The categories of Mineral Resources and Ore Reserves that may be used for public reporting in Australasia are defined in the current JORC Code (2004). Most internationally accepted codes emphasise the principles of transparency, materiality and competence in classifying resources. They also provide some guidance in considering the impact of data quality. There is no method recommended in the JORC Code to classify a Mineral Resource into the allowed categories of Measured, Indicated and Inferred for public reporting. A clearly defined procedure is desirable for many reasons, including consistency, repeatability and auditability. The demonstrated use of geological knowledge in the classification method is desirable. In deposits with abundant historical data there can be large variations in data type and quality. Quantification of the error of the estimates may also be considered. Ways to formally incorporate such information into the resource classification process are presented as a first step towards establishing an objective, repeatable methodology that allocates resources into appropriate categories based on defined criteria of accuracy and precision.

Earthquakes are the most frightening and devastating natural phenomena known to mankind. They strike without warning and their consequences can be disastrous in terms of the toll of human life, financial crises related to the damage or destruction of man-made structures and the social and economic effects on a wide spectrum of the affected communities in the aftermath of the event. Such situations can be widely attested to by most areas around the Pacific Rim. Indeed, the threat of earthquakes is always imminent because of the geological-tectonic nature of the region as manifested by past experiences. It is patently obvious that earthquake occurrences are not only a geological hazard but also pose a serious social danger. When one considers the 19 September 1985 Mexico (Michoacan) earthquake (Mitchell at al., 1986), the necessity of continuing research is of paramount importance. An estimation . of earthquake risk encompasses both qualitative and quantitative aspects and demands a multidisciplinary research effort integrating seismology, tectonics, geology, enginering, sociology, economics, insurance and governmental policies (Bolt, 1978; Booth, 1984). These roles in mitigating such a hazard have been aptly discussed by Press (1985). A series of discussion papers based on an intergovernmental conference covering the whole scenario were published by UNESCO (1978). Legislative change has reformed the licensing process in Victoria. The Mineral Resources Development Act 1990 and the two stage system of licensing with the authority to commence work is discussed. A key part is the requirements of planning consent, being either an Environmental Effects Statement or the issue of a Planning Permit prior to the issue of an authority to commence work for mineral extraction. Examples of recent experience is discussed.

Factors affecting the rate of arsenic removal from lead bullion during softening processes were studied. Very high rates of removal could be obtained under conditions of intense agitation and ready availability of oxidant. Reaction mechanisms were proposed to explain the sequences observed. Selective removal of arsenic with minimal loss of antimony from bullion was favoured by a low temperature Harris process and oxidizing via a caustic soda medium.

During the last decade, it has been established that conventional mineral-processing control strategies based on classical control theory result in significant increases in plant throughput and operating-cost saving. The proper education and training of personnel using dynamic simulators of the principal unit operations is vital for proper design and maintenance of control systems. Severe multivariable interactions and numerous constraints on both manipulated and state variables in grinding/classifica-tion and flotation systems can be studied using time domain analysis with proper dynamic simulators. Two interactive programs are described, and the basis of each simulator and its structure are discussed. Two examples concerned with choosing, tuning, and decoupl-ing of manipulated and controlled variables for a grinding/classification circuit (DYNA-MILL II) and for a rougher flotation circuit (DYNAFLOAT II) are presented. The way in which these dynamic simulators can be used for the design of model-based control strate-gies is also outlined. A brief description of the use of these dynamic simulators for screening alternative strategies and circuit optimization is given.

Polyacrylamide flocculating agent has been used in the Leaching Division of the Risdon Works of the Electrolytic Zinc Co. of Australasia Ltd since October, 1960. Since the introduction, the.: number of thickeners in use in the continu-ous thickening stage has been reduced from eight to three; there has been an increase of 25% in throughput and a reduc-tion of solids in.:thickener overflow from 3-4 gòpòl . solids to 0.5 g.p.l. solids. Reagent addition has been at the rate of 0.25. lb SEPARAN, NP10 per ton solids.Additionally there has been a gain of 3% in current efficiency as the direct result of the addition of SEPARAN NP10 to purified cadmium sulphate solution prior to electrolysis for cadmium metal. A smoother deposit has resulted and it has been possible to increase deposition time between strip-pings from 47 to 71 hours. However, there has been a slight increase the lead content of the cadmium-metal produced.

This paper describes the technique developed by the Australian Coal Industry Research Laboratories (ACIRL) for the treatment of bore core samples to obtain data for coal preparation studies of the target reserves. The particle size distribution within the sample has a significant influence on the relationship between the yield and ash per cent of the floats coal at any ash level. The size analysis within the reconstituted feed from a coal preparation plant is determined by the size analysis of the feed coal, physical degradation of material in the process, and the breakdown of associated shales in water. The extent of material breakdown was studied in the ACIRL coal preparation pilot plants. The method of bore core evaluation includes simulation of this breakdown in a sample selectively crushed to conform with predicted or known run-of-mine size distribution. Modifications have also been made to the laboratory methods for froth flotation to approximate more closely with industrial practice.

Plastics based on chemically modified organic polymers date back only about 100 years, and those based on synthetic polymers about 50 years. The development of ,these two latter groups up to the present day is outlined, and the basic techniques currently available for polymer-building and modi-fication (blending, copolymerisation, quantitative and qualitative struc-tural control, and'si de-group reactions)-are reviewed.

Average annual growth in consumption of primary energy in Australia over the past 10 years has been 5·5 per cent compared to a world average of 4·1 per cent.Over the next 10 years growth rate is expected to increase to 6 per cent per annum due largely to the rapid development in the mineral processing industry.By the end of the 19705 natural gas is expected to supply more than 9 per cent of Australia's primary energy market. Coal will supply 40 per cent and petroleum products 47 per cent. Nuclear energy will make its appearance but will make only a small contribution in the period.Australia has adequate reserves of natural gas and coal to supply its needs in the 1970s and beyond. However the newly developed reserves of crude oil, while supplying 60-70 per cent of requirements in the initialyears, will need regular and sizable additions if they are to keep pace with the expanding consumption. For Australia to become self sufficient in the period 1970-1990 it is estimated that new discoveries will need to approximate ten times the volume of recoverable reserves found in Australia to date.

The Greenhouse Effect, with its potential for global warming, is strongly linked to industrial carbon dioxide emissions. Global carbon mass balances indicate that absorption in sea water is the major natural sink of carbon dioxide. However the surface waters of the oceans are close to chemical equilibrium with the atmosphere with respect to carbon dioxide, while the deep ocean waters are not. Consequently, the transfer of carbon dioxide from the surface limits the rate at which the oceans can absorb carbon dioxide. It is proposed that direct transfer of carbon dioxide from industrial installations to deep ocean waters be evaluated as an interim measure to slow the rate of increase of carbon dioxide concentration in the atmosphere and hence allow time for the development of sustainable industrial practices. As an aid to thinking on the development of suitable technology, equilibrium calculations are presented which demonstrate that sea water in equilibrium with flue gases will dissolve six times the quantity of carbon dioxide that is dissolved in equilibrium with the ambient atmosphere. Sea water saturated with calcium carbonate and in equilibrium with flue gases will dissolve 20 times the quantity of carbon dioxide that is dissolved in equilibrium with the ambient atmosphere. However the absolute concentrations of dissolved carbon dioxide are still very small.

Copper minerals are often associated with gold ores. These create processing problems since cyanide solutions are not selective for gold alone. Copper minerals are also leached by cyanide, and typically each one per cent of `reactive' copper in the ore consumes about 30 kg t 1 cyanide. Once in solution, copper cyanide species create further processing problems as they adsorb onto carbon along with the dicyanoaurate ion. These problems make conventional cyanidation of gold ore uneconomic if the ore contains too much copper. As a result, methods of economically processing gold-copper ores are becoming of increasing importance.One of the more promising methods of treating these ores is by selective leaching of the gold by an ammoniacal cyanide solution, a method first described by Hunt in 1901. This method is already in commercial use in Mauritania, treating copper/gold tailings. In general terms, the addition of I - 2 g U1 ammonia to a standard cyanide leach solution causes a significant increase in gold extraction and decrease in copper extraction. However, early testwork on this system has concluded that the optimal leach conditions are critically dependent on ore composition, and the mechanism is not well understood, making predictions of best conditions impossible.

Successful chemical control of flotation requires practical solutions to many problems. A brief discussion is first given of those para- meters which can be controlled and those which it would be desirable to control. Suitable analytical methods for application to flowing pulp and to clear solution from pulp are out- lined in relation to on-line and off-line control. Practical problems of deciding where a measurement is to be made or a sample is to be taken and how the sample is to be prepared and presented to the measuring device are then considered. Equipment calibration and maintenance are considered in relation to the above factors.

There have been many developments in recent years in pipeline transport to enable them to be more widely used in industry. Substantial tonnages of materials that are not affected by water, such as coal and other minerals, aggregates and wastes, can be moved over considerable distances in quite small diameter pipes. Where there are no existing road or rail facilities, long-distance pipelines are usually cheaper to install, and this advantage increases in difficult terrain. Pipeline operators all over the world assert that hydraulic lines pay for themselves in a relatively short time, in spite of the heavy capital outlay, and this is equally true for lines convey-ing slurries or pastes within a plant complex.'This paper reviews some of the more important investigations in the hydraulic transport field. Although reference to systems carrying a wide range of materials is made, the majority of recent published data centres on coal transport.The paper looks at the application to a wide range of particle sizes, the development of non-aqueous slurrying media and coal/water fuels. The review also looks at some of the equipment being proposed to provide more reliable operation and in particular the range of solids-handling pumps now available.-The paper goes on to identify areas where further research and development is required and some of the many organisations undertaking this work.

The most important mining problem facing many of the established surface coal mines in the Bowen Basin area of Queensland is the rising cost of overburden stripping associated with increasing depths to coal. The Dragline-Hopper-Truck Project is one of a number of responses to this problem, and involves the design and construction of an experimental hopper followed by field evaluation of a dragline-hopper-truck mining system.Such systems, if proven feasible, could be used for a range of applications, eg prestripping, extension of depths for single pass dragline operations and solution of geotechnical problems.

This address is set deliberately in the broadest possible terms. A review of the place of mining in Australian life today will serve to point up the changes that we can see in the life of people in the industry. Some of the influences on the future welfare of mining people bear also on the progress of this Institute, now approaching its 90th year. As mining becomes more and more dependent on higher technology and therefore, on the higher skills of the people in the industry, the role of The Institute, I suggest, becomes more and more significant.With investment per employee in mining generally continuing to rise, our ability to handle problems of manpower and human relations becomes a matter of greater importance.Questions that flow from these general thoughts form the substance of what I have to say.

These vary from complex textural problems in the lead-zinc concentrator and their subsequent effect on grinding and flotation to scheduling of converter slag treatment in a chalcopyrite concentrator. With the advent of process control, metallurgists need to specialise and keep up to date with technology improvements. Low-density explosives have been developed with trials being conducted for over 20 years and yet have still only gained limited market acceptance despite producing some very promising results. The biggest concern with industry acceptance has been disbelief that a product with lower density than the ANFO benchmark could fragment anything but the weakest of strata. Trials have been carried out with products such as diluted ANFO, low-density ammonium nitrate (AN) and various other mixes, although it has been only recently that low-density explosives have been accepted as a serious alternative to traditional products such as ANFO and heavy ANFO. The recent uptake of low-density products has been the result of several key factors: the current resources boom forcing AN supply issues, the development of new handling techniques, and a far better understanding of the utilisation of such products. This paper highlights the benefits of low-density products available in the market and focuses on the situations where low-density explosives can provide the end user with benefits that would otherwise be achieved through more time consuming methods. Through correct implementation, low-density explosives can provide the blast designer with another option when looking at the optimum method of breaking the rock. This while still controlling the other limiting factors such as cost, environmental impacts (noise, vibration, dust and fumes), coal damage and safety (stable walls).

Carbonic acid leaching of crude iron-containing magnesia derived from Savage River magnesite yields a magnesium bicarbonate leachate with a substantial soluble iron concentration. The iron concentration depends upon the leaching conditions (particularly time, temperature and pulp density) but is generally in the range 0.005-0.5 g/litre. If this soluble iron is not removed prior to the precipitation of the magnesium as a hydrated carbonate, then this product will be contaminated by the iron, and will not yield a final product (high-purity magnesia) that meets specifications.The soluble iron content of the magnesium bicarbonate leachate can be reduced to an acceptable level by addition of solid aluminium sulphate either during carbonic acid, leaching of the crude calcine or to the clarified leachate. Chemical analysis and X-ray diffraction revealed that the iron is precipitated as an iron-containing hydrotalcite-type compound, [Mg6(Al,Fe)2(OH)16]CO3.4H2O. The actual composition of the precipitate depends on the amount of aluminium sulphate added and the precipitation technique used. Because precipitation of iron in this manner also results in reduced magnesium recovery from the leachates, It WIll be necessary to develop methods for recovering the magnesium component of the precipitates.

During the intial two years (1972 - 1974) of exploration at Telfer, water require- ments were limited to supporting a 50 man camp and diamond drilling to verify thickness and grade of the stratabound ore deposit. Water bores were drilled to intersect the Middle Vale Reef down dip from its outcrop about 70 metres below surface. The MVR reef is an oxidized pyritic horizon which contains 30% - 65% sulphide below the zone of oxidation and forms a highly porous leached gossanous zone to a depth of 100 metres.
