A method of predicting uranium extraction rate in underground bacterial leaching of as-blasted ore has been developed. The method is based on the hypothesis that extraction is directly proportional to the volume of a piece of ore that is penetrated by the leaching agent, and that each piece of ore, regardless of size, has been penetrated radially from the external surface to the same depth at a given leaching time. Consequently, given an initial size and assay distribution, extraction should be predictable for a given penetration. Two laboratory bacterial leaching tests under simulated stope leaching conditions were carried out for a periods of 89 and 96 weeks. On completion, the residual ore was screened and analyzed. The information so obtained was employed to provide an elapsed time base for the penetration model, from which predictions of future extraction were made. The finding of solubilized uranium trapped within apparently sol id ore pieces was unexpected. However, it is not recoverable except after crushing, and hence does not affect calculations of underground leaching .

After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. Present-day interest in the question of "dirty steel" has arisen primarily from the increasingly rigid specifications on various grades of steel and from the growing conviction that non-metallic inclusions are the source of many of the difficulties in meeting these specifications. The importance of inclusions has unquestionably been over-emphasized in many cases, but on the other hand many unpublished instances could be recorded where all evidence pointed to inclusions as the primary cause for the failure of steel in rolling or in service. The solution of the problem of dirty steel is not a matter of a few years. There are almost numberless types of inclusions. They segregate in steel ingots in an entirely different manner from other impurities, and, at best, only a start has been made in developing correct analytical methods for their determination. Most of the writers in the field have expressed opinions rather than given facts, and so many variables enter into the manufacture of steel that a study of plant conditions is difficult unless definite facts on certain phases of the inclusion problem are available. This statement is not intended to convey the idea that little work has been done on this problem. On the other hand, the number of investigations has been large, but in most cases too many variables have been present to allow definite conclusions to be drawn. In the body of the text, reference to previous investigations is made at suitable points. Rather than burden the reader with a lengthy review of the literature on the general subject of inclusions, reference to the particular works pertinent to the subject matter of the bulletin has been discussed. FIVE mills are operated in Southeast Missouri by the St. Joseph Lead Co.; these have a total rated capacity of 24,300 tons per day divided as follows: Federal, 12,000 tons; Leadwood, 4800 tons; Desloge, 3600 tons; Bonne Terre, 2400 tons; and Mine La Motte, 1500 tons. These concentrators are similar in a general way, differing mainly in size and type of equipment and in minor variations in flow sheet. No attempt is made rigidly to standardize procedure in the various mills in spite of a general similarity in the ores. Each mill may be regarded as a separate laboratory in which new ideas and changes may be tried. A generalized description of the process is given, noting important differences in procedure at the various plants. The concentration process may be divided into five main stages: dry crushing, wet grinding, desliming and classification, tabling, and flotation.

IN reviewing the design of the ore haulage system for the Morenci project, the reader should bear in mind that the railroad and its equpiment cannot be considered as an independent railroad provided only for the purpose of transporting ore from one point to another, but as an integral part of the operation which begins at the electric shovels loading ore at the mine, and ends where the ore, after having been crushed in the primary crushing plant, is deposited in the bins at the secondary crushing plant. Obviously then, the problem consisted of designing a system that would function to the best possible advantage in complete co-ordination with the other units.

The physical constraints for the major enhanced oil recovery processes are described, followed by new estimates of cost. The range for all three options in terms of light syncrude equivalent are $22 to $40 per barrel in 1980 dollars.

ANOTHER meeting of the Institute has passed into history and it fully sustained the reputation of the Institute as a live organization of the men, and nowadays the women, concerned with the mineral . ? industries and those working therein. The field meetings of, the 1nstitute are cine of its pleasantest and most valuable features. As Dr. Raymond used to say, ((It is good for a mining engineer once in a while to see a mine" and these meetings bring back to the mines those who, through progress into higher executive positions, have come to visit them infrequently, at the same time that they give opportunity for the .younger men to see regions and mines aside from those in which they are then working. This, and the formal and' informal interchange of information resulting,, is of the greatest professional value to all, while the meeting of old and making of new friends causes each meeting to be notable in turn. This year's meeting at Salt Lake City was one of the largest that has been held outside of. New York City; 470 members and guests registered while many more were present at the sessions without attending to this formality. '

The effect of temperature on the physical properties of structural materials has been the subject of many investigations during the past decade. The literature on the effect of elevated temperatures. is voluminous, and during the last four years a great deal of experimental work has been carried out on the effect of low temperatures on the impact properties of steel. For many engineering purposes it is important to know the shock resistance of steels at low atmospheric temperatures, and with the ever-developing field of refrigeration and separation of materials at low temperatures, the normal limits of atmospheric temperature have been exceeded in practice. Iron and its alloys in the unnotched condition have a high impact strength at low temperatures, but in practice variations in type of notches result either from design or accidentally through scratches and surface or internal defects. A study of notched bar impact tests is, therefore, highly important to the engineer. A survey of the literature on low temperature impact testing indicates that chemical composition, heat treatment and method of testing have been the variables which have been considered in most previous work. In only a few instances has any mention of the steel- making method been mentioned and in these the comparison was between steel-making processes and not between steel-making methods on the same process. In view of the wide variations in impact properties at room temperature, in quench and strain ageing and in grain growth of steels of identical chemical composition, (by this is meant the usual five element analysis reported), it was felt

THE high cost of coal in Butte and the development of large amounts of cheap electric power from the Missouri river caused the Anaconda Copper Mining Co. in 1908 to make an investigation as to the possibility of adapting this cheap electric power for the operation of their many large hoisting plants. IT IS the purpose of this paper to summarize, as far as possible, the metallurgical information and experience gained by the Ordnance Department, during the War, in the manufacture of artillery cartridge cases, to describe the tests to which artillery cartridge cases were put, and to summarize the knowledge and experience gained in this testing. The authors wish to acknowledge the aid given by manufacturers, army officers, and civilian employees of the Ordnance Department in obtaining these data. Artillery cartridge cases are cold drawn from circular disks punched from strips of rolled brass. The manufacture involves from 25 to 30 main operations, which are done almost entirely on a punch press. Descriptions of the operations have appeared in various periodicals and, therefore, will not be given here. After each cupping, or drawing, operation, except the last, the cases are annealed at from 540° to 650° C. (1000° to 1200°F.), to remove all the hardening stresses set up in the metal and to allow complete recrystallization. After each annealing, the cases are pickled in niter cake or sulfuric-acid solution and then washed in water to remove all traces of acid. In some instances, the cases are then immersed in a cyanide-salt solution, and afterwards rinsed in water, to remove the thin layer of copper that forms on the surface of the cases during the acid pickle. The last cold-drawing operation is followed, by the heading operation which, by flattening the head of the case on the outside, causes the metal to flow on the inside to approximately the proper finished dimensions. The mouth, or open end, is then annealed at 430° to 480° C. (800° to 900° F.) by immersion in a salt bath or by gas flames. After being washed, the cases are tapered, when they are ready for machining, inspection, and testing.

Interest centered 1111 the technical papers which were keenly followed, with substantial discussion: During the entire week of the National Metal Congress (Oct. 3 to 'i), there were also other sessions of interest' to metallurgists, directed by the America11 Society for Steel Treating, American Welding Society, Production Division of the Society of Automotive Engineers, the Iron arid Steel and Machine Shop Practice Divisions of the American Society of Mechanical En,' the Wire Association and the American Drop Forging Institute. The National Metals Exposition at the 174th Regiment Armory was well attended.

THE installation of the gas-producer power-plant in America has been so unusual that all engineers have viewed it with in¬terest; a large majority, however, regard it with a lack of con-fidence and many with positive distrust. Despite the fact that European engineers have usually been less inclined to take the initiative along experimental lines than are Americans, they have, nevertheless, developed the gas-producer plant to a very high state of efficiency to which they were forced by the neces¬sity of economy in fuel-consumption. The gas-producer power-plant is so common in Europe that engineers as well as the general public regard it with the same degree of confidence that is now universally placed in steam¬plants. Gas-engines, both small and large, are in general use there, and central stations, aggregating several thousand horse¬power, are quite numerous. IN speaking, on the subject, "Engineer-Citizens," at the Lehigh Valley Mineral Industries Conference dinner, on April 26, at Easton, Pa., George Otis Smith, Director of the United States Geological Survey and President of the American Institute of Mining and Metallurgical Engineers, said in part: "It would be carrying coke to Connellsville to bring to the Lehigh Valley the idea that mineral resources are the foundation of national prosperity. Unfortu-nately, however, this obvious, fact is not everywhere recognized. Too many of our economists, journalists, statesmen and other dopesters of present business con-ditions stress the human factor so strongly that they overlook the material with which men work out their destiny. To them the financial psychology of Wall Street and the political logic of Capitol Hill and the business commonplaces of Main Street all loom far larger than the geology of the Lehigh Valley or the engineering triumphs of Bethlehem, or, the creative thinking at Lehigh and Lafayette. "The present situation in the industrial and .business world is a complex of interacting causes and reacting effects not easily itemized and entered on our trial balance sheet. But, chief among the liabilities of today is the excess of production capacity in most branches of industry. The farmer has no. monopoly in his desire for relief. Whether your professional connections are with steel or cement, coal or oil, copper, or zinc, you; know too well that for, the moment America is over-engined, and you keenly realize the ever-present hazard of industry speeding up regardless of the curves or grades just around the corner.

THE LIFE and works of Alexander Agassiz, first president of the Calumet & Hecla Mining Co., were recalled to memory when a monument bearing his statue was unveiled in Agassiz Park, at Calumet, Mich., on Sept. 26, The statue is the work of Paul W. Bartlett, of New York, and was erected by George R. Agassiz, eldest son of Alexander Agassiz. We are indebted to Rodolphe L. Agassiz, now president of the Calumet & Hecla Consolidated, for the accompanying photograph of the statue. The principal address at the unveiling ceremony was delivered by Allen F. Rees, of Houghton, who said, in part: To the world at large Alexander Agassiz was preeminently the man of science. With all his devotion to the industrial life of this district, he found the time to devote to the con-tinuation of his work of scientific research which had been the life work of his fa-ther, Louis Agassiz. Not only did he acquire eminence for his scientific at-tainments and learn-ing, but he was recognized and hon-ored throughout the civilized world for his achievements and accomplishments in the realm of original research. His work in the fields of nat-ural science, in oceanography, in marine zoology, and in other similar lines of research, has added much to our knowledge of the world's mysteries. His life was one of accomplishment also in the industrial world. The union in one life of acknowledged achievement as a scientist and the accomplishment of great results in the prac-tical industrial world is a rare thing, and its possibility has never been exemplified in greater measure than in his life and its results.

CINNABAR was discovered in southwestern Arkansas on Little Missouri River in sec. 1, T.7S., R.26W., in April, 1930, and near Antoine Creek in sec. 28, T.6S., R.23W., some 15 miles farther east in May of the same year. It was not, however, until June, 1931, that cinnabar was identified as such in a specimen from the original discovery area sent to W. M. Weigel1 by Walter F. Hintze of Murfreesboro. Almost simultaneously2, in July, 1931, Moritz Norden of Hot Springs identified specimens from the Antoine Creek area as cinnabar. Immediate interest in the district followed the identification of cinnabar and by January, 1932, the district was known to extend as a mineralized belt about one mile wide trending east-northeast from sec. 13, T.7S., R.27W., in Howard County-across central Pike County and into Clark County to sec. 19, T.6S., R.23W., thence extending southeast into sections 33 and 34 of the same township. Since then, cinnabar has been found in sec. 6, T.7S., R.22W., thus giving a total east-west length to the district of approximately 30 miles. Interest focused mainly on the two discovery areas, with the result that mining development has progressed most rapidly in those localities. In the Antoine Creek area the Arkansas Quicksilver Co. has done con-siderable exploration work and has retorted the high-grade ore so .obtained. In the Little Missouri area the Southwestern Quicksilver Co. has had a 12-ton rotary furnace in more or less continuous operation since April, 1932, and has been the largest producer in the district.

EVERETTE LEE DEGOLYER, past President of the Institute and Anthony F. Lucas Medalist, was presented with the John Fritz Medal at a dinner at the Wal-dorf-Astoria Hotel in New York, Jan. 14. Dr. DeGolyer is the third representative of the Institute in recent years to receive the John Fritz Medal which is awarded jointly by the four Founder Engineering Societies through a board composed of sixteen past presidents. In 1938 Paul D. Merica was given the award "for important contributions to the development of alloys for industrial uses" and in 1933 the distinction was given to D. C. Jackling "for notable industrial achievement in initiating mass production of copper from low-grade ores through application of engineering principles."

IN his highly interesting paper on "Piping and Segregation in Steel Ingots,"1 Prof. Howe emphasizes the effect of successive phases of internal pressure in the ingot in the evolution of gas, and the consequent formation of blow-holes. From his statements in other places, it may be inferred that he does not here intend to ignore the other variable factor, temperature, but rather to discuss this one more particularly. At all events, it is my purpose not to engage in controversy with Prof. Howe, but rather to contribute, towards the complete elucidation of this important subject which we all desire, my own views and experience. If, in doing so, I specially emphasize other factors than pressure, I need not be understood as denying what I do not think it necessary to discuss fully. Nor, in presenting my own original conclusions, need I be understood as claiming to be the first who ever reached or announced them. Many things are asserted or suggested upon inconclusive evidence; and to confirm such tentative propositions may be as valuable a service as to overthrow them. In the following passage, Prof. Howe adduces analogies, based upon the behavior of charcoal and of water, respectively, which seem to me questionable "In general, the. solvent power falls as the pressure falls ; and in general it rises as the temperature falls. Thus, to heat a solid, for instance charcoal, may expel part of its dissolved gas ; and a tumbler of water drawn cold from the faucet gradually evolves gas, as it stands and warms up on the sideboard." (p. 238.) Charcoal is a solid body, which has the property not only of absorbing gases in large quantities, but also of expelling the thus absorbed gases upon heating. THE QUESTION of whether the production of oil should be limited to market demand has been constantly discussed during the last two years. Oil men, legislatures and courts have reached highly conflicting conclusions. Opponents of limitation to market demand assert that it is a scheme of the big purchasing companies to fix prices and to create a monopoly. Proponents, on the other hand, declare that such a limitation is necessary to prevent physical waste and that the effect on prices is merely incidental. A brief review of market demand legislation will disclose the confusion existing. The laws of Oklahoma,' prohibiting waste of oil and gas, specifically' authorize limitation to market demand as a method of preventink such waste. These laws and the proration orders based thereon have been upheld by the Supreme Court of Oklahoma, by several three-judge Federal District Courts, and by the Supreme Court of the United States.' Kansas has a similar law3 but no case has been found which discusses its validity. About a year ago the California Legislature passed a comprehensive conservation act, generally known as the Sharkey Bill giving authority to restrict production to an amount representing current requirements for use, taking into consideration oil and products in storage. This may be considered as equivalent to limitation to market demand. The Act was defeated upon referendum vote after a hard fought campaign in which it was charged that the Act would result in destruction of the independent operators.
