The successful injection of liquids into subsurface permeable formations for production stimulation, storage, or waste disposal requires a rapid, precise, and accurate method of determining the permeability of porous solids. This report describes a method and apparatus, developed by the Bureau of Mines, that use the principle of specific-volume permeametry. Calibration of the apparatus over a wide range of permeabilities and standardization of several apparatus constants have eliminated many of the tedious calculations and problems of manipulation common to some other methods. Improvements in reproducibility and accuracy have resulted from reducing experimental measurements to one parameter--time. Specific permeabilities of reservoir rock samples are determined directly from a chart that relates elapsed time to a permeability equivalent to that determined by bubble-tube measurements.

This report presents a design and cost investigation for several alternative versions of a field-worthy mining machine-mounted respirable dust monitor. Three main design variations are considered: (a) light scattering sensing, (b) Beta-filter tape sensing, and (c) a combination of the two preceeding methods. Eventual instrument production coats as a function of design complexity are tabulated. Cost estimates for the development and field testing of field-worthy prototypes are also presented. A general discussion on the technical aspects of these design alternatives is included following a modular-hierarchical approach of progressive complexity. The technical background to this report has been provided by the experience and results derived from the work performed under U.S. Bureau of Mines Contracts Nos. H0166097 and H0377092.

Horizontal holes are drilled underground into coalbeds to control methane flow from ribs and active face areas and to make gas pressure measurements in coalbeds. Gas pressure measurements are made by drilling the same hole incrementally. After each increment, the hole is filled with some type of packers and allowed to reach equilibrium before a gas pressure reading is taken. As the length of hole increases, more packers are required to effect a seal and obtain a reliable pressure measurement. Problems have been encountered in obtaining satisfactory packer seals due to the friable nature of the coalbed. New methods of packing the holes must be used. Therefore, this project was established to evaluate materials and develop a new technique in which a semiliquid and/ or rigid type grout could be placed in the hole to provide satisfactory sealing.

Results are presented of a comprehensive study of the characteristics of the original oil in the Weber sandstone reservoir, Rangely oil field, Colorado. Through the medium of subsurface sampling, adequately representative samples of the original reservoir oil were obtained from many parts of the reservoir over a period of 5 years concurrent with active development of the reservoir. Data of differential gas liberation, pressure-viscosity, and. pressure-volume-temperature relationships are shown for 12 subsurface oil samples. Data also are given of reservoir pressure and. temperature, composition of liberated or solution Gas, composition of 22 produced-gas samples, and Hempel analyses of crude-oil samples from 18 wells. The characteristics or physical properties of the 12 subsurface oil samples, as determined by laboratory analyses, were correlated with elevation of the top of the Weber sandstone. These relationships of oil characteristics to elevation in the reservoir show that only the oil in contact with the initial gas cap was gas-saturated at the existing pressure and temperature. The characteristics of the original reservoir oil were marked by an appreciable decrease of saturation pressure and solution gas-oil ratio and increase of viscosity and density with depth below the gas-oil contact. The composition of solution gas and of' produced was also was found to vary with elevation of the oil in the reservoir.

This computer program determines the price per ton of coal needed to obtain a profit of 12 percent discounted cash flow. From a predetermined equipment and manning list, the program calculates all costs and prints seven tables, Including the equipment and manning tables and the discount cash flow table. Forty-four of the input variables may be readily changed to study their effects upon the final price per ton of coal or upon individual cost items. The method is adaptable for any type of mining and with additions, for beneficiation processes. This program was written in Fortran IV for use on the IBM 11302 and with few modifications can be used on other computers.

This is the final report for Research Contract No. 00101300 (Min. 34) granted by the U.S. Bureau of Mines to the University of Idaho Mining Research Bureau. The research project is entitled "Development of Improved Ventilation Technology for Non-coal Mines and Other Underground Excavations.' The duration of the project was six calendar months, from 16 April to 16 October 1970. The budgeted cost was $34,867.00 of which $31,953.00 was to be furnished by the U.S. Bureau of Mines. The sequence of reporting that follows is to state the objectives as contracted, outline the program of investigation, highlight briefly the important technological factors peculiar to vein-type metal mine ventilation, and describe the normal methods of control. This is followed by the results achieved by the survey, and an itemization of the observed deficiencies in current technology. There follows a section dealing with the adopted Federal Regulations.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature of ash, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions~ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The Federal Coal Mine Health and Safety Act of 1969 limits to 2 milligrams per cubic meter (for dust containing a maximum of 5% quartz) the average respirable dust concentration to which individual miners may be exposed. Section 205 of the Act directs that an appropriate exposure formula for dusts with quartz content in excess of 5% be established. This formula, entered in F. R. Document 70-12351 filed September 16, 1970, is 10 milligrams per cubic meter divided by % quartz. Thus, the total respirable dust exposure permitted limits the quartz to a maximum of 100 micrograms. For example, if % quartz is 5%, 10 mg/5 = 2 milligrams, and (.05) (2 mg) = 100 micrograms. Similarly, if % quartz is 10%, 10/10 = 1, and (.10) (1 mg) = 100 micrograms, etc. If the % quartz is less than 5%, the 2 mg/M3 limit prevails.

[As a results of work conducted during the past three years, the Northwest Experiment Station of the Bureau of Mines, in cooperation with the University of Washington at Seattle, Washington, has developed a process for the production of sponge iron. Commercial operation of this process in a 3 to 4-ton scale has been so satisfactory that its use on a large scale (20 to 100 tons per day) can be safely considered. Description of Process. The process consists in passing a mixture of iron ore and coal through a rotating kiln heated at one end to a temperature sufficient to convert iron oxide to metallic iron, discharging, cooling, and separating the sponge iron from the residual coke and silicious material on a magnetic separator. Both the coal and the ore should be crushed to peso as 6-meth scream, tans producing particles finer then 1/12 of an inch. Seventy-five parts of coal or other carbonaceous material arc charged with every 100 parts of ore), This large amount of coal is required in order to supply sufficient carbon to maintain a strongly reducing atmosphere in the charge, but may be reduced to about 65 parts per 100 parts of ore by recovering and using tae carbon that remains in the discharge product. Large-scale operation and refinements in furnace design should lower this ratio to perhaps 56 or 60 parts of coal to 100 parts of ore.]

Two computer programs for the real-time calculation of concentration distributions in the ventilation system of underground mines were designed. They allow one to simulate the movement of fumes or other contaminants with the ventilating air, the calculation of concentrations at any given point and time, and the determination of the total contaminant exposure at different places in the mine. Multiple and time variable contaminant sources can be handled and recirculation is no obstacle. The, first program is based on an airflow distribution which has, in the input data, to be stated. The second program has been linked to in existing program for the calculation of airflow distributions. Two versions of this second program are provided to accommodate the two existing programs. Several executed examples demonstrate the program performance.

Tests employing various ore-dressing methods were made on a manganese wad ore from the W. A. Chinn property in the Batesville-Cushman district of Arkansas in an effort to develop a practicable procedure for the production of ferromanganese-grade concentrates. The ore body occurs as a bed approximately 7 feet thick in the residual clay of the Ferndale limestone formation5/. The crude wad ores are soft aggregates of various oxides of manganese, which are loosely bonded together. Hard lumps of high-grade ore are disseminated throughout the wad. Hausmannite, pyrolusite, and psilomelane are the principal minerals. Some clay is present, but most of the gangue consists of leached fragments of the original siliceous and calcareous rocks in which the manganese occurred. In addition, hydrated oxides of iron, which axe present, also must be considered as gangue. Definite phosphate minerals have not been identified.

The Bureau of Mines studied the costs of transporting fossil fuels, coal, and residual fuel oil from areas of production to consumer regions. Transportation data were stratified by type of carrier, size of shipment, and distance to determine what general effects these variables have upon transportation costs. Economics of haul for coal exist for longer versus shorter distances, and for larger versus smaller trainload sizes. Tanker and barge transportation of residual fuel oil does not show economies of haul for longer distances. It is shown that tanker size and seasonal variation are primary factors influencing the cost of shipping. Railroad transportation data show that coal from western coalfields could be competitive with foreign residual fuel oil in selected midwestern fossil fuel markets. However, the western coal would not be competitive in the New England and the eastern seaboard energy markets.

Combined preservative/fire retardant systems were pressure impregnated into Douglas fir and Ponderosa pine samples and evaluated for decay, flammability, and mechanical properties. The objective of the evaluation was to identify cost-effective systems for use with mine timber, and to provide an information and data base from which Federal code regulations could be established. Thirty systems, based on combinations of commercially available preservatives and fire retardant impregnants and coatings, were applied to Douglas fir samples and evaluated for decay and flammability. The ten most promising systems were ap¬plied to both fir and pine and reevaluated for decay and flammability before and after water leaching. The five best systems were given a thorough laboratory evaluation using both pine and fir. Evaluations included flame spread, smoke density, toxic gases, decay, compressive strength, flammability after artificial weathering, and cost. All systems had acceptable toxic gas levels and smoke densities, but flame spread was only borderline acceptable for most of the samples tested. A trade-off analysis showed Acid Copper Chromate/Fyrprufe with Albi-107A/144 intumescent paint and Koppers NCX to be the-best systems. Recommendations are made for further large-scale testing using the two best Systems.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The largest proportion of injuries overall occurred during powered haulage (28.5%). The

"Coal—mine explosions are accidents that can and should be prevented. In former years hundreds of lives were lost each year in the United States as a result of such explosions, but after 1932 the numerous precautionary measures adopted had reduced their frequency and severity 75 percent or more until in 1940 several very disastrous explosions marred the good record. Unfortunately, both the number and severity of explosions seem to be tending to increase compared with the relatively good achievement from 1933 to 1940. The requisites for an explosion are ever present in all soft-coal and many hard-coal mines. A certain combination of circumstances, such as a flame or an arc in a cloud of dust or in a body of gas or both may start an explosion at any time. The fact that the frequency and severity of explosions were lowered for 6 or 7 years is no guarantee that such freedom from explosions will continue, as the bad record of 1940 has shown, and underground workers should feel honor bound to exercise the utmost care so that they will not help to bring about the circumstances that will cause an explosion.Although mine operators bear the main responsibility for preventing explosions, miners can do many things to help. As about 9 out of 10 explosions begin at a working face, it is largely within the power of workers to prevent them. All miners should do their part willingly and should not defend a fellow workman from punishment, even from discharge, for disobeying necessary rules, whose disregard may cause the death not only of the safety-rule breaker but also of many of his coworkers.When a miner is careless and is injured some other way than by an explosion he may be the only one to suffer, but if his carelessness causes an explosion he not only endangers his own life but also that of every other man in the mine and possibly the lives of persons outside the mine.Experiments have shown that ignition of as small a quantity as 150 cubic feet of an explosive mixture of methane and air under certain circumstances can start an explosion that will traverse an entire mine. Thus, ignition of an explosive mixture of gas 1 foot down from the roof and 13 feet back from the face of a 12-foot entry might cause a widespread explosion if the right quantity and kind of dust were present. Many persons have ignited much larger quantities of gas without being killed, but they survived only because dust, confinement, and other conditions were not exactly ""right."""

The investigations described in this bulletin are confined to a study of the washing characteristics of bituminous coals. The major part of the work was conducted by the Bureau of Mines in cooperation with the Engineering Experiment Station of the University of Illinois and the State of Illinois Geological Survey Division between 1918 and 1924, in accordance with the provisions of an agreement between these agencies. The washing characteristics of coals from many of the important coal-producing fields of the Eastern and Central States were examined. The coals of the Pacific Northwest States and Alaska have been studied separately by McMillan and Bird of the Northwest Experiment Station of the Bureau of Mines at Seattle in cooperation with the College of Mines of the University of Washington.2 OBJECT OF INVESTIGATION The object of the investigation of coal preparation by the Bureau of Mines has been to promote the production of better prepared coal and to facilitate the correct selection and design of coal-preparation plants by obtaining as complete information as possible regarding the washability of the various types of American coals and the treatment best suited to each. In addition, some attention has been given to the development of new methods of washing coal. The work naturally divides itself into three rather distinct steps: (1) Development of a systematic method of examining and testing a coal; (2) classification of the American coals on a basis of the occurrence of the impurities associated with the coal in the beds; (3) examination of one or more representative coals of each type.

This report describes the Foster-Miller program that designed, developed, built and tested an automatic, remote control mine car coupler. This new coupler gives the motorman the capability to selectively couple and uncouple cars from the locomotive, to transmit braking intelligence to the coupled car s and to determine if the trip is intact. Hazards due to derailment and runaway cars will be reduced as the brakes are automatically applied in any uncoupled car. Laboratory tests described herein have been completed on the coupler set. Applications include, but are not limited to, the unit train system.

The objective of this research is to develop a method for measuring the tensile strength at the interface between minerals in rock. These measurements reflect the strength of the attractive forces operating at crystalline interfaces in rock. Since these forces act in opposition to the forces set up in various rock fragmentation processes, measuring their strength may help in designing more efficient methods of rock fragmentation. The method developed for measuring the strength of intergranular adhesion in rock involves separating a bicrystal from the rock and determining the tensile strength at its solid-solid interface. This technique has been successfully applied to the study of quartz-feldspar interfaces separated from massive pegmatites, graphic granite, and the Rockville granite, yielding average tensile strengths of 5.86, 8.62, and 10.65 meganewtons per meter squared (MN/m2) (850, 1,250, and 1,524 psi, respectively). The data this technique provides indicate that the members of these bicrystals are strongly adherent. Examirtation of bicrystals broken at the crystalline interfaces indicates that the bonds responsible for this adhesion operate over only a portion of the interfacial area. This work conclusively demonstrates that tensile strength tests can be conducted on small selected areas; for example, grain boundaries in rock. The small-scale zones of strength or weakness determined in this way can be related to the overall strength of the rock.

Watershed Jll in Jefferson County, Ohio we instrumented in 1977 as one of three watersheds established for the purpose of investigating surface mining and reclamation effects upon local hydrology, sediment discharge, and sediment and water quality. Each watershed was less than 50-acres in size, and was in a different geologic setting within southeastern Ohio. Surface runoff and ground¬water levels were monitored. Samples were taken for sediment determination and chemical analysis prior to mining. Monitoring and sampling continued through the period of watershed disturbance caused by mining and reclamation activities, which began in May 1980 at Watershed Jll. A psuedo-postreclamation period followed the initial cessation of man-machine activity on the watershed. A second reclamation effort occurred in the fall of 1981 and was to be followed by a third in 1982 after observations ceased. A true final postreclamation period was not monitored at this site, because the erosion control practice (terrace diversions) failed after each reclamation. Watershed Jll was a small pasture and wooded watershed with sandstone and shale above the mined coal seam prior to mining. A clay layer under the coal supported a perched saturated zone, termed the top aquifer for convenience. A lower underclay supported a second saturated zone called the middle aquifer. A lower perched aquifer had been dewatered by previous deep mining. After about three years of premine data and about two and one-half years of mining reclamation and psuedo-postreclamation data, the following general observations may be made: 1. The mining-reclamation phase was very short, and the postmining period was characterized by erosion failures and remedial disturbances that kept the watershed condition and size in a state of change. It was impossible to collect sufficient data to confidently characterize the hydrologic-sediment-chemical aspects of the mining period or of a postreclamation period and, most importantly, of the future watershed after its various properties and characteristics have ceased adjusting to its severe disturbance and reconstitution. 2. A seeding of wheat followed by grasses and legumes was not a particularly successful reclamation practice in terms of stabilizing the new soil. Numerous rills and small gullies developed in spite of installed diversions. 3. Storm runoff rates and yields at the watershed outlet increased from the premine, (phase 1) to the mining-reclamation (Phase 2) periods, and remained at or near the Phase 2 level through the postreclamation (Phase 3a) period. 4. The top aquifer changed in physical and chemical character as a result of mining and was becoming reestablished as the project drew to a close; but it is impossible to predict its final configuration or character. 5. Dewatering of the top aquifer resulted in a complete cessation of baseflow because the middle aquifer water table lay below the elevation of the watershed outlet. 6. The top and middle aquifers were merged in one area of the watershed where the upper coal underclay was disturbed. 7. Failure of the diversion terraces and their outlet obscured the effects of the reclamation practice upon sediment concentration and yields. There was little difference in sediment concentrations between Phases 2 and 3a. 8. Drinking water standards were met by surface waters throughout the period of observation except for two samples that exceeded the nitrate-N allowable level of 10 mg/l. 9. In all Phase 3 surface-water samples, iron concentrations were within the limits established by OSM, and manganese concentrations exceeded the regulation level only once. pH fell below the lower regulation level of 6.0 between 10% and 20% of the time. 10. The chemical quality of sediments was generally about the same after reclamation as before mining, with the exception of organic carbon, which decreased.

The work described in this report was undertaken to evaluate and develop techniques for determining the oxygen content of titanium and titanium alloys. Early investigations of volatilization techniques involving halogenation were unsuccessful. Later efforts were concentrated on evaluating vacuum fusion and inert-gas fusion techniques. Two vacuum fusion methods and an inert-gas fusion method were found to be satisfactory in the 0.02 to 1.00 pct., oxygen range. These methods are described in detail. The coefficient of variation by any of the three methods is approximately 5 pct, While the main portion of this paper is devoted to the vacuum and inert-gas fusion methods, a resume of other suggested methods for analyzing titanium for oxygen also is given. INTRODUCTION The Federal Bureau of Nines has conducted research on titanium metal since 1938. This research included development of the Kroll process for the production of titanium (2)4, various sodium reduction processes for making titanium metal and lower valent titanium chloride-sodium chloride mixtures (17), and a fused salt electrolytic process for Me production of high-purity titanium metal and the recovery of titanium by electrorefining from off-grade materials (20).
