Thank you Dr Barcza, President of the South African Institute of Mining and Metallurgy, for inviting me to share our experiences in Australia as regards the competency movement and my Association?s experience in assisting engineers become managers. This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. First of all I would like to outline the Association of Professional Engineers, Scientists and Managers, Australia(APESMA).

The Quaternary Age aeolian dune sands of the Sibaya Formation on the northern KwaZulu-Natal coast are well known for their heavy mineral content. Although ilmenite, rutile and zircon are the economically important members of the heavy mineral suite, many other nonsilicate minerals such as monazite, xenotime, chromite, magnetite, and spinel that are normally considered to be eitherun common or even rare are also present and these sands provide a unique opportunity to study such complex minerals. Monazite is the general term used for a complex series of rare earth phosphates dominated by lanthanum, cerium and neodymium with monazite-Ce, monazite-La and monazite-Nd recognized as distinct end members of the solid solution series. In addition to the elements indicated by the simplified formulae (LaCeNd) PO4monazite can also accept significant quantities of other elements from the lanthanide and actinide series (Pr, Pm, Sm, Eu, Gd, Tb, Dy,Ho, Er, Tm, Yb, Th, Pa, U, Np). The monazite grains in the Sibaya Formation occur as both composite grains, composed of two or more distinct mineral phases, and homogeneous grains. The net physical properties of the composite grains, and their response to magnetic and electrostatic separation methods are related to size and composition of non-monazite component. However, the homogeneous monazite grains also display significant variation in their physical properties related to their chemical composition.

Mineral processing models have been discussed for many years but it was not until digital computers became available about 1960 that serious attempts at circuit simulation could be carried out. Even then the work was primarily academic until PCs could be used by engineers in plants and design offices in the mid-1980s. Since then simulation has moved quickly and it is now at the point that most processes can be simulated reasonably accurately for purposes of design and optimization. There are still some significant deficiencies, notably in dry grinding and separation, and in the chemical interactions in flotation. Future work will involve: ?improvements of existing models ?dynamic simulation for automatic control and, in particular ,for training which is a weak link ?using advanced simulation models to predict liberation and separation from data acquired from SEM-based liberation analysers. Eventually mineral processes models will be part of total simulation systems which will incorporate mining and downstream processes including all environmental impacts.

The expert system component of Knowledge Base System supports the analysis and interpretation phases of ventilation design with an algorithmic program used for the solution of alternate design. The paper describes the ?ES-VENT? knowledge based system developed at Central Mining Research Institute, Dhanbad, India for an on-line diagnosing of the ventilation problems using the ?IITMRULE? expert system development tool. In the ?IITMRULE? expert system tool, it has been decided to use a backward chaining reasoning process to reach the goal state i.e. the final conclusion. ES-VENT system is made of three modules: On-line Data, Diagnostics and KBS. Each module is being a collection of several programs. The paper mainly deals with the parameters affecting the ventilation of underground mines such as air-velocity, air pressure, temperature, dust, and humidity and gas contents. The graphical presentation of these parameters on the computer and the interactive part of the developed program is expected to help a ventilation officer to determine the changes in a ventilation circuit necessary to bring the mine ventilation to the desired value. Once such changes are physically effected, the display will indicate if the changes have brought the desired effect or not on ventilation. The Abandoned Mine by C.C. Woollacott A heap of rocks marks the abandoned mine. The veld's unpitying silence lies around. Those broken stone?a mute and mournful sign Of human enterprise with failure crowned. Time with the slow hands, shall form the scene anew, Repair the gashes in the wounded soil, And cover up the last remaining clue To a poor useless record of men's toil. And this, the mound they built when hopes were high Shall be a grave, where those hopes buried lie. Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

The minerals Industry carries out over US$ 2 billion of R&D annually. The R&D is performed at three levels ? in house research facilities; on a one-on-one basis with a research provider; as syndicated (collaborative) research. The key to a successful R&D programme is project selection. It is suggested that at this time of ?bounty? for the minerals industry the research portfolio should contain some ?blue sky? but potentially long term significantly beneficial projects. This said, the projects should align the technical concepts with the business imperatives. AMIRA has found the ?Road Map? concept has assisted in defining areas for R&D. Examples of this methodology using a Copper Road Map developed by AMIRA for the copper producers operating in South America is presented. The benefits derived from syndicated research are also discussed.

The interest shown in our paper by Drs Schaekers and Dew, and their favourable comments, are appreciated. However, some of their remarks require a response. Stability testing procedures Regarding the issue of stability-testing procedures, we concur that no long-term procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. We agree that the method we used is no exception, and we certainly did not claim that it should be recognized as such. What we did attempt to portray was that we had designed the test procedure in an attempt to simulate, at a very small scale, a tailings dam environment.

A paper was presented by Bateman Minerals and Metals at INFACONX (2004) describing a simplified Computational Fluid Dynamics (CFD) Model for predicting the temperature and velocity distributions in all the fluid zones of a single electrode DC Furnace simultaneously with the temperature distributions in the refractory lining of the vessel. The boundary conditions imposed on the model consisted of the arc current, external surface film coefficients and ambient temperatures. The temperature and velocity distributions in the free-board, slag and metal were solved simultaneously by coupling across the interfaces between the fluids and transportation phenomena developing in the plasma arc. A simplified model was used to describe the ex-change of energy by radiation between the arc and surfaces enclosing the freeboard region. The strengths of this model were reported as being the ability to: ?Solve the different zones and transportation phenomena simultaneously without the need to transfer partial numerical results between different numerical analysis applications. ?Solve velocity and temperature distributions without assumptions regarding internal film coefficients and additional internal temperature boundary conditions. One of the disadvantages of the model was that the energy absorbed by the process was not modelled, resulting in vessel performance predictions under heat loss conditions only. Whilst this allowed potential problem areas such as localized refractory heating to be identified, the model was only capable of predicting how these could be improved by varying the overall geometry and materials of construction. This paper presents improvements in the application software and user defined subroutines of the model as follows: ?Incorporation of surface to gas, gas to gas and gas to surface radiation models to improve the accuracy of radiative heat transfer mechanisms within the freeboard. ?Incorporation of a process energy absorption model based on a theoretical temperature dependant enthalpy curve which incorporates melting, smelting and superheating in selected areas of the bath. This enables the effect of feed distribution and power to feed ratio changes to be estimated. The effects of a commercial arc at full power on the freeboard and slag can now be simulated with increased accuracy.

The target of the current metallurgical industry is to recycle and utilize all their by-products, so as to close the sustainable production loop. Slags are the important wastes and by-products of metallurgical industry, which have been treated, recycled and used worldwide. The present paper summarizes the current status of utilization of the various slags from ferrous and non-ferrous metal production, as well as waste incineration, and recycling of salt fluxes in secondary metal production. In addition, the environmental issues of the metallurgical slags are addressed. The metallurgical oxide slags have stone-like properties and, thus, their major applications are in civil engineering field. The slags should be recycled, modified and processed in a proper way, by taking the environmental impact into consideration. With the treatment of salt slags for melting aluminium scraps, as an example, the recycling and elution properties of the salt slags are discussed. Our research indicates that the viscosity of the salt flux is increased with addition of non-metallic components, that a certain percentage of fines remain in suspension, which determines the viscosity, affecting the settling of heavier materials. High slag viscosity will lead to more fine aluminium metal entrapped in the salt slag (may also be seen as a high temperature slurry), and thus increase the load of salt slag recycling. Premier Mine is a large underground diamond mine, situated at Cullinan in the Gauteng Province of South Africa. The mine hoists over 3 millions tons of diamond bearing kimberlite per year, from a modern, mechanized panel retreat block cave mining operation. Troughs sited at the base of the cave are developed into the overlying caved ore, allowing loading access to the ore through draw points. Trough opening is therefore a vital aspect of the mining operation. Most of the production is dependent on fast, reliable and safe trough opening. Successful trough openings are achieved under difficult mining conditions due to restricted void, long up-holes and the inherent properties of kimberlite?soft, elastic rock with a high swell factor. Early in 1998, Premier Mine undertook a joint development project (with an electronic initiation system supplier) to determine whether the use of a fully programmable electronic detonator system would enhance the mining cycle in the trough opening process. Blasting commenced in February 1998, initially with blasts of a similar size and duration to those that had been previously blasted with shock-tube systems, to confirm the operational capabilities of the blasting system. The accuracy, reliability and flexibility of the electronic delay detonators (EDDs) minimized associated risks for re-engineering of the trough opening process. Further, as blast timing was optimized, larger blasts were successfully initiated. To date over 20 troughs have been opened successfully with the use of EDDs. Not only did it take less time to open troughs, but also drilling and blasting operations have been optimized, as well as an overall improvement in safety. This paper details the benefits that EDDs have delivered to Premier Mine in this area. LKAB’s Kiruna Mine, located above the Arctic Circle in northern Sweden, is the second-largest underground mine in the world today. The orebody is a world-class high-grade magnetite deposit, from which three raw ore products are extracted. We use mixed integer programming to determine a production schedule, i.e., which production blocks to mine, and when to start mining them, so as to minimize deviation from planned production quantities while adhering to the operational constraints of the mine. The resulting model contains thousands of binary variables and a commensurate number of constraints, precluding us from obtaining a schedule in a reasonable amount of time. An inter-disciplinary geotechnical study has been carried out in an Austrian magnesite mine. The paper describes the how geological data, in situ and laboratory tests as well as subjective, empirical, geophysical and numerical methods have been used to identify critical areas in the mine. Hazelwood Power Mine is one of the largest open pit brown coal mines in Australia. The removal of overburden is the first step in coal winning operation. The primary aim of construction of overburden dump is to provide an effective stable working surface for stacker. The paper discusses site investigation techniques used to determine dump soil properties, stability analysis method using GALENA and GWEDGEM, results of stability analysis. The paper concludes with recommendation for a safe dumping strategy for level 2 stacker dumping.

Despite the wealth of information available on phase equilibria of oxide systems there remainmany gaps and inconsistencies in our knowledge base. From an industry perspective there is anongoing need to adequately describe the phase chemistry of slag systems in order to optimizeprocess performance and improve productivity. Since this chemical behaviour cannot be predictedfrom first principles it follows there is also an ongoing need for accurate experimental data. The advances made in recent years in the capabilities of sophisticated analytical and measurement equipment have made it possible to develop new experimental techniques for the direct determination of phase equilibria in low order and complex multi-component slag systems. In addition the development of powerful computer modelling tools makes it possible to provide more comprehensive descriptions of the phase chemistry, to present the information in a range of perspectives, and to critically analyse the various types of related thermodynamic and structural information available. This review provides an overview of the types of information that can be used to determine phase equilibria in slags systems, analyses the influence of uncertainty and the relative importance of these types of data, and describes the advantages and limitations of the various experimental techniques that can be employed to obtain this information. Examples of recent studies are provided that demonstrate how an integrated approach to the determination of phase equilibria in complex systems, involving the use of targeted experimental studies and systematic thermodynamic model development, can lead to a better utilization of our current research capabilities and resources and more accurate descriptions of these systems. The production of a 40% Al-Ti alloy was successfully proven at the lab scale, using pure TiO2, aluminium, and lime. These tests were conducted in an induction furnace maintained at 1600?16250C. The introduction of rutile into the feed recipe resulted in an alloy containing between 0.35 and 1.10% Zr, depending on rutile to TiO2 ratio. DC arc production of the alloy was largely accomplished at 40 and then 200kW scale. These tests evaluated various metallurgical and operational factors including target slag composition, Ti-content in the alloy, co-feeding versus sequential, furnace bath depth, and rutile as part of the Ti containing feedstock. Overall, an alloy containing 24?33% Ti was consistently produced with co-feeding of the reactants and with lower taphole tapping. When rutile was added, the zirconium analysis in the alloy remained below 0.2%. The main impurity elements were iron, silicon, carbon, nitrogen, and oxygen.

For technology transfer to be successful a process, from research to full scale application, has to be followed. This paper describes such a process and how it is applied in practice. Some of the ?do?s? and ?don?ts? are highlighted. Recommendations are made on how to communicate existing knowledge and to ensure that a framework exists to effectively plan future projects with final technology transfer objectives firmly in place. Paper written on project work carried out in partial fulfilment of B.Sc. (Eng.) (Mining) degree As a partial fulfilment for the degree of B.Sc. (Eng) (mining) at the University of the Witwatersrand, a dissertation was to be completed in the mining industry. This was done at Finsch mine, with the purpose of determining the best solution to the required secondary breaking problem. In order to complete the study of the secondary blasting method available for use in the new block 4, cave mining method at Finsch mine the following problem statement was identified and solved ?The methods currently in use, for the secondary breaking of oversize rocks at their source in the current production levels, are to be investigated, and their applicability to the new block 4mining project determined?. To effectively achieve this problem statement above; time was spent researching and investigating, in depth, the methods that are currently in use at both Finsch and Koffiefontein mines; so as to gain practical knowledge of these. The methods were identified and independently evaluated, taking into consideration factors such as costs of the equipment, time to break oversize rocks, advantages, disadvantages, safety and labour requirements, etc. This in turn then allowed for a direct comparison between the methods and the decision as to the best to apply to the new block 4 production level. The methods that were investigated included: ?Concussion blasting, where concussion bombs and lay-on charges are used to break hang-ups and boulders. ?Drill and blast methods, where holes are drilled in large rocks and charged manually with explosives. ?Emulsion secondary blasting, which is a new project in use at Koffiefontein mine from African Explosives Limited. ?The Ro-BustTM breaking system, a hydro-fracturing breaking system. Once all the methods had been evaluated and compared it was found that the Ro-BustTM Breaking system was the most applicable for the breaking of boulders, with, the Emulsion Blasting System being used for hang-ups. ABSTRACT: Underground hydrocarbons storage is a very specific domain for the designer. He is usually free to adjust the section, shape and layout to cope with the geological and geotechnical conditions. This paper presents a panorama of the geotechnical design of mined underground storage caverns, then lists a number of uncommon features encountered in a storage excavated in Sydney, Australia, the Elgas LPG project that had to face major non-isotropic conditions with numerous local variations, impacting on the achievement of the design profiles. Changes in geotechnical design methodology and practice are examined through this project, now in operation, which will have lasted altogether almost ten years. ZUSAMMENFASSUNG: Die untertaegige Speicherung von Kohlenwasserstoffen unterliegt in der Planung sehr spezifischen Bedingungen. Der planende Ingenieur hat bei der Dimensionierung und Formgebung der Speicherhohlraeume gewisse Freiheiten, muss jedoch vorgefundene geologische und geotechnische Bedingungen beruecksichtigen. Der vorliegende Beitrag gibt zunaechst einen allgemeinen Ueberblick ueber die geotechnische Planung von bergmaennisch aufgefahrenen Speicherhhohlraeumen. Darueber hinaus werden Besonderheiten betrachtet, mit denen das Elgas LPG-Speicherprojekt in einer bergmaennisch aufgefahrenen Kaverne in Sydney, Australien konfrontiert war. Hierbei ging es um die Beruecksichtigung anisotroper Bedingungen mit zusaetzlichen Heterogenitaeten im Gestein und den daraus erwachsenden Schwierigkeiten, die geplante Hohlraumform zu verwirklichen. Ueber einen Zeitraum von fast 10 Jahren, in denen das jetzt in Betrieb befindliche Projekt unterschiedliche Betriebsphasen durchlaufen hat, wurden verschiedene geotechnische Entwurfsverfahren auf ihre Anwendbarkeit geprueft. RESUME : Le stockage souterrain d’hydrocarbures est un domaine très spécifique pour le concepteur, car celui-ci dispose d'une large liberté pour adapter les sections, les formes et les implantations aux conditions géologiques et géotechniques de l’environnement choisi. Après un panorama de la conception géotechnique des stockages souterrains d’hydrocarbures par la méthode dite des cavités minées, l’accent sera mis sur un certain nombre de particularités rencontrées lors du projet de stockage de GPL de Elgas à Sydney en Australie, creusé dans de très fortes conditions d’anisotropie du massif rocheux, avec de nombreuses variations locales et toutes les implications que cela peut avoir sur le maintien des formes. L’évolution des approches méthodologiques géotechniques durant la dizaine d'années de développement de ce projet depuis les premières études jusqu'à l'exploitation actuelle est également présentée.
