The development of the mining industry in Sardinia dates from the application of the mining law of 1859, which, following the example of the French mining law of 1810, declared prospecting to be free, and suppressed the liens which had previously attached the mine to surface ownership. The first ore-dressing plants were installed by German engineers upon the classic models of the Harz and of Freiberg; but in 1880 Sardinia commenced to open a new path in that industry, utilizing the refuse from the mining of rich, selected minerals, of poor deposits, and of mixed ores. The first experiments were attempte to adapt the existing apparatus to local conditions, but progress was rapid, as was demonstrated already in 1887 by the calamine-dressing mill of Monte-poni, which exhibited a large plant designed in accordance with the experience gained, and constructed entirely in the machine-shops of the country, after new models and designs.' This example was followed two years later by the Sociékté Malfidano, with a large plant of the same sort, and with the reconstruction of the old-fashioned dressing-mill, built in 1880 by the Austro-Belgian Company. In 1900, almost all the mines of Sardinia had adopted the new designs, and the island contained 32 concen-trating-works, employing 2,000 h.p. and 1,924 workmen. Since that time, there have been added a large dressing-mill for blende at Gennamari, and two for calamine, at San Giovanni and at Masua, while the establishments at other mines have been enlarged and perfected. Geological Sketch.-The rhyolite area near Silver Cliff includes what may be called the Silver Cliff plateau, with Round mountain and the intervening valley. The plateau is about 2 miles long and 1 mile wide. From its northern part rise the White hills, which have no special topographic importance, as their highest point is only 400 ft. above the northern edge of the rhyolite mass. Round mountain, on the other hand, is a quite sharply pointed conical hill, so steep-sided as to constitute an important topographic feature, although its elevation above the plains around it is barely 700 ft. The summit of Round mountain is dense banded rhyolite, with steep, irregular clip; the southern end is breccia containing fragments of the banded rock. There are slight exposures of glassy forms of rhyolite on the lower slopes. On the east, the Archaean rocks extend half-way up the side of the mountain, and the contact between them and the rhyolite is vertical, or dips steeply to the west. This mountain is supposed to be at the vent from which the rhyolite of the plateau was poured out. The Silver Cliff plateau occupies the site of a former basin, in which at one time there was probably a lake. At the time of the rhyolitic outburst of the Rosita hills there was a local eruption of the same character in this region, commencing with showers of volcanic ash and of rock-fragments, which filled the lake and built tip about it hills which have since been removed in great measure by erosion. At present the southern half of the plateau is capped by solid lava to a depth in places of 150 ft. The cliff of blackened rhyolite on the southern edge, where the main discovery of ore was made, is from 30 to 50 ft.

INTRODUCTION General IT is general practice to evaluate the strength properties of a particular metal from its stress-strain [(S1 - E1]) curve obtained by means of a conventional tension test. Such a stress-strain curve, Fig I, illustrates two important properties of a metal, its ability to strain harden, and its ability to withstand a certain limiting stress, the "fracture stress,"[ (s'r)], and a certain limiting strain, the "ductility" [(e1)], before it fails by separation. These two fracturing characteristics are the coordinates of the point of fracture in Fig I. In the case of a metal which necks in a tension test, both the fracture stress and the ductility (measured in a tension test) are dependent upon (a) the shape of the neck and (b) average values of the stresses and strains over the cross section at the moment of fracture. However, for the purpose of this investigation, these average quantities, rather than the actual values, may be considered for reasons of simplicity. It appears that the conclusions also hold true if the analysis were carried out for actual values of fracture stress and ductility at the locus of failure. In this paper, the effects of straining (at room temperature) by various methods on [ ] the above metal characteristics, which were determined by subsequent tension tests will be discussed. According to our present knowledge, any such prestraining results in a stress-strain curve (in subsequent testing by tension), Fig 2, the general shape, or flow characteristics, of which can be derived from the original stress-strain curve of the unstrained metal minus a certain portion exhausted by the initial straining. This phenomenon is called strain hardening, and may be measured by the magnitude of the cut-off, or the "effective strain," from which the new curve must start in order to coincide in its plastic branch with the original stress-strain curve.

THE geognostical relations of the metals and their ores present many problems of great interest, alike for the geologist, the chemist, and the mining engineer. The association with certain rock-formations of characteristic mineral species may help to guide the geologist in the identification of geological horizons, and throw light on the chemical activities which have been especially manifested in certain periods; while it is clear that such relations, if established, must be of great utility to the miner, and especially to the explorer of new regions. In inquiries of this kind, however, it is only by careful observations over wide areas, and by the collocation of a great number of facts, that anything like a safe basis for induction can be attained. The effects of hasty and imperfect generalizations in this field have already in many instances been felt to the prejudice of scientific progress. I come before you to-night, therefore, not to lay down any laws or general principles, but to call your attention to certain facts, many of them doubtless known to you, which have forced themselves on my attention, with regard to the associations of various metallic ores and other useful minerals with different series of stratified rocks, and to ask you to aid the progress of this branch of geognostical inquiry. Your observations in the various regions to which you may be called by your professional duties will enable you to determine how far these associations are mere coincidences, and how far they are chemical and geological constants. The associations here to be noticed concern only those mineral species which occur, either distributed through the strata in such a manner as to show that they are contemporaneous deposits, or occupy rifts or gash-veins in these strata, and may be supposed to have been

The anthracite industry can be divided into two parts—the underground, or mining, and the outside, or preparation or manufacture. To understand recoveries in the two branches, some of the history of the industry and the changes that have taken place in the past century should be considered. It is a long step from 1807, when 55 tons were produced in the Wyoming field, to 1917, the peak year, when 80,841,223 tons were shipped to market from all the fields. In 1820, the Lehigh Coal Co., the predecessor of the Lehigh Coal & Navigation Co., shipped 365 tons in arks down the canal of the Lehigh Navigation Co. The Schuylkill field was not opened until 1822, when 1480 tons were shipped. The Wyoming field really became a producer in 1829, when 7000 tons were mined and shipped. It is well to note, at this time, the passing of the Coleraine colliery after a life of 88 years; in collieries of this age will be found the romance of the region, as well as the history of the changes to date. Mining Methods In the Lehigh region, the first coal came from the old quarry mines at Summit Hill; a little later the open-cut workings, or quarries, east of Jeansville, and near Beaver Meadow were opened. In the Wyoming field, it was necessary to resort to underground mining almost from the very first. Ashmead1 has described the changes in outside preparation methods, dl tending to increase the percentage of coal shipped to market. A description from the days when the lump coal was raked and screened out in the quarries or mines, to the modern breaker of today, shipping as high as 6000 tons of at least eight sizes of coal in an 8-hr. day is a very interesting story. Each size is a step toward increasing the yield from the property. With the belief that the supply was inexhaustible, the early mining was conducted with the thought of getting the maximum amount of coal on first mining. The superintendent was his own foreman and engineer.

A short time ago I paid a visit to the alluvial gold fields on the tributaries of the Chaudiere River in Beauce County, Quebec, in company with A. 0. Dufresne, late manager of the Champs d'or Rigaud-Veaudreuil, and now assistant to the Superintendent of Mines of the Province of Quebec. As the conditions under which the gold occurs in this district are not very generally known, and present some interesting features, a brief description of these conditions, and a consideration of the causes which gave rise to them, may be of interest to other mining engineers. During the latter half of last century the country was visited by many mining engineers and geologists, and many references to it may be found in the reports of the Geological Survey of Canada between 1848 and 1911. The most important of these are by J. A. Dresser and J. Keele and the late Robert Chalmers. The Department of Colonization and Mines of the Province of Quebec also published a report with map on the district by J. Obalski. From the earliest times the valley of the Chaudiere River formed one of the main avenues of approach to the St. Lawrence in the vicinity of Quebec from the country to the south as far as the seaboard of the States of Maine and Massachusetts. The Indians had a well-known trail along the banks of the stream, and armed troops and foraging parties constantly moved backward and forward along it between Quebec and New England in those insecure times before the ceding of Canada to Great Britain. Even yet the natural advantages of this old military route are recognized, and the government of the Province of Quebec has now under construction along it a magnificent highway from Quebec to the International Boundary Line, which is to form part of a through highway from that city to Boston. The land along the valley is naturally well suited for agriculture, and about the end of the eighteenth and the beginning of the nineteenth centuries farmers began to go back from the St. Lawrence, and to occupy the higher lands along the upper portions of the Chaudiere Valley. This settlement has gone on until now the country is peopled with a prosperous agricultural population.

THE BEGINNING of a large enterprise is often as in- significant as a lump of leaven hidden in a bowl of meal or a handful of mustard seed that the wind blows across a field. In 1950 the company known today as the Phelps Dodge Corporation had nearly thirty-two thousand stockholders, paid salaries and wages of about fifty million dollars to some thirteen thousand persons, produced nearly four hundred and ninety million pounds of copper, and possessed net current assets of approximately one hundred and six million dollars. For the origin of this great business, one must go back approximately a hundred and fifty years to an obscure saddle-making shop in the small town of Hart- ford, Connecticut. Anson Greene Phelps, proprietor of the shop and master saddler in his own right, was born in 1781-the year of the Battle of Yorktown, the surrender of Cornwallis, and the close of the Revolutionary War Anson's forebears had come to America in the great Puritan migration that left fields, shops, pulpits, and hearthstones in the reign of Charles the First to transplant the strong, tough roots of their race, culture, and institutions in the New World.

As the time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W. Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.' Colombia requires foreigners to agree to be bound by its alien law. In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. alongitsland

The Asientos-Tepezala district is in the north of the State of Aguasca-lientes, about 30 miles north of the city of Aguascalientes, the capital. The district is reached by a standard-gage railway on the west side through the junction, Rincon de Romos, which is on the main line of the National Railways of Mexico from El Paso to Aguscalientes. The terminal is Tepezala. On the east side a narrow gage connects Asientos with the junction, San Gil, on the main line, Asientos to San Luis Potosi. Tepezala on the west side of the Asientos hills is about 2 miles from Asientos on the east side. The area between the two mining centers is separated by a low subdued divide which forms the central part of the hills. The district is in a group of isolated hills surrounded by characteristic bolsón plains. The hills rise above the surrounding plains about 6500 to 10,000 ft.; the highest peak is Alta Mira. The two mining districts lie somewhat upon the flanks of the hills at about the same elevation, 7200 ft. The district is an old one and has been known since early in the 17th Century when the mines were worked by the Franciscan Monks. Their mining operations, which were limited to the oxidized ore above the water level, consisted chiefly in extracting silver from the Santa Francisca vein. To judge from the old workings and the remains of surface plant, the operations were on a large scale. By modern mining operations since about 1900, the various mines of the district have been one of the principal sourees of ore for the smelter located at Aguascalientes. Topography The topographic features of the Asientos hills are largely controlled by the character of the underlying rocks. During the Tertiary period, the entire group of hills was probably covered by extrusive volcanic material in the form of cones and lava flows. The central part of these have since been carried away by erosion, so that remnants have been left along the borders of the hills. These remnants form rather conspicuous peaks,

INTRODUCTION WHILE working with a number of very sticky cracking clays from western Canada the writer became interested in a study of the cause of the excessive plasticity, This led to a review of the rather bulky literature on the subject and the finding that plasticity still remains to be satisfactorily explained. DUring the summer of 1905 I was employed by the U. S. Geological Survey to investigate the geology, mining, and preparation of barite in most of the fields of the United States. The Eastern districts have been more or less completely described; the Virginia field in detail by Thomas L. Watson, in his paper, Geology of the Virginia Barite-Deposits,' and other fields in abstract, including statistics of production and references to current literature, by various authors.2 There have also been published a few details of the occurrence of barite in the lead-mines of Washington county, Mo.³ The other accounts of this district are erroneous and meager, and since this field is the most important one in the United States at the present time, a detailed description of the local geology seems doubly desirable. Barite-deposits are scattered over nearly the whole of Washington and adjoining counties, but the product is all mined from the areas indicated upon the sketch-map, Fig. 1, and is shipped from the stations of the St. Louis, Iron Mountain & Southern railway, between Blackwell and Potosi, from 45 to 60 miles SW. of St. Louis. The topography is for the most part gently rolling, with slightly graded streams, usually less than 200 ft. below the higher hill-tops. An educated man is distinguished neither by his clothes nor by his knowledge; he is remarkable not for the things he says, but for the way he says them. You cannot even stand with him under an archway in the rain without finding him out. He may talk only of the weather. His words and his phrases alike my be simple. What distinguishes him is the arrangement of his words; however desultory his talk, it will be methodical; he has habituated himself to foreseeing the part to be played by each word he uses and the place to be taken by each sentence he utters. On the other hand, the uneducated man, though shrewd and well-informed, will relate facts and events as they recur to him, generally in disorder; in his effort to recollect and in his attempt to rectify forgetfulness he will pause irregularly, filling the intervals with meaningless phrases, such as "and then", "and so", or "said he to me", "said I to him"; and even the continuous parts of his story will be told confusedly-because he has not learned the proper use of words.* My own experience as an editor of technical manuscripts has taught me that the misuse of 'that' and 'which' is a fruitful cause of obscurity and confusion. The relative pronouns have distinct functions, and no writer can express himself clearly until he has learned to discriminate between these functions. For example : The engineers who refused to submit were discharged. The engineers, who refused to submit, were discharged. The engineers that refused to submit were discharged.

Three examples of open pits where toppling failure controls the stability and design of the slopes are described. Two examples involve the design of overall slopes in base metal mines. The third example concerns the analysis and design of remedial measures to prevent toppling failure from occurring in a critical slope in a coal mine. The analytical techniques for assessing toppling failure on a rational basis are discussed for the three examples. This includes an assessment of the important parameters which govern the stability for the toppling failure mode. The geological setting and input data for each example are described, as are the important external or limiting factors pertinent to the sites in question. A statistical cumulative technique was used to assess one of the most important input parameters in the two examples involving overall slope design. Both deep-seated toppling failures, involving the entire slope, and shallow bench failures are considered. Results of the stability analyses and their related engineering significance with regard to slope stability and design are discussed. A sensitivity analysis of various parameters is effectively utilized. Design charts are developed and evaluated accordingly. In the example where toppling failure was unavoidable, the rationale for design of stabilization techniques to prevent toppling is discussed.

The lead department of the El Paso Smelting Works at El Paso, Tex., is operated strictly on a custom basis. The ores treated are drawn from the surrounding territory, comprising New Mexico, Arizona, western Texas, and northern Mexico. Ores received from the last-named section originally amounted to a very large tonnage, but. of recent years have dwindled into comparative insignificance so far as this plant is concerned. This has been due partly to the establishment of a lead-smelting plant at Chihuahua, which is much closer than El Paso to most of the important mines, and partly to the recent revolutionary troubles in Mexico. There are no mines of either lcad or copper in the immediate vicinity of El Paso. In general, it may be said that the lead-ore supply of recent years has been uncertain and precarious, with a general tendency toward an excess of silica and a shortage of iron. This latter requirement has been met in large part by the use in El Paso lead furnaces of considerable amounts of roasted leady copper matte from the Chihuahua smeltery and of converter slag from the El Paso converters. These two materials, coupled with complex lead-copper ores from Bisbee, Ariz., have introduced into the lead-smelting operations a most unusual amount of copper, which has had an important bearing upon the smelting practice of the plant. his matter will be discussed later. The ore, loaded in either box cars or gondolas, enters the storage yard on four tracks elevated about 8 ft. above the ground. As all unloading is done by hand, unloading platforms at the height of the car floor parallel the tracks on each side to afford a runway for wheelbarrows. At frequent intervals these lengthwise platforms are joined together by others running crosswise to facilitate the distribution of the ores evenly over the beds, which are located below and between the tracks. At present much of the bedding space formerly used for lead ores is given over to the copper department, but 20 bins of various sizes are retained for the use of the lead furnaces and the Huntington & Heberlein roasting plant. ALTHOUGH the unmined anthracite will last for approximately 150 years, most of the thicker and cleaner coal beds have been almost entirely first-mined and pretty well robbed, leaving much of the present and future production to come from thin and dirtier beds. Herewith is a section of one of the dirty beds being mined in the Wyoming region [ ] This section shows that 45.8 per cent of the bed is made up of impurities and that the 45 in. of coal in the bed is in five benches, the thickest of which is 19 in. In some localities of the anthracite region there are 14 beds of minable coal. Orderly and proper mining of the coal makes it necessary to rob or second-mine--almost all beds have already been first-mined-in sequence from the top downward. Therefore the robbing of the few remaining portions of the thicker and cleaner beds is in many instances being held up by the mining of the overlying thin and dirtier coal beds. Impurities Impurities consist of fire clay, slate, rock, and bone. The latter, which is black, contains 40 to 60 per cent carbon and often resembles good coal. IT is generally accepted that no method of coal cleaning except froth flotation is effective in cleaning dust. In the majority of coals mined in the United States the dust sues contain a high percentage of impurities, hence the removal of the dust from the coarse sizes lowers the impurity content of these sizes. Dedusted coal is desired as a means of providing a better feed to cleaning plants because of increased efficiency in I both dry and wet plants. In dry-cleaning plants, a dedusted feed makes for a pervious and uniform bed. With a dusty feed the fines tend to segregate in the feed stream and pass en masse over the air separators, causing a lack of uniform aeration and fluidity of the bed necessary to efficient cleaning. In wet-cleaning plants dedusting of the feed often decreases the sludge problem to the point of eliminating the necessity of wasting wash water. It may be advantageous to eliminate sludge-settling equipment in favor of dedusting equipment, to provide the advantages of a dedusted feed to the wet-washing process. Dedusting advantages may include: (1) the removal of fusain, especially advantageous in plants washing coal intended for metallurgical coke; (2) prevention of the gradual build-up of solids in the wash water, with a consequent variation in the washing ability of the system; (3) prevention of the loss of dust to the sludge ponds, providing instead a fuel for local consumption or special markets. DEDUSTING The practice of dedusting, sometimes called aspirating, has presented a problem in disposing of the dust and intermediate small sizes recovered in the process. It has been found that no difficulty is experienced in disposing of the intermediate sizes, since they are free of fine dust and burn freely on grates built for small coal. They handle well, flowing freely from bins and hoppers and into conveyors, and pulverize easily. They have a low angle of repose. In tests made on this size as a feed to coke ovens, the results have been excellent, in that the natural breakdown of coal in handling and shooting in the mine gives this small-size coal good coking characteristics-producing a strong, fingery coke structure. Those interested in the early developments and experiments, both in the United States and abroad, that led to modern rock dusting, will find an excellent summary in a paper by George S. Rice,13 published in 1914. The period from 1914 to 1924 was one of intensive experiment on coal-dust explosions in the United States; abroad, war activities and rehabilitation stopped this work over a large part of that decade. American findings were published by the Bureau of Mines, particularly in Bulletins 167 and 268. It is convenient to consider that in the United States rock dusting to prevent coal-dust explosions in mines was initiated in 1924 with the publication of tentative specifications.17 This was followed in 1925 by an investigation of methods and costs12 and approval by the American Engineering Standards Committee of a Recommended American Prac-tice.18 Approximately 13 years have elapsed since this approval, and inasmuch as changes in rock-dusting practice in the United States have been evolutionary, it is necessary to consider this entire period as "recent" in some phases of the work. There have been no official changes in the Recommended American Practice since its approval. This paper reviews as briefly as possible knowledge acquired since the issue of the earlier papers mentioned, through experience in mines and experiments conducted by different organizations engaged in the promotion of mine safety. Size of Rock Dust The Recommended American Practice states that the dust shall be 100 per cent minus 20-mesh and 50 or more per cent minus 200-mesh. Results of large-scale tests on the relative effectiveness of rock dust of different sizes were published by the Bureau of Mines15 in 1933 and are reproduced here as Fig. 1. Several investigators have measured the heat capacity of cementite, using different methods of attack, but the agreement between the values obtained cannot be considered good. Naeserl has made measurements of "average heat capacities" of iron carbide between 1026" and 85" K., using a water calorimeter. His computed true specific heat at 78.1" K. is 11.22 cal. per gram-formula mass, which, if correct, is much too high for any reasonably accurate extrapolation to 0" K. The cementitc used by Naeser was obtained from a steel containing 0.9 per cent carbon, by electrolytically dissolving out the iron in a neutral bath of ferrous chloride. The cementite remained as a coarse, crystalline, gray powder. Andes2 has measured the specific heat of iron carbide, from 102" to 323" K., as it exists in steel. The specific heats of several slugs of steel of known iron carbide content were determined, and the specific heat of the iron carbide (Fe3C) calculated by plotting specific heat versus percentage of carbon, and extrapolating to pure Fe3C (6.7 per cent C). The heat-capacity values for temperatures below 100" K. were obtained by comparing the temperature-specific heat curve for Fe3C to that of Fe. Since the two were very similar in the range examined experimentally and approach more closely at low temperatures, it was assumed that near the absolute zero the form of the curve for Fe3C would be similar to that of Fe. Andes calculates for the entropy of Fe3 C,S298 = 23.55 e.u. The heat of formation of Fe3C has been studied by several workers. Kelley3 has reviewed these measurements and calculations, and selects those of Roth* and Naeser6 as worthy of most consideration. Roth has given AH = 5400 cal. + 30 per cent as a result of his own and other work. Naeser has determined the heat of formation from Fe and different forms of carbon, and for graphite (0) he finds AH = 5600 cal. Kelley accepts the rounded figure AH = 5500 as the heat of formation at 298.1" K., but this value is quite uncertain.

Gravity surveying with the torsion balance or the pendulum for ore prospecting purposes has generally not been considered practical or even possible. It is the intention of this paper to show that a fast and sensitive gravimeter can be very useful in ore prospecting, as an auxiliary to the electrical and magnetic instruments. A number of gravimeters have been constructed and put in practical use in the last seven or eight years; for instance, by Ising, Lejay-Holweck, Haalck, Hartley, Thyssen, Noergaard, the Humble Oil and Refining Co. and the Gulf Production Co. Their main application, apart from their use for geodetic surveys, has been for structure mapping in oil prospecting. There is no record that any of them have been used for ore prospecting. About the middle of 1934 the Boliden Mining Co., in Sweden, began experiments in constructing a static gravity meter sensitive enough for ore prospecting. Calculations and considerations that will be discussed later in this paper showed that this would necessitate an accuracy in the measurements of 0.1 milligal—roughly, one ten-millionth part of the total force of gravity. The first successful practical field tests of the instrument were made in January 1936. About the middle of 1937 the Boliden gravimeter was perfected. Ore prospecting with this instrument is now regular practice in Sweden, especially for the testing of indications given by geoelectric and magnetic methods.
