This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

The Hedley and Grant pillar strength formula is widely used within the South African mining industry to calculate pillar strengths in bord and pillar mining layouts, and is currently being used at Bathopele Mine. Bathopele is an operation of Anglo American Platinum near Rustenburg, mining the UG2 reef at depths ranging from 40 m to 300 m below surface. The formula includes a parameter K, which is a downrated uniaxial compressive strength value of the rock, used to calculate the strength of a pillar. At Bathopele Mine, for the shallower areas Less than 150 m the value was 33 MPa, but this was increased to 44 MPa due to the fact that rock mass conditions improved and there were no incidence of failure in the shallower areas. Underground observations showed pillars to be stable with no signs of failure, and it was questioned whether the design was not still too conservative, resulting in sub-optimal extraction ratios and consequently a loss of revenue to the mine. A trial mining section was started at the mine where the pillars were reduced from 6 m x 6 m to 5 m x 5 m and the pillar behaviour was monitored for the onset of failure. Numerical modelling was conducted using the TEXAN code to back-analyse pillar stresses in order to find a more realistic value for K. Results from the trial section indicated that the pillar design was in fact too conservative, and the value for K was adjusted to 54 MPa for future designs. This paper details the findings from underground monitoring and numerical modelling results, and includes details for further calibration of the K value in order to further optimize the extraction of the orebody.

INFACON 7, the seventh International Ferro Alloys Congress, took place in Trondheim, Norway, in June 1995. The main aim of the Congress, which was held under the auspices of Euroalliages and the Norwegian Ferroalloy Research Organization, was to present the challenges facing the ferro-alloys industry on the road to the 21st century. Halyard Tveit, Chairman of the Technical Committee, summarized these as: ? the transition to a single global market economy ? new demands with regards to quality arising from customer needs, and ? increased awareness of the global environment. In the Plenary Sessions Kouichi Nakamura (Nippon Steel) outlined, from the steel industry's point of view, the relationship between technical advances in the products and more demanding ferro-alloy specifications. Advances in steel manufacturing technology and higher product quality have been supported in the past by raising the quality standards of ferro-alloys. Future requirements are bound to bring about more severe standards, and these need to be established by common agreement between both industries.

Stirred milling technologies have firmly established themselves in concentrator circuits as energy-efficient alternatives to tumbling ball mills. High and continued increases in electricity costs, coupled with the ever-increasing power consumption by primary grinding circuits due to declining head grades of ore-bodies, provides a compelling case for these technologies. Additionally, the ability to successfully deploy stirred milling in coarse grinding applications extends the range of use in concentrators, thus increasing the opportunity matrix for energy optimization in a flowsheet. This paper therefore details methodologies and strategies that can be applied to evaluate the optimum stirred milling solution for different concentrator applications. These methods and strategies will focus specifically on the two major stirred mill machine types; namely, gravity-induced (VERTIMILL? grinding mill and Nippion-Eirich tower mill) and fluidized (SMD, Isamill?, Knelson-Deswik mill, etc. ). Finally, case studies from circuits across industry and laboratory tests will be used to illustrate the energy benefit from the use of stirred mills.

South African coal discards derived from feed coal for thermoprocesses pose human health and environmental problems and incur high disposal costs. These issues need to be resolved. Coal fines and a coal fines/ K2CO3 blend were combusted at 700°C in a laboratory rotary kiln to produce ashes containing metakaolinite (Al2O3.2SiO2) and illite/muscovite/orthoclase amorphous materials. The blend ash and coal fines ash, containing 18% K2O and <1% K2O respectively, were leached with water and with 1 M and 8 M NaOH at 80°C for 4 hours using a solid to liquid ratio of 1:5. The 8 M NaOH leach yielded 17% sodalite (Na8Si6Al6O24(OH)2) formation through SiO32-, Al(OH)4-, and Na+ precipitation in the leached ashes. The 1 M NaOH leach yielded no sodalite. X-ray fluorescence analysis of the original ashes and leached ashes showed low Al and Si dissolution efficiencies due to the sodalite formation. Sequential NaOH leaching resulted in the highest potassium dissolution efficiency of 89% for the ashes of fines/K2CO3 blend and 59% for the fines. It may be possible to increase the ash-derived zeolite concentration by using even higher NaOH concentrations (12–20 M NaOH) during leaching. Sodalite derived from coal ash could possibly be utilized for water purification in industrial applications, or as molecule separators. The potassium-containing liquid could be used in fertilizer manufacture.

Volumetric flow and mass flow are two of the critical process parameters needed to understand and control flotation processes, with others being levels, densities, and metal analyses. Both volumetric flow and density measurements can be adversely influenced by entrained air, which will result in artificially high flow readings and artificially low mass flow calculations. Array-based instrumentation has been used successfully to accurately measure both volumetric flow of aerated slurry and the quantity of air entrained within the slurry. The latter measurement has been used to correct density measurements, thus providing an accurate mass flow calculation. A case study involving the use of this technology to measure both flow rates and air entrainment levels at Eland Platinum processing facility (concentrator) will be covered in detail. In addition, with certain traditional flow meters such as electromagnetic meters, erroneous volumetric flow rates can be recorded in the presence of paramagnetic or ferromagnetic material. The use of this array technology to avoid spikes in measurements due to steel fragments passing through the pipe will also be discussed.

Conventional PGM matte smelting requires the presence of a certain quantity of base metal sulphides in order to collect the platinum group metals in a molten sulphidic matte phase in the furnace. Furthermore, the quantity of chromium oxide in the feed materials is controlled in order to avoid the build-up of high-melting chromite spinels in the furnace. Mintek has developed a process for smelting difficult PGM-containing feed materials that contain low amounts of sulphur and/or high amounts of chromium oxide. A DC arc furnace is used to provide the appropriate conditions to generate an iron alloy that collects PGMs very effectively, leaving extremely low residual quantities of PGMs in the slag. Various feed materials have been treated successfully in furnace campaigns running at power levels up to 1.5 MW. The longest of these campaigns was run continuously for more than four months, treating more than two thousand tons of materials such as low-grade concentrates, revert tailings, and converter slag. The campaigns demonstrated the robustness and versatility of the process, and proved that it is possible to sustainably produce a PGM-containing alloy and discardable slags containing an average of less than 1.4 g/t of PGMs over the entire campaign. Falls of ground (FOG) still account for around 35 per cent of all fatalities in underground southern African mines. To help reduce FOG, appropriate support technology needs to be implemented, and a mindset and cultural change are required to make a significant change. Discipline plays a major role and needs attention, whilst appropriate first-world support technology is available to assist in the reduction of injuries and the improvement of productivity. Section 54 mine stoppages due to FOG are costly. Appropriate support should reduce these unnecessary stoppages. Coal mining has adapted leading support technologies over the years. Platinum and chrome mines have shown significant moves towards adopting leading and appropriate support technologies, seeing noteworthy changes in injury statistics for the better. In typical conventional underground mining operations, the use of temporary support components offers some protection to workers while the permanent and generally more elaborate support systems are installed or constructed. Nonetheless, FOG continue and still result in injuries to people. The author wishes to explore the options and practicality of making use of new-generation support products and technology to provide not only safer support operations, but to also enhance productivity at the working faces. This paper will examine the use of appropriate support technology as a means to making the working stope or development end a safer and more productive workplace.

Low-grade, complex mineral deposits have resulted in the need for complicated large-throughput processing plants delivering increased productivity, reliability, and utilization, together with reducing operational costs. Complex mineralogy has resulted in complicated process flow sheets designed to recover minerals as efficiently as possible. In addition, the remote location of many minerals-processing plants, continuously rising energy costs, and fierce competition pose significant challenges to the modern mine, compounded by a global scarcity of qualified and experienced operational personnel. Over the last decade the Internet and automation technologies have undergone major advancements. Automation technologies, solutions, and concepts that existed, but were considered risky or unreliable prior to the year 2000, have now gained acceptance and matured. Furthermore, new technologies and different collaboration schemes have appeared, offering innovative solutions to the mining industry to address many of the challenges described. These advancements in reliable remote systems that access technology through the Internet provide significant opportunity to support mining operations, enhance process performance, provide engineering services, and proactively anticipate and execute maintenance services. This paper references a global survey of automation trends in the mining industry and the potential for an intelligent collaborative environment using automation technologies to exploit opportunities in operating the plant of the future, increasing effectiveness, and reducing operational costs. A variety of possibilities are described, including asset management solutions, remote access capabilities, performance monitoring solutions, advanced process control technologies, and the formation of an intelligent collaborative environment. A real example where this technology is used to support the operation and maintenance at a cement plant in Egypt is given to underpin the concepts described in this paper.

The Proceedings of the above Symposium have been edited and published by the Symposium Committee. The Symposium was sponsored by the Australian Coal Association, the Joint Coal Board, and the United Nations Economic Commission for Europe. The Symposium was very well attended, with presentations from fourteen countries, including all the major coal-producing countries of the world. The Proceedings are presented in two parts: the Symposium Part and the Workshop Part. The Symposium Part deals basically with the theoretical aspects of outbursts and high-gas emissions in mines, while the Workshop Part is more practically oriented and describes case studies, and the management systems, and drilling technologies used in underground mines.

A Special General Meeting of the Institute was held in Kelvin House, Johannesburg on Wednesday, 29th September, 1971. The President, Prof. D. D. Howat opened the meeting at 9.55 a.m. The President read the notice of meeting which was as follows: "In order to bring industry into closer liaison with the work of your Institute and to place the Institute&apos;s finances on a sound basis your Council recommends that companies be admitted to membership of the Institute under clause 2.6 of the Constitution, that is, as Non-Corporate members. The designation for this class of member will be that of "Company Affiliate". 2 Membership: This clause to be amended as follows:- 2.6 "Non-Corporate members shall comprise the grades of:- Company Affiliate Honorary Fellow Graduate Associate Student" 2.6.1 This clause to be added:- "Companies involved in or associated with the mining or metallurgical industries are eligible to become company affiliates" 2.14 Add:- "A special certificate shall be issued to all company affiliates". After giving the background to the recommendation made by Council the President asked for a proposer and seconder for the resolution. Mr J. K. E. Douglas proposed and Mr D. G. Maxwell seconded the resolution. The meeting agreed that the constitution be amended as proposed. The meeting closed as 10.05 a.m.

The Fourth Industrial Revolution has driven significant advancements in autonomous robotic systems, particularly in subsea exploration and offshore mineral dredging. This review examines the latest developments in electrically powered quadrotor-track subsea robotic crawlers, highlighting their potential to enhance efficiency, mobility, and adaptability in challenging underwater environments. The integration of advanced automation, artificial intelligence, and real-time control systems has paved the way for more effective robotic solutions in offshore mining. This study explores the dynamic performance of hydraulic crawlers to quadrotortrack robotic dredgers, focusing on their propulsion, navigation, and stability under high hydrodynamic conditions. By leveraging state-of-the-art technologies such as lithium-ion battery power systems, intelligent microprocessors, and sensor-based control mechanisms, these robotic crawlers offer a promising alternative to conventional subsea excavation methods. Furthermore, the review analyses recent experimental and simulation-based studies that assess the feasibility and performance of these systems in real-world applications. The findings of this review provide valuable insights into the role of 4IR in transforming subsea robotics for offshore mineral dredging. By addressing existing limitations and identifying key technological advancements, this study contributes to the ongoing development of nextgeneration robotic systems capable of operating efficiently in extreme underwater conditions

A deposit to be mined by underground methods can be accessed by a number of methods: ? Adit ? Decline or ramp ? Inclined shaft ? Vertical shaft. Adits are an economical approach when the orebody is above the general floor elevation i.e. suitable in hilly or mountainous terrain. Incline shafts are limited to relatively shallow deposits, and because they are developed on an incline, development lengths for a given depth are the three to five times longer than for a vertical shaft. Vertical shafts are the preferred method for deposits deeper than 300 m but the development rate is slow and construction costs are very high. Declines or ramps offer early access to shallow deposits, which develops the ore body expediently, but are generally developed at a gradient of approximately 12 per cent. Decline haulages have become an attractive alternative to shaft hoisting, and over recent years the role of decline access has become more widespread throughout South Africa. Traditionally, South Africa has enjoyed the use of shaft systems, largely due to the large knowledge base of mining the Witwatersrand Basin, where vertical and inclined shafts were the norm. South Africa has also had the advantage of cheap electricity, giving shafts a definite economic advantage. However, in recent years the national power utility ESKOM has undergone an expansion programme that has led to tariff increases of nearly 100% over a three-year period. Based on the changes in electricity tariffs and technological improvements to underground haulage trucks, the economic inputs to access development have changed. This paper reviews mine access for shallow deposits as currently applied in South Africa. Based on current economic inputs, the paper investigates at what point a vertical shaft would be more economical than a decline system utilizing typical South African mining equipment.

An often-overlooked parameter of flotation processing is the impact of surface chemistry. Flotation processing, being a heterogenous process is largely reliant upon the chemistry occurring at the interfaces between solid-liquid phases. Development of analytical techniques such as Auger electron spectroscopy, X-Ray photoelectron spectroscopy (XPS) and low energy electron diffractions (LEEDS) has allowed for a dynamic view characterizing surface composition and structures. The advent of ‘static’ systems, capable of measuring ultra-thin layers on surfaces at low concentrations, was the next step in surface analytical developments. In general, it is the low concentrations and fragmentation patterns which limit the analysis of certain chemical species at plant concentration ranges. At present, analysis of inorganic and organic surface modifiers by time of flight mass spectrometers with a variety of ionization techniques has become a common analytical method to measure chemical species on the outermost surface of mineral particles. By studying the relationship between surface analysis results with metallurgical outcomes, the implications of the presence of surface species can be determined. The presence of flotation activators or depressants can be established using Laser Ionization Mass Spectrometry (LIMS) and Resonant Ionization Mass Spectrometry (RIMS) which are highly versatile surface sensitive analytical techniques. A case study applied to sphalerite flotation in the Neves Corvo Cu-Pb-Zn concentrator and the implication inorganic surface modifiers have is presented. By determining the relative concentrations of Cu, Pb, oxidation products, Ca and other surface species in floated and rejected mineral particles, rationale for improving recovery and selectivity is elucidated. Oil, coal, and gas account for approximately 80% of global primary energy, but only a portion of total airborne CO2 eq (approx. 35% at GWP20 to 65% at GWP100), even though they account for 95% of total measured CO2 emissions. The benefits of these energy sources, as well as their related costs, are not all incorporated in current energy policy discussions. Global greenhouse gas policies must include documented changes in measured airborne CO2 eq to avoid spending large amounts of public funds on ineffective or sub-optimal policies. The authors examined airborne CO2, which is less than half of emitted CO2, as well as reported CH4 emissions and the global warming potential of CH4 as published by the IPCC for coal and natural gas. The surprising conclusion is that surfaced-mined coal appears ‘better for the climate’ than the average natural gas, and all coal appears beneficial over LNG. Therefore, current CO2-only reduction policies and CO2 taxes are leading to unintended consequences and the switch from coal to natural gas, especially LNG, will not have the desired impact of reducing predicted future global warming; in fact, quite the contrary. A large portion of anthropogenic global warming is attributed by the IPCC and IEA to CH4, but it must be noted that CH4 emissions from natural sources and from agriculture account for approximately 40% and 25% of annual global CH4 emissions respectively. Energy accounts for about 20% of documented CH4 emissions. CO2 contributes only approximately 35% of annual airborne anthropogenic GHG emissions after accounting for CH4, over a 20-year horizon. At a 100-year horizon, the contribution of CO2 increases to approximately 60%. Energy policies that do not consider all GHG emissions along the entire value chain will lead to undesired economic and environmental distortions. All carbon taxation and CO2 pricing schemes are incorrect and need to be revised. At IPCC’s GWP20 an approximately 2%1 higher loss of CH4 across the value chain prior to combustion of natural gas versus coal will lead to ‘climate parity’ of coal with natural gas. According to public data, natural gas value chains have high CH4 and undocumented CO2 losses. On a global average, using only IEA-documented CH4 data, natural gas emits approximately 15% more CO2 eq than surface-mined coal, over a 20-year horizon. This difference will increase as the use of shale gas and LNG expands. Investors should support all energy systems in a manner that avoids an energy crisis, including intermittent renewable energy systems where they make sense. If CO2 emissions need to be reduced, one of the most effective ways would be to install ultra-supercritical power plants with CCUS technology. However, the undisputed benefits of increased CO2 concentrations in the atmosphere because of its promotion of photosynthesis and plant growth effects (fertilization) need to be considered in energy policy decisions as well. The authors suggest that future research and development should concentrate on reducing net emissions from fossil fuel power plants and providing cost-effective and reliable new conventional power generation capacity, utilizing clean coal and clean natural gas technology.

South Africa has two main platinum reef deposits, namely the Merensky reef and the UG2 reef. These reefs are currently mined using traditional drilling and blasting methods. Mechanized cutting could potentially enable continuous mining, which would offer significant advantages. This would require thorough understanding of the cutability of the rock. To explore this, a linear cutting machine was developed to conduct laboratory scale cutting tests. This work describes the development and commissioning of the cutting machine using sandstone, as well as subsequent characterization tests on UG2 reef samples. UG2 reef has large variability in strength on a millimeter scale. This introduces uncertainty in the test results due to added variance from one cut to the next for the same UG2 reef sample. Another problem is the variability in rock properties of the UG2 reef, when testing samples from different mines. The cutting tests led to fine fragmentation, which is known to be a significant problem for cleaning operations in underground stopes and warrants further research. A finite element method simulation of the rock cutting was conducted using ANSYS LS-DYNA and the continuous surface cap model to simulate rock cutting in the UG2 reef. It was found that it is possible to use LS-DYNA with the continuous surface cap model to model rock cutting of UG2 reef and get acceptable results, but the user must calibrate the model parameters using the experimental results. Therefore, the model is only fit for one set of cutting parameters and further work is required to generalize results.

Aspects of the production of platinum group metals by reductive smelting in direct-current arc furnace processes are investigated using a computational modelling approach. The replacement of fossil carbon as a reductant by alternative reductants such as silicon carbide, ferrosilicon, and hydrogen is desirable for reducing direct greenhouse gas emissions from such processes, but the impact of these changes on the electrical operability of the process is poorly understood. This paper presents a study of plasma arc behaviour in the context of the ConRoast® reductive smelting process for Upper Group 2 ore as well as processes for recycling of automotive catalysts, using an integrated computational modelling workflow. It was found that the freeboard gas compositions, plasma properties, and arc behaviour were all affected by the choice of reductant, particularly in carbon-free smelting using ferrosilicon or hydrogen.

The slag-tailings based artificial reef concrete (ARC) is made of CaO-CaSO4 activated granulated blast furnace slag (GBFS) as cementitious material and deslimed gold ore tailings as aggregate. In order to investigate the potential application of the material as ARC, the strength development, hydration characteristics and application performance were investigated under different preparation conditions. Results indicated that using seawater as the mixing water can effectively promote the hydration of slag and generate a large amount of hydration products such as ettringite, CSH gel, hydrotalcite and Friedel ’s salt in the early curing period and so render the material with good early compressive strength. Seawater curing can also accelerate the hydration reaction in the early stage of hydration. The hydration reaction of slag and the compressive strength of ARC can be effectively promoted by increasing the specific surface area of slag. The 28-day compressive strength of the slag-tailings based ARC prepared with 30-50% CaO-CaSO4 activated slag and 50-70% tailings can reach to 19.88-42.87 MPa. Also, the material has a low surface pH value, good resistance to chloride ion penetration, and sulfate corrosion. "In South West Africa diamonds are mined from ancient beach deposits by the Consolidated Diamond Mines of South West Africa, Limited.To improve the control of mining production, a computer is used for the calculation of statistically more accurate and homogeneous ore blocks. Geological and sampling information has been digitized and stored on magnetic files.The figures derived for each block entail the calculation of the diamond size frequency distribution, the diamond density distribution and the ore reserve by using the density distribution.The diamond size frequency distribution is used for estimating the revenue in an ore block.A description is given of how a linear programming system can be used for production planning."
