In the 10 years from 1998 to 2008 the annual number of fatalities in the Australian mining industry has plateaued (MCA, 2007-08 and abc.net.au website). Despite significant efforts to eliminate fatalities, this is not a comfortable statistic in this very public performance indicator.GHD has been working with the mining and minerals processing industry to identify the key risks that lead to fatalities utilising a semi quantitative risk assessment technique (SQRA®), initially developed to assist Major Hazards Facilities prepare Safety Cases (OH&S, 2007-08) in response to the Longford Incident in 1998 (Dawson and Brooks, 1999).Workshop cross functional teams are assembled from the sites and led by the GHD facilitators to identify the incident types that can have fatal consequences, the causes of those incidents and the controls that are utilised (or could be utilised) to reduce the risk. The risks for each incident type are quantified to produce a risk profile for the facility and the critical controls – the controls that have the greatest impact at reducing the risk of fatality – are selected. These controls are assessed for their adequacy and improvement actions are identified. Prioritisation of the actions is achieved by re-estimating the incident risk profiles.A review has been undertaken using a small sample from the more than 100 individual studies that GHD has completed at mining and minerals processing sites. The five most significant risks reported by sites are:1. Fall from Heights,2. Vehicle/ Vehicle and Vehicle/Pedestrian interactions,3. Entanglement,4. Molten Metals and Materials, and5. Electricity.The most significant reductions in risk identified were found to be by implementing engineering controls. Examples include:1. Chutes to contain splashes and spills of molten materials,2. Redesigning instrument and equipment layouts to take personnel away form high risk areas,3. Designing remotely operated equipment to remove personnel away from high risk areas,4. Proper fire fighting equipment provisions such as deluges around flammable materials, and5. Adequate risk assessment to ensure equipment is designed to handle the real situations and not a design case to meet an arbitrary specification.All of these cases and many of the actions identified in the studies could have been handled through better design and construction early in the life of a project rather than retrospectively fitted after operations have begun.

Increasing depths and mechanization of underground mines have led to the production of large amounts of gaseous and particulate contaminants. Over 100 000 lives have been lost due to methane gas and dust explosions in coal mine workings in both the United States and Canada since 1900. There is, therefore, the need to constantly assess and evaluate the performance of existing mine ventilation systems to maintain safe and acceptable mine environmental conditions. This paper advances research initiatives in the control of methane gas in underground mine environments. It uses the results of continuous monitoring of methane gas concentrations conducted in selected coal mines in North America to assess the effectiveness of existing auxiliary ventilation systems to control methane gas concentrations. The results show that the average quantities of fresh air required to dilute, disperse and remove methane gas concentrations within set levels of one minute varied from 5.43 m3/sec. to 27.97 m3/sec. in the development headings. The average dilution times in the headings studied were less than eight minutes. The calculated dilution efficiencies of the auxiliary ventilation systems in the headings varied from 12% to 139%. These efficiencies ranged from poor to excellent. This implies that the auxiliary ventilation systems were capable of controlling the methane gas concentrations below statutory levels but may not be able to cope with large and unusual methane gas concentrations in the headings. This study is significant in the control of methane gas and coal dust explosions in coal mines.

Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

MERCURY, also widely known as quicksilver, ranks tenth in quantity in world output of nonferrous metals. However, its unusual and desirable combination of properties- liquid liquidity at ordinary temperatures, high density, uniform volume expansion, electrical conductivity, ability to alloy readily, high surface tension, chemical stability, and toxicity of its compounds -gives mercury an industrial and military importance out of proportion to the small physical size of the production industry. Although mercury has been known and used for over 20 centuries, until the 16th century consumption was small and chiefly in medicine. Since then mercury's applications have paralleled scientific advancements, kind current principal uses of mercury are in electrical apparatus, industrial and control instruments, agriculture, pharmaceuticals, and the electrolytic prepa¬ration of chlorine and caustic soda. Other materials may be substituted for mercury in come applications; yet, for those uses that require mercury's unusual combination of physical and chemical properties, there is no ideal substitute.

The average heat requirement per barrel of crude processed in the United states rose from 555,000 B. t. u. in 1939 to 579,000 B. t. u. in 1940, although crude runs increased from 1,237,840,000 barrels to 1,294,162,000 barrels in that period. Thus the almost invariable rule that the average amount of heat needed to refine a barrel of crude oil declines when total crude runs to stills increases was broken. (See fig. 1.) The reasons underlying the apparent loss in fuel efficiency in 1940 are quite obscure. There is little question but that the principle of heat exchange, the most important fuel saver, was used as extensively in 1940, as in 1939. A few companies replaced purchased power with electricity made at their plants, but for the country as a whole purchased electricity increased 7 percent, as compared with a 5-percent gain in crude run to stills. Furthermore, the premise the more complex the products the more fuel required -does not hold, as the yield of ?complex" products, including gasoline, declined in 1940.

Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. This paper explores the possibility of using short-term time-dependent plate loading tests to estimate the elastic and viscoelastic parameters of the weak floor strata typically associated with coal seams in Illinois. Plate loading tests with incremental loads, similar to incremental creep experiments, were conducted until the floor failure occurred. For each increment, the load was held constant for a period ranging from 1-4 hours until a constant deformation rate was achieved. The deformation-time data were analyzed for viscoelastic parameters of weak floor strata assuming its behavior to be adequately represented by the standard Burgers model. The analysis required development of mathematical equations for the time-dependent deformation of the standard Burgers material under a three- dimensional state of stress. Time-dependent pillar settlement data at one mine were also analyzed for elastic and viscoelastic parameters of the weak floor strata using the developed equations. These parameters were compared with similar parameters estimated from plate loading tests.

A tractor-integrated version of an explosive ripping system was developed for mining application. This system utilizes diesel fuel and a tractor-mounted blower supplying 30 psig compressed air to a two-stage combustion chamber to produce a high pressure (600 psia) gas charge. The charge is rapidly released into the rock formation near the tip of the ripper. The system, mounted on a D9 tractor, was tested at several quarry and mining operations to investigate rock fracturing effectiveness. Although the results of comparative ripping passes conclusively demonstrated that the system increases rock fracture, performance of the system is strongly dependent on rock morphology and properties as well as basic performance of the tractor-ripper. The theory of conventional and explosive ripping modes is described and existing correlations of seismic velocity and ripper performance are shown to be in error.

The tensile properties of DGEBA/TETA epoxy matrix composites reinforced with different amounts of curaua fibers were evaluated. Tensile specimens with up to 35% in volume of long, continuous and aligned curaua fibers were room temperature tested in an Instron machine. The fracture was analyzed by SEM. The results showed significant changes in the mechanical properties with the amount of curaua fibers. This was compared to other bend-tested composites with distinct matrices. The fracture analysis revealed a weak fiber/matrix interface, which could be responsible for the comparatively low performance of some properties.

In mid-April 1992, MINING ENGINEERING mailed a survey questionnaire relating to mining shovels and hydraulic excavators to 125 SME members working at surface mines or at the headquarters of companies that operate surface mines. The mailing was directed to individuals whose titles indicate that they have management or mine planning responsibilities for surface mining operations. A total of 56 usable surveys returned by June 17 are the basis of this report. Precious metals mines Eighteen precious metals mines or mining companies returned completed surveys in time to be included in this report. Of these, 14 use hydraulic shovels only for both ore and waste, I uses both hydraulic and rope shovels, and 2 use Caterpillar 988 front-end loaders for both ore and waste. (Of the latter 2, neither expects to be in the market for a shovel in the next three years. I of these 2 placed Harnischfeger P&H number one and O&K number two in response to the question, "Based on your current knowledge of their machines, which manufacturer would you likely chose to supply new shovels or excavators to a mine or mines operating under your responsibility, if you were in the market?") Another uses front-end loaders, make not designated. The latter does not expect to be in the market for mining shovels or excavators within the next three years. Of the final total of 14 precious metals mines using only hydraulic excavators to load ore and waste, 8 use Hitachi excavators only, 1 uses Demag excavators only, 1 uses Liebherr excavators only, 1 uses O&K excavators only, 1 uses Harnischfeger P&H and O&K excavators, 1 uses Harnischfeger P&H and Hitachi excavators, and 1 uses Hitachi and Demag excavators. Of the 14 precious metals mines using only hydraulic excavators, 7 use excavators in the 7.6 to 11.5 m; (10 to 15 cu yd) size range. Of these 7, 5 use only excavators in this size range, and they are used to load both ore and waste. 1 of the 7 also uses 11.5 to 17 m' (15 to 22 cu yd) excavators, and I also uses a 17 to 23 m3 (22 to 30 cu yd) excavator. Of the 7 remaining of these 14 precious metals mines that use only hydraulic excavators, 3 use 11.5 to 17 m' (15 to 22 cu yd), 2 use 17 to 23 m3 (22 to 30 cu yd), and 2 use less than 7.6 m' (10 cu yd) units.

The Mineral Density Separator (MDS) was developed by Mintek to predict mineral separation in a plant, evaluate efficiencies and develop scale-up parameters. This study investigated the influence of particle size on the results of the MDS, the misplacement of material in the MDS and the possibility of replacing heavy liquid float and sink analyses of coal with MDS analyses. Six tests were done with coal of different size ranges. Each MDS layer was subjected to a float-sink analysis whereafter each float fraction was screened to determine the particle size distribution. The results indicated that MDS results represent float-sink analyses when compared to an ash curve. There is some misplacement in the different MDS layers, but this does not seem to influence the results negatively. If you believe that the goal of the space program should be a permanent, manned presence in space, then you believe in space mining. Historically, mining has been an integral part of the frontier. For the space frontier, mining is absolutely necessary. Any large-scale space facility must be built from materials mined in space. The reason is simple: the cost of getting material off the earth overwhelms all other costs. The cost of launching a pound of material from earth into low earth orbit ranges from $5000 to $10,000. Multiply this number by three to get to geostationary orbit. With the added expense of landing on the moon, an object is worth more than its weight in gold. Most space projects are impossible if materials must be hauled out of earth's enormous gravity well. For example, habitats (large structures in free-fall that simulate earth's gravity) and massive solar power satellites will take millions of tons of material to construct. Transportation economics alone dictate space as the source for oxygen, construction materials, and metals, among others. Space mining is not concerned with introducing materials for terrestrial use. The need for materials in space is infinite. The challenge for the mining industry is enormous.

"A shored enclosure was required to access a control structure upstream below the dam of a deep lake. The shoring involves the interaction of the structure, soil, and water and the loads imposed include the hydrostatic forces of the water, soil pressures as well as dynamic forces due to currents and waves. Deep excavation support systems have traditionally been designed using classical methods that involve direct computations of earth pressures. However, traditional analysis does not take into account soil-structure interaction. Numerical modelling offers better means to analyze soil-structure interaction. This paper presents a 2D finite element (2D-FE) analysis of a deep excavation support structure that was required to remove and replace a control structure at the upstream toe of a dam. The sheet-piling shoring was designed to withstand the lateral pressures from 14 m deep free water and 5.5 m deep excavation below the free water to reach the required excavation level to replace the gate structure. Elastic-plastic analyses were performed to predict the stresses and deformations of the complicated shoring structure and excavation bottom. The soil parameters, procedures used to develop the 2D-FE model, and the results are discussed in this paper. The shoring system is currently under construction.INTRODUCTIONA deep shoring system enclosure is required to keep out water and soil and to provide a support for unbalanced loadings due to dewatering and/or, excavation in order to permit construction of the permanent structures in the dry. A braced shoring system consists of a single wall sheet piling which is driven into the ground to form a “box” around the excavation site and is braced on the inside. After bracing the sheet piling, seal concrete is placed into the bottom to prevent water from seeping into the open excavation from underneath the sheet piling, and the water is pumped out to provide the dry work area. The braced shoring involves the interaction of the structure, soil, and water and the loads imposed include the hydrostatic forces of the water, soil pressures as well as dynamic forces due to currents and waves. Deep excavation support systems have traditionally been designed using classical methods that involve direct computations of earth pressures, (active, passive, or apparent pressures). There have been some uncertainties regarding the actual distribution of earth pressures due to influence of the support wall flexibility, as these traditional methods do not take into account soil-structure interaction. Numerical modelling offers better means to analyze soilstructure interaction."

"INTRODUCTIONThe Afton Mines property is located 180 air miles east-northeast of Vancouver and nine miles west of Kamloops, a city of 60,000 people in south central British Columbia. The deposit is located adjacent to the Trans-Canada Highway at an elevation of 2,231 feet above sea level.Interest in the property dates back to 1898, when a 330 foot shaft was sunk on the Pothook claim immediately south of the existing operations. Since that time many companies and individuals have investigated the possibilities of the area but it was not until 1972 that Afton Mines Ltd. located a significant zone of copper mineralization. The feasibility study was completed in the period 1974-1975, by Teck Corporation Ltd., who control Afton through 50% direct ownership and 65% ownership of Isa Mines, who own a further 23%. Construction began in March, 1976. Ore production started in August, 1977, and the first ore was fed to the mill on December 8. This was the third mine to be brought into operation by Teck since 1975, the others being Newfoundland Zinc and Niobec.The orebody is a porphyry copper deposit which has undergone supergene alteration. It is 1,700 feet long in a west-northwest by east-southeast direction, 300 feet wide and dips at 55° to the south. The mineralization in the supergene zone, which accounts for two-thirds of the known deposit, is rather unusual in that the copper is present primarily as native copper and chalcocite. The grade is one percent with the distribution: 70% native, 25% chalcocite, and 5% chalcopyrite with bornite, covellite, and cuprite."

By the end of 2011, the total installed capacity of the ISASMELT? technology will exceed 9 000 000 metric tons per year of feed materials in copper and lead smelters around the world. Commercial plants, operating in Belgium and Germany, are also batch converting copper materials in ISASMELT? furnaces. This TSL technology is equally effective for continuous converting processes, whereupon it is called ISACONVERT?. This paper presents the recently patented ISACONVERT? process for the continuous converting of nickel and Platinum Group Metal (PGM) containing mattes using the calcium ferrite slag system. The paper focuses on the potential application of the ISACONVERT? technology to existing nickel and PGM smelting complexes.

In February 2001, Kalgoorlie Consolidated Gold Mines (KCGM) commissioned its first full-scale ultra fine grinding (UFG) plant to supplement existing roaster concentrate treatment capacity. This process involves the fine grinding of refractory pyritic concentrate to 10µm, followed by direct cyanide leaching for the recovery of gold. By this means gold is economically extracted from the concentrate without the need to first oxidise the host pyrite. This paper details the history of the project from initial laboratory testwork comparing possible treatment options, to current performance of the 12 tph plant. This includes the cost comparison of the major treatment options, the laboratory and pilot scale UFG performance, the UFG mill selection, cyanide leaching of UFG product, commissioning and plant performance to date.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. The year 1991 recorded unprecedented change throughout the world; war in the Middle East, economic recession in key industrial nations, upheaval in Eastern Europe, and the disintegration of the former U.S.S.R. These issues and growing environmental concerns will affect the entire world mining industry. Environmental issues continue to have an ever greater effect on industrial minerals. In the United States, major issues involving the Clean Air Act, Clean Water Act, and the recent Stormwater Rule by the U.S. Environmental Protection Agency (EPA) affect many types of mineral operations. Significant developments include an important decision in 1991 by a Federal Appellate Court to overturn EPA's asbestos ban on certain products, partly on environmental grounds, and proposed legislation that would overhaul or abandon the 1872 Mining Act. On a global scale, prominent issues include environmental concerns over mining in the Antarctic and Arctic regions and a cutback in plans to clean up the Kola Peninsula in the Commonwealth of Independent States (C.I.S.).

Anglo Coal Australia (ACA) takes a proactive position with regards to attracting and retaining employees at a graduate level. Currently, ACA has graduates in its program across all disciplines: Mining Engineering, Mechanical Engineering, Electrical Engineering, Commercial, Occupational Health and Safety, Environmental Engineering, Human Resources, Safety Engineering and Processing Engineering. The current program is three years in duration and involves two (generally) equal periods at different ACA mine sites or Brisbane Corporate Office. ACA takes an active role in promoting its status at the university level by maintaining a scholarship program. Six undergraduate scholarships are offered each year across all disciplines. Associated Vacation Employment is offered to each scholarship holder during the period of his or her university study. This commitment to education is regarded highly by future graduates. ACAÆs active role in sponsoring student bodies is also known and appreciated amongst the university population. ACAÆs graduate program has been a successful training program for future leaders of the coal mining industry. The company is committed to making the program more suited to the needs of the graduates across all disciplines and as a result the program is not stagnant but is constantly changing and evolving. Recently the æGraduate PassportÆ has been drafted with an aim to keep each graduateÆs needs in relation to experience and training firmly in focus for the duration of the three-year program. Appropriate training for each graduateÆs position is supported by the company; for instance, support through funding and time for a commercial graduateÆs CPA qualifications is provided.
