The Mining Act (1992) and the Petroleum Act (1980) provide for the Government of Papua New Guinea (PNG) to take up equity holdings in mining and petroleum projects. The price the Government pays for its share is based on the historical cost of exploration and development on the project to the date of government equity acquisition. The equity level to be acquired is not fixed and ranges up to 30o for mining and up to 22.5s for petroleum at the discretion of the Government of the time.The objective of this paper is to examine the pros and cons of State equity holdings in PNG from the point of view of both the State and the developer. Using an economic model of the PNG mining taxation system an assessment is made of the effective return on investment received by the State from such equity holdings. The results are compared with government revenues from other taxation measures.

With the introduction of diesel powered loading and hauling equipment, a number of Australian mines producing less than one million tonnes per year from shallow orebodies have been dev- eloped by decline. This method of entry has the advantage of providing both flexible access and early prod uction. However, as the depth of mining increases so does the operating cost of haulage, due to the need for more trucks. This cost, together with increased capital requirements for both equipment and infrastructure, leads to the point where the alternat- ive of shaft hoisting must be con- sidered. With an established decline it is possible to provide an ore hoisting shaft using a drilled raise with subsequent stripping to a suitable size. Using DCF techniques and known equipment operating and capital costs, an economic comparison of the two systems is made to determine the limit- ing depth to which truck haulage can be used.

To improve the understanding of the reactions and mechanisms occurring during the leaching of sulfide ores at high temperatures a range of advanced characterisation and sensing tools have been combined to provide a sophisticated and powerful methodology to examine sulfide leaching systems. These include advanced electrochemical methods, surface chemistry and materials characterisation techniques such as synchrotron X-Ray Absorption Spectroscopy (XAS), X-Ray Photoelectron Spectroscopy (XPS), Scanning Electrochemical Microscopy (SECM), and in situ X-ray diffraction (XRD), together with new robust solid state chemical sensors for in situ real time monitoring of key aqueous chemical parameters. The methodology was employed to investigate various sulfide mineral leaching processes. For example, oxidation of arsenopyrite at elevated temperature involves complicated multiple reactions and the process is strongly influenced by the solution conditions, component speciation and mineralogy. The methodology was used to study this system both ex situ and in situ to gain a detailed understanding of the complex chemical reaction mechanisms operating. These mechanisms are discussed in terms of the observed leaching efficiency. The application of this methodology enables complex sulfide leaching systems to be understood more fully such that process efficiency can be improved.

A considerable volume of work exists in the literature examining the electrochemical interactions between grinding media and sulfide minerals. Broadly, most sulfide minerals are more noble than forged steel grinding media used during comminution, therefore a galvanic couple between the media and the sulfide mineral(s) exists, which increases the corrosion rate of the grinding media. The corrosion products of the grinding media, iron oxy-hydroxide species, invariably precipitate on to the surfaces of the sulfide minerals thereby affecting their floatability. This paper explores the science behind these corrosion reactions, and provides an explanation of their impact on the pulp chemistry of sulfide mineral slurries and subsequent flotation behaviour. A number of laboratory and plant case studies are used to illustrate the benefits of changing to a more inert grinding media.

McKinnons open pit gold mine, located within the Cobar Basin in New South Wales, is characterised by complex mineralisation controlled by the intersection of steep faults in the hinge zone of an anticline. Resource estimation using indicator variography and indicator kriging was based on RC drilling on 25 in sections together with grade control RC drilling on 12 in by 12 in and 6 m by 6 in patterns. Rigorous sampling and checking procedures were used to verify the reliability of the drill hole data. Blast hole data was used to assist grade control in defining ore block boundaries.

A full-scale statistically-based on/off plant trial of a new flotation conditioning technology designed to improve fine mineral recovery was undertaken to determine whether the recovery of selected fine sulfide minerals can be increased. The technology is selective for certain sulfide minerals only, including chalcopyrite and sphalerite. The detonation pressure of ANFO can be significantly reduced by the addition of low density materials such as polystyrene, bagasse, swadust or perlite. Laboratory and field test results have shown that homogene- ous mixtures of these low density explosives can be produced in a bowl truck and loaded into a blasthole without segregation. The detonation pressure of the mixture can be altered to be more compatible with the material in which it is being used by varying the quantity of low density additive incorporated into the mixture. Field results have shown that these low density explosives can lead to significant cost savings without com- promising fragmentation or production.

An automatic control system of a longwall roof support is dis-cussed. Hydraulic automatic control systems for longwall roof support have not met all requirements for such systems. Utilization of standard hydraulic elements to form a system that would-comply with all demands leads to a very complicated structure with a large number of hydraulic hoses within and between adjacent supports. So, only simplified systems have been made. This paper describes the multifunctional valve that per-mits realization of any desired logic functions, while maintaining a com-pact form, and analyses its application as a fully hydraulic automatic control system of a roof support.

The George Fisher Underground Mine at Mount Isa applies the long hole open stoping methodology. During the reconciliation process of transverse stopes in the George Fisher North mine it was identified that excessive underbreak was regularly experienced, with the major contribution coming from the toe area inside the stope.While over break and the resultant dilution was well investigated and well understood, limited work was done on underbreak improvement. It was decided that a re-engineering process would be followed in an attempt to improve results. The prevailing stoping practices were scrutinised and the possible causes were listed.Some of the identified causes were design, drilling accuracy, equipment condition, mucking practices and direction of firing. It was identified that in most instances the underbreak was initiated in the slot area of the stope during the first firings. Once this happened, it was impossible to get good recoveries on the rest of the stope. The slot area was carefully scrutinised and the blasting practices were changed individually.During the following two years several different strategies were trialled to increase the toe recoveries. The results indicated an overall improvement of six per cent reduction in underbreak on average, by ensuring drilling accuracy and changing the direction of firing. The economic significance of these results outweighed the time and additional work load expended to establish the cause of the problem. This paper outlines the continuous improvement process undertaken to identify and rectify the major contributing factors to the problem. It also presents a set of recommendations to be followed in order to achieve positive results.

Evaluation of the construction method used for the pedestrian underpass construction at Ipswich Road, Brisbane, Australia is presented in this paper. The pedestrian underpass was constructed through the existing railway embankment between Harrogate and O’Keefe Streets on the eastern side of Ipswich Road. This underpass construction is part of the CLEM7 tunnel project (formerly known as the North-South Bypass Tunnel) which is the longest toll road in Australia at a total length of 6.8 km. The jacked box construction technique was initially identified as a preferred option during the tender and concept design phases. However at the final design stage, the cut and cover technique was selected as this method can reduce the construction time and cost significantly. The design and construction teams effectively managed the challenges, complexities and risks associated with undertaking cut and cover tunnel through the existing heavily utilised rail embankment. The on-site construction time for the underpass using the cut and cover technique was reduced to less than 42 hours.

The Société Nationale Industriel et Minière (SNIM) is expanding its ore and concentrate production capacity in Mauritania, West Africa. This government-controlled mining company has been in production since 1963 and currently exports some 12 Mt/a.SNIM is presently doubling its magnetite concentrate production at the Guelb el Rhein mine. An existing processing line will have a second parallel production line of 4 Mt/a added. The mine is located some 600 km inland from the Atlantic coast in the heart of the Sahara Desert.The metallurgy of the ore is reasonably straightforward. It is a magnetite banded iron formation that is amenable to magnetic separation. While the existing plant uses semi-autogenous grinding and dry magnetic separation, the new processing line will use HPGRs, dry magnetic separation, and a wet milling and magnetic separation circuit for treating middlings.The process choices refl ect the scarcity of water in the region, the high cost of locally generated power and the operating experience and preferences of SNIM. Dust control in the desert environment has been a particular challenge.The metallurgical design aspects as well as the infl uence of the environmental and commercial aspects of the project are presented.

"The phased application of statistical process control (SPC) infers that processes are classifiable as pre-SPC (or phase zero), phase I and phase II processes, with different objectives being pursued in the different phases. Phase zero processes, defined as processes affected by assignable causes of variation, are characterised as follows: out-of-control with unknown autocorrelation structure having an unknown statistical distribution not performing consistently on target with minimum variability potentially incapable of conforming to the product specifications. The objectives of phase I SPC is to obtain estimates of the mean (µ), variance (s2), probability density function (f(X)) and the autocorrelation structure, as well as transforming the process into a phase II process (defined as a process conforming to specifications and performing on target with minimum variability). As in any other type of research or pragmatic improvement intervention, sampling is required is to achieve these objectives. The challenge of deciding a phase I sampling plan is multifarious since it has to cope with the aforementioned effects of assignable causes and provide for rigour estimates of the unknown parameters. Furthermore, deciding sampling plans in phase I invariably presents a classical catch-22 situation: appropriate sampling is required to determine the autocorrelation structure of a variable, but knowledge of the autocorrelation structure is required to formulate an appropriate sampling plan. This paper suggests, for random variables, guidelines to formulate sampling plans, and presents a methodology to estimate the inherent process parameters of process variables and an approach to identify assignable causes in phase I. CITATION:Breytenbach, W P, 2014. This report will differ slightly from the traditional scientific and technical discussions given at this type of conference. It will focus on the personal experiences and choices that I undertook when deciding on my graduate position and location after completing university studies. Throughout the duration of my course I had experience in both fly-in, fly-out operations in the Pilbara and residential operations in the West Australian Goldfields. These experiences, though limited, allowed me to explore the two different methods and their pros and cons, and consequently to make my choice for graduate employment. Throughout the duration of my degree I believed it was important to gain a basic understanding of the two methods, focusing on lifestyle and personal interactions. The decision that a residential site suited my personality and lifestyle then allowed me to refine my job applications to a more specific list of mine sites and companies, resulting in a residential position with BHP Billiton at their Iron Ore operations in the Pilbara, Western Australia.

OxianaÆs Sepon Copper Operation (part of the combined Sepon Gold and Copper Operation) is located in Savannaket Province, in southern central Lao PDR. The site is relatively remote, being some five hours inland from the Laos/Thailand border crossing on the Mekong River. The copper processing plant was designed to treat 1.3 Mtpa ROM ore to produce 60 000 tpa of copper cathode. Commissioning of the processing plant was completed in mid March 2005 with ramp up completed in January 2006 with 5260 tonnes of cathode harvested in this month. The focus of this paper is on SeponÆs unique grinding circuit. The entire grinding circuit is operated at highly acidic conditions, adding a number of different operational issues over and above those normally associated with grinding circuits. It became evident early in the ramp up, that reaching design mill throughput of 170 dry tonnes per hour with the original design would be challenging, coupled with the realisation that ceramic grinding media consumption had been underestimated. In order to lift the overall throughput of the processing plant, a significant continuous improvement process has been implemented within the grinding circuit to lift this key unitÆs production capacity. This presentation will focus on the key areas that have been addressed in the 12 month ramp up period and highlight areas for future work. Results to date have shown this improvement process to be very successful, with throughput rates in excess of 200 tph regularly achieved.

With the prevalence of Mine Internet of Things (MIoT), different types of sensors have been widely deployed in mine sites for environmental monitoring and operational management. Currently, sensors in mine sites are mainly powered by cables or batteries. However, the deployment and maintenance of a power supply network can be difficult and expensive, and batteries have a limited lifespan. The vibration energy harvesting (VEH) technology can be used to provide power for lowpower sensors in mine sites. This presentation briefly introduces three widely used VEH methods (ie piezoelectric, electromagnetic, and electrostatic). The performance of a commercial electromagnetic energy harvester (ReVibe model D) is evaluated based on the vibration of a lab vibrator (3 g, 50 Hz) and an idling SUV automobile (0.3 g, 25 Hz). Experimental results indicate that a ReVibe energy harvester can generate adequate electricity to power a sensor, and its power output depends on the load resistance as well as the vibration frequency and amplitude of vibration sources. To apply VEH to mining applications, this study also analyses the characteristics of vibration sources at the mine site based on the vibration data collected from various operating machines in a coal handling and preparation plant (CHPP). The vibration analysis results indicate that all the measured vibration sources in the CHPP can generate stable and abundant vibrations, characterised by substantial amplitudes (up to 5.55 g) and low dominant frequencies (ranging from 14 Hz to 25 Hz), which are sufficient for VEH.

The Hamersley Province in Western Australia hosts large iron ore deposits. Each deposit displays various iron ore types that were defined on their metallurgical properties, especially in terms of porosity and mineralogy. Conventional porosity and mineralogy information on iron ore types are provided on 2D thin sections using automated image analysis with scanning electron microscopy (SEM)-based techniques combined with chemical analyses. However these techniques cannot accurately quantify the 3D porosity. High-resolution X-ray computed tomography (HRXCT) is a non-destructive technique providing a 3D image of the sample with a resolution close to 0.5 - 0.7 ¦m for samples size of up to few centimetres in length. 3D image analysis using customised algorithms now provide accurate quantitative porosity and mineralogy of iron ore types.CITATION:Fonteneau, L C P J, Godel, B and Ramanaidou, E R, 2013. As cities become more populated and the need for tunnelling increases, we continue to dig deeper urban tunnels in more challenging ground conditions. At the same time our expectations for durability and long-term performance are increasing.It has become increasingly apparent in recent years that repairing water leaks in tunnels can be very costly and unplanned infiltration can cause undesirable outcomes for long-term maintenance costs, structural durability and environmental impacts. For this reason, tunnel constructors are investing more time and effort upfront into drainage and waterproofing systems.Tunnel membrane systems are becoming accepted as a necessary part of tunnel construction, however the knowledge surrounding selection of appropriate systems, design detailing and installation methods has not increased at the same rate. Currently Australia relies heavily on International Standards from Europe and the United States with no immediate program in place to establish our own locally relevant industry standards.This paper gives an overview of where the industry in Australasia is heading in terms of adopting relevant standards. Current basic waterproof detailing options for drained and undrained tunnels with success and failure of various methods are also addressed. Finally we look at the Brisbane Airport Link as a case study for how tunnel waterproofing contract methods, design and installation issues are being addressed in context with recent projects including the Epping to Chatswood Rail Link in Sydney, Auckland Northern Gateway Tunnel, Eastlink Tunnel in Melbourne and Sydney City West Cable Tunnel.This paper’s primary objective is to propose guidelines for how tunnel waterproofing could be implemented on large infrastructure projects in the future and to map a path for preparing and introducing a ready to use document for selecting appropriate tunnel membrane and drainage systems whilst implementing detailing methods which are appropriate for local conditions.

Froth flotation process requires the use of frothers. These important flotation agents are commonly characterised as either æselectiveÆ or æpowerfulÆ and are chosen following general guidelines and verification by laboratory and/or pilot plant tests. Fundamental properties of the flotation frothers have been extensively studied over the last few years. These studies have led to the development of standardised procedures to characterise frothers in terms of their ability to reduce bubble size and to increase foam stability. In this research project, the performance of five frothers in flotation of coal is evaluated and related to the fundamental properties of these agents. Since the recovery of water in the concentrate is closely related to the non-selective transport of solid particles by entrainment, the tested frothers are also assessed in terms of their ability to promote the transport of water towards the froth collection zone, both in absence and in presence of solids.

"Since the adoption of open-door policy 30 years ago, rapid economic growth has resulted in serious resource depletion and environmental destruction, especially in mining areas. As an urgent response to this situation, the central government and the Ministry of Land and Resources (MLR) have adjusted policies with concrete and realistic actions for halting this trend of non-sustainable mining activities in China. æGreen Mine CampaignÆ is one of the actions implemented. In 2010, MLR announced the æGreen Mine CampaignÆ, in which existing and new mines will be evaluated against the æGreen Mine Construction StandardsÆ and certified as æGreen MineÆ if complying with these standards. The standards cover five key aspects: the considerations of science-supported resource exploitation efficient resource utilisation standardised management environmental friendliness harmonious community relationship.Every year, MLR reviews ægreen minesÆ from all provinces. Thirty seven mines, including coal, metal, non-metal, gold, chemical industry and building materials mines, passed the review and were certified as green mines in 2010. In 2011, 187 out of 194 mines that participated in the review were certified as ægreen minesÆ. Owing to their complexity, many metallurgical processes are difficult to model fundamentally, and as a result more attention has been focused on the use of artificial intelligence techniques to simulate these processes. In this paper recent advances in the use of neural nets to model processes not amenable to conventional methods are discussed. These include the application of a new modelling methodology based on the use of neural nets for the dynamic simulation of metallurgical processes, the use of conventional techniques in conjunction with neural nets to simulate gravity separation circuits, as well as the detection of gross errors in variable measurements by means of a neural net representation of the relation between measurement and constraint residuals.
