HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

This paper investigates the propagation, interaction and scattering of explosively generated seismic waves with discontinuities in rock masses using numerical models which employ a finite difference method. The models consider 2-D systems and give a full solution including mode-conversion in the mid-frequency scattering region where feature dimensions are of the order of the wavelengths involved. The paper has two parts, the first of which considers wave propagation and diffraction by simulating an explosive body source in a half- space containing a step or a slot on the surface which represent a cliff and a rift valley that has dimensions of the order of the wavelengths in the source. The second part of the paper reports a hybrid technique which combines a perturbation method and the finite difference method for wave propagation again caused by an explosive body source in a 2-D half-space system but with a shallow surface obstacle, such as a smooth ridge, with elastic constants slightly different from bulk material and the slope of this surface topography are shallow. This hybrid technique is also reported being applied to a half-space with a horizontal void or insert.

INTRODUCTION Metal electrodeposition processes are of fundamental technological importance to a number of fields. Electrorefining, electrowinning, electroplating, and electrogalvanizing have all been the subject of intense study for over a century. More recently, electrochem- ical deposition has played a critical role in advances in microelectronics and lately has been an enabling technology for the production of certain nanostructured materials. Electrometallurgists have most frequently been concerned with the structure and morphology of massive deposits. For example, in metal recovery steps such as electrorefining and electrowinning, deposits demonstrating adherent coarse-grained characteristics are most desirable. In the case of electroplating, a bright fine-grained, tenacious and strongly adherent deposit is required. The fabrication of microelectronic devices and the production of nanoscale structures such as nanoparticles, nanowires, and nanorods requires a keen understanding of early stage deposition effects. The initial stages of metal deposition, usually referred to as electroclystallization, are fundamentally linked to nucleation and growth phenomena. Early stage deposits are typically very ordered. Whereas, bulk metal deposition structures are much more ran- dom. INTRODUCTION In both the United States and Canada, a company making a public offering of securities must comply with regulations which have been promulgated by Federal and/or Provincial Legislatures. This paper focuses on the regulations pertaining to reserve reports required by the United States Securities and Exchange Commission (SEC). SEC RESERVE FILINGS Reserve reports made to the United States Securities and Exchange Commission are the only reserve reports which are directly regulated by the United States government. The requirements for SEC reserve reports are set forth in the filing forms as shown in Appendix A, from Item 17A of SEC Form S-18. These reporting requirements, which are intended to protect the investing public from inaccurate or misleading claims, are primarily oriented to S-1 or other filings for new stock issues but must also be followed for annual 10K reports which must be filed annually by U.S. public corporations as part of the Corporate Annual Report. These undertakings require independent audits of reserves, mine designs, plant facilities and a general economic evaluation of the planned or existing operation as part of the backup documents for filing. The International Symposium on Comminution was organized at Camborne School of Mines, Cornwall England. Papers covered the fundamental and practical aspects of comminution in the mineral industry. Although comminution equipment design has not changed fundamentally during the last 50 years, methods of control and optimization have improved considerably. A simulation model for batch ball milling in the rotating mill was developed as a step toward continuous simulation of ball and autogenous milling. New concepts in jaw crusher technology design and the concept of a 1.6- x 2.1-m (66- x 84- in) jaw crusher with open feed throat has resulted in power savings. The use of cone crusher technology in comminution circuits with particular reference to machine design, plant flowsheet and control figuration has been reported by Boliden Allis, of Sweden. The Whiten steady state crusher model form has been used to develop a quantitative model of 2.1-m (7-ft) cone crushers. This was done by incorporating liner age (wear) and liner length as variables on the selection of particles for breakage and thus on the product size distribution. Another paper by Lira and Karetsky discussed the development of a model based on a multisegment ball mill developed by Whiten and Kavetsky. It is capable of simulating the performance of a coarse grinding ball mill of a given diameter, ball size and mill speed.

The success of most attempts to evaluate gold orebodies depends largely on the reliability and availability of representative sampling data and the accuracy of geological interpretation. An accurate prediction of the continuity of geology is paramount to a reliable prediction of gold reserves. Many of the problems encountered in gold mine evaluation and planning revolve around the difficulties in interpreting complex geology from sparse drilling data and the eagerness of mine financiers and promoters to start mining in order to derive an early cash flow. Following a program of sampling, geophysics, mapping and geological interpretation, a conceptual orebody model evolves in the minds of those working on the project. It is this model which is used typically in ore reserve computations and mine planning. Computer modelling techniques to represent and evaluate the conceptual model are now available. The main advantages of using computer modelling methods lie in being able to rapidly evaluate, modify and quantify the conceptual orebody model. Ore zones or domains can be recognised and defined both from geology and sampling results. Once these domains are defined as a series of boundaries, they may be modelled as two dimensional grid surfaces or as wire-framed three dimensional geometries, depending on the complexity of the orebody. It is the definition of these domains which provides the sound geological basis for reserves computation. To estimate reserves it is necessary to determine both volume of ore and grade of ore. Cumulophyric feldspars, of varying morphology, carry myrmekitic quartz interstitially between microperthitic feldspar lamellae. The size, coarseness, and morphology of these crystals, together with concordant foliation features constitutes evidence that they are a product of primary crystallization, formed prior to eruption from a vent. These crystals occur preferentially along 2 - 5 mm thick tan, vesicular to compressed alteration bands intercalated with more densely welded light grey bands. In perlite with quartz at or below a 0.1% threshold, megascopic feldspars are less than 1%. Perlite with quartz above this level has megascopic feldspar concentrations >3%, typically in the 5-20% range.

Induction time is often referred to the time required to form a stable three-phase contact between a gas bubble and a flat or droplet surface in a liquid medium. It can be used to quantify the attachment process in aflotation system. Various techniques have been developed to measure this important parameter. Due to its importance in flotation systems and other processes, significant advances in refining the induction time measurement techniques have recently been made. This paper summarizes these recent advances and describes a novel method developed to monitor bubble attachment to a pendant bitumen drop or bitumen-coated flat surface. This visualization-based method offers a higher sensitivity and accuracy than the previously developed apparatuses in the induction time measurement. As an example, the induction time for oxygen bubble-bitumen attachment was measured at a fixed bubble size as a function of temperature in two different aqueous solutions. The results showed that higher process temperature is favorable for oxygen bubble-bitumen attachment and hence bitumen flotation. Addition of calcium to the aqueous solution slightly decreased induction time.

PROJECT The Walgautunnel is the heart of a new hydro scheme in Western Austria, which is supposed to go into operation in 1984. With it's length of 21,4 km, a bored diameter of 6,25 m and an internal operating pressure of 13,5 bar it will be the largest water conducting tunnel in Austria. Even compared with some of the country's world-famous highway tunnels like 'Tauern' or 'Arlberg' it has to be regarded as a major tunneling project. Owner is the Vorarlberger Illwerke AG, a power corpo¬ration founded in 1924. In the course of the past 6o years this company developed the 'Werksgruppe Obere Ill - Lünersee', consisting of 6 major power plants and 4 large reservoirs. The installed capacity is 1.114 MW in the generating and 529 MW in the pumping mode. The total power output amounts to 1.916 GWh. The water for power generation comes from the glaciers of the Silvrettagroup, as this corner of the Austrian Alps between Vorarlberg , Tyrol and Switzerland is called. The Walgauwerk utilises all the water accumulated by the existing schemes as well as the so far unused run-off water, passing by in the river Ill. The intake to the Walgau-Tunnel is situated right beside the lower reservoir of the recently completed pump-storage plant 'Rodund II' at an elevation of 64o m above sea level. Though the head is a mere 162 m, 1 billion m3 of water will generate 356 GWh per annum. The power-output of the two Francis turbines is 86 MW.

The effective staffing of personnel in a new concentrator facility is a key factor in the success of the operation. By selectively recruiting quality individuals, a company is in a strong position to build a positive work ethic which will become an integral part of it's culture. And culture, which is a set of standards that all employees work to uphold, is that intangible as- set that often determines whether or not a company will survive during difficult economic times. Recruiting and placement of personnel in a concentrator facility requires an emphasis on planning. Management must carefully analyze the following elements when designing a hiring plan: 1. Number of positions 2. Hiring schedule (timetable) 3. Critical positions 4. Lead-time for trainee posit ions 5. Characteristics of the ideal workforce This presentation will focus on a proven system that is efficient (and yet simple) for achieving a new concentrator facility's manpower requirements. IDENTIFYING THE STAFFING NEEDS As previously stated, the key to staffing is planning. Management will find that a basic manpower chart will provide the hiring schedule to meet deadlines. In fact, this system begins with a manpower chart (Figure 1). The chart basically works in reverse of the hiring requirements: the last scheduled hire is the first job on the list. This approach ensures that the company will not find itself compressed against the facility start-up date. A cardinal rule in recruiting a workforce is to allow sufficient time to orient and train employees to the procedures and culture of the system. Problems in selection of personnel begin when the hiring program is short-circuited for timing reasons. The quality of employee selected invariably suffers accordingly. The second section is the key to the success of the manpower program. This is the latest date by which a formal recruiting effort must begin in order for the hire date to be met. Leadtimes are usually as follows: 1. 90 days for company transfer positions 2. 60 days for experienced new hire positions 3. 30 days for trainee positions

A fuel-rich fire exists when the quantity of fuel exceeds the oxygen available to support complete combustion. The transition of a mine fire from Oxygen- rich to Fuel-rich combustion, at this time, represents a point-of-no-return in the fire fighting efforts. Once the transition has been made to fuel-rich the fire can spread at a rate 6 to 10 times as fast as in the oxygen-rich state. Utilizing available technology the fire fighters are left to seal the fuel-rich fie as the only technique to extinguish it. In order to minimize the devastating effects of a fuel- rich fire it is important to understand the means by which the fire becomes fuel-rich and by what means the fire may be returned to an oxygen-rich state. This paper covers: the development mechanism of a fuel- rich fire in a coal mine entry and the physical and chemical effects of applying water to a fire. Experiments concerning these matters have been conducted in a 30 cm square wind tunnel constructed at the Virginia Polytechnic Institute and State University as a model coal mine entry. This paper also addresses the results obtained in testing application of a water mist to fuel-rich fires in this model. These tests have centered on the development profile of a fuel-rich fire in a duct and demonstrate a means of regaining control of a fuel-rich fire by returning it to an oxygen-rich state.

The American Borate Company, a wholly owned subsidiary of the Owens Corning Fiberglas Company under a management contract to the Hanna Mining Company, owns and operates an underground borate mine in Death Valley, California. The mine, named the Billie Mine, is located 24 km (15 miles) southeast of Furnace Creek along Highway 190. The ore body is under Death Valley National Monument with the major portion of the surface facilities located just outside the monument boundary. (See Figure 1.) The Billie Mine produces approximately 227 000 metric tons of crude ore per year. About 65% of finished product is supplied to Owens-Corning, the remainder is sold to other fiberglass producers. Geology The borate minerals in the Billie ore body were deposited in the lower main member of the Furnace Creek Formation, which is Pliocene in age. The ore body is thought to have formed from volcanic springs in or near a small lake basin. The deposit is essentially a limestone breccia that is permeated with borate minerals and surrounded with limey lake bed mudstones and shales. The ore body is mineralized with two main borate ores, colemanite and probertite. A third borate ore, ulexite, mainly occurs in the upper part of the ore body. The original mineral of deposition is thought to have been ulexite. Ulexite is a sodium-calcium borate hydrated with eight molecular waters. Due to heat and pressure from burial by later sediments, the ulexite had water forced out of its structure and recrystallized as probertite. Placer material, regardless of the value of gold, tin, titanium, diamonds or other value mineral it contains, remains worthless until the valuable constituent is separated from the bulk of the material. This separation is no mean task when considering that a gold placer containing 0.01 to 0.03 oz/yd3 of gold, which is the range of grade of typical placer deposits; yes, 1:3,000,000! It is a miracle that gold placer mining has ever been profitable. Added to the situation of minute quantities of gold are several other problems, such as the gold often being very finely divided, the association of boulders and clay, and running and/or ground water. As each placer deposit is individual and distinctive, many factors have to be considered in planning the method for gold recovery from the alluvial deposit. Previous chapters have shown that in the exploration and sampling stage, some knowledge of the amount of each size of coarse and fine material which occurs in the deposit as well as the size distribution of the discrete gold particles is determined. Unless informed to the contrary, as a general rule of thumb, plant designers will consider that 40 percent of the material will pass through a 5/8-inch screen or punched plate hole. This paper describes the leaching of gold with Geobrom® 3400 from a very rich (6.2 kg/tonne) black sand concentrate and its subsequent recovery by ion exchange resins and solvent extraction. The dissolution of gold from black sand ranged from 94 to 96%. Gold loadings and recoveries of nearly 100% were achieved by both ion exchange and solvent extraction methods. The kinetics and equilibrium of loading gold onto ion exchange resins and its elution from the resin were studied. The commercial ion exchange resins PAZ®- 4, DOVEX®- 21K, and Amberlite® XAD- 7, and Great Lakes Chemical experimental GLR-30 were evaluated in this work. Diethylene glycol dibutyl ether was used in all the solvent extraction work for gold recovery from Geobrom leach solution. The consumption of Geobrom was about 130 kg per tonne of the concentrate processed. Therefore, the cost of lixiviant to extract 3.11 x l0-2 kg of gold from the black sand was only about $1.00. Based on the electrochemical regeneration of bromine, the economics of bromine process vs. cyanidation were investigated.

The important characteristics of a gas-promoted oil agglomeration process for cleaning coal particles in an aqueous suspension were determined. Numerous agglomeration tests with scale-model mixing systems of different sizes with controlled amounts of air were conducted. The tests were conducted on high- and mediumvolatile bituminous coals using either i-octane or hexadecane as an oily agglomerant. The performance of the system was characterized by employing the minimum time required to produce spherical agglomerates (tE), the mean agglomerate diameter (dp), coal recovery and product ash content. Among these parameters, tE was found the most useful. It is a key parameter in the scale-up of an agglomeration mixing system. This parameter was found to depend on a number of system and operating variables. By controlling these variables and conducting further agglomeration tests with mixing systems that varied in size, an appropriate size scale-up rule was established.

LOCATION AND EXTENT OF BART TUNNELS The San Francisco Bay Area Rapid Transit District (BART) during the past six years has become the Owner of 23.5 miles of single-bore tunnels. The tunneling experience gained while working closely with our Engineer and Contractors in the design and construction of these major transit facilities provides a basis for our "Owners" viewpoint. The 23.5 miles of tunnels are divided into two categories. Fifteen and one-half (15-1/2) miles of tunnels were constructed in soft ground underlaying the downtown areas of San Francisco, Oakland and Berkeley. Eight (8) miles of tunnels were built in "hard ground" in the hills separating Oakland and Berkeley from Contra Costa County and in the San Francisco hills on the Mission Line. Location of tunnels within the BART system are shown on Figure 1. The tunnels comprise 15.7% of BART's 75-mile dual track system. Their 176 million dollar costs (excluding rail, electrification or ventilation features) are 12.4% of the system's total estimated cost of $1.4 billion. The tunnels constructed in soft ground were shield and boring machine driven with ground support provided by steel liner rings. The exterior diameter is 17 foot, 6 inches in the majority of tunnels; however, on two tunnels with a 500 foot radius of curvature, the diameter was 18 feet. BART awarded 14 contracts for soft ground tunneling. The work was accomplished under free air or compressed air depending upon the ground water and soil conditions, safety requirements, and considerations for protecting adjoining property from damage either from the de-watering operations or settlements due to excavation. Refractory gold ores have been processed by bio-hydrometallurgical process at B.R.G.M. (Bureau de Recherches Géologiques et Minières), Research Centre ,Orleans,France. The liberation of gold has been studied and the following steps for gold recovery improved. The overall process flowsheet has been established comprising different ways of treatment before the final discharge of the effluent. Iron and arsenic are successfully precipitated under well controlled Eh-pH conditions. Long term stability tests have been conducted and the research programme is to be continued with the crystallo graphic studies of the precipitates. Economical studies have been performed on the base of data obtained on parameters studies.

A finite-difference model using a digital computer was constructed to assist in the water management of a proposed oil-shale mining operation in the Piceance Basin in Colorado. The presence of ground water is both a detriment and a benefit for development of the resource. On one hand, dewatering is required because permeable zones are present in and above the oil-shale sequence, and rich oil shale at the proposed mine is as much as 457 m (1500 ft) below the water table. On the other hand, ground water is the most feasible source of water for processing the oil shale. A ground- water model was constructed to simulate the development of an environmentally acceptable water-management system that will satisfy both the mine-dewatering requirements and the water-supply requirements for processing. The ground-water model discussed in this chapter was constructed for the Rio Blanco Oil Shale Co. (RBOSC) by International Engineering Co., Inc., a subsidiary of Morrison-Knudsen Co. The model was applied to evaluate dewatering and water control systems for several open-pit mining plans initially investigated to develop Federal Lease Tract C-a. A collateral application of the model analyses was to project effects of the proposed dewatering operation on the regional ground-water regime in connection with a permit acquisition program by RBOSC. Subsequently, RBOSC has completely changed its mine development plan and has adopted modeling and related techniques more suitable for study of that plan and dewatering operation. Discussion by P. Malozemoff I have no objection to using mathematics in the value appraisal of properties. The factor that is not emphasized in the paper is that very few important properties have a lifetime that reflects the initial ore reserves of the property divided by the rate of production adopted. In the majority of cases, major properties mine out several times the initial reserves. How much more will be mined out is not known, and only exceptionally gifted geologists can predict that additional reserves will be found. There is the further factor of metals price, which, over the long term, is not predictable. Another factor vitiating making calculations on initially established ore reserves is the speculative nature of exploration success. In my judgment, the life of a property, in addition to an established ore reserve, should include ample time for exploration to find additional reserves. The likelihood of additional reserves is based on the geological promise of the general area where the mine is established. This is especially important because of various risk factors associated with small orebodies, the economic life of which is about five to seven years. In underground mines, it is not economic to develop reserves beyond a certain depth, so the life of initially established reserves must be limited. In these cases, it is especially important to have a good geological understanding of the orebody and its continuity. To accommodate these concepts and present proof of economic soundness for a mining enterprise, a mathematical analysis should yield a life long enough to allow exploration and the development of additional reserves that would ensure a longer mine life and a more profitable result.
