Health and safety are the first priority for Australian minerals sector. Australia has a global reputation in the mining industry. However, accidents occur every year. Legislation and regulation are important to prevent the accident from occurring, so do the new technologies. It is sad to witness the collision incident persisting and the long called collision avoidance system (CAS) is still not widely used in underground mines. The main reason is that the existing systems are still not advanced enough. The current CASs utilise GPS, infrared, ultrasonic, RFID, Radar, electromagnetic etc have their limitations and disadvantages. For instance, GPS is widely used in a surface mine, but it cannot be applied in underground mine; Infrared and electromagnetic have the false positive problem.

EcoTechnology refers to a series of potential metallurgical processes for complex ores, concentrates, tailings and slags that are all based on an initial chlorination step at low to moderate temperatures probably in a fluid bed chlorinator (FBC). Examples of the research and development (R&D) results are provided in this paper for a high grade Au/Sb Leach Tailings (EcoGold<sub>®</sub> Process), a very refractory sulphide Au concentrate, a refractory gold calcine tailings, a Cu/Au tailings (EcoCopper<sub>®</sub> Process), bulk polymetallic sulphide concentrates and polymetallic sulphide/oxide complex ores (EcoZinc<sub>®</sub> Process and EcoLead<sub>®</sub> Process). R&D on over thirty different ore types has been conducted at a bench scale as discussed. Latterly a dedicated pilot plant was designed and constructed by EcoTech Mining Pty Ltd (EML) and several of the different feed stock results have been confirmed by pilot plant testing. It is planned to scale up to a commercial demonstration plant. To demonstrate the versatility of EcoTechnology, bench and pilot plant test results on five of the projects are used as case studies as follows: Fosterville ‘leach tailing’, VIC; Wiluna flotation concentrate – BIOX Feed, WA; Wiluna calcine facility tailings, WA; Mt Morgan Cu/Au tailings, QLD; Polymetallic sulphide concentrates from Pegmont Deposit, QLD and Polymetallic sulphide/oxide ores from Commonwealth Mine Project, NSW. There are many small to medium carbonate hosted complex zinc containing deposits where the zinc is not economically recoverable either as concentrate or metal. High grade (>20% Zn) run of mine ore can be processed but even this material gives relatively poor returns. Considerable effort has gone into developing new technology for either upgrading the ore and/or recovering zinc metal hydrometallurgically but there has been limited success. Minetometal has developed a process capable of economically treating these deposits to give marketable lead and zinc products. This paper reviews alternative processes for these ores and gives a detailed description of the Minetometal Process. CITATION: Shaw, R, 2018. Leaders have invested heavily in traditional safety management to improve safety performance over the years. This primarily involved: • fixing the environment (eliminating the hazard) • improving the system (more/less rules, procedures etc) • making safety more conscious (more/better interactions about the importance of safety). These approaches have helped improve safety performance significantly during the last 50 years and will continue to play a role in the future. Although these approaches may be part of an overall solution, they are not enough to prevent many incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

Uncertainties in large open pit geotechnical modelling has been a major concern for slope stability analysis. The level of confidence in the in-put assumptions, such as structural and rock mass model, dictates the modelling results to some extent. This article is to detail a case study of Kalgoorlie Consolidated Gold Mines (KCGM) regarding a predicted inter-ramp failure on an as-built pit walls by a 3D numerical modelling. Significant concerns were raised across site and multiple preventive plans were considered. After intense data collection work, it was confirmed that the risk of failure had been overestimated. The case study has improved the understanding of geotechnical data in-put and has enhanced the process of creating and updating geotechnical structural models at KCGM.

In a survey conducted by symplexi with underground miners in Australia; 78 per cent of participants believed that ‘safety’ is all about people. If ‘safety’ is about people, then is the mining industry focusing on the wrong thing? It would be fair to say that the mining industry is heavily systems focused. Companies develop a safety management system and use this to show regulators that they comply with legislation – however, that is only half of the picture.

Current mineral extraction and valorisation activities still have a strong focus on the ‘delivered product(s)’ which might be a bulk commodity such as metallurgical coal, hematite, bauxite, etc., and mineral concentrates such as metal sulphides, oxides, and carbonates; precious metals, such as gold, silver and PGMs, REEs or battery metals; halogen salt forming elements; or industrial minerals, which are non-metals including crushed rock, sand, and gravel etc. With the current focus on tailings disposal the pushback has been to seek alternatives to the currently ‘conventional’ disposal method via increasingly higher risk tailings settling facilities (TSFs) with a changing focus towards ‘dry disposal’. Whichever option is selected, the alarming trend is the increasing cost and ESG impacts. An emerging approach is to pose a focusing question ‘Is there anything else passing into the tailings stream and/or disposable waste streams which could be recovered and pass into the product revenue stream? All of the above ‘primary’ process streams offer opportunities for increasing recovery and offsetting some of the disposal costs. Some secondary opportunities are already being pursued, such as REEs and battery metals from base metals deposits, but other opportunities are still being overlooked, such as building materials and soil conditioning pellets. These potential ‘new’ product streams can also utilise other mining and domestic wastes such as smelting slags, glass waste, plastic waste etc. This paper will address these opportunities and provide examples including process approach, economics and some of the current barriers that exist, which are holding back progress on such initiatives.

The key skills for a competent geologist are observation, documentation, analytical thought and the ability to communicate. These attributes have served the geological world for the past two centuries since the field of geology was separated out from natural philosophy. The understanding of the structural setting, lithologies, alteration and 3D distribution of the target mineral species are essential precursors to resource evaluation and potential economic extraction. The advent of artificial intelligence and machine learning has matured to the point where observation by dedicated sensors and analysis by customised AI algorithms can replace manual processes and deliver credible results. In combination with analytical data such as assays, various sensors now collect physical properties of rocks which are used as proxies for mineral identification and rock mass classification. These sensors include X-ray and infra-red spectra, magnetic susceptibility, gravity/density, EH/pH measurements, conductivity, colourimetric readings, porosity, fracturing and fracture intensity. Analysis using machine learning techniques trained using known data sets can determine rock type classification, rock density, quantification of grade/quality attributes, mineral alteration, weathering and geotechnical attributes such as rock quality. This type of data relies on calibration and quality control of a variety of different types of electronic hardware. The resulting data is non-additive, has error ranges and will be suitable for consumption by fast AI methods providing probabilistic analysis. A second stage could include geometallurgical constraints to provide an ‘extractability index’, which is of more interest to miners than pure geotyping. Using resultant interpreted geological criteria, 3D domain models with spatial attributes will be built.

The shift towards clean energy technologies is having a significant impact on the mining industry, with the demand for minerals such as copper, nickel, cobalt, lithium, manganese, and graphite increasing exponentially. To meet the goals of the Paris Agreement, mineral requirements for clean energy technologies would need to quadruple by 2040, and to achieve net-zero globally by 2050, mineral inputs in 2040 would need to be six times more than today. The most significant driver of mineral demand is electric vehicles (EVs) and battery storage, with lithium seeing the fastest growth, and copper demand doubling over the same period due to the expansion of electricity networks globally. The demand for these minerals is expected to rise significantly as investments in clean energy technologies continue to grow in the future. As the world moves towards a decarbonised economy, the minerals industry is under increasing pressure to reduce its environmental and social impacts and meet the increased demand for minerals. Mining companies are facing additional challenges due to the depletion of near-surface mineral deposits globally, with more mines transitioning from open pits to underground. The transition to underground mining requires the right strategy to economically access deeper mineable inventories and to keep up with future clean energy technology demands to achieve net-zero globally by 2050. One key way to achieve this is through decarbonisation using ‘green’ mining technologies such as replacing current primary diesel mining fleets with battery electric vehicles (BEVs). However, these measures through electrification overlook the bigger opportunity to maximise the socio-economic returns from the mine while also reducing the overall carbon footprint. Corporate cut-off grade policy is one of the most significant influencers on the total environmental and social impacts of the mining industry. The purpose of a corporate cut-off grade policy is to implement strategies aligned with achieving all the mining companies’ corporate goals, with decarbonisation targets becoming a primary driver for mining companies. Table 1 shows the evolution of cut-off theory with the increasing number of dimensions and driving inputs per iteration.

The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. This extended abstract and associated presentation provide a series of real examples of the complex interactions between the numerous input parameters, both geological and mathematical, that are required for resource estimation. Many of these parameters can contain a large degree of uncertainty at the initial resource stage. The resource tonnages and grades at economic cut offs of some types of deposits are relatively robust to these initial uncertainties while others exhibit significant sensitivity. In some cases, changes in parameters can result in counter-intuitive outcomes. Grades and confidence levels are inseparable; as the parameters change the confidence changes and so does the grade estimate. The extended abstract and associated presentation also discuss the question of whether or not a single solution is still an acceptable outcome for an estimate or if even a set of simulations based on a single fixed set of parameters is acceptable.CITATION: Kentwell, D, 2018. Employing gravity recovery for coarsely liberated gold and sulfide ores has potential to lead to a signifi cant reduction in the energy required for comminution and ultimately can have a significant impact on gold processing. Most of the recognised metallurgical tools at our disposal currently have been designed around recovery of relatively finely ground minerals. In order to change the paradigm of fine grind for liberation, a new set of tools need to be recognised that are capable of separations in the coarser size fractions. Some of these tools already exist and some need to be developed but the key is the way in which the fl ow sheets are arranged. A very strong understanding is required in the existing tools and their capabilities before these new flow sheets can be optimised. Only when we understand the existing gaps in technology can we start to fill these positions with new candidates. Many ores when crushed liberate their gold bearing minerals at coarser sizes than current practice would suggest (Figure 1). In order to characterise this response in ores it is necessary to utilise some new techniques in the lab such as gravity separation and ore sorting at the sizes greater than 15 mm followed by gravity recovery on fractions from 15 mm down to 150 ¦m. The most difficult range has been the mid-sized fraction from 4.0 mm down to around 150 ¦m. This is the size range in which many ores show economic liberation starting to occur and coincidentally this is the range in which many commonly used metallurgical processes reach their operational limits due to physical constraints. Examples of these processes are flotation, hydrocyclones and whole ore leach in agitated tanks which are currently the mainstays of the processing fraternity. This is an ABSTRACT ONLY. What is the meaning of the Life of a Mine (LOM) if that mine results in a requirement for water treatment in perpetuity? ‘In perpetuity’ is of course a duration with no relationship to a Life-of-Mine or what might rightly be regarded by external stakeholders as a fair and reasonable post-mine recovery period. It exceeds the life span of investors, mine managers and governments, indeed even of capital markets as we know them, and of corporate and individual memories.In mine and mine closure planning, decisions are usually based at least to a significant extent on traditional economic analysis underlain by discounted cash flows (DCF). For investments in income-producing facilities, such as mining development and equipment, and ore-processing plant and equipment, this analysis reflects commercial reality and allows for comparison of competing investments. However, for environmental and social infrastructure, the same analysis using the same input parameters, especially the discount rate applied to cash flows, can lead to a bias against the adoption of best practices for non-investor stakeholders. Other than being reasonably certain of the average vertical stress being lithostatic, there can be little certainty about stress in the ground. The stresses and strains in rock are a function of gravitational effects, external load, thermal changes, diagenesis and their mechanical properties including elastic, creep and post failure behaviours. It is highly desirable to measure stress where mining is going to take place, even if the virgin stress condition has already been changed by mining. The concept of some far field stress value that is more or less constant is usually invalid and can be dangerous to use in mine design. Measuring stress is not simple. The basic processes are broken into two categories, one where the rock will not fail around the borehole in which the stress is being measured and one where the rock has failed or will fail. Because of the complexity and cost in obtaining a single, precise stress measurement it is highly desirable to have some system to be able to obtain an idea of the uniformity, or otherwise of the stress situation between precise measurements. Table 1 shows the methods for measuring stress. The first five methods work on the basis of some fairly direct measurement of mechanical rock behaviour while the last three are attempts to get some idea of stress out of core long after it is removed from the host rock. While these latter methods appear to tick all the boxes for applicability there is a great deal of uncertainty in the results that they deliver. This paper reviews the methods for measuring stress and presents two new methods. These are a three dimensional overcore system to provide precise stress measurements in rocks that will not fail around the borehole and a core ovality system. The latter can be used to provide information on the stress difference orthogonal to the core. It is particularly useful because it can be used every metre of core length.

Nautilus Minerals Inc is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.Economies depend upon four key types of capital: built, natural, financial and human. Natural capital consists of the ‘minerals, energy, plants, animals, ecosystems (climatic processes, nutrient cycles and other natural structures and systems) found on Earth that provide a flow of natural goods and services’ (Daly and Farley, 2004). Many ecosystem goods such as fish, fruit and water are already valued and sold in markets; however, some ecosystem services are not amenable to markets and have remained unvalued in traditional accounting methods, even though they provide significant value (such as flood protection, climate stability etc; Batker and Schmidt, 2015).There are now economic methods available to quantify and value natural capital and many non-market ecosystem services. When valued in dollars, these services can be incorporated into a number of economic tools, including benefit-cost analysis, accounting, environmental impact statements, asset management plans and rate of return on investment calculations. Their inclusion ultimately strengthens decision-making. When natural capital assets and ecosystem services are not considered in economic analysis, they are effectively valued at zero. This omission can lead to poor decisions, inefficient capital investments, higher incurred costs and losses due to unexpected events (Batker and Schmidt, 2015).In 2015 Earth Economics was commissioned by Nautilus Minerals Inc to conduct an independent, objective environmental and social benchmarking analysis of the proposed deep seabed Solwara 1 mine with terrestrial copper mines (referred to as ‘the report’). The report represents the first ever natural capital accounting and ecosystem goods and services framework for seabed mining.The report compares the proposed Solwara 1 mine with three terrestrial mines: Bingham Canyon (Utah, USA), Prominent Hill (South Australia, Australia), and Intag (a proposed mine in Intag Province, Ecuador), and provides a natural capital accounting assessment for all four operations.CITATION:Grogan, R, 2016. Over much of Australia, rainfall is highly seasonal and storm-driven. Consequently, operational mines often need extensive earthworks – drains, dams and levees – for protection during the occasional large floods and for water storage against the dry times; however, it has not been appreciated that many of these earthworks will need to function after mining has finished, sometimes, beyond a normal design life for engineered structures.While a mine is operating, standards for design and maintenance are dictated by regulation and risk assessment. For dams and levees – regulated structures – the standards imposed mainly relate to life-of-mine. The levels of risk and maintenance accepted by the mine operator may not be acceptable to another landholder in perpetuity. However, the Environmental Authority cannot be surrendered unless the landholder has accepted responsibility for any unrehabilitated regulated structures (Department of Environment and Heritage Protection (DEHP), 2016).In order for a future landholder to be willing to take responsibility for a dam or levee, the structure should be of value to the business of the property. In hard rock mining, large-scale bulk mining methods such as block or panel caving (BC/PC) and sublevel caving (SLC) typically generate significant surface deformations such as subsidence. Surface deformations need to be considered in the project evaluation and planning stages of cave mines, for example, planning and location of critical underground mine planning infrastructure such as portals, haulage and vent shafts, access roads, or potential damage to existing infrastructure, changes to surface water management, waste dump, stockpile and tailings dam stability, and environmental impacts. Assessing the impact and risks associated with subsidence is a key component in robust mine planning and operations management.

Organisations’ incident classification processes are plagued by the overclassification of events, often leading to excessive workloads and suboptimal outcomes. This presentation addresses the pressing need to rethink how incidents are classified to maximise organisational learning and minimise systemic risk. A major issue in the current incident classification landscape is the tendency to classify events at high levels, overwhelming organisations with investigations they cannot efficiently handle. This results in inadequate risk reduction and learning opportunities. The link between injury classification and investigation methods further compounds these problems, creating unnecessary administrative clutter. Challenging the misconception that every event, no matter how minor, requires a comprehensive investigation, this presentation advocates for a shift in perspective. The key recommendation is to decouple injury classification and risk matrices from the decision-making process regarding what and how to investigate. Instead, the emphasis should be placed on identifying opportunities for organisational learning and risk reduction. Organisations can streamline their incident management processes by adopting a more pragmatic approach that aligns incident classification with the organisation’s investigation capacity. This transformation focuses on achieving meaningful outcomes, enhancing safety and improving performance. This presentation provides an innovative process for organisations to revamp their incident classification practices, enabling them to harness the full potential of incident data for learning and risk mitigation. It highlights the importance of aligning incident classification with the opportunity for organisational learning, ultimately leading to more effective incident management and enhanced safety outcomes.
