Concern over possible wartime shortages finally resulted in passage of the Strategic Materials Act in 1939. As authorized by one section of this legislation, the Bureau of Mines proceeded to investigate deposits of seven strategic minerals with the objective of developing tonnages of low-grade material that could be mined in an emergency. During the war, the size of the program and the number of strategic minerals were increased, and the objective was the more immediate one of aiding production. Since the war, the size of the program has been reduced, but the number of minerals on the strategic list continues to be large. The objective has returned to that of 1939. In the course of the program, more than 10,000 examinations were made and about 1,300 projects were run on deposits of 33 different commodities. A considerable contribution to war production was made in six of the commodities investigated, and a minor contribution was made in twelve others. Substantial reserves have been indicated in 19 minerals. Private interest is currently active in some of the deposits developed in 14 commodities.

A series of papers dealing with diamond drilling practices, compiled in accordance with an outline prepared by engineers of the United States Bureau of Mines, is to be published as information circulars by the bureau. This paper, the first of the series, describes the general practice at the United Verde mine during the last ten years; specific instances cited in the paper refer to 1930, the last year of full operation. The United Verde copper mine is located at the town of Jerome, Yavapai County, north central Arizona.

The contractor examined L.T. White's Patent No. 3524680 and, finding it in need of engineering refinements, proceeded with a conceptual design of a variable wall mining machine. The contractor then proceeded to assess the feasibility of the variable wall mining machine measured against the criteria specified by the U.S. Bureau of Mines. The feasibility was judged from a physical aspect, a health and safety aspect, and an economic aspect. The Variable Wall Mining Machine was judged to be feasible on all three aspects provided that certain specified practices were adopted. Description The specifications and design and performance parameters of the Variable Wall Mining System as conceptualized are summarized in Tables I and II. The system consists of a side-cutting auger operating in a string of identical 12 ft. sections, along a 500 ft. retreating longwall face. In addition to the 41 identical sections, there is a special drive and discharge section at the head gate.

Preliminary work in the investigation of electrolytic manganese, as reported4/, showed promise for a practical procedure of continuous production. Laboratory work was continued in the direction of process simpliication to determine an economically feasible procedure that would require a minimum of expensive equipment for plant erection and a minimum of reagent consumption for operation. Results furnished enough evidence to indicate that modifications of the process could be made leading to simplified procedure and with no sacrifice in operating efficiency. A supply of at least 200 pounds of the metal was desired for alloy research, and it was believed worth while to utilize available facilities in a search for difficulties that were not encountered in the laboratory and that might arise in larger-scale operation. Consequently, an experimental pilot plant was erected. The plant was designed for a capacity of 15 pounds per day of metal and operated under simulated plant practice.

A CLAY, sand, and gravel deposit known as the "buried valley" of the Susquehanna River is situated in the Northern field of the anthracite region of Pennsylvania near Wilkes-Barre. The presence of this buried valley and the uncertainty regarding the extent and physical condition of the water-bearing valley-fill deposits have made great care necessary in mining operations to avoid breaking the strata between the mine workings and the valley-fill deposits to the extent that inundation of the mine workings would follow. The principal factor that threatens to cut short the life of the anthracite industry, to curtail production, and to affect the economic structure of the people and business dependent on anthracite for their livelihood is inundation of anthracite mines (6,7).3

Brown iron ore resources in Barbour, Butler, Crenshaw, and Pike Counties were investigated in a drilling program and geological study by the Federal Bureau of Mines in cooperation with the Alabama Geological Survey and the University of Alabama. The aggregate footage drilled was 18,010 linear feet. When developed, reserves of 12,664,000 long tons of crude ore were indicated, containing from 26.9 to 29.0 percent iron and 0.2 to 1.6 percent manganese under a maximum overburden of 40 feet. Total inferred crude ore for the four counties was calculated to be 827,700,000 long tons. Beneficiation of samples by simulated log washing and use of a 1/8-inch screen yielded from 46.8 to 51.7 percent iron and 0.2 to 2.6 percent manganese. Screen-test studies indicated no appreciable interlocking between the iron and manganese minerals and the waste particles of materials retained on a 200-mesh screen. Clay was prominent in micron-size slimes. Silica was deleterious in the minus 20-mesh size. While an indicated 2,198,000 dry long tons of usable iron ore can be recovered, sink-and-float tests show that it may be possible for 4,654,000 dry long tons to be recovered by other than log washing. However, applicable commercial processes have not been demonstrated.

The Metaline mining district was examined in 1942 by Bureau of Mines engineers with the cooperation of geologists of the Federal Geological Survey. Because the demands of war production were rapidly depleting reserves in some of the older zinc-lead producing districts of the United States, it was decided that an attempt should be made to increase the proved or indicated ore reserves of the Metaline district. With this objective, certain areas to be explored by diamond drilling were selected. The Bureau of Mines began work on this program. January 15, 1943; work terminated September 8, 1945. Forty-five holes were drilled in seven areas, The holes ranged from 154 feet to 2,050 feet in length. Their combined length was 38,150 feet. Thirty-three of the holes were drilled in. the North Pend Oreille and the West Bella May areas.

The Holmes Safety Association was organized and named in honor of the late Dr. Joseph A. Holmes, first director of the United States Bureau of Mines. The association is a national organization and operates through local, sectional, or State chapters in mining, petroleum, and allied industries. The National Council of the Holmes Safety Association consists of representatives of State councils and local chapters, with the Director of the Bureau of Mines as president.

During 1982 and 1983, the Bureau of Mines concentrated its fugitive dust control research on haulage road dust suppression by newer chemi-cals relatively unknown in the mineral industry, innovative dust control designs for haulage trucks, chemical tailing basin stabilization, and combined chemical and vegetation tailing basin stabilization. Relatively unknown dust suppression chemicals and innovative aerodynamic modifications to haulage truck fender designs were tested on a Minnesota sand and gravel operation haulage road. Magnesium chloride salt at 95-pct control efficiency and a petroleum derivative at 70-pct control efficiency were effective in suppressing dust generated by haulage vehicles; however, none of the fender modifications were successful. Commonly used dust suppressant chemicals were tested on a Minnesota taconite tailing basin to reduce the dust lift-off during the spring and fall dry seasons. The most successful chemical was lignin sulfonate with a seasonal cost of less than $200 per acre to achieve 90-pct dust control. When chemical treatments for immediate dust control were com-bined with revegetation for permanent control, the most promising chemical treatment based on vegetation response was lime-neutralized lignin sulfonate.

"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and· approved February 25, 1913, made it the province, and duty of the Bureau of Mines to ""disseminate· information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1990, to December 31,1991. Recent papers on support of roof and top rock in mines representing present practice in so far as it hits been described by engineers in all of the principal mining countries, cover a relatively aide range of topics. The papers abstracted herein include such subjects as the testing of materials of support, failure and movement of rock above workings, effect of excessive pressures on rock masses, axed the application in mines of timber, metal, concrete, packing, and filling support. It is not within the scope of this paper to present a logical and orderly discussion of the elements of support and their application to conditions influenced by the material worked or the method of mining. Only the essential facts of a paper appear in the abstracts, the idea being to give a fairly clear picture of the behavior of various types of support under brows conditions and to put into concise form important information concerning present practice, modifications of practice, and the trend toward new practice. With such valuable facts from others experience made readily available, it Is hoped that the engineer with particular and often trying problems may obtain suggestions that will be immediately helpful.

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the predicted fields more nearly model the measured data than does the homogeneous half-space model.

"Railroad locomotives produce heat, gas, and smoke, which cause considerable discomfort to engine men and firemen while passing through tunnels. In order to try and improve these conditions, the Bureau of Mines has investigated the composition of atmospheres in cabs of freight locomotives while in tunnels; and some of the higher temperatures in the cabs were noted; physiological effects upon men were determined and gas masks and respirators were devised to eliminate the effects of irritating and poisonous gases and smoke. Those investigations were conducted in tunnels of the Baltimore & Ohio, Pennsylvania, and Union Pacific railroads; while that described in this paper was carried out in tunnels of the Chesapeake & Ohio, Railroad, situated in the Blue Ridge and Allegheny Mountains in Virginia and West Virginia, Freight locomotives used by this railroad are of the Mallet type, which have two separate cylinders: and two separate sets of driving wheels on each side. In locomotive language they are of the 2-6-6-2 type. All of the cylinders act as simple engines when starting or in slow, heavy hauling; but at faster speeds the pair of cylinders on each side operate compound, Mallet locomotives are the largest and most powerful now operated.The tendency in train operation has always been to increase the burden upon locomotives, Present traffic needs frequently load even the Mallet engine to capacity, and yet the weight of trains tends to increase. It has been suggested as a means of securing greater power units that Mallets be constructed to operate only as simple engines. This would increase the amount of steam given off as the amount of coal burned and the resulting volume of flue gas emitted."

In 1939, American industry got, off to a poor start, slowed down further during the first quarter, quickened after May, speeded up still more when war broke out again in Europe, and ended the year at a pace close to an all-time record. The average index of general business activity for the entire year (105) was well ahead of that for 1938 (86), failed to equal that of 1937 (110), and fell behind the average for 1929 (119) by a wide margin. This report presents the results of a 7-year Bureau of Mines program to review, revise, and make an effective engineering tool of the microseismic method of determining the stability of rock structures. The program consisted of developing new microseismic equipment and data analysis techniques and extensive field investigations to demonstrate the effectiveness and potential of the broad-band microseismic method. The guidelines for choosing the components of a microseismic system are presented along with approximate cost figures. Different microseismic systems are discussed, including completely automated systems. Procedures for conducting microseismic investigations and analyzing microseismic data are discussed in detail. Field situations which show the full value of the microseismic technique as an engineering tool are described.

"In preparing this paper, an attempt was made to obtain results of plant-scale carbonization tests on washed and unwashed coal tram to same mine. A letter. in which the following questions were asked, was sent to some 50 coke-oven superintendents and others who might be interested:“What is the influence of washing coal on:(1) The chemical and physical properties of coke, as for example, the size, the amount of breeze, the fracture, strength, cell-structure, etc.(2) The quantity and quality of gas and by-products.(3) The capacity of the ovens.(4) The composition of the coal..""Your general opinion, as well as any specific data or results of testa, on this important subject will be greatly appreciated.""Of the 45 replies received, 24 stated that they had never used washed coal; 11 had used washed coal but had no comparative data on similar coals washed and unwashed; 7 answered some of the questions based on their general experience; and 3 gave some test data on Pittsburgh bed coal from western Pennsylvania. In none of the three tests did the washed coal come from the same mine as the unwashed. The washed coals in the three tests were from the same washery - one of modern construction in which the operations are under careful technical control in order to give a uniform product containing a minimum of surface moisture. The unwashed coals which were previously used in these plants were from different nearby mines in the same coal bed, and were supplied by the same company. Obviously, no sweeping or finale conclusions can be drawn from these few tests on coal from a single washery. Therefore, the writer vas obliged to consult the literature, coal-carbonization and coal-washing engineers, and other authorities to supplement the fragmentary information gleaned from the questionnaires in order to present a picture of chat gas engineers may expect from the use of washed coal in a carbonizing plant."

As a part of the Bureau of Mines' intensive; 'investigation of domestic manganese deposits, ore-dressing studies were conducted on three samples of oxide and silicate manganese ores from various Wyoming properties. The samples wore as follows: 1. A 2-ton sample of ore was obtained by a Bureau engineer during examination of the Caulkins-McGuckin property in the center of Crook County, 10 miles north of Sundance, Wyo. The ore body was described as a vein deposit in rhyolite porphyry. 2. The J. B. C. Mining Co. submitted a 1-ton sample of oxide manganese ore from a property located 44 miles northeast of Rock River in Albany County, Wyoming. 3. A 1-ton sample of oxide-silicate-ore was obtained by a Bureau examining engineer from the Gheen property in the northeast corner of Washakie County, Wyo. The ore body was described as a replacement deposit in a country rock of silicified limestone. As the samples differed widely in physical and chemical characteristics and also in their response to methods of concentration, ore from each property was considered a separate ore-dressing problem.

"INTRODUCTION During the past 4 or 5 years the frequent occurrence of bumps in coal mines of the Cumberland field, in Harlan County, Ky., and Wise County, Va., has caused much apprehension among miners and mining officials of that region.These bumps have caused many deaths and injuries, and have been increasing in frequency. Eight men were killed and a number injured by bumps in the first 4 months of 1934. Their unpredictable occurrence and the usual absence of any preliminary warning tremors or sounds, such as ordinarily precede a large fall of roof, cause fear of other bumps and impair the morale of mine workers.Acknowledgments This report on bumps in coal mines of the Cumberland coal field of Kentucky and Virginia is based on an investigation made at the urgent request of .the Harlan County Coal Operators Association, through James F. Bryson, director of safety of the association, to the Director of the United States Bureau of Mines, following a series of disastrous bumps in. Harlan County, Ky., and Wise County, Va. The request was granted and the writer detailed to undertake the investigation, which was made in June 1934.The officials of certain operating companies in the Cumberland field gave every facility for examining the conditions accompanying bumps in their mines. This volume, the first of a six volume final report, provides an executive summary of the research and results carried out under a grant from the U. S. Bureau of Mines on underground coal mine ventilation. Under the project, a mine ventilation simulator was developed. Sensitivity of leakage and friction factors on the total quantity and pressure requirements was studied. The simulator was applied to a new mine under development, and to an operating mine, to demonstrate the usefulness of the simulator in ventilation planning and in evaluating proposed changes to existing ventilation system. This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature; a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.
