AT Williams College, in the quaint old New England town where people still go to the post office for their mail, an interesting institution has come into being as one of the aftermaths of the peace conference at Paris in 1919. The war taught the world many things about economics although much remains to be learned and more to be appreciated. B. M. Baruch, H. A. Garfield, president of Williams, and others who took part in the conference at Paris or in preparation for it, feeling that benefits would accrue from informal friendly discussion of the problems that lead to political differences between peoples, called together a summer conference in 1920. This has now become an annual affair and is coming to be looked upon as an important center for developing and stimulating public opinion. Membership in the Institute is by invitation and the lists change to correspond with the particular subjects taken up. Each year a number of distinguished foreign public men are invited to be the guests of the Institute and to meet men and women from various parts of the United States interested in their special subjects. Round tables, general conferences, and public lectures are the means employed to bring out discussion. The first are organized by groups, each including usually 25 to 40 people interested in a special subject and meeting three times a week for informal discussion. Teachers, writers, economists, engineers, business men, indeed men of all vocations and many shades of opinion, are brought together. Once a week each round table presents in general conference with the members of all other groups the more general conclusions reached in its own decisions. Afternoon and evening lectures are given by the foreign guests and these are open to the public. The lectures and the general conferences are reported widely in the press but the proceedings as a whole are not printed, no resolutions are passed, and no action is taken or contemplated. The whole plan is to furnish a forum for free discussion in hopes that the difficulties of various groups and peoples may be taken up sympathetically and good understanding promoted. There is no creed, doctrine or dogma to which the Institute is committed and widely different views are currently presented. The constant effort is to bring out points of view and the reasons for them rather than to build up convincing arguments favourable to a specific action

PHOSPHATE ROCK is a low- priced commodity. This fact has influenced the choice of mining and beneficiating methods to a greater degree, perhaps, than in most other low-grade mining operations. The fact that many yards of everburden and matrix must be stripped and mined per ton of salable "rock" produced and sold has necessitated he development of relatively simple btneficiating plants having high capacity and low capital and operating costs. The law of diminishing returns must always be reckoned with in phosphate mining and washing, and often recovery must be sacrificed in favor of costs in order to achieve the highest over-all economic efficiency. The phosphate-bearing formation, known as "matrix," is composed of (1) phosphate pebbles, which are somewhat rounded in shape and which vary in size from 1-in, to micron sizes, (2) rounded quartz grains usually smaller than 10 mesh, and (3) clay, of varying "stiffness," which is the binder of the matrix. (San Francisco Meeting, October, 1911.) THE first successful bucket-elevator dredge to operate in California was put in commission at Oroville in March, 1898. There had been numerous previous attempts at dredging, but none of the earlier boats proved a success. The gold-miners in California early conceived the idea of a machine to dig gravel from the beds and bars of auriferous streams that were inaccessible by the methods then employed, and it was only a few months after the discovery of gold in California that such a machine was. shipped around Cape Horn from New York to San Francisco. This was, however, but the forerunner of many failures in gold-dredging, and was soon at the bottom of the Sacramento river. During succeeding years many other unsuccessful attempts were made, and it was not until 1897 that a dredge of the single-lift bucket-elevator type was floated on the Yuba river. This dredge was built by the Risdon Iron Works for R. H. Postlethwaite, and would probably have been a success if it had been operated on some of the rich Oroville ground instead of in a turbulent stream, where the dredge was wrecked during a flood, and was not repaired. Fig. 1 is a sketch-map of California, showing gold-dredging areas. It is not my intention to narrate in detail the history of the early failures in gold-dredging, and the various steps in the development of the modern boat, but merely to touch upon this in a general way, and to call attention to the wide difference in capacity and operating-cost between the first successful dredge, with an actual capacity of 600 cu. yd. per day-though its rated capacity was in excess of this-and the present modern dredge with 15-cu. ft. buckets, and an average capacity of 250,000 cu. .yd. per month. THIS paper presents an experimental verification of some of the predictions made by one of us' concerning 'the influence of certain conditions of casting upon the size and position of the pipe', and the position of the segregate, in steel ingots. The predictions which we have been able to verify are the following A. That the pipe is shortened and the segregate raised 1. By slow casting; 2. By casting with the large end up instead of down; 3. By retarding the cooling of the top, e.g., by means of a sinking-head. B. That the pipe is shortened by slow cooling. C. That the pipe and segregate lie in the last freezing-part. Our procedure was to cast ingots of wax (commercially pure stearic acid) containing a little bright green copper oleate (usually 1.5 per cent.) under varying conditions; to saw each ingot open along a longitudinal plane passing through its axis ; and to examine the longitudinal section thus laid bare. In order to make the segregate or enriched part more distinct in color from the impoverished part, a very little red cerasine was added. An experiment which will be described later showed that the cerasine itself does not segregate markedly, if at all. Hence we may assume that the strong contrasts between the green and red shown in so many of our ingots are due, not to segregation of cerasine, but to that of the green oleate, in the wax which in itself is uniformly reddened with cerasine.

An approach for predicting the development of mineral resources on public lands has been developed as an aid to resource agencies. It consists of new techniques for evaluating the economic potential of the resource, the uncertainty about mine cost estimates, and the uncertainty about the occurrance of mineral deposits. New mineral sup- plies from inferred and hypothetical resources can be predicted by using these techniques. A case study illustrates their application in predicting development of copper resources in western Montana.

THE proper material of construction for a given purpose is that material which meets the requirements satisfactorily at the lowest ultirnatc cost. It is consistent with this principle that most aluminum castings are made of an alloy containing about 8 per cent. copper. This alloy possesses mechanical properties satisfactory for general engineering purposes together with manufacturing characteristics leading to the production of finished castings at low cost. It is to the aluminum industry what gray iron is to the iron and steel industry. Just as some services require "semi-steel," malleable castings or steel castings instead of gray iron, there is a certain and growing demand for aluminum castings of superior strength or ductility, or both. Since the beginning of .the industry producers and others have sought to develop alloys or processes by which such castings could be made. Out of these efforts have emerged many alloy compositions and special processes, of which only a few have had sufficient merit to survive. It is the purpose of this paper to describe those which seem to the authors to offer the greatest promise for the production on a commercial scale of aluminum castings of superior mechanical properties, with special reference to heat-treated castings. The suitability of an alloy or process for actual manufacture is affected by so many factors that the problem of appraisal is not a simple one. Since this is such an important part of the whole subject it is proposed to discuss briefly some of the requirements. The final verdict is of course the result of commercial trial and experience. It will therefore, perhaps, be profitable to employ a somewhat historical method of treatment in discussing the subject of alloy development. The alloys or processes to be used in the production of aluminum castings are to be considered from the standpoint of their effects on both the utility and the cost of the finished casting. AMONG the recent mining and metallurgical developments in England great interest has been shown in the development of an iron-ore field covering 26,0.00 acres in Northamptonshire, containing 500,¬000,000 long tons of ore; and the erection at Corby, by Stewarts & Lloyds, of a modern basic bessemer steel plant and tube works. The entire project was planned to cost about £3,300,000. Many improvements have been made in the varied equipment that is being installed, some of which has set mew records for massiveness. There is, for instance, a new roll crusher, which has been manufactured by Hadfields, Limited, of Sheffield, the largest ever built in England, and weighing 130 tons. This machine, shown in Fig. 1, as erected at the Hadfields shops, is primarily designed to take blocks of iron ore as they come from the steam shovel. ALTHOUGH Greater New York does not bear any resemblance to a great mining district, the mining operations that are being conducted in and about the city are both extensive and interesting in character. With regard to the extent, it may be mentioned that, at. present, there is more dynamite used in New York than in any mining district in the United States; that there are under construction about 38 miles of tunnel, and that 66 miles more are projected, most of which must be constructed in the near future ; that since 1902 at least 2,000,000 tons of earth has been removed in underground work, in addition to about 3,500,000 tons that has been removed in, open-cut in connection with tunnel-work, and many times this quantity that has been removed in excavating foundations for buildings not connected with tunnel-work; and that there are to-day probably more than 5,000 men engaged in mining-work in and about New York City. These undertakings include almost every operation connected with underground work, from exploration by means of trench and boring, to the sinking of large shafts and the driving of large tunnels through every kind of ground from hard rock to soft, semi-fluid silt and quicksand. It is proposed in this paper to give a general description of some of the methods and appliances used in the opening-up ,of a "mine" in a large city, and a brief description of some of the "mines" now being developed in New York, connecting as far as possible the methods described with the particular work for which they were designed, in order to give a general idea of the

THE method of presentation in the accompanying charts is based upon the well-known formula: production plus imports minus exports equals apparent consumption. Thus for each area for which data are shown there are two columns of equal height, one representing production plus imports, the other apparent consumption plus exports. Usually no account has been taken of increases or decreases in stocks. All columns and flow lines are drawn to a linear scale which is supplemented by figures showing the actual quantities represented. Owing to the small area occupied by the European countries on the world map it was impossible to show the details of the trade of the individual countries. All of Europe (except Russia), therefore, is shown as a single unit. However, statistics of production and consumption indicated elsewhere on the charts show the degree of self-sufficiency enjoyed by the major European powers.

FOR a number of years, the Department of Petroleum Economics of The Chase National Bank has been conducting a study of the capital employed in the petroleum industry. The technique followed is that of combining and summarizing the available financial and operating data for a group of thirty representative oil companies, doing about two thirds of the domestic business of the entire industry. This paper presents the results of the findings for the year 1943, and supplements the survey, "Sources, Disposition, and Characteristics of the Capital Employed by Thirty Oil Companies During the Nine-Year Period, 1934-1942," presented before the Petroleum Division of the American Institute of Mining and Metallurgical Engineers on Feb. 24, 1944, and also published as a pamphlet by The Chase National Bank.

PURSUANT to a recommendation made by the Section delegates at their conference at the Annual Meeting of the A.I.M.E. last February, the Directors, at their meeting on March 15, 1944, appointed a committee charged with the duty of investigating the present status of licensing and registration of engineers, and to make a report on the whole subject for the information of the mining fraternity. The committee consisted of E. W. Ellis, chairman, H. D. Keiser, Henry T. Mudd, J. J. Croston, and Simon Strauss. Messrs. Keiser and Strauss were unable to assist in the work of the committee, and Mr. Mudd was forced to resign in July, his place being taken by A. F. Greaves-Walker. Able assistance was given the committee by T. Keith Legare, executive secretary of the National Council of State Boards of Engineering Examiners, and by Ed. ward Larson, executive secretary of the National Society of Professional Engineers. The accompanying somewhat condensed version of the report of Mr. Ellis's committee, dated Oct. 15, 1944, is confined to facts rather than to recommendations. The "Model Law" to which reference is made was first drafted by repre¬sentatives of six national engineering societies in 1911. It has since been amended many times, the latest version dated June 1943 is recommended to the State Licensing Boards as a pattern for formulating or amending state laws. ON the steep slopes of the Kootenays, 15 to 20 miles south of Nelson, B. C., are a number of ore occurrences (Fig. 1). One that has many features of mining and geological interest is the Ymir Yankee Girl Gold Mines Limited. Discovery of this property was made in 1899 at an outcrop on the hillside, some 2500 ft. above the village of Ymir. This proved to be a branch vein 20 ft. long leading to two main veins, the Yankee Girl and the Spur (Fig. 5). The ore pattern as now delimited shows a remarkable increase in ore area with depth below the outcrop. This recent development is of interest particularly in view of the fact that the property was nearly con-demned, professionally. Another interesting feature, which has a bearing upon its history, is the persistent excess of tonnage produced from period to period over visible reserves. This is not ascribed to lagging mine development, but to detailed vein characteristics, which we will endeavor to make clear by giving a description of the veins and their surroundings.
