Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

Certain degrees of safety, economic, and financial risk are implicit in any mining operation. At Thabazimbi Mine, slope stability was one of the major sources of risk, largely due to data uncertainties. Consequently, a risk-based approach in slope design was followed. On 6 June 2015, a slope failure occurred in Thabazimbi Mine’s Kumba pit, involving approximately 65 million tonnes of rock failing into the pit and the valley below. Although the failed mass moved rapidly and resulted in a run-out distance of approximately 900 m, controls had been put in place to successfully evacuate all personnel. Risk assessment during the onset of failure supported the decision to not compromise the safety of personnel in any way, leading to unavoidable equipment loss. This contribution presents the failure as a case study in the context of a risk-based approach to slope design as well as the importance of implementing geotechnical controls to effectively manage slope instability risk. Furthermore, a comprehensive back-analysis was performed, on a fully constrained 3D model, utilising 3DEC software, to gain insights into the failure mechanism. In conclusion, lessons from the Thabazimbi slope failure are valuable as they demonstrate the importance of following a risk-based approach in slope design to effectively manage safety and financial risk in open pit mines.

Nowadays the development of automatic on-line sampling systems has enabled large amounts of data to be available to plant managers. These data are inevitably prone to random and sometimes systematic errors. Data reconciliation methods are used to deal with random errors. In these methods, the measured data are adjusted in accordance to their error, so that the mass conservation law is satisfied at the same time. Measured data may also contain systematic errors, using these data in mass balancing software will result in inaccurate or even irrational results. In this paper three methods for detecting systematic errors (global test, node constraint test and maximum power constraint test) were presented. A step by step method to locate the systematic errors was demonstrated. Then, the new version of Movazen©, a mass balancing software, was introduced and used to locate systematic errors in the measurements taken from the Sarcheshmeh pilot plant copper flotation circuit. Since 1952, Bond’s equation has been used as a standard to predict the specific energy of grinding for a given duty. The Bond’s equation considers that the exponent is constant for all conditions. Hukki, in 1961, pointed out that the exponent is a function of the particle size, and concluded that the Bond’s equation applies successfully for an intermediate range of sizes; out of this range the Bond’s equation leads to high error as demonstrated in this paper. More recently, in 2004, S. Morrell presented a new formula in which the exponents vary with the feed and product size. This paper is based on Hukki’s approach and presents a new general formula, in which the exponent varies only with the feed particle size. This new equation has been proven in 82 observable cases in Peru and other countries around the world, involving ball mills and vertimills in different configurations over a wide range of feed and product sizes, work indices and mill diameters; in most cases, the predicted value has an error less than 10% with regards to the observed value and no need for any correction factor. Coal properties that are associated with wear and damage of grinding equipment during pulverization prior to combustion were investigated. A South African Highveld feed coal and its beneficiated fractions were crushed to <1 >0.25 mm particles for the grindability tests. These particles were milled and screened into <75 μm and >75 μm fractions, which were analysed by different techniques to establish a correlation with the conventional Hardgrove Grindability Index (HGI). The <1.5 g.cm-3 float fraction, which contained 93 vol.% (mineral matter free) total -macerals,9% kaolinite, and had the lowest HGI (57) (hardest to grind) was pulverized for 15, 30, 60, and 120 minutes for particle size distribution analysis. This analysis indicated that the content of <75 μm particles increases with increased grinding time. The >1.9 g.cm-3 sink fraction, with the highest HGI (76), 44% kaolinite, and 20 vol.% total macerals, was ground easily to generate the highest proportion of <75 μm particles. Based on higher correlation coefficients (R2 = 0.77–0.91), the ash yield, mineral matter, petrographic composition, and fixed-carbon have significant effects on the HGI. Conversely, the inherent moisture and total sulphur (R2 = 0.48–0.62) have only minor effects on the HGI. Results from this investigation could be implemented in the preparation of a suitable pulverized fuel with little equipment wear, as well as utilizing mineralogical and petrographic compositions. Finally, the effect of microlithotypes and maceral types in South African feed coals on the HGI should be investigated in further pulverization and grindability studies.

"The Kamoa-Kakula copper project—a joint venture between Ivanhoe Mines, Zijin Mining Group Co. Ltd, and the government of the Democratic Republic of Congo—has been independently ranked as the world's largest undeveloped high-grade copper discovery by international mining consultant Wood Mackenzie. It is a very large, near-surface stratiform copper deposit with adjacent prospective exploration areas within the Central African Copperbelt, approximately 25 km west of the town of Kolwezi and about 270 km west of the provincial capital of Lubumbashi. A phased development approach is currently envisaged. The first phase of the project involves the development of a 6 Mt/a underground mine and surface processing complex (dual stream concentrator) at the Kakula deposit, a discovery announced in early 2016. The second phase involves an integrated 12 Mt/a two-stage development, beginning with initial production from the Kakula mine, to be followed by a subsequent, separate underground mining operation at the nearby Kansoko mine, along with the construction of a smelter. Project description and locationThe Kamoa–Kakula project comprises a newly discovered, very large stratiform copper deposit with adjacent prospective exploration areas, located within the Central African Copperbelt in Lualaba Province, Democratic Republic of Congo (DRC). The Kamoa–Kakula project lies approximately 25 km west of the town of Kolwezi and about 270 km west of Lubumbashi. Ivanhoe owns a 49.5% share interest in Kamoa Holding, an Ivanhoe subsidiary that currently owns 80% of the project. Zijin Mining owns a 49.5% share interest in Kamoa Holding, which it acquired from Ivanhoe in December 2015 for an aggregate cash consideration of US$412 million. The remaining 1% interest in Kamoa Holding is held by privately-owned Crystal River.The Kamoa–Kakula project consists of the Kamoa exploitation licences (exploitation permits 12873, 13025, and 13026, which cover an area of 397.4 km2) and one exploration licence (exploration permit 703 covering an area of 12.74 km2). The Kamoa exploitation licences, approved 20 August 2012, grant Kamoa Copper the right to explore for, develop, and exploit copper and other minerals, for an initial 30-year term, expiring on 19 August 2042. The permits can then be extended for 15-year periods until the end of the mine’s life."

Efficient recovery of precious metals from process solutions is essential for improving process economics. Traditionally, precious metals are relatively effectively recovered from waste streams via precipitation or cementation. However, these approaches have a number of drawbacks, including poor water balance, creation of environmentally unfriendly waste streams, and losses of precious metals. Ion exchange technology is an alternative for the recovery of precious metals from waste or low-grade streams. This technology allows the recovery of the precious metals to extremely low levels (micrograms per litre) with relatively high upgrade ratios from the solution onto the resin without major water balance concerns, while the impact on the environment could be minimized or avoided. Research was conducted on the recovery of platinum group metals and gold from different low-grade and waste streams from one of the precious metals refineries in South Africa by means of ion exchange. Various functionalities and matrices (granular and fibrous) of ion exchange materials were evaluated. The results from these studies indicated that in some cases ion exchange could be very effective for the recovery of precious metals, and that the PGM concentration could be reduced to < 1 mg/L. The upgrading ratios of the various PGMs onto the specific fibres were relatively high for the specific streams evaluated, which might in some cases justify incineration of the loaded material instead of stripping and recycling the adsorbent. The cost of direct incineration for one of the waste streams tested would be less than 1% of the value of the PGMs recovered. However, the adsorbent has to be carefully selected and the process design optimized for each specific stream.

The thermal decomposition of carbonate minerals as pre-treatment before smelting reduces the energy requirement for smelting. It can also make the combustion of fossil fuels for heating unnecassary. Thermal decomposition may become important in reducing greenhouse gas emissions when producing ferromanganese alloys while simultaneously reducing electrical energy demand during smelting. A kinetic reaction rate model for the thermal decomposition of manganese ores is presented, based on published reaction rate kinetics for the decomposition of manganese oxides and calcium carbonate. The model was validated against thermogravimetric data for two carbonaceous manganese ore samples and one ferruginous manganese ore sample. The reaction rate model shows that carbonate minerals in the manganese ores are decomposed at temperatures above 900 °C while pyrolusite is decomposed at temperatures from 450 °C to 500 °C. Mn2O3 decomposes rapidly at 550 °C. Braunite decomposition at temperatures below 1000 °C was negligible. The presence of organic carbon in the samples led to further reduction of the samples during thermal treatment.

Thin spray-on liners (TSLs) have been used as sealants and rock support in tunnels for over 25 years. Laboratory tests have indicated satisfactory properties that can provide adequate strength, adhesion, toughness, and elasticity as part of rock support systems in mining excavations. These characteristics are, however, not always demonstrated in practice, when mine environmental conditions do not correspond with laboratory environmental conditions. The shortcomings of TSLs experienced in the mining industry have raised concerns, resulting in scepticism from some operators regarding their utilization. The research described in this paper aims to investigate TSL performance in environmental conditions similar to those experienced in mines. Brazilian indirect tensile (BIT) specimens were prepared from precast shotcrete and coated with TSLs. The specimens were then exposed to different environmental conditions for up to 112 days before BIT testing under various conditions: laboratory room temperature and humidity; saturated room temperature; and combined saturated and high temperature (50°C). Additional uncoated shotcrete and TSL BIT specimens were prepared for comparison purposes. The results of the BIT tests showed that environmental conditions have a significant influence on the tensile strength enhancement of shotcrete by TSLs. Water-based TSLs are most likely to be suitable for high humidity environments, although their performance decreases at higher temperatures. Numerical modelling of TSL-coated BIT samples confirms the potential limitations of designing TSL support based only on laboratory testing carried out under room conditions.

"Falls of ground pose costly hazards to personnel and equipment and thus measures should be taken to prevent them. This study endeavours to improve the support systems used in geotechnically poor ground at a Zimbabwean platinum mine by analysing the status quo and recommending an effective support system. Various techniques were used to determine the quality of ground conditions, predict the rock mass behaviour, and to identify the appropriate rockbolt type. An analysis of the current ground control methods and their limitations was also undertaken.The results showed that the current support system and mining practices in poor ground need to be modified to improve safety and productivity. Stoping overbreak is influenced by poor ground conditions and the explosives currently used. The use of emulsion is recommended to replace ANFO. Redesigning of pillars is also recommended in poor ground conditions. An evaluation of the current roofbolt system indicated an opportunity for improvement. With new insight on the performance of the shorter length roofbolts currently in use, a new support system was recommended taking into consideration cost-benefit analysis. Barring down using pinch bars in poor ground was seen as a risky and time-consuming exercise, hence the use of mechanical scalers is recommended to achieve zero harm and to meet production targets. Smoothwall blasting is recommended in poor ground to minimize excavation damage. Other recommendations include the use of hydrological surveys to determine groundwater levels and implement corrective measures. Both empirical and numerical modelling approaches need to be utilized in determining the optimum support. IntroductionThe presence of geological discontinuities such as faults and joints weakens the rock mass. Adequate support is critical in achieving zero harm in underground mines. This paper reviews the current support systems used in poor ground conditions at a Zimbabwean platinum mine. The area of research is located on the Great Dyke of Zimbabwe. The mine exploits platinum group elements (PGEs) and base metals. It is shallow, having a maximum depth of less than 300 m. The Great Dyke is the second largest reserve of PGEs, following the South African Bushveld Complex (Oberthur et al., 2012). It is a linear layered intrusion that extends for about 550 km with a maximum width of 11 km (Prendergast, 1989). The generalized section of the Great Dyke is almost like a trumpet, comprising layers that dip towards the centre. The reef exploited at the mine, the Mineralised Sulphide Zone (MSZ), is located in the pyroxenite layer, which is hosted in the ultramafic sequence. The MSZ is a uniform layer about 2– 3.5 m thick, dipping at around 10–14° from surface outcrop towards the axis of the basin, and located between bronzite and websterite horizons. The visible disseminated sulphide mineralization shows a typical and consistent vertical distribution of platinum group metal (PGM) and base metal values. The research was undertaken to review the current support systems used in geotechnically poor ground conditions in a bid to improve both safety and productivity."

Mining projects are capital-intensive and are also characterized by high technical and economic risks. These factors pose challenges to mining entrepreneurs when they seek to raise seed capital for mining start-ups. There are limited sources of mining investment funds in South Africa and each has shortcomings due to one reason or another. Another impediment is South Africa?s status as a developing economy, in which the standards of living ? which in turn influences the savings culture ? the limited GDPs and budget, the socio-political environment, and banking, mining, treasury and other regulations, determine the size of investments, particularly in mining ventures. The proposed funding mechanism was developed with the aim of filling the gaps identified in existing funding mechanisms that were developed by the government with the introduction of the Minerals and Petroleum Resources Development Act (MPRDA), 2002. The shortcomings identified were presented to the study participants as questions to obtain views that were used to define innovative ways of raising mining start-up capital. Most participants in the study supported the derived hypotheses and proposals, and these were used to refine the proposed mechanism for mining investment in South Africa. The proposed funding framework is aimed at encouraging interaction between mining entrepreneurs, government, and the investors to align goals and expectations when undertaking a mining investment.

Metals make modern societies function, and increasingly, various high purity precious and special metals endow sustainability-driving technologies with specific functionalities. These metals become heavily intertwined within products, complicating end-of-life treatment. To counteract the resulting downcycling and potential depletion of scarce resources, maximising both the quantities and qualities of materials recovered during primary extraction and recycling, processes should be a priority in the pursuit of sustainable circular economy. Adopting a process simulation approach; a digital twin for the life cycle of cadmium-telluride solar photovoltaic (CdTe PV) modules was created. The system comprises an integrated metallurgical production system that produces, among others, cadmium, tellurium, selenium, zinc, copper, and lead, all of which are required to manufacture PV modules. System-wide resource efficiency and environmental impacts are assessed using exergy analysis and life cycle assessment, respectively. Simulation of this large and complex product life cycle at a high level of detail allows for the evaluation of potential system-wide effects of various production, recycling and residue exchange scenarios aimed at maximising the sustainability of the entire system. It diminishes the need to make arbitrary choices about allocation methods for the distribution of environmental impacts in multipleoutput production systems. Furthermore, it demonstrates the key importance of metallurgy in achieving circular economy. Minera La Parreña, S.A. de C.V., Milpillas operation is an underground mine designed to process 8 352 tons of ore per day for the recovery of copper through crushing, heap leaching, solvent extraction and electrowinning facilities. In order to optimize copper recovery during leaching, the ore is crushed to 13 mm and subjected to primary sampling every 15 minutes for metallurgical accounting. At the same particle size, primary sample goes to secondary sampling and then, the secondary sample is crushed to 2 mm before tertiary sampling. The tertiary sample is sent to laboratory where a final sample is obtained and pulverized to 106 microns for copper assay. This paper shows a review of sampling strategy focused on minimizing or eliminating sampling errors and an experiment designed to determine copper head grade profile as well as the best sampling frequency.

The paper reviews the tapping process and the major wear mechanisms on the tap-hole, including wear from tapping tools. Measured temperatures in different tap-holes are related to choice of binder and material for repair pastes. The strength and disadvantage of carbon and silicon carbide materials are compared. Normal daily and weekly maintenance of tapholes is described, together with the major repairs that are done during longer furnace shutdowns. The objective is to show that the type of repair and repair material needs to be adapted to each individual furnace.

There is currently limited knowledge concerning South African coal deposits as hosts for rare earth elements (REE). This project aims to determine the concentration of REE, including yttrium and scandium (REY+Sc) in various coal seams and adjacent sediments in borehole cores from the Ermelo, Witbank, and Waterberg coalfields in South Africa. Coal petrography (maceral count and vitrinite reflectance), XRD, XRF, sequential chemical extraction procedure (SCEP) before ICPMS, and mineral liberation analysis (MLA) were conducted on the coal and associated sediment samples. The coals were inertinite-rich, medium-rank bituminous coal, with moderate to high ash content. The two dominant minerals in all the coalfields are kaolinite and quartz, except for sample ZBS2M, where dolomite was dominant. The dominant major oxides are Al2O3, SiO2, Fe2O3, and CaO, which concur with the XRD results. The ICP-MS results following SCEP indicated that both coal and the associated sediments were light REY+Sc dominant. There was also an elevation of medium REY+Sc in the Witbank coal’s associated sediment samples. Notably, the samples with the highest REY+Sc results were the sediment samples. The Waterberg samples had the lowest REY+Sc from both the coal (less than 2 μg/g to 7 μg/g) and associated sediments (2 μg/g to 15 μg/g). While the highest REY+Sc was yielded from the Witbank-associated sediments (500 μg/g to 2,500 μg/g). The carbonate fraction step proved to be the most successful leaching step, as most REY+Sc was recovered in that step for all coalfields. In addition to the carbonate fraction, the silicates and sulfide fraction in the Witbank samples, and the ion-exchangeable fraction for the Waterbergassociated sediments samples proved successful in leaching out the REY+Sc. MLA determined that monazite and xenotime in all the coal samples were the REY+Sc-bearing minerals.

A method is proposed to estimate the gold content of the ore in the size intervals during size reduction. The method uses the population balance model to trace the gold deportment through the size fractions and monitor the generation of liberated gold grains during the size reduction. The model is calibrated using batch grinding test results of a gold ore. The Bafokeng Rasimone Platinum Mine (BRPM) is a joint venture between Rustenburg Platinum Mines Limited and Royal Bafokeng Resources (Pty) Ltd (Bafokeng). The mining lease has been granted over Boschkoppie 104JQ and is located approximately 10km south of the Pilanesberg Alkaline Complex. The Merensky Reef, which constitutes the principal ore body, is geologically complex. A relationship between its geological variability and the associated mineralisation has been established by defining a number of facies types. The Merensky Reef has been sub-divided into seven distinct facies types: the pegmatoidal facies, contact facies, FW1 pothole facies, FW3pothole facies, FW6 pothole facies, and FW7 pothole facies. The Merensky Reef, which does not form part of the potholed reef, has a large component of footwall mineralisation. The pothole facies, in contrast, has mineralisation located in the hangingwall. Statistical analysis of the facies types indicates that they are unique populations and hence need to be evaluated independently. The mining lease has distinct structural domains that have added additional complications to evaluation of the Merensky Reef. The Merensky facies on BRPM exhibit unique geological and statistical characteristics within well-defined structural blocks. Due to the extreme variability of the Merensky Reef on BRPM a unique approach has been developed, within Anglo Platinum, to evaluate the deposit. Mining cuts are defined and composited for the individual facies types, and then modelled individually by applying known geological controls. The resultant grade models are weighted based on statistical and local geological knowledge. The object of weighting the facies is to replicate the variability observed in the ore body. The introduction of stringent geological controls to the evaluation process has resulted in increased confidence in the in situgrades estimated as an input to the mine planning process

"A hydrometallurgical route was developed to extract metals such as gold, silver, copper, and selenium from anode slime from Sarcheshmeh Copper Complex in Iran. For the extraction of copper by leaching, the anode slime was heated and stirred with 4 M sulphuric acid in the presence of oxygen. Optimal conditions for recovery of copper were temperature 80°C, mixing time 5 hours, and oxygen flow rate 2 L/min, resulting in a copper recovery of 94.47%. Silver and selenium were dissolved by leaching anode slime from which the copper had been removed with nitric acid. For gold extraction, anode slime was heated with aqua regia at 90°, and the gold then extracted with 2-ethyl-hexanol at a concentration of 0.5 M and phase ratio of 4. The extract was then stripped with soda solution at pH=10.5 and a phase ratio of 5. Finally, gold was recovered by precipitation with oxalic acid at a ratio of mass to volume 10 g/L. Total gold recovery was 80%. IntroductionDuring the electrorefining of copper, some metals are accumulated in the byproduct anode slime, which is an important source for recycling and recovery of these metals (Petkova, 1994). In this paper, a hydrometallurgical route is described for the recovery of precious metals from copper anode slime of Sarcheshmeh Copper Complex, which is located in southeastern Iran .Copper anode slime is black or gray powder with a particle size less than 200 mesh. Approximately 2 to 20 kg of anode slime is produced per ton of copper cathode. The slime is characterized by higher amount of Ag, Se, Pb, and Cu compared to other metals and a very low Au content (Khaleghi and Ghader, 2013).The copper anode slimes are composed of 11.69% selenium, 3.93% copper, 5.26% silver, 0.13% gold, and 45% barite, plus lead, tellurium, antimony, sulphur, and silica with small amounts of nickel, iron, zinc, and bismuth. Gold is one of the most important noble metals due to its wide applications in industry and economic importance, so recovery of gold from slime is more appealing than that of other metals. According to the World Gold Council (2013), the demand for gold has increased during the last decade. This increase is due not only to the increasing demands of the jewellery market, but also to the increasing demand for gold in industrial as well as medical applications (Ranjbar et al., 2014)."

A project was funded by the Australian coal industry to investigate the mechanisms that might lead to sample bias when using cross-belt cutters, in order to help coal industry personnel to make better decisions about the purchase, maintenance and operation. It concentrated on DEM modelling of skew cutters. These are set at an angle to the belt with the intention of minimizing disturbance to the non-sampled material. Two bias mechanisms are likely to cause bias for cross-belt cutters. Waves of material are bulldozed off the belt by the upstream side of the body of square cutters and material is thrown by the leading edges of cutter blades for all types of cross-belt cutters. These mechanisms cause some parts of the load of material on a belt to be over-represented. The effects of these mechanisms cannot be made to be negligible, so cross-belt samplers cannot be trusted to produce unbiased samples, especially for segregated streams of material. However, it is possible to give a bound on the maximum likely bias. The grades of two portions of the stream can be estimated by stopping the belt and shovelling off 1/3 of the cross-section of the load on the belt into a container, concentrating on the final side of the belt and the top of the load. The remaining material should be put into another container and the difference in grade determined. The maximum likely bias is typically about 10% of this difference. For a cross-belt cutter, having an extraction ratio near to 100% is not a reliable indication that the cutter has little or no bias. Some bias mechanisms affecting cross-belt sample cutters make sample mass too high and some make it too low, so an extraction ratio near 100% can occur if two bias mechanisms are both active. The November General Meeting of the Branch was held at the S1. Helena Club on Friday, 15th November, 1968. Mr. J. G. Kirchner (Chairman of the O.F.S. Branch) was in the chair. WELCOME TO VISITORS The Chairman declared the meeting open and extended a special welcome to the following: Mr R. C. J. Goode, President of the S.A. Institute of Mining and Metallurgy; Mr A. E. Gilfillan, Member of Council and Mr D. A. Viljoen, all from Johannesburg. Also to Mr J. D. McNamara, the guest speaker for the evening who had made the trip from Oranjekrag. MINUTES OF PREVIOUS GENERAL MEETINGS The minutes of two meetings, viz., the General Meeting held on 26th June, 1968 together with those of the Annual General Meeting held on 14th August, 1968 were taken as read and their adoption moved by Messrs T. Zadkin and D. D. Waterman. MATTERS ARISING FROM THE MINUTES There were no matters arising from the minutes. ADDRESS BY PRESIDENT OF COUNCIL, MR R. C. J. GOODE With regard to the 75th Anniversary of the Institute, the President called upon those present to bear the following two dates in mind, viz.: 21st March, 1969-Banquet at the Wanderers&apos; Club, to which ladies are invited. 24th March, 1969-General Meeting at Kelvin House at 9.30 a.m., the speakers being the President of the Institute, the President of the Chamber of Mines and Dr H. J. van Eck.
