FROM Aug. 31, 1937, until Apr. 30, 1939, there were 40,872,610 bbl. of oil run to storage in California; from Apr. 30, 1939, to Aug. 31 of the same year 5,512,912 bbl. were withdrawn from storage. But from Aug. 31, 1937, to Aug. 31, 1939, the number of producing wells in the state has increased from 17,706, with a potential production of 1,323,202 bbl., to 18,910, with a potential of 2,302,282 bbl. Thus, in a period of two years, during the first 20 months stocks increased over 1/3 and during the following four months stocks decreased 1/30. In the same two years the number of productive wells increased 1/15 and potential increased 3/4. Undoubtedly, the large increase in stocks created the pressure that caused the reduction in stocks that followed; yet this has come about in spite of the larger number of wells and higher potential. Cause of the change was the adoption on May 17, 1939, by the Central Committee of California Oil Producers of a uniform method of oil curtail-ment for all wells throughout the state. Acceptance of the method in the four months following adoption by practically all fields in California indicates that producers generally are convinced of its merit and fairness. True, some operators still overproduce, but the restraint practiced by the remainder of the industry has been sufficient to turn a situation headed for chaos into one of reasonable stability. Credit for this change goes to the industry itself, because it has all been accomplished under voluntary oil curtailment.

Urban quarries offer one of the greatest opportunities for profit in nonmetallic mining with limited financial risk-if properly evaluated, planned and developed to meet market needs. Location, with respect to market, is the prime consideration. Geologic considerations and quality of rock are nearly as important. Cost factors and return on investment (ROI) are the principal financial considerations. Risk of capital is determined by weighing all factors that should be considered and how well judgments are based on information acquired. It is a simple, true axiom of business that an investment must be founded on amount of capital required with its expected return plus profit, expertise required to operate, and time involved. Urban quarries generally offer excellent stone product market opportunities. Costs of land with mineral containment and processing operations are much greater than in rural areas. Environmental problems have become increasingly severe. Competition from other quarries in the market area is usually directly proportional to the profit attractiveness. Risk of capital (initial, developmental and operational) can be evaluated and reduced only by thorough analysis of the entire situation. Time and money expended on planning and preliminary investigations probably represent the most productive investment of available company resources. Basic Reasons to Establish a Limestone Quarry Profit Motive: Certainly the dominant and overriding motive must be that of attaining a reasonable profit. In certain situations a quarry firm may acquire land, necessary rezoning (if required), and satisfy all of the other prerequisites preparatory to beginning operations but delaying the actual development.

In the last few years, much study has been devoted to increasing stoping efficiency. The reasons for this are shortage of manpower, shorter working hours, operating regulations, and shortages of essential materials. More efficiency in mining methods is needed to offset these adverse factors. In the past, attention has been centered upon haulage, hoisting equipment, mill flowsheets, etc., but recently the spotlight has been focused on the cost of stoping and the cost of handling materia,ls. Scrapers and scraper hoists have thus assumed greater importance. In order to make it possible for certain ore bodies to be mined at a profit, it has been necessary to apply assembly-line practices to the streamlining of mining methods. All cycles of the mining operation must balance, and the sooner broken ore is removed from the working face, the sooner another round can be started. Since the introduction of scraper hoists in metal mines more than thirty years ago, much progress has been made in their design and application. Alert operators are now constantly watching for methods in which to apply scrapers. The saving of: manpower in development work and the changing of mining methods that once employed manual handling of materials are increasing vital wartime tonnages. Essential ores from newly discovered ore bodies are moving rapidly from stopes to reduction plants—because it is now possible to develop an ore body and place it in production with a minimum of manpower and development work. Today, speed is one of the prime essentials of mining. Everywhere, there is a concentrated effort to use experienced miners in breaking rock, in timbering, and in carrying out the various phases of mining that require many months of training. Much effort is being made to mechanize the working places because experienced men naturally prefer to work where the majority of materials are handled mechanically. In line with this policy, many new men are being taught the details of scraper work, because even green men can quickly become acquainted with scrapers and thereby release older heads to perform the more skilled phases of mining. In some places it has been found economical to change from .one system of stoping to another that more readily allows the application of mechanical muck-handling equipment. Where blocks are worked faster, the cost of materials, time, and labor is cut drastically. This favorable situation allows more manpower to remain on straight breaking and timbering—or straight production mining. Moreover, when blocks are mined faster, more floors can often be mined vertically before the mucking or wheel floor is moved. This results in several direct savings. There are cases where it has been proved that by working a given block faster more area, longitudinally or vertically, could be mined at one time, thus permitting the reduction of development cost. During the past year personnel of the Roof Control Research Group of the Bureau of Mines designed and developed encapsulated hydraulic cells for measuring pressure changes in coal in situ. Preliminary results from feasibility tests in progress in the laboratory and field indicate that the cells respond favorably to changes in pressures associated with a coal-mining environment. The ultimate objective is to use these cells to obtain engineering information relating to coal bump or coal outburst phenomena. Mining research has experienced a remarkable growth during the past decade and from all indications should surge forward at even a greater pace in the future. This increased interest in mining research has been brought about by the ever-multiplying number of technical problems being encountered by the mining industry in its effort to produce pay-dirt tonnages safely and economically from greater underground and surface pit depths. Among the various divisions in the field of mining research, the study of ground stress has received a large part of the overall attention. Numerous technical papers have been written with regard to ground stress conditions around mine openings and yet the total usable knowledge concerning this subject is extremely limited. Research teams around the world are endeavoring to bridge the gap between theoretical and laboratory approaches and the solution to design problems in the field. The problem of ground stress is not a new one for the coal mining industry. Operators in both eastern and western coal fields of the United States as well as in many foreign countries have long been plagued with a number of ground stress problems, one of which is commonly referred to as the coal-mine bump. This term or phenomenon has been aptly defined by earlier investigators as the violent and sudden failure of coal and adjacent rock. Direct results of such failures have been the loss of human lives and thou- sands upon thousands of dollars of sustained mine damages. In an effort to alleviate the magnitude and frequency of these failures, mine operators have employed and are presently employing various corrective techniques. These include: Inducing failure in heavily stressed areas by augering large-diameter holes into stressed pillars, using extensively yield-able steel arches in both long-term haulage and short-term face entries, backfilling unused or abandoned entries with mine waste to gain additional support, and using systematic pillar coal panel extraction techniques including mechanized longwall mining. The Health and Safety Activity of the Bureau of Mines has for a number of years contributed considerable time, funds, and talent in an effort to define better the ground stress problems associated with coal-mine bumps. As a part of this investigative program, in situ ground pressures are presently being studied in coal mines located in West Virginia and Utah. The description and development of the device being used to measure these pressures is the specific topic of this paper. CHOICE OF INSTRUMENTATION After consideration and evaluation of the various instruments and techniques that are being used by researchers in the field of rock mechanics to detetmine in situ stresses, a simple hydraulic system was selected for detailed investigation. Aside from simplicity, a hydraulic system is relatively inexpensive and also eliminates the need for electricity in its installation and operation. The hydraulic device referred to is, in essence, a simple unidirectional pressure-measuring cell. Hydraulic cells, which had been used for measurement of pressures in hard rock, were investigated but found not entirely suitable for use in coal, particularly since they involved (1) preparation and emplacement of cement grout at the test site, and (2) a waiting period before the cells became operational. At the outset, it was decided that certain design parameters be established. The cell should be simple and inexpensive, constructed of materials readily obtainable and easily built in the laboratory or field by unskilled labor. P. L. Pratt (University of Birmingham, Birmingham, England)—The author has measured the hardening effect of isolated edge and screw dislocation boundaries in a remarkably elegant manner, and he proposes that the detailed structure of the boundary determines its effectiveness as a barrier to slip although "there are still unknown details of the distribution which may be extremely important." On p. 678 the author states "that for a good crystal (one having a yield of about 30 psi) a change in annealing temperature from 300" to 400 °C resulted in a negligible shift in the level of the stress-strain curve." Is this in agreement with the results of the earlier paper by Li, Washburn, and Parker8 in which such a change of temperature produced notable hardening in crystals with a yield of about 30 psi? Or were these earlier crystals, of the same nominal purity, less perfect than those used in this work? The experiment illustrated in Fig. 15, p. 681, shows that the boundary has sharpened after annealing at 400 °C, the temperature at which the hardening effect first becomes apparent. Did the author verify that no sharpening of the boundary occurred at, say, 300 °C where no hardening was found? This would seem to be an important check on the proposed mechanism, especially since zinc of this purity should polygonize at temperatures well below 400 °C within the annealing times used here. There seem to be at least two alternative explanations which could fit these facts: 1—The boundary may sharpen at 300 °C or even lower temperatures but be unable to contribute greatly to the hardening until jogged by thermal vacancies and other impurity atoms after 400 °C anneal. This mechan- ism, discussed in the earlier paper,' is believed to account for the thermal hardening observed by Blank'" in NaCl, as stated elsewhere: and by results from recent experiments which tend to confirm this view. 2—The dislocations in the diffuse boundary may be locked by impurity atoms at 300 °C and thus only sharpen the boundary at 400 °C with the aid of thermal vacancies. In this case it would be difficult to distinguish between the two sources of hardening (sharpening or jogging), using metal of this purity. Jack Washburn (author's reply)—The author wishes to thank Dr. Pratt for his discussion. In connection with his first comment, it should be pointed out that the temperature of testing in the present series of experiments was —196°C, whereas, in the earlier experiments he referred to,' it was 20°C. Therefore, the yield values should not be directly compared. It is likely that the crystals used in the present work were initially more perfect macroscopically than the large shear specimens used previously. The small size of the test section in the kink specimens made it possible to select regions of the large crystals, from which they were acid-cut, that were free of observable small angle boundaries. The sharpening of a microscopically diffuse boundary such as that in Fig. 15 begins in zinc of this purity well below 300°C. However, it is probably not justified to conclude that because a boundary looks sharp under the microscope it has attained the ideal structure. The author agrees with Dr. Pratt that jogging of dislocation lines is one of the structural features of a small angle boundary that should be important in determining its strengthening effect. IT has been suggested that: "Insofar as the hardening due to a solute depends upon the increase of lattice parameter produced by it, it is reasonable to suppose that this hardening might be related to the resistance which the pure solvent would offer to increase in its parameter."' It was further suggested that this hypothesis might be examined by comparing the hardnesses of analogous silver and copper alloys, since the stress necessary to produce a given lattice expansion is quite different in the two metals. Suitable data2,3,4 are now available on these alloys, and we shall proceed to an examination of the hypothesis quoted above. Hardness, Lattice Parameter and Ionic Overlap Increase in ultimate Meyer hardness has been plotted against increase in lattice parameter in Figs. I and 2. It is believed that most of the values are accurate within the limits indicated by the rectangles. These data are also presented in Table I. Ultimate Meyer hardness, P u, is defined by the equation: where L = load, D = diametei of an impression having the same diameter as the testing ball, which in this case is 4 mm. Increase in lattice parameter is defined as the difference between the lattice parameter of the solid solution and that of the pure solvent. The curves in Figs. I and 2 are based on equal solute concentration and an equal degree of plastic deformation pro duced by the testing ball. Hardnesses are corrected to a constant grain size for copper and silver alloys, respectively, and these two grain sizes are approximately equal. Furthermore, all solutes are from the same period of the B subgroup of the periodic table as their solvent. Heat-resisting chromium steels and alloys treated at 825° or 9.50°C (1527° or 1742°F) in a carburizing atmosphere exhibit an extensive carbide precipitation. This carbide precipitation may be succeeded by the FeCr a phase or by a carbide with a higher carbon content. Point analyses carried out with an electron mi-croanalyzer make it possible to study the depletion of chromium in the matrix after precipitation has occurred and to determine the chemical composition of carbides. In particular the content in the carbides of Fe, Ni, and W, elements which substitute Cr, can be accurately determined. HEAT-resisting chromium steels and alloys employed in the construction of gas carburizing and carbonitriding furnaces are subjected to a succession of oxidizing atmospheres during heating and cooling and to carburizing atmosphere during isothermal stage. Such a sequence of thermal cycling causes embrittlement and corrosion in the furnace materials. A quantitative study of the structural changes induced in the furnace materials has not received much attention in the past. However, utilization of the electron probe microanalyzer and other modern techniques has permitted a point analysis of the various phases formed and to follow their relative evolution. This paper gives results as regards the nature and composition of the carbide precipitation and the distribution of chromium in the matrix during only the carburizing periods. The structural changes subsequently produced during oxidizing periods will be presented eventually. METHODS AND MATERIALS Metallographic, X-ray diffraction and Castaing electron-probe microanalysis1 techniques have been employed to study carbide precipitation and evolution and the changes in the composition of the matrix in heat-resisting steels and alloys.

(San Francisco Meeting, September, 1915) INTRODUCTION CRUDE oil attracted attention because of its excellence as a fuel for open-hearth furnaces; for making crucible steel and brass; for melting copper, lead, tin, zinc, nickel, silver, malleable iron, gray iron; and for the production of steam in all sizes and types of boilers. For heating furnaces, mold-drying ovens, core ovens, ore roasters, calciners, hot-air furnaces, sand drying, asphalt road work, etc., its superiority over other fuels is due to the fact that the heat is at all times under perfect control, so that a constant temperature may be attained and maintained at the will of the operator. This means a maximum amount and uniform quality of work. Crude oil is of two kinds, paraffine base and asphaltum base, and varies from 11 to 46 gravity Baumé. The light-gravity oil does not require heating before use; but oil of less than 20 gravity Baumé should be heated to just below its vaporizing point, in order to reduce its viscosity and to obtain the highest efficiency of combustion. Heavy California oil vaporizes at 230°'F., Mexican crude oil at from 175° to 210° F., and Beaumont, Texas, oil at 142° F. Fuel oil vaporizes at 130° F.

VENTILATION of the Butte mines has long been a rather difficult problem because of the natural high temperature of the rock. With increase in mining depth, higher rock temperatures have been encountered, and this has caused a constantly growing demand for more effective ventilation measures. During recent years the hazards of dust in mine air have been more clearly recognized, and have necessitated the adoption of dust-prevention methods. To meet these ventilation problems in the mines of the Anaconda Copper Mining Co., a mines ventilation department was organized in 1918, to act under the direction of the general superintendent of mines. At the present time, under normal operating conditions, the force employed includes the ventilation engineer, two chief assistant ventilation engineers and eight assistant ventilation engineers. The activities of the department are, briefly: (1) planning and supervising operation of the general ventilation system; (2) planning and supervising the operation of dust-prevention measures, together with dust sampling and related microscopic work for the quantitation of the dust samples and determination of particle-size distribution; (3) the design and development of air- conditioning methods to meet present exceptionally severe temperature conditions and in anticipation of future requirements. To a large extent the technical features of the ventilation methods have been described in earlier papers by the author. This paper is written mainly to summarize past accomplishments bearing most closely on health and safety, with a somewhat more detailed account of the dust- prevention measures that have been developed comparatively recently. FACILITATING FLOW OF AIR As a basic requirement for the safety of the men, all ventilation plans are subject to a ruling that the main operating shafts must be maintained as inlet air courses. Under this condition, a safe, fresh-air escapeway is assured if a fire occurs within the mine, and the shaft is available as a base for fire-fighting operations. The importance of the Widmanstätten structure to structure theory in metallography has been recognized by many writers.l It is a structure produced by the precipitation of a, new phase from a solid solution upon cooling as a result of changing solid solubility, and displays a characteristic appearance indicating a crystallographic relationship between the new phase and the original solid solution (Fig. 1). First discovered in 1808 by Alois de Widmanstätten2, the structure has been traced by analogy through many alloy systems. Particularly is this true of the steels. Sorby's classic work3 on the microstructure of iron and steel was in essence an attempt to explain the origin of this characteristic structure in meteoric iron. He observed in a Ressemer steel and in a cast-steel ingot structures which we now recognize as typical Widmanstatten figures.4 Osmond Observed structures in a steel ingot analog-ous to those found in meteorites. HIWASSEE Dam, now under construction by the Tennessee Valley Authority on the Hiwassee River, a tributary of the Tennessee River, will require aggregate for approximately 800,000 cu. yd. of concrete. Near the damsite deposits of natural sand or gravel are not available and graywacke, a rock that is found in abundance, suggested itself as a likely source of manufactured aggregate. Graywacke is a metamorphosed sandstone composed principally of a mixture of quartz (65 per cent), mica (25 per cent), and feldspar (10 per cent). Other minerals are pres-ent in negligible amounts. The rock varies in different parts of the quarry from very fine to a coarse grain containing particles of about 1/4 in. maximum size, although the bulk of the deposit is medium grain. Exten-sive tests showed that graywacke would be suitable as a source of both coarse and fine aggregates. The aggregate plant available for use at Hiwassee Dam consisted of the coarse-aggregate and sand plant used on the Norris project. The coarse-aggregate plant had also been used at Chickamauga Dam. Although most of this plant equipment is now in use at Hiwassee, the present flowsheet is not only different from that at Norris and Chicka-mauga but is also unique as compared to the flowsheet of the average crushed-stone aggregate plant. It is hoped that this paper will show the importance of proper arrange-ment of equipment if the optimum in flexibility and capacity is to be attained.

IN THEIR course across Ecuador, the Andes fail to show the mineral wealth with which they abound in Peru, Bolivia, and Chile. This may well be due merely to the concealment of recent volcanic ash and dense tropical jungle, but at any rate Ecuador has lacked the stimulation to development and progress afforded to the southern countries by the mines of Cerro de Pasco, Potosi, etc. 1 There is, however; in Ecuador, near its southern border, one mining district that, in recent years under North American management, has become a steady producer of mineral. wealth and. a community in which the sanitary and mechanical elements of modern life are displayed, for ;the first time, to the Ecuadorians of the lowland forests. The mining district of Zaruma is .situated in the province of El Oro, near the southwestern corner of Ecuador, about 50 km. (31 mi.) from the coast. Pizarro's first landing on the mainland was at Tumbez, at the mouth of the river that drains the Zaruma area; and the gold so abundantly found in this Indian town was soon traced to its source. In 1549, Mercadillo, one of the original (band, reached Zaruma, having worked his way up-stream through canyons that .are now regarded as impassable. " Whether an iron-ore should be roasted is a question which very seldom arises ; at least, this question seldom ought to arise. With the exception of the red impalpable oxide, the whole series of ironores require roasting—even the specular iron-ore, if it is very compact—but the best oxide, if too compact, works badly in the furnace. All other ores should be subjected to calcination. Some ironmasters are in the habit of using the hydrates raw, but this should riot be done where clay-ores are smelted or where the hydrates contain either chlorides or phosphates. But in the latter case, the pig metal will be cold-short if there is too much phosphorus. Under all circumstances, however, it is best to roast the ores if we expect good metal and well-regulated furnace operations. " The object of roasting ores is to produce higher oxidation and to expel injurious admixtures. In both cases liberal access of atmospheric air is required ; we should, therefore, so arrange our roasting operations as to fulfil these conditions, from which it will appear that different ores require different treatment."* The above may be considered an extreme, and perhaps erroneous view; but there is no question as to the absence of a general appreciation concerning the value of preparing ores of iron for smelting in the blast-furnace.

IN any theory of a hydrodynamic nature dealing with the vertical flow of gas-liquid mixtures in pipes, the two factors that present the greatest difficulty are the relative motion between the phases and the energy loss resulting from turbulence work. The former has generally been referred to in the literature as "slippage" and the latter as "fric-tion." A third factor of importance is the nature of admixture between liquid and gas for both the relative motion between the phases as well as the turbulence work are functions of the type of mixture. Although much work of a general nature has been performed on the vertical flow problem, there have been very few attempts made to study experimentally the factors involved in the phenomenon individually. Of these, perhaps the most notable is the work of Moore and Wilde1 on slippage. Some writers on the subject have assumed that over a wide range of operating conditions the controlling type of mixture, is one in which gas bubbles of uniform size are distributed throughout the liquid, and that the data obtained from experiments on the motion of single bubbles through various liquids may be used in evaluating the slippage. Ver-sluys2 has further assumed another controlling type of mixture in which the liquid occurs as a dispersed phase within the gas and applies data on the fall of drops of water in air to calculating the relative velocity. NEARLY everyone who has not had the benefit of study in the field of metallurgy subscribes to a persistent and enthusiastic belief in the legendary lost art of hardening copper. This of course supplies a perfect introduction to a chapter of information on copper and its alloys, since the dissipation of fallacies and superstitions affecting an art probably constitutes the best method of getting at its real substance. Metals are hardened, but also embrittled, by a plurality of impurities. In the modern technology of copper-base metal products, we are familiar with a great host of materials, passing from one extreme of dead soft copper better than 99.9 pct pure, which in the form of wire about as thick as a match will stand hundreds of full twists in a 12-in. length, to an alloy containing less than 3 pct of alloyed substance possessing the strength of pretty good steel and capable of manufacture into razor blades, should we suddenly be deprived of steel; certainly a much better material for this purpose. Every copper alloy known to primitive man lies in some inter- mediate position and the ancient bronzes that have been found all over the world wherever an early civilization existed are usually contaminated by such impurities as sulfur, oxygen, antimony, arsenic, iron, or other materials, so that they could not possibly conform to any modern intelligent specification insuring the best combination of useful properties in alloys of their type and would go

APPARENTLY the widespread agitation for the codification of our mining laws has had its effect, and it is quite possible that Congress will take up the question during this present session. The greatest objection to our present statutes pertaining to metalliferous deposits seems to be directed against the law of the apex. Those who are not in favor of changing this law are very far in the minority and they apparently realize that it is useless to urge its retention. Next in importance to the repeal of the law of the apex, seems to be a widespread advocacy for the repeal of the law requiring discovery of mineral before a valid location of a mining claim can be made. To a lesser extent there appears to be a desire to have the law changed so as to allow patent for claims without mineral discoveries. The purpose of this article is to review the arguments in favor of the proposed change of the discovery requirement, to show some of the evils that may be expected to result therefrom, and to consider whether a system may be devised to correct the undesirable features of the present law in this respect and at the same time not expose the mining fraternity and the general public to the evils which would result from the repeal of this fundamental requirement. Under the law as at present framed, the validity of a mining location is dependent upon the fact of discovery of mineral within the boundaries of the land claimed.

THE Königin-Marien-Hütte is the only works in Germany where the Bessemer process is carried on by the direct method. The Besserner plant there, is arranged after the true English type, and the only resemblance to the Swedish mode of procedure is the dispensing with the use of spiegeleisen at the end of the "blow." In a new department of the establishment, started within three years, each of the converters is turned by means of a very neat and compact reversible engine, the steel shaft of which is an endless screw, which turns against the oblique cogs of a large wheel attached to the shaft of the vessel. An advantage which this arrangement possesses over the ordinary English hydraulic arrangement, is the fact that the endless screw suffices to turn the vessel, in either direction, any number of complete revolutions; while even the latest American improvements, so clearly explained to us by Mr. Holley at the opening session of this meeting, do not secure even one complete revolution without changing the angle of inclination of the hydraulic piston. In the endless screw arrangement, there being no limit to the working of the motor in either direction (no return-stroke necessary), the vessel can always, unless outside reasons demand the contrary, be turned around to any desired position by the shortest cut, whether backwards or forwards. Also, the diameter of the cog-wheel attached to the vessel can be made sufficiently great to avoid all unevenness of motion. In the old department the motive-power still continues to be hydraulic. If reports be true, the new department produces spiegelized steel, for the manufacture of all-steel rails. But the old department is still,' as from the beginning, devoted to the production by the direct method of steel for steel-headed rails. The most remarkable fact connected with this direct steel is the ease with which it welds to the iron' of the rail-packets, although no borax or other fluxing agent is used to facilitate the welding. It is very rarely that an exception occurs, and an ingot or a charge is discarded by the rail-mill. Coal was mined to a small extent near Tuscaloosa, in Alabama, and even carried by boats to Mobile, half a century since. Professor Porter, and later, Professor R. T. Brumby, occupied themselves with the geology of the region, and it attracted the attention of Sir Charles Lyell, who visited the region. It is, however, to the two reports of Professor Tuomey, geologist to the State, published in 1850 and 1858, that we owe our first clear notions of the geology of the Alabama coal-fields. His work has, since 1873, been continued by Professor Eugene A. Smith, of the University of Alabama, whose valuable reports, extending and completing the work of his predecessor, are indispensable guides to the geological inquirer in this region. Mention should also be made of the investigations of Mr. R. P. Roth well, who, after three years of studies in parts of the Alabama coal-fields, read before the American Institute of Mining Engineers, in October, 1873," a brief but important paper calling attention to the great deposits of coal and iron-ore found therein, and to their economic importance. Having myself, during the past year, had an opportunity of visiting parts of this region, I have thought that it might be well to bring before the Institute some facts and considerations as to its geological and geographical characteristics, and the value of its mineral resources.
