In 1980 the Bureau of Mines developed the Mine Inspection Data Analysis System (MIDAS). MIDAS is a computerized, industrial hygiene data base capable of statistically analyzing environmental data collected in coal and noncoal mines and mills by Mine Safety and Health Administration (MSHA) inspectors or mine operators. The objectives of this report are to describe the current contents of MIDAS, to report analyses of coal and noncoal mine respirable dust samples collected by MSHA inspectors and to evaluate the proposed change in the metal and nonmetal respirable dust standard from a formula based upon the percentage of quartz identified in the sample to 100 µg/m3 of respirable quartz. Based on samples collected by MSHA inspectors, changing the noncoal respirable dust standard would result in 4 pct fewer samples with dust concentrations exceeding the standard. Analysis of respirable coal dust data collected by MSHA inspectors showed that mines with longwall plows or shears had the highest geometric mean concentrations (1.64 and 1.29 mg/m3, respectively). Mine operations using continuous rippers out-numbered longwall mine operations about 10 to 1 and had a geometric mean concentration of 0.66 mg/m3.

Because of the importance of oil-shale reserves the Bureau or Mines resumed research investigations in this field beginning in 1944. The Bureau early decided to build a Large-scale demonstration plant to accomplish the dual purpose of obtaining design data and to produce crude shale oil for refining studies. Two 40-ton-Capacity batch N-T-U (Nevada-Texas-Utah) retorts were completed for this purpose in 1947. After a preliminary operation, the plant was used to investigate process variables of air rate, recycle gas rate, and shale particle size and crude. Correlations obtained from these variables are presented in this report. Researchers concluded that recycle gas was not necessary for efficient operation of the process. Short comings of the batch method of processing the oil shale are pointed out in the report. Several periods of prolonged production operations were carried out. During these periods, the retorts were operated to produce as much crude oil per day as possible. The lifetime operation of the N-T-U retorts was divides into three periods, namely, preliminary operation, process variable study, and production operation. During the preliminary operation, 187 runs were made with a total of 7,596 tons of raw shale used to produce 3,688 barrels of crude shale oil. During the process variable study, 179 runs were made with a consumption of 7,494 tons of raw shale and a production of 4,218 barrels of crude shale oil. The production operation consisted of 554 runs in which 22,457 tons of raw shale was used to produce 12,359 barrels of crude shale ail. The overall total for the lifetime operation of the retorts consisted of 920 runs with a total consumption of 37,547 tons of raw shale and a production if 20,265 barrels of crude shale oil.

Although during the past 10 years Alabama has attained an enviable position by its coal-mine accident experience and, like most of the other coal-mining States, has made progress in the safer operation of coal mines, there is still room for improvement, which can be realized only by still greater efforts on the part of employees and employers. From 1993, when accidents were first recorded by the Alabama State Mine Inspection Department, to 1934, inclusive, 3,451 men lost their lives in the production of 569,722,676 tons of coal. The primary purpose of this report is to bring to the attention of the mining industry in Alabama end elsewhere statistics of fatal accidents for 1931-34, with the hope that a study of the causes may lead to reduction of similar accidents in the future.

"INTRODUCTION The need for an accurate and precise analytical method for determining moisture in coals of high water content has been recognized by the coal industry as well as the fuel technologist. Interest in this particular phase of coal technology extends back to the early work of German investigators on the brown coals of Central Europe. Studies by these workers led to the establishment of a direct immiscible liquid-distillation method 4/ as the accepted moisture determining technique in European laboratories. Direct moisture determining methods, those methods that utilize various techniques to drive off the water from a given sample of coal and either collect the water in a calibrated receiver or selectively trap the water driven off in a suitable absorber, have found little favor in the United States. They have been treated merely as research tools.5/ The problem of moisture determination in low-rank coals of the United States has not been given much consideration because such coals contribute only about 2 percent of the total United States production. With renewed activity in low-temperature carbonization and with the growth of interest in coal and coal-tar hydrogenation, the American coals of lover rank containing 20 to 40 percent bed moisture will be subjected to extensive investigation. If the low-rank coals of the United States are to be accurately appraised, the need for qualitative and quantitative analytical proceeded becomes more pronounced. These coals, especially the lignites of Texas and North Dakota, are highly susceptible to oxidation, a process that proceeds to a greater or less extort when low-rank, high-moisture coals are treated by oven-drying methods. The extent of this atmospheric oxidation has been described and evaluated by numerous workers. 7/In many respects, the problem of moisture determination in low-rank coals, those found in the United States and the high-moisture coals of Central Europe, is similar. Conversely, the problem of moisture determination assumes a different aspect when the coals of the eastern and the middle-west sections of the United States are considered. Present methods, the loss in weight gravimetic-type procedures, serve adequately to test these low-moisture coals. The determination of moisture in coals containing 20 to 40 percent water should be approached from a direct method rather than from an indirect gravimetic-type procedure because of the oxidative tendencies of these coals and the demonstratrated inability of a loss-in-weight technique to remove all the water in a given sample of coal."

THE TOTAL VALUE of sales of coal-chemical materials in the 10-year period 1948-57 increased 34 percent or at an average annual rate of approximately 3.5 percent. According to the Chemical Industry Facts Book, third edition, 1957, published by Manufacturing Chemists' Association, Inc., the production of industrial chemicals since 1939 "has grown at au average rate of about 10 percent" a year (p. 7). The rapid growth of the chemical industry increased requirements of chemical raw materials at a faster pace than could be supplied by coal carboniza¬tion, and view sources of supply became necessary. The petroleum industry in the past decade increased tremendously the flow of chemical raw materials to the chemical industry through the processing of crude petroleum and natural gas. Whereas coal carbonization supplied most of the raw materials for manufacturing synthetic organic chemicals before World War 11, coke ovens supplied only about 40 percent of the total used in 1957. Although the proportion of chemical raw materials supplied to the chemical industry by coke-oven operators declined, this source of supply is large and important to our economy. In 1957, the value of coal-chemical materials sold, including surplus gas used by producing companies, totaled $358 million, compared with $267 million in 1948. Major factors that contributed to this gain were (1) increased production of all coal chemicals and (2) higher prices for tax and light-oil products. Gains in output of coal chemicals resulted principally from expansion in carbonizing capacity of coke plants owned and operated by the iron and steel industry, as yields of the basic coal¬-chemical materials (tar, ammonia, light oil, and gas) varied only slightly during the 10 years under review.

The art of treating ores by the chloride volatilization process is still in the experimental stage. The process has not been sufficiently developed along metallurgical lines to warrant a definite statement as to the exact place it will occupy in the industry. The basic theory of the process has received the attention of prominent metallurgists for 20 years, and considerable research and experimental work have been carried on. Much of the experimental work done has never been published; if the accumulated results were made known, they would greatly aid,. the further development of the process. This bulletin aim~ to bring the salient features of the process to the attention of metallurgists for the purpose of furnishing information to and receiving comments from interested parties with the ultimate hope that the process will be a commercial success. If commercially utilized, the process will fill a long-felt want in metallurgy, especially in the treatment of oxidized and semioxidized or" carbonate" ores of copper, lead, and silver. Such ores are difficult to treat by gravity concentration or by flotation: in the former their tendency to slime upon crushing and their being of lower specific gravity than the sulphide minerals cause serious losses; in the latter much has been done in sulphidizing oxidized ores and subsequently recovering the artificial sulphides by flotation. Difficulties in proper sulphidizing and the low recoveries obtained have not balanced the cost of the treatment in many plants and in very few has it proved successful. Evidently there is a big void to fill in the treatment of these ores. No radical changes in present methods are forecast, but it is obvious that chloride volatilization can have a distinct place as a method of treatment for ores that are not readily amenable to present methods. In many plants it might replace concentration methods, especially where part of the mineral content in the ores exists in forms other than sulphides.

Large quantities of gasoline are lost each year by evaporation from bulk-storage station tanks. The rate of evaporation from bulk-station tanks is influenced by two principal factors: First, the vapor pressure of the gasoline in the tank; and second, the amount of "breathing" of the tank. The vapor pressures of the gasoline govern the amount of the gasoline vapor in the air-vapor mixture above the gasoline in a tank at a given temperature. This is one of the principal factors in determining the total pressure of the air-vapor mixture within the tank. The "breathing" of the tank is caused by the inflow of air from the atmosphere during certain periods of the day and the expulsion of the air-vapor mixtures at other times, caused by atmospheric variations. The pressure built up within a tank and the amount of gasoline in the air-vapor mixture are both a direct function of the temperature existing within the tank. Therefore, two of the most common methods for reducing evaporation losses from bulk-station tanks are: (1) The use of vapor-tight tanks equipped with relief valves and operated at 1 or 2 ounces of pressure and about .5-ounce vacuum; (2) reducing the temperature of tanks and their contents by painting them a light color, by insulation, and in some instances by using water sprays. Water sprays, although effective, usually are too expensive to operate economically. In order to determine and compare the effects of various colors, insulation, and pressure in reducing the evaporation losses of gasoline held in storage in bulk-storage tanks, the Bureau of Mines made observations from May 29 to October 15, 1930, on five horizontal tanks of 12,000-gallon capacity each, which were erected at the plant of Black, Sivalls and Bryson Manufacturing Co., Kansas City, Mo. This report gives in detail the results of these evaporation tests.

Knott County is one of the smaller coal-producing areas in the Eastern Kentucky coal field. It contains numerous coal beds, many too thin to support mining over a wide area, Coal produced in the county is from a few rail-shipping operations and many small truck mines. Many smaller mines are working beds whose exact location in the coal-bearing strata is uncertain. Samples were collected from 11 different coal beds, of which the Fire Clay, Hindman, Upper Elkhorn No. 3, and Flag are the most import ant from a product ion standpoint. Known reserves in the Hindman bed. are very limited, and almost the entire production from this bed is gathered from two comparatively, large rail-shipping mines in addition to the four principal beds, samples were taken in the Francis, Haddix, Fire Clay Rider, Whitesburg, Amburgy, Upper horn No. 2, and Upper Elkhorn No. I .beds. Figure 1 is a typical section of the strata, showing the more important coal beds and. readily identifying their location with respect to each other. The bed names as shown are particularly important because of the local tendency to assign several names to the same bed. In support of its goal to maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines has investigated a novel hydrometallurgical system with sulfur dioxide. Differential leaching with dissolved SO2 of manganese, nickel, and cobalt from their hydrous oxides was found to be very rapid and efficient--almost instantaneous and quantitative. In this method a given weight of mixed oxides previously ground to minus 200-mesh is slurried with a leach solution containing a specified quantity of dissolved SO2 for 10 minutes at room temperature and ambient pressure. An empirical leaching parameter, R, is defined as the ratio of the number of SO2 moles in the leaching solution to the weight of the metal oxide charge. Plots of the variation of metal extraction with the ratio R generate a series of sigmoidal-shaped curves, each of which is characteristic of a specific metal extraction. A threshold value of R is required to initiate the leaching of a given metal from the mixed oxides. Once this threshold is reached, the metal recovery can increase to more than 95 pct in very short times. For increasing values of R, the extractability of various metals by SO2 follows the order: Mn > Ni > Co >> Fe, Al, Cu. Differences in the threshold R values permit a variety of metal separations to be made simply by adjusting the quantity of SO2 in the contacting solution. Success in this leaching system depends upon comminuting the sea nodules to less than 0.149 mm (100-mesh). Above this critical size, leaching is slowed due to the inaccessibility of inner particle reacting groups to the SO2 leaching agent. This results in nonselective extraction and less extraction of preferred metal values. At or below 0.149 mm, leaching by SO, is possible with all its attributes of selectivity, sensitivity, and rapidity. Leaching with HC1 solutions of the same pH level as dissolved SO2 yielded mixed, slow, and incomplete metal extractions. This observation rules out any interpretation based on hydrogen ion as the leaching agent. The leaching curves resemble the complexometric titration curves of heavy metals with specific coordination species.

Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have been largely abolished, the mining public has been brought to recognize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. The people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too Iowa proportion of the metals sought. Now better methods are being tried on every hand, and the unparalleled record of the year is largely due to the success of these efforts. According to the preliminary estimates of the United States Geological Survey the output of metals and minerals in this country in the calendar year 1916 had a total gross value of slightly more than $3,000,000,000. The first metal-mine accident-prevention course was prepared and published in 1942-45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all accidents.

It is generally recognized that the productivity and ultimate recovery of an oil well may be reduced as a result of reduction in permeability of the sand at the well bore by invasion of filtrates and clay particles from drilling fluids. As a means of determining whether a sand has been "damaged" from these sources, several investigators2 3 4 5/ have developed methods of analysis based on the rate of increase in bottom-hole pressure while a well is shut in. Because of growing recognition of the importance of completion practices as related to the quantity of oil that may be recovered from wells, the Bureau of Mines has studied completion practices in California and the Midcontinent area. Well-interference and pressure-buildup tests were completed Ear seven wells in the Scurry Reef field to determine the effective permeability in the reservoir.6/ Also, a study was made of the pressure-decline curves obtained from 35 water-input wells in 5 different production areas of northeastern Oklahoma and eastern Kansas.7/

Anticipating the availability of space-altitude imagery from the Earth Resource Technology Satellites (ERTS), the Bureau of Mines investigated the possibilities of using suck imagery in its activities in solid waste disposal, reclamation of mine workings, and mineral resource inventory. The study indicates that monitoring open pit and strip-mining operations can be done using conventional techniques if the sharpness of the imagery is sufficiently high. Possibilities also exist for semi-automated processes for change detection. Additional experimentation is needed for multispectral discrimination and identification of mine-related phenomena.

1. This investigation shows that the Poplar Creek is the most important bed in Scott County from a production standpoint. Although the Poplar Creek bed contains the largest reserve, the Big Mary has a larger recoverable reserve. Estimates of reserves also have been made for the Pewee, Red Ash, Windrock, Upper Pioneer, Jellico, and White Oak beds. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 143 million tons as of January 1, 1954. Of this total, 74 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Research workers from the Bureau of Mines and industry met with other government and industry representatives at the Mont Chateau Lodge, Morgantown, W. Va., on May 30-31, 1973, to discuss the current status of methane control in eastern U.S. coal mines. The opening remarks, the eight technical presentations, and the discussions of the members of a government-industry panel are published here for the benefit of those concerned with the control of methane in coal mines. In addition, an introduction has been added to present the background of work in this field.

This report contains Bureau of Mines routine crude-oil analyses of 20 samples from5 areas on the arctic slope of Alaska. Two samples were condensates from the South Barrow gasfield, Barrow Lakes area. The remaining 18 samples were crude oils from the following areas: Barrow Lakes, 1 seepage sample; Umiat, 10 well samples; Cape Simpson, 1 seepage sample and 3 well samples; Fish Creek, 2 well samples; and Wolf Creek, I well sample. Table 1 summarizes information on the origin of the crude-oil samples, and table 2 summarizes characteristics of the samples. Item numbers in both tables correspond to item numbers of the analyses at the end of this report, and the samples are referred to by these numbers throughout the text.

This report presents the results of washability examinations of seven coals from the principal coal-producing fields of Montana. A complete performance test of the Baum-type jig operated at one of the mines is included, as are the results of cleaning tests made on two of the coals in a dense-medium pilot plant. The coals examined from the Red Lodge, Bull Mountain, and Forsyth fields are comparatively easy to clean. Ash contents of 5 to 10 percent can be obtained at yields of washed coal ranging from 90 to 95 percent. The coal from the Great Falls field, however, could not be cleaned readily to less than 14 percent ash, and the rejection of impurity would amount to over 25 percent. The two coals treated in the dense-medium pilot plant were characterized by sharp separation of impurity, high recovery efficiency, and satisfactory reduction in ash content.

This investigation (in five parts) extends the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The extension of the theory is confirmed by experimental laboratory sampling using standard procedures. The probability distribution functions (the binomial, hypergeometric, multinomial, generalized hypergeometric, and those here called the compound binomial and compound multimomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, and finite population moments are developed from corresponding infinite population moments using a newly defined mathematical operation. The first three experimental moments in laboratory sampling to given weights of particles are compared with the theoretical moments of their corresponding compound mult.inomial distributions. The agreement is striking. The study is divided into five parts. Part 1 deals with probability or random sampling to n items and with all sampling to n items per sample from some one probability distribution. This is the area of sampling covered by well-known theory. Accordingly, the procedures may be different but many of the results are well known.

The Bureau of Mines developed a fast, reliable modification of the Griess-Ilosvay procedure suitable for field analysis for NO2 in the fumes from explosives. Known concentrations of NO2-air mixtures were analyzed for the nitrous acid or nitrite formed in the reaction with three Griess-Ilosvay-type reagents by diazotizing and coupling. Comparison was made of the Rider-Mellon, Saltzman, and Patty-Petty procedures; the three procedures are in agreement if sufficient time of contact between NO2 and the reagents is allowed. In experiments to obtain an accurate factor for converting NO2 to nitrite, overnight contact was allowed in order to be sure conversion was complete. The factor was found to be 75 percent with a standard deviation of ±3.2. Low and erratic results were found using either the Saltzman or Patty-Petty reagents as absorbing liquids unless several hours' contact was allowed. If dilute NaOH solution was used as the absorbing liquid instead of a Griess-Ilosvay-type reagent, 92 percent of the overnight conversion factor was found after a 3-minute shaking time and a la-minute standby time. The Saltzman reagent was preferable for fieldwork with the dilute NaOH solution as the absorbent because of its easy application, rapid reaction, and intense color even at low NOB concentrations.
