The U.S. Bureau of Mines performed experiments to determine the embedded hydrogen chloride (HCI) and smoke particle characteristics during combustion of polyvinyl chloride (PVC) and chlorinated mine materials for development of a test parameter. The experiments were conducted in an approximately 20-L furnace at set furnace temperatures of 250° and 1,000° C, for a 14-min duration, with an airflow through the furnace of 10 L/min. The variables studied, as a function of time, were hydrogen chloride embedded on smoke particles, hydrogen chloride concentrations in the gas phase, smoke particle average diameter (dg) and particle concentration (no), and product of smoke particle diameter and concentration (dgno). Other variables included carbon monoxide (CO), carbon dioxide (CO2), and oxygen (O2) concentrations; sample mass weight loss; and furnace temperatures. Results show that there is a correlation between embedded hydrogen chloride, hydrogen chloride gas concentrations, and inverse of the smoke particle diameter-concentration product (1/dgno); the higher the hydrogen chloride gas concentrations, the higher the embedded hydrogen chloride, the higher the 1/(dgno) values. These correlations will enable development of a simple test parameter to assess the toxic hazard that these materials pose during fire.

Rail cars are referred to as "yellow-balled" when they are sufficiently old or damaged to preclude their efficient operation on long-haul or main line routes. For most coal carrying railroads, their alternative value is salvage. This, however, does not necessarily preclude their effective use, on a limited basis, by small mines located near existing trackage. Because of age, the sizes of these hopper and gondola cars ace currently 50 and 70 tons rather than the 100 tons commonly built at the present time. As a gathering system, yellow-ball rail could provide an alternative, particularly in Kentucky, western Pennsylvania and west Virginia, to coal trucks, conveyor belts and pneumatic pipelines [4, p.17], belts and pneumatic pipelines. Rail service of this type provides a limited alternative to track abondonment, a possible financial return to a railbank [3], a direct contribution to service demand on main lines, and a means by which many small eastern coal mines could retain or regain competitive viability [4]. In terms of energy efficiency, compared to trucking coal, the total direct energy impact (fuel) of yellow-ball rail can be expected to range from 280-990 Btu/ton-mile while that for trucks ranges from 1850-3120 Btu/ton-mile [2].

The objective of this research was to develop methods and determine conditions under which metallic sulfides with lower boiling points than sphalerite may be removed from zinc sulfide concentrates by volatilization. A higher percentage of extraction of lead, cadmium, and germanium than is common in current practice was sought. The investigation, conducted by the Metallurgical Branch of the Minerals Technology Division, Region VI, showed that, under proper conditions, it is possible to remove over 90 percent of the lead, cadmium and germanium as an enriched sublimate. The uses of lead, and cadmium to a lesser extent, are well-known. Although germanium was discovered in 1886 by C. Winkler, commercial use has been achieved only in recent years. The amount consumed per manufacturer unit is so small that the price of germanium may still be quoted by the gram. The electronic industries have been the chief consumer of this semiconductor. Germanium is sold largely to the fabricator as a dioxide for reduction to metal and subsequent processing into wafers for use in diode and triode electronic tubes. Extensive research at Purdue University during World War II led to the first practical use of germanium.

A primary, function of the Bureau of Mines is to encourage elimination of waste and the most profitable use of mineral raw materials. In line with this objective the Bureau has frequently stressed the importance of waste utilization at stone quarries. From time to tine studies both technical and economic in character have been made of problems pertaining to the most efficient use of natural, stone, particularly that which may be classed as a by-product of the higher grades of dimension stone. Every quarry producing ornamental or building stone yields large quantities of material that for one reason or another is unsuited for high-grade products, even though a great deal of work has been expended upon it more or less unavoidably. It is obviously good judgment to sell this odd-sized or off-grade stone at whatever price can be obtained rather than to spend more money to place it on the waste dump. In many cases, however, a really profitable side line has been developed.

"INTRODUCTION During the recent war the Bureau of Mines was requested to obtain in¬formation on the temperature at which ammonium nitrate mixed with certa: contaminants would react rapidly. This information was desired in connection with an investigation of an explosion that had occurred during the evaporation, by air agitation, of volutions containing ammonium nitrate in which compressor oil that might have passed the filters was suspected of being a contaminant.During the course of this work it was found that mixtures of ammonium nitrate and zinc reacted rapidly at comparatively low temperatures: and since zinc could not positively be eliminated as a contaminant in the explosion in question, a series of tests was carried out, not only with mixtures of ammonium nitrate and compressor oil but also ammonium nitrate and zinc with and without oil. A few experiments were made with metals other than zinc.The investigation was not as extensive as might have been desired, owing to limitations -in time. The results are presented at this time in view of their current interest in connection with the Texas City disaster, in which a large quantity of ammonium nitrate detonated in the holds of two ships."

"Stoppings in coal mines serve, important and. vital functions, such as coursing the ventilating current, sealing off abandoned or dangerous workings, sealing fire areas, and separating mines at boundaries. Stoppings may hold back water, but normally that is not their function; their design is, or should be very different from that of a hydraulic dap which is designed to a definite load, often a very heavy one, from one direction over an indefinitely long period. Hence, a dam usually requires an arched structure to resist hydraulic pressure, and it must be massive to meet vertical stresses due to heavy ground pressure.Stoppings are designed primarily to resist a pressure applied laterally through air or gases. Their strength cannot be stated without specifying the direction of applied load. A stopping may be placed in stress by proof pressure subsequent to erection, through extraction of pillars in the vicinity which may act direct, or by squeezing the ribs or heaving the floor. These forces act more or less parallel to the faces of the stopping and may be very great but measures must be taken suitable to each case, and it is impossible to allow for these in general specifications other than to call for normally good construction. A stopping is principally designed to resist the action of forces at right angles to its face, such as the shocks of blasting, the pressure of gas from instantaneous violent out bursts such as have occurred in certain British Columbia coal mines, sudden compression of the air by great falls of roof in closed spaces, and at time pressures that accompany an explosion of either fire damp or coal dust or both. This paper deals with the tests of pressures of explosions only."

Of the common causes of the larger mine accidents, such as falls of roof and coal, gas and dust explosions, mine fires, and the misuse of explosives, all of which are often closely related, each must be studied and fought in a manner peculiar to itself. The last mentioned, the misuse of black powder and other explosives, is sometimes considered the least important of these causes of mine accidents; but its impor- tance is much greater than the statistics indicate, for the reason that the misuse of explosives is the true cause of many of the fatal mine fires, gas or dust explosions, and falls of roof that are credited to other causes. Both the quantity of explosives used and the number of purposes to which they are applied are increasing. They are now made at about 150 plants, in different parts of the United States, and the product of a single year is estimated at nearly 500,000,000 pounds. Nothing in all this material is a safe or "safety" explosive when in the hands of a careless or ignorant person; and this is true whether considered in connection with the shipment or the use of these explosives. In addition to the large losses of life and property resulting from an improper use of explosives in mining, the recent statistics of the railway bureau for the safe transportation of explo- sives have shown more than 400 persons killed or injured and over $3,000,000 worth of property destroyed by explosives in transit by rail. The fact that three years of cooperative effort under the wise supervision of this bureau has reduced these losses to almost nothing encourages the hope that similar cooperative effort may likewise greatly lessen losses of life and property from the use of explosives in mining. The additions to the large death roll of our mines make a recurring appeal to the public for fair treatment of the coal-mining industry, and to the miner and the manager that they join in every possible effort for greater safety. It may never be possible under conditions such as exist to-day to prevent mine accidents entirely. Real economic growth for 1988 may fall short of the 3.3% projected by the U.S. Department of Commerce in August 1988 be-cause the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up com-pared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. [ ] Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those for the corresponding period in 1987.

The objective of this circular is threefold: First, to describe briefly the various modes of occurrence of sand and gravel. Second, to emphasize the need for adequate prospect¬ ing and exploration prior to the expenditure of funds for development and plant construction. Third, to describe various methods of prospecting and exploration and their application to the several modes of occurrence of sand and gravel. Sand and gravel may be found in nearly every county or township in the United States. Commercial deposits, however, are by no means so widespread. The introduction of concrete and the consequent impetus given to consumption of gravel and sand aggregates has seriously depleted deposits in some congested areas. Increasing re¬ strictions in the specification requirements for marketing sands and gravels have further narrowed the economic areas. On the other hand, the combination of increasing transportation costs and decreasing selling prices has forced the decentralization of gravel production. As a result smaller, intermittently operated, and widely scattered portable or semiportable unit plants have been encroaching on the territory formerly supplied from centrally located pits with large tr.atment plants. Generally speaking, the small portable plant can not produce any great variety of ma¬ terials to as exacting specifications nor as economically as the large permanent plant.

A practical method has been developed and field tested which provides an estimate of the bearing capacity of mine roof and floor. The relationship between penetration of the strata and imposed loads is determined by in situ tests. Information of this type is needed to determine the maximum allowable pressure that may be applied by self-advancing supports on roof and floor of a longwall face without causing a punching type of failure.

The purpose of this study was to determine mine workers' state of fie-fighting preparedness and the technology being used to detect and respond to underground coal mine fires. To investigate this problem, 214 underground coal miners were interviewed by U.S. Bureau of Mines researchers. Frequency distributions of workers' responses are presented in this report, along with segments of narrative accounts, to profile miners' fire-fighting capabilities. The data indicated that much variability exists from mine to mine and that there are several important changes operators may undertake in order to make miners better prepared to deal with fire underground: select appropriate sensors, establish and test a warning and communication protocol, construct a system capable of delivering hundreds of gallons of water per minute for sustained periods, institute formal fire preparedness audits, develop case studies of events that occur at an operation to use as teaching and assessment tools, and provide structured practice that can be incorporated into fire drills.

These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators, as well as to the industry as a whole. On the other hand, operating, costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. As a part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The inherent suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests.

Semipilot scale tests were made to demonstrate a newly developed electrorefining process which could be extrapolated to commercial scale in producing high-purity nickel and cobalt from crude nickel metal and high-grade ferronickel. The new process comprises application of solvent extraction techniques to remove and separate cobalt and iron from nickel and the electrodeposition in diaphragm cells of pure nickel and cobalt from chloride-based purified electrolyte. Using water insoluble organic amines, the solvent extraction operations enabled production of commercial-sized nickel and cobalt cathodes of higher purity than that of commercial electrolytic metals. The solvent extraction operation for separation of cobalt from nickel was made simpler than the conventional method. Furthermore, the solvent. extraction operation for iron removal made possible the electrorefining of ferronickel without the prohibitive loss of nickel resulting from the method ordinarily used for iron removal.

Efficient transportation is necessary to complement modern mechanized mining methods. The increasing trend toward high-capacity face loading equipment has demanded equally efficient haulage methods; this has been met by increasing mine-car sizes, using larger locomotives, and increasing haulage speeds, all requiring properly installed and maintained haulage roads specifically designed for this type of traffic. The recommendations and specifications included in this circular were made to point out salient factors important to the proper construction and maintenance of track haulage roads and to serve as recommended standards for track installation and maintenance. Literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet. No direct evidence of change in water quality or well performance was produced by blast vibrations, but removal of downslope support by excavation does cause lateral stress relief which permits the water-bearing fractures to become more open. This additional storage capacity causes the static water level to drop and for well-bore permeability to improve. Static water level recovers if sufficient recharge is available and well performance is improved.

The Bureau of Mines conducted an investigation to produce metallized pellets from domestic iron ore superconcentrates using lignite and subbituminous coal as reductants. Feed materials for the metallizing process consisted of commercially indurated iron oxide pellets and green pellets prepared from upgraded domestic concentrates with graphite or limestone as internal additives. Durability of the green pellets during metallization was investigated in tests conducted in a 7-inch-ID rotating drum furnace. Test results indicated that the major cause of pellet disintegration with the concentrates used was the tumbling action during reduction rather than forces generated within the pellets. In larger scale tests made in a 34-inch-ID by 35-foot-long kiln, the previously indurated pellets were metallized with lignite at 1,030° C with little disintegration. A 96-percent level of metallization was obtained in pellets having an average compressive strength of 420 lb. In subsequent, similar tests using green pellets containing graphite or limestone, pellet disintegration was more severe, with 10 to 40 percent of the feed being lost as dust. The surviving pellets had metallizations ranging from 88.3 to 94.4 percent and compressive strengths ranging from 60 to 68 lb.

The Bureau of Mines studied the effects of air oxidation on the recovery of float coal. Both batch-and continuous-type tests were made on six bituminous coals, representing the range in rank of coals now commercially used for carbonization, and on one anthracite coal. The effects on flotation recovery of oxidation at 1000 C for periods up to 50 days were investigated using an alcohol-type frother and a kerosine-pine oil reagent. Two series of release analysis tests were made, using one medium-volatile bituminous coal. Float coal recovery was adversely affected by oxidation in all tests where the alcohol-type frother was used. Conversely, a small degree of oxidation improved recovery with kerosine-pine oil frother for some of the coals in continuous tests. Prolonged oxidation (beyond about 14 days) adversely affected float coal recovery for all coals, the effect being more pronounced for batch-type tests and for tests using alcohol-type frother. Reagent selectivity for the rejection of both ash forming and sulfur bearing minerals was reduced by oxidation. Severe reduction of reagent selectivity required only about 3 days' oxidation for alcohol-type frother but more than 10 days' oxidation when the kerosene-pine oil reagent was used.
