The results of an experimental and theoretical research study into the spatial and temporal behavior of dust in mine airways is summarized. Experiments were performed in mine airways under both controlled and normal operating conditions. The controlled experiments included the documentation of the concentration and deposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using real-time aero- sol monitors (RAM-I) to determine the dispersion coefficient in a mine airway. On the theoretical font, a convection diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion. In this paper, comparative analyses of results (8 the controlled experiments with the predictions of the mathematical model are presented. In addition to the overall validity, the adequacy of the individual components of the model, such as deposition in the total and respirable range, and dispersion are examined in light of the experimental observations. The experimental data from controlled experiments compared more favorably with model predicted results for similar conditions as opposed to the comparative analysis results for in-mine experiments. Specifically, the model predictions for an 800-m stretch of a mine airway reveal some significant differences from the behavior noticed in the mine. The deposition was lower than that predicted by the model. Consequently, concentrations were higher than those predicted by the model. The implications of these and other findings for further investigations are discussed in the paper.

"Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

Various modeling techniques are available for describing ore deposits on the computer. Multiple seam coal deposits can be quite successfully modeled by using the variable block modeling method. In essence, this type of model provides an efficient method for storing the relevant data required for calculating ore reserves and for performing the mine planning. The main advantages of the variable block model over other methods for modeling irregular block or tabular deposits are: 1) The amount of data that has to be stored is minimal, i.e., the most efficient use of computer space is made since only the pertinent seam and topographic geometries need to be stored. 2) The computer logic necessary for calculating ore reserves and performing mine sequencing is relatively simple as compared to the logic that would be required for the three-dimensional block model. 3) A variable block model can be created either by starting from raw drill-hole data or by digitizing cross sections that contain the geologic interpretations. 4) Updating individual or multiple blocks can be performed with relative ease. 5) Display of the model is relatively inexpensive and easy to perform. The objective of this chapter is to describe a developed procedure as used in applying the variable block model to a specific multiple seam coal deposit. The general sequence of operations includes: (1) develop the computer model, (2) design the open-pit limits, (3) compute reserves, and (4) develop a long-range mining plan. The programs developed for this application are an expansion of MINTEC's MEDSYSTEM software. It should be noted that this is just one of many possible applications of the developed variable block model.

The need for ground support research in underground excavation has been well identified in recent years by many studies in the subject area (1, 2, 3, 4, 5). A typical conclusion from these reports (1, 2) is that the drill-and-blast (D & B) mining or the mechanical tunnel boring machine (TBM) methods are expected to be continued in use for the needs of tunneling in the immediate future. The Organization for Economic Co-operation and Development (OECD) sponsored in June, 1970 advisory conferences on Hardrock and Soft Ground Tunneling (3,4). These two reports were based on the combined response received from approximately six hundred inquiries from 17 nations in the summer of 1969 and which concerned all aspects of present-day inadequacies of, and the needed improvements in the technology of tunneling. Some specific problem areas in ground support and tunnel linings were: 1) the ability to successfully predict rock loads that must be carried by the support system; and 2) inadequate methods for determining the load-carrying capacity of the various support systems. Therefore, the problem area is clearly defined by these two objectives: 1) To find means of predicting rock loads; and 2) To develop methodology for determining safe, efficient, and economical ground support design practices. Noting these research needs from a great number of sources, the United States Bureau of Mines, Spokane Mining Research Center (SMRC), acting as agent for the Advanced Research Projects Agency (ARPA), undertook contract research effort in these problem areas. Work by Jacobs Associates has studied a methodology for specification of temporary artificial support based on the dependent sequence of mining operations and prediction of various rock conditions in the pre-excavation stage. The Central Florida Phosphate District is located in southwestern Polk, southeastern Hillsborough, Manatee, and Hardee Counties, Florida, flanking the.southern end of a major structural uplift known a the Ocala arch. Ore control problems here are varied and unique due to non-homogeneity of matrix and high volume mining operations. Overburden stripping and matrix mining are performed by large draglines, the matrix being slurrified and transported to the processing plants hydraulically. Production geologists' responsibilities include, 1) prediction of special mining problems, 2) prediction of ore quality and quantity, and 3) the physical control of the ore quality and recovery during mining. prediction is based on core drilling and visual inspection and analysis of the core samples. Basic economic, and physical minability criteria are thus established. Ore grade and tonnage recovery are of particular importance with emphasis being placed on coordination between mining and processing personnel. Routine inspection of the working pit face is of prime importance and both physical and quality variations are pointed out to the mining supervision. Physical problems in ore control occur due to erratic clay, dolomitic limestone and sand lenses. Near surface ground water is abundant, posing a threat to recovery. Contaminants of the phosphate ore are large quartz grains, pebbles of cemented quartz sand, clay balls, iron oxide laminac and dolomitic limestone particles. Success of the ore control program is predicated on a balance between predicted ore tonnages and grade and actual production. The geologists' primary attention is directed toward this balance.

In July, 1988, the Mine Safety and Health Administration (MSHA) Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines recommended that the Secretary of Labor set in motion a mechanism whereby a diesel particulate standard can be set. Prerequisite to establishing a standard would be the development and evaluation of instrumentation to measure diesel particulate. In response, the Mine Safety and Health Administration, Dust Division, has been evaluating instrumentation that can be used to determine diesel particulate levels in underground mines. This instrumentation employs the principle of impaction to separate particles by size, thereby, separating the diesel and nondiesel particulate. Separation of the particulate by size was chosen because diesel particulate is generally less than 1.0 micrometer in size. No other methods have been developed to successfully distinguish between the coal and diesel particulate. MSHA developed an impactor that is inexpensive and compatible with existing pumps and filter holders. The instrumentation evaluation has primarily focused on the repeatability and performance of several personal dust samplers. The samplers tested include the Sierra-Andersen Model 298 personal impactor and MSHA developed personal impactor. The MSHA impactor is inexpensive and compatible with the existing pumps and filter holders. In addition to evaluating the precision and performance of these instruments, tests have been conducted to determine background levels of submicron particulate in nondieselized coal mines and to measure the submicron particulate content in dieselized coal mines. Tests were conducted in coal mines where diesel equipment was used only in outby areas and also in coal mines where diesel equipment was used for face haulage. This paper describes the results of the tests and provides a description of the instrument at ion used to conduct the tests.

Gold, as a precious metal, has been sought for several thousand years. During this time economics have generally determined whether or not a deposit is minable. Today, few would spend $500.00 or $1,000.00 to produce one ounce of gold, yet most gold deposits currently being mined would have such costs if they were mined using the methods of the 18th century. Innovation has been the key to success in the world of mining. We are constantly having to look for new ways to mine deposits of lower grade, at greater depths, or with higher stripping ratios. The mining of placer gold deposits has always been subject to the volatile swings of the world price and the constant rise in production costs. The rise in costs is compounded by the drop in overall ore grades. Occasionally, a major technological innovation will dramatically reduce the costs of placer mining to allow previously marginal or unminable deposits to be mined at a profit. The continuous bucketline dredge was the last such major innovation in the gold placer mining. The continuous bucketline dredge has allowed large volumes of placer deposits to be picked up and processed on a continuous basis. Unfortunately, as the overall grade of the deposit declines, it becomes impossible to process enough ore to pay for the operating costs. There are many gold deposits around the world waiting for the next technological innovation that will allow them to be mined. One such deposit has been the Grey River deposit near Greymouth in New Zealand. In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified. The functions that have been maintained and transferred to other agencies are: ? Portions of USBM's Mineral Information and Analysis program formerly conducted in Washington, DC and Denver, CO were assigned to the US Geological Survey (USGS). ? The Mineral Land Assessment program in Alaska (Anchorage and Juneau) was transferred to the US Bureau of Land Management (BLM). ? The Health and Safety Research program in Pittsburgh, PA and Spokane, WA was reassigned on an interim basis to the US Department of Energy (DOE). In fiscal year 1997, it was permanently assigned to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is part of the Centers for Disease Control and Prevention within the US Department of Health and Human Services. ? Environmental Research at Pittsburgh, PA was assigned to DOE. ? Materials Research at Albany, OR was assigned to DOE. ? The helium program was assigned to BLM, where it will be managed pending privatization. ? Coal and noncoal mine maps were transferred to the Office of Surface Mining Reclamation and Enforcement (OSMRE). The following locations were closed: ? Research centers in Denver, CO; Minneapolis, MN; Reno, NV; Rolla, MO; Salt Lake City, UT and Tuscaloosa, AL. ? Field operations centers in Denver, CO and Spokane, WA. ? Washington, DC headquarters office. To provide a concise picture of all of the affected functions, the following is a synopsis of the USBM program functions and facilities immediately before the closure. Major societal and industry changes over the last four decades have influenced the management of technology in the minerals industry. From the authors' experiences in both private and public sector R&D, the paper analyzes the range of strategic and structural changes and provides examples of some key technology delivery responses. For those charged with managing technology, the two key challenges facing them over the next decade are (I) moving technology development from a cost focus to a value focus (that is, from "how much long-term research can we afford?" to "identifying and capturing the value created from R&D”) and (2) the recruitment and retention of key talent. THE NEED TO ADAPT "Change is slow and gradual. It requires hard work, a bit of luck, a fair amount of self- sacrifice, and a lot of patience (Greene 1998)." Since the 1960s the world has changed and the minerals industry has had to adapt to the changing circumstances. In the '60s, minerals were there to be discovered and fortunes to be made; in Australia, the World War I1 embargo on exporting iron ore was lifted and the Western Australian iron-ore boom commenced, to be followed by the exploitation of the Darling Range bauxites; copper, lead, zinc and nickel were discovered and mines developed. The Australian dollar was worth US$1.11 whereas today it is around US$0.65. The oil crisis of 1976 sharpened focus on the sensitivity of the minerals industry on energy costs. 1. INTRODUCTION Empirical methods have always been important in tunneling in contrast to many other branches of engineering. Beginning in the late 19th century, when engineering entered the phase of formal modeling, this dichotomy could be seen to emerge even in the work of individuals. Culmann (1), Ritter (2) Kommerell (3) and others simultaneously were developing analytical approaches to bridge and building design and empirical approaches to tunnel design. The dichotomy remains. Empirical or simple analytical methods are used at most in the preliminary design of bridges and buildings, while they are used in all phases of tunnel design and construction. In fact, the past decade has seen a resurgence of interest in empirical methods, and with it discussion and controversy. This discussion has centered on the suitability of various methods. In some applications identical results are obtained with differing methods and in some cases radically different ones. On certain occasions the discussion has focused more on the methodological rather than empirical by taking issue with the appropriateness of particular parameters or the structure of some methods. This paper attempts to establish a basis for judging the suitability of empirical methods in tunnel design, and their applicability to particular cases. The paper makes no claim of exhaustiveness, and instead emphasizes basic requirements for application. Various methods are reviewed against this background. A detailed comparison of empirical methods and a description of their concept and background is now being prepared (4). Specifically the paper first defines empirical methods, and their purpose (Section 2), describes their structure (Section 3), and focuses on the basic requirements each must satisfy (Section 4). Since the advent of longwall mining systems in the United States, mine operators are increasingly relying on methane drainage techniques to supplement the ventilation system. The most commonly used technique is the vertical gob borehole. The number and spacing of vertical gob boreholes per panel is generally based on experience and underground conditions. To design a more efficient methane drainage systems, mine operators must accurately determine methane gas produced. Thus, mine operators must monitor gas flow and methane gas concentration on every vertical gob borehole on active panels at least once or twice during each 8-hr shift. As the mine grows, it is possible to have more than one operating longwall and many vertical gob boreholes. Thus, daily visits to each vertical gob borehole site can become very time consuming. During weekends when methane gas concentrations typically drop because there is no mining activity, borehole sites may not be visited. To obtain accurate gas flow data, a gob borehole monitoring system was designed and constructed by the U.S. Bureau of Mines (USBM). Gas flow, methane gas concentration, gas temperature, barometric pressure, and vacuum pressure of the exhaust fan are the parameters collected by the system. The system also includes circuitry for automatic shutdown of the exhaust fan and an alarm system before an unsafe condition is created. Telemetry components were also integrated into the system to allow for transmission of borehole data to the mine office. As a test, the system was installed and operated on a vertical gob borehole for six months. Test results indicated that intermittent measurements with hand-held instruments from vertical gob boreholes were always higher than gas flows measurements made by the gob gas analyzer system. This paper describes the system components, operational characteristics, and the results of the test program.

The science of predicting future water quality at hardrock mine sites has been practiced for at least the past 30 years. As part of the National Environmental Policy Act (NEPA), mines and other industrial facilities in the United States on federal land are required to estimate impacts to the environment, including direct impacts to water quality and indirect impacts that are later in time but still reasonably foreseeable (Kempton and Atkins, 2000; Bolen, 2002). Facilities on private land in the United States may also be subjected to State or federal processes that may or may not require prediction of potential impacts to water resources. Other countries have followed a similar approach, largely based on the requirements of NEPA. A wide array of scientific approaches has been used to predict water quality that could result from construction, proposed expansion, or other action at an industrial facility. In this study, we review the methods and models used to predict water quality at hardrock mine sites, with an emphasis on uncertainties associated with these techniques. Because water quantity and quality are interrelated, methods and models used to predict water quantity will also be discussed, but the emphasis will be on how these methods relate to water quality. This study brings together technical information on water-quality predictions at mine sites in a single paper, and attempts to present a straight-forward approach to using and evaluating the results of the methods and models used to predict water quality at mine sites. Approaches developed primarily in the United States, Canada, and Australia and applied in these countries and in other parts of the world, especially in the last 10 years, are discussed, and the format of the study is geared toward use by regulators of hardrock mines. The approach and results of this study could also be used by environmental managers at mine sites and community groups, and allows for the creation of a checklist for prediction methodology used at mine sites.

INTRODUCTION Mobile excavating and handling equipment are important 'tools of trade' in the mining and construction industries. The handling of this equipment must be mastered so that its limitations are learned and its harmonic use with other pieces of equipment is practiced. he sudden growth in mobile excavating and handling equipment type, size, complexity, and application started after the Second World War. This growth has not been accompanied by pertinent human factors research. Investigations into the proper and safe handling of such equipment with due regard for human and machine limitations are lacking. One such piece of equipment is the front-end loader (FEL), which during one cycle of operation excavates, loads, and hauls, (Lotfi and Adler, 1981). The diversity of action by FEL is archetypical among excavating and handling equipment. Front-end loaders are the most rapidly proliferating type of equipment in the industry. Also, front-end loaders are involved in the highest number of accidents involving mobile excavating and handling equipment. In the period 1970 to 1978, FEL's were involved in 27% of all mobile equipment accidents in surface mining (Adkins, 1980). Improving operational safety and efficiency will reduce the frequency of accidents. The performance of the operators can be evaluated and improved by the following steps: first, define the operating conditions and the operator workload intensity (Adler and Lotfi, 1983), second, monitor the operator to evaluate his task performance, and third, make recommendations based on the findings. The stressful nature of the equipment operating task is an acknowledged fact (Field, 1980). However, a systematic measurement of stress evaluation is lacking. In this paper, methods for measuring mental stress and fatigue, are defined, the mental load which caused the stress is outlined, and stress measurement methods are proposed. Underground mining at Kanowna Belle commenced in July 1998, using a sublevel open stoping method. The use of this stoping method necessitated the use of a cemented fill material for filling primary and secondary stope voids. A detailed engineering study recommended the construction of a cemented aggregate fill (CAF) system for Block A, in favour of paste fill. The CAF system consisted of a crushing and screening plant, a surface binder preparation plant and an underground fill station. Conventional underground dump trucks were used for CAF delivery. Since CAF plant commissioning in March 1999, 1.2 million tonnes of CAF have been placed underground. CAF segregation was the most significant quality control issue during CAF system operation. At the hangingwalls of filled stopes, CAF segregation sometimes occurred to such the extent that the resulting fill material was essentially uncemented coarse aggregate. This caused some CAF dilution during the extraction of adjacent secondary stopes. Numerous CAF were prepared on site for strength testing. A relationship has been formulated that allows estimation of the CAF uniaxial compressive strength in MPa, based on the cement content (c) and porosity (n), as follows. [ ] Practice at Kanowna Belle has confirmed that laboratory testing results cannot be applied for optimising the mix design of cemented rock fills that do not exhibit debris flow behaviour during placement. The grain flow characteristics and consequent marked segregation dominate the in situ fill strength. A detailed review of backfill requirements for the lower mine indicated that the total net present cost of CAF and paste systems was similar. Several significant operational advantages offered by a paste system have resulted in its selection for the remaining mine life. The construction of a paste fill system at Kanowna Belle is currently in progress.

Introduction This chapter addresses the need for operation manuals, presents an outline as a guide for writing the manual, discusses who should write the manual, suggests how it is implemented and gives tips to potential manual writers. Theory & Purpose of Operating Manuals The primary objective of the operating manual is to provide every operator the benefit of a uniform minimum level of training. This training is not only critical to the safety and efficiency of every employee, but also provides a basis for incorporating future operational improvements into standard and emergency procedures. The manual promotes safety through- out and additionally has a special section devoted to safety. The operator should be able to find information on chemical and physical hazards as well as be exposed to safety procedures for such items as motor lockouts and tank entries. The operating manual will usually reference a separate safety manual or incorporate parts of the safety manual. Safety is also promoted through standardized procedures for operation of equipment. Standardized operation is the second most important reason for the writing of manuals. If equipment is started, operated, and shut down in a consistent manner, then operational efficiency should be maximized. If it is not, then the procedure is adjusted until it is. The experience of many can be condensed into set responses for start up, shutdown, steady state operations, and upsets. Implicit with the standardized operation objective is a minimum level of training the operator will receive by thorough familiarization with the manual. The ability to know the contents of the manual is a basic requirement for operator status. The operating manual serves as a basis for a training program both at the start of the new plant and as new operators are hired or promoted into the job. The operating manual is a collection of at least part of the knowledge that "key people" own and will cushion the loss of key personnel for whatever reason. The manual can only fulfill these lofty goals by being a dynamic document. Manuals must change as equipment is modified and superior techniques evolve. Introduction Engineering Health and Safety is concerned with the understanding of the complex interplay between the risk of injury with technological ,environmental, individual, organisational and legal factors. With this understanding, the design and decision making processes can be balanced with the other objectives of industry and employment to arrive at solutions which place appropriate controls on technology and other aspects of human activities to prevent disease and injury to personnel in the coal mining industry and the design of safe production machinery and ancillary equipment. Advances in the detection and diagnosis of causes of diseases and the need for engineering health and safety in the coal mining industry has increased the need for appropriate education and training. Hazards arise in many forms; exposure to toxic chemicals, escape of radio - active materials, explosion of pressure vessels, contact with moving machinery, exposure to dust, environmental dangers such as excessive noise, high temperatures and manual handling etc. As technology advances, these dangers become more complex and less clearly defined and less easily perceived. Consequently, the ways of controlling the dangers also become more complex and wide ranging. The need to educate and train people in coal mining applications of engineering health and safety has been enhanced over the last five years and courses should be established to fulfil the need for competent people to deal with the problems which modern coal mining technology creates together with the legislation that governs engineering health and safety and to carry out research and development work in the coal mining industry. Industrial Involvement The engineering health and safety experts must be prepared to take a more active part in monitoring conditions that exist in the mining industry, and not design from information obtained from the mechanical, electrical and hydraulic expertise and off-the-shelf components from other industries. Surveying and control of the operating environment must be essentially the concern of the engineering health and safety experts and, whilst it is not possible to create a perfect environment for each machine, every effort must be made to minimise failures and hence plan for designs which will maximise

INTRODUCTION A trend which is obvious in the United Kingdom and is thought to be evident in other parts of the Western world is the disproportionate rise in the cost of tunnel mining labour compared with other tunnel cost increases. This disproportionate increase in labour costs has been accompanied by, and may be the result of, a shortage of skilled working labour. To combat this problem there has been a steady increase in the use of machines for excavation and for the erection of tunnel linings to keep the amount of skilled labour working below ground to a minimum. The typical tunnelling cycle, where the ground needs continuous support can be excavation, temporary support, temporary lining, grouting and permanent lining. It is obviously an advantage to combine as many of these operations as possible and carry out as much as possible by machine. Machines have been developed which will, either alone or used in combination with a shield, excavate and, when necessary, temporarily support the excavation. If a segmental lining is used, it can be so designed that it will form the permanent lining and reduce the cycle time and skilled labour requirement to a minimum. In cases in which the ground can be cut accurately to a smooth profile and will stand without support for a sufficient time, the lining can be expanded against the ground and the necessity of grouting eliminated. In cases in which ground will not stand without support, the usual method is to use a bolted lining and to grout behind it preferably as the shield is shoved forward. The development of column flotation is the most significant achievement in the area of mineral processing in the last few decades. The high efficiency of column flotation allows a reduction in process time, a decrease in the number of cleaner stages and in the volume of the circulating load in the flotation circuit, and, as a result of this, an increase in consistency and reliability of operations. Unique multisectional column flotation apparatuses were developed. Such designs have a number of essential advantages as compared to monocells. A change from monocells to multisectional column allows to provide favourable conditions for separation of particles of various floatability. To attain that aim particular hydrodynamics and aeration regime is established in each section of the column, operational variables being adjusted according to the floatability of the material. Therefore in multisectional column machines the material-apparatus feedback can be established, process variables optimized depending on the characteristics of the floated materials. This concept forms the basis of column designs we have developed. For the first time column cell with alternating slurry Rows (combination of co- and counter-current flows) were developed and commercialized . Successful operation was reported of the new generation of columns with cell volumes of 10 to 80 m3 and the height of 4-6 m in copper, molybdenum, antimony, tungsten and nickel ores and coal slurry processing at different plants. Operation experience of these cells showed their considerable design and operational advantages and verified the proposed options and relationships. The new apparatus is provided with a pneumohydraulic aerator allowing to control bubble size distribution, the service life of the aerator is not less than two years. A multilevel flotation model was developed and used to work out a technique of column design and process parameters calculation. A method of the apparatus design parameters calculation based on laboratory test results (scaling up) was worked out. The method is based on flotation macro and micro-hydrodynamics simulation.
