After hearing the paper I returned by the coast route to San Diego then along the Mexican border to Yuma. Contrasted with this was the wasteful use of water in irrigation canals and laterals. Poland says "at least 90 pct of the ground water pumped is used for irrigation." That being the case, it would appear that first consideration should be given to conservation of this use. Probably a small part of this is actually reaching the plants. Some measure of this loss between pump and crops would be revealing. Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America. M OST operators of open-pit mines in the Lake Superior iron ore district are quite familiar with the use of fuel oil in the heavy-duty Diesel engines commonly used in truck-haulage service but some operators, including my own company, Pickands Mather, have had butane-engine trucks in service for several years, and less is known of their operation. One of the first installations of trucks for iron-ore haulage was in 1939 at a deep open-pit mine on the Cuyuna Range. These superseded standard-gauge steam haulage. Trucks then obtainable were equipped with 150-hp Diesel engines, and the speed of these units on an 8 % grade would have been so slow, considering the depth of the pit, that plans for an all-truck haul out of the pit were rejected. AT THE beginning of October, the outstanding feature in the world's affairs was the Turkish question. The Turks, victorious over the Greeks, repudiated the treaty of Sévres with the Allies and demanded their reestablishment at Con-stantinople and in Thrace. The British resisted, but deserted by the French and Italians, at a military conference at Mudania the Turks obtained about everything that they wanted. Great Britain suffered a loss of prestige that may bear evil fruit in the future. The possession of the Dardanelles by the Turks pro-duced the ruin of Russia and Rumania in the great war, prolonged it two years and made it necessary for America to go in. Disruption of the entente puts the Turks back where they were. In America a strong and spontaneous reaction developed against this, not for any diplomatic reasons, but purely out of the sentiment that the atrocious Turks should be confined to Anatolia. Some strong leadership would have aligned the United States with Great Britain in this matter. As it is, the French have had their way but have alienated much of their American friendship. The temporary composition of Turkish affairs at the Mudania conference had momentous consequences. The Greeks, having expelled King Constantine, in their distress and despair reverted to the guidance of Venizelos. Evacuation of the Grecian military forces and the entire Grecian population from Eastern Thrace began, the people not venturing to remain there. From all accounts their withdrawal, attended by great hardships, was reminiscent of folk movements in the Middle Ages. The vanguard of the Angora Govern-ment set foot in Constantinople, marking the return of the Turks to Europe, while the Allied forces remain-ing there temporarily stood in chagrin. In Great Britain an important element of the Con-servatives withdrew their support from the Coalition Government, thus leading to the resignation of Lloyd George, the installation of Andrew Bonar Law as premier and a general election with a tri-party contest among the Conservatives, Liberals and Labor, called for Nov. 15. Civil war continued in Ireland, but attention was diverted from it by the more important events in the Near East.

Nucleation theory is applied to martensite nucleation in substitutional iron alloys. Composition fluctuations are neglected, and a steady rate of nucleation is predicted for any composition and temperature. The maximum rate of nucleation (as a function of temperature) is shown to be measurable only for on extremely narrow composition range, being too great or too small outside this range. A number of experimental observations, including completely isothermal transformation in some alloys and composition-dependence of M. temperature in others, are compared with the calculated behavior. IN a previous report,¹ nucleation theory was applied to the formation of isothermal martensite in an Fe-Ni-Mn alloy. The experimental observations of Cech and Hollomon² were accounted for quantitatively. It now is of interest to examine the predictions of nucleation theory with respect to martensite transformation in substitutional iron alloys of other compositions. Since Fe-Ni alloys have received considerable attention, both as to their transformation kinetics and their free energies, they will be treated in detail, although the results apply with equal validity to other substitutional alloys. In substitutional alloys, where composition fluctuations can be neglected in volumes of critical nuclear size, the rate of nucleation of martensite in subcooled austenite is¹ n - Nv exp (—W*/kT) [I] where the free energy of formation of the critical size nucleus is W* = 8192 p (?² s³) [2] In the expressions for n and W*, the symbols have the following meanings: N is the number of atoms per unit volume; v, the atomic vibration frequency; 8, a function of the elastic constants of austenite and the shear angle of martensite; , the austenite/mar-tensite inter facial free energy; and ?fc is the free energy change per unit volume accompanying the transformation. Jones and Pumphrey² have determined the austenite to martensite free energy change as a function of nickel content and temperature for Fe-Ni alloys. Their expression is ?F = 2500 C + 1.25 (1 —C)?FFc cal per mol [3] where C is the atom fraction of nickel, and ?Ffe is the free energy change per unit volume for pure iron as tabulated by Zener4 (or, equivalently, Fisher"). From Eqs. 1 to 3, it is possible to calculate isothermal nucleation rates as a function of temperature and composition for Fe-Ni alloys. The only unknown parameter is (?² s³). The best value of this parameter for Fe-Ni alloys, determined from M. temperatures in a manner to be described shortly, is (?² s³)= 9.92 (10)21 cgs units [4] Taking this value of (?² s³), C-curves for isothermal nucleation were calculated for Fe-Ni alloys of several compositions, and are plotted in Fig. 1. It is evident from Fig. 1 that completely isothermal nucleation of martensite in Fe-Ni alloys can be observed experimentally for only a very narrow range of compositions. Cech and Hollomon find that a nucleation rate of about 10' nuclei per cc per sec is as fast as they can follow dilatometrically, and a rate of about 10-1 nucleus per cc per sec is about the slowest that can be measured conveniently. If the nucleation rate is to lie between the limits 10-1 10 the nickel content of an Fe-Ni alloy must fall in the atomic fraction range 0.299 5 C 5 0.302. Nickel contents lower than 0.299 correspond to nucleation rates too great to follow, and those higher than 0.302 to nucleation rates too slow to measure in a reasonable time.* In view of the narrow corn- position range in which successful isothermal measurements can be made, it is not surprising that only one substitutional alloy has been described' that comes close to being in the proper range.

It is generally conceded as axiomatic that the aggregate producer and the average urban resident have mutually incompatible goals. The producer wants to be near his mass market and the average resident wants him as far away as possible. The traditional economic decision to mine local material to avoid transportation costs is increasingly challenged by zoning and planning bodies and by citizens' groups. This conflict generated much written and spoken word and offered opportunity for great flights of rhetoric. The pressure on the producer also has forced re¬appraisal of the need for the classic confrontation with indications that much of the conflict is more apparent than substantive. In New England several factors combine to increase complexity of the siting problem. It is a region of high land values and population density. Due to the proximity of metropolitan areas, even rural communities have experienced a prolif¬eration of environmental groups with concomitant enthusiastic regional planning and critical watch over land use. In New England where there is little public understanding of the necessity for, and the realities of, mineral production a sophisticated approach to aggregate production site location is required.

T HE chairman of the Mines Committee of the A. 1: E. E. for 1920-21 has had the honor of being also the chairman of a similar committee, the Mine Equipment Committee, of the A. I. M. E. It has been the endeavor during the past year to have the two committees work together since the object of these committees is very much the same. A meeting of the committees was held in Chicago in November of 1920, at which time it was decided that one of the best ways to work together would be to foster joint meetings of the local sections of the A. I. E. E. and A. I. M. E. By these meetings, it was hoped that various engineers in the local sections interested in mining subjects could be brought together and not only become better acquainted but be greatly benefited by the interchange of ideas and by the discussion of papers presented on mining subjects.

TO give a concise history of the Woman's Auxiliary of the A. I. M. E. is a difficult task and much interesting information must needs be omitted. The organization has grown and evolved so much from its early simple beginning that it seems best to adopt the technique of some of our modern novelists and begin with the latest development. As the headquarters of the A. I. M. E. is in New York, it follows that the Woman's Auxiliary to the A. I. M. E. necessarily has also its central office and government there. The affairs of the organization are administered by a duly-elected president and five vice- presidents, a treasurer, recording secretary, and corresponding secretary and a board of directors, the personnel of which includes each chairman of a section or an elected or nominated representative who is able to attend the monthly meetings of the board and correspond with the section for which she acts, and the chairmen of the five standing national committees, i. e. Educational Fund, Library, Emergency, Membership and Hospitality. The chairmen of these committees are all responsible to the president and board of directors and their activities must be indorsed with their approval.

(written discussion?).-The authors seem to have proved that for a phenomenon as irregular as the one they were investigating there was no perceptible conduction effect in the platinum wire. It should be mentioned, however, that the conduction of heat to and from small wires is not proportional to their surface and might give unexpected value, varying largely with the medium in which the wire was situated. Attempts to eliminate a conduction effect in the wire by extrapolating the curve obtained by using different sizes have in some cases given incorrect results, so that the authors' result should be applied with great care as a guide in other cases. The difference in size of wire employed by them is really rather small. If the desire had been to find out how great the effect was instead of merely to demonstrate its absence, a greater difference of diameter would, of course, have been selected. The sharp gradient immediately in front of the burning portion of the cigar is quite surprising at first sight. The weight of air coming from a flame is considerably greater than the weight of material burned, and it would be thought that this stream of heated air would heat very con-siderably the material not yet reached by the zone of combustion. Pos-sibly the heat is exhausted in evaporating moisture from the material. In that case the cigar is really a sort of regenerative furnace, except that it is not air but the, material which is preheated, and the pre-heating produces dryness rather than increase of temperature. Whether or not this is the case would be shown by finding how hot a thoroughly dry cigar would get.

AN unusual engineering achievement in the Gulf Coast last year was the drilling of a wildcat well in the swamps of Louisiana, using direct current. More unusual was the fact that it was necessary to house a diesel engine and generator on a barge in order to supply power. The remoteness of the well made it necessary to transport living quarters and drilling equipment to the location by means of barges, and involved the digging of a canal from a lake to the location, approximated one mile. The drilling equipment used on this well consisted of two generating units, each having one 210-hp. six-cylinder @$-in. bore type VDMA, 600 r.p.m. diesel engine, direct connected to a type CD-169, 125-kw., 250-volt direct current generator, which in turn is direct connected to a type CD-105, 15-kw. 250-volt exciter. One of these motors operates the draw works, one the mud pump, and one a duplicate spare. The generating equipment on the barge was approximately 250 ft. from the derrick, the control wires being brought from the derrick to the generator barge enclosed in a standard fire hose. This is an original idea for confining the con- 11.01 wires in one cable; obtaining minimum space and ample protection. Both control and power lines were suspended on poles. This well was at Lake Grande Ecaille Dome, which was located by seismograph in 1928. Fig. 1 shows the derrick, power barge and living quarters where direct G. E. current was used with rotary drilling equipment.

THE annual meeting of the A.I.M.E. was fittingly closed with a joint meeting of the Metropolitan sections of the four National societies on Feb. 18, at which this subject was adequately discussed by leading engineers before an audience that completely filled the Engineering Auditorium. The large amount of publicity that has been given the Diesel electric loco- motive, and the often garbled reports of its performance and possibilities that have been circulated, makes it particularly fitting that the facts should be given the profession as determined by those who have aided in developing and operating this latest form of prime- mover in railroad operation. C. A. Stein, general manager of the Central R. R. of New Jersey, opened the meeting with a discussion of the problem of electrification, and the relation of the short haul, switching, and terminal service to heavy electrification. Referring directly to the problem of the Central R. R. of New Jersey, some subtitution for the steam locomotive is necessary within the city limits of New York because of local ordinances against the smoke nuisance. While the improvement in the design of the steam locomotive has been marked-the efiiency today is over fifty times that of the locomotive of 100 years ago-it has now probably reached the point of maximum perfection. THE GREAT INTEREST in decomposition and trans- formation, so evident in the study of alloys during the last two years, was reflected in the many papers on this subject, presented at the first session of the Institute of Metals, Tuesday morning. Dr. F. A. Thomson, of Montana State School of Mines, presented the first paper by C. Wilson, H. F. Silliman, and E. C. Little, "Rate of Precipitation of Nickel Silicide and Cobalt Silicide in the Hardenable Copper-nickel-silicon and Copper- cobalt-silicon Alloys." Dr. R. F. Mehl, in discussing this paper, stated that the title was somewhat deceptive, as it indicated that the rate of precipitation is determined; the method used is a measurement of electrical conductivity and hardness, neither of which is suitable for a quantitative measurement of rates of reaction or precipitation in the solid state. Hardness is also uncertain because it depends so much upon particle size. Of the various methods proposed for the study of rate of reaction and precipitation the evaluation of volume of reaction produced from the area of photomicrograph is the best.

COMPARED to the situation abroad, the domestic industry continues to lag both as regards the production and consumption of newly mined lead. During 1938 we produced and consumed slightly over 20 per cent of the world output, whereas ten years ago the figure was nearly double this pro- portion. Labor difficulties and absence of demand were chiefly responsible for the general inactivity. In the foreign field, in spite of low metal prices, production and consumption of lead equaled or exceeded all previous records. Practically all the large companies, with the exception of those in Spain, increased operations, though it should be noted that the foreign lead mines have higher-grade ores than domestic mines. In view of the rapid expansion of the foreign industry, it is natural to expect greater progress abroad, particularly in process metallurgy.

THE gamma-alpha transformation in iron and iron-rich alloys is of such practical and theoretical importance that many papers have been published upon the subject relating to critical temperatures, transforma-tion rates and accompanying property changes. Although crystallo-graphic studies are of less immediate practical usefulness, the opportunities which these offer to furnish data, on the basic atomic movements which characterize the transformation are not to be neglected1. The early work on the crystallography of this transformation has been reviewed in the fourth paper of this series2 since then several important papers have appeared. Our present, knowledge may be briefly summarized as follows. Kurdjumow and Sachs, working with a 1.4 per cent carbon steel3, established the orientation relationships subsisting between the face-cen-tered gamma and the metastable tetragonal lattices in freshly quenched martensite, and between the face-centered gamma and the body-Centered alpha lattices in tampered martensite. The orientation relationship observed in the latter case may be stated in terms of planes and directions observed to lie parallel in the two lattices: { 111 }Y//{110}a [110]Y//[111]a

THE long-hole drill has been used for prospecting underground in the tri-State district for several years, and its value has been pretty thoroughly proved. An attempt was made to get a statement of their experience with the machine from all the operators who were known to have used the machine. The majority of them replied to the questionnaire so that this paper is practically a summary of the experience of the district, together with some practical details taken from the experience of the Eagle-Picher Lead Company. When the drill was first used by the Eagle-Picher Lead Co., it was put in low headings and was mounted on a cross-arm supported by two drill columns. This was found to be a rather awkward method of mounting, because fairly long moves were made and the same drill columns could not be used on any two successive set-ups. The machine was later moved to a mine with high headings so that this type of mounting was found to be impractical. A heavy tripod was tried and found satisfactory, provided care was taken to see that the set-up was solid. The Evans-Wallower Lead Co. and the Century Zinc Co. report using the double post set-up, but the headings are low in these mines. The Commerce Mining St Royalty Co. first used the double-post mounting in high headings by cutting a niche in the wall and setting the post in it. This proved to be a slow and expensive method and was later abandoned for the tripod. The Federal Mining & Smelting Co. has used a tripod throughout its operations. Great care must be taken in using the tripod to see that the set-up is solid. Wherever possible it is advisable to sludge in the legs and let them set a short time before the machine is put into use. Where high bottom is encountered the Eagle-Picher operator found it advisable to drill jack- hammer holes in the bottom and drive the legs into them.

This brief resume of the events transpiring in Mexico, culled from the daily New York newspapers since the last Bulletin went to press, does not show any degree of improvement in the situation. MEXICO SEEKS TO AVOID BLAME FOR BANDIT RAIDS All foreign passengers leaving Nogales for Mexico on the Southern Pacific or Mexico Railroad. whose business would take them through territory occupied by the Yaqui Indians or Mexican bandits were requested by Mexican Consul Emilio Tamez to sign a statement that they relieve the Mexican government of responsi-bility for anything which might happen to them while in that part of Mexico. The Mexican consul stated, says the N. Y. Tribune, that this was by order of Mexican Ambassador Ignacio Bon ill as, at Washington. When the State Department was advised of this activity Secretary Phillips, in a message to the consulate at Tampico, according to the N. Y. Tribune, asserted that "compliance with the waiver requirement will not interfere with the relation existing between the United States and its citizens and that Americans so complying will in no way lose the protection of this government."
