OneSteel Whyalla’s grate-kiln-cooler pelletising plant was commissioned in 1968 processing haematite feed from the local South Middleback Ranges mining area. The existence of a magnetite resource beneath the haematite ore at Iron Duke had been known for some time. In 2004, a decision was made to covert the primary iron source for the Whyalla steelworks from haematite to magnetite – known as project magnet. The intent of the project was to convert the feed to the steelworks from haematite to magnetite and to free up the remaining haematite resource for export. The pelletising plant was cut over to a magnetite feed in 2007.The thermochemical differences of magnetite compared to haematite are threefold:1. the introduction of an exothermic reaction during conversion of magnetite to haematite,2. the absence of bound water which existed within the haematite, and3. lower gangue content requiring lower fluxing levels and therefore lower calcination energy demand.The combination of these differences results in a significantly different induration requirement for magnetite as compared to haematite. The change therefore required extensive research and test work to design modifications to the furnace and to ensure appropriate risk mitigation for the Whyalla steelworks.Preliminary pot-grate test work was performed to define the pellet chemistry and confirm the suitability of the magnetite to produce pellets suitable for the OneSteel blast furnace. A heating curve was developed by use of computer-based heat and mass balance modelling. Extensive pilot scale grate-kiln-cooler test work was then performed to confirm the heating curve and to verify and fine-tune the pellet properties. Computation fluid dynamics was used to design the physical changes to the furnace required to achieve the proposed heating curve.Following installation of an additional preheat zone, including a wall and dilution air fans, into the preheating furnace, and installation of an additional wall into the cooler, the modified furnace was commissioning in December 2007. The plant performed as expected during commissioning with the actual heating curve matching the proposed curve and the produced pellets within blast furnace specifications.

The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

As mobile equipment electrification in underground mining continues to gain popularity, control ofheat and humidity in the workplace is becoming a key driver in sizing of ventilation and mine aircooling systems. For design and sizing of ventilation and cooling systems to be accurate, and for themine mobile equipment fleet to be sized appropriately to meet production goals, vehicle productivitymetrics, heat modelling, and energy balances for electrified fleets need to consider operation througha realistic duty cycle that is reflective of various tasks performed during a shift.The authors conducted a real-world comparison of two 8 cubic yard (14 metric tonne) class Load-Haul-Dump (LHD) machines – one diesel and one battery-electric vehicle (BEV) – performingidentical muck-haul-dump operations on consecutive days at an underground nickel/copper hardrock mine in Ontario, Canada.The battery-electric LHD averaged 8.9 per cent faster cycle time than the diesel vehicle (gross,without accounting for charging time), and was able to transport 25 per cent more material per cycledue to a larger bucket capacity. When including the charging time, average net cycle times wereequivalent for the two vehicles over the 200 cycles. The BEV carried more payload over the eighthour period due to the increased capacity per cycle.The testing identified an approximately five-fold reduction in heat output from the BEV in comparisonto the diesel LHD on a basis of heat output per tonne of rated bucket capacity. Heat output from thefast charger was found to be approximately 4 per cent of the charging rate, with negligibletemperature change observed in the main drift. External noise levels in the mine were found to be14 dB lower for the BEV during transit and 11 dB lower during bucket loading. Fuel/energy costs forBEV electricity input were approximately four times lower per operating hour than diesel fuel costbased on typical 2021 electrical and diesel unit rates for a grid-connected mine in Ontario, Canada.

International mineral disclosure standards and guidelines aligned with the CRIRSCO (Committee for Mineral Reserves International Reporting Standards) template were developed to inform stakeholders about the relative accuracy and confidence levels of publicly reported information and to support investment decisions, particularly when advancing projects through different development stages. The traditional stages range from early to advanced exploration, through pre-development (with Mineral Resources and pre-feasibility and/or feasibility levels of study) before the final development stages, where a decision to proceed with construction or production (or both) is made. The traditional definition of Mineral Resource and Ore/Mineral Reserve classification categories and techno-economic study levels (including Preliminary Economic Assessment (PEA), Scoping Study (SS), Pre-Feasibility Study (PFS) and Feasibility Study (FS)) were defined with pre-development project assessment in mind. As such, these definitions are not necessarily well aligned to the reporting structures required by operating mines which need to consider a range of timelines spanning short to long-term operating conditions. However, the same terminology and definitions are used, or expected to be used, by both project developers and mine operators when reporting resources, reserves and techno-economic study outcomes. This paper discusses how various stakeholders in the minerals industry (including competent/qualified persons, mining company leaders, investors, lenders and regulators), generally interpret the definitions of Mineral Resource and Ore Reserve categories in terms of the relative accuracy of the estimates, their link to techno-economic study levels and their contribution to life-of-mine (LOM) schedules. The paper examines the degree to which mining companies recognise, and apply, enhanced operational knowledge to reflect short-term views of the relative accuracy and confidence levels associated with publicly reported Mineral Resource and Ore Reserve estimates and forecasts. Furthermore, this paper explores how this knowledge is applied to support ongoing Mineral Resource, and particularly Ore Reserve, generation and reporting. This paper is informed by public data and responses to an internal survey prepared by the authors and completed in 2021 by several mining companies.

The potential for bulk diversion was identified and quickly implemented following the development of bulk sensing technologies applied to conveyed flows. In the early 1980s real time analysis of ash in coal was intended to improve the understanding and control of quality variability. By the end of the 1980s approximately 5% of coal analysers installed were being utilised for bulk sorting; diverting flows to create stockpiles to improve blending flexibility and boiler feed consistency, diverting waste material, or bypassing the beneficiation process when the coal met product quality criteria. In the 1990s bulk sensing and sorting utilising natural gamma detection was applied to conveyed waste in gold-uranium mineralisation and allowed ore to be recovered and processed that would otherwise have been discarded. Further applications developed in the iron ore sector where product quality ore could be diverted to bypass beneficiation and save significant unnecessary processing costs and improve recovery by avoiding process inefficiency losses. Plant capacity was freed up to be utilised by material that required processing. Similar benefits became evident in the phosphate industry and in base metals where multi-elemental analysis using Prompt Gamma Neutron Activation Analysis provides ideal opportunities to representatively measure 30 second conveyed increments at high accuracies. This has been successfully adopted in copper, nickel, platinum and lead-zinc to improve waste removal after primary crushing to eliminate unnecessary expense and improve plant efficiency. The benefits include increased output from existing operating capacity, significant reductions in consumable costs and generation of fewer detrimental waste streams. The paper outlines the technologies and discusses case studies covering the above commodities, demonstrating the immense value that representative real time measurement of conveyed flows can create. Measurement data concurrently provides multiple benefits in operational performance besides sorting, through ore reconciliation, ore blending, feedforward control and metal accounting, adding further value.

In recent years there have been many changes in mine ownership due to the on-going rationalisation towards larger mining companies. Larger companies inevitably find it hard to manage small mining operations and in many cases smaller mines do not fit corporate resource, production and profit criteria. Smaller companies are more suited to managing these medium or small scale mines and are tendering for the purchase or lease of mines that larger companies wish to dispose of. In addition to these factors there has also been a trend (especially in Western Australia) for mines to continue operating at ever increasing depths. This in turn has led to more mines operating in high stress environments and experiencing damaging seismicity. Assessing the viability of seismically active mines from a takeover or purchase point of view should involve analysing the risk profile of every aspect on mining that could be affected by adverse seismicity. This includes assessing current and alternative mining methods, mine designs, support systems, extraction sequencing, monitoring and blasting. This paper includes discussion on items that need to be assessed when considering the purchase of seismically active mines, with experience gained from some recent studies in Western Australia. In these cases it was apparent that quantification of previous seismic history on itÆs own was a totally inadequate method of assessing minewide seismic risk potential. A more holistic approach is required, taking into account all aspects of relevant data, all the minewide effects of seismic activity and all possible means of mitigating those effects.

Fibre-reinforced geopolymer concrete (FRGC) contains no Portland cement or steel reinforcement, but instead uses synthetic fibre reinforcement and a geopolymer binder. The use of geopolymer binder in lieu of Portland cement reduces the concrete’s embedded energy (CO2 emissions) whilst the use of synthetic fibres eliminates the issue of reinforcement corrosion, thus enhancing the overall long-term durability of concrete. This paper presents the development of FRGC during a three-year project funded by the Victorian Science Agenda and a consortium of five organisations. The work involved laboratory and field trials and the production of prototype tunnel segments that have been subject to durability and fire testing.FRGC has exceeded the performance of the Portland cement-based control mix in terms of flexural strength, chloride diffusion, water sorptivity and drying shrinkage. Furthermore, the FRGC segments subjected to a simulated hydrocarbon fire test did not exhibit explosive spalling; however, the creep of FRGC was approximately three times that of the steel fibre-reinforced Portland cement-based control mix. The compressive strength and tensile splitting strength of the FRGC were also lower than the control mix. These differences need to be allowed for in the design using FRGC.Prototype bolted tunnel segments of up to 0.8?t mass have been produced from FRGC using standard production techniques and ambient curing. These were successfully produced within a 24-hour production cycle. Cut sections through the segments showed good compaction and even distribution of fibres. The estimated carbon footprint of tunnel segments produced using FRGC is approximately 70 per cent less than that of Portland cement-based segments containing 25 per cent fly ash and steel reinforcement.The results to date indicate that FRGC has the potential to produce a new generation of tunnel segments and, in general, precast concrete products with increased durability and substantially reduced carbon emissions compared to the Portland cement-based concrete with steel reinforcement.A summary of further research carried out by CH2M HILL into a complete elimination of ferrous inserts from segmental concrete tunnel lining is also summarised in this paper. The use of non-ferrous connectors for radial joints in combination with the FRGC technology in the manufacture of tunnel segments will effectively lead to development of a new generation of segmental tunnel lining systems.CITATION:Wimpenny, D, Chappell, M and Wieloch, M, 2014. "Although it is well known and easily experienced that the feed size distribution influences the throughput and stability of operation of a semi-autogenous grinding (SAG) mill, the details are poorly understood since it is often only the input and output measurements that are used to identify unfavourable in-mill conditions. Load cells and power monitoring are sometimes used but are generally poor indicators of the mechanisms that lead to such unwanted conditions.At the MMG Century operation a 12-microphone array around the SAG mill using non-contact acoustic measurement methodology has been used to diagnose the in-mill conditions to facilitate improved throughput and stability of operation. Use of acoustic measurement and control has provided a demonstrated increased throughput of at least 20 per cent as well as improved stabilisation of the mill. Since the information derived from the acoustic noise from a mill allows discrimination of the behaviour of the steel balls and the rock, a number of in-mill conditions can be identified with signals that include toe and shoulder angles, water holdup and the ball to rock ratio.Feed size variations, measured online with an imaging system, have been used to determine their effect on the internal charge behaviour. It has been found that circumferential segregation of steel balls and rock occurs as well as poor mixing of large rocks. Both of these effects are not conducive to optimal breakage rates of different size fractions. Longitudinal segregation effects also occur. The semi-autogenous grinding (SAG) mill at the MMG Century operation has failing load cells that are essential to the control strategy used to stabilise the mill. Currently, mill-bearing pressure is used as a proxy for the load cells, but it has been found to be a noisy signal and lacking in useful sensitivity. It is also prone to variations and drift due to temperature. After consideration of a number of options, a non-contact acoustic array has been installed around the SAG mill to provide a more stable proxy load signal as well as other information about the internal operation of the?mill.The installation consists of 12 microphones to provide some detail into the operational differences that occur during normal operations at the MMG Century SAG mill. This acoustic approach acknowledges that operational grinding mills emit significant acoustic emissions that are a consequence of the dynamic environment prevailing inside them.Previous studies have attributed the acoustic noise to a range of events that occur inside these mills (Pax, 2011; 2012). Consequently, non-contact acoustic determinations of in-mill behaviour can provide powerful insights into the operation of the primary comminution tumbling mills. By measuring key microphone signal attributes at different positions around a mill, a holistic picture of mill internal operation can be developed.This paper will describe the installation of the 12 microphones and discuss the use of the acoustic load signals as a proxy for failing load cells. It will also present data from new observations of internal mill dynamics and the results of implementation of control using these acoustic signals. "Several mine scheduling tools exist for use in optimising and scheduling the reserve according to in situ value. These tools generally value the ore on a per block basis according to regressed recovery models based on ore grade and type. It is then the task of the plant metallurgist to ensure that these ore blocks are fed to the plant in a manner that satisfies the prevailing plant constraints. This task is often completed in complex Excel® spreadsheets that are modified over time with factors applied to account for plant modifications or limitations.It is the authors’ experience that this approach is difficult to audit and replicate in a consistent manner. Furthermore, operational decisions, such as primary grind size or autoclave oxidation are made on the metallurgist or managements’ perceived optimum value and does not necessarily represent a cash flow based optimum.Many processing plants contain multiple internal constraints. As ore feed grades and properties change over the life-of-mine (LOM), processing-bottlenecks shift from one unit process to another and different operating strategies need to be adopted to maximise cash generation from the process.This paper presents a unified optimisation approach to scheduling ore based on a circuit mass balance to describe the process plant with individual models for each significant unit operation. The approach allows for optimisation over multiple input variables and the inclusion of linear and non-linear constraints.This optimisation process has been applied to different complex gold operations. The end result is an automated scheduler that selects the optimum blend of ores as well as plant operating conditions that satisfy all internal plant and shutdown constraints while maximising the objective of choice (metal production or cash flow). The models are also valuable for evaluating expansion or debottlenecking opportunities of individual processing units. The requirement for secondary egress from underground workings has long been regulated in Australia. Escape way systems have evolved from simple airleg rising ladders and timber ladders to steel galvanised ladders and more recently fully enclosed polyethylene ladders.The polyethylene ladder, Safescape Laddertube, was introduced to the underground mining industry in 2010. It is an enclosed cylindrical modular plastic ladder designed for use in underground escape ways and access ways. Since its first installation in May 2010, the Laddertube has been installed in 43 mines across four countries, totalling 8800 m of ladders installed to December 2013.The Cracow Gold mine is one operation using Laddertube, located 500 km north-west of Brisbane, Queensland, Australia. Upon discovering and developing both the Empire and Roses Pride orebodies, a safe and economically viable secondary egress system and surface primary ventilation exhaust shafts were necessary to support development and production activities to these workings. The need arose to merge these two critical requirements together between surface and underground mine workings some 200 m and 400 m respectively for each orebody. Neither egress has intermediate access points within their full service length from top to bottom. Several options were considered, the preferable and most feasible method adopted was Laddertube.The longest egress length requiring Laddertube within the two vertical surface exhaust shafts was 400 m long, within a 3.5 m diameter shaft. Due to the length of the vertical Laddertube system in both egresses, personnel are to be assisted by mechanical means using the Extended Ladder Climb Assist system.The Gossan Hill mine also uses Laddertube for their escape ways. Part of the Golden Grove operation, Gossan Hill is an underground sublevel open stoping mine located in the mid-west of Western Australia.With a considerable mine life remaining and a history of acidic water and stress related deterioration in vertical openings, the mine operators sought an escape way solution that would provide for the long-term needs of Gossan Hill. Laddertube was selected due to its non-corrosive properties and the ability to fill in around the ladder way to provide stability to the raise opening.Laddertube is a recent development in escape way systems, and is effectively being applied in a variety of operations, meeting the specific needs of underground mines.CITATION:Durkin, S, Hawkins, B and Lawrence, V, 2014. The placement of chemically reactive mine wastes in mined out pits (æpit backfillingÆ) is increasingly seen by industry as best practice to manage long-term environmental risks. This is primarily because leaving wastes at the surface, or allowing pit lakes to develop, can result in unacceptable environmental risks. The costs and practicality of mitigation options such as installation of covers and community expectations of landform re-construction to achieve a post-mining, beneficial land use are also important drivers for pit backfilling.Pit backfilling can significantly reduce the post-closure risks to receiving environments, by minimising seepage due to tailings, acid/solute generating waste rock and/or salts derived from mine water treatment. Environmental risks are often highest where wastes are located close to the ground surface, due to relatively high rates of groundwater movement in near-surface aquifers and/or failure of engineered structures due to rainfall/erosion processes. Placement of these wastes at significant depth in pits, subject to mine planning and environmental assessment, can address these risks by increasing the path length and resistance from contaminant source to receptor, thus enhancing encapsulation of the wastes.Pit backfilling can also be cost-effective for mining companies. This is because existing pits are developed on the basis of an economic return and thus provide an opportunity to store tailings in an existing æengineered structureÆ at little or no incremental cost when compared with building and operating a new tailings or waste rock storage facility, often encompassing complex cover/drainage management systems. Key issues for consideration are mine planning, the long-term geotechnical behaviour of the wastes (eg consolidation of tailings which leads to release of acid/solutes in tailings porewaters), seepage rates to downstream receptors/agreed end point criteria and potential resource sterilisation. Internationally, mine closure guidelines are also showing a greater recognition of pit backfilling in the context of allowing mining companies to meet agreed post-closure land use objectives.In summary, pit backfilling can enhance the encapsulation of chemically reactive mine wastes and environment protection, and with agreement on post-closure beneficial land use, can also help to deliver post-closure benefits to communities.CITATION:Puhalovich, A A, 2012. At times of high metal prices, mining projects that have previously been put into the ætoo hard basketÆ are now being more closely examined. Typically these projects include the potential recovery of small mineable tonnes with high contained metal values and often with poor ground conditions. For many underground mining projects, the drift and fill method is viewed as a high-cost method and a æmethod of last resortÆ. As a result the method is not well known in Australia and it is the authorsÆ view that the method is under utilised. The drift and fill method can be applied to a variety of underground mining situations and is a preferred method for some orebody geometries and where ore recovery is viewed as a key to project success. This paper examines some of the critical mine planning and backfill issues involved with the drift and fill mining method.

Prefabricated waterproofing sheet membranes are extremely complicated to install in underground sections with complex geometries and, despite being already subjected to quality tests in the factory, the installed membrane often exhibits leakages due to different reasons. Main sources of leaks are the required high amount of welding seams and damages caused during installation of reinforcement, as well as overstretching and poorly installed secondary concrete linings. Also the design of the tunnel lining is strongly influenced and limited by the use of prefabricated waterproofing sheet membranes. The use of sprayed waterproofing membranes for more than a decade has contributed to durability and serviceability, as well as to increasing sustainability of tunnel linings. The presented sprayed waterproofing membrane MasterSeal 345 is an advantageous alternative to prefabricated waterproofing sheet membranes under typical tunnelling conditions, especially in geometrically complex areas, such as in lay-by niches, cross passages and crossover caverns, where installation of conventional waterproofing membranes is inherently difficult, and locating leaks is challenging. This membrane has been successfully used in underground projects with different waterproofing design concepts and under diverse hydro-geological and environmental conditions for over a decade. It provides tunnel designers with different options and optimisation for the design of the tunnel concrete lining. Additional advantages to owners, contractors and designers from the use of the sprayed membrane include flexibility in the design, increased productivity and flexibility in working programming, as well as improved logistics, resulting in significant program and cost savings and reduced long-term maintenance costs. This paper describes the key features of this sprayed waterproofing membrane, its application range and limitations, the waterproofing concept, design options and related benefits. Recently Mount Isa Mines undertook a study to review the lead-zinc orebodies to extent of resource and reserves and determine the new life-of-mine schedule, as the Mount Isa and Hilton orebodies had not be reviewed for many years. Also, the recovered value of the Mount Isa, Hilton and George Fisher orebodies had been increased by major performance improvements in the lead-zinc concentrator. The Mount Isa Lead-Zinc concentrator processes fine-grained lead-zinc ore from the Mount Isa, Hilton and George Fisher orebodies. These orebodies have varying levels of pyrite and large variation in the grain size and texture of the galena, sphalerite and pyrite. This variation has a large effect on the recovery of the lead and zinc in the concentrator. Some ores achieve 90 per cent recovery at target grades, yet other ores are unable to achieve æsaleableÆ concentrate grade, with no metal being recovered to concentrate and therefore effectively losing the contained metal to the final tailings. Models were created to predict the metallurgical performance of these orebodies, to better reflect the variation that occurs. These improved metallurgical models and economic data allowed the determination of the Net Smelter Return (NSR) for each block in the geological block model. This NSR is the return to MIM of the metals contained in concentrate. The NSR was used as the cut-off grade criteria when determining the value of the ore. This formed the basis of the lead-zinc life-of-mine schedule and the optimisation of the lead-zinc business.

Two adjacent open pits in Mali hosted by deeply weathered saprolitic materials were mined consecutively over the course of approximately 12 months. During excavation, both pits experienced significant displacement and tension cracking as the result of deeper than expected depth of weathering coupled with relatively steep slope angles and significant groundwater. In response, geotechnical and operations teams overcame numerous monitoring challenges with prisms and radar to develop a simple and effective monitoring system coupled to a Trigger Action Response Plan (TARP) which enabled continued safe operations while reducing ore loss. Observations of previous slope performance of these two pits allowed for greater confidence in empirical failure runout calculations that was used to specify the standoff widths for the exclusion zones in the pit. Back analysis of the slope as-built performance after the first indications of slope distress was also conducted. The back analysis was used to confirm rock mass parameters for modelling while being utilised as a reality check for the stability analysis. The stability analysis indicated that leaving a large step-out or buttress would not prevent the displacement, resulting in some ore being sacrificed to ensure the safety of personnel. Key learnings from this experience highlight the importance of: • up-to-date geological interpretation of the depth of weathering • ensuring slope design guidance is reviewed and updated as latest information (ie geology and monitoring) is received • having multiple complementary slope monitoring methods to ensure redundancy • ensuring visual observations and as-built performance are utilised as a reality check to provide greater confidence in stability analysis and design guidance.

The management of wear surfaces in mining operations has remained largely unchanged since the inception of mining. Sacrificial wear liners are installed on the inside of chutes, hoppers and other equipment used to transfer bulk ore to protect the asset from abrasive wear caused by the flow of material. These liners are generally replaced at fixed intervals which may be determined based on historical wear rates or may be driven by other maintenance requirements for that asset. This approach does not always yield satisfactory results, especially for critical assets where the impact of downtime on production can be substantial. For such assets, a condition-based maintenance strategy has the potential to significantly increase productivity and reduce the total cost of ownership associated with the asset. However, for such a strategy to be successful, timely information on the actual condition (remaining thickness) of the wear liners is essential. This paper describes the development and implementation of a wear monitoring system that can be used to remotely and continuously report on remaining liner material thickness in real time. It details some of the challenges that were overcome when developing the system, including the design of a patented thickness measuring system that can be used in a variety of liner materials and is tolerant to the presence of ore on the wear surface. The paper also explains how a cloud-based approach enables data from the wear sensors to be integrated into external systems such as a data historian, which has been demonstrated through a collaborative project with one of the largest iron ore producers in the Pilbara. This ability to combine real time liner thickness information with other data sources, such as throughput, provides the foundation for the transition to a condition-based maintenance strategy.

Even though most major operating companies in the minerals industry have Board-level endorsed sustainability principles and objectives, design engineers typically have no mechanism that allows them to implement those objectives in their work. In addition, the existing project management systems do not readily deliver the innovative solutions needed to address key sustainability issues, such as those related to significantly reduced carbon emissions, minimal environmental impacts, and maintaining the societal ‘licence to operate’. SUSOP® (SUStainable OPerations) is an approach for the integration of sustainable development principles into the design of mineral processes, which has been developed through the Co-operative Research Centre for Sustainable Resource Processing (CSRP). Somewhat analogous to the well entrenched HAZOP (Hazard and Operability) studies, SUSOP® is a holistic, systematic and rigorous mechanism for identifying and assessing sustainability opportunities and risks at each stage of project development - from corporate planning, through design and operation, to decommissioning and rehabilitation – without compromising financial rigour. SUSOP® was developed, tested and enhanced through its application to real case studies in the minerals industry. This development path provided significant insights into the process of identifying and evaluating opportunities for improving an operation’s contribution to sustainability and its long-term business case.This paper will discuss the need for a methodical approach for integrating sustainability principles into mineral processing plant design, present the key elements of SUSOP®, and outline its development path through real case studies. In addition, the reasons why such an approach will have growing importance into the future will be raised.

The proposed Rockwater Power Project is a hydropower development on the Waitaki River in the South Island of New Zealand. The proposed development will have an installed capacity of 250 MW with a peak flow capacity of 260 m3/s. The project commences at Lake Waitaki and extends some 35 km downstream on the north bank to a surface power station at Stonewall. Flow is returned to the Waitaki River via an outfall channel.The tunnelling for the project is through Greywacke, which comprises Permian and Triassic age marine sediments that are well indurated and weakly metamorphosed. The rock mass is jointed and sheared and there are frequent faults, which range up to hundreds of metres in width. Three 12 m diameter tunnel boring machines (TBMs) are proposed to excavate the 35 km long tunnel.The paper describes the development of the tunnel alignment, rock mass classification, design of the support, rock and hydraulic loads, support installation options and construction sequencing.The alternatives of rock bolts and shotcrete and segmental lining were both investigated and are discussed. Support using rock bolts and shotcrete offers the potential of rapid construction with minimum support cost when the ground conditions are good, but delays due to support installation increases with deteriorating ground conditions. In contrast, segmentally lined tunnels offer greater certainty in cycle time with reduced program risk. Both options are described and discussed.The horizontal alignment is affected by the presence of major fault zones, which are either avoided, or pretreated by driving conventional tunnels through in advance of the TBM delivery, topographical constraints with the rugged topography and operational hydraulic constraints. Construction requirements, future power station operation and the minimisation of leakage from the tunnel have all impacted on the vertical alignment.The number and sequencing of TBMs to be used is discussed in terms of program time and risk minimisation.

The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors.
