THE little coal mine at Otsego, in the Winding Gulf field of southern West Virginia was dying. In the history of coal mining thousands of mines have been successful at first, but usually a change occurred and profits ceased. Often be change was so gradual and extended over such a length of time that the fundamental causes did not stand out in sharp relief and their significance was not realized. Studies often reveal that the cause for failure was in the arteries that connect the producing places with the mine entrance. Profits continued so long as the working places were close to the tipple and while the thrill of newness aid ease of access resulted in effective supervision from day to day. The air- way and haulageway, the wire line and manway, may have been sufficient when the distance from the entrance was a few hundred feet, but were inadequate when this was extended for thousands of feet.

AWAKENED public interest in efforts to conserve natural resources will certainly be appreciated by the members of the American Institute of Mining Engineers, and a discussion upon conservation may well form a part of one of the Institute meetings, for the records of papers and discussions which appear in the 38 volumes of its Transactions are replete with evidence of effort's in this direction. Every process which reduces the fuel consumed or the power applied per unit of product; every utilization of waste material, or employment of that formerly rejected, to obtain something of value ; every feature of construction or operation which lessens the labor required or increases the output per employee, is an advance in the direction of true conservation. This may not appear from the records of late conferences or from published articles, in which the effort seems to be concentrated upon reducing the consumption and presenting to the people of the country estimates of exhaustion of natural resources. I rejoice in the awakening of public interest in a matter so important for the present and future welfare of our nation; I appreciate the possibility of much good following conferences of the Governors and delegates from various States and from national societies; and I recognize the interdependence, not only of different States, but of contiguous nations. In fact, the marvelous development of transportation by land and by water, and the decreasing rates at which commodities can be moved great distances, have in many cases practically obliterated geographical boundaries, and nearly every country on the globe can either market its product in other lands or draw upon them for raw or manufactured materials ; hence, conservation is an international subject.

The recently established SME-AIME Education Board has completed its first full year of operation, and its six constituent committees-Accreditation, Career Guidance, Continuing Education, Educational Statistics, and Scholarship-have been extremely active in identifying and initiating programs to serve the educational needs of the Society of Mining Engineers and its members. The Continuing Education Committee-primarily concerned with the needs and problems associated with providing a continuing education program for SME members-is responsible for: (1) determining the need for short course offerings; (2) developing needed courses, along with new means and opportunities of presentation; and (3) scheduling and evaluating course presentation. In response to this charge, the committee has sponsored two short courses at the SME-AIME Fall Meeting in St. Louis and three short courses at the AIME Annual Meeting in Denver. Its major effort, however, has been directed toward the 1978 SME-AIME Fall Meeting to be held in Orlando, Fla., where 18 days of short-course instruction have been scheduled. A portion of these courses will be presented prior to the meeting, with the remainder to be presented in Nassau, Bahamas, immediately following the meeting.

The growing need for development of thinner, more erratic, or less easily-mined coals in the Appalachian region requires more detailed analysis of conditions and factors controlling or influencing deposition of these seams. The value of depositional modeling in evaluation of such coals has been demonstrated in many recent studies and publications. Such modeling may be applied to allow prediction of factors varying from regional coal occurrence trends to very local areas of seam discontinuities but requires thorough we of all available types of data. Mapping of general depositional energies, as derived from basic geophysical and driller's logs, can be applied to specific prediction of coal occurrence, and projection of particular facies as representative of unique depositional features or conditions may prove more applicable to coal character delineation than mapping of the coal itself. Depositional modeling and trend projection may also serve as a guideline in reserve classification and confidence levels in reserve estimations.

The verb `be' is serving concurrently both as a principal and as an auxiliary in the following: At first the work was interesting and [was] liked by most of the men. The sulphide ore was more complex or [was] milled at an increased cost. The failure to repeat tie auxiliary verb in successive clauses is a common error, as in The filter is filled with liquid allowed to empty, and then ignited.

It would be extremely difficult and unfair to compare the United States to Australia when wondering about which of the two countries offers the best opportunities for running a mining operation. However, if somebody would ask "Where is the best place to mine outside the US?"-I'd answer without reservations: Australia. Some of my Australian mining friends will disagree with me for my giving their country such a high rating. And they'll probably accuse me of being an optimist by telling me, as one of them did, that "the difference between an optimist and a pessimist is that the pessimist is better informed."

OF all the metals in the war program the demand for and the production of magnesium have increased percentagewise the most. In the prewar year 1939 the production was 3350 tons. The war program, twice expanded, now provides for nearly one hundred times that amount annually. The goal announced by the War Production Board in February 1942 was 362,500 tons per year. Be- cause of the development during the year of satisfactory types of incendiary bombs other than magnesium this objective has been somewhat reduced but the capacity of the plants already built or under construction will be huge. The Aluminum and Magnesium Division of the W.P.B. has had the responsibility of planning and implementing this expansion and of providing fabricating facilities as well for this greatly increased tonnage of magnesium ingot.

Chuquicamata pit was opened in 1915 with steam shovels and steam locomotives brought down from the Panama Canal excavation project. With expansions in the early years, more steam locomo¬tives were brought into the mine. IMPROVED LOCOMOTIVES During the period 1927 to 1937, electric locomo¬tives were purchased and main line and bench tracks were electrified. Third rail was installed up to the working areas. At first, the locomotives were equipped with batteries for service at the shovels, but charge life was too short and they were con¬verted to use the third rail and a reel with 3000 ft of trailing cable for service in the loading area.

The plasticity of unalloyed P plutonium was studied by evaluating the strain-rate-hardening exponent, m, in the equation Values of m up to 0.33 and tensile elongations up to 680 pct were obtained for ß plutonium formed directly from the a phase. Casl bars that were cycled and tested had lower flow stresses and higher values for than uncycled bars , hut their total plastic elongations were not as great as expected because of premature failure at voids formed during cycling. Flow stresses were higher and m was lower (m = 0.15) for 9 plutonzutn formed from the y phase. ThE strain-rate-hardening exponent for plastic flow of p plutonium was determined as a function of strain rate, test temperature, and heat-treating history, and it was related to the rather large plastic elongation found previously for some plutonium tensile samples. Gardner and ~ann' obtained tensile elongations of up to 620 pct for P plutonium samples which had been completely transformed from the low-temperature a phase to the P phase before testing. Such a large percentage elongation is unusual for unalloyed metals or single-phase alloys.' The a phase is stable below approximately 112°C and (3 is stable between approximately 112" and 190"c.~ Both phases have mono-clinic structures. A temperature of 160°C is 0.58 of the effective absolute melting point, 475°C) of the p phase. The effective melting point is obtained by considering the enthalpy and entropy changes associated with the higher-temperature phase transformations and it is not the same as the experimental melting point of the highest-temperature allotrope of unalloyed plutonium. Nelson, Bowman, and Bierlein observed a striking difference between the ductility, as well as other mechanical properties, of p plutonium formed from the next higher-temperature phase (y) and the ductility of /3 plutonium formed from the a phase. The total elongation of /3 plutonium formed from the y phase was less than 5 pct. Earlier, the creep rate of 13 plutonium formed from the a phase was shown to be 200 to 500 times faster than the rate for 0 formed from y for the same test temperature and stress.

IN ATTEMPTING to summarize briefly the reconstruction of the Hecla plant since the fire, three important facts must be held in mind; namely: a hurry-up job with the shadow of an insurance company in the background; restriction of working space in the narrow Burke Canyon; and building two-thirds of the plant on a filled area. Construction work was carried on without interruption through the winter season. These adverse conditions have contributed many obstacles not ordinarily encountered in mining work. The first problems immediately after the fire were organization and policy; the-former to create an efficient construction crew out of a mining organization; the latter to determine the type and extent of surface plant to be built. The new crew was organized from a nucleus of mine employees, 25 per cent. of the old crew remaining for construction work. Permanent fireproof buildings were decided upon, the general arrangement of the new plant to be similar to the old one as far as possible, at the same time enlarging it 100 per cent. in anticipation of the demands which would be made upon it when the Star Mine began operating. Cleaning up the wreckage was a big job, the extent of which is indicated by the fact that 30 carloads of scrap iron and steel were moved off the property. In re-establishing transportation facilities at the plant, a previous disadvantage of a steep grade on the high line was obviated by excavating 1600 yd. of solid rock; the fire having destroyed all town buildings below, made this work possible.

DURING an earlier examination of high-temperature alloy, A-286, the presence of an unknown intermetallic compound was verified by X-ray diffraction. Owing to its prominent appearance at grain boundaries, the arbitrary name of G phase was assigned.' Low-silicon, vacuum-melted heats were found to contain no G phase, and this investigation was initiated to determine the influence of silicon on G-phase formation; additional work was undertaken to extend existing data on other intermetallic compounds and the aging reactions in this group of alloys. Taylor and Floyd2-4 observed that the Ni3Al phase (y') and the Ni8Ti phase (7)) are the only equilibrium intermetailic compounds in nickel ternary alloys containing up to 25 pct Cr and 10 pct Ti or Al. They found that y' can dissolve considerable nickel, chromium, and titanium, although the stoichio-metric composition of 7 remains fixed. Nordheim and Grant5 confirmed that age hardening of 80 pct Ni-20 pct Cr alloys of the Nimonic-80 type is due to precipitation of y', where aluminum is partially replaced by titanium. They suggest that optimum hardness and ductility result from increasing the titanium to aluminum ratio toward the end of the y' solubility range and from increasing total titanium and aluminum content to the maximum limit permitted by processing. Such information is necessary for those seeking to improve the service-temperature range and long-time structural stability of high-temperature components. Experimental Methods Compositions of materiais studied. are listed in Table I. Alloys D, E, and F possess representative A-286 analyses; silicon increases from less than 0.02 to 1.75 pct in alloys A to H; in alloys I to K, titanium decreases from 2.24 to 0.39 pct, and aluminum increases from 0.1 6 to 240 pct. Alloys A and D were solution heat treated for 4 hr at 1700°F, oil quenched and aged for 0.5, 2, 6, 12, 30, 70, 200, and 1000 hr at 1200°, 1300°, 1400°, and 1500°F. The effectiveness of digital computing machines in making technical calculations depends on how well the work is arranged to utilize the capability of the machines. This note presents a particularly useful way of calculating hydrocarbon vapor-li.quid equilibrium in the flash vaporization (or condensation) system. The method is well suited to sequence-controlled computing equipment. It is not limited to equilibrium calculations and may be used for solution of most implicit equations in one variable. INTRODUCTION There is increasing interest in the use of electronic digital computers in research and engineering calculations. This is a fortunate and inevitable trend in view of both the increasingly extensive numerical work which is becoming a routine part of many daily production operations and growing demand for the overwhelming amounts of calculations required by newly developed numerical methods for solving heretofore unsolved problems. Machines are in many ways ideally suited to the task but of necessity present certain difficulties. for a particular poblem to be solved must often be formulated quite differently from the way it would be arranged for manual solution. This is done in order to take advantage of the inherent speed and precision of electronic computers and at the same time to limit the need for number storage to the capacity of the machine. Therefore, this note is submitted to present a general and quite powerful method of finding solutions of the frequently encountered implicit equation: F(x,y1,y2,...ya)=0.......(1) where the root, x, is to be found for a given set of y1, ... yn.. The procedure is well suited for use with computing machines, for it usually requires but little storage or programming beyond that necessary to evaluate F. HYDROCARBON EQUILIBRIUM The method is described in terms of the problem it was designed to solve, i.e., the calculation of hydrocarbon vapor-liquid equilibrium in flash vaporization. HAVING previously shown you how ores are found and mined, and also how they are prepared and disposed for smelting, and then how the blast furnaces and other furnaces are made for purging their earthiness, all this would be as nothing if I did not proceed to show you the method of smelting them. Therefore, in the present chapter I wish to show you how you must proceed in this very important operation, telling you all I have seen and also how much work with this kind of blast furnace I have done or directed. For this reason I tell you first to take by weight or measure the quantity of ore that you wish to smelt and, particularly if it is a kind that contains silver, break it into small pieces about the size of [52v] beans. If the ore had previously needed evaporation by fire or cleaning by washing, you will have had this done well and have had it properly prepared by a master sorter or others. A layer of this is arranged on a bed of planks, bricks, or flat stones in front of the blast furnace and its companion is placed on top, then a quarter part of galena or a third if you can obtain it. Then an equal part of crushed iron slag or slag from the same or different ore is added. These materials are spread in layers one above the other. When the blast furnace has been constructed as taught above, correct in all its parts, and is full of well-kindled burning charcoal, then fill it up with charcoal and admit water to the bellows machine. When you see that it is well kindled again from this wind and that the flames begin to come out forcefully on top, work it down with a little rake and fill it up again. Then the pannier is filled with new charcoal, the blast furnace heaped full, and another basketful of the said composition of ore is also put on top. Proceed in this way, continually adding charcoal and ore as long as you have any, or as long as you wish to keep up the work, maintaining the blast furnace always full, or continuing in this way until the bottom of the blast furnace is filled with melted materials. Decide this by judgment, or by seeing through the mouth of the tuyère where the wind of the bellows enters that they are level with this. Then with an iron tool open the hole that was left as an outlet in front of the blast furnace and allow all the metal with its slag to run out. These two things, flowing through the chan-

THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. WEST TEXAS, New Mexico and Northern Mexico form one of the most interesting regions in America for geologists and mining men and are full of points of historical and human interest for others. Including as the region does, a representative portion of the high plateau of Mexico, the front range of the Rocky Mountains and the great down-dropping plains of Texas, there is variety as well as interest in the geological and mining problems there to be studied. Gold and silver mining were the pioneer industries and are yet of high rank in importance. Among the papers to be presented at the El Paso meeting of the Institute this month will be two dealing with silver mining and ore treatment at the Shafter mine in Texas, that most un- usual property which has for so many years been the largest mining enterprise in its region. West Texas is now better known for its petroleum and gas, and in another paper will be described the problems involved in uding natural gas for smelting at the well-known El Paso smelter of the American Smelting and Refining Co. In still other papers, presented at the session sponsored by the West Texas Geological Society and cooperating organizations, the general geology of the region, the potash and the sulfur deposits will be de- scribed. At El Paso the refineries of the great com- panics will be available for visits.

The binary alloy systems, Y-Ti, Y-Zr, and Y-Hf, have been investigated throughout their entire composition regions. There is no compound formation in any of the systems, and each system is characterized by a single eutectic reaction. The eutectic compositions and temperatures are as follows: A eutectoid reaction pct Y and 870°C occurs in the Y-Ti system, whereas a peritectoid reaction,: pct Y and 880°C occurs in the Y-Zr system. Peri-tectic-type reactions at temperatures above the eutectic levels are postulated for the yttrium and hafnium transfovmations. The development of the technology of yttrium has been given considerable attention during the past few years, and studies of binary phase equilibria have, of course, taken a prominent position in this development. In many respects yttrium, in the third group of metals of the periodic table, is similar to the adjacent group of metals, titanium, zirconium, and hafnium, and the knowledge of the phase relationships of yttrium with these metals is basic to their technology. MATERIALS AND EXPERIMENTAL PROCEDURES Materials. The metals for this investigation were supplied by the General Electric Co., Aircraft Nuclear Propulsion Department. The yttrium was in the form of an arc-melted ingot, and the other metals were in the form of high-purity, iodide-Process crystal bar. Table I lists the purities of these materials. Alloy Preparation. Melting was done by conventional techniques in a nonconsumable electrode arc furnace in an atmosphere of purified argon. Melting conditions for each binary system were the same. Each alloy button was inverted and remelted several times to assure homogeneity. Accurate weights of the charges and resultant alloy buttons were obtained to indicate deviations from intended compositions. No chemical analyses were obtained since melting weight losses were consistently in the range of 0.1 to 0.2 pct of the total weight. 10- or 20-g buttons for each 5.0 wt pct composition increment were melted to survey the three individual alloy systems. Additional alloys differing in composition by 1.0 or 0.1 wt pct increments were also melted to study selected regions of the systems. Metallograpllic Techniques. Standard metallo-graphic techniques were followed for mounting and rough grinding. Preliminary polishing was accomplished using 6-u diamond paste as an abrasive on a Metcloth Lap. Final polishing was done on a Microcloth-covered wheel using 1-u diamond abrasive paste. Purified kerosene was used as a lubricant for both polishing stages. • sothermal- Annealing. Alloys were sectioned for as-cast structlure examinations and then homogenized in preparation for isothermal-annealing treatments. Homo{:enization was accomplished by cold pressing the alloy buttons followed by 72-hr anneals at 1100c. The alloys were encapsulated in Vycor or quartz for the homogenization treatments or for isothermal anneals. Resistance-wound or resistance-element tube furnaces were used for the annealing treatments. The homogenized alloy buttons were cold rolled until cracking occurred or until a -in. specimen thickness was obtained. Small -in. square) specimens for the isothermal anneals were then sawed from the alloys. Each specimen was wrapped in tantalum foil before being sealed in the capsule. Temperatures during the anneals were controlled The time at temperature necessary to equilibrate the structures during the anneals was determined for each alloy system by holding triplicate specimens of alloys at a constant temperature for three different periotls. The specimens were quenched and examined microscopically to determine the number and amounts of phases present in the micro-structure as a function of time. Melting Studies. Eutectic temperatures of the three alloy systems were established from the results of incipient-melting studies conducted on as-cast alloys. Specimens to be melted were suspended on a tungsten wire inside a graphite cylinder placed in a glass vacuum chamber. An optical pyrometer was used to follow the temperature of the specimen as it was inductively heated in a high vacuum. The temperatures were corrected for emissivity losses by standardizing the pyrometer with known-melting-point metals. Accuracy of the temperature measurements is estimated to be + 10°C. The melting point of the yttrium was determined to be 1550°C by this technique. The invariant-temperature levels were also checked by an anneal-quench technique. THE propaganda in favor of the adoption of the metric system of weights and measures in the United States is founded upon the idea of compulsory adoption. There can be no argument about this, for the metric system has been legal, by Act of Congress, in the United States since 1866. Nobody ought to oppose an educational movement, and if pro-metric activities were confined to that there might be no reason to gainsay them. I do not propose to enter into any discussion of 'the relative merits of the metric and the English systems of weights and measures. The simple case is that the metric system not having made much headway in the United States after more than 50 years of legality, 'it is now aimed to force it upon the people by legislative compulsion. The main arguments in favor of such compulsory adoption are that it would- simplify the education of our children and would promote our foreign trade, for the reason that more countries of the world, with which we do business, use the metric system than the English system. I am going to disregard,' in this contribution, the first of these arguments, for it is largely conjectural." Not so with the other, which is specific, and being so its speciousness can be, proved. It is true that the metric system is used by more countries of the world than the, English system. It is commonly stated that of the Indo-European nations only the United States, Great Britain, and her colonies, and Russia have failed to adopt it. However, if with "colonies" we equate Canada, Australia, New Zealand, Tasmania and South Africa, we have a longer list of non-metric countries, and it comprises not only the most populous, but also the most industrial nations of the world.

Reissner's thick plate bending theory has been recast for rocks which exhibit the property of double elasticity: different Young's modulus and Poisson's ratio in compression and tension. The governing differential equation and other relevent expressions have been presented in a form compatible to the applied mechanics results so that they can readily be used. Effect of the ratio of Young's modulii in compression and tension, (Ec/Et), on the maximum plate deflection and the maximum bending moments has been evaluated over a wide range. It has been found that the inclusion of bi-modulus property through a parameter (ß = Ec/Et), changes the sheer deformation of the plate to such an extent that the bi-modular effect of rock cannot be overlooked in the thick plate analysis, especially when ß is expected to be greater than 2.
