1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

Design and development of the world?s largest flotation cell was completed in 2002. This was the first 257 m3 flotation cell installed in the mineral industry and represents a major development in the design of larger flotation cells. This cell has a 50% increase in volume over the widely installed 160 m3 WEMCO® Smartcell? flotation machine. In the next few years it is anticipated that 257 m3 flotation cells will be incorporated into rougher-scavenger flotation circuits in many more world class copper sulphide concentrators. The prototype 257 m3 cell, No.250 Smartcell? flotation machine was installed at Minera Los Pelambres in the front of Row 1 in the existing rougher flotation circuit. This cell is followed by nine No. 130 Smartcell? flotation cells. After the successful development phase, this unit has been incorporated as part of a row of No. 250 Smartcell? flotation machines at Minera Los Pelambres. A key to the successful development of the equipment has been the emphasis placed on fundamental hydrodynamic scale-up criteria. Hydrodynamic factors include superficial gas velocity, water (pulp) circulation through the draft tube, and pulp mixing (distribution) characteristics. This paper will review the scale-up criteria of the No. 250 flotation cell, and present a case study of the in-plant equipment testing. The case study will document the metallurgical and hydrodynamic performance of the machine. It will also illustrate the economic benefits derived by incorporating larger flotation cells in a modern copper sulphide concentrator.

The correlations between the modulus ratio and penetration rate of rotary and percussive drills were statistically investigated using the raw data obtained from the experimental works of different researchers. An inverse power law was found between the modulus ratio and the penetration rate of rotary and diamond drills. The penetration rate of rotary drills and diamond drills decrease with an increasing modulus ratio. The penetration rates of percussive drills increase with an increasing modulus ratio. There are significant linear correlations between the penetration rates of percussive drills and the modulus ratio. In one of the cases of percussive drilling, a strong correlation between the penetration rate and the modulus ratio was found for the rocks having a porosity value lower 1.23 %. It can be concluded that the modulus ratio might be a representative measure of rock drilling efficiency. However, further study is necessary to check the validity of the derived equations for other rock types. The effect of porosity on the correlations between the modulus ratio and penetration rate needs to be further investigated.

"In the ten years from 2003 to 2013 global mine production of copper has increased by over 23% to meet demand while the weighted average head grade has dropped from 0.9 to 0.7% Cu. These divergent trends of increasing demand and declining economic grades will extend the life of many existing mines and improve the viability of marginal and/or complex copper deposits. Against that context this paper outlines hydrometallurgical copper sulphide leaching options as alternatives to the more conventional pyrometallurgical processing route of copper sulphides. Three copper sulphide leaching and refining processes are discussed: total pressure oxidation, ferric sulphate leaching and copper chloride leaching. The effect of mineralogy on the choice of processing technology is discussed as well as some of the unit processes used. Additionally, possible benefits that a hydrometallurgical process may offer over an existing pyrometallurgical route are discussed. Subsequently, two very important aspects to the development of projects involving the leaching of copper sulphides are discussed. Finally, a number of conclusions are presented that will be useful to keep in mind when considering projects involving the leaching of copper sulphides. "Pressure leaching is an option for copper recovery from chalcopyrite. Leaching takes place at high temperatures and pressures in the presence of an oxidising agent. This work shows how the performance of pressure leaching circuits may be improved by optimising the configuration of autoclaves and the heat-removal method. The objective was achieved by creating an autoclave model by combining mass balances, energy balances and population balances. A base-case circuit consisting of a single autoclave was chosen, and this base case was compared with options for increasing capacity by adding more autoclaves to the circuit. These capacity–increase options include circuits in which the additional autoclave is added in parallel, in series and in series with thickening between the two autoclaves. The copper extraction, productivity and cooling requirements for these options are compared. The series circuit with inter-stage thickening has the highest extraction and productivity, however, the cooling duty in the first autoclave is high. In addition to comparing circuit options, three options for heat removal were investigated: cooling coils, quench water and flash recycling. The flash-recycle option results in the highest copper extraction, and the quench-water option gives the lowest copper extraction. INTRODUCTION Background Copper sulfide ores and concentrates containing chalcopyrite are typically hard to leach under atmospheric conditions. Smelting of these ores may also be a challenge, due to the inability of smelting processes to handle low-grade ores, as well as impurities such as arsenic and antimony. Alternative hydrometallurgical routes to treating chalcopyrite are therefore required. One option is pressure leaching, which is the focus of this work. In the pressure leaching process, sulfide ores and concentrates are leached in autoclaves at temperatures of 200 to 220°C and a pressure of about 3000 kPa (Schlesinger et al., 2011). An oxidising agent, usually oxygen, is required to oxidise sulfide ions to sulfate ions. The oxidation of sulfur to sulfate is exothermic; consequently, a method of heat removal is necessary in order to maintain the temperature in the autoclave."

The objective of ergonomics is to enhance the effectiveness and efficiency with which human tasks are carried out. Furthermore, the objective is to improve desirable human values. This can be achieved by enhancing safety, reducing fatigue and stress, increasing comfort, increasing job satisfaction, having greater user acceptance and thereby improving the quality of life. Mechanization has influenced the prevalence of injury, mainly due to the application of human physical effort as the power source. With mechanization, the operator?s function is now essentially one of control rather than being an energy source, however, the risk of injury has not diminished. Mechanization in itself has introduced inefficiencies, health risks and physiological stress. The major objectives of ergonomics are discussed through examples of acceptable and less successful implementation of ergonomics within mechanized mining. The influence of the machine system on the human is addressed and practical solutions to improve and optimize the interaction of the human and the machine are outlined. Furthermore, practical examples of control and display integration, anthropometric and biomechanic influences on design, orientation, posture and stereotypes are used to accentuate the advantages of the application of sound ergonomics principles to the specialized area of mechanized mining.

"*Paper written on project work carried out in partial fulfilment of B.Eng (Chemical Engineering) degreeSynopsisSpent coffee grounds were transformed into biochar using a hydrothermal method. Some of the biochar product was pre-treated through surfactant impregnation with sodium dodecyl sulphate (SDS) to enhance its adsorption capacity. The non-treated(NT) and pre-treated(PT) biochars were characterized using FTIR spectroscopy and SEM-EDS analyses, which revealed that the products had the potential for adsorption of heavy metals from solution and confirmed the successful impregnation of biochar with SDS surfactant. The two adsorbents were then used for the removal of cadmium from solution and the adsorption behavior and capacity determined through adsorption isotherm, kinetic, and thermodynamic studies. It was found that the cadmium was adsorbed in several concentric layers on the surface of the adsorbents through a chemisorption mechanism. The PT biochar was identified as a superior adsorbent, with a capacity of qe = 10.67 mg/g compared to the NT biochar with qe = 4.82 mg/g. The adsorption of cadmium onto the PT biochar was further determined to be spontaneous and endothermic. It was therefore concluded that the PT biochar shows potential as an adsorbent and could be considered for implementation in the treatment of metal-polluted effluents. IntroductionCoal mining operations are notorious for producing large amounts of waste tailings, which are disposed of in the form of a slurry on tailings dams. This inadvertently contributes towards environmental problems (Jin, Mansour, and Thomas, 2017). Heavy metals are one of the most common pollutants that originate from solid mine waste disposal facilities, and these can leach into groundwater supplies, contaminating them and rendering the water unsuited for human consumption (Salomons, 1995). Cadmium occurs in conjunction with metalliferous ores and can cause severe damage to agricultural soils and drinking water supplies in the vicinity of mining sites (Dudka et al., 1995). It has a tendency to migrate into the surrounding vegetation, which in turn can cause harm to humans and animals when consumed (Marquez et al., 2018)."

This paper describes measurements of current and voltage done on submerged arc furnaces. The aim is to focus on and attempt to separate from one another the electric arc current and the current bypassing the arc through the charge. Toward this goal two measurement campaigns on AC-arcs burning on coke beds are ac-counted for. The first was done on a 150 kVA pilot furnace at SINTEF in Trondheim Norway, and the second one was done on a 48 MVA industrial furnace run by Icelandic Alloys in Iceland. The measurements were compared to simulations employing an advanced MFD arc model. The main results are that a coke bed does not necessarily behave as a linear conductor. However the warmer chemically transformed part of an operating Si-metal or FeSi furnace probably exhibits linear behaviour and passes a considerable fraction of the phase current, perhaps on some operating conditions, as much as 50%.

This paper discusses the traditional costing approach currently used in the underground coal mining industry. Activity Based Costing (ABC) is identified as being a potentially more effective manner in which to cost underground coal mining systems. With the use of a costing framework developed by the author incorporating new thinking to eliminate the shortcomings identified in the traditional costing approach, a comparison of two types of underground coal mining systems, viz. continuous miner and longwall, is conducted. It is found that under certain criteria, in all cases, irrespective of the way in which the systems are costed, the continuous miner system is currently the better investment. It is also observed that when a system is costed using ABC that better investment decisions result when compared to costing the same system using traditional costing techniques. It is further seen that traditional costing techniques tend to overestimate the total costs of a mining system. This paper shows one application of ABC that can be incorporated as a management tool.

The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

Laser coatings are used for a wide variety of applications. TiB2/Ni intermetallic matrix composite coatings were fabricated on Al-substrate by a high power Rofin Sinar Nd: YAG solid-state laser. The characterization of the coatings was carried out by optical microscopy (OM), scanning electron microscopy (SEM/EDS) and X-ray Diffraction (XRD). Electrochemical study of the laser coatings in 3.65 per cent NaCl at room temperature revealed that with very high weight proportion of nickel the corrosion resistance of the coatings deteriorated due the presence of AlB10 phase. 50 wt per cent TiB2+50 wt per cent Ni laser coatings exhibited the highest corrosion resistance in test solution. This paper addresses the methodology of introducing risk into the development of mine plans for open pit mines. Recommendations are put forward for achieving a risk balance between mineral resource estimates and slope design. A design process identifying criteria for different stages of planning is presented. Business risk is separated from geological/geotechnical risk and procedures to address these within the development of mine plans are suggested. It is concluded that a formal design process improves communication between key decision makers and adds value to shareholders, investment.

Estimates for South Africa?s coal recoverable reserves made in 1999range from nine to 59 billion tons; latest estimates by the Minerals Bureau suggest that 33 billion tons is a more likely figure. As much as 70% of that coal is located in the Waterberg, Witbank, and Highveld coalfields, as well as lesser amounts in the Ermelo, Free State and Springbok Flats coalfields. However, the Witbank and Highveld coalfields are approaching exhaustion (estimated 9 billion tons of recoverable coal remaining in each), while the coal quality or mining conditions in the Waterberg, Free State and Springbok Flats coalfields are significant barriers to immediate, conventional exploitation. New extraction technologies, technologies exploiting the energy content of the coal in situ, as well as suitable uses and markets for low-grade, high-ash coal are required before the country can utilize its admittedly vast coal resources. Major challenges for exploiting some Limpopo province coalfields are severe water shortages, insufficiently developed infrastructure, fragile environments and poor roof conditions due to the depth and complex geology. In the Central Basin (Witbank, Highveld and Ermelo coalfields) technical innovations for thin seam extraction, economic mining of both pillar coal and intrusion-fragmented resource blocks and the utilization of lower-grade coals are required. The success of the fluidized bed combustion technology is necessary to utilize the low-grade coals of the Free State and Molteno coalfields, while environmental exemption for past problems, together with strategies for mining small, disjointed thin-seam resource blocks, is required in KwaZulu-Natal. Clean coal technologies, coal cost and quality, environmental considerations, sustainable development, the growth of the South African economy and Government?s regulation of the electricity industry are the main challenges to the continued use of coal as South Africa?s primary energy source.

"Over the last six years, the Kansanshi copper/gold mine has continued to process significant quantities of complex transitional mixed ores. The effect of the complex mineralogy on the flotation performance is depicted. Initially, ore treated came predominantly from accumulated stockpiles. In the ensuing years, ore treated shifted to primarily freshly mined ore that generally showed less tarnish with better float kinetics but with the downside of producing lower concentrate grades. A number of changes were made to improve the efficiency of the roughing circuit and quality of concentrate produced. These changes were as a result of initial mineralogical studies and laboratory float test work done and discussed at length in a previous paper. Salient among the adopted recommendations from previous work were increasing circuit capacity and modifying configuration to increase the residence time and the number of sulphidisation stages. These modifications were completed and commissioned in 2011. This, however, resulted in significantly low rougher concentrate grades and subsequently below-specification final concentrate product. This was primarily due to higher mass pulls resulting from the extended rougher bank with multiple concentrate discharge streams. This necessitated the need for an enlarged cleaning capability to offset this. The extra cleaning capacity came on-stream in 2014. Of note was the development of a recovery model, based on the strong correlation between the total copper and acid-soluble copper ratio, as a tool for monitoring plant performance. INTRODUCTION The Kansanshi mine, the largest copper mine in Africa, is 80% owned by Kansanshi Mining PLC, a First Quantum subsidiary. The remaining 20% is owned by the state through the parastatal ZCCM. The mine is located approximately 10 km north of the town of Solwezi and 180 km to the northwest of the Copperbelt town of Chingola. The mine has been in commercial operation since 2005. Prior to June 2009, Kansanshi mine treated only two ore types: oxide and sulphide. All transitional ores mined during the period leading up to 2009 were stockpiled. The treatment of the minerologically complex, transitional ores through a third train commenced in June 2009 but with numerous metallurgical challenges. This transitional ore (called mixed ores) could not be previously treated economically due to high gangue acid consumption (GAC) minerals association (making it unsuitable for the oxide float–leach circuit) and poor flotation response ruling out the conventional sulphide float circuit. The new novel circuit involved a conventional sulphide pre-float followed by flotation involving staged controlled potential sulphidisation (CPS)."

Background: A cross-sectional study was conducted in November2001 to establish the prevalence rates of Human Immunodeficiency Virus (HIV) and sexually transmitted infections (STIs) (Chlamydia trachomatis and Neisseria gonorrhoea) in a coalmining town in Mpumalanga. Methods: 155 adults were recruited (79 males and 76 females), by holding community meetings, and by door-to-door recruitment. Saliva and urine specimens were collected for the analysis of HIV and STI prevalence, respectively. Results: The mean age for males was 31.35 years (min = 19 yrs and max = 50 yrs) and the mean age of the female participants was31.90 years (min = 17 yrs, max = 49 yrs). The prevalence of HIV was found to be 22.78% [95% CI (14.09?33.59)] in the males vs. 47.37%[95% CI (35.79?55.16)] in the females, [p = 0.001, OR = 3.05, 95%CI(1.49?6.26)]. The prevalence of C. trachomatis was 7.90% [95% CI(2.95?16.39)] in the males vs. 12.86% [95% CI (6.05?23.00)] in the females, p = 0.324. The prevalence of N. gonorrhoea was 3.79%[95% CI (0.79?1.08)] in the males vs. 9.86% [95% CI (4.06?19.26)]in the females, p = 0.137. HIV was significantly associated with C. trachomatis, [p = 0.032, OR = 3.18, 95% CI (1.04?9.72)], but was not significant when stratified by gender. HIV was not significantly associated with N. gonorrhoea (p = 0.072) but it was significantly associated when stratified by gender, p = 0.001 for females. There were no significant associations between HIV and age (p = 0.408), even upon stratification by gender. Conclusions: HIV prevalence in this community is high, and corresponds to national figures. However, the prevalence of STIs is surprisingly low as it would be expected to be high in a migrant population. Although communities are exposed to expanding peer-education activities that encourage behaviour change, the prevalence of HIV in this group. The Kell Process has been developed for the extraction of platinum group metals (PGMs) and base metals from sulphide flotation concentrates. The process has been successfully tested on several different sulphide flotation concentrates, including those from the UG2 chromitite horizon and the Platreef mafic/ultramafic layer. It has been shown to provide high (>95 per cent) and selective extraction efficiencies for the key valuable metals, i.e. Pt, Pd, Rh, Au, Ni, Co, and Cu. The Kell Process consists of several commercially proven unit operations. S, Ni, Co, and Cu are first selectively removed by use of a pressure oxidation step during which the dissolution of PGMs is minimized. The residue from pressure oxidation is subjected to a thermal treatment to ensure efficient PGM recovery by subsequent chlorination. All the core steps are very similar to well-proven conventional unit operations in common use, as are the subsequent metal recovery steps to provide marketable end products. Typical metallurgical responses of flotation concentrates from UG2 and Platreef to the Kell Process are provided, and key outcomes of an energy comparison study with smelting are summarized in this paper. Kell presents a potentially substantial improvement in PGM concentrate processing technology, in terms of economics via much-reduced power costs, ease of processing, and various environmental benefits. It allows for the treatment of high-chromium low-grade 'dirty' concentrates, such as secondary concentrates from the platinum industry's 'mill-float-mill-float' (MF2) flotation circuits and concentrates from retreatment of tailings. It allows greater concentrate mass pulls, has higher tolerance to gangue intergrowths in concentrates, and its use can provide substantial increases in overall PGM recovery. Its adoption would be a step change in the platinum industry, and given the commercially proven unit operations embodied in the Kell Process, at much-reduced risk compared with other more experimental technologies. Since the initial process development work, significant improvements and refinements have been introduced as a result of further compre¬hensive testing and process modelling. Pilot-scale testing and engineering study work is in progress for several selected sites.

This paper investigates the performance of the neural network technique in a placer deposit situated at the Nome district in Alaska. Initially a single neural network model was constructed to estimate the gold grade. However, at a later stage, an ensemble model consisting of multiple networks was also constructed via the Adaboost algorithm. The reason behind the use of the ensemble model of the Adaboost algorithm was to examine if the ensemble model provided superior performance to the single neural network. As indicated by other studies, Adaboost did not have a better performance than a single neural network in this specific application. This may be due to the high noise inherent in the gold data used in this project. Consequently R2 values of gold prediction are also poor for both the single and multiple networks.

Billiton Process Research has carried out extensive research over the past four years to develop new process technology using bioleaching for extraction of copper and nickel from their sulphide concentrates. Continuous pilot scale and laboratory batch testwork has been carried out with adapted mesophile bacterial cultures at40°C?45°C, moderate thermophile cultures at 50°C?55°C and thermophile cultures at 65°C?85°C. Pilot scale work has demonstrated the commercial viability of mesophile cultures for bioleaching of secondary copper sulphide and nickel sulphide concentrates. Moderate thermophiles offer benefits in terms of reduced cooling requirements for commercial reactors and, in the case of bioleaching of nickel concentrates, some selectivity over bioleaching of pyrite. Continuous pilot scale testwork has shown that thermophiles achieve efficient bioleaching of primary copper sulphide and nickel sulphide concentrates, giving much higher recoveries than achieved by bioleaching with a mesophile or moderate thermophile culture.
