A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

The utilisation of low-grade raw materials such as fine iron ore and semi-soft coking coal, and reduction of CO2 emissions are important issues in the ironmaking process. To solve these issues, a new process called PosPRA (POSCO prereduced agglomeration process) has been developing at POSCO. It focuses on the reduction of carbon composite iron ore briquette in travelling grate. In this study, the possibility of manufacturing the prereduced agglomerate (PRA) under oxidising atmosphere with travelling grate and the optimum manufacturing conditions of carbon composite iron ore briquette are investigated. The results have shown that controlling the temperature and oxygen potential in the range from 1100 to 1200°C and below 10 vol per cent respectively is very important to increase the reduction efficiency of briquette in travelling grate. High quality properties of the green briquette and PRA could be manufactured by using the briquette mixed with 20 wt per cent of coal under 0.1 mm in size under compacting pressure in the range from 3 to 7 t/cm. Adding 1 wt per cent water as a binder is proper under the condition of high compacting pressure. In a pot grate test, the compressive strength and metallisation degree of PRA are achieved over 150 kgf/p and about 55 per cent respectively, at bed temperature 1150°C and oxygen potential of 10 vol per cent when 20 wt per cent of coal is mixed in the briquette.CITATION:Wang, M K, Son, S H, Park, J I, Jeong, H K and Cho, B K, 2017. The stability of a raise bore is often assessed using the rock mass classification system published by McCracken and Stacey as a modification of the Q system. Often the assessment is done using a spreadsheet to manipulate geotechnical log(s) of boreholes. This paper discusses the inherent difficulties with this approach. Recent work by others to provide guidelines to the classification system is discussed. A recent example of the design and raise bore performance at Macraes Gold Mine, New Zealand is presented. A key issue is that a visual assessment of the drill core and/or core photographs is necessary to æground-truthÆ the classification.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

A review of historic mining information and geological literature pertaining to the Alpine Mine, Lyell Goldfield has been completed. As a result of this work the Alpine reef is inferred to be associated with an upright anticline with a sub-horizontal axis. Structural profiles prepared from limited underground data indicate that the reef is subparallel to the eastern limb of the anticline and cuts across the western limb. Reassessment of structural mapping completed by the New Zealand Geological Survey indicates that Greenland Group metasediments within the Lyell Goldfield are folded into a series of opposed assymetic folds with sub-horizontal axes. It is suggested that the anticline which harbours the Alpine Reef is located on the axis of a synclinorium. Along the western limb of the synclinorium the subsidiary folds have steep west dipping limbs and shallow east dipping limbs (western sense of assymmetry) whereas shallow west dips and steep east dips are typical of the eastern limb. The notion of quartz mineralisation occupying the axis of a synclinorium is contrary to the situation in the Reefton Goldfield where quartz mineralisation is affiliated with folds associated with an anticlinorium. Historic mine data reveals that below No.4 Level the quartz-gold mineralisation, in the Alpine Mine, occupied a steeply dipping ore channel. The strike of the channel was to the northwest and within this structure the are shoots plunged to the north at approximately 40¦. Archival mine plans show that two quartz bodies, the North and South Blocks, were present at No. 4 Level. Although the North Block was followed down to No 14 Level (530 m vertically below the surface outcrop) the South Block was only mined as far as No 7 Level. Sampling on No 7 Level together with the results of trial mining suggest that the grade of quartz underfoot in South Block is low. Information from the Mines Statements and mapping undertaken by the Gold Prospecting Scheme reveals that faulting had a profound influence on the intregity and extent of the Alpine Reef. The reef occupies a Inajor shear zone but little is known about it. It is also apparent that below No 7 Level the reef was progressively shattered by faulting and this may be the chief reason for the decrease in grade in the lower levels of the mine. No substantive facts are available about wall rock alteration effects adjacent to the Alpine Reef Still this is not surprising considering that comments on the mineralised pug envelope and breccias adjacent to the mined quartz shoots at the Globe - Progress Prospect were omitted from contemporary publications. In spite of this the existance of sulphide bearing reef casing lithologies cannot be completely dismissed since 9.15 m of 'reef track' has been reported in Reids No 2 Level.

Some form of technical library is a necessity for every metallurgical plant, but its form and scope will vary with the conditions of each case. In its simplest form, it may consist of one or two mining journals and a few text books distributed amongst the staff. Again, it may be a separate establishment controlled by a clerk, the technical staff necessarily making its own research into the literature available. A still more elaborate organisation may be established both to supply information when requested and to keep the operating staff in touch with current matters of interest, and the library service of the Electrolytic Zinc Co. of Australasia is of this character.The necessity for such a service is due to several facts. The Company's interests are scattered over three States. Most of its staff members are remote from: good public library facilities and they have few opportunities for exchanging ideas verbally with other metallurgists and engineers. Then, too, the process of recovering zinc by electrolysis, is a young art of which the physical and chemical bases were far from fully known at the time the: Risdon plant was established. Most of the zinc produced is sold abroad, and this unsheltered industry can afford to miss no technical or economic development which may promote its efficiency. Add to these facts the geographical isolation of the Commonwealth and the case for an adequate library is complete.

Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O'Reilly (who, in addition to Heinz's ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a 'regional corporate capital'.   Why would someone like Dr O'Reilly hold that view? No doubt, as one of Ireland's great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that's not sufficient to support such a view.   He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this 'the most rational in which to locate [an] international headquarters', including û +         we have no capital gains tax; +         a more 'pro-business environment'; +         a 'first class' legal and banking system; and +         a 'simple political system'.   I can find no better 'text for today's address.

The district specially referred to in this paper comprises the very gently sloping country extending from the western shores of Port Phillip from the mouth of the Yarra to Footscray along the Bacchus Marsh railway to near that town thence in a southerly direction to the Little River, and along that river to the coast, 1 as may be seen on the accompanying map. Almost the whole of this area is covered by volcanic rocks, consisting of pumerous sheets of basalt, which have been poured out of various volcanic hills in the districts, such as Mts. Atkinson and Cotteril, near Melton; Mt. Maryand Bald Hill, 12 and 16 miles respectively N.W. of Werribee; and vents in different parts of the parishes of Tarneit, Mouyong, Mooradoranook, Pyweitjorrk, and Derrimut. These volcanoes were in an active state of eruption during a late period of the earth's historyprobably the late Pliocenll, or still younger Pleistocene.Occupying a narrow strip of country, for most of the distance along the coast from Williamstown to past the mouth of the Little River, there occur deposits of still younger age, belonging to the Recent period. These lie on the basalt, and extend for distances varying from a few chains to more than a mile back from the beach. "In this study, physical, chemical and microscopic characteristics of high phosphorus oolitic hematite were studied firstly. Based on which, the new methods of high phosphorus hematite used in the æsolid state reduction by rotary hearth furnace - magnetic separationÆ and iron nugget by rotary hearth furnace direct reduction processes were discussed. The results showed that high temperature, low basicity and high carbon content is conducive for the apatite in iron ore to reduce into molten iron, but not conducive to the removal of phosphorus. Through optimisation of process parameters, dephosphorisation rate of high phosphorus hematite is more than 60 per cent by æsolid state reduction roasting-magnetic separationÆ process while that is up to 80 per cent by iron nugget process. THE object that the writer has mainly in view in presenting this paper is to draw the attention of those connected with the technical side of the industry to the unsatisfactory and by no means up-to-date methods employed in estimating the tin contents of an ore. At the same time, what is regarded, from the writer's personal experience, as a satisfactory and reliable method is explained in detail. It is a curious fact that for the last 25 years tin·assay methods have made little or no advance, while those now in general use ill connection with copper and lead ores can scarcely be compared with those then obtaining, so greatly have they been improved upon. Though it. is not altogether expected that the method herein advocated will at once meet with general approval, the writer hopes the resultant discussion may bring out points that have hitherto escaped detection.FIRE METHODSThe old Cornish method of smelting with anthracite is now obsolete. A case study from a current Ausenco project is presented to demonstrate the importance of maintaining high carbon activity to illustrate the driving force for plant improvements such as a carbon regeneration kiln upgrade.This paper revisits the factors that influence carbon activity for gold loading, with emphasis on deactivation by organic solution components such as flotation reagents.Kiln process design requirements for effective thermal regeneration are reviewed including the interaction of parameters such as temperature, kiln atmosphere and residence time.The different types of kilns that have been used for carbon reactivation are described. A check list is provided of what to look for when purchasing a carbon reactivation system for dealing with severely fouled carbon. This covers the ancillary equipment as well as the kiln itself.While the effectiveness of the carbon reactivation kiln is vital to maintenance of high carbon activity it needs to be remembered that this is only the end of pipe solution. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Baiyinnuo’er Zn-Pb deposit is a typical skarn deposit in NE China. Skarn and orebodies mainly occur between different units of the Lower Permian Huanggangliang Formation carbonates-sandstone-mudstone or within the contact between intrusions and marble. Skarn minerals are dominated by prograde garnet and clinopyroxene, and the main ore minerals are sphalerite and galena. We conducted single fluid inclusion compositional studies using laser ablation inductively coupled plasma mass spectrometry on clinopyroxene (pre-ore-stage mineral) and sphalerite and calcite (syn-ore-stage minerals). The results show that the Baiyinnuo’er fluids are distinctly different from basinal brine but similar to magmatic fluid, thereby indicating that the deposit has a dominantly magmatic origin. This interpretation has also been supported by the Cl/Br mole ratios, which remain stable (~500) in different fluid stages. The decreases for most of the elements in the fluid inclusions from pre-ore-stage clinopyroxene to syn-ore-stage sphalerite and calcite suggest that mixing with groundwater has occurred during mineralisation, with significant Zn, Pb and Ag deposition.CITATION:Shu, Q, Hammerli, J, Chang, Z, Lai, Y and Huizenga, J-M, 2015. While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

The Corridor ore body is so named because it occurs in an east-west zone or corridor of schist bounded on the north by the siliceous conglomerates of Mount Lyell, and on the south by similar conglomerates of the Tharsis ridge (Fig. 1). It was discovered after the geophysical prospecting methods described below had defined a target zone for diamond drilling.Since the proving of copper mineralisation by drilling, the corridor orebody has served the vital function of a convenient known target body for the orientation of more recently developed geophysical methods. Traversing of the orebody by these new methods has provided experience for the evaluation of anomalies elsewhere.Some of the methods applied had not been used in Australia before, and were introduced to the west coast of Tasmania through the undertaking there of modern regional exploration programmes. The authors feel that the information gained could be of assistance to others engaged in geophysical prospecting.HISTORY OF DISCOVERYProspecting in the Mount Lyell district has been more or less continuous since 1881. In North-West Nelson the Riwaka Complex, a linear basic intrusive complex, is exposed for approximately 45 km. Some 500 km south, across the Alpine Fault, a linear zone of similar but less well known basic intrusives that may be correlatives of the Riwaka Complex is exposed discontinuously for about 80 km. The Complex was emplaced at several centres along a major tensional fracture zone that developed in upper Carboniferous to Lower Permian time. This fracture zone probably formed in response to the development of a west dipping subduction zone that gave rise to the Permian volcanic arcs in east Nelson and western Southland. The Riwaka Complex contains three rock suites. The Fractionation Suite, characterized by cyclic mineral layering and small scale cumulus banding is the largest and is divided into the Ultramafic, Hornblende and Plagioclase Series, each of which is subdivided into several units. The Cumulus Gabbros represent a restricted but important suite of unusual composition, while the third suite is the late phase Diorite Suite. Except in the lower units of the Ultramafic Series sulfide mineralisation is widespread. Pyrrhotite is the dominant sulfide with lesser chalcopyrite pentlandite and pyrite. Four significant zones of sulfide accumulation are recognised and discussed in some detail. Evidence suggests that the primary magma from which the Riwaka Complex was derived was sulfur deficient. It is concluded that the sulfur content of the Riwaka Complex was derived from assimilation of sulfur rich wall rocks during intrusive processes.
