The price of copper has gone into the tank. So has gold. Environmental regulations are more restrictive. Global warming has world leaders and environmental groups seeking international regulations to keep the planet from heating up - mostly by restricting the use of fossil fuels. And the US Secretary of the Interior wants to make it more costly -prohibitively so for smaller companies - to mine hard rock metals in the United States. By rights, miners should be carrying around a pessimistic attitude about their industry. But miners are an optimistic lot, always believing that things will improve. That optimism was in evidence in Tucson, AZ in early December, when about 620 miners met at the Double- tree Hotel for the Annual Meeting of the Arizona Conference, put on by SME. Attendees listened as a United States congressman commented on the recent tax cut bill, mining regulations and the continuing need for the mining industry to improve its image in the eyes of the general public. Session speakers discussed how improved technology has made their processing operations at Sierrita and Morenci more efficient and cost-effective.

In recent years planning of surface mines in general and reclamation and post-mining land uses in particular have become very complex. Due to the lack of suitable techniques, land use plans are rarely based upon structured decisions. Data collection may be conducted in a rigorous manner and certain analyses may be performed on the data; the decision to put the land to a specific use, however, is finally based upon the intuitive judgment of one or several individuals. This paper demonstrates how techniques from fuzzy set theory can be used in order to select an optimum post-mining land use plan. The various land use planning alternatives have been characterized according to both qualitative information and quantitative factors and the "fuzzy" aspects of the collected information are incorporated into the analyses. In a practical application, the methodology is used to obtain the most reasonable solution to a post-mining land use planning problem in Interior Alaska.

The mode of occurrence of metals in mine wastes is investigated using sequential extractions. Metals are extracted from some or all of seven operationally-defined phases: water-soluble, ion-exchangeable, carbonate, amorphous Fe-oxide, crystalline Fe-oxide, sulfide, and silicate. The quantity of metals extracted from each phase varies with particle size. The presence of jarosite (potassium end-member formula, KFe3[SO4]2[OH]6) influences the selection of the procedure for extracting the crystalline Fe-oxide phase. Anglesite (PbSO4) and cerussite (PbCO3) are extracted as several phases. Extraction results can be explained only in part by X-ray diffraction (XRD) mineralogy because of lack of specificity of the extraction procedures, relatively high XRD detection limits, and the presence of 40% XRD-amorphous matter in each waste. The increasing chemical strength of the sequentially applied methods provides a basis for judging metal availability, water-soluble metals being most available and silicate-bound metals being least available.

Since 1984, nitrogen-species catalyzed pressure leaching has been utilized at the Sunshine Mining and Refining Company for the recovery of precious metals from a refractory sulfide concentrate, The process operates without the use of cyanide. The plant is now the only industrial-scale commercial application of this technology. Since the inception of the process, changes have been implemented to improve efficiencies and throughputs. Two of these changes, the replacement of nitric acid by sodium nitrite and a concentrate regrind, have recently been implemented. This paper will discuss the outcomes of these recently patented plant-process changes. In particular, a comparison between the previously used method and the new leach method is made. Also discussed is the potential applicability of the process to other materials. A companion publication (Anderson, Harrison and Keys, 1996) indicates possible mechanisms responsible for the success of these process changes.

Alaska is in competition with the rest of the world for exploration dollars. Providing a "seed package" of airborne geophysical data for the state's numerous mining districts encourages companies to begin more detailed exploration in more areas than they could have afforded on their own. When data are already available, the initial risk decreases for people involved in exploration. Airborne magnetic and electromagnetic data help ge¬ologists and geophysicists determine what rocks and structures are present under overburden and vegetation. These data form a fundamental package that exploration companies want before intensively exploring most regions. Individual mining companies have conducted their own geophysical surveys during the past several decades. However, these data are not available to other companies. The companies able to afford geophysical surveys have less money for ground exploration after purchasing expensive, private geophysical data. Therefore, they are not able to explore as many places as they might. Additionally, since data are not shared with other exploration companies, the proprietary surveys do not foster intercompany competition to move projects forward. Individual prospectors and small companies can not afford their own geophysical surveys. "It is more often than not the grassroots exploration efforts of the smaller operator that leads to significant discoveries," said Klaus M. The importance of a power economy that is efficient both in technological and economic terms has been clearly recognized in recent years. In 1977 the German Federal Government therefore introduced its Energy Research and Energy Technologies Program 1977-1980, which consolidates the government activities in the field of nuclear and non-nuclear energy research. The priority objectives of this program can be summarized as follows: safeguarding the medium- to long-term energy supply in the Federal Republic of Germany at reasonable overall macroeconomic cost, taking into account the requirements of environmental protection and the safety of the population. In the field of coal mining technologies, about 200 research projects are currently under way. A total of DM 1.7 billion is earmarked for research to be conducted in this area between 1977 and 1980.

Although it may be perfectly acceptable to neglect the belt's elastic behavior for many conveyor designs, this can lead to disastrous consequences for others. So how can a designer know in advance if a dynamic analysis is required? Unfortunately, in many cases it is impossible to foresee or predict dynamic problems prior to performing the actual analysis. However, a basic understanding of the principles of conveyor dynamics, as well as knowledge regarding common problem areas, can significantly help the designer make more educated decisions during the initial design stage. This paper will demonstrate how static calculations alone can incorrectly represent the true behavior of the conveyor system. It will also discuss the importance of correctly sizing and locating the take-up system to provide the most economical conveyor design. The use of capstans will also be discussed followed by two examples demonstrating their proper operation.

Jet fan (ductless fan) ventilation in underground mines and tunnels is a subject requiring further attention. At present there are no accepted procedures or guidelines for this type of ventilation. The main reason has been the absence of sufficient general data, which has hampered the development of rules. There is great potential for using jet fans in terms of both effectiveness and economics because they eliminate the need for ventilation tubing. In the present studies a procedure is described and results are presented from a jet fan modeled in a square section wind tunnel. The major purpose of the studies was to provide fundamental data on jet fan performance after it was realized that previous work had been limited and too site specific. The jet fan position in relation to the tunnel walls was varied in order to study the influence of confining walls on entrainment rates and the resulting aerodynamics. A clearer understanding of the fundamental principles of jet fan applications was obtained.

Electrothermal production of elemental phosphorous (P4) generates substantial amounts of highly toxic phossy water and sludges. Because of their high phosphorous contents and lack of reliable processing technology, large tonnages of these hazardous wastes have accumulated from current and past operations. To date, the sludges are stored in ponds or above ground in special containment vessels at various locations around the country. Two samples of electric furnace phosphorous sludge (obtained from the Tennessee Valley Authority (TVA) in Muscle Shoals, AL and FMC Corporation in Pocatello, ID) were investigated using physical separation techniques to recover the elemental phosphorous and to render the residual material nonhazardous. The techniques tested include sizing, froth flotation and dispersed air oxidation. Flotation and sizing produced concentrates containing 69% - 90%P4, with recovery in the range of 60% - 87%. Dispersed air oxidation of the fines and tailings products was effective in the removal of an additional 10% - 15% of the P4 in the sludge.

The objective is to develop a short-range mining plan which satisfies management and operating criteria and also "dovetails" with the long-range mining plan. In the past years, this objective was accomplished entirely by manual methods. Today, the computer is used to assist the engineer with this task. The results provided by these programs usually are incomplete and require further manual manipulation. The advantage of using the computer programs is that the program can be used to evaluate alternative plans on a first-cut basis minimizing the manual work. Subsequently, the most promising alternatives can be analyzed in more detail, commencing with the first-cut results. In this specific case history, one technique for using computer programs to assist with short-range mine planning will be discussed. Some of the basic operating and management criteria considered directly and indirectly are as follows: (1) operating criteria which include minimum and maximum shovel cut size, equipment performance, haulage roads, requirements for blending, and plant capacities; and (2) management criteria which consist of production requirements, cash flow requirements, return on investment, market demands, and availability of capital.

One of the major criterion of any mechanised tunnelling operation is to minimize downtime of the tunnelling machine by employing the most efficient muck handling system space and economic factors permit. A tunnelling machine which remains idle during a large percentage of the available shift working time is a luxury no contractor can afford. There are several possible reasons for non-productivity of a tunnelling machine ... the inability of the muck handling system to keep pace with the tunnelling machine on a continuous basis is one major cause. In large diameter tunnels, where several trains or more than one muck hauling unit can operate simultaneously, downtime of the tunnelling machine may be kept to an acceptable level. On small to medium diameter tunnels, 8 feet to 14 feet in diameter, the muck removal support system is normally restricted in capacity, resulting in an excessive tunnelling machine downtime as the tunnel extends from the shaft. There is a need for an efficient, continuous and economical muck removal system for small to medium size tunnels being driven by a hard rock machine. This paper is intended to provide an insite into pneumatic conveying, and explain the Radmark System; its development and utilisation in the tunnelling and mining fields. Over the past decade, the coal mining industry has faced the difficult task of remaining profitable in the midst of declining market prices. Historically, the industry has been quite capable of meeting this challenge by various means. As total costs to mine and market coal continue to increase, new methods of tackling the problem must be implemented. Studies have shown that although many options exist to influence both inby and outby costs, the greatest potential remains in addressing costs at the coal face. Mining operations can positively effect a change in their profitability by either reducing costs, or by increasing production to in turn lower their net cost per man-hour. Original equipment manufacturers can play a key role in both options through the introduction of new technology that permits higher extraction rates, as well as other advantages leading to lower cost coal. A leading advancement over the past 30 – 40 year period has been the advent of progressively higher voltages to operate the mining equipment. This advance enables higher power transmission for a given cable size, operation at lower amperages resulting in less voltage fluctuation, and reduced heat on the cable and electrical components.

When planning for the required amount of storage capacity at a proposed open-pit coal mine or determining when additional storage capacity should be added to an existing operation, the decision must be based on a breakeven- analysis relating the discounted cost of capital for storage capacity to the marginal costs incurred for additional crew call-outs on weekends and demurrage charges. The model developed in this paper uses simulation techniques applied to two coal mines in the Powder-River Basin to determine how much storage capacity is needed and when it is needed. The paper also generalizes the simulation model so that it can be applied to any type of open-pit mining operation. Two important results of the model are (1) all of the mines in the Powder River Basin have excessive amounts of storage capacity, and (2) management is provided with estimates of the total number of hours that crews will have to work on the weekends as annual tonnage increases, and the levels of demurrage costs incurred.

In spite of the increasingly high capital investment required for longwall mining equipment, there continues to be a steady trend towards this form of mining. This move is caused in large part by improved productivity of longwall mining systems combined with greater percentage of coal recovered over room and pillar mining, reduced manpower requirements, and the inherent safety of the system. Longwall mining is most amenable to the greater depths experienced by many mining operations, particularly in the coalfields of the Eastern United States. Two primary problems in the installation of a longwall panel are determining whether a particular seam is suitable for longwall and, secondly, type and capacity of equipment required for such a mining operation. In addition, recent legislation has forced an evaluation of the surface effects of longwall mining with a view to determining what, if any, surface damage might result from extracting any particular panel. These factors must be determined using large and often complex quantities of geological, structural, mining, and surface data. This makes the problem most attractive to solution using the computer.

In the October 1988 issue of MINING ENGINEERING, J.G. Wargo's paper discusses the problem of measuring and analyzing permeability, porosity, and fracturing in its relation to in situ leaching of disseminated gold deposits. This paper made me suspect that a good deal of information and analysis may have been done on this in reverse in the petroleum industry. Some years ago, I was involved with the US Geological Survey in a project studying the Devonian shale of the eastern United States. The Devonian shale contains gas deposits that have the characteristic of slowly seeping gas over a very long time period. To understand the rate of seepage, considerable study and analysis was done on the interrelationship of porosity, permeability, and fracturing. The purpose was to find out how and why the gas could escape in the varying rates found in wells throughout the formation. It strikes me that this is the mirror image of the problem faced in attempting to understand how a cyanide solution will travel into a deposit. To possibly invent our own personal wheel a little faster, I would suggest a look at the work done on the Devonian shale. Some of it is contained in "Estimates of Unconventional Natural-Gas Resources of the Devonian Shale," US Geological Survey Open-file Report 82-474, 1982, and "Additional Data for the Estimates of Unconventional Natural-Gas Resources of the Devonian Shale," Open-file Report 83-676, 1983. It is entirely possible that some of this previous work could shorten the time required to make in situ leaching of disseminated gold deposits a profitable technique.

Increased interest in the utilization of the underground environment for water conveyance tunnels, vehicular tunnels, room and pillar type storage chambers, and military installations has focused attention on the possible effects of seismic activity on the stability of these types of structures. Earthquake experience has generally been related to the seismic stability on the surface of the earth. To establish aseismic design criteria, we attempt to predict the seismic exposure of a given site, both in terms of the spectrum of motion to which the structure must react favorably, and the recurrence rate of that motion. Experience gained from studying the effects of the Plowshare underground nuclear tests on existing tunnels and mines, coupled with the experience of the behavior of tunnels and mines in earthquake regions, provides us with an insight to predict the possible effects of earthquakes on underground openings and to establish design criteria. The type of damage ranges from minor fracturing and movements along pre-existing joints or faults through deformation of openings to collapse. The methods used to establish the seismic design criteria for an underground opening require modification of surface criteria to account for the difference in both amplitude and spectra underground. An aseismic evaluation should be performed on all important projects in areas exposed to possible earthquake motion. To perform this evaluation, information is required pertaining to the geometry and properties of structure and ground. Dynamic as well as static properties are required. A prediction of performance can be derived by exposing a model of the site, expressed in terms of its properties and geometry, to a design earthquake.

Industrial minerals always play an important part in the technological growth of a country. The extraction and trading of industrial minerals continues to expand, but the industry is now subject to stricter environmental guidelines. This paper presents the current status and growth potential of industrial mineral exploitation in the southeastern European region, i.e. Albania, Bosnia-Herzegovina, Bulgaria, Croatia, the Former Yugoslav Republic of Macedonia, Greece, Italy, Serbia and Montenegro, Slovenia and Turkey. Annual production figures per country are presented for 1992-1998. These figures are compared to each other, and, where applicable, they are compared to world production figures. The marketing of industrial minerals to Europe and other regions of the world and the effects of such trade on the local economies are also evaluated when such data are available.

The mining industry finds itself in the middle, between the need to increase production of our energy resources and the necessity of minimizing the environmental impact. Using the recent past as a guide, the mine planning engineer's function will continue to increase as further coal quality constraints are made upon the production staff. The engineer will need to make use of all available tools in order to provide timely answers to the complex "what if" questions that arise. This need to consider many alternatives is bringing about a rapidly increasing acceptance and utilization of the computer. In the areas of data handling, mineralization modeling, and production simulation, the computer is an effective tool for the mine planning engineer. Described herein is a coal data storage and analysis system developed to provide timely answers to the "what if" questions for an operating strip coal mine in Montana. The characteristics of a computerized coal data base and coal quality planning system are outlined in this chapter. The system has been developed for use at a particular coal mine; however, it has applicability to coal mines in general. Fig. 1 is a flow chart showing the functional relationships of the system. There are three main file types: the drill-hole data base, the boundary file, and the zone file. The purposes for which each file is organized are illustrated on the flow chart.

The regulatory landscape has changed considerably since the first passage of Oklahoma's land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

Today, in Detroit, Michigan, a 14 ft. 6 in. diameter soft ground tunnel is being mined at penetration rates limited only by the logistics of liner handling and spoil removal. Soil conditions are highly variable and include clays ranging from very plastic to very hard, gravels, sands, silts and boulders. The permeable soils contain high concentrations of methane gas, compressed by groundwater levels some 40 ft. above tunnel invert. Despite these adverse conditions, mining crews frequently complete their 70 ft. production quota in six hours and go home. In one 4000 ft. reach of tunnel, progress averaged 68.9 ft. per mining shift. This paper has been written to explain this extraordinary accomplishment, and to demonstrate that truly continuous rapid excavation in difficult grounds is now limited by factors other than the excavation process itself. BACKGROUND The Detroit metropolitan area has a long and interesting history of soft ground tunneling. From 1949 to 1968 the city of Detroit alone constructed some 75 miles of soft ground tunnel. During this period the development and common usage of rotary or "wheel-type" soft ground tunneling machines was pioneered in the Detroit area. These machines are designed for, and were successful in, the cohesive or clayed soils that predominate the downtown Detroit geology.
