A SURVEY of the Mesabi Range iron-ore industry demonstrates that a satisfactory degree of technical progress has been achieved in the last fifteen years. This advance has not been made over a uniform front, but, by salients and bays, according to the different initial positions, economic and technical, of the component producing companies. The producers endowed with rich ore have in general, because of natural advantages, progressed more slowly than their neighbors with leaner properties. The advance has been made step by step all along the line -blasting, loading, hauling and concentrating-and without the benefit of radical innovation. There have been, for instance, no such parallel discoveries in iron ore as leaching and flotation in copper. The much lower unit price of iron operates, of course, to bar the application of these and other practices developed for the higher-priced metals. There exists, however, a radically new concentration process whose technology is well worked out and which may become economically operative in the not too distant future; this, as so often happens in engineering advance, because of recent developments in an entirely unrelated field. First, however, let me devote a paragraph or two to the more important economies effected in mining.

FOR tensile deformation, if the stress value is defined by the ratio of the load to the actual area, and the strain value by the natural logarithm of the ratio of the immediate length to the original gauge length of the sample, the resulting data when plotted with logarithmic coordinates result in a linear relation extending from the initial plastic yielding through the maximum load and in some cases, such as for copper and brass, to fracture'.'. The normal form of the curve, therefore, is a parabola, satisfying the following equation: S = Kem [1] where S and e represent true stress and strain, K is a constant, and m is a coefficient evaluating the slope of the curve and designated therefore as the strain hardening coefficient. Hollomon² has reported that this coefficient is a function of the yield strength as effected by grain size in alpha brass, and the carbon content and heat treatment of steel. In the case of steel, the value of the proportionality constant is a function of the carbon content. It was further shown in that paper2 and also by Low and Prater -hat, if the power relation between stress and strain remains valid, the strain hardening coefficient m, is equal to the strain at the maximum or necking load. Thus, an added significant feature is that this coefficient may serve as an index of the capacity for deformation prior to localized necking and subsequent fracture, e.g. drawability. The constant K may be defined as the strength of the material at unit strain. Together the K constant and the m coefficient describe an alloy's physical properties as far as strength and ductility are concerned for a particular yield strength and, in the case of steel, a particular carbon content. The work of Lacy and Gensamer4 gives data on alloy ferrites from which very close estimates of the strength of ternary and higher iron alloys have been made. It was the purpose of this investigation to develop similar data for commercial copper base alpha solid solution alloys. Preparation of Specimens Commercial binary alloys of copper with aluminum, beryllium, cadmium, nickel, silicon, tin and zinc were investigated. In addition, laboratory castings were made of a 1 pct silicon alloy and a 2 pct aluminum alloy to complete these particular series. Two types of copper were used, oxygen free OFHC and tough pitch FC. The analyses of these alloys are shown in table I. Standard ASTM sheet tensile specimens were used to determine the usual physical properties of each alloy and to obtain stress data at strains from 0.0005 to 0.01. IN all mining operations a considerable portion of the work performed, especially underground; is accomplished under artificial light, yeti this subject is often not given proper attention. Poor illumination decreases mining efficiency, impairs the sorting or grading of ores, and increases the risk of accidents. In the beginning, and for several years afterward in the metal-mining industry of Butte, Montana, candles placed in candlesticks were carried by the men. Sconces or holders for candles were also provided at stations and curves in drifts to furnish better light for men engaged in. hand tramming. It was also common practice to place clusters of candles on the ground, with no provision for guarding against an underground fire other than the exercise of sufficient care by the men themselves. An accumulation of candle grease from this source was the direct result of the first serious fire in the Anaconda mine, in 1889.

FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

SOME of the reactions and procedures upon which modern techniques in the production of metal powders are based were used for 2000 years by the ancients to reduce iron and other metals from their ores. Despite this, however, the art of powder metallurgy is relatively new and probably stems from the introduction of incandescent electric lamp filaments. Attempts to improve upon Edison's carbon filaments led to the production, in order. of metallic filaments of osmium. tantalum.. and finally of tungsten, which ha, replaced the others and is the commercial product of today. These metallic filaments were originally manufactured by the extrusion and sintering of a mixture of the metal or its oxide with a reducing agent which also served as a binder. The Sanford Lake district encompasses an area covering 24 square miles in the central Adirondack Mountains of northern New York State. Discovery of the titaniferous magnetite deposits dates back to 1826. Several attempts to exploit the ores for iron prior to 1942 proved uneconomical because of difficulties with the associated titanium, lack of transportation facilities, and the isolated location. Since 1942, the National Lead Company has produced ilmenite concentrates for the titanium pigment industry, and a magnetite by-product used in the steel and refractory industries. Rocks of the area are Precambrian in age and of igneous origin. The area has a history of erosion, deformation, and metamorphism, subsidence, and finally uplift and glaciation. The resulting topography is extremely rough with drainage patterns controlled by a combination of fault patterns and glacial modifications. The district is within the large anorthosite massif making up the central high peak area of the Adirondacks. All of the various lowsilica rock types associated with the massif are found within the boundaries of the district. These consist of both the Marcy and Whiteface types of anorthosite and of gabbroic anorthosite, gabbro, and different grades of titaniferous magnetite ores. All of the rocks contain the same minerals and differ only in their percentages of these consitituents. Gabbro, and ore associated with it, demonstrate flow structure as both have foliation and lineation. Anorthosite and its associated ores are massive and show very little primary structure. Minor pegmatites and diabase dikes provide evidence of remobilization in selected areas and of late intrusion as well. Faulting is prevalent and follows a regional pattern of major faults trending northeastsouthwest and of minor faults at nearly right angles to them. There are four mineralized areas where an economic grade of ore has been found. Three of these have both gabbroic-type ore and anorthositic-type ore. The fourth has only gabbroic ore. Ores are graded according to their TiO, content, and these range from 9.5 per cent to over 30.0 per cent TiO,. Ore bodies of both types are related to gabbro and conform to the configuration of the gabbro bodies within the anorthosite. At least three distinct theories of ore genesis have been expounded by different investigators. Others propose some variations of one or more of these. Although complete agreement probably never will be reached, it is certain that no one process of ore emplacement can explain the complicated picture as seen today. Further understanding of the ores and their origin will require detailed mapping, sampling, and mineralogical studies of the entire district, and then it may never be understood without qualification.

OVER-ALL operations of the oil industry, as measured by production of crude oil and consumption of products, are almost exactly of the same magnitude as a year ago. Does this mean that the great oil industry has been undisturbed by the war? Has this industry, so vital to the prosecution of the war and to the maintenance of our way of life, been unaffected in its operations? No indeed - changes within the industry are great. It has been called upon to revamp its trans¬portation methods so as to move about one fourth of the total amount of crude and refined products by railroad tank car instead of by ocean-going tankers. Its fundamental internal economy, based on maximum gasoline yield from a barrel of crude, has been relegated to memories of the past. Rationing of oil products, which has been forced upon us in face of an abundant supply, is not only disagreeable medicine but is in itself completely disruptive to the marketing end of the-business.-

AS previously announced, Van. H. Manning has resigned as director of the Bureau of Mines, effective June 1, to become director of research with the newly organized American Petroleum Institute. Doctor Manning has been connected with the Department of the Interior for 34 years, having been civil engineer with the Geological Survey, from 1885 to 1910, previous to his connection with the Bureau of Mines which was organized in the latter year. Doctor Manning was appointed to an administrative position in the new Bureau under Joseph A. Holmes, its first director, and on Jan. 1, 1911, was made assistant director. INDUSTRIAL relations in the United States Smelting Refining and Mining Company's Western operations covers the field of personnel and labor relations, and the principal aims are to render service to the employes of the Company and to its operating departments. Accident prevention Safety is a primary function. A safety engineer is employed at each operation. The wholehearted support of Company officials, staff, and the working force has been most successful in preventing accidents. Constant vigilance has been combined with a policy of building safety into all operating activities whether these are in the construction of a new facility, the developmnt of a mining system, or the direction of the working force. That this policy has produced results is attested to by the fact that the accident frequency rate at the Company's major mining operations in Utah has been reduced approximately 75 per cent in the ten-year period ending Dec. 31. 1946.

(Cleveland Meeting, October, 1912.) ALMOST half a century has passed since the Siemens brothers, after tedious and costly experiments, finally began the manufacture of open-hearth steel. The furnace of that time was very small, having a hearth-capacity of from 3 to 4 tons, and we can appreciate the wonderful development that has taken place in those 50 years by the knowledge that to-day furnaces of 50 times the original capacity are in operation. As the new steel process assumed importance, and furnaces began to grow in number and in size, a question arose, to which no satisfactory answer has ever been given, and that was: ?What is the safe and economical limit of the open-hearth furnace?" Various stopping-places have been suggested, and 20, 30, 40, and 50 tons have each been advocated, but all such arbitrary restrictions have been passed, and 60 tons would probably represent the average furnace, although in a few instances from 70 to 80 tons are regularly tapped into one ladle. The furnaces which are the subject of the present paper have gone far beyond even these limits, and since, in my opinion, they mark another step in the progress of open-hearth steel, they will be considered fairly and frankly, in order that those to whom the matter may be of interest may be able to judge and form their own Conclusions. Short accounts of the work of these furnaces have appeared from time to time in various technical journals, of which the following is a brief résumé. These furnaces are the property of the Phoenix Iron Co., of Phoenixville, Pa., and their distinctive and important feature is, that they charge to twice the capacity of one ladle, and tap simultaneously into two ladles, with a device for controlling the flow into either. In this way the capacity of the furnace is not limited, as formerly, but heats of any size within the capacity of two ladles may be charged.

IT will be recalled that the first professor of metallurgy in the United States, appointed in 1855, never really gave any instruction in metallurgy and gradually turned into a professor of mineralogy. Metallurgy was included with. mining in the early curricula, two students who took the B.S. in mining engineering from the Polytechnic College of Pennsylvania in 1862 wrote their graduation theses on the metallurgy of copper and zinc, respectively. Even after Columbia School of Mines established, in 1868, a separate curriculum leading to the Ph.B. degree in metallurgy, very few students elected it,* preferring to take the mining degree, since they received in its curriculum nearly all the metallurgical instruction they would have in the metallurgical curriculum. For many years a large proportion of the men who attained prominence in metallurgical enterprises had taken mining rather than metallurgical degrees. METALLURGY Clifton Sorby's study of thin sections of rocks under the micro¬scope, beginning in 1850, and its subsequent development by Zirkel and others, had made microscopic petrography a recog¬nized department of geological research as early as 1873. . It was inevitable that the idea of studying polished metal surfaces-¬under the microscope by reflected instead of transmitted light would occur to investigators. Sorby himself did it in 1864, and Adolph Martens and Floris Osmond may -be especially named among the many European workers who, by the late eighties, had so developed the, necessary techniques that they were able to photograph polished metal surfaces at magnifications as high

THE heavy shrinkage in the production of bituminous coal has reflected adversely in the matter of tonnage produced by stripping arid mechanical loading machinery. The purchase of stripping and underground loading equipment has likewise been circumscribed. How- .ever a growing percentage of bituminous coal is being loaded by stripping and mechanical loading machinery. This situation is due to the fact that numerous strip pits were able to operate in Illinois and Indiana when under- cover mines were subjected to labor interference, a further advantage gained by their ability to produce and market coal at a price below that of the undercover mines. The mines equipped with mechanical loading. apparatus have enjoyed more continued operation for the double reason that the companies using coal-loading machinery are, generally speaking, more substantial and in better financial condition than many of the smaller properties who maintain hand-loading methods, and the market advantage due to lower production costs also reflects to the advantage of the undercover mines using mechanical loading equipment. Where a number of mines are con- trolled by one company, those not equipped with loading machinery and suffering from higher producing costs have often been closed, with the available tonnage concentrated in the more modernly equipped mines.

ON MAY 22 the American Institute of Mining and Metallurgical Engineers will commemorate the sixtieth anniversary of its founding at Wilkes- Barre, Pa., in May, 1871. The Directors have transferred the May meeting of the Board to Wilkes-Barre, and the Pennsylvania Anthracite Section has invited as many members of the Institute as can to be present at this time and to join with their fellow-engineers at Wilkes-Barre in the inspection trip through a portion of the anthracite district that has been planned. Ac- cess to Wilkes-Barre is easy, from nearby points, over excellent automobile roads, or by train. The distance from New York is only about 140 miles. , It is hoped to engage a special car for those travelling by train from New York, which will leave the Pennsylvania Station over the Lehigh Valley Railroad at 11:50 p.m., arriving in Wilkes-Barre the next morning. Return can be made from Wilkes-Barre by sleeper the same evening, arriving in New York Saturday morning. Other trains are available for those who prefer a daylight journey.

AN early appreciation by the management that Climax ore presented a challenging problem of economic concentration was responsible for the establishment, in June 1926, of an ore-testing department at the experimental plant of the Colorado School of Mines at Golden, some ninety miles from Climax. An engineering office was later organized in the same community for the design of all ore-treatment units erected at Climax during the period of rapid growth. Work of the ore-testing and design staffs was effectively co-ordinated under a common head. The primary reason for having the ore-testing and plant design departments in Golden, was to place these activities under the able supervision of A. J. Weinig, consultant for the Climax Molybdenum Co., and director of the experimental plant. A secondary consideration was the availability of excellent facilities for research in ore dressing in a highly favorable environment. Concentration of molybdenite by flotation from an ore of simple mineral composition does not appear, superficially, to present a serious problem in ore dressing but experience belies this apparent simplicity. The production of petroleum in Argentina during 1932 was greater than in any preceding year. The total amount produced was 13,012,-756 bbl. This figure represents a decided increase in the production of oil in Argentina and can be attributed largely to the increased activities of the Royal Dutch operations at Kilometer 27 in the Comodoro Rivadavia district and those of the Standard Oil Co. of Argentina in the Salta region. Production from the Royal Dutch wells amounted to considerably more than 10,000 bbl. per day over quite a long period during the year. Of the 13,012,756 bbl. of oil produced during 1932, the Government Agency (Y. P. F.) was responsible for some 5,578,954 bbl., while 7,433,-802 bbl. were produced by private companies. Although in 1930 the Y. P. F. produced about 55 per cent of the total production and in 1930 50 per cent of the total, in 1932 its production had fallen to about 42 1/2 per cent of the total. This decrease in the proportion produced by the Y. P. F. was not due to a decrease in its production but to the decided increase in the production of private companies, particularly those two whose names are given above. One new discovery was recorded during the year. This was a well drilled by the Y. P. F. at Cacheuta in the province of Mendoza which came in pumping 80 bbl. of 15" gravity oil from a depth of 673 meters. This well was completed at approximately the same time that the provincial government of Mendoza granted a concession to the Y. P. F. and declared the whole province as a reserve in which no concessions may be granted for a period of 10 years. Under these conditions, the federally operated Y. P. F. will have no competition in the Cacheuta area from private companies such as they have in the other three fields of the republic. The Y. P. F. wildcat west of Comodoro Rivadavia at Pampa Maria Santissima on the Rio Senguerr was completed as a dry hole during 1932. This we11 was reported as a producer in 1930 by persons returning to this country from Argentina but it appears that they had been misinformed. The site of this test has been abandoned and a new location made north of the Rio Senguerr.

THERE is probably no other mineral industry of which the public has as much information and misinformation as it has of the coal industry. Unfortunately, however, the general public's knowledge of the coal industry, outside of the particular kind of coal it is accustomed to, by reason of use, is largely made up of information received from newspaper and popular magazine articles, in which the mine workers are depicted as overworked and mistreated men, and the coal operators as "coal barons." Those who have any specific knowledge of exact conditions in the coal industry know how unjust and un- fair such an opinion of the coal industry is, not only to the miner but to the operator as well. Many reporters and writers of magazine articles are misled by statements regarding the condition of the miners that are exaggerated and not founded on facts and, if an investigation of the conditions of the miner's work, his habitation and surroundings were fairly made, it would at least compel more truthful statements by those who write for public reading. That such an investigation would not reveal anything that was wrong, or anything to be censured or cured, no one, I think, would maintain, but I do think that any fair investigation of the facts would show that conditions in and around the newer and later-developed coal mines and communities would compare favorably with those of manufacturing districts, and that where the mines and com- munities are old and not very attractive places to work, or live in, they carry with them other considerations, compensating for these conditions, and cannot be remedied by reason of a lack of sufficient coal to warrant economically any costly changes.

THE second session on geophysical prospecting at the February meeting of the Institute was a discussion of the mining law and the bearing of the new method of search on location of claims and assessment work thereon. Allen H. Rogers was chairman of the meeting, which he opened by reviewing the present law and the proposed changes. W. R. Ingalls commented (by letter) on the Arentz bill, as introduced into the House of Representatives in 1921 and the need for revision of the present mining law. L. W. Douglas explained (by letter) the bill that he introduced and which has been passed by the House. SAMUEL S. ARENTZ, Nevada: It is my opinion that if the American Institute of Mining and Metallurgical Engineers is to sell this proposition to the people in the West, they have to sell it to the lawyers, because, after all, they are heard loudly when it comes to speaking in Congress. One man tells the other, "This thing is a vicious piece of legislation"; it might not be, but they will pass it on if it affects them. If the Institute would impress on the people affected that we need a re-codification of the mining law and that such is necessary along certain lines; that things have changed during the past decade or two, so today instead of doing our prospecting alone through the sinking of a shaft, through a discovery that may be seen, we are now moving on to more modern means of discovery through geophysics, through the churn-drill, through geology, through geological inference, I think we could get somewhere.

THIS necessarily brief sketch will attempt to summarize the high lights of perhaps the best meeting so far held by the Iron and Steel Division. All sessions were well attended and the discussion was vigorous and of a high order. The technical sessions opened. on Tuesday morning. "Precipitation Hardening of Copper Steels" was discussed by Cyril S. Smith and Earl W. Palmer, and dealt with steel with a 1 per cent copper content. Discussion brought out that there were no fabricating difficulties, but that the surface might be somewhat checked due to intergranular penetration of copper which could be easily taken care of. Probable advantages of steels of this type for high temperatures were pointed out. "An Improved Nickel-chromium Hardened Chilled Cast Iron," by J. S. Vanick, described a wear-resistant cast iron and evoked a lively discussion.
