The U.S. economy grew moderately in the second quarter of 1985 with real gross national product (GNP) recording a seasonally adjusted annual growth rate of 2.0%, up from the 0.3% growth of the previous quarter but significantly below the 7.1% growth of the second quarter of 1984 (table I). Personal consumption expenditures grew 5.3%, with purchases of durable and nondurable goods rising 7.4% and 5.1 %, respectively; nonresidential and residential fixed investment--the two components of fixed investment--grew 11.8% and 5.6%, respectively; and Government spending rose 3.6%. However, these gains were tempered by a major decline in the growth of business inventories (from $19.1 billion to $8.3 billion) and the continuing growth of the net export deficit (from -$28.4 billion to -$33.3 billion). While the high value of the dollar compared with other currencies has been a major cause of the expanding trade deficit, its value, as measured by the monthly Federal Reserve Board (FRB) multilateral trade-weighted dollar index, has declined over 17 index points from its February peak to 140.94 in July. The July dollar value was still high historically. The rate of inflation, as measured by the fixed-weighted price index for GNP, remained low at 4.1%, down from 4.3% in the first quarter, and employment continued to grow at a rate sufficient to keep up with new additions to the labor force. Civilian unemployment has remained steady at 7.3% over the past 6 months. Industry Statistics The FRB recently revised its index of industrial production and changed the base year from 1967 to 1977,1/ The revised total index shows a 0.1 % higher annual growth rate between 1967 and 1984 than the previous index. In the slower growing or declining industries, such as metal mining, primary metals, and fabricated metals, however, downward revisions in the indices and rates of growth have occurred. The previous and revised annual rates of growth between 1977 and 1984 for several of the sectors of interest to the mining industry are shown in table 2.

Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

One portion is due entirely to the characteristics of the ball mill and the tonnage of new feed impressed on the ball mill. This portion of the circulating load in no way is to be blamed on the characteristics of the classifier and is all composed of oversize. Consider, for illustration, that this portion of the circulating load is handled in the A division of the classifier, assuming that the classifier is divided longitudinally into two divisions by an imaginary line. Because the classifier does not usually make a perfect separation of the undersize, a certain portion of the total circulating load is to be directly blamed on the efficiency of the classifier. Let this portion of the circulating load be considered as being handled in the B division of the classifier. Now if the classifier is operating perfectly (100 per cent efficient), the width due to the B division becomes zero and correspondingly the efficiency of the classifier diminishes as B becomes wider in proportion to A. The Kaiser Aluminum and Chemical Corp. announced plans to raise June ingot prices by 4 cents to 57 cents per pound. Producers? April value for 99.5 percent unalloyed aluminum ingot was at 53 cents per pound. Domestic merchants last month were quoting the metal at 48-49 cents per pound. Primary aluminum producers began restarting production facilities following the settlement of the coal strike. Noranda Aluminum Inc. recalled workers to prepare potlines for production at its plant at New Madrid, Mo., which had closed February 14, 1978 due to the shortage of coal. Eastalco Aluminum Co. resumed full capacity production at its Frederick, Md. smelter where production had been cut by 30 percent. Anaconda Aluminum Co. resumed full capacity production at its Sebree, Ky. smelter.

Seventy-three of the 90 naturally occurring elements that are found in the earth's crust are metals or metalloids. The quantities of metals used annually in the United States range from about 100 million metric tons (steel) to a few kilograms (osmium). The recovery of metals from discarded products or industrial process wastes, especially those metals that are used in large quantity, are very expensive, or are unusually toxic, is important to the national economy and to the natural environment. From its inception in 1910, the U.S. Bureau of Mines (USBM) has been the Government's prime source of information on metals recycling, as well as a major innovator in recycling technology. Statistical data on scrap generation and processing have been summarized annually for many years in the USBM's Minerals Yearbook. Most of the data for individual metals discussed in this report were extracted from that publication.

The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation's output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950's. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

Since early July, domestic producer listings in primary aluminum ingot have been at 53¢ per pound. Dealers, however, lowered their August quotes by 1.8¢-2¢ to 47.5¢-48¢ per pound. BITUMINOUS COAL AND LIGNITE -The wildcat strike of UMWA coal miners which began on June 23 in protest of cutbacks in medical benefits appears to have ended. According to the West Virginia Coal Association on September 7, 1977, all mines in West Virginia were back in operation on September 6 and again on September 7. The Kentucky Coal Association reported approximately 2,500 miners were on strike in eastern Kentucky on September 6, but there was full employment on September 7.

So far, a large number of algorithms have been developed for the optimization of pit limits, most of which follow deterministic rules. In this paper, a new algorithm is introduced, which follows a probabilistic logic using the Markov chain process. The algorithm is implemented on a transition matrix that corresponds to the 2D conventional economic block model of the mining area. The probability of mining a block is proportional to the desirability it may provide. Applying this algorithm, the probability of mining each block is obtained, and finally, the optimum pit limits are defined as the pit, which provides the highest probability of mining. In order to validate the proposed model, a numerical example is given and the results of the algorithm are compared to those of a dynamic programming algorithm. A 2D analysis of the problem is discussed in this paper. Although dealing with 3D problems requires larger size matrices, the optimization method is the same and the algorithm does not need any smoothing.

The report is the first in a new series called "Mineral Commodity Profiles" (MCP's). Designed to give an updated review of important events affecting critical minerals, it also presents a comprehensive description of industry structure, supply-demand relationships, technology, and outlook for the future.

During the period January 1, 1977 through July 31, 1977, 5 percent (264,000 tons) of U.S. capacity was closed due to power curtailments in the Pacific Northwest because of the shortage of water. During July, one plant in Tennessee cut production by 50,000 tons annually due to a power reduction by the Tennessee Valley Authority. Full capacity production was resumed at a West Virginia smelter during September. If demand for aluminum is strong it seems likely that aluminum supply during the remainder of 1977 and in 1978 will be tight. The price was increased 3¢ per pound to 51¢ per pound effective March 28, 1977, and by an additional 2¢ per pound to 53¢ per pound, effective July 5, 1977. New projects and expansion of existing facilities are planned by Australian aluminum companies over the next 2 to 3 years. The companies listed have committed themselves to spending approximately A$801 million: Alcoa of Australia Ltd. -New alumina plant at Wagerup, south of Perth. Darling Ranges bauxite is located near the proposed project. A$650 million. Coma 1 co Industries Pty. Ltd. -Increase bauxite mining capacity and upgrade or replace other facilities at its Weipa mines on Cape York Peninsula region of Northern Queensland. A$81 million. Alcan Australia Ltd. -Expansion program that will increase capacity of the Kurri Kurri aluminum smelter north of Sydney about 50 percent, and improvement of other facilities at the plant. A$70 million.

Since the introduction of water cooled test rings the operation of cupelling retort bullion has not alone been sImplified, but has also been the means of concentrating the bullion for the fining test in a much shorter time.The first water cooled test ring which I used was rectangular in shape, inside dimensions 5 ft. 3 in. x 2 ft. IQ in., and made of i in. mild steel plates, with a water space of 9i in. x 3t in. However, it was found that as soon as the filling commenced to wear and the litharge came in contact with the jacket, the plate was gradually affected on the lines of the wash, caused by the blast. After a while the inside steel plate went beyond the factor of safety, and was then substituted on the sides and the front of the test ring by a tin copper plate, which has stood now for the last five years without showing the least signs of wear or leakage.The test remains in use as long as the bottom is regarded as safe, and toward the end of the life of the test the litharge is allowed to work against the copper plate.

There is strong evidence that many major oil and gas (O&G) projects are plagued by large cost and schedule overruns, or significant underperformance in productivity. Similar evidence exists for large mining projects. This paper claims that uncertainty is the underlying reason why projects fail to deliver the metrics used to justify their investment, or to deliver the economic value possible if alternative decisions had been made.Most technical and economic analyses are performed to reduce uncertainty to help make decisions. Decision-making is about ranking alternatives and choosing the best; rarely are precise predictions required, if this is even possible. Better uncertainty assessment is one of the keys to better decisions, thus better business outcomes. To get better decisions it is suggested that the focus or reward/penalty incentives be shifted away from the quality of outcomes to the quality of decisions. High-quality decisions are those that are generated from the skilled use of the tools, methodologies and processes from the discipline of decision analysis.Uncertainty is quantified by probability, which is a degree of belief in the truth/falsity of some proposition about a quantity relevant to a decision, such as volume of in-place resource, future price or action of a competitor. The probability a person ascribes to a proposition depends upon their information set; hence probability is subjective – it is not an inherent attribute of the quantity of interest or the physical system.The above simple observations have profound implications for modelling approaches, how they deal with uncertainty, the use of data to help assess uncertainty and the reliability of information provided by subject-matter experts. The limited circumstances under which frequency data (from spatial or temporal variables) can be used to assign probabilities is also reviewed.People, in general, are subject to a range of biases and cognitive errors. Research with O&G subject-matter experts shows that their expertise offers little or no protection from making errors in probability assessments and other judgements.CITATION:Begg, S H, 2016. There is a growing awareness among mining professionals that the human factor plays a significant role in safety and productivity. Since the 1960's, the science of human factors, or ergonomics, has been making inroads into the mining industry, and a considerable amount of research has documented human-factor-related mining problems and solutions. This Bureau of Mines report is directed toward summarizing the application of human factors to improving safety, productivity, and the general physical and psychological working conditions of miners. The aim of this report is to familiarize the readers with the role of human factors in the mining industry and the benefits that can accrue by systematically applying available human factors principles and data. The text contains 10 chapters dealing with human, equipment, and environmental factors. Each chapter builds on the previous chapter; therefore, it is recommended that the chapters be read sequentially However, if the report is used as a supplemental text, say in a mining safety course, chapters can be assigned in any order to supplement other readings.

This paper develops the themes explored by the authors at the Fourth International Platinum Conference,. Optimization techniques can be used to significantly increase the value of mining businesses by enabling better long-term planning decisions. Open pit and underground mine design, mine scheduling, cut-off grade and blending, stockpiling, and the linking of these to flexible elements of the metallurgical recovery processes are all evaluated together. Transport or sale of intermediate products and the requirements of the product metal markets can also be considered. Experience shows that net present value (NPV) can potentially be increased by 5-35 per cent or more, usually even before the expenditure of significant amounts of project capital. The case studies presented include: > An existing operation with multiple open pits and PGM concentrators linked to offsite downstream processing facilities, and with infrastructure constraints for which the scheduling of current operations and the potential for expansion were investigated > An existing operation with an integrated portfolio of mines, concentrators, smelter, and refinery, for which the various possible sources of ore for processing were prioritized to match the downstream process plant constraints and the product markets > An underground operation in Zimbabwe for which the optimum mining width was calculated and expansion plans were evaluated > An underground mine with many separate mining sections, for which a revised schedule was developed aiming to keep the shaft system and processing plant at capacity with the highest net value material available at any time throughout the life of mine. In the concluding section of the paper, a few brief notes are included suggesting how the strategic recommendations from enterprise optimization studies may be implemented by the owner's team.

Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

Kaiser Aluminum & Chemical Corp. announced that it planned to spend $66 million to increase the efficiency of its Baton Rouge, Louisiana, alumina plant. The improvements are designed to reduce energy consumption but will not change the annual capacity of the plant, now rated at about one million short tons. The project was expected to be initiated immediately and be completed by 1982. ALUMINUM Producers in this country posted unalloyed 99.5 percent aluminum ingot at 53-57.5 cents per pound, yet actual selling prices were closer to 53 cents. Domestic merchants quoted unalloyed ingot on a spot basis at 54-56.3 cents. London Metal Exchange 3-month forward contracts fell during November's trading from 55,2 cents to 52.8 cents per pound.

A GLANCE through the Bibliography appended to this paper will show that the Transactions of this Institute contain what virtually contitutes a history of the development of the manu¬facture of steel rails in this country and abroad. It is, therefore, fitting that this paper, bringing one branch of this important subject down to date, should be here presented, and it is also appropriate to select this joint meeting of our Society with the Iron and Steel Institute to compare the specifications covering the rails produced in these two countries, and to propose a standard specification to govern the manufacture of American rails for export. During the last ten years the production of Bessemer steel rails in the United States and Great Britain has amounted to 32,128,720 gross tons. Nearly 19,000,000 tons have been rolled in the past five years. The next five years will see an even larger output, owing partly to the extension of railway projects in the Orient, in South and Central America, in Mexico, and in Australia and the other British Colonies. Of late years, the American rail-mills have so largely increased their daily output, that trade conditions have often made possible the delivery of American rails to foreign ports. The tenders submitted by American mills, however, have always been accompanied by requests for changes in the foreign specifications, chiefly in the reduction of the amount of testing required; and it has only been natural, especially at first, that the engineer, whose specification had always been accepted without question by British mills, should interpret American tenders 'as an evidence that an inferior rail would be furnished

Throughout October, U.S. producers priced unalloyed 99.5 percent aluminum ingot at 53¢ per pound. Dealers, in last month's domestic market, were quoting unalloyed ingot at a range of 45.5¢-46.3¢ per pound. Costa Rica recently issued a proposal to Japanese aluminum smelters to participate in an integrated aluminum-refining project which would include bauxite development. The project reportedly would include a 600,000-kilowatt hydroelectric power station, a 600,000-metric-ton-per-year alumina plant, and a 300,000-ton-per-year primary aluminum smelter. Two U.S. firms--Aluminum Co. of Amerjca (Alcoa) and Martin Marietta Co.--and several European aluminum smelters are also said to be interested in taking part in this project. Alcoa conducted a feasibility study for the Costa Rican Government in 1970 and estimated the bauxite reserves to contain 150 million metric tons.

The two components of pillar design formula being used in South Africa are pillar strength and pillar load. While considerable effort has been directed to the determination of pillar strength, the other half of the safety factor equation, the load, has not received the same amount of attention. The load acting on pillars has always been calculated using the Tributary Area Theory (TAT). This paper summarises the recent studies on coal pillar loading using various numerical models. It concludes that although there are meaningful differences under certain circumstances, there is still a compelling argument to use the TAT in coal pillar design. This Bureau of Mines report presents a discussion of the statistical approach to the design of experiments and indicates, by concrete examples, how and when statistical design is essential for obtaining meaningful data with a minimum number of experiments. Every research worker plans his work and designs his experiments in a manner which, based on his experience, seems most rational to him and which he believes will produce the information essential for resolving the problems. If the results obtained are open to multiple interpretations and are not of definitive reliability, the failure of the experiment design to produce the desired information may be due to several causes, These include faulty judgment in selecting the factors to be tested, ignoring the importance of interaction between factors, failure to adequately control test variables, and assuming that meaningful trends in the results can be identified without comparison to a predetermined experimental error. An experienced researcher probably will deduce from the nature of the data obtained that the design is faulty and may by trial and error ultimately arrive at the correct solution to the problem. Statistical methods of planning research minimize the chance of faulty experiment design, embody concrete procedures for testing the validity and reliability of the test data and for indicating mandatory changes in the design, and enable the researcher to obtain meaningful information with the least number of tests.
