INTRODUCTION The design/build (D/B) philosophy of contract delivery is neither new nor unusual when it comes to at-grade, elevated or high-rise structures. But when it comes to constructing underground facilities, there were no examples to be followed in early 90sin the continental United States or its territories. When DMJM+HARRIS was selected as general architectural and engineering consultant for the Tren Urbano (TU) project in Puerto Rico, one of the requirements of the Federal Transit Administration (FTA) for funding commitment was to use TU as a demonstration project utilizing design/build contract delivery method. Now fifteen years later, New York City Transit (NYCT) has instituted a similar requirement for their first Tunnel Boring Machine (TBM) contract for the Second Avenue Subway. As with most construction mega-projects, lots of things have happened and there were several lessons learned from the TU experience that are now being applied to Second Avenue. Both of these projects require building tunnels and underground transit facilities in heavily traveled corridors of an urban city, in the vicinity of active business and commercial enterprises. To enhance the challenge, there are noise and vibration sensitive and historic urban receptors either over or along both the transit corridors. Column free Tren Urbano station caverns over18 m (60 ft.) wide were built in soft ground conditions within 3.6 m (12 ft.) of the surface under an aging heavy utility corridor, while NYCT tunnels with station structures stretching the limits of rock caverns to 34.8 m (100 ft.), were planned in rocky geology with the presence of shear and fault zones and some mixed face conditions. BACKGROUND During the early period of design/build experimentation, the speed with which the contract procurement packages could be put together enabled the owners to take advantage of the major efforts underway to rebuild the infrastructure that was suffering from post-World War II neglect. Use of design/build for new starts was unheard of and most of the projects were smaller in nature in order to allow the methodology to be tested. Introduction The mining industry has been using computers since the late 1950s. Despite this early start, the use of mine planning software is not a common practice in many operations. But the trend might be changing because of the availability of relatively inexpensive personal computers (PC). The introduction of these machines has generated unprecedented interest by mine managers to computerize their planning operations. However, some managers have become disappointed with the PC's lack of adequate software and the inability to handle the massive amounts of information required for modeling. This paper is an attempt to shed some light on the future of computers in the mining industry. It will examine: • historical progress in the computer industry, • future advances in the computer industry, • historical usage of computers in mining, and • future alternatives available to mining. Historical Progress The computer industry has come a long way since the first full-fledged electronic digital computer Electronic Numerical Integrator And Calculator (ENIAC) was built in 1946. This machine weighed more than 27 t (30 st). It contained 19,000 vacuum tubes, occupied 139 m2 (1500 sq ft), and could perform 5000 additions per second. By contrast, today's fastest, commercially available computer is the CRAY-X. It weighs less than 5 t (6 st), has no vacuum tubes, occupies less than 9 m2 (100 sq ft), and performs over 100 million operations per second. This is an incredible advancement in less than 40 years. One person commented on the rate of advancement in the computer industry. The brown coal deposits of the Latrobe Valley are ideal for open cut mining and this method has been used since the start of coal winning in 1894. Operations at the main Yall9urn open cut commenced in 1922, but after a few years the main excavators were replaced by German continuous excavators and subsequent developments of Yallourn and the newer Morwell open cut have been based on this type of plant. The reasons for preferring continuous to intermittent excavators in the Latrobe Valley are indicated in this paper.Under the pressure of post-war conditions, and from their long experience and ability, German engineers have recently made substantial improvements in their continuous excavators and these developments have been enhanced by some American innovations. These changes have extended the economic limits of open cut mining and also serve to emphasize the close inter-relation between the nature of coal and overburden deposits, excavator design and methods of operation.As an aid to descriRing recent excavator developments, this interdependence is demonstrated by means of diagrams which show typical methods of operations, together with examples of actual machines using these methods. The types of excavator dealt with are mainly those in use at, or destined for Yallourn or Morwell open cuts, together with additional types used in U.S.A. and Western Europe. For completeness, and also because they will continue in service at Yallourn and Morwell for some years, rail-mounted dredgers have been included in this paper even though in Europe they are now regarded as obsolescent.Explanations are given of how the intrinsic qualities of Latrobe Valley brown coal and overburden have sometimes prevented overseas plants from operating with the full efficiencies and/or in the methods visualized by the manufacturer, and references are made to the modifications and investigations being undertaken to overcome these problems.A compresensive bibliography is given. Dates shown on illustrations are not commissioning dates of the plant concerned, but the year when photographed.

This report describes the Foster-Miller program that designed, developed, built and tested an automatic, remote control mine car coupler. This new coupler gives the motorman the capability to selectively couple and uncouple cars from the locomotive, to transmit braking intelligence to the coupled car s and to determine if the trip is intact. Hazards due to derailment and runaway cars will be reduced as the brakes are automatically applied in any uncoupled car. Laboratory tests described herein have been completed on the coupler set. Applications include, but are not limited to, the unit train system.

This Bureau of Mines publication contains analyses and related source data for 276 natural gas samples from 23 States. All samples except four were collected during calendar year 1984. Those four samples were collected earlier, but releases granting permission to publish were not received until 1984. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and chromatograph. The results of these investigations are published annually to make the information available to the petroleum industry and the general public. Twenty-eight publications have presented the results of 13,957 gas analyses made prior to 1984. The first three bulletins (1-3)2 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24, 26-28) containing 8,453 analyses of samples collected since 1960.

The Bureau of Mines, in cooperation with the Florida phosphate mining industry, investigated the dewatering of waste phosphatic slimes. Part of this investigation was to determine the electrophoretic mobilities and cation exchange capacities of the slimes. The mobilities and exchange capacities are reported for samples of slimes taken from 15 plants operating in the Florida land-pebble phosphate district that includes Polk,Hillsborough, Manatee, Hardee, and DeSoto Counties. The electrophoretic mobilities determined were all negative, ranging from -0.24 to -1.93 (micrometers per second) per (volt per centimeter). Also reported are frequency distributions of electrophoretic mobilities, electrophoretic mobilities of slime diluted with distilled water and electrophoretic mobilities of sand-slime mixtures. The cation exchange capacities ranged from 17 to 45 milliequivalents per 100 grams of slime solids.

Keywords: stainless steel, AOD refining, side and top combined blowing, mixing characteristics, water modeling The fluid mixing characteristics in the bath during the side and top combined blowing AOD (argon-oxygen decarburization) refining process of stainless steel have preliminarily been investigated on a water model unit of a 120 t AOD converter. The geometric similarity ratio between the model and its prototype (including the side tuyeres and the top lances) was 1:4. On the basis of the theoretical calculations for the parameters of the gas streams in the side tuyeres and the top lances, the gas blowing rates used for the model have more reasonably been determined. The influence of the tuyere number and position arrangement, and the gas flow rates for side and top blowing on the characteristics has been examined. The results demonstrated that the liquid in the bath underwent vigorous circulatory motion during gas blowing, without obvious dead zone in the bath, resulting in a well mixing effectiveness. The gas flow rate of the main tuyere had a governing role on the characteristics, a suitable increase in the gas flow rate of the subtuyere could improve mixing efficiency, and the gas jet from top lance could make the mixing time prolong. Corresponding to the oxygen top blowing rate specified by the technology, a roughly equivalent and good mixing effectiveness could be reached by using six side tuyeres with an angle of 27 degrees between each tuyere, and five side tuyeres with an angular separation of 22.5 or 27 degrees between each tuyere. The relationships of the mixing time with the gas blowing rates of main-tuyeres and sub-tuyeres and top lance, the angle between each tuyere, and the tuyere number have been obtained.

Blasthole deviation is a frequent, well documented and undesirable occurrence in mining operations. It is caused by the drill string mechanics, operating variables and the interaction between the drill bit and the rock mass characteristics. It is composed of three distinct components: collaring or marking error, alignment error and trajectory deviation. This study has focussed on the dependence of trajectory or natural deviation on the geological features of the rock mass being drilled.

The mining industry is no stranger to hard times. Throughout its history, the industry has faced the ups and downs of commodity prices, difficult-to-mine-and-process ore bodies, labor issues and other problems. Throughout it all, though, the mining industry continues to provide the materials needed for society —even in the face of attacks by those who seek to cripple the industry or have it go away. The reason the mining industry survives, of course, is that mankind requires the products the industry produces. And, in recent decades, the industry has developed new technologies and improved on existing ones to produce those products in environmentally sound ways. At the same time, the economic benefits have been enormous to communities throughout the world where mining takes place.

During a mine fire or other emergency, it may be desirable to reverse the airflow in order to provide an escapeway or to isolate a fire. Also, in colder areas, the airflow may be reversed to prevent ice buildup. When reversing main mine fans, the mine operator usually does not know what operating characteristics of flow and pressure to expect. Laboratory and field tests of vane axial main mine fans in the 7- to 9-ft diameter size range were conducted to establish forward and reverse performance characteristics under controlled conditions and at typical mine installations. The data obtained suggest that reverse performance characteristics are dependent upon the blade angle and the hub to tip ratio. There is also evidence that reverse performance can be predicted for a family of blade angles and a given hub to tip ratio. Generally, quantity of air is 30 to 65% less in reverse than when operating in the normal forward mode.

Smarter Gravity Separation Using the Kelsey Centrifugal Jig With relatively coarse grained and easy-to-process ore sources rapidly dwindling, smarter techniques are becoming more necessary for the continued success of mineral processing operations, while increasing environmental pressures also require more environmentally friendly solutions. Gravity concentration has long been employed to pre-concentrate minerals using water, reducing or eliminating the need for less environmentally friendly processing techniques such as flotation. Conventional gravity recovery devices however, operate in a 1 g environment with limited efficiency in the separation of fine particles of heavy and gangue minerals. More recently developed centrifugal concentrators operate in a multi-g environment and enable finer heavy minerals to be recovered, but also exhibit limited separation efficiency due to the separations being based on solid particle mass differentials. Further enhancement of gravity separation has been achieved using the Kelsey Centrifugal Jig (KCJ), which also operates in a multi-g environment, but separates minerals on the basis of specific gravity differentials, using 'ragging' media and a pulsation mechanism, which maximises the effect of differential particle accelerations. This enables the efficient separation/recovery of minerals down to a particle size of ~6 ¦m and/or separation of minerals with a low specific gravity differential. This paper presents details on the principals of operation of the KCJ, recent improvements in the technology and recent developments in modular KCJ plants, as well as some KCJ application areas, which offer smarter, environmentally friendly processing opportunities for the mineral processing industry.

Unplanned stope panel collapses occur on most near-surface and shallow mines in South Africa. Although these incidents often occur during blasting, they pose a major threat to the safety of underground workers and the economic extraction of orebodies. Most stope panel collapses occur due to excessive panel lengths (resulting in excessive stope spans) that are not designed according to a systematic design procedure or methodology. Instead, panel lengths are often dictated by the equipment in use and by previous experience under similar conditions. Hence, a rock engineering design methodology for the design of stable stope panels between pillars is of vital importance for optimum safety and production in shallow mining operations. Using the proposed design methodology described in this paper, rock mechanics practitioners and mine planners should be able to identify and quantify the critical factors influencing the stability of stope panels. The critical factors should then be used as input to the design of stable stope panels that will provide the necessary safe environment for underground personnel working in stopes. The proposed design methodology is an iterative process, which includes aspects such as rock mass characterization, estimation of rock mass properties, identification of potential failure modes, consideration of appropriate stability analyses and other elements of the rock engineering design process. This process continues after implementation. During monitoring, new data should be included in the database and the design process repeated on a regular basis. Design approaches included in the proposed design methodology include empirical methods such as different rock mass classification methods, analytical methods such as elastic and Voussoir beam analyses, kinematic analyses, probabilistic analyses, and numerical analyses. Frictional ignitions (also called face ignitions) is defined as the rapid oxidation of a mixture of methane and air with a visible flame that could last from a few seconds to several minutes. These ignitions have a potential to turn into a mine explosion and eventually a large-scale mine fire. Over the last 22 years, U.S. coalmines have had 1566 frictional ignitions. There were no fatalities but serious injuries have occurred. Every effort, therefore, should be made to prevent frictional ignitions. The preventative measures fall under four categories: (a) degasification of coal seams prior to mining, (b) adequate ventilation, (c) wet cutting or water-jet assisted cutting and (d) machine design to minimize ignitions. The paper discusses each of these techniques in detail.

The Bureau of Mines conducted a series of experiments using Illinois No. 6 coal to determine the effect of asymmetric wear on airborne respirable dust (ARD), specific energy, cutting force, and normal force. Plumb-bob-type bits--one new bit and four ground with different sized flats--were used. Constant-depth linear cuts at 0.32, 0.64, 1.27, and 2.54-cm cut depths were made. Both cutting force and normal force increased as the flat area increased. Specific energy demonstrated a statistically significant increase with flat area at the 0.32-and 1.27-cm cut depth only. Specific ARD showed a statistically significant decrease with increasing flat area only at the 0.64-cm cut depth. Increasing cut depth increased cutting force but decreased specific energy and specific ARD. Normal force increased with increasing cut depth for the new bit but exhibited a maximum at 0.64 cm for the bits with flats.

Land rehabilitation procedures in coastal dune lands are described in detail and brief mention is made of a study of animal health and copper uptake. The paper concludes with a summary of the increased emphasis on agronomy and restoration as the mining operation commences dredging in a better class of grazing land.

Many longwall mines rely on methane drainage to supplement traditional fan-based ventilation systems. However, the surface production facilities for methane drainage systems, including gob gas ventholes, are commonly located in remote locations, sometimes without convenient access to electrical power, and they may be monitored infrequently. The first evidence that a methane drainage system may not be operating efficiently, or not operating at all, can be an increase in methane concentrations at a return air shaft or underground where the workforce is exposed to the risk of a methane explosion. A solar powered, remote gob gas venthole monitoring and cellular telephone-based real-time data transmission system has been developed and successfully field tested by the National Institute for Occupational Safety and Health (NIOSH) to address this problem. With this system, individual methane drainage boreholes can be monitored from the mine office to determine current operational performance parameters, as well as review past data to anticipate maintenance needs and troubleshoot operational problems.

This report is the third of a series on convergence of roof and floor in coal mines and subsidence of surface that accompanies it. The first paper5/ dealt with extraction in a mechanized mine (Montour 10) having relatively short rib lines that retreat rapidly. The second dealt with extraction in a mine (Crucible) in which coal was loaded. by hand and in which the rib lines wore long and slow-moving. The present report deals with a mine (Gibson) in which conditions approximated those in the Crucible mine, except that the distance between room centers was considerably less and the pillars were narrower in consequence. Moreover, the average cover was less and the studies were made under the steep hillside of a stream valley compared with a gently rolling surface over the portions of the second mine studied. Gibson mine lies in the east-central hart of Washington County, Pa. , approximately midway between the Montour 10 end Crucible mines on a north-south line. A cooperative agreement covering the work was made with the Hillman Coal & Coke Co. through W. L. Affelder, vice president. This paper describes the methods used in the investigation, gives excerpts from the data obtained, and offers such generalizations as appear to be justified.

The growing availability of information and data analysis capabilities of recent years provides new opportunities for improving the performance of mining operations. By using real-time measurements and artificial intelligence, it is possible to respond faster to changing conditions, while accurate and timely information permits rapid evaluation of changes and fast business improvement decisions. This article presents a blueprint for alignment of systems, organizational design, and management practices to leverage these developments in performance-driven operations management in mining and mineral processing. The first component of the blueprint is a performance framework with a system of key performance indicators for production control that can be used across organizational levels. This system places improvement at the core of management activities, giving greater importance to improvement skills at lower organizational levels, so companies can leverage available information for improving operational control. Secondly, the blueprint defines an organizational structure that strengthens performance improvement with technological and change management capabilities. Finally, the blueprint proposes alignment of management practices, covering the optimization of short-interval controls, the application of an improvement project portfolio management system that determines the ownership of improvement projects, and the coordination of controls across the organization. This combination of systems, organizational design, and management alignment supports rapid decision-making at the right organizational level. Introduction of the presented blueprint for operations management enables mines to leverage the developments in information and analysis capabilities to improve the performance of operations.
