Rep. William S. Hill (R.- Colo.) will preside over a Congressional hearing investigating the problems of the mining industry to be conducted in Phoenix, Ariz., late in April. Rep. Hill has expressed the desire to hear from the industry itself all possible testimony on the needs of domestic mining and how Congress can help. Rep. John J. Rhodes of Arizona is also expected to attend the hearing. Two new features are incorporated into an SO2 process for treatment of low grade manganese ores disclosed by Chemical Construction Corp. The new approach includes a high temperature autoclaving step and a sintering operation. Data was given for work performed on Cuyuna Range ores.

It is undoubtedly valuable in helping to eliminate porosity in many of the alloys. In the copper-nickel alloys, its use is becoming almost universal, for, beside helping to make sound castings, it tends to hold the carbon in solution in the solidified alloy. GWILLIAM H. CLAMER,? Philadelphia, Pa.-I have found that manganese copper is satisfactory for eliminating sulfur and that it works very well in the crucible and when you have reducing conditions; but in a large reverberatory charge, where the conditions are oxidizing, we were not able to eliminate the sulfur.

A hybrid finite element-boundary element code with eight noded isoparametric finite elements and three noded boundary elements is described for plane strain and linear isotropic elasticity. In the direct formulation of the Boundary Flement Method, quadratic variation of geometry and displacements, and linear variation of tractions with respect to the element intrinsic coordinates are used. The boundary element region is treated as a "super-element" in the finite element sense.

THE telluride of gold and silver, the " Tellurgold-silver" of Hausmann, and " Petzite" of other mineralogists, has been found in so few localities, that a late discovery of the mineral in a new locality may not be uninteresbing. So far this mineral has been found in Europe only in a few mines in Transylvania, and in Hungary; and in the United States in the Stanislaus Mine, in Calaveras County, California, in the Golden Rule Mine, Tuolumne County, California, and in a mine in Montana, the precise locality of which I have forgot, ten. The new locality referred to is at the Red Cloud Mine, Gold Hill District, Boulder County, Colorado.

In June the supply of M3 army demolition powder being used for mudcapping was depleted and we switched to 4 by 8, 60% Special Quarry Gelatin dynamite. This size cartridge has proved convenient, as a half stick will handle the average boulder. By keeping the gelatin in the paper while cutting it in two, there is little contact with the gelatin and therefore fewer headaches among the powdermen. To further help prevent the headache nuisance the men are furnished with plastic coated gloves. Boulder breaking costs as reported last year were $0.426 using M3. This year, 8180 boulders have been broken with M3 at a cost of $0.472 each and 7479 with 60% Quarry Gelatin at a cost of $0.660 each. This rise in cost is due entirely to the greater cost of the Gelatin as the method has not changed.

The Reconstruction and Research Division of the United States Council of National Defense has, up to date, prepared two reviews on the above subjects: one covers foreign countries and the other covers the activities in the States. These reviews contain information appearing in various Governmental and public periodicals. While the information on foreign countries is necessarily incomplete and fragmentary, its summation is perhaps the most complete work of this kind so far accomplished. The information from the states consists mainly of bills and ordinances introduced in the state legislature, municipal councils, legislature committee reports, programs suggested by governors, and other state and local officials and local organizations It is realized that a good deal of this information will be useful to engineers studying conditions in the various states, and especially to those who want an insight into the general condition in all the states. For instance, the reconstruction problem in each state involving highway, reclamation, buildings, etc., are covered in detail.

The co-operation of the members of the Institute is earnestly sought by the Committee on Nominations, recently appointed by the Board of Directors, in its work of formulating a ticket for officers and places falling vacant in the Board of Directors in February, 1916. The Committee must present the official ticket of nominations to the Board of Directors at its October meeting. Members are, therefore, urged to send promptly their nominations for officers and Directors in order that the Committee may have an opportunity to give them full consideration. The officers to be elected at the annual meeting in February, 1916, are: One officer, known as Director and President. Two officers, known as Director and Vice-President. MY remarks are addressed to the question whether a program of international mineral control can effectively serve as a means of maintaining world peace in the kind of world envisaged by the Atlantic Charter. They do not touch the quite different questions whether such control could be appropriately used for postwar punishment of Germany and Japan, or for other purposes. I assume also that the question relates, not to the transition period immediately following the war, but to the more normal years which we hope will succeed this. Finally, they deal primarily with metals and metallic minerals rather than with. oil or coal or other minerals, although they may be applicable also to these other nonmetallic materials.

Prof. Robert H. Richards of the Massachusetts Institute of Technology; made a short address on the subject of ore concentration. The paper on the Geology and Ore Deposits of Mojave, County, Arizona, prepared by F. C. Shrader, was presented to the meeting by the Secretary and was discussed by Allen Burris and Dr. L. D. Catalytic purifiers are widely used as exhaust treatment devices on diesel equipment in confined spaces. The paper summarizes some studies carried out at the University of Lulea on diesel exhaust purifiers. The main purpose has been to elucidate important chemical activities of catalysts useful for the improvement of their effect. The effects of platinum catalysts on exhaust constituents such as carbon monoxide, nitrogen oxides, unburned gaseous hydrocarbons, and polynuclear aromatic hydrocarbons are discussed. Also pointed out are the great differences in catalyst activity and advantages/disadvantages associated with the catalysts.

For openings in bedded rocks, analyzed by simple beam theory, it has been shown that roof loads can be shifted from one support to another.' This transfer is effected by controlling the relative deflection of adjacent supports. If this action is used to reduce loads in the props or bolts and increase them in the ribs or pillars, it could be productive of economies averaging 30 pct. Such savings can be realized by: 1) using smaller artifical supports such as props and bolts, and 2) increasing loads in the rib to induce eventual failure for longwall caving. Since the rib is relatively load-insensitive, it provides a natural load sink. However, caution must be used in applying such permissive deflections, for while the supports are being handled properly, the stresses in the roof itself are very sensitive to such manipulations.'

The members of the Institute living in the lower Mississippi Valley, I extend a hearty and cordial invitation to their fellow-members to meet with them nest October, in St. Louis. They believe that it will be a meeting of singular interest, inasmuch as the district in question can show in active production almost all of the more useful metals and non-metals. Perhaps too few know that the Southeast Missouri District, about 80 miles south of St,. Louis, and to which a special trip is planned, is the largest lead district in the world. It was that before-the European war, and, now that the production of lead has greatly increased abroad, and has correspondingly increased in the United States, this is one of the most interesting of all lend districts. Pilot-plant and laboratory tests were made on blends of steel plant flue dust and portland cement to determine whether the flue dust could be pelletized for use as a source of iron in dry process cement manufacture. Strength and setting time results showed that an acceptable agglomerate can be made with a Type II portland cement binder. Abrasion-resistant and well-sized pellets were made in a horizontal drum, using a simulated closed circuit, with a binder content of 7.5% and a moisture content below 15%. Pellet quality was found to be relatively insensitive to changes in binder concentration above 5%. Simulations of stockpiling and weathering indicate that little difficulty would be encountered with use of the flue dust pellets in cement plants.
