rougher, scavenger, and cleaner system configuration to the economic objectives of the concentrators' operating management. Flotation system optimization consists of quantifying the flotation process performance using a suitable model which relates the kinetic response of the trace specie and the gangue material to the cell overflow, and produces a numerical relationship between product grade and value recovery. The computer analysis technique has proven to be an invaluable tool in determining the kinetic model coefficients which characterize a given application, and is also used to apply the resulting model to a proposed minerals beneficiation situation seeking to "optimize" the flotation system by relating metallurgical grade-recovery performance, flotation cell size, and circuit arrangement, to plant space, installation, and operating costs. It is interesting to note that these same computer based kinetic flotation analysis techniques can be easily applied to quantitatively evaluate the effect of different chemical reagent strategies, and flotation air transfer, on process performance for a variety of candidate feed ore types.

Iodine, a grayish-black nonmetallic element, with a density of 4.9 g/cm3, is a solid at ordinary temperatures. It is a member of the halogen family, along with fluorine, chlorine, bromine, and astatine. Iodine melts at 114°C. and at 184°C it is volatilized to a blue-violet gas that has an irritating odor. It does not occur as an element in nature, but occurs as iodates, iodides, or other combined forms. It is the 47th most abundant element in the earth's crust. Iodine was discovered by Bernard Courtois in 1811. He observed an unknown substance in the crude soda ash that results from the burning of seaweed. Samples of this unknown substance were identified to be a new element, and in 1813 Gay-Lussac named the substance iode, from the Greek word for violet color. The world production during 1989 and 1990 [(Table 1)] is estimated to be about 16 million kg per year (Lyday, 1991), of which about 30% is consumed in the United States. GEOLOGY AND MINERALOGY Compounds of iodine are minor constituents in seawater and brines, in certain marine organisms, and in minerals of the Chilean nitrate deposits. Seawater contains approximately 0.05 ppm iodine, and certain marine organisms, such as seaweed, sponges, fish, and some brown algae, are able to further concentrate iodine (Lyday, 1989a). Some seaweed can extract and accumulate iodine up to 0.45% of their weight, on a dry basis. The northern Chilean nitrate deposits, in the Atacama Desert, contain the following iodine minerals: lautarite, Ca(I03), (calcium iodate); dietzeite, CaJIO,), (CrO,) (calcium iodate-chromate); and bruggenite, Ca(I03), . H20 (Erickson, 1981). Various subsurface brines also contain iodine compounds. Some gas-field brines in the United States and Japan locally contain 30 to 1 300 ppm iodine. Several coals in Germany also contain iodine compounds. Iodine has been recovered from brines mainly in Japan and the United States, but also in Java, Indonesia, Italy, England, and the former USSR. Iodine has also been recovered from seaweed in Ireland, Scotland, France, Japan, Norway, and the USSR. Seaweed was a major source of iodine for the world in the first half of this century, and it remains as a large resource. The reserves and future resources of iodine are large, even excluding the resources in seaweed and seawater, and are shown in [Table 1]. Analysis Iodine as the free element can be detected by the characteristic blue color it gives to a starch solution. Quantitatively it is determined as the free element by titration with standard thiosulfate solutions using starch as an indicator. Colorimetric methods are also applicable. PRINCIPAL PRODUCING COUNTRIES Major iodine-producing nations are Japan, Chile, the USSR, and the United States, with lesser amounts being produced in China and Indonesia ([Fig. 1; Table 1]). Annual world production in 1989 and 1990, respectively, is estimated at 15.6 and 16 million kg. In Japan and Chile, the production of iodine depends on production of other materials, such as natural gas or nitrates, respectively, whereas in US operations (in Oklahoma) iodine is the major product recovered from natural brines. Chile was for a long time the principal world producer of iodine from its nitrate-fertilizer operations, but in recent years Japan has become the world leader with increased production of natural gas and associated iodine-rich brines.

he Broken Aro coal mine is located at the Woodbury Wildlife Preserve 11 km (7 miles) west of Coshocton, OH on State Route 541. Underground min¬ing at the 16-hm2 (40-acre) site took place during the 1910s. During the past five years, surface mining has occurred along the western and northern perimeters of the underground region. The Ohio Department of Natural Resources (ODNR), R&F Coal and American Electric Power (AEP) are involved in a project to remine the abandoned underground complex. The program also includes installing a mine seal made of fixated flue gas desulfurization (FGD) material. Previous mining activity in this area has resulted in an acid mine drainage (AMD) problem on portions of the reserve. In particular, a prominent AMD source is present in the Simmons Run drainage. The project goal is to eliminate or reduce the AMD that is discharging into the watershed. It was initially hoped that the Simmons Run drainage area could be economically mined. Accordingly, this area was included in the mine permit. However, experience with other previously mined areas on this reserve showed that the old mine workings were more extensive than originally thought. Old mine workings present several problems. The most significant are reduced coal recovery, poor coal quality and AMD liability. All of these problems increase mining costs. And the more extensive the old workings, the more significant the increase in cost. Based on R&F's experience with old mine workings in this area, it was decided that economic recovery of the Simmons Run drainage reserve was not possible. As a result, R&F excluded the Simmons Run drainage area from its early mine plans. Some time after it was decided not to affect the Simmons Run drainage area, R&F and ODNR's Division of Mining and Reclamation discussed the possibility of removing this area from the permit and attempting to correct the AMD problem as an Abandoned Mine Lands (AML) project. Specifically, the discussion centered around mining through a portion of the old mine workings to expose the mine openings in the highwall. Once exposed, the mine openings would be sealed using FGD material from the nearby Conesville power plant operated by AEP. In addition, there was interest in reclaiming the old tipple and associated gob pile located adjacent to Coshocton County Road 17 on the opposite side of Simmons Run. R&F attempted to eliminate the AMD problem by sealing the mine openings with FGD material. Once the seals were installed, they were covered with overburden. Monitoring wells were installed to determine the effectiveness of the seal and the inundation progress in the old mine workings as well as monitoring the quality of ground water. The project was jointly funded by revenue from the sale of the coal recovered during the project and AML funds. The FGD seal is expected to cause well water levels to increase above preseal elevations. However, the additional head pressure due to increased water depths in the underground mine may cause seepage through the bottom of the mine or out through the perimeter. The in¬creased water depth in the underground mine is expected to cause lower oxygen concentrations in the underground mine water. Since acidity is produced by oxidation of iron pyrites, less oxygen should result in better quality water. Monitoring wells will be installed before seal installation so that pre- and postseal water levels and well water quality can be determined. Surface sampling locations will be identified. These will be monitored before and after seal placement.

INTRODUCTION Previous papers by this author have discussed some of the difficulties involved with optimizing the performance of industrial flotation circuits, e.g. Klimpel (1988, 1989). The two major problems seem to be: 1) the inherent "systems" nature of the froth flotation process which leads to a great deal of self-compensation among the various operating options available and 2) the inherent variations in mineralogy, water chemistry, etc. that always seem to be present in industrial operations. In particular, the influence of reagent dosage has been emphasized in the above referenced work including an industrial system interaction denoted as the R/K trade-off, Klimpel (1984, 1987). Using a simple two parameter model for fitting time - recovery data, Klimpel (1980): [ ] where r is cumulative recovery at time t or at the t th cell, R is the long-term equilibrium recovery and K is the first-order rate of mass removal from the cell (time ), the definition of the R/K trade-off with increasing reagent dosage can be given as follows: at low dosages both R and K increase, at intermediate dosages R continues to increase but K starts to level out, and at high dosages, R may flatten out or still continue to increase but K starts to decrease, sometimes rather quickly. An illustration of this effect in a batch laboratory flotation cell is given in Figure 1. The purpose of this paper is to give a detailed plant illustration of this R/K trade-off phenomena with changing collector dosage which shows just how highly interactive the grindinglflotation system in sulfide mineral processing really is. This is one of about 20 plant level case studies that are being presented and evaluated in an upcoming book, Klimpel (1990). The particular study given here was completed in late 1979 on a copper ore of head grade 0.93% Cu. The frother being used was Dowfroth* 250 at a constant dosage of 0.15 g for each ton of solids feed to the rougher bank and the slurry pH was 10.2. The motivation of the study was to better understand the relationship of changes in feed rate (hence in particle size and state of liberation) with variations in collector dosage (potassium amyl xanthate). The major concern was to determine how much extra economic benefit could be gained by better utilizing the existing grinding mills and rougher bank consisting of eight identical cells. The remainder of the flotation circuit was also studied, including regrinding of rougher tails, but did not prove as critical as the rougher bank operation itself. It appeared from an overall economic viewpoint, the battle was being won or lost in the manner in which the rougher bank was being operated. This was not to minimize the roles of the scavenging and cleaning circuits but those portions of this particular circuit could be rather obviously operated to achieve maximum benefit given the specific output of the rougher bank. A special attempt was made to maintain constant ore type throughout the entire test program. Eight specific test conditions were evaluated including three different feed rates (and hence three different size distributions) to flotation. Tables 1 and 2 summarize the eight test conditions and overall recovery results at the end of the rougher bank for each test. A single test consisted of at least three consecutive eight-hour shifts operating at steady-state with composite cell lip samples taken over the final eight-hour shift. The Acid Mine Drainage has characteristics of low pH, high concentrations of heavy metal ions, such as Fe2+, Mn2+, Cu2+ and Zn2+. In this paper, the composite particles that consisted of bentonite and steel slags were used to dispose the Acid Mine Drainage. Bentonite is the mineral materials and can adsorb heavy metal ions excellently. The steel slags are alkaline and industrial solid waste for the treatment of the Acid Mine Drainage. The main influencing factors, such as adsorbent dosages, shaking rates, concentrations of heavy metal ions, temperatures, adsorption time and pH value were studied by the static experiment. Increasing the adsorbent dosages and the concentrations of the heavy metal ions, speeding up the shaking rates, raising the temperatures, extending the adsorption time and improving pH would improve the removal efficiencies of heavy metal ions. Through considering the removal efficiencies and the treatment costs, the optimum reaction conditions for the four kinds of heavy metal ions were obtained. The adsorbent dosage 21 mg/L, the rotational speed 120 r / min, the temperature 25?, adsorption time 100 min and the initial wastewater pH 7. The four kinds of heavy metal ions existed independently in the simulated mine wastewater. The highest initial concentrations of Fe2+, Mn2+, Cu2+ and Zn2+ were 150 mg/L, 100 mg/L, 170 mg/L and 140 mg/L respectively. The removal rates were 93.42%, 92.64%, 93.86% and 95.17% respectively. The determination of the particles’ SEM-EDS Microscopic characterization showed the composite particles could play a part in neutralizing, absorbing and the chemical precipitation. The acidity decreased notably and the heavy metal ions of Fe2+, Mn2+, Cu2+ and Zn2+were adsorbed and precipitated effectively. The research results can extend the practical engineering application of the composite particles.

INTRODUCTION As the world's supply of near-surface metalliferous ore bodies is depleted, more emphasis must be placed upon mechanized bulk systems of underground mining. In particular, block caving is becoming increasingly important as a method of mining low to moderate grade deposits at depths of somewhat less than 1219 m (4000 ft). 00 ft). The block caving method requires that the ore body be completely undercut, thereby removing its means of support and inducing failure which progresses from the undercut to the ground surface. As the span of the under- cut increases and the weight of the overlying crushed ore body becomes greater, large stresses are induced on slusher and haulage drifts. Stability of these drifts is critical in block caving operations and often proves to be an extremely difficult task (Kendorski, 1976; McWilliams, 1975). Slusher drift maintenance can be costly, often exceeding that of the original support costs. This chapter analyzes the ground support problems of an Arizona block caving mine. The mine presently uses monolithic concrete liners as a support method. Failure of the liners occurs as the undercut approaches, thus initiating a maintenance problem which will continue until the ore body is depleted in that block or panel. To examine this problem, a simple analysis of the stresses induced by the advancing undercut was per- formed. Utilizing a design method developed by Dixon ( 1973, 1974), the calculated stresses were used to deter- mine the minimum thickness required for varying section shapes of unreinforced concrete liners. It is found that the thicknesses required for stable linings are not economic. Recently developed empirical methods of support de- sign are utilized (Barton, 1974; Bieniawski, 1973) and compared to the analytical method. A final discussion of alternative methods of support is given with recommendations for the use of passive or "yielding" support methods. LAKESHORE MINE (GENERAL GEOLOGY) The Lakeshore copper property is located in Pinal County, AZ, approximately 45 km (28 miles) south of Casa Grande. The Lakeshore deposit is a porphyry cop- per similar to others in Arizona. The ore body consists of disseminated chalcopyrite and fracture fillings in quartz monzonite porphyry (QMP), Cretaceous volcanic (KVS), Precambrian diabase, and Mescal limestone. The ore body has been divided into three distinct zones of mineralization which have been termed (South, 1972) the oxide zone, the sulfide zone, and the tactite zone. The oxide zone occurs in the upper portions of the ore body and consists primarily of leached and oxidized quartz monzonite porphyry and Cretaceous sedimentary and volcanic rocks. The sulfide zone underlies the oxide zone and includes all quartz monzonite porphyry and Cretaceous rocks which have not been oxidized. The thickness of the sulfide zone is variable and ranges from about 61 to 122 m (200 to 400 ft). The tactite zone occurs in a series of Paleozoic metasediments consisting of tactite, quartzite, diabase, hornfels, and dikes of quartz monzonite porphyry. The tactite zone is highly variable in thickness and underlies the Cretaceous volcanic and sediments throughout the mine. Together, the tactite and sulfide zones are known as the thick or tall sulfides. The greatest support stability problems occur in mining of the tactite zone and are therefore the subject of the remainder of this chapter. On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard.
