INTRODUCTION The level of analysis for the selection of extraction practices and equipment for surface mining differs significantly from that found in underground mining. In underground mines, manufacturers establish the operating ranges of the equipment, such as continuous miners, loaders, and boring machines, based upon required clearances. Even in conventional mining, the drilling and blasting operation is usually based upon experience. The selection of extraction methods and equipment for surface mining is more complex. Since the equipment is not as confined as in deep mining, and the topography tends to be highly variable over the limits of the mining property, primary extraction equipment must be sized according to reach and capacity. Further, due to the depositional characteristics of the over- burden, drilling and blasting patterns must be well- designed to provide proper fragmentation. The following sections provide a general outline for the selection of surface excavation practices and equipment. The topics covered include drilling and blasting and the selection of both primary extraction equipment (draglines and stripping shovels) and secondary extraction equipment (bulldozers, scrapers, and front-end loaders). EXCAVATION FUNDAMENTALS Before discussing surface excavation, a few concepts need to be defined. A bank cubic yard of material is equal to one cubic yard as it lies in its natural or undisturbed state. A loose cubic yard is that portion of a bank yard that after being disturbed has expanded to measure one cubic yard. Swell is the volume increase of a material when it is removed from the natural state. Finally, load factor is the percentage decrease in the density of a material from its natural state to a loose state. Table 1 summarizes these concepts for various materials. When the amount of overburden to be removed to meet a predetermined production rate is established, a suitable bucket size for the primary stripping equipment must be calculated. The following equation can be used: NBSIZE = TBC/[(OF) (BF)] (1) where NBSIZE is the actual bucket capacity after considering the swell percentage, the bucket fill factor, and the operating efficiency; TBC is the theoretical bucket capacity (TBC = COB/NTCPM); OF is the operating efficiency; BF is the bucket fill factor; COB is the cubic yards of overburden to be removed; NTCPM is the number of theoretical cycles per month [NTCPM = (SMH) (3600)/(CT)]; SMH is the scheduled monthly hours; and CT is the cycle time in seconds. FRAGMENTATION PROCEDURES Drilling Where the strength of overburden material is such that blasting is required prior to excavation, drilling is conducted before using explosives. Two methods of drilling are found in mining-percussion and rotary. Penetration of overburden by percussion drilling is carried out by successive impacts of the bit into the rock. Emphasis in this section will be placed on rotary drilling, because for surface mining it is the most versatile form of overburden penetration. Rotary drilling is conducted by rotating a rigid string of tubular rods to which a rock-cutting bit is attached. The drilling energy is supplied by rotation as well as thrust and the cutting action consists of abrasion, scraping, spalling, or chipping. The size range for rotary-drilled blastholes is from 4 in. to 15 in., with 9 in. and 12 in. being common sizes. There are two types of bits used for rotary drilling-drag and rolling cutter. Drag bits are applicable in soft to medium-soft shales or their equivalents. Since their effectiveness is dependent upon a successful scraping action, drilling thrust is lower for drag bits than for rolling cutter bits; the opposite is true for torque requirements. The bits are usually fitted with replace- able tungsten-carbide cutters. Rolling cutter bits, though available in a two-cone configuration, are usually of the three-cone style (Table 2). The rolling cones have either large steel teeth for drilling through soft formations or small tungsten-car- bide inserts for drilling through hard formations. Table 3 relates bit size and weight to the strength of the rock. The major advantage of rotary drilling is its rapid drilling rate. This is due to the fact that, unlike percussion drilling, rock penetration is uniform with depth. The Western Australian gold industry has approximately 100 operating plahts, mainly CIP/CIL. The nature of the State's rapidly expanding gold industry gave rise to concerns over management of the  cyanide hazard, in that most plants are remote from major population centres, have a workforce with a high tum over and use highly saline process water. Approximately 4500 workers in the industry have the potential to be exposed to cyanide in the course of their normal work.   This paper outlines the risk management strategy developed by Government and industry to monitor atmospheric HCN gas in the work environment and the role of continuing education and training along with regular site inspections by Department of Mines Inspectors.

The U.S. Bureau of Mines has prepared this report on strategies for maintaining high job attendance among underground coal miners because high absenteeism is a threat to miners safety and seriously hampers productivity. A substantial number of research studies on the effectiveness of various strategies for reducing absenteeism among the employees of nonmining industries have been reported in the literature. These strategies have aimed at improving job attendance through one or more of the following: (1) improving employment procedures, (2) overcoming problems that adversely affect one's ability to attend work, and (3) increasing miners motivation to attend work. Many of these strategies appear applicable to the mining industry, and are reviewed in the first half of this report. The second half of this report describes how one could develop and implement a program for maintaining high attendance at underground coal mines. The steps include: measuring and evaluating attendance levels; formulating attendance goals and an absenteeism policy; developing and implementing an attendance promotion program; and periodically going through the preceding steps known as recycling.

Laboratory experiments were conducted to determine the responses of a prototype smoke detector and a commercially available photoelectric smoke detector to smoke particles generated from various combustion sources. The prototype smoke detector combines optical scattering measurements with ionization chamber measurements in order to reduce/eliminate nuisance alarms due to the presence of airborne dusts or diesel exhaust particles. The commercially available smoke detector is designed for use in harsh environments where airborne dust represents a major problem due both to nuisance alarms and detector contamination. In the experiments, the responses of the two detectors were measured when exposed to smoke particles from the exhaust of a diesel engine and from a variety of fire sources, including wood, coal, styrene butadiene rubber, and No. 2 diesel fuel. For the solid fuels, data were obtained for both smoldering and flaming combustion. This report describes the experiments, their results, and the use of these results as they apply to early-warning fire sensors capable of the rapid and reliable detection of fires in atmospheres that may or may not be contaminated by either airborne dust or the products produced from diesel engines. Subsequent to these laboratory experiments, six smoke detectors were installed in an underground limestone mine for further testing and evaluation. The legal issues surrounding the regulation of subsidence are among the major concerns facing the underground mining industry today. Whether subsidence occurs almost immediately as a result of longwall mining or without warning as a result of room and pillar mining conducted years ago, the resulting disputes are highly controversial and typical of the disputes involving the competing interests of surface and mineral estate owners. Until recently, the law governing these disputes was firmly established under the common law. The passage of the Surface Mining Control and Reclamation Act 1, the utilization of new mining technologies, and the general heightened environmental awareness of our times, however, have interjected new issues into this area of the law. State and Federal court decisions and administrative agency interpretations have helped clarify some of the issues. However, as evidenced by the many recent lawsuits between operators, surface owners, and regulatory agencies, many uncertainties still exist.

When plotted as head vs. volume, fan curves start high and decrease in head with increasing volume while mine head curves start low and rise with increasing volume. Their intersection is the system operating point. But wait a minute: Isn't head loss a negative number, a debit? And isn't fan head an energy addition, a credit? This, as every ventilation instructor knows, is often a stumbling block to student or audience comprehension. It is possible to use the intuitively correct curves - pressure losses as negative values and energy additions as positive values-and still obtain the correct operating point: adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at which the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure; with the standard approach it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel circuit or ventilation network. The results are the same, and the approach is logically consistent and less confusing.

In the last two years the Commission for the Environment has received four Environmental Impact Reports (EIR) for Audit and has been or is involved with at least four environmental impact assessments (EIA) related to mining. The EIRs have included Weavers Coal Mine, the Monowai-Maratoto mining proposal, the Martha Hill mine and the Wainui Road Mill. The EIAs are related mainly to coal fields in the Waikato but also included a further EIA on Martha Hill.

Until 1956, drill and blast was the only way to excavate rock. In that year, a tunneling machine using disc type cutters economically bored a small Toronto tunnel. Its amazing 105 ft/day set a new world record and set the stage for a new industry. The Disc Cutter Role in Excavation Mechanical excavation of hard rock is by now deeply ensconced in the heavy civil construction industry. All over the world, from the Swiss Alp Melange to Hong Kong Granite, to New York Gneiss, huge Tunneling Boring Machines (TBMs) create transportation, water and sewer tunnels. Powerful machines, boasting as much as 6000 hp, bore through rock, excavating in excess of 1400 tons per hour. The tool that makes this tunneling phenomenon possible is the single blade, rolling disc cutter. These hardened steel discs, from 15 1/2 to 19 inches diameter are arranged on a rotating cutterhead, to cut concentric circles in the rock. As the machine is propelled forward under great pressure, rock below each cutter is crushed. But the efficiency of the cutterhead is derived from the science of cutter spacing (distance between cutter paths). The majority of the rock excavated is not crushed, but flakes off in chips and chunks. No pick, tooth, or drag type cutting tool can duplicate the performance of a disc cutter. The economic use of drag type tools is limited to as low as 5,000 psi UCS rock strength in massive formations. In weakly bonded, foliated rock, drag tools do better, but are still limited to rock generally less than 15,000 psi.

This paper addresses the prediction of groutable joint apertures, grout penetration limitations, and possible grout take volumes per cubic metre of rock, as a result of 5 to 10 MPa pre-injection pressures ahead of tunnels. Joints are obviously opened more than in the preceding Lugeon tests, and many rock mass properties can apparently be improved if stable micro-cement based materials are used. The works recorded in this Test Report have been performed by Rade Roncar - Electrotechnical Institute of Zagreb, SFR Yugoslavia in collaboration with Bureau of Mines. The main objective of these investigations was to investigate the possibility of fabrication of thin-walled square enclosures of satisfactory safety factor in accordance with requirements of effective technical regulations. The results and the investigations can be divided in three main fields: - investigations of thin-walled enclosures with the view of determination of pressures causing technological deformations before performing tests in accordance with effective applicable regulations, - finding the safety factor by means of tests of metal-foam pressure vents, - comparison of enclosures with and without pretreatment by technological deformation.

The fly-in-fly-out (FIFO) mining model has significant implications for the industry as it plays an important role in fulfilling the economic, social and workforce needs of the contemporary mining industry. It has increasingly been adopted in countries such as Canada and Australia, but is the current nature of the FIFO model challenging the place women have achieved in the mining workforce? Research in the mining and oil and gas industries reveals that major sources of stress for fly-in-fly-out mining workers are the times of parting and of reunion, the challenges in defining roles within the family, parenting, and conflict between spouses over the use of the leave time and money. So how are women in the industry coping with the FIFO schedules and consequent intermittent relationship with families and partners? How is the mining industry adapting to recruit and maintain female employees in FIFO operations? This paper describes an exploratory study conducted in Canada, which intended to provide some initial insights that might help us answer the questions above. There are several inferences made from this exploratory study. It is clear that FIFO poses significant challenges for both female and male workers. It is largely seen as rigid, extremely challenging for employees with young families and workers who are single mothers, and it is generally incompatible with starting a family and caring for small children. FIFO creates severe stress on relationships and on workers psychological well-being. It seems to be indeed harder for women, since they are often in lower paying positions and therefore have less financial reward for the FIFO lifestyle. On the other hand, FIFO creates the opportunity for young women, including Aboriginal women, to jump-start their careers, as well as opportunities for mature women to work while pursuing other personal interests during their time off. This paper concludes with recommendations to improve the FIFO system in order to increase the ability of mining companies to hire and retain women

This paper reviews the annual status of the New Zealand mining industry (metallic minerals and coal) including key aspects such as mineral production, mineral exploration expenditure, commodity price trends, key industry players, market activity and other significant commercial factors.   Strong commodity prices during 2006 have been underpinned by a number of key factors including US dollar weakness and emerging market demand, particularly from countries such as China and India. In real terms commodity prices have recovered significantly since 2002 and are currently at 20-year highs.   New Zealand exploration spending on metallic minerals (predominantly gold) is at a 15 year high driven by rising global commodity prices. New Zealand gold production in 2006 was about 340,000 oz and is expected to grow in 2007 as new mines at Frasers and Globe-Progress (Oceania Gold) and Favona (Newmont) come on stream. Gold production broadly lags 10 years behind exploration spending and exploration activity over the last five years remains well below that seen in the early 1980Æs. Expenditure on coal exploration shows a similar trend with strong growth from a low base over the last five years, reaching over $11 M in 2006. Total coal production in 2006 was 5.9 Mt, an increase of 10% on 2005 with imports from Indonesia adding a further $1.1 Mt.   Newmont and Oceana Gold are by far the largest public gold mining companies operating in New Zealand, although only Oceana Gold maintains a presence on the local stock exchange. Other metals explorers with New Zealand projects include a range of public-listed Juniors (market capitalisation less than NZ$50m) domiciled largely in New Zealand, Australia and/or Canada. Capital-raising on public markets directed towards New Zealand exploration is estimated at around NZ$12 M for 2006, the bulk of this coming via Glass EarthÆs NZ$10 M IPO on the NZAX in October.   The New Zealand Coal sector is dominated by the state-owned enterprise Solid Energy with around 80% market share by production. Other domestic coal competition remains limited, and includes the L&M Group, Pike River Coal, Eastern Corporation, and New Vale (acquired by Solid Energy in 2007). Pricing parity comes mainly from imported coal and global thermal coal prices have remained strong during 2006 at around US$45-55/t, driven by continued expansion in Chinese demand. Coking coal prices have eased 16% since 2005 to around US$98/t in 2007.   Although recent increases in exploration spending suggest a renaissance in the New Zealand minerals sector, long-run trends indicate that we have simply rebounded from a low base over the last five years and much work is still to be done to stimulate further growth in the mining industry to maintain minerals production at current levels. Key industry challenges include marketing exploration opportunities to local and overseas investors, building a critical mass of NZX-listed explorers and providing an internationally competitive environment to attract further capital and expertise.

It is difficult, and probably inadvisable, to frame rigid rules for the valuation of alluvial deposits, for such deposits are very diverse in type, varying, for example, according to the mineral sought and according'to the complexity of the deposit which, on one hand, may be a narrow welldefined alluvial strip at the bottom of which is a continuous mineral lead, or, on the other, may be a broad alluvial flat with discontinuous patches of the valuable mineral occurring at different levels throughout the alluvium.However, some definite procedure in valuation must be adopted when dealing with anyone deposit, and the fundamentals of such a procedure are applicable to almost all alluvial deposits.The methods described in this paper are based very largely on the valuation of a specific deposit and, although an attempt has been made to keep the discussion as general as possible, it contains some statements which, if traced to their origin, spring from the writer's association with that deposit. Such statements must be interpreted with sufficient flexibility to be appropriate to whatever area the reader may have in mind.The subject of valuing an alluvial deposit falls naturally into two divisions: The valuation of each borehole; the valuation of the deposit as a whole. The following discussion is therefore dealt with under these two headings.Some general matters are mentioned in a third section.

Top priorities for all blasting companies and individual blasters are risk management, safety of company personnel and the general public, regulatory compliance, and liability protection. On a daily basis, hundreds of shots are detonated by well-trained, skilled, and experienced blasters without incident. Unfortunately, accidents inevitably occur, which is why blasting is considered an “ultra hazardous” or “inherently dangerous” activity from a legal perspective. Despite countless regulations, recent advances in technology, improved training, ongoing research, and improved communication in the industry, mistakes and the resulting incidents continue to occur during blasting operations. These result in dangerous or deadly flyrock, site security lapses, increased complaints, blast damage claims, and lawsuits, which lead to increased insurance costs and other financial tolls for blasting companies. In life, lessons learned the hard way are rarely forgotten. The same is true in blasting operations. Blasting missteps and the resulting events are often the best catalysts for improving risk management and thereby reducing accidents, liability, and financial tolls. This paper provides a summary of two incidents, one safety and the other liability related, and the errors that resulted in a fatality in one case and a multi property lawsuit in the other. The two incidents provide examples that serve as a case study for lessons learned the hard way in blasting operations and offer guidance for the considerations that blasters and blasting companies should incorporate into daily operating procedures.

Hydrometallurgical operations and many processes in the chemical industry require the separation of dissolved material from solids. One of the decisions which has to be made in designing a plant for such an operation is how this separation shall be accomplished. It is the purpose of this paper to set forth the general principles involved in such separations in order that the optimum flowsheet and equipment may be selected. Countercurrent Decantation with thickeners, or C.C.D. as it is generally known, is, of course, only one way of separating dissolved material from undis-solved. Other unit operations such as Countercurrent Filtration (C.C.F.) and Countercurrent Classification (C.C.C.) are widely used. The same principles may also be applied to centrifugally assisted decantation, as with nozzle or solid bowl type centrifugals, and to separations using screens, either gravity or centrifugal type. Another form of countercurrent washing applicable to granular materials is practiced in continuous ion exchange operations. All of these operations depend on two basic principles, or combinations of these principles. In C.C.D. type operations the solids are concentrated into the smallest possible volume of liquor in each step and the resulting pulp then mixed with a more dilute liquor and recon cen trated, the liquors separated from the more dilute stages being advanced to dilute the more concentrated liquor in a previous solids concentrate, as is shown in Fig. I. This will be termed the solids concentration-solution dilution principle, or, for short, solution dilution. countercurrent decantation- type circuits. The second principle used in washing solubles from solids is that of solids concentration-solution displacement. Here the solids are restrained from movement while wash solution is forced through the interstices in a counter-current fashion, as in Fig. 2. In the simplest application of this principle, once the "cake" has been formed, it is not disturbed until the operation is completed. In continuous filters, the cake is merely moved under the successive washes and the displaced filtrates removed as in Fig. 4. Often, however, after one or two displacement washes, a repulping step is introduced, the cake reformed and washed again. This procedure brings the solution dilution principle into play as well as the solution displacement principle. Drilling and blasting stages are considered factors that impact downstream processes significantly and over all the mining business value chain. Adequate control of these processes may represent energy savings in comminution processes. There has historically been a resistance to design change as this implies more drilling and implementation costs due to new technologies in explosives, which added value is difficult to quantify.
