On April 1, 1982, the Bureau of Mines and the Department of Energy entered into an Interagency Agreement to develop an enhanced computer cost model for uranium in situ leach mining. The original computer cost model contained data base information related to two regions; the Wyoming basin region and the South Texas trend area. The enhanced cost model contains additional information on San Juan Basin type deposits. This addition is significant because it expands the model's capabilites to include one of the largest uranium producing areas in the United States and developes costs related to uranium production from in situ leach mining. The data base was expanded and modified to include changes necessary for San Juan basin type deposits. These changes included, but were not limited to, state and local taxes, royalty payments, depth of deposits, drilling costs, and electrical costs. Also site visits were taken to verify many of the base case parameters. Consequently, the data base has been incorporated into the computer program and existing software was modified to provide for the additional data. Information was obtained on drilling coats and therefore the current program more accurately reflects these costs to depths of 2500 feet. This depth parameter has been expanded to include Wyoming Basin and South Texas scenarios also. Verbal communications were held with one operator in the Crownpoint, New Mexico area as well as the state regulatory agencies to help validate the expanded model. As a result of these changes, several tables have been included, summarizing changes in the new default parameters and the overall range of input parameters.

Employment and related injury experience of the coking industry in the United States for 1956 contained in this publication is summarized under three general sections: (A) General injury experience: Tables 1 to 9: Current and comparable statistics on operating data, number, frequency, and degree of severity of injuries and major accident agencies involved in the cause of injuries. Data are presented for the industry as a whole, for each type of oven, and for the States in which coke was produced. (B) Selected injury experience: Tables 10 to 15: Comparable injury data covering 5- and 10- year periods on the number and degree of severity of injuries and major accident causes.

Bedded structure is the characteristics of coal measures strata. Bedding planes, coal streaks and soft rock bands existing in roof strata destroyed its continuity in the direction perpendicular to the coal seams. The statistics from a large number of long wall faces in which serious roof fall accidents occurred in Datong coal mining area suggest that beddings planes, coal streaks, soft rock bands, especially the first layer thickness of immediate roof have a great influence on its stability. As the first layer thickness increases, the probability of serious roof fall accidents decreases. Based on the investigations finite element method is used to analyze stress and displacement in the first layer of immediate roof. The results indicate that the thicker the first layer is, the less the roof convergence in the unsupported area is. Stress and strain features in stratified immediate roof are quite different f7om those in non- bedded immediate roof. In stratified immediate roof, every stratum has each own tensile zone in the upper portion and compressive zone in the lower portion, while tensile zone in the first layer is less, the tensile stress is the greatest.

The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act's objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community's perspective.

Personnel from the Spokane Research Laboratory, National Institute for Occupational Safety and Health, examined an underground pillar at the Homestake Mine, Lead, SD. Investigations involved strain relief and seismic tomography studies in the mine, and ultrasonic velocity measurements on pillar core in the laboratory. Measured octahedral normal stress was 37 MPa (5,366 psi); seismic P-wave velocities averaged 5.2 km/s (17,060 ft/s); and ultrasonic velocities at a pressure of 39.6 MPa (5,750 psi) averaged 6.3 km/s (20,669 ft/s). The difference between in-mine and laboratory velocities is attributed to the attenuation of seismic energy by mine fractures larger and more numerous than those in the samples of core measured in the laboratory. Using these results, researchers hypothesize that pillar rocks have the ability to withstand stress an order of magnitude greater than they currently sustain.

The Jamestown Mine is a 6.3-kt/d (7000-stpd) open-pit gold mining operation located in the central portion of California's historic Mother Lode district. Most early production from the Jamestown area occurred in underground operations from 1906 through 1916. Pit production began at Jamestown in early 1987 and continued until July 1994. Although additional mineral resources existed, they were deemed to be uneconomic. About 23.3 t (750,000 oz) of gold were produced from pit operations, compared to 31 t (100,000 oz) from early underground mining. Recent operations at Jamestown included two open pits, a flotation mill and a flotation tailings facility. Flotation concentrates were produced in Jamestown and shipped to Yerington, NV for cyanide leaching in a carbon-in-pulp (CIP) circuit.

"Coarse ore sorting is here defined as the physical separation of a mixture of coarse (+3/8 inch) ore particles into two or more separate groups of total value greater than that of the unsorted ore. An ore will probably be sortable if the geology of the orebody and the mining practices employed meet conditions outlined in this paper.The paper points out how sorting can substantially reduce tonnage variable operating costs because sorting can double the mill head grade of amenable ores by rejecting waste rock from the mine output. The effect of sorting on ore reserves is outlined. It is also suggested that sorting is a low cost alternative to conventional expansion.The mode of operation of the Ore Sorters Kadel 13 Photometric and MK VI A Radiometric sorters is detailed. The report concludes with detailed descriptions of the photometric sorting plant operated by the Doornfontein Gold Mining Company is South Africa and the Radiometric Sorting Plant presently under construction at the Schwartzwalder mine of Cotter Corporation in Colorado."

THE Jacksonville plant of Humphreys Gold Corp., operating under leases from National Lead Co. and Rutile Mining Co. of Florida, recovers rutile, ilmenite, zircon, and monazite from an ancient beach deposit containing about 2.5 pct of these minerals in combination. The location of the plant is unique, being situated about ten miles from the center of Jacksonville, Fla., surrounded by a thriving suburb. Two four-lane highways pass within 1 ½ miles of the plant. An expressway now under construction will pass over the tailing pile, within 500 ft of the mine office. The elevation at the plant site is approximately 50 ft above sea level. This is one of two mines producing titanium minerals and zircon in Florida. Another mine is also operated by Humphreys at Starke, about 50 miles southeast of Jacksonville. The expansion of hydrometallurgical operations, declining ore grades and upwardly spiralling production increases the demand for fresh and recycled water with low levels of contaminants. The minerals industry is also increasingly being forced both by regulatory and cost pressures to reduce the amount of liquid waste they produce. This requires a strong focus on waste reduction by recycling, regeneration and reuse. However, these measures are often not enough in arid countries for a forward progress and expansion of their mining activities.   It is often the case that in the arid and semi-arid countries the only available water is either sea water or underground (brackish to hypersaline) saline waters. Brackish waters can be desalted at a reasonable cost but the desalination of highly saline waters is challenging and expensive.   There are emerging reports that sea water and in some cases hypersaline underground waters are now used by various mining industries as process water. This study explores the possibility of the use of sea water in various mineral processing and hydrometallurgical processes and briefly discusses the benefits and problems related to the use of saline waters at the mine and mill site. Several cases studies and preliminary laboratory test results are presented.

As the question of zino recovery from lead blast furnace slags has lately become such an important subject with lead metallurgists, the following description of some of the work carried out in this oonnection by the Sulphide Corporation, at CockleCreek, should prove of interest to those concerned. Early in the life of the works it was realised by the metallurgical staff that a very wide field for investigation lay before them. At the head of these was the late Mr. F. H. Evans, and it was due to his work and suggestions that the question has grown from a mere hypothesis to a commercial undertaking, in so far as these works are concerned. A great deal of the early work was carried out in the form of small laboratory expe!iments, those giving the best results being ear-marked for subsequent trial on a larger scale. The Weda Bay nickel and cobalt laterite deposits on Halmahera Island, Republic of Indonesia were first drilled in May 1996 by Strand Minerals Pte Ltd (Strand). Subsequent exploration has delineated four large laterite provinces, parts of which have been diamond drilled to outline an indicated nickel resource of 59.9 Mt of 1.51 per cent Ni and 0.09 per cent Co within a total indicated and inferred resource of 117 Mt of 1.36 per cent Ni and 0.12 per cent Co. The project is held as a Seventh Generation Contract of Work (COW) by PT Weda Bay Nickel, which is jointly owned by Strand (90 per cent) and PT Aneka Tambang (ten per cent). Strand is a wholly owned subsidiary of Weda Bay Minerals Inc, a company listed on the Toronto and Alberta Stock Exchanges in Canada. Halmahera is located in the north-eastern part of the Indonesian archipelago at the convergent junction of three major plates and is a region of considerable tectonic and geological complexity. The western arms of Halmahera form a classic volcanic island arc while the central region and eastern arms contain ophiolite complexes and interlayered sediments. The extensive areas of laterite discovered at Weda Bay have developed over serpentinised harzburgites and dunites of pre-Cretaceous age. Weathering of these rocks has produced laterite profiles that are enriched in nickel and cobalt. There are three economically mineralised laterite types, namely limonites, ferruginous saprolites and saprolites and all are amenable to rapid pressure acid leaching with recoveries of 98 per cent nickel and 94 per cent cobalt in less than 20 minutes.

The Golden Cross mine commenced production in December 1991. Both open pit and underground mines produce 1000 tonnes of ore per day. Mining techniques are discussed along with results and variations to proposed methods of extracting the ore.

Binders have been suggested as an aid for agglomeration to improve copper recovery in heap leaching operations. However, it has not been established if the use of binders would negatively affect the solvent extraction process, which is used to purify the pregnant leach solution from the heaps and remove any contaminants. Such negative effects would lead to an increase in processing costs or a decreased in copper production. The controlled studies reported here have shown that some binders (a polyacrylamide and a waste treatment additive) did not interfere with the solvent extraction process. Other binders (a polyvinyl acetate emulsion and tall oil pitch) negatively impacted copper solvent extraction and, therefore, should not be used in copper heap leaching plants.

Thirty mines and prospects were studied; 22 are within the Dolus Lakes RARE II area. Three properties within the area and one adjacent to it were determined to have indicated or inferred gold, silver, or molybdenum resources (fig. 1 and table 1) associated with quartz veins and shear zones or quartz-pyrite stockworks in granodiorite. Five other properties in the area and three just outside have potential for the discovery of gold and silver resources. Minor amounts of very fine-grained placer gold are in glacial outwash in and near the area. The John G. Carlisle Mine (fig. 1, no. 9) produced 120 oz (3.7 kg) of gold between 1897-1899. The Independence Mine produced 481 oz (15 kg) gold, 197 oz (6.1 kg) silver, and 189 lb (86 kg) of copper between 1926 and 1935. These mines are adjacent to the study area's northern boundary.

STATISTICS of injuries in the quarrying and related industries in the United States first became available when the Bureau of Mines collected reports from the operating companies for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1952, is the 33d publication containing statistical data on injuries at quarries and related plants, and it is the first to be published since 1944. The last publication was Bulletin 458, Quarry Accidents in the United States during the Calendar Year 1942. The unpublished statistics for 1942-51 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries at quarries, but there is no Federal law that compels operators to supply such data, and the reports received from operators are voluntary responses to the Bureau's requests for information. Although the figures presented herein may not be complete for the entire industry, every effort has been exerted to make them so, and the figures given are believed to be thoroughly representative of the hazards to which quarry workers are exposed. Moreover, the figures are com¬parable as between States -which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or to comprehend the relative importance of the various causes of injuries in the industry as a whole.

ECONOMIC recovery, which began in 1958, carried through into 1959 but was somewhat retarded by the 116-day steel strike beginning in July 1959. Recovery and economic growth increased production and consumption of mineral fuels 3 percent above 1958. The increase was accomplished despite a drop of 26 percent in coal exports. Prices remained constant during the year so that the value of production and consumption also increased 3 percent over 1958. Stocks in the hands of producers at yearend were little changed from the supply at the beginning of the year. Employment in the field of mineral fuels decreased 6.4 percent from 1958. Average hourly earnings were up 7 percent, and average hours worked were up 5 percent, with the result that weekly earnings gained 11.8 percent. Internal freight rates were relatively constant, but ocean tanker rates declined both in 1958 and 1959 from the high rates charged during the Suez crisis. The index of major input expenses decreased for anthracite, held constant for bituminous coal, and increased for petroleum. The index of labor cost per dollar of product and per ton of product declined again in 1959 to a new low in anthracite and bituminous-coal mining industries.

This study was undertaken to determine miners' breathing zone concentrations of diesel exhaust components, to investigate any relationships between these concentrations and vehicle type, the presence of emission controls, vehicle usage, and ventilation conditions, and to make recommendations for monitoring and ventilation requirements. Twenty-four mines including two con l mines were surveyed. Sampling was done for CON, NON, SOx, PNA, aldehydes, and particulates. hi most mines, concentrations of at least one contaminant exceeded one half the standard or TLV. The concentrations of gases arc probably sufficiently reduced by a minimum air velocity of 50 fpm. A sufficient reduction of particulate concentrations may require as high as 400 fpm air velocity. Vehicle age, type, or usage appear to have little or no effect on contaminant concentrations. PNA levels were below detection limits in all but a very few samples. Minimum requirements for routine monitoring should include formaldehyde, COx, NO2. It is further recommended that better definition of the minimum ventilation requirement be obtained.
