THE resolution presented at the Annual Meeting of the A.I.M.E., calling on Congress to provide now for postwar accumulation of mineral stock piles under Government control, expresses, I think, the nearly unanimous view of the mining industry. As a result of the trying experiences of the first World War, Mr. Baruch, in his report of Dec. 24, 1919, to the President, urged that steps be taken at once to ensure adequate supplies of raw materials for future emergency. In the twenty years that followed, the same program was vigorously urged on Congress by many individuals and agencies, public and private, including the Secretaries of War and Navy, many members of Congress, the Bureau of Mines, the Planning Committee for Mineral Policy appointed by President Roosevelt, the A.I.M.E., the Mining and Metallurgical Society, and others.

I. LOCATION. THE Mojave mining district is situated in a group of small hills centering around Soledad peak, in the Mojave desert, Kern county, Cal. These hills are about 4.5 miles SSW. of Mojave, a railroad town at the junction of the Santa Fé and Southern Pacific railroads. The town of Mojave is about 50 miles north of Los Angeles, to which it is connected both by telegraph and by rail. The distance on the Southern Pacific railroad is 102 miles, covered in 3 hr. and 45 min. by express train. A sketch-map of this region is shown in Fig. 1. The Mojave district is relatively isolated. The only other mining towns in this section of California are Randsburg and Johannesburg, in a district (containing the well-known Yellow Aster mine) at the northern end of a low ridge of hills, which begins about 20 miles NE. of Mojave, runs nearly N. for 35 miles, and varies in width between 3 and 6 miles. As will be seen later, the origin and formation of these hills are not the same as those of Soledad peak. II. CLIMATE AND VEGETATION. The climate and vegetation of the Mojave district are typical of the arid regions of the southwestern United States. During the winter and spring there is some rainfall, and the tempera-ture is generally from 60° to 70° F. in the day-time. The rainfall in the spring is often very considerable for short spaces of time, and cloud-bursts are not infrequent. In summer there is continual sunshine, with temperatures, as a rule, exceeding 100° F. in the day-time, while 115° F. in the shade of a house is not at all unusual; but at night the temperature falls considerably. The engineers for whom it is written are those who, having glimpsed the formidable formulas and discussions of the geophysicists, give all publications on the subject a wide berth. For a few years now the geo-physicists have had a tendency to be ingrowing at their meetings, going deeper and deeper into theory and instrument construction, and forgetting to present the topics that would interest the practicing engineer who desires merely to know how geophysics can help him, not why.

(San Francisco fleeting, October, 1911.) DURING the past two years California has developed a new and important oil-field : I refer to Midway. This field produced the famous Lake View gusher, which is credited with a total production in excess of 8,000,000 barrels. Fortunately for the oil industry of the State, this well is now a thing of the past, and nothing save a great crater-like opening marks its location. The pipe is entirely worn away and gone ; and it is a matter of serious doubt if there can be anything done that will cause the well to produce again. Fortunately, also, there have been no, other wells in that field or elsewhere throughout the State that in any way compared with the Lake View. Midway is noted for large wells, of from 500 to 2,000 barrels production; but the decline is rapid, and a few months serve to bring the output down to a few hundred barrels. In the oil-territory heretofore blocked out as proved and probable, there have been, during the year, many changes. Some areas which were expected to be fairly productive have apparently failed; others, more strictly "wild-cat," have come in; while in some of the older fields there are properties which are beginning to show evident signs of exhaustion. The total area of proved territory will therefore probably suffer but small increase, when balances are struck off. The increase of new area has come from extensions of the Midway field, the development of a field in Lost Hills and Belridge, and extensions of the Fullerton-Whittier field in southern California. In these later developments, down to date, the fresh area absolutely proved is not much in excess of 3,000 acres. Recent developments in Coalinga indicate the possible extension of that field to the south, but at great depth. Coalinga is still the most northerly field of any consequence in the State. Slimes are usually defined as all material passing a certain-sized sieve, which is invariably the finest sieve employed by each metallurgist in his tests; 100-mesh and 200-mesh have been taken as the limits by different writers in recent volumes of the Transactions ; 150-mesh is common practice. The reader of the first two volumes of Richards 1 is impressed by the inflexibility with which all grinding-arrangements are praised or condemned according as they make little or much slime. Until recently, one of the principal aims of the mill-man was to keep down the slimes. He was obliged to have separate apparatus for sand- and slime-treatment. The latter was sometimes puzzling and erratic. Often it was found most .economical to omit treatment of the slimes entirely, or to store them in immense basins or heaps, waiting for possible future improvements in methods of treatment. Recently, improved processes of agitation and filtration have made possible the successful extraction of values from many slimes. The tendency, when the metal is exceedingly finely disseminated, is to cut out all sand-treatment and to slime everything. These processes have been almost entirely mechanical in their conception, and it is the object of the present paper to show that certain chemical considerations may greatly hinder or assist their successful operation. It has long been a source of dissatisfaction to chemists that their analyses fail to be of much help to the clay-worker; that it is a matter of common occurrence for clays of closely identical ultimate chemical constitution to show the widest possible divergence in physical properties. * Published by permission of the Director of the U. Over the past ten years, analysis of the acceptability of face ventilation systems has been based on numerical criteria rather than solely a study of air flow and methane patterns in the face area. This type of analysis has become possible primarily because of the instrumentation and mathematical models developed by the Ventilation Division, Pittsburgh Health Technology Center, Mine Safety and Health Administration (MSHA). To properly use these mathematical models, large amounts of methane and airflow data must be collected in the face area during mining activities. To supplement underground testing of face ventilation systems, a full scale model of a face area was built. This model includes a full scale model continuous miner, a face ventilation system, a gas release system, and a remote methane detection system. The remote methane detection system consists of an array of twelve methane sensors located throughout the face area. Data from the sensors are transmitted to strip chart recorders. Methane, air quantity, and other data collected during a test are entered into a computer for analysis. This paper presents the data entry system, the models used for data analysis, the test results, and the application of these results to a face ventilation system.

Since Honda and Murakamil in 1918 proposed their constitutional diagram of the carbon-free iron-tungsten system, considerable effort has been expended by several investigators in attempts to define more positively the structural features of the alloys. The existence of an intermediate phase corresponding to the formula Fe3W2 (68.7 per cent W) was proposed from evidence of a purely metallographic nature by one of the present authors2 in 1926. Since that time the identity of this phase has been confirmed by Arnfelt3 and by Takeda,4 both of whom employed X-ray methods as well as the microscope and the chemical analysis of isolated microconstituents. According to Arnfelt, Fe3W2, as crystallized from the iron-rich melts at a temperature above 1450° C., contains by analysis 68.7 per cent W. The lattice of this phase is characterized by trigonal symmetry. Arnfelt, moreover, proposed a second intermediate phase formed at some temperature between 1450" and 1000" C. by a peritectoid reaction involving Fe3W2 and the iron-rich solid solution. A melt containing 25 per cent W was cooled to 1000" C. and heated for 100 hr. The precipitated tungsten-rich constituent was separated and found by analysis to contain 62.6 per cent W. This composition agrees closely with that represented by the formula Fe2W (62.2 per cent W). Diffraction patterns from the concentrated precipitate showed a hexagonal unit cell. Takeda confirmed the data of Arnfelt regarding Fe3W2 but was unable to detect Arnfelt's second intermediate phase. While Takeda failed to describe in detail the treatments employed, he stated that in alloys containing 40 per cent W which were quenched after heating at various temperatures between 1200" and 1450" C. no evidence of the second phase (Fe2W) was observed 'either in the microstructure or in the diffraction patterns of isolated residues. He therefore considered the existence of this low-temperature hexagonal compound as disproved.

OUTCROPS of gypsum rock near the present site of the city of Gland Rapids, Mich., were known to fur traders early in the nineteenth century. However, the deposits seemed without value and were not worked for some time. So far as cat1 be learned, Michigan gyp- sum was first used by a plasterer who settled in Grand Rapids in 1834 as a member of its fourteenth white family. In building a house for one of the early traders, be used some otnamental stucco mouldings manufactured from the local gypsum deposits for decorations in the gables and around some circular windows. The gypsum was broken out with a hammer, ground in an Indian corn mill, and burlled in a caulclron kettle,. After two attempts, the ornaments were successfully set, and remained on the house until it was destroyed by fire in 1850.

TO all Mineral Dressers, but particularly to those in the Coal and Industrial Minerals Divisions: Ted Counselman, retiring after two years at the helm of the Milling Committee, pointed with pride to the continued growth of that committee, and sang the swan song "Why ain't we a Division of Mineral Dressing?" Our genial Secretary pointed out, handily, that, you see, the way the Institute is divided there are several blocks running across this way here, and one running all the way down here, and another running part way down here, and they all cut across each other like this, and anyway the miners want to be a Division now, so why not you Mineral Dressers be good and not upset the big Institute organizational chart? And anyway again, Divisions have vested interests, and a Division of Mineral Dressing would take something away from Coal and something from Industrial Minerals, and any good institutional man can see that a Division would never give anything up. It was all quite confusing, and apparently not too convincing, because then the Milling Committee went ahead and voted unanimously it is a good idea, let's see what the other fellows think about it as well.

THE classification and preparation of non-ferrous scrap metals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accumulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to individuals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost which with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. AGAIN in 1945, the fourth year of World War 11, the American mining industry met the necessary demand made upon it for metals. Lack of labor prevented full production in some districts; maximum output, however, was maintained with the man power available. Development work and maintenance of mechanical equipment were neglected in favor of immediate production. Drafting of the younger men continued throughout the year, and the loss of personnel to war industries with higher wage rates continued up to "V-J" Day, Aug. 14. Labor shortages were more critical in 1945 than in 1944 though the man-power situation eased for some districts in the last quarter of the year. The trend in mining for the most part was to increase tons per man-shift by continued increased mechanization and refinements in methods and practices; larger equipment was installed where practicable. Labor shortages, together with the current higher wage rates, have advanced mechanization several years ahead of normal progress. The manpower shortage and the employment of inexperienced men had the effect of decreasing the average efficiency of the individual workman, but this condition was largely balanced by improved organization, greater efforts to improve labor relationship, and increased use of incentive pay systems. Safety instruction was emphasized, personnel contacts were increased, and more frequent foremen meetings were held to clarify contract agreements. Many of the large companies maintained schools to train green workmen.

INTRODUCTION The Bullmoose Coal Project is part of a major development in northeastern British Columbia which comprises a new rail line, a new townsite, powerline, highway, the upgrading of the Canadian National Railway's main line, a new coal port at Prince Rupert and two new coal mines, the Bullmoose mine and the Quintette mine. The total investment by all parties is estimated to be in excess of $2.6 billion and made up approximately as follows : [Table No. 1 $ Millions - Quintette Coal Limited 950 Teck-Bullmoose Coal Inc. 275 Canadian National Railway Company 800 6 British Columbia Railway Company Port at Prince Rupert 280 Townsite, Roads 6- Power ] The new infrastructure is intended to serve not only the Bullmoose and Quintette coal projects but also eventually a number of other coal properties in northeastern British Columbia. The Bullmoose project is structured on a joint venture basis as follows : [Table No. 2 Teck Corporation 51% Lornex Mining Corporation Ltd. 39% Nissho Iwai Coal Development 1 0% (Canada) Ltd. -- 100% ] The mine has a capacity of 2.3 million tonnes of clean coal per year. In the initial years 1.7 million tonnes will be metallurgical coal and 0.6 million tonnes thermal coal. After the first three years of operations the annual production of metallurgical coal will increase to an average of approximately 2.1 million tonnes and the production of thermal coal will decrease to an average of approximately 0.2 million tonnes. At this level of 2.3 million tonnes annual production, the Bullmoose mine has sufficient reserves for at least 26 years of production. History Brameda Resources Ltd. commenced coal exploration in the Bullmoose-Sukunka area in 1969. Teck obtained an option on the Bullmoose coal licences in 1970 and started surface exploration and diamond drilling in 1971. Teck earned a 50% interest in the property, and thereafter expenses were jointly financed by Teck and Brameda. In 1981 Brameda merged with Teck making Teck the sole owner. The initial phase of the exploration program, which was completed in 1975, included 7,200 meters of diamond drilling in 35 holes. During 1976 and 1977, detailed exploration and test work were carried out on the South Fork and West Fork areas where multiple seams close to surfaces indicated the potential for large tonnages of strippable coal. In those two years, work included road construction, detailed mapping and trenching to outline the coal seam traces at the surface, 6,300 meters of diamond drilling in 80 holes, and 300 meters of underground bulk sampling from seven adits. Washability tests and analysis work were carried out on the drill cores and adit samples, and pilot plant washability studies were undertaken. In 1978 and 1979 Teck engineers prepared open pit mining plans and production schedules and Kaiser Engineering was retained to prepare a layout of the plant preparation facility. A feasibility study prepared by Teck's engineering group in January 1982 was the base document used by the Lenders in assessing the technical and economic viability of the project. Property Location The property lies some 650 kilometers northeast of Vancouver, and 87 kilometers south by road from the village of Chetwynd. The Sukunka property (British Petroleum) adjoins to the north, the Mount Spieker property (Ranger Oil Option) adjoins to the east, and the Quintette property is located to the southeast.

AT Grand Saline, some 65 miles east of Dallas, the Morton Salt Co. of Chicago has for some years operated a brine pumping and evaporation plant on a salt dome. They recently drilled trial holes to obtain data on the dome, preparatory to opening, a new mine, with the following results: The dome is in the form of a truncated cone, with an average of 210 ft. of cover. The top of the dome is approximately one mile in diameter, with the town of Grand Saline lying over the northern rim, and the sides slope off at an angle of 50" to 80" from the horizontal. The deepest holes were drilled to 900 ft. without penetrating beyond the salt, and indications are that the salt deposit is several thousand feet thick. As the deposit increases in area with the depth, there is undoubtedly enough salt to supply a mining operation for an almost unlimited period of years.

THIS year the Chairman of the Institute's Iron and Steel Division is THIS William Anderson Haven, better known to the membership generally as Bill Haven. The Division Chairman is an individual endowed with a broad perspective of the ferrous metal industry he result of his earlier experiences as a successful operating man in the working and management of blast furnaces and his later experiences as an engineering-consulting executive concerned with the design and erection of and steel works throughout the world. William A. Haven was born to iron steel in the Pittsburgh district on ;. 1, 1888, and in due time--or in 1909 graduated from Penn State with a Bachelor degree in industrial chemistry.

WHAT is wrong with oil shale? The answer is of interest to the public, to the oil refiner, and to the engineer. Many people have invested in shale land or shale securities, and others would invest if early development of the industry were certain. In the face of increasing demands for oil products, oil refiners are threatened with inability to maintain present output unless the supply of domestic petroleum is supplemented. Development of the oil shale industry would open a new field for engineering services. The object of this paper is to suggest reasons why there is but one shale plant in operation in the United States, and to discuss the probable time when the business will be firmly established in Colorado. As the Colorado deposits are the richest and largest in the world, ample supply of material is assured, consequently, this discussion will be confined principally to technical problems and economic problems affecting shale development.

E. Windsor Richards, London, England:—In reading this paper the most interesting point to me mas the question of the maximum percentage of phosphorus allowable in the steel rail. Mr. Colby said, and we will all agree with him, that the engineer knew, and even a steel-rail maker grants that phosphorus is the most undesirable constituent of steel. We in England have been for a long time considering a specification for the supply of steel rails. This matter has been taken up by the Institution of Civil Engineers, the Mechanical Engineers, the Iron and Steel Institute, the Institute of Naval Architects, and the Electrical Engineers. Committees have been formed,and the whole matter has received most careful attention. They arrived at last at an analysis which I will read: " The carbon is to be from 0.35 to 0.5 per cent.; the manganese from 0.7 to 1.0 per cent.; the silicon, not to exceed 0.10 per cent.; phosphorus, 0.07; and sulphur, 0.07 per cent." As to the phosphorus, which is the most important point of all in the analysis, we have for many years, and indeed until very lately, always agreed to supply steel which would not contain above 0.06 per cent. of phosphorus. Iron-ores are not quite as good now as they were formerly, and the manufacturers at the meetings of the committees referred to, tried to obtain an increase in the allowance of phosphorus. They asked the Sub-committee to agree to 0.08 per cent. of phosphorus. They tried all they possibly could to obtain that; but they failed. English engineers in Great George Street and all over England, representing the important Associa tions I have mentioned, would only agree to 0.07 per cent. and that is the maximum allowance of phosphorus. Mr. Colby is an able advocate, but with all his ability he would not have been able to persuade the English engineers to agree to 0.08 per cent.

(Wilkes-Barre Meeting, June, 1911.) THE paper presented to the Institute in 1910, by H. 0. Hofman, on Recent Progress in Blast Roasting,1 has called the attention of the iron industry to the adaptability of these processes to the reclamation of by-products such as flue-dust and blue billy, and the better preparation of concentrates and fine ores for use in blast-furnaces. The waste of valuable iron-ore through the production of flue-dust has increased at an enormous rate, and much of it has in reality been wasted as far as future recovery is concerned. Only in recent years has a possible future value been recognized, and the material stored. The increased use of Mesabi ores, which carry considerable fine ore, is principally responsible for the great increase in the production of flue-dust. The amount of fine material that is carried over depends on the fineness of the material and the velocity of the gases, and also to a very great extent on the regularity or irregularity of the working of the furnace. Attempts to recover a part of this loss have been made by recharging a portion of the production into the furnace, but as this material has been once carried out from the furnace, it is naturally in good shape to be carried out again. A recent practice at some works, is to soak the flue-dust thoroughly with water to give it more cohesiveness, but by many this is considered of doubtful advantage in the furnace, and the gases are in consequence heavily laden with moisture. There are vast deposits of magnetic iron-ores in the United States and Canada that are too low in iron for use at the present time, but which can be economically concentrated into very rich material ; in many cases the fineness of crushing necessary to secure proper concentration has prevented their

The activation of sphalerite was found to occur at a much lower rate with Pb++ then with Cut++ or Ag+. To prevent activation with Pb++, the ratio [m in solution must approximate 103. An example is given illustrating how this condition is met in practice through the addition of zinc sulfate and soda ash. In selective lead-zinc flotation, the mill operator, especially the one who is concentrating a partially oxidized ore, often must add zinc sulfate and/or soda ash for effective depression of the sphalerite. In the present paper the authors show how this practice prevents the activation of sphalerite in the presence of Pb++. A number of years ago Gaudin (1) postulated that Zn++ might control the activation of sphalerite with Pb++ through competitive adsorption. However, recent experimentation has shown the activation of sphalerite with Ag+ and Cut++ to be a chemical reaction in which silver or copper ions replace zinc in the sphalerite lattice through the formation of a more insoluble sul-fide (2,3,4) Thus, if activation with Pb++ is similar to that with Ag+ or Cu t+, zinc salts should control the activation of sphalerite not through competitive adsorption but because the ratio of [zn++/Pb++] in solution regulates the extent of the chemical exchange between Zn++ and Pb++ in the solid phase. The objective of this investigation has been to study the kinetics and equilibrium conditions for the uptake of Pb++ by sphalerite and to investigate the prevention of lead activation with zinc salts. BASIC PRINCIPLES Sphalerite activation has been shown to be a replacement reaction wherein a less soluble compound is formed at the expense of the more soluble zinc sul-fide (2,3,4) For example, if sphalerite is placed in an aqueous silver nitrate solution, ZnS gives to the solution more S= than can exist together with Ag+, and hence the following reaction takes place: ZnS + 2 Ag+? Ag2 S + Zn ++; k = [zn ++]/[Ag ++]2 = 10 26 (1) Therefore, ZnS will dissolve in the presence of Ag+ and activation of sphalerite with Ag+ will proceed after monolayer coverage by solid state diffusion until equilibrium conditions are reached in the system (2, 4) Because of the large difference in the solubility of ZnS and Ag2S, zinc salts cannot affect the reaction unless a complexing agent, such as cyanide ions, is present to complex Ag+ more tightly than Zn++ . By complexing Ag+ and Zn++ in solution, the uptake of Ag+ by sphalerite can be regulated by controlling the ratio m. . Experimentally (2) it was found that the activation of sphalerite by Ag+ could be prevented through the addition of NaCN if this ratio reached a value of approximately 10 26. The mechanism of sphalerite activation with copper salts is given by the following reactions: ZnS + Cu ++ ? CuS + Zn + + ; (2) k = [Zn++]/[Cu++] = 10 11 ZnS + Cu + ? Cu2S+ Zn++; (3) Experimentally Mao (3) found that the activation of sphalerite with Cu++ or Cu + was prevented if the ratios expressed in Equations 2 and 3 were approximately l09 and l022, respectively, with cyanide ions as the deactivator. Although zinc salts do not affect the activation of sphalerite with silver or copper ions in the absence of a complexing agent, activation with lead ions theoretically can be controlled by the addition of zinc salts because of the relatively small differences between the solubility of ZnS and PbS (5).
