"The location of Quintette Coal Limited's pit and geologic nature of the dedicated reserves combine to introduce a number of factors which can adversely affect waste dump stability. These factors include steep terrain, variable material type and particle size, and precipitation. This paper describes the solutions to related waste dump problems. A brief geotechnical review of the waste dumps is given and Quintette's operational strategies during periods of dump stability and instability are discussed. Despite best efforts, failures occasionally occur and discussion is included on Quintette's success at bringing failed dumps safely back into use. IntroductionQuintette Coal Limited (QCL) property is situated on the east slope of the Rocky Mountains near Tumbler Ridge, approximately 120 km southwest of Dawson Creek, British Columbia. This surface mine is located on mountainous terrain and is subject to climatic extremes of wind, precipitation and temperature.QCL has a current annual production of 4.75 million tonnes of metallurgical coal with a stripping ratio of 7: 1. This correctly implies the extraction of over 33 million bank cubic metres (BCM) of waste which is placed on numerous waste dumps at various locations adjacent to the pit.There are three active pits - Mesa, Wolverine, and Shikano (Fig. 1). Shikano is a newly developed pit located near the plant site. It is not subject to the unique dump management problems prevalent at the Mesa and Wolverine pits, therefore the Shikano waste dumps will not be discussed . The dumps for the Mesa and Wolverine pits, however, have been technically and operationally challenging since shortly after mining began in 1983. Their characteristics, associated site specifics and management, therefore, are the subject of this paper.Waste dump locations for the Mesa and Wolverine pits are shown in Figures 2 and 3 as is the relative waste distribution . Each sub-pit is connected to a principal waste dump in reasonable proximity and to an alternate dump should disposal of waste be necessary at that location. The waste dumps are constructed from the top elevations initially to coincide with subpit development. In the initial years (1-7) waste dump heights will be up to 250 m, then, as the mine matures (8-20 years), waste dump maximum heights will continuously decrease to coincide with lower bench elevations"

"Compagnie Miniere Esperance operates a gold primary ore body. The ore is processed through crushing, grinding and gravity concentration generating tailings with remaining fine gold. Analyses of the tailings proved a residual gold grade sufficient for a chemical treatment.As lab tests proved the technical feasibility of a pre-concentration using flotation, an on-site pilot operation has been carried out to assess the continuous circuit performances, define the best configuration and obtain enough data for the industrial circuit sizing.Data collected during the pilot campaign have been used for calibrating a process simulator built with the USIM™ PAC software. The simulator validated the feasibility of upgrading the existing plant, including the reprocessing of tailings to obtain a good fine gold recovery in a small amount of concentrate. A preliminary capital cost has been achieved to assess the flotation workshop profitability.INTRODUCTIONCompagnie Miniere Esperance (CME), a mining company based in French Guyana, operates a gold primary ore body in open pit. An integrated mine system must be capable of displaying and reporting valuable information that can be used to easily understand, manage and take action on the key parameters being reported.One of the key aspects of integration is the standardisation of the mine information up to a level capable of adapting the main characteristics of past projects at the mine and enforcing the same or higher standards for newer projects being developed.At the El Teniente mine, photogrammetry is used to map the advance of horizontal developments, and the constructed 3D representation of each face is then used by the geologists to obtain structural information about the areas being photographed.The mine realised that valuable mining information could also be extracted from the photogrammetry being applied, with three possible areas of development envisioned.The first area was creating a link between the developments being planned on a yearly and monthly basis and matching them with plan sections of the 3D developments of the system to account for any deviations.The second area was to use vertical sections of the 3D developments to estimate the overbreak of the excavations in different areas of the mine.The third area was the provision of a more detailed analysis of the sections so that they could provide information on the thickness of the shotcrete being applied.This paper presents the different alternatives being used and examines how the project is currently being developed and managed at the mine. A one-dimensional wave equation based algorithm for estimation of shaft and toe resistance of driven piles using High Strain Testing (HST) data is presented. The pile is represented by a uniform elastic bar, while the soil around the pile is assumed as a homogenized isotropic medium, and Smith model is adopted to represent soil-pile interaction in the wave equation analysis. In most cases, the displacement of pile particles along pile shaft is greater than recoverable soil deformation (i.e., soil quake in Smith model). Therefore, static shaft resistance could be reasonably assumed to be totally mobilized during pile driving. Smith damping factor is used to account for combined dynamic and rate effect. Force and velocity time histories measured at the pile head are used as input boundary conditions in an analytical solution of the one-dimensional wave equation. As a result, two unknown parameters, static shaft resistance and Smith damping factor, can be incorporated into the one-dimensional wave equation and determined analytically for the time duration prior to the first downward wave reaching the pile toe. Then, soil resistance and Smith damping factor at pile toe can be further determined. The advantage of the proposed analysis technique is that the Smith damping factor and the static soil resistance can be directly determined based on the closed-form solution of the one-dimensional wave equation, which is computationally efficient. Numerical examples are given to illustrate the use of the proposed method to determine the pertinent Smith model constants and the static resistances.

Interlocking H sections with deep webs and high section modulus are being used for cofferdams and shore enclosures where pressures are excessive. The H sections can be as much as a meter deep; they can be used as continuous interlocked wall. A steel saving alternate is spacing the H and driving deep for stability then filling between with shorter interlocking sheet piles. Templates provide for exact positioning.

The Yung-Chung-Tunnel in Taiwan, constructed for the Taiwan-East Railway Bureau, collapsed during construction when a water bearing, fractured marble zone was intersected. The inflow was approximately 4,000 liters/second. In spite of 30 relief holes the total inflow into the tunnel remained constant. The pre-excavation grouting through the re-aligned tunnel had to be conducted under extreme flow-conditions. A hot bitumen grouting program was selected for technical and economical reasons out of 13 international proposals. The technical challenges were: grouting under severe flow conditions high formation water pressures to be injected with hot bitumen at high temperatures and pressures The hot bitumen grouting program resulted in a dramatic reduction in the hydraulic conductivity and stabilization of the formation and facilitated a problem-free excavation.

The U.S. Bureau of Mines has been concerned for many years with the general problems of underground coal mining and the particular problems due to the methane content of the coal. The Bureau and others have worked diligently to improve the health and safety conditions for underground coal miners. It has been recognized for many years that the methane in coal would have some value if it could he recovered and used, Also its removal before coal mining began or during the mining cycle itself would make mining safer and more economic due to a potential saving in ventilation costs. The work covered in this report was carried out to review methods of removing methane from active and inactive regions of operating coal mines and to determine how the methane could be concentrated and utilized economically.

During 1986, the Government continued with efforts to ease the country's almost total reliance on coffee exports for trade revenues by allocating 45% of the Government's budget to commerce and industrial projects. The collapse in coffee prices in 1985 continued to exacerbate the country's growing trade deficit, weakened currency, and dwindling reserves of foreign exchange in 1986. Amoco Burundi Petroleum Corp., a subsidiary of Amoco International Oil Co., continued with plans to drill at least two exploration wells in Lake Tanganyika in 1987. Both offshore and onshore drilling exploration was planned by Amoco Burundi. Any oil or gas finds were expected to have substantial impact on the Burundian economy, as a major portion of the country's trade deficit was directly attributable to petroleum and gas imports.

"While pipeline hydrotransport is often the most economical way to transport large volumes of mineral concentrate, tailings, or fine ore slurry over long distances, it is in mountainous terrain that pipelining becomes particularly attractive. These areas are often remote, with limited existing infrastructure and few potential users willing to share in the cost of new infrastructure. The rugged terrain makes the construction of railways or roads suitable for haul trucks difficult and expensive. The elevation difference between the mine and the terminal means that the empty trains or haul trucks need to return up-hill, resulting in high fuel costs. With pipelines, this elevation difference may reduce or even eliminate the need for pumping. As a result, numerous pipelines have been built, or are being considered, in mountainous regions around the world including: Tasmania, New Guinea, China, Madagascar, the Rockies of North America, and the Andes of South America. However, there are technical difficulties that need to be overcome in the design and operation of mountain pipelines that do not affect pipelines on more level terrain. This presentation reviews some of these difficulties and methods used to overcome them.INTRODUCTIONPipeline transport of solid-liquid slurry (“hydrotransport”) is an important and cost-effective means of transporting large volumes of solids over long distances, especially from a single supplier to a single user (e.g., a concentrator to a port, a concentrator to a tailings dam, or a coal mine to a power plant). Pipelines are generally found to be more economically attractive than alternate transportation methods (e.g. trucking, rail, conveyors, shipping, or some combination) over the life of a project (Aude et al. 1974).Hydrotransport systems have been built in a variety of terrains, but it is in mountainous regions that pipelining becomes particularly attractive. The objectives of this paper are to introduce the International Code of Practice for Risk Management of Tunnel Works and to illustrate to the participants of the 13th Australian Tunnelling Conference 2008 how the insurance industry would like to see the future of tunnelling insurance. Tunnel construction projects have suffered large losses over the years as can be shown from various loss examples and a list of major losses over the last ten to 15 years. Since the consequences of insufficient risk control had to be borne by insurers, these losses have heightened the need for improved and adequate risk management measures so that insurance cover can also in future be provided for this hazardous industry sector. Observations are made as regards to the prevailing trends in the tunnelling industry, which contribute to the increase in risk and have adverse consequences for the insurance industry. To find a solution to this dilemma various options are examined with the suggestion of a Joint Code of Practice for Tunnel Works being agreed by all stakeholders, which would become essential to secure future insurance protection for such project work. The British Tunnelling Society has, in cooperation with the Association of British Insurers, developed such a code, which the International Tunnelling Insurance Group has now adopted for global application in international markets. The content and concept of this code is explained to establish a framework of understanding and applied risk management principles for tunnel works. This initiative also has the support of the International Tunnelling Association and the International Association of Engineering Insurers. The international application of this new code is demonstrated with a few examples, which also includes Australian projects. It is the aim that this code forms in future part of the insurance coverage for tunnelling works in order to put this risk segment on a more sustainable basis. For that reason the insurance industry is seeking the support of all stakeholders of tunnelling construction projects.

Laser-arc Hybrid Welding (LAHW) is a relatively recent concept which effectively combines the advantages of laser welding such as the high depth of penetration, low heat input, high welding speed and the positive aspects of arc welding such as better edge bridging and possibility to add filler. For example, steel sections upto 12 mm thickness have been successfully welded in a single pass at a welding speed of 1 m/minute using a 3.5 kW CO2 laser in combination with a MIG arc. Maraging steel of grade M250 is widely used in the aerospace industry in thicknesses upto 10 mm. Conventionally, it is possible to MIG weld such thicknesses in 3-5 passes employing V-Groove joint preparation. However, this multi-pass welding results in formation of reverted austenite in the weld zone after post weld aging; and the high heat input widens the reverted austenite containing heat affected zone which is popularly known as the dark zone/eyebrow zone. Both these zones are detrimental to strength of the welded joint, specifically the fracture toughness. The width of the dark band is an important factor because, thinner the band, it is supported more effectively by the surrounding material. Therefore, in order to avoid multi-pass welding and reduce the overall heat input, single-pass laser-MIG hybrid welding was attempted on 10 mm thick maraging steel M 250 plates using a hybrid laser arc welding system comprising a 3.5 kW CO2 slab laser and a MIG welding system. Simultaneously, multi-pass MIG welds also are produced. Both the laser-MIG hybrid and MIG welds are characterized microstructurally and subjected to mechanical tests such as tensile and fracture toughness in as-welded and post weld aged condition. The amount and distribution of reverted austenite in the fusion zone and width of the dark band was found to be different. Hybrid welds showed a narrow dark band zone and improved mechanical properties. Laser-hybrid and MIG welding investigations carried out on thick section maraging steel M 250 will be presented in detail, including microstructure, tensile properties and fracture toughness of the welds. To the best of the knowledge of the authors there are no reports on laser-MIG hybrid welding of maraging steels.

The Toulon Tunnel project is a key component of the highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960s. The tunnel project is comprised of two separate tunnels: south and north. The north tunnel was built between 1992 and 2002 after 10 years of difficult construction. On March 15, 1996, for example, a collapse of the tunnel in the Marchand area generated a sinkhole in the city center, causing a 20-month delay. The south tunnel alignment runs parallel to the north tunnel below Toulon?s historical downtown at a depth of 20 to 40 m (65 to 131 ft) with some areas with less than 10 m (32 ft) of cover. The risk management program was studied to be a state of the art program in urban tunneling construction.

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Crushed ore is withdrawn by 12 constant speed conveyor belts; each discharges 500 t of crushed taconite into a dry cobbing machine. Each machine consists of a 3-m-long riffle splitter and two vari-

Where soil conditions are favorable, augercast piles have significant economic advantages, but they also have some uncertainty due to the in construction methods. To confirm structural integrity, static testing can be performed on a small sample of piles. Other Non-Destructive Evaluation methods like Pulse Echo are frequently specified for a large percentage of the remaining production piles. However, such NDE methods require testing the pile after the grout/concrete has hardened. If problems are found, then the repair or replacement can be relatively expensive. The confidence in the quality of these piles can be improved by automatically monitoring the grout pumped as a function of depth during the grouting phase of installation. If a low grout volume is detected, the pile can be redrilled and regrouted immediately while the piling rig is still in place and the grout still fluid. This considerably reduces remedial costs. To be effective, such installation monitors must accurately determine both grout volume and depth during installation and be rugged simple to operate. Such an equipment can be of great help to the installation crews. The assurance gained may reduce the need for subsequent NDE tests. The quality of inspection of driven piles depends heavily on the inspection personnel. While inspection is critical in a good installation, it is sometimes assigned a low priority. Inspection personnel in many cases are technicians with little pile experience. They may not understand the project needs or even how the pile driving equipment works. The task is often monotonous and any distraction makes accurate record keeping difficult. In some cases inspection is totally ignored for lack of qualified personnel. Electronic systems can automatically and accurately monitor driven pile installations and include documentation of certain hammer performance parameters. This paper describes equipment available and routinely in use for automated monitoring of both augercast and driven piles and demonstrates applications on typical construction sites. DOMESTIC OUTPUT of white arsenic, As2O3, was derived entirely as a byproduct of smelting arsenic-containing copper ores by The Anaconda Company at Anaconda, Mont., and American Smelting and Refining Company at Tacoma, Wash. Arsenic metal was not produced. Consumption, and Uses.-Most of the white arsenic produced in 1964 was consumed in manufacturing lead and calcium arsenate insecticides. In the 12 year period since 1951 the production of lead arsenate insecticide has varied between 7,800 tons and 4,900 tons, indicating that lead arsenate has maintained its position in competition with organic insecticides.

In currently used mining methods, blasting techniques often causes dilution of valuable ore and results in costly processing requirements. In the context of narrow vein mining of thin and highly concentrated orebodies there is a need of a mining method that can reduce dilution in order to remain economically viable. This research project explored the viability of a new mining technology, thermal fragmentation, in narrow vein mining. Thermal fragmentation technology uses a flame jet to produce extreme heat that spalls the surrounding rock to a strategically located drill hole, as an alternative to traditional blasting. This paper creates a net present value (NPV) model of a mining method using thermal fragmentation, as well as for an existing method used for narrow vein mining; comparisons and evaluations were made regarding the feasibility of the new technology. It was found that while overall costs for thermal fragmentation were relatively high, reductions in wages, haulage and processing costs, as well as increased productivity and ore recovery, meant that the new method would improve the financial performance of any operation. These results identify that there is an opportunity to introduce the thermal fragmentation technology to narrow vein mines within Australia, in order to lower costs and increase profit.

In 1946 Littlefield, Gray and Godbold published a thorough geologic description of the West Edmond Hunton Lime reservoir, located in Central Oklahoma, and discussion of its early performance.l They stressed implications of the nature of the reservoir rock on performance to be expected with production both by natural means and by pressure maintenance with gas injection. The essence of their analysis was that presence of an extensive interconnected system of fractures and solution channels constituting about 10 percent of the total reservoir void space in otherwise very low permeability reservoir rock would result in severe channeling of naturally encroaching water or injected gas through the fractures with little or no benefit to ultimate recovery of oil. Considerations were in progress to unitize the reservoir for pressure maintenance by gas injection. Some other engineers involved in the project had considerably different opinions at the time regarding continuity of fractures and regarding effects of such fractures on performance. The field was unitized Oct. 1, 1947. Subsequently, pilot gas injection tests were conducted in four areas of the field; large scale waterflooding was conducted in two parts of the field in the Bois d'Arc or Upper Hunton; and pilot waterflooding was conducted in the Chimney Hill or Lower Hunton. Full scale water-flooding is now in progress in the Chimney Hill section where it is oil productive. The primary purpose of this paper is to divine some of the secrets of this reservoir through analysis of all aspects of its performance, with the hope that it will be of help to engineers and operators in developing and operating other low permeability fractured reservoirs. In part, this considers variance of actual performance from some widely used conventional reservoir engineering assumptions. For brevity, other aspects of unit operation and its benefits to the owners are not discussed. Oil and Gas in Place For unit participation, net pay in the Bois #Arc defined by the gross SP anomaly on electric logs totalled 2,100,000 acre-ft in the 30,000-acre reservoir. Development of West Edmond predated modem logging techniques that now would be used to determine "net" or "productive" pay. In Fig. 1 this log pick is compared with detailed core analysis and core descripfion by Littlefield et a1.l for one well identified as A on the index map in Fig. 2. Not all of the gross Bois #Arc section had oil staining, but all cores with measureable intergranular permeability were stained. (The committee selection of the Bois d'Arc SP interval also includes the Frisco section as identified from cores by Littlefield.) The Bois d'Arc is oil productive throughout the entire 600-ft monoclinal accumulation from the eastern upstructure erosional pinchout to the west-side oil-water contact. The Bureau of Mines inventoried all lands in Alaska to determine the availability of land for oil, gas, and coal leasing. Acreage for onshore oil, gas, and coal basins was digitized as was land ownership data. Regulatory policy concerning oil, gas, and coal leasing for various government agencies and private concerns was determined. Oil and gas basins underlie 79.4 million acres of Alaska's 378 million acre landbase. Federal agencies manage 44 million of these acres. The Bureau of Land Management is the lead agency for most oil and gas leasing on Federal lands. Lands have to be specifically opened for oil and gas leasing to be available. The state of Alaska manages 21.1 million acres underlain by these basins. More than 80 percent of this acreage is available for resource development. Native corporations manage the remaining 14.3 million acres of favorable oil and gas land. Coal basins underlie nearly 51 million acres of Alaska. Of this land, 26.4 million acres are under Federal jurisdiction. The state manages 17.3 million acres of land underlain by coal basins. Nearly 7.3 million acres of favorable coal lands are managed by Native corporations.
