Introduction US steel production dropped 5% in 1985 to 79 Mt (87 million st). US operators are producing at only about 65% of capacity. More than 600 steelmaking facilities have closed in just 10 years. And McDonalds Corp. now employs more people than the entire US steel industry's 200,000. Not gloomy enough? Well, the North American iron ore industry can expect more plant closures and capacity reductions in the coming years. And don't count on the Federal government's voluntary restraint agreements with foreign steel producers to bail out the industry. In 1985, the first full year of the restraint agreements program, steel imports were more than 25% of domestic consumption, well above the 18.5% target. That's the grim truth, according to M. A. Hanna's Robert F. Anderson. Hanna's chairman was speaking to a group of iron ore, taconite, and steel industry executives at the Minnesota Section AIME meeting in Duluth in January. Despite those depressing facts, Anderson said he believes the domestic iron ore and steel industries can survive, although they will both be shadows of their former selves. But, he is giving them five years to make the necessary adjustments or both will die. Major steel producers during the last four years have added about $7 billion in losses to their books, he said. In Minnesota's Iron Range, employment in iron ore and taconite has gone from 14,000 10 years ago to less than half that today. Anderson explained that steel producers have more capacity today that more than meets their demand for iron ore. This places great pressure on iron ore producers to restructure to survive. Hanna, for example, has been forced to close or divest its iron ore interests in Missouri, Michigan, Canada, and Minnesota since 1980. The latest casualty was the company's Butler taconite project in Minnesota. "In just five years we've reduced ownership of active pellet capacity by 80%," he said. Technological ironies Improved technology is one cause of the industry's woes, Anderson said. While these improvements are welcome in terms of remaining competitive, the irony is that some of these technological improvements are coming at the expense of the iron and steel industries. There is a growing demand for lighter and less expensive substitutes for steel. Automobiles contain about 318 kg (700 lbs) less steel than they did 10 years ago. And, Anderson said Ford Motor Co. has indicated it plans to reduce steel usage an average of 50 kg (112 lbs) per car in the next few years. One leading steel analyst has predicted that steel usage in cars will fall another 40% in the coming years. Improved steelmaking technology has also decreased raw steel production. Continuous casting is more efficient than traditional forms of steelmaking, Anderson said. The US Bureau of Mines has funded several research and development projects in computerized mine monitoring and control. Hardware and software components have been sufficiently developed so that mine operators have been provided with an efficient means to comply with federal regulations and increase mine safety. Several cost benefits have been realized as well, particularly with increased conveyor belt haulage availability. Western Fuels-Utah Inc. approached the Bureau to assist in planning, installing, and evaluating a computerized mine monitoring and control system because of the agency's research experience in this area. The installation was planned for Western Fuel's Deserado mine, located in Rangely, CO. Since a large, complex, underground mine producing about 2.4 Mt/a (2.7 million stpy) of coal was projected, the company anticipated significant benefits in safety and efficiency through a computerized monitoring and control system. A major part of the cooperative program was to document and evaluate the system design, installation, and operation. This will assist others to adequately design, specify, install, and operate future systems. Mine description The Deserado mine plan and layout have important impacts on the monitoring system requirements. Long range plans are to produce 2.4 Mt (2.7 million st) of clean coal annually from two longwall sections and four continuous sections. Presently, two continuous miner sections operate under 213 m (700 ft) of overburden in the 2.3 to 2.5 m (7.5 to 8.5 ft) thick D seam to develop main, submain, and panel entries have developed for a longwall. These began operation in December 1986. Belt conveyors haul the coal from the mining sections to a 1.4-m (54-in.) belt located in the upper compartment of the slope. The lower compartment contains a hoist for men and material transport. From the slope, the coal moves to two 9 kt (10,000 st) raw coal storage silos, then to a 680-t/h (750-stph) preparation plant. After cleaning, a 5.5-km (3.5-mile) overland conveyor carries the coal to a clean coal slot storage and rail load-out facility. An electric locomotive then transports the coal to the Bonanza Power Plant in Utah. Allen-Bradley monitoring and control hardware and software controls the preparation plant, with two PLC-3 programmable controllers and a Process Control Industries D-1200 color graphics interface. The system operator uses three "smart" color video display units and an alarm printer for hard copy records. Originally, it also monitored and controlled the conveyors from the bottom of the slope to the top of the raw coal silos, the preparation plant, the overland conveyors, the main mine ventilation fan, and the hoist. Some of these features, though, were later transferred to the mine system.

INTRODUCTION This paper presents an assessment of conventional flotation technology. In addition it presents some ideas which can be used to change the perception of what may be done with conventional flotation equipment to maximize its efficiency. Perspective of Conventional Flotation Technology 1. Flotation in many coal preparation plants is defined as something between a necessary evil and a non-viable concept because: -Too much art is required on a continuous basis to achieve uniformly acceptable results. -It is expensive, the capital cost in dollars per ton of circuit feed for flotation and dewatering is high. -It is a difficult process to use when SO2 reduction governs system design and equipment selection. -It creates a product (fine coal froth) that is difficult to dewater in the presence of BTU/lb as-received pressures. -It is a difficult process to control from a management standpoint, there are no dependable set points to rely on. 2. Many froth cell circuits are 0.5m x 0 (nominal 28 M x 0) feed which is sourced from screen/cyclone underflows. The original intent was to obtain maximum yield at acceptable product quality and moisture using disc filters. (See Figure #1) 3. An alternate to conventional flotation and its perceived to be limits of efficiency, capital costs, etc. is to move towards such developing flotation technologies as column flotation, reverse flotation, and microbubbles. A lot of work is being done to move these concepts thru pilot stages into full scale, commercial plant operation. The majority of the coal producers and coal preparation plant designers view these concepts as being in the development/pilot plant stages. OBJECTIVES Based on the preceeding comments of the perspectives of the coal producers and plant designers, the options are limited. They can make do with what they have available to them in the way of industry standard equipment and practices or they can move forward with developing technology. I feel there is a third option: what can we really do today with what is available to us, without reinventing the wheel? APPROACH 1. When processing coal against ash and SO2 restrictions, the fine clean coal stream can be the best stream on the clean coal conveyor due to the release by size and the ability to create a high BTU/low sulfur (dry basis) product. 2. Targets: -Consistent raw coal size consist in the plant feed . -Do not put pyrites in the froth cells. -Adjust criteria defining good flotation away from yield towards maximum BTU recovery at minimum ash. -Limit the froth cell feed size consist to 0.15 mm x 0 (nominal 100M x 0). -Establish and maintain a correct, consistent percent solids in the froth cell feed. -Select flotation reagents with care. -Introduce reagents in the proper sequence.

Introduction Many solids processes that look feasible on paper or even in pilot studies become disasters in full scale. Changes in solids flow characteristics from pilot scale to full scale be- cause of larger solids contact pressures, thermal shocks, or unforeseen temperature excursions often cause full-scale solids flow problems not encountered in the laboratory or pilot studies. Fortunately, proper applications of solids flow principals and solids flow properties measurement at full scale conditions can anticipate the problems and thus provide an accurate basis for full-scale design or existing plant modifications. Solids flow properties The basic solids flow property definitions are given in Table 1 (Johanson, 1966, 1976, 1978, 1985). In this section, the author will discuss each property and its potential for creating full-scale pilot plants. Unconfined yield strength The unconfined yield strength of a bulk solid determines the tendency for cohesive hangups of the solids in the process and is effected by the time at rest, chemical reactions, temperature, liquid content, solids size consist, and phase changes of solids or fluids involved in the process. One of the common mistakes is to consider the solids condition only at the beginning and the end of the process. For example, consider the direct reduction of iron ore. The feed solids are free-flowing, hard lump ore or pellets. The end result is a hard, free-flowing reduced sponge iron lump or pellet. One might conclude that the process involves free-flowing lumps. This conclusion may seem reasonable based on laboratory studies oreven pilot plant studies where solids contact pressures are very low. Unfortunately, during the reduction reactions at high temperatures, the rock or pellets soften and, with solids contact pressures associated with the full-scale plant, may fuse together, thus providing a possible solids hangup in the moving bed reactor not evident in the low pressure pilot scale. Fig. 1 shows some typical unconfined yield strength measurements for pellets as a function of solids contact pressure at various times at rest. Note at low consolidation pressures, generally associated with laboratory or pilot plant studies, the pellets show no strength unless held at rest for an extended time. This will produce a very free-flowing condition in pilot plants that will not exist in the full size reactor.

The objective of study of climatic conditions in underground mines is to create a working environment suitable for normal development of operations. Disregarding the fact that the development of equipment and technology, especially during the past decade, made the work in underground mines much easier, it is observed, according to the number of professional publications, that increasing attention is devoted to the study of climatic operating conditions in mines of many countries. This indicates that the climatic operating conditions are closely connected with productivity, and in turn with mine production profitability, in addition to the protection of manpower health and working capabilities. Usually, the concept of unfavourable climatic conditions of operation implies increased mine air temperature and humidity and low air flow rate, resulting in impeded heat exhange between human organism and working environment. As known, above phenomena are present in deep underground mines where the heat problem exceeds the-problems related to other features of natural conditions of mining. On the contrary, unsuitability of climatic operating conditions in mines with shallower mining depths is manifested by inadequate heat, particularly during the cold winter period. The two stated aspects of unsuitable climatic operating conditions are not solvable only by mine ventilation, so the former case requires cooling and the later one heating of the air used to ventilate the pit, or part there of where the phenomena are manifested. Study of climatic operating conditions in mines is, due to the number of factors involved, a complex and time consuming task, and this was, among others, one of the reasons for inadequate study of these problems in many mines. However, it is evident that further development of mine production imposes the need to make the climatic operating conditions in mines similar to those existing in other activities, where increasing attention is being devoted to the improvement of these conditions. Development of mining industry in Yugoslavia, particularly over the past decades, caused several of our mines to approach mining depths where the heat regime has a major influence on climatic operating conditions. This imposed the need to determine and investigate heat regime parameters, especially those that cause unsuitable operating conditions. The results of such investigations in the case of the deep part of Lead and Zinc Mine "Trepca" - Stari Trg are briefly reported in this paper.

INTRODUCTION The quantity of seepage that will be released from a tailings impoundment depends not only on the characteristics of the seepage control system, but also on the properties of the foundation soil or rock beneath the impoundment and the nature of the groundwater in the area. The interaction between various elements of the seepage control system and the influence the various characteristics of the site and impoundment have on seepage are the subject of this paper. The results of analyses are presented herein to indicate the nature and magnitude of the effect that the various factors will have on seep¬age losses. Analyses were conducted for a uranium mill tailings impoundment located in an area characteristic of many found in the western United States or Canada. A typical seepage control system consists of placement of either a clay or synthetic liner beneath the impoundment. In some cases an underdrain system may be placed on top of the liner to collect drainage from the tailings. The parameters that were varied in the analyses included those pertaining to the liner, underdrains and foundation strata. In general, it is shown that the seepage losses will vary in a complex manner depending on the interaction of the elements of the site and the seepage control system. As may be expected, the liner and underdrain systems have the most pronounced effect on controlling seepage. This paper deals with the quantity of seepage released from an impoundment However, the impact that seepage losses from an impoundment will have on the surrounding environment will depend on the rate at which contaminants will enter the groundwater and the nature of the groundwater flow itself. Consequently, when considering these results with regard to environmental impact they must be interpreted along with considerations of geochemical factors. MECHANICS OF SEEPAGE The mechanics of seepage and methods of analysis that were used will be discussed briefly herein. For a more detailed discussion the reader is referred elsewhere (McWhorter and Nelson, 1978, 1979, 1980). A general column through the impoundment was considered to be as shown in Fig. 1.

The primary purpose of the research summarized in this paper was to experimentally investigate the performance of numerous mine ventilation network iterative solution procedures under controlled conditions to determine which procedures were most favorable in terms of number of iterations and total computational speed. The solution methods investigated included: (1) the Newton-Raphson method, (2) the Hardy Cross method, (3) the linear theory method, and (4) the second-order approximation method. The first three of these methods have been widely used while the fourth was formulated by the authors to investigate its potential for ventilation network computation. In addition to the four solution procedures, three methods for selecting the branches in the meshes and three methods for ordering the meshes for computational purposes were also studied during the investigation. As a result of these various options, a total of 36 combinations of solution methods, mesh selection procedures, and mesh ordering schemes were studied. To investigate the performance characteristics of these combinations, an identical set of 180 randomly chosen ventilation networks was used in sets of 30 networks at six different levels of complexity. Here, the level of complexity is defined as a function of the size (number of branches) and the density (number of nodes compared with the number of branches) of the network. To eliminate variations in the solution times due to differences arising from the fans, a single fan with a fixed characteristic was utilized in all the experiments. This paper will deal only with the results for the four iterative methods used to achieve solutions to the mine ventilation networks. The minimum-resistance spanning tree method for mesh selection and random mesh ordering was used throughout the analysis. The conclusions will be based upon a detailed accounting of the efficiency of each method using the total time to achieve a solution to each problem and averaged over the total problem set. However, the number of iterations and the time to complete each iteration will be studied in order to better understand the solution procedures.

1984 saw the 30th anniversary of a momentous event in Soviet geology-the discovery of kimberlites in Siberia, an event that vaulted the Soviet Union to second rank among the world's producers of both gem and industrial diamonds. There are many legends associated with this story, legends about those who predicted the discovery and those who achieved it in the field. The story told here unfolded during the field campaigns of the 1940s through 1960s, as witnessed by the authors and their companies of an earlier generation. This story illustrates science, chance, and human emotions at work, resulting in a blend of conviction, courage, bureaucratic sniping, and competition for glory. At the same time, it is an illustration of the workings of the Soviet exploration system. In a broader sense, it is the realization of the Russian image-boundless natural wealth, indomitable ingenuity, and the rigid political economic system that permeates the Russian landscape as well as the people. Most accounts of the Siberian diamond saga begin with statements such as, "This discovery confirmed the predictions of...", or "It was a result of predictions of one of the greatest Soviet geologists, Academician V.S. Sobelov...". These are only part of the truth. It had become apparent even in the 1930s that the Siberian Platform contained one of the Earth's greatest Basaltic provinces, described in a monograph by Sobolev...; and at the end of the thirties, G.G. Moor of the Institute of Arctic Geology found alnoites, similar in many ways to kimberlites. At the same time, the famous polar geologist, N.N. Urvantsev found other kimberlite like rocks in the southern Taymir Peninsula, adjacent to the Siberian Platform. In publications describing these rocks, Moor and Urvantsev mentioned for the first time the possibility of finding diamondiferous kimberlites similar to those in South Africa. Unfortunately, Urvantsev spent little time in the field between terms in concentration camps. Moor was considered by his superiors to be no more than a good descriptive petrographer; they suggested to him that his conclusions should be backed up by more highly regarded specialists. Thereupon, Moor asked Sobolev to coauthor a paper with him and this became the widely quoted prediction about diamonds in Siberia. Another early paper should also be mentioned, an unpublished paper found by M.I. Rabkin in the geological archives of the Norilsk Metallurgical Plant, written by Yu. M. Sheinmann when he worked in the concentration camp there in the late forties. This report placed the probable location of yet-to-be-discovered kimberlites within less than 100 km of their correct location.

Federal standards for refuge alternatives (RAs) mandate that they not exceed a Steadman apparent temperature (AT) of 95 °F (35 °C) at an assumed metabolic rate of 325 W, a limit that appears to be arbitrary. Occupants in an RA spend most of their time at rest (a metabolic rate less than 325 W), and thermal equilibrium can likely be maintained at an AT > 35 °C. The purpose of this study was to examine the upper limit of sustainable heat stress during 4- and 8-h exposures at rest. Five men underwent five 4-h trials (phase 1: AT range 39 to 49 °C, 90% rh) and five 8-h trials (phase 2: AT range 46 to 56 °C, 90% rh) in a semi-recumbent position. Descriptive statistics for gastrointestinal temperature (Tgi), heart rate (HR), systolic and diastolic blood pressure (SBP and DBP), sweat rate, fluid intake, urine color, urine specific gravity (USG), and changes in body mass are reported. Mean Tgi for all trials ranged from 36.9 to 37.3 °C, and mean HR for all trials ranged from 61 to 75 bpm. To determine the effects of increased heat exposure, differences in heat strain between 4- and 8-h trials were examined via repeated measures analysis of variance (ANOVA). As AT increased, there were no significant changes in ΔTgi and ΔHR from 1 to 4 h in the 4-h and 8-h trials. During the 8-h trials, as AT increased, there was a difference in ΔTgi between 4 and 8 h. In conclusion, there was support for sustainable exposures resulting in no significant increase in physiological strain at an AT greater than 35 °C AT, with a sustainable limit (no increases in Tgi due to increases in AT) below 46 °C AT. Although the participants were not representative of coal miners, the results provide support for sustainable exposures greater than 35 °C AT at an average metabolic rate of 155 W.

Long-term production scheduling design is a very important part of mining because it determines the economic outcome of a project There have been many attempts to solve the optimum pit scheduling problem, but there has been no success in developing a scheduling method to give optimum results in maximizing net present value of a mining project. Open pit production scheduling problem can be formulated as a mathematical programming problem and solved using Mixed Integer Programming technique. However, it is not possible to solve the formulation within a reasonable time since the number of integer variables required for the mathematical model is too great to do that by today's available computer technology. There- fore, a methodology is required to combine, or aggregate, the mining blocks and to decrease the number of integer variables in scheduling without losing the optimality. Therefore, the fundamental tree concept was developed in this paper to combine the blocks. A fundamental tree is defined as any combination of blocks such that: 1. the blocks can be profitably mined, 2. the blocks obey the slope constraints and, 3. there is no subset of the chosen blocks that meets 1 and 2. A Linear Programming (LP) formulation is developed as a mathematical model to find a set of fundamental trees that exist for a deposit. Since the blocks are combined to form the fundamental trees, the number of variables required for the scheduling model is decreased significantly. This decrease in the number of variables makes it possible to mathematically formulate the multi-time period scheduling problem as a Mixed Integer Programming (MIP) model. A case study is performed on a multi-mineral copper deposit in Peru, South America. NPVs of annual after-tax cash flows generated based on the schedule provided by the "Fundamental Tree Algorithm" is compared with NPVs resulted from the schedules coming from three of the computer packages presently available to the mining industry. These are Mintec's M821V, Earth- work's NPV Scheduler, and Whittle's Milava open pit mine schedulers.

Introduction The Summitville Mine located in southwestern Colorado was added to the National Priorities List in June of 1994. Summitville was the site of mining operations that began in 1873 with the discovery and development of gold placer and lode deposits in the late 1800's. The mine site is located about 25 miles south of Del Norte, Colorado in the San Juan Mountains adjacent to the Rio Grande National Forest at an approximate altitude of 11,600 feet. The site was mined for gold, silver and copper between 1873 and 1947. The Summitville Consolidated Mining Corporation, Inc. (SCMCI), a wholly-owned subsidiary of Galactic Resources, Ltd of Vancouver, Canada ran a large tonnage open-pit mine and cyanide heap leach operation from 1986 to 1992 (Pendleton and Posey, 1992) During the mine operation by SCMCI, approximately 10 million tons of gold ore was mined, crushed and stacked on a lined leach pad. Heap leach operations experienced water balance and unplanned solution discharges from the start of the mine life. Despite the production of 249,000 troy ounces of gold during the mine operation, SCMCI was unable to meet remedial requirements and notified the state of Colorado of its intention to file a Chapter VII bankruptcy in December 1992. The EPA Region VIII Emergency Response Branch took over site operations on December 16, 1992 to prevent a catastrophic release of hazardous substances to the environment. The multiple contamination sources at the mine site are due to both historic and SCMCI mining operations. Emergency response operations at the site have prevented releases of severely contaminated solution and a permanent treatment for all waste units at the site is under investigation. A Request for Proposal (RFP) was issued in October 1993 by Environmental Chemical Corporation (ECC) at the Request of EPA Region VIII, Department of the Interior and Bureau of Reclamation. The RFP requested that interested companies provide information on their ability to implement innovative treatment technologies to improve treatment efficiency and reduce treatment costs for remediation of the heap leach pad (HLP) spent ore and ore leachate solutions. Dames & Moore and Pintail Systems, Inc. (PSI) jointly submitted a proposal suggesting application of biotreatment processes for detoxification of cyanide in spent ore and HLP leachate solutions. The proposal was accepted for pilot and field demonstration under the SPA Superfund Innovative Technology Demonstration Program (SITE) with additional funding from EPA Region VIII. This report discusses the test program and results of a Focused Feasibility Study which demonstrated biotreatment processes for spent ore cyanide detoxification.

During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. Background The mine is located in Ebensburg, Cambria County, PA. Cambria County is located within the Allegheny Mountain section of the Appalachian Plateau Province. The geologic structures in the mine area included folds, faults, joints and cleats in the coal. These geologic structures seem to have genetic relationships with the Allegheny Front (lannacchione and Puglio, 1979). The mine's geologic structures have been influenced mainly by Ebensburg Anticline and Wilmore Syncline (Watson, 1979). Current longwall panels lay along the western limb of the Wilmore Syncline oriented south 30° west. Surface topographic relief in the area is less than 152 m (500 ft) and overburden thickness varies from 183 to 244 m (600 ft to 800 ft). The coal seam in the mine is part of the Lower Kittanning Formation. The thickness of the B-seam is the subject of discussion. It varies from 1.2 to 1.5 m (48 to 60 in.) and consists of two parts. The lower part is 1.1 to 1.2 m (44 to 48 in.) of soft coal and the remainder is bony coal. The coal seam dips slightly from 0° to 6° to the east-south direction. Panel entries are driven 61 m (200 ft) wide, consisting of three 5.5 m (18 ft) wide entries and two pillars 24.4 x 30.5 m (80 x 100 ft) centers. The mine has a history of cutter roof problems in the entries (Fig. 1) that has delayed the advance rate of entry development considerably and the cost of maintaining those entries is very high due to the requirement of very heavy artificial supports (Fig. 2). Due to excessive convergence in the headgate, installation of additional support and often resetting of steel beam, to provide enough clearance, in these entries imposed additional delay during the retreat of the longwall face, as the shearer cuts coal adjacent to the headgate and shield support at the headgate needs to advance under the steel beams (Fig. 3). Divided opinions concerning dredging-permit locations and boating uses on the Kansas River in northeastern Kansas led to a study of the recreation potential on the river by a legislatively mandated interagency group (five agencies) that included the Kansas Geological Survey (KGS). In addition, the KGS conducted its own study of the river corridor, encompassing the development, geology, and economic resources of the corridor (Brady and others, 1998). The corridor area is 12 mi wide and 140 mi long (171 river miles). Included in the study was the potential impact of restric¬tions to river dredging. The Kansas River and its floodplain in northeastern Kansas are underlain by Lower Permian and Upper Pennsylvanian limestones and shales. The river and its floodplain are the major sources of sand and gravel for northeastern Kansas, and the limestones along the river bluffs supply crushed stone and building stone. The population of the 10-county area bordering the river has grown by 20% since 1980, and now comprises nearly 40% of the state's population (U.S. Bureau of the Census, 1996). Projections (Floerchinger, 1992) indicate close to 50% of the Kansas population will reside in these counties by 2025, with a continued increase in the demand for aggregates. Factors such as floodplain width, price and availability of land, and overburden ratios tend to favor river dredging on the lower part of the river, and floodplain or pit dredging on the upper portion. The use of alternate sources of sand and gravel such as the Missouri and Arkansas Rivers would increase sand prices due to transportation costs to much of the 10-county area. In 1996, river and pit dredges along the Kansas River supplied more than 3 million tons of sand and gravel valued at about $8 million to northeastern Kansas. As a result of its study, the KGS had concerns with the idea of large recreation zones on the river that excluded river dredging in areas of presently large population and projected population growth. This controversial issue is likely to recur elsewhere.

Introduction In modern society, vanadium is defined as a strategic metal. Some 90% of the global consumption is used as an alloying agent for carbon steels, tool steels, and high-strength low-alloy steels (particularly for pipelines). Advanced titanium-aluminum-vanadium alloys are seeing application in the aerospace industry. Small but ever growing amounts are finding application as catalysts or in electronics. New uses are continually being discovered for this metal. One example of a new application is the vanadium-redox battery for use in generation plants and back-up power sources. Vanadium is found in a large number of minerals, of which the most important are carnotite, roscoelite, vanadinite, mottramite, and patronite. Just over a third of the world's vanadium is produced as a primary product; the balance is a by-product of the iron and steel, oil refining, power generation and uranium enrichment industries. Vanadium can also be sourced by recycling spent catalysts from the petrochemical industry and ash produced by the combustion of oil emulsion in power stations. However, recycling activities are believed to account for only a small amount of total world supply. Vanadium is recovered from these ores largely as the pentoxide (V2O5) [1]. The major sources of vanadium-bearing magnetite ores are scattered throughout Australia, China, Russia, and South Africa. Current estimates of world’s Proven & Probable vanadium reserves are of the order of 41.3 million tones [2, 3]. Commercial vanadium-bearing titaniferous magnetite deposits can be found in Kachkanar, Russia; Pan Zhihua, China; Bushveld, South Africa; and Windimurra, Western Australia [4]. Other deposits have been found in New Zealand, Canada, and India, among other countries. Vanadium consumption in the steel sector has increased some 7% per ton of steel over the last 10 years as new alloying applications have been found to improve steel's strength-to-weight ratio. Future demand from the aerospace and nuclear industries for non-ferrous vanadium alloys such as titanium and super-alloys is also likely to grow. Vanadium is usually added in the form of ferrovanadium, a vanadium-iron alloy. Vanadium compounds, especially the pentoxide form, are used in the ceramics, glass, and dye industries, and are also important as catalysts in the chemical industry. While established approaches may be used at an industrial scale to treat vanadium-bearing titaniferous magnetite ores in several countries, new alternatives are being developed worldwide. This review will give short overview of the treatment of vanadium-bearing titaniferous magnetite ores, an overview of direct reduction and direct smelting processes and an approach to determine technical alternatives for the property.

The Hai-Shan No. 1 Coal Mine, located in northern Taiwan, is one of the typical coal mines on the island which, limited by natural condition, are mostly small in scale. With the advancing longwall method, the mine is now winning a seam, 80 cm thick, at a 32° dip, with a working depth of 824 m below surface. The annual output is about 50,000 mt of clean coal. At the working gallery, the virgin rock temperature may go up to 46°C, difficult to be brought dam to n acceptable level: because .of the tropical climate with high intake temperature and high humidity. Besides, at this depth, the intake air that goes down the long inclined shaft generates considerable heat due to autocompression. The mine is ventilated by a set of axial-flow fan with 38 m3/S of intake air at 2.2 KPA WG. With this volume of air, the temperature at the working-face is usually above 30°C WB. Appreciable lowering of the temperature is not expected even with an increased volume of ventilated air. For this reason, decision has. been made to try the installation of a pilot underground refrigeration unit near. the lowest gate road to cool the intake. air. from 32°C WB to 28°C WB which seems acceptable to on-the-spot workers exerting heavy physical labor. The experimental unit is designed for carrying away a total heat load of 90 Kw. The capacity of the unit is 200 Kw. The unit consists of a compressor, an evaporator, a condensor and a motor. The heat rejection is done in a cooling tower. Chilled water is circulated from the evaporator to the cooler by insulated pipes. The cooler consists of 90 Kw-coils with two fans and forces air by flexible ducting onto the working face. This paper examines mainly the effect of this additional reduction of working temperature, on working efficiency of the workers. Another aspect of this experiment is to evaluate the overall economy of underground refrigeration in small-sized coal mines under tropical condition. The success of such an experiment may lead to wider application of refrigeration to render many of the deeper mines economically workable.

"Knowledge of the abrasion resistance of aggregates is important when using them for asphalt and concrete mixes and highway construction materials. In this study, the usability of natural building stone waste as aggregates for different engineering applications was investigated. To this end, test samples were obtained from a number of natural stone quarries and stone cutting factories. The abrasion tests were carried out on the test samples and results were compared between samples. The abrasion strength values were determined with both the Micro-Deval (MDe) and the Los Angeles (LA) abrasion test methods. A correlation coefficient was also determined between the LA and MDe tests results using an appropriate statistical model.Introduction The rapid consumption of natural resources has led researchers to work on the efficient utilization of such resources. To this end one can convert waste into useful raw materials, or determine alternative uses of the industrial waste materials. This has become increasingly important as storing or dumping waste may result in environmental problems. In addition, the use of industrial waste in a different application of the construction industry prevents rapid consumption of limited natural resources and can mitigate environmental problems related to raw material production, Industrial waste such as blast furnace slag, fly ash, building demolition material, marble waste and dismantled asphalt have been used as highway and concrete materials (Ahmed 1993, Ramaswamy and Aziz 1992, Schroeder 1994, Ceylan and Manca 2013, Holtz and Eighmy 2000, Hebhoub et al 2011). It is very important to analyze whether these aggregates are of the required quality in terms of their application and their economic life. This analysis can be carried out using various tests such as the Micro-Deval and the Los Angeles abrasion tests, sieve analysis, durability chemical resistance, peeling and adhesion, and freezing-thawing tests (Erdem et al 1996). Specifications for aggregates also include terms that define the grain shape, cleanliness and surface textures."

Based on the classical definition of optimization, flotation plants of today are far from being perfect, effective, or functional as possible. Though considerable efforts have been expanded in the optimization endeavor during the last decade, much more needs to be done in the future to optimize our flotation plants and operations. The major problem in designing an optimum flotation circuit is that the flotation process depends on the interaction of several physical and chemical parameters. In the past, there has been a tendency to only consider the effects of chemical factors such as flotation reagents: collectors, frothers, conditioning reagents, pH, etc. On the physical side, the emphasis has been limited to the liberation characteristics, grinding time, percent, solids in the pulp and flotation time. Its only recently that we are employing particle size analyses, on-stream analysis, oxidation reduction potential and the like, as operating controls. The design, operation and control of a mineral processing plant depends on costs incurred at all stages, from inception (testing for flowsheet development) through plant closure and beyond. To ensure that micro- and macro- engineering technology is transferred to operational levels, the academia, testing engineers, designers, operators, consultants and management must all get involved in the transformation process. Historically, in the 1950’s engineering empiricism was strengthened through micro-engineering based on fundamental and mechanism. Unique scientific apparatus such as zeta meter and infrasizer were used to test new hypotheses. With the advent of computers in the 60s and 70s, complex differential equations were solved to study and understand unit processes and to assess mechanism assumptions. Such efforts contributed to improved understanding of the unit operations such as comminution, flotation, thickening, filtration and the like. In the 80s and 90s with the availability of more sophisticated computer technology involving modeling procedures, advanced numerical methods, image analysis, nonlinear-curve-fitting and data adjustments, it was possible to test newly developed models under the production environments. These innovations are now available to develop simulator and sensors (such as particle size analyses) for macro-engineering purposes including plant design, automatic controls and optimization. Accordingly, it behooves the mining companies and plant operators to take advantage of these new developments to control a large number of physical and chemical parameters involved in the plant operation and optimization. This is especially important in light of declining head grades and increasing operating costs in the U.S. minerals industry if it wishes to maintain a competitive edge in the international marketplace. In regard to the future R & D activities in the field, in order to arrive at useful correlations in micro- engineering research, it is essential to consider a plant operation as an interactive engineering system representing the combined effects of physics and chemistry, equipment and operation. Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern. Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.
