ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. Contributions to discussion V. E. Marting (Associate Member): The authors of this paper should be congratulated in having pioneered the application of the Sharapov predictor to local data, and in having made a valuable contribution to South African experience in the quantitative treatment of geological information using a digital computer. Although the existing set of three programmes has been described as a 'suite' it does not represent an integrated system in the accepted sense since the communication between runs is made in the form of punched card files to enable the mining engineer to exercise discretion and control over the data entered at each phase. Although the authors are justifiably proud of the successful results obtained through the application of this method, I feel that it is my duty to comment that the computer aspect of the work has not reached full development and is deserving of the financial support needed to increase its widest usefulness. At the present moment a routine to detect 'missing information' has not been commissioned. Due to the lack of documentation the use of the programmes is restricted since the format for the submission of data is known only to the authors. It is very unlikely that a profitable return on the development costs will be enjoyed before the programme is fully documented and made available to wider use. My criticism of the present incomplete state of the work is being voiced purely with the intent of focussing on the significance of this project and the fact that it is deserving of development on an industry basis. It should be noted that at the economical cost of R4.00 per sq ft of computer print-out, a mining engineer can hardly afford to miss the opportunity of using the programmes on other (e.g. metalliferous) mineral deposits of tabular formation. Since the publication of this paper I have had an opportunity to see the results of the programmes developed by Drs M. D. G. Salamon and F. Deist for designing bord and pillar workings. The basic data for these latter programmes are extracted from iso-line plans drawn conventionally by geologists, a task that could be considerably expedited through the use of Mr Hawkins' programmes. It appears that the efforts of these respective teams are complementary and it is in the interests of the industry that these individual components should eventually form part of an integrated system. Margo* (Member): This paper is a good example of how and where the backroom scientist-in this case the mathematical statistician-can aid the mining engineer to develop not only more accurate means for dealing with valuation problems but to develop a tool that can also cope with changed geological specifications.

Early removal of the shaft reef is usually considered necessary on deep level South African gold mines to avoid damaging stress build-up associated with traditional shaft-protection pillars. In the case of the relatively shallow Beatrix Gold Mine it was largely motivated by early access to ore and the consequent earlier return on invested capital. A number of options were considered to protect the shaft from possible damaging stress changes and to minimise deformations in the shaft-reef area. Numerical modelling was used to evaluate the options and to quantify as accurately as possible the likely deformations to be accommodated by the shaft steelwork designs. The option chosen was a combination of strategically placed satellite pillars and yield pillars, and backfill. Following the mining of a small inner cut during the shaft sinking process, full-scale mining is progressing away from the shaft. Suitable instrumentation has been installed to monitor deformations associated with the shaft reef removal. Im Fall der verhältnismäßig flachen Beatrix Goldmine war es hauptsächlich vom frühen Zugang zum Erz und dem konsequenten frühen Rückfluß des investierten Kapitals motiviert. Eine Anzahl an Optionen wurde erachtet um den Schacht vor möglichen zerstörenden Druckänderungen zu schützen und Deformationen im Riffschachtbereich zu minimieren. Um die Optionen zu bewerten und mögliche Deformationen so genau wie nur möglich quantitativ darzustellen die von den Schachtstahlkonstruktionen aufgenommen werden müssen, wurden numerische Modelle verwendet. Die gewählte Option war eine Kombination aus strategisch plazierten exzentrischen Pfeilern und Schutzpfeilern sowie Hinterfüllungen. Nach dem Vortrieb eines kleinen inneren Einbruches während des Abteufens wird der Vollvortrieb vom Schacht weg vorgenommen. Um die Deformationen, die mit der Riffschachtentfernung verbunden sind zu überwachen, müssen geeignete Instrumentenausrüstungen installiert werden.

"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. "Flotation plant design, construction and start-up can be challenging tasks, because multiple factors and disciplines have to be combined in an efficient manner, in order to execute a project that meets the technical, financial and timeframe expectations. Key considerations that need to be addressed when designing a flotation plant are process requirements, equipment integrability, automation, and up- and downstream processes/designs. Furthermore, several other lifecycle factors need to be considered, such as servicing and maintainability, operational costs, future expansions and decommissioning, among others. To address these challenges, Outotec has developed a new approach to designing flotation plants that targets eliminating most of the inherent risks that can be found in these types of projects. The new Outotec® plant is a fully modular approach in which the above-mentioned challenges have been taken into consideration in the design phase. As a result, the cPlant concept can give several benefits for new and experienced companies involved in the minerals processing business, such as lower risk investments, fast and cost-efficient flotation plant delivery, faster ramp-up period, easy plant expansions, fully automated processes and operation and maintenance ease. As well, dismantling and transportation of the cPlant to a new location is easy and fast, hence the new cPlant concept makes possible to exploit small, short-lifespan ore deposits and also retreat old tailings ponds that might contain valuable minerals and where the ore quantities are limited. After a short summary of the historical milestones of the submerged arc furnace, the paper will highlight different applications and their specific smelting furnace requirements in the non-ferrous area. Additionally, aspects of rectangular furnace design and the features of the copper cooling system for the side wall will be emphasized. Finally a state-of-the-art design tool as well as a new invention to improve slag cleaning technology will be featured, which shows great potentials especially for the PGM and copper related industry. The development of 3D multi-parametric models facilitate the provision of resource information well in advance of the mining face. Using the model, one can evaluate mining areas not only for grade and tonnage predictions but also for predictions of rock mass quality. Blast design and milling requirements can be derived from the rock mass quality predictions. This information can be used for overall mine planning and evaluation, costing, production optimization and slope design. This allows the full range of mining activities and costs to be interconnected, there by lowering costs and improving efficiencies through the application of the multi-parametric model. Feasibility studies for new projects require an expected budget expenditure estimate to within5% of actual costs. This level of accuracy is expected by mining companies and investors but cannot be achieved without a sound knowledge of the rock mass variability. By developing a 3Dmulti-parametric model as part of the feasibility study and using the same geological model exploration boreholes, a significantly better understanding of the rock mass conditions can be obtained. This rock mass information can be used for equipment selection, economic pit layouts, processing plant design, underground mining layouts and support requirements, to name but a few design parameters that depend on rock mass conditions. The initiative at Anglo Platinums, Potgietersrust Platinum Ltd.?s (PPRust) operation, has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables, as well as higher plant throughput. The ore reserve model has gained international acceptance as an invaluable tool for a mining operation. Certainly most financial organizations will not invest in a mining project that does not have an ore reserve model. There is the potential for multi-parametric models to be recognized as vital tools in the mining process, as is the case with ore reserve models.

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

Dilution of ore has a major impact on economics of a mine. The magnitude of dilution depends on mining method, stope dimensions, reef and host rock quality, wall support and drilling accuracy. The main contributing factor is the presence of very weak graphitic shear band of varying thickness in and around the reef. The reef, at Obuasi, is generally steeply dipping and open stoping is the predominant mining method. The stability of the stope walls limits the stope dimensions. Various options for allowing larger stopes for higher productivity and limiting dilution are analysed. The most economic way is to reinforce the walls with systematic cablebolt supports. This option does not only add the support cost but also requires additional cost of access development. These conflicting requirements are continually being optimised at the mine for the economics of dilution control. La dilution du minerai à un impact majeure sur l’économie d’une mine. La quantité de matériel diluant le minerai dépend de la méthode d’extraction, de la dimension des chantiers d’abattage, de la qualité du filon et de la roche mère, du support des épontes et de la précision du forage de production. Le facteur principal qui contribue à la dilution est la présence d’étroites zones cisaillées qui contiennent du graphite ayant différentes épaisseurs à l’intérieur et autour du filon. Le filon, à Obuasi, est généralement à fort pendage et la méthode d’abattage principale est par chantier long-trous. La stabilité des épontes est le facteur qui détermine la dimension des chantiers d’abattage. Differentes options ont été analysées de façon à permettre de plus larges chantiers de manière à augmenter la productivité tout en limitant la dilution. Le moyen le plus économique est de renforcer les épontes avec des cables d’acier cimentés forés de façon systématiques. Cette option n’augmente pas seulement les coûts de support mais aussi les coûts de développement. Ces besoins contradictoires sont continuellement revisés à l’opération afin d’optimiser l’économique par le contrôle de la dilution. Verdünnung des Erzes hat eine spürbare Auswirkung auf die Ekonomie einer Grube. Die Größe der Verdünnung hängt von gewinnenmethode, von den Stopemaßen, von der Reef- und Wirtsfelsenqualität, von der Wandunterstützung und von der bohrengenauigkeit ab. Der beitragende Hauptfaktor ist das Vorhandensein einer sehr schwachen graphitic Scherbandes unterschiedlichen Stärke in und um der Reef. Der Reef, bei Obuasi, taucht im allgemeinen steil ab und geöffnete Aufstemmung ist die überwiegende gewinnenmethode. Die Stabilität der Wand begrenz die Stope grösse. Verschiedene Wahlen für das Erlauben der größeren Stopes für höhere Produktivität und das Begrenzen von Erzesverdünnung werden analysiert. Die ökonomischste Weise soll die Wände mit systematischen Kableankerbolzenunterstützungen verstärken. Diese Wahl addiert nicht nur die Kosten der Unterstützung aber erfordert auch zusätzliche Kosten fuer Zugangsentwicklung. Diese kontroversen Anforderungen werden fortwährend an der Grube analysiert um die Verdünnungkontrolle zu optimieren.

BEEDON AND C. J. JONKER* Dr Bleloch's paper has outlined the advantages of recycling stack-gas of low nitrogen content in the blast furnace. In the first instance it would appear to be extremely beneficial in controlling the hearth temperature and allowing a 100 per cent oxygen-blast to be used. On a second point however we have to disagree. It is claimed that heat is liberated in the combustion zones by the oxidation of CO to CO2 near the tuyeres and in the subsequent reduction of the CO2 by CO. The author has hypothesized as follows, and we quote: 'The C+CO2=2 CO reaction in the outer combustion zone at about 1 700°C is no longer endothermic due to loss of stability of CO2 and its consequent dissociation into CO and free oxygen.' This statement requires closer examination. If we consider the individual events occurring with the CO in the recycled topgas, with the oxygen in the blast and with the coke in the burden, as done by Dr Bleloch, the following heat considerations emerge. All heats of reaction are calculated from the enthalpy values of each reactant and product, as well as the temperature dependence of their molar heat capacities. (a) At the tuyeres: CO+1/2 O2-+CO2 . . . . . (1) CO, CO2 at 500°C; O2 at 25°C. ?H reaction = -65 000 cals/mole CO The reaction (1) is exothermic. (b) In the outer combustion zone: CO2+C?2 CO . . . . . . . . (2) C, CO at 1 700°C; CO2 at 500 0C. ?H reaction = -56 000 cals/mole CO Reaction (2) is endothermic. The overall heat gain of reactions (1) and (2) is ?H=+56 000 - 65 000= -9000 cals/mole CO i.e. the overall reaction is slightly exothermic, the amount of heat liberated is however smaller than suggested by Dr Bleloch. (c) The dissociation CO2+CO+1/2 O2 . . . . . (3) is a highly endothermic reaction at 1 700 0C, requiring 82 000 cals/mole CO2 to proceed to completion. Furthermore, this reaction (3) is energetically not favoured to proceed, as can be observed from the free energy-temperature relationship of figure (3), which favours the formation of CO2 at 1 700 0C. Hence direct dissociation of CO2 at 1 700 0C appears to be unlikely.* The concept of recycling topgas is however still intriguing from many other points of view. Apart from providing a very efficient method of hearth temperature control, it will create a much higher CO partial pressure in the stack. The three-product cyclone was originally developed in Russia and is now extensively used in China. The cyclone has recently entered the South African coal industry, and with the obvious advantages that this item of process equipment offers our ever-evolving industry it is safe to assume that it will add value to dense medium circuits in South Africa. Some of the possible applications include: ? Producing multiple products using a single dense medium circuit. These can typically be a primary product with calorific value of 27.50 MJ/kg and a secondary (middling) product with a calorific value of 22 MJ/kg ? High-density separation with a low circulating medium density. Anglo Thermal Coal and Exxaro have pioneered the use of these units at Umlalazi and New Clydesdale respectively. Extensive test work has been performed at Umlalazi to determine the efficiency of the unit and to determine how it compares with the conventional DSM (Dutch School of Mines) cyclone. Some people in the coal industry were initially sceptical and expected the performance of the three-product cyclone to be inferior to that of the conventional dense medium cyclone. The results of the test work have, however, shown that the efficiency of the unit is comparable to that of the cyclones currently employed. A valid concern expressed is the control over the cut-point density of the second stage separation, and work is on-going to find the optimal way to control the secondary separation density. Theoretically, the secondary separation density can be manipulated by changing the orifices of the unit, especially the spigot of the secondary stage. This remains to be proven, and a series of tests is currently being planned. Whatever the result of these tests may be, the three-product cyclone definitely has a place in the South African coal processing industry as it offers a low OPEX and CAPEX solution for producing multiple products from a single circuit, as well as the ability to operate at very high separation densities, while making use of low-density circulating medium. This paper describes the development of large-scale thermal-plasma systems, which was motivated, in general, by the potential cost savings that could be achieved by their use as a replacement for the more conventional methods used in the generation of thermal energy. The anticipated cost savings arise not only from the use of plasma-generating devices but from the manner in which they have been interfaced with a furnace to process particular materials, mostly as fines. Thermal-plasma systems fall into two categories: non-transferred-arc and transferred-arc devices. In general, transferred-arc devices have been interfaced with open-bath furnaces in which melting or smelting processes carried out, while non-transferred-arc devices have normally been applied to shaft furnaces. Water-cooled transferred-arc devices are somewhat limited in power (about 5 MW) because of the relatively voltages (300 to 500 V) that can be attained in open-bath furnaces, where very long arcs are undesirable, and because only relatively low levels of current can be carried. Graphite electrodes can overcome the restriction current, and power levels of 30 to 50 MW seem feasible, even with one electrode, if direct current is used. Multiple water-cooled devices are capable of attaining similar power levels, but the capital costs are much higher. Costs due to electrode wear are lower for water-cooled systems, but expensive gases are needed for transferred-arc devices. Mintek conducted extensive pilot-plant work in which water-cooled devices were used initially but graphite electrodes were used subsequently to produce ferochromium from fines. Transferred-arc open-bath configurations were used. This work led to a decision by Middelburg Steel & Alloys (MS&A) to install a 16 MVA furnace of semindustrial scale to produce ferochromium aloys based on the ASEA d.c. arc furnace developed for the Elred process. Non-transferred-arc devices have atained reasonable scale-up to the 6 to8 MW power level, and high-voltage operation, which is inherent in such devices, has enabled lower currents to be used. Nevertheless, multiple systems are still necessary to accommodate large-scale applications, and this can be costly from a capital point of view. The cooling requirements are large, and can represent a considerable loss of electric energy. Shaft furnaces equipped with non-transferred-arc devices are suitable for the processing of materials that have volatile species, e.g. silica or manganese, or where the shaft is used to prereduce oxides that are amenable to gas-solid reactions. It is probably in the treatment of light and refractory metals that plasma technology will achieve its greatest development in the years to come. The energy requirements for the production of these metals are high, and very low oxygen potentials are necessary. These are factors that favour thermal plasma. Much developmental work is still needed in this interesting field. It should be remembered that electrically generated thermal energy is a unique temperature source that, in many instances, cannot be replaced technically or economically by the combustion of a fuel.

X-Ray diffraction (XRD) provides useful information about the composition of an ore sample in terms of quantification of crystalline phases and amorphous content. The use of new, fast detection systems in XRD creates the opportunity to use this technique in modern process control. In the analysis of heavy mineral sands, XRD can identify the main mineral phases, such as ilmenite FeTiO3, rutile TiO2, Zircon ZrSiO4and quartz SiO2, and any other minor components present, such as anatase TiO2, magnetite Fe3O4, haematite Fe2O3or monazite (Ce, REE)PO4. Quantitative analysis is possible by various classical methods such as straight line or polynomial calibration with standards, but modern quantification analysis techniques such as Rietveld analysis (Bish and Howard, 1988) are attractive alternatives, as they do not require any standards or monitors. These methods offer impressive accuracy and speed of analysis. The Rietveld method compares calculated versus experimentally derived X-ray powder diffraction patterns for the sum of all crystalline phases. Another analysis technique offering great benefit to mining industries is cluster analysis. Enormous amounts of XRD measurement data are generated during the process control and material evaluation. New ways of handling such vast amounts of data are required to produce meaningful information for the end users. Cluster analysis greatly simplifies the analysis of a large amount of data from different processes or different raw materials, and automatically sorts closely related scans of an experiment into clusters and marks the most representative scan of each cluster as well as outlying patterns. The use of cluster analysis to evaluate the XRD data allows fast and reliable tracking of the process. It is the most economical procedure to have automatic data evaluation without involving any dedicated personnel in the process. Details of the techniques used, sample optimization methodologies, results, data precision and limitations will be discussed. The approach has potential as a relatively inexpensive, reliable tool, useful in the characterization of heavy minerals sand materials.

Dr T. F. Muller (Honorary President): "Mr President, gentlemen. May I congratulate the Institute on its 75th birthday, and your President on his comprehensive review of the Institute's 75 years. It is an interesting commentary on the affairs of the Institute that your President should refer to a speech made by a founder member 25 years ago on the occasion of your 50th Anniversary and then say there is no need to repeat what was given there, but that he would confine his remarks to bringing the Institute's history up to date. To me this suggests a remarkable continuity of thought and ideals-a welcome island of stability in an ever-changing world. One can somehow picture another future President, perhaps one of the younger and tougher members here today, doing the same thing in 25 years when you celebrate your centenary-and again someone doing the same in the year 2094 when your Institute is 200 years old! I hope they will recognise their debt to the early pioneers of the Institute gathered here today. In any event, this review of the fine achievements of the past 75 years is certain of an honoured place in the annals of the society. Here is a record of the onward march of technology in South Africa and a tribute to a long line of mining engineers, of chemists, metallurgists and geologists who made a greater contribution to the well-being and the prosperity of South Africans than South Africans generally are aware. Your Institute started off as a 'gold and cyanide club', peopled largely by chemists and metallurgists who made a signal contribution to the industry from the earliest times. Despite the addition to their ranks of ever-growing numbers of mining engineers, the metallurgist members have continued to make notable contributions. One recalls, for example, the manner in which they rose to the occasion to resolve the problems associated with the establishment of the uranium industry in this country. The creation of a major industry based on the existence of low grade uranium ores in the conglomerate reefs of our low grade goldfields is a classic example of the manner in which a new large industry can be rapidly created through the combined endeavours of all concerned. I noted with pleasure your remark, Mr President, that members of the Institute would like to keep up to date with recent progress in nuclear fuel matters and that members should be given the opportunity to study developments in their journal. I am sure that the National Institute of Metallurgy which conducts fuel research on behalf of the Atomic Energy Board and of the Uranium industry, and NUFCOR, which co-ordinates the uranium research programme, would be glad to co-operate if invited by the Institute to make periodical contributions to its journal. You have referred to the building up of our research organization and its dynamic approach to mining problems. I understand that the expenditure of the mineral industries on research exceeds one-third of the entire research expenditure of the private sector. South Africa is in the forefront of mining development and the focus of world attention is on the achievements of our scientists and mining engineers. We can look forward to continued advances in mining technology based on their vision and expertise. I share your disappointment, Mr President, that the Base Metals Division has ceased to exist; and that there is a resultant dearth of papers offered to the Institute on these important sections of mining and metallurgy. We are seeing some remarkable developments in the mining and beneficiation of base minerals, and it is in this area that I see the greatest potential for future expansion. The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.

A banquet, attended by 467 members and visitors, was held at the Wanderers Club, Johannesburg, at 8 p.m. on Friday, 21st March, 1969, to celebrate the 75th Anniversary of the founding of the Institute. Sy Edele Dr de Wet het geen bekendstelling nodig nie-alhoewel hy ons minister vir slegs die afgelope twee jaar is, het hy reeds talle funksies van ons Mynbedryf bygewoon en het baie vriende gemaak onder ons. Hy het homself baie bemind onder ons gemaak toe hy Wes-Driefontein onlangs besoek het om hulle ondersteuning en aanmoediging aan te bied in hulle uur van nood. The Honourable Dr de Wet was born in the Free State. He is a grandson of that very famous general Christiaan de Wet, who caused so much pain to the British forces and for so many months so successfully eluded them in the Transvaal and Orange Free State. He was educated at both the Pretoria and Witwatersrand Universities. He first practised medicine at Boksburg and then moved to Vanderbijlpark, so you see he has an early association with gold mining on the Witwatersrand, and in moving to the Vereeniging-Vanderbijlpark district he became closely involved in our coal mining and metallurgical industries. South Africa's first steel was poured from a l0-ton open hearth furnace belonging to the Union Steel Corporation in Vereeniging in 1913. Dr de Wet has been mayor of Vanderbijlpark and for several years has been their member of parliament. More recently, the Honourable Dr de Wet has filled with great honour that most important office of Ambassador for the Republic of South Africa in London. At present he wears two hats, in that he is Minister of Planning and of Health, but more important is his cloak, that of Minister of Mines, which I trust offers him the greatest comfort. To fulfill these three arduous tasks must demand of him a terrific devotion to duty, and in doing this he carries on that loyal tradition of service to his fatherland so evident in his grandfather. The achievements of the mining and metallurgical industry in its diversified activities arouse feelings equivalent to paternal pride, but let me speedily add that in considering any family relationship that may exist, the Minister of Mines should not be regarded in the role either of a fairy godmother or an indulgent father.

Hydraulic fracturing technology is presented as a solution to improve permeability and thus solve the extraction problem of coal seam gas in low-permeability gas-bearing coal seams. Given an existing group of original cracks, the propagation of main hydraulic cracks and hydraulic wing cracks was simulated using realistic failure process analysis software. The process represents the structural transformation of hydraulic fracturing and permeability improvements caused by it. In addition, a field test for improving the permeability of gassy coal seams by hydraulic fracturing was also conducted. The propagation of the main cracks and wing cracks by hydraulic fracturing forms a network of original joint cracks, hydraulic wing cracks, and main hydraulic cracks, which improve the permeability of the coal seam. High-pressure water in the drill hole and in the main hydraulic cracks permeates the two flanks of the hole, forming the permeating water pressure. With an increase in drill water pressure and an extension of the main hydraulic cracks, the permeating water pressure on both sides of the main hydraulic cracks in the coal mass also increases. Hydraulic cracks tend to form connections through rock bridges. The extension of hydraulic wing cracks through connections in the rock bridges between the cracks transforms the rock mass to a fractured structure and improves its permeability. Hydraulic fracturing technology for improving permeability in underground conditions can increase the amount of gas drainage by a factor of 15. A stress relief area develops at a radial distance of 10-2.0 m from the hydraulic fracturing drill hole, while an area of rising stresses, called the pressurized area, develops a further 15 m away from the pressurized hole. Practice has proved the existence of the stress transfer phenomenon and the high stress area after fracturing. This kind of hydraulic fracturing technology is more effective in holes drilled from underground than in surface drill holes, with respect to costs and controllability, and is therefore the major trend in gas drainage development in coal mines.

The complexity of modem open pit load-haul-dump systems is described, and the need for realistic working models is pointed out. Both standard and probabilistic simulation procedures are discussed, probabilistic simulation being indicated as the more powerful and practical technique. Acquisition of the necessary pit operating data required for simulator construction and general modelling procedures are described. Finally, results from a typical open pit simulator are used to indicate the scope of the technique.

The development of a cyanidation route for the treatment of gold-plant gravity concentrates is described. This work was carried out as a natural consequence of earlier improvements to the recovery of gold in the gravity sections of existing gold plants. Concern about the environmental aspects of the conventional amalgamation process was further motivation in the development of an alternative procedure. It was found that the partial pressure of oxygen in solution was the most critical reactionrate determining factor. The rate of gold dissolution was shown to be controlled by the reaction rate below approximately 25°C and by diffusion above that temperature. Thus, the efficiency of pulp agitation and oxygen partial pressure permitted a high degree of control over the rate of gold dissolution. The use of oxygen rather than air significantly increased the dissolution rate of both gold and silver. The solubilities of sodium, calcium, and potassium aurocyanide complexes under simulated reaction conditions were studied, and it was established that the values for the sodium and calcium complexes were limited, requiring the use of lower pulp densities and higher reaction temperatures for the treatment of very high-grade concentrates. The presence of excessive amounts of tramp iron in such concentrates of up to 25 per cent by mass was found to result in poor gold dissolution owing to the cementation of gold under certain reaction conditions. The maintenance of high oxygen partial pressures, together with high cyanide concentrations, high pH levels, and the presence of calcium in the system, all aided in passivating the tramp iron. Copper, gold, and iron were shown to be the main cyanide-consuming elements. Optimum gold dissolution was obtained in a closed bench-scale reactor incorporating a flotation-machine type of agitator for effective pulp agitation and oxygenation, the oxygen being recirculated. The reactor was designed to operate under a very small positive pressure. After reaction times of 2 to 6 hours at temperatures in the region of 30°C, both the gold and the silver dissolution averaged 99,S per cent. In the case of very high-grade concentrates, it was shown that gold could be floated in the same reactor by drawing off the flotation concentrate through a port in the reactor. A flotation recovery of 87,4 per cent of the gold in 3,9 per cent by mass was obtained. The recovery of osmiridium from cyanide-leach residues and the electrowinning of gold from the pregnant liquors were also considered as processing aspects in the treatment of gold-plant belt concentrates. Final table tailings with a gold concentration of 10to 12 gft were obtained. The results of the investigation strongly suggested that an alternative cyanidation route for the treatment of gold-plant concentrates was technically feasible, provided the system included effective agitation and oxygenation. In the case of lower-grade concentrates, cyanidation followed by the electrowinning of gold appears to be the simplest route, while, for high-grade concentrates, flotation and smelting of the concentrate followed by cyanidation of the flotation tailings are suggested. The use of oxygen rather than air for sparging the pulp would depend largely on the grade of material to be treated. A preliminary comparison of the costs related to the amalgamation and cyanidation processes for the recovery of gold from such concentrates indicated very similar capital and operating costs. It was concluded that other considerations, e.g. toxicity, safety, and lower labour requirements, were more important than such small cost differences. Furthermore, the 'opening' of the gold-plant gravity circuit, which would be made possible by a cyanidation route, would further reduce the operating costs because of the subsequent decrease in the tonnage to be treated.

The first neutrinos in nature ever detected by man were "caught" in a unique laboratory some 3 km (over 2 miles) underground in one of the world's deepest mine shafts at East Rand Proprietary Mines (ERPM), Boksburg. Only 100 m from where gold is being mined from the rock face a small team of South African and American physicists work on one of the most fascinating and important fundamental research projects that is currently exciting the imagination of the scientific world. Neutrinos are sub-atomic particles just as are protons, neutrons and electrons, but they are unique in that they have neither electric charge nor mass. Cosmic neutrinos travel at the speed of light and penetrate stars and planets. Even a million kilometres of solid lead would not provide a satisfactory shield against them. Stars are believed to "burn" by means of nuclear reactions which produce enormous fluxes of neutrinos. The sun, for example, illuminates the earth with visible light, but also bathes it with neutrinos. After World War II, two American physicists, Profs Frederick Reines and Clyde Cowan, experimenting at a large nuclear reactor, succeeded in obtaining direct evidence of the existence of the laboratory-produced neutrino. It then became very important to establish whether neutrinos also existed in nature. This knowledge would lead to a greater understanding of the forces of nuclear physics, of the behaviour of nuclear particles and, indeed, is also relevant to astrophysics. From the start it was clear that the search for "natural" neutrinos would be difficult. Questions which arose were- * how could they be traced if they were without mass or electric charge? * how could other nuclear particles be screened off? * could these not be wrongly detected, or even prevent accurate detection of neutrinos? Neutrinos were known to be produced along with charged particles, by the reaction of primary cosmic rays with the constituents of the atmosphere. It was also known that when the neutrinos collided with matter, they themselves produced the same type of charged particle which could be detected if the unwanted charged particles from the atmosphere could be screened off. What was needed, therefore, was a laboratory where the particles produced in the atmosphere could be screened out, yet which would receive and detect the particles produced by the neutrons' collision with the matter (solid rock) in the vicinity of the laboratory. This meant that scientists either had to build a laboratory with an enormously thick lead shield for their detection work. . . or they could go as near as possible to the centre of the earth where only charged nuclear particles of the very highest energies could penetrate. ERPM was clearly the most suitable place in the world where so effective a "neutrino trap" could be set. Under more than 3 000 m of solid rock the apparatus for detecting neutrinos is well shielded against unwanted nuclear particles produced in the cosmic radiation which can reach the laboratory only in a steeply vertical trajectory. Other particles are easily stopped by the great thickness of rock. The air-conditioned laboratory is at one end of a 150 m long tunnel, 2,5 m high and wide, blasted from the rock. The electronic recording equipment is housed here, while the rest of the tunnel is filled with the detection system. When a charged particle passes through a detector element, it produces a minute flash of light which is recorded and which triggers a flash-tube array. This then defines the trajectory of the charged particle, which is also recorded on film for analysis. So far 82 neutrinos have been detected, 50 at the present level and 32 at a higher level, and the findings have borne out the physicists' theoretical expectations. In this joint project Profs Reines, J. P. F. Sellschop, Director of the Witwatersrand University's Nuclear Research Unit and M. F. Crouch of the Case-Western Reserve University of Ohio are the Chief Investigators.
