Few factors have had more influence in maintaining the strength and stability of the United States than our persistent habit of providing .checks and balances to the dynamic powers of free enterprise on the one hand and to the controls and guidance exercised by the State on the other. .Indeed, it is this same concern for matching forces against each other that has given our republic its ability -to preserve a democratic basis of life for its citizens, and yet maintain a ,government that is able to protect the rights of all and to resist and minimize the danger of excessive concentration of authority. Our current efforts to clarify the nation's mineral policies and to define more clearly the role that the governmental agencies should play in conjunction with the functions of private -enterprise again reveal the desirability and advantages of maintaining our traditional controls. At times, the equilibrium has been temporarily disturbed by too great enthusiasm for one or the other of these basic concepts. Sooner or later, however, the balance has been restored by the healthy opposition that is always created by excesses of one sort. At the current stage in our history, the swing toward undue enlargement of the powers of the State seems to have gone dangerously far and we would be untrue 'to our traditional behavior if the group that must demonstrate the virtues of free enterprise did not rally to its support with the utmost earnestness.

STRICTLY speaking, ore-dressing does not commence until after the ore is in the mill bins, but where complex ores are treated and their minerals separated to make the best commercial concentrate with the lowest economical tailing, ore-dressing problems begin and often center in the mine itself. This does not refer to the grade of the ore, but rather to the frequent condition in which metallurgical results radically different from customary are obtained because of changes in the character of the ore treated. Different varieties of ore can usually be identified as coming from well-defined depths or zones in the mine, or from known sections of the orebody. Varying degrees of alteration of the ore, inclusions of harmful gangue material, or variations in the quantities of component metallic minerals are often causes of temporarily bad metallurgical results in otherwise successfully operated plants, especially those employing differential flotation to. recover several valuable minerals contained in the ore.

THE Nichols Copper Co., associated with the Phelps Dodge Corp. and the Calumet & Arizona Mining Co., has constructed at El Paso, Tex., and is now operating a copper refinery with a yearly capacity of 100,000 tons of anodes. Transportation facilities were perhaps the most important of the considerations that led to the selection of this site. The rapid industrial development of the Middle and Far West has increased the consumption of copper there. The advantage of local refining as against shipping the copper to the Atlantic sea- board is apparent. Copper refined in the Southwest is equally competitive for export shipment, either from the Gulf or the Pacific Coast ports. The tonnage of copper produced in the Southwest not only justifies the construction of this plant, but may warrant considerable expansion in years to come.

THe conversion of the beehive coke plants, in this country, to byproduct plants has been slow, because the coal supplies were near the centers of the steel industry. With the growth of this industry, especially with its development around Chicago, it became necessary to transport large tonnages of coal from the eastern districts and then convert it into coke. The losses due to transportation costs were partly offset by the value of the byproducts recovered. To save the transportation costs, it was desirable that the coal deposits of Indiana and Illinois be utilized. This coal had always been classified as non-coking; it was also considered unsuitable for the metallurgical field because of the high ash and sulfur contents. The conditions, however, were promising enough to start experimental and development work, which crystallized in the design of the Roberts coke oven. The fundamental features of most coke ovens, with respect to the application of heating gas and the recovery of byproducts, are the same and, in the last few years, the tendency has been toward the better application of heating to the walls, higher thermal efficiency, and, by the control of heating conditions, the increase of byproduct yields. Structural features also have been improved and the use of high-grade refractory material has allowed the use of higher temperatures with the resulting higher rated capacity per oven per day. Great improvements have been made in both recuperators and regenerators, particularly with reference to the individualizing of each oven with respect to its adjacent oven, so that each can be operated as a unit if desired. The highest development of the flue type of oven has been applying individual regenerators for the recovery of waste heat. After some research work, it was found that the high-volatile Illinois coals could be utilized for coke by obtaining the better application and control of the heating conditions in the oven. Most of this high-volatile coal that had been used gave a good coke structure under certain conditions. DURING the fury of the conflict it was believed quite generally that World War II was being fought for and would accomplish a permanent peace. Yet, before the guns were actually stilled on all fronts, the American people realized that the devastated world would continue to be dominated by suspicion and uncertainty. The misunderstandings which rapidly developed indicated that it may prove unwise to rely wholly on mutual international agreements and contracts to avoid war. Before the celebrations of V-Day died down serious thought was being given toward measures for preparedness for the next conflict. Along with a realization of the enormous loss of life caused by the destructive forces of war, the American people came to understand the seriousness of the rapid and unwarranted depletion of our natural resources. During the last half of 1945 the question of stock-piling strategic and critical raw materials for a future national emergency became an intensely live subject.

The liquidus surface of the C-Cr-Fe system to 1900°C has been mapped from carbon solubility and freezing point measurements, metallographic observations, and published data. In the graphite field, the surface drops precipitously to meet a slope descending from the Cr3C2-C join through the mixed carbide fields to a meandering eutectic valley; this flows from the Cr-C to the Fe-C edge. On the low-cavbon side of the valley, the surface rises to the chromium corner. 1 HE purpose of this inquiry was to gain a more complete knowledge of the C-Cr-Fe liquidus surface. This required an extensive study of carbon and chromium-rich alloys which, in the past, have received the least attention. Sanbongi el al.1 measured the solubility of carbon in liquid alloys containing up to 25 wt pct Cr at temperatures of 1460" and 1545°C and found that it increased with chromium content and temperature. Lucas and wentrup2 also made solubility experiments in graphite crucibles, but at higher chromium contents in the range of 38 to 80 pct and at temperatures of 1550" to 1700°C; however, their experiments were relatively few, and the effect of temperature was not consistent. The present investigation included compsitions ranging from 0 to 94 pct Cr and 1.4 to 11.7 pct C at temperatures up to 1800°C. Saturation experiments in graphite crucibles, thermal analyses during freezing, and metallographic and X-ray diffraction studies were employed to obtain desired information which, together with published data from other investigations about the binary edges and the ternary system at lower carbon levels, made possible the construction of a comprehensive C-Cr-Fe liquidus surface. C-CR-FE LIQUIDUS SURFACE The derived ternary liquidus surface is shown in Fig. 1 where the solid curves are liquidus isotherms. The dashed curves and the binary edges are the liquidus field boundaries of the primary crystals, the arrows along these boundaries indicating their direction with decreasing temperature. Each intersection of three internal boundaries is the composition of liquid involved in four-phase isothermal equilibrium with the three primary crystals whose liquidus fields touch there. It may be observed that a total of six four-phase equilibria occur at melt temperatures. The general topography of the liquidus surface consists of a eutectic valley sloping down from the Cr-C edge at 3.2 pct C to the Fe-C edge at 4.25 pct C. The liquidus surface rises in two directions from the valley, one hillside terminating at the Cr-Fe edge while the opposing hillside rises toward the carbon corner out beyond the top edge of Fig. 1. Both hillsides are interrupted by intersections of surfaces or joints representing the liquid colmpositions of various three-phase equilibria. Seven primary crystals occur, namely a(bcc), ?(fcc), graphite, (Fe, Cr)3C capable of dissolving as much as 15 pct Cr, and three different chromium carbides in which iron is partially soluble by substitution for chromium. MINAS DE MATAHAMBRE, S.A. is a Cuban mining corporation with mines located in the Matahambre district about 100 miles westerly from Havana in the Province of Pinar del Rio. The port of entry is the subport of Santa Lucia on the north coast of Cuba. The mines are located six miles inland at the town of Minas de Matahambre. Minas de Matahambre and Santa Lucia are connected by a 9-mile automobile road, and a 30,000-ft. Leschen aerial tramway. At the subport of Santa Lucia the company maintains docks, concentrate bins, tugs, lighters, and miscellaneous shipping equipment. The power plant of the company is also located at Santa Lucia. Connection between the power plant and the mine is effected by a 30,000-ft. transmission line. In the town of Minas de Matahambre are located the mines, concentrator, shops, and warehouses. The con-centrates are transported to Santa Lucia by the Leschen aerial tramway. The mines are equipped with three shafts, viz., Nos. 1, 2, and 3. (Fig. 1.) No. 1 Shaft is a three-compartment vertical tim-bered shaft and has reached a depth of 1825 ft. This is the present main hoisting shaft. No. 2 Shaft is a four-compartment vertical shaft lined with steel sets and native hardwood lagging. Certain portions where the ground is heavy have been lined with re-inforced concrete. Practically all production will be hoisted eventually through this shaft. No. 3 Shaft is a three-compartment vertical timbered shaft. It has reached a depth of 1090 ft. Its purpose is for prospecting, ventilation, and handling men and sup-plies through the north section of the mine.

PONCA CITY proved an ideal selection as a place of meeting for the Petroleum Division this fall. The accommodations at the Conoco Club were just what was required for such a gathering; the committee having the arrangements in charge functioned with the efficiency of veterans and the enthusiasm of neophytes; and the members and guests followed the speakers with close attention, entered the subsequent discussions with gusto, and divulged the "low-down" at private conferences. No one minded the drizzling rain on the first day, which only served to keep up the attendance in the auditorium; the weather then cleared up in time for a group picture before the gathering went their separate ways.

THE electronic arts today constitute the outstanding development in the field of rare metals, if not indeed in the arena of scientific progress at large. The year 1930 may become known as the year in which the electronic tube took hold of the wheels of industry; it is the year in which the tube's emancipation from the art of communication was proclaimed. The little tube which made a $500,000,000 industry out of a vacuum has now been applied to mining, manufacturing, transportation, chemistry, and other industries. Not many appreciate the extensive utility that e1ectroni.t tubes have already found in transportation, where they control the speed and security of express trains, as well as operate traffic lights on important highways-in the case of the Detroit-Windsor bridge counting the traffic and instantly turning the reports into the superintendent's office some distance away. In an Ohio steel mill, ten-ton ingnts 'rash back and forth through the rolls, reversed by their own shadows. The vacuum tube also starts, stops, and levels, fast passenger elevators.

NOT much activity has been evident during the past year in the establishment of co-operative scholarships but the interest among the coal-mining companies is more pronounced than ever. This is apparent from the replies received to a letter sent out by the Committee on the Promotion of Student Interest in Coal Mining to over 120 coalmine operating officials. With that letter was forwarded a bulletin issued by the school of mineral industries of The Pennsylvania State College entitled ?Industrial Scholarships ? a Partnership of Industry and Education.? In that circular was outlined the need for trained men in the war and postwar world, and particularly as such demands pertain to the growth of the mineral industries.

In this paper, some applications of remote terminal computer time-sharing to mining geophysics are discussed. Examples are presented and evaluations are made. The evaluations are based largely upon one and one-half years experience with the General Electric Mark I and Mark II systems. In both systems, a terminal is placed at the user's location. The terminal consists of a teletypewriter and a paper tape system. Input is on paper tape or keyboard. The output is printed on paper and may also be placed on paper tape if desired. Available languages consist of BASIC, FORTRAN and ALGOL. The time-sharing system is considered very useful. In large part this is because the terminal is available for use as the need arises, much like a slide rule or calculator. Useage is varied. Geophysical field data can be put on paper tape and be computer reduced, for the most part by clerical personnel. Time-sharing is excellent for statistical studies. The system is adequate to generate geophysical parameter values derived from simple models of the subsurface and to make comparisons with field data.

AT the Morenci branch of the Phelps Dodge Corporation, of which Frank Ayer is manager, several new types of machines that have been developed by Charles Mitchell, shop foreman in the drill steel shop, invite comment for their time and labor-saving qualities. Foremost of these is an adjustable gage-block and gaging device for attachment to drill-sharpening machines, developed and patent applied for by Mr. Mitchell. It replaces the blocks on the standard Ingersoll-Leyner drill steel sharpener No. 5. Features of the device are gage blocks with a flat surface which can readily be removed when worn and planed in any flat planer; blocks that can be adjusted with a templet to give a far more accurate gage than was formerly possible; and a center stop that is adjustable and can be accurately set to center any standard size drill steel.

THE registration badges gave out, there were not enough programs, the Pioneer Hotel's rooms were insufficient, and some hundred applicants for banquet tickets had to be turned down at the Institute's Regional Meeting in Tucson, Nov. 1-5. Minor inconveniences these, however, occasioned by the fact that, optimistic as they are in Arizona, about half again as many partook of the week's activities as were expected. For this, the local program committee can be blamed-both the technical and social features were too attractive in quantity and quality. Seriously speaking, though, the Institute has probably never had a more successful Regional Meeting than this one. It being the first that has been held in Arizona in 22 years, no effort was spared to make it the distinctive gathering that it was.

UNDER the auspices of the Institute's Committee on Industrial Preparedness, a symposium was arranged for the Annual Meeting on the subject "Ores, Metals, and the War," with many well-known Government men and industrialists participating. Wilfred Sykes, president of the Inland Steel Co., of Chicago, presided, with C. K. Leith and Clyde Williams as vice-chairmen, Mr. Williams presiding over the latter part of the meeting. On the Auditorium stage in the Engineering Societies Building was a formidable corps of "experts," with an audience of several hundred to hear what they had to say and to ask questions.

A process for recovery of greater than 99% of the copper contained in acid leach solutions by sulfide precipitation using hydrogen sulfide as a hydrometallurgical reagent has been developed. The process incorporates the concept of hydrogen sulfide addition to recycled copper sulfide solids in a turbulent flow area where further precipitation or agglomeration occurs to increase the effective particle size of the copper sulfide precipitate. Because the recycled solids provide a larger number of particles upon which momentary excesses of hydrogen sulfide are absorbed, oversulfidization of the product is prevented. Copper sulfide precipitates produced in this manner in a laboratory test reactor showed greatly improved physical characteristics compared to copper sulfide precipitates obtained by conventional direct precipitation in which H2S is bubbled directly into acid leach liquor. Copper sulfide precipitates were evaluated and compared by use of filtration tests and settling rate studies. Electron microscopic examination of the solids confirmed the presence of larger particles in reactor-precipitated copper sulfide. Flotation was examined as an alternative to filtration for recovery of CuS precipitates and was found to achieve complete CuS removal without addition of collector or frothing reagents in a period of 2 min. In the same test reactor, a rapidly floatable CuS precipitate was also formed by mixing H2S with acid liquors used to leach crushed copper oxide-copper sulfide ore (LPF process). In the presence of gangue from the crushed ore, flotation of both natural and reactor-produced copper sulfides resulted in recovery of better than 90% of the copper contained in the crushed ore.

Numerous papers have been published on the use of graphic methods for determining the best curve for estimating the production decline of oil wells but, as far as the writer has been able to ascertain, nothing has been published showing how curves may be worked out mathematically that will conform most closely to the production data under consideration in any given instance; hence the writer has endeavored to show just how such application can be made. Among the valuation engineers, two types of curves are in current use for the representation of the decline in production of oil wells. One may be represented by the equation, y = krx; this is sometimes known as a percentage curve, for the production for any period is multiplied by a constant rate or percentage to obtain the production for the succeeding period. It appears as a straight line on semilogarithmic cross-section paper. The other curve may be represented by the equation, y = kxn, and is shown as a straight line on logarithmic cross-section paper. In each equation, y represents the number of barrels produced in a given period of time, and x the successive periods of time. The other letters are constants to be determined for each well, or group of wells considered in arriving at the most probable curve to represent the rate of production for a given property. From this the underground reserves may be estimated by extrapolation, or by extending the curve beyond the last known period of production to show the most probable production values for the future. Application to the Burbank Pool Fig. 1 relates to a property in the Burbank Pool, Osage County, Okla. The production is shown as an average per well per month, is plotted to the vertical scale of barrels on the left-hand margin and to the horizontal scale of months at the bottom of the chart. In column y, the number of barrels is listed beginning with May, 1922, as the first month on which to base a decline curve. The type of curve used is of the form, y = krx, or, expressed in logarithms, log y = log k + x log r, in which log k and log r are constants to be determined so that the curve will most closely approximate the production data given.

THE use of lime in flotation has become so general in recent years that its functions are familiar to plant operators. The conditions and phenomena described in this paper are of interest because they are directly associated with the use of lime as a reagent and the resulting formation of lime scale worth nearly $1 per pound for its gold content. It is not known to what extent lime scale is common in flotation plants where lime is used, but as several occurrences have been re- ported, its existence is not limited to one particular plant. In November, 1927, the author's attention was drawn to a lime scale that formed on the sides of Callow flotation cells in the Walker Mining Co. mill at Spring Gar- den, Cal. The scale was described as an accumulation of hard material that built up on the sides of both the rougher and cleaner cells and in some instances attained a thickness of 2 in. The lime scale builds up in the cleaner cell at the rate of about 1/10 in. per month, or slightly more than ?12 in. during six months' operation. The rate of growth in the rougher cells is slower, and about 3/s in. of scale forms in six months. Analyses' of typical lime scale samples are as follows:
