The Bureau of Mines investigated coal storage silos to determine how gassy coal must be for methane accumulations in a silo to become hazardous and where such accumulations are likely to occur. Methane concentrations were measured in the open space above the stored coal pile, in the pile, and in the reclaiming area. No methane layering was found in closed-top silos. Reclaiming areas were as gassy as the top part of the silos. Coal samples were collected from the conveyors entering the silos in order to assess the gassiness of the coal. No simple correlation was found between the gassiness of the coal stored and the measured methane concentrations. However, at mines where the average 24-hour gas emission from the conveyor belt samples was 14 ft3/ton or more, fans or open tops were used. It appears that a large fraction of the methane released during storage remains in the void space between the coal particles.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. Shafts into coalbeds usually produce the most methane, so the information in this chapter applies primarily to shafts at coal mines. Nevertheless, much of the information is relevant for noncoal mines that have methane in the mine or in the overlying strata. Since the promulgation of the MINER Act and the follow-up changes to the regulations governing mine seal construction and maintenance, mine operators must be acutely aware of the atmosphere in sealed mine areas and prepared to deploy control technologies when the conditions are warranted. On Site Gas Systems1 in Newington, Connecticut was awarded a contract by the National Institute for Occupational Safety and Health (NIOSH) to construct a novel in-mine nitrogen (N2) generation plant using pressure swing adsorption (PSA) technology. PSA technology utilizes carbon molecular sieve material and pressure to adsorb oxygen (O2) molecules while allowing N2 molecules to pass through the sieve material. The prototype PSA unit was tested at the NIOSH Safety Research Coal Mine (SRCM) where a 62,000 ft3 area of the mine was rendered inert during a series of two tests. The resultant data were then used to construct a CFD simulation of both injection tests. In addition, O2 depletion and gas leakage rates were quantified in the model and were compared to actual values. Once the model was calibrated, the sealed mine area was doubled and simulations were made with various injection rates and injection site locations to determine the impact on the time needed to render this area inert. This paper presents an overview of the PSA plant, the details of the gas injection tests and CFD modeling work.

Centrifugal model embankments with varying geometries and materials were constructed of- coal waste material, accelerated From 100 to 120 times earth's gravity, and subjected to various throughflow rates until failure occurred. Complementary laboratory tests were performed on the waste materials to obtain strength and permeability parameters for analytical calculations to predict observed centrifugal model behavior. Failures in the form of deep.-seated failure, or erosion and sediment transport or a combination of both, occurred in model embankments with 1V:1-1/2H and 1V:2H slopes when the phreatic surface due to seepage exited on the downstream slope: Positive seepage control, i.e., a toe drain successfully prevented sloughing and failures. Slope stability analyses agreed well, albeit conservatively, with observed model performance. Factors of safety ranged from 0.7 to 1.02 at the instant of failure for models with retrogressing slips as compared with 1.05 to 1.7 for stable embankments, These models verified existing criteria of a minimum safety factor of 1 3 and the necessity of positive seepage control.

More than 50,000,000 tons of bituminous coal and probably about the same quantity of anthracite are cleaned annually in the United States by wet methods. The water, fine coal, and impurities from the water used for washing ordinarily are recovered by moans of various forms of settling tanks. Settling and clarification may be hastened markedly, thereby greatly increasing the capacity of clarification equipment already installed, by the addition of substances to the washery water that cause the fine particles in suspension to agglomerate and thus settle more rapidly. This phenomenon, although well known and applied in other fields, has been used at only a few coal washeries in the United States. It is widely employed, however, as an aid in the recovery or disposal of fine coal or impurities, as a means of preventing, stream pollution, and to enable reuse of washery water at many plants in Europe. Pioneering work in the United States has been done principally by two companies -- the Pittsburgh Coal Co., in Pennsylvania, 6/ and the Pacific Coast Coal Co., in Washington.

"The problem of recovering potash from the mineral polyhalite (K2SO4.MgSO4.2CaSO4.2H2O), occurring in large quantities in the salt beds of Texas and New Mexico, has been under investigation at the Nonmetallic Minerals Experiment Station of the U. S. Bureau of Mines continuously since 1928. Most of the results previously obtained have been published in technical journals and in a series of Bureau of Mines Reports of Investigations.The experiments described in the present report were performed to ascertain whether a continuous countercurrent extraction of calcined polyhalite by hot water would yield satisfactory recoveries and concentrations of sium sulphate in the top liquor. Previous investigation by Storch 4 had shown that the rate of solution of uncalcined polyhalite was too slow to be of value in an industrial process, and Storch and Clarke 5 had demonstrated that calcination of the polyhalite greatly, accelerated the rate of solution in hot water, allowing most of the potassium sulphate to be readily extracted."

Since its creation in 1950, the Centre d'Etudes et Recherches des Charbonnages de France at Verneuil-en-Halatte (Oise) has been conducting many investigations concerned with airborne dust measurements, particularly in underground mines. The work has resulted in the development, a few years ago, of a new process of dust sampling, whereby the airborne dust particles are collected by a rotary filter of polyurethane foam rotating at high speed within 8 housing.

Volume II of the final report concerns the application of sensitive ground-fault interrupters (GFIs) to ac utilization circuits in U.S. mines The main concepts examined are shock prevention and methods for reducing nuisance tripping. The research involved a literature search, input from previous Bureau of Mines contracts, and contacts with electrical manufac-turers and mining personnel. Following this background work, several devices that showed promise were obtained and tested. Results of testing indicate the existence of GFIs that may be modified to perform adequately on U.S. mining systems. A recommended set of guidelines is included in the report, covering design, construction specifications, and performance tests.

The United States Bureau of lanes, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past several years the problem of the flow of natural gas through high-pressure transmission lines. Numerous data on gas flow through pipe lines under many conditions of operation have been obtained by carefully conducted tests, and these data, together with all other available information, have been analyzed Carefully to secure practical facts for the use of operators in designing pipe lines and determining the effects of different operating conditions on pipe-line capacities. The first procedure in initiating this problem was to review, compile, and analyze all of the existing data on the flow of natural gas through pipe lines. Actual data applicable to pipe and operating conditions normally used in the transmission of natural gas were meager, and the several pipe line flow formulas developed by different investigators gave widely varying results when applied to problems of pipe-line design. Therefore, further experimental work under conditions comparable to those found in transmitting natural gas was essential before any definite recommendations could be made. The problem, as originally planned, included flow tests on pipe lines in operation, and in each test the measured delivery vas to be compared with the delivery calculated from several common pipe line flow formulas.

Valley Camp No. 3 mine was the scene of an experimental shortwall introduced in 1973 in an attempt to improve the recovery from the Pittsburgh coalbed in the Ohio Valley area where adverse ground conditions have imposed partial extraction methods with only 40 to 55 percent recovery of the valuable resource. The Bureau of Mines, under a cooperative agreement with Valley Camp Coal Co., monitored ground pressures and caving in the shortwall section in an effort to determine whether the roof strata, notably the limestone main roof, will cave to the extent that roof pressures at the face are relieved and whether the powered roof supports can sustain the roof load. The Bureau's efforts included mapping of clay veins, instrumentation of chain pillars and shortwall panels with encapsulated pressure cells, recording hydraulic pressures in the legs of the shortwall chocks, and core drilling underground and from the :surface. The experimental shortwall was a qualified success. Recovery increased 5.4 percent compared with partial extraction. Pressures in chain pillars and the abutment zone were not excessive. Hydraulic pressures in the chock legs did not approach the yielding pressure. Apparently, the limestone strata caved and the roof pressure at the face was relieved.

The thermal decomposition of the ammonium sulfate, carbonate, nitrate, oxalate, and sulfate salts of praseodymium, neodymium, and samarium was investigated thermogravimetrically in the temperature range 25° to 1,500° C. Each salt was decomposed at a heating rate of 2.5° C, per minute. The pyrolytic sequences have been identified and the temperatures of formation of inter-mediates, the minimum oxide formation temperatures, and values for loss on ignition have been determined. The nonstoichiometric ranges between Pr6011 and Pr203 and the extent of these ranges have been determined for oxides derived from the carbonate, nitrate, and oxalate salts of praseodymium. The alum and sulfate salts of praseodymium produced the sesquioxide without forming the intermediate non-stoichiometric oxides. The temperature limits of formation and regions of stability for the alums and sulfates were better defined than were those for the carbonates, nitrates, and oxalates. The minimum oxide formation temperature increased in the order of samarium, neodymium, and praseodymium irrespective of the anion.

The Appalachian Mountains divide Pennsylvania into two distinct coal regions, bituminous and anthracite. The western region of the the state, where the majority of bituminous mines are located, is characterized by mountains and gently rolling hills. Bituminous coal seams underlie about 12,000 square miles in 28 counties. The anthracite coal region, located in the northeast, covers approximately 3,300 square miles. This area contains more than 20 different coal beds that vary in thickness from a few inches to 50 or 60 feet. The anthracite region is characterized by steeply pitching seams that require highly specialized mining techniques and present unique challenges for solving problems such as the mine subsidence associated with abandoned underground anthracite mines. For more than a century, coal has played a major role in the economic and industrial development of Pennsylvania, particularly the steel industry. Estimated bituminous reserves total 23 billion tons, or 5.3 percent of U.S. reserves, and anthracite reserves total 7.1 billion tons, or 97 percent of U.S. anthracite reserves. Pennsylvania received conditional approval of its regulatory program July 31, 1982. Pennsylvania's Abandoned Mine Land Program was approved on the same date.

This report presents the results of studies of Kennecott Copper Corporation's tailings embankment at Magna, Utah. The stability studies described were performed on only one cross section of the embankment, utilizing; data obtained from drilling, sampling, and testing, which was limited in nature. The main objective of the data collection was to provide background information to support the overall research effort. Because of this limited scope, it is not possible to evaluate the degree of safety or adequacy of the embankment or disposal system, and the information and data contained in the body of this report must be judged in that light. The first part of this report contains discussion of site geology and seismicity, pertinent information on the refuge disposal system, a discussion of the tailings materials characteristics, a summary of the engineering analyses, and A bibliography. The second tart (appendices) contains basic geologic and engineering data supporting the discussions in the first part of the report.

Develop tools that mine personnel can use to comply with 30 CFR,Part 47. Background The new MSHA rule, 30 CFR, Part 47 (also known as the HazCom rule), requires all mines to develop a written program to track hazardous chemicals at their sites. More specifically, the rule requires that mines list all chemicals and determine which are hazardous; develop a written Hazard Communication Program; label all containers used to store hazardous chemicals; obtain or develop Material Safety Data Sheets (MSDS) for all chemicals stored or produced; provide miners with training in working around hazardous chemicals; and make information about hazardous chemicals available to all workers. All mines with six or more employees must have complied with the new rule by September 23, 2002, and mines with five or fewer employees will have to be in compliance by March 21, 2003.

The Goat Rocks RARE II further planning areas contain no known mineral resources and have very low mineral potentials. County mining records show only one mining claim area; however, no mineralized material was found at the described location. Andesite suitable for building stone may be present, but similar material can be quarried more economically elsewhere. Several anthracite coal prospects are near the area, but the likelihood of finding an economic deposit of coal or other fuel is very low.
