In carrying out the provisions as set forth by an Act of Congress (36 Stat. 369) approved May 16, 1910, effective July 1, 1910, and the amended Act of February 25, 1913, (37 Stat. 681), the Bureau of Mines, among other activities, conducts inquiries and scientific and technologic investigations concerning mining with a view to improving health conditions and increasing safety and disseminates the general information gained by these studies. Through the medium of these publications, the causes as well as the methods that have been found most satisfactory in combating undesirable conditions are brought to the attention of the mining industry. This bulletin describes health and safety reports that have been published for the period July 1, 1955, through June 30, 1961. Technical Paper 705 issued in 1948 contains a listing of all Bureau of Mines publications dealing with health and safety in the mineral and allied industries from 1910 through 1946; Bulletin 558 contains a bibliography of such reports that were issued from January 1947 through June 1955.

The Fe(II) regeneration process is an important aspect of Alternate Anode Reaction Technology (AART) for copper electrowinning (EW). In AART, Fe(II) is oxidized to Fe(III) at the anode during EW, and it must be regenerated to maintain recyclable electrolytes. Regeneration is achieved via Fe(III) reduction by SO2(aq), and the reaction is catalyzed by activated carbon particles. To better understand this process, a kinetic model was developed and experimentally validated for the Fe(II) regeneration in the current work. The investigation focused on the primary reaction mechanism and the reaction rate dependence on four variables: carbon particle size, flow rate, initial Fe(III) concentration and initial SO2 concentration. The Fe(II) regeneration reaction is mass-transfer controlled in the presence of activated carbon. Carbon particle size and initial Fe(III) are the most influential factors under the conditions tested. Initial SO2 concentration is insignificant to the reaction rate.

In the field of mineral processing, although many operations are applied to suspensions of ore particles in fluids, there is a lack of fundamental knowledge relative to the flow resistance encountered by immersed bodies moving through solid-liquid suspensions. Previously proposed equations, based on the Ostwald-de Waele (power-law) model for non-Newtonian fluids, are exam ined in the turbulent flow region relative to a number of pertinent variables and their effects on the movement of immersed bodies. As more knowledge is acquired in regard to the effects of suspension variables on the rheological properties, useful relationships may be proposed to allow predictions of conditions to achieve optimum results for engineering purposes. In the field of minerals processing, many operations are applied to suspensions of ore particles in fluids. The differential movement of solids of various sizes and densities in suspensions is of utmost importance to gravity concentration, wet classification, flotation, hydrometallurgy, and pipeline transport of solids. The subject is also of importance to other branches of engineering; for example, those involved with soil mechanics, ceramic slips, and oil-well drilling fluids. There is a lack of fundamental knowledge relative to the flow resistance encountered by immersed bodies moving through solid-liquid suspensions. The problems encountered in the direct application of the well-known Stokes and Newton's Laws to non-Newtonian systems have been examined in a previous paper.' Equations were proposed based on the Ostwald-de Waele (power-law) model for non-Newtonian fluids. This present paper examines these equations in the turbulent flow region relative to a number of pertinent variables and their effects on the movement of immersed bodies. It is thought that, as more knowledge is acquired as to the effects of suspension variables on the rheological properties, useful relationships may be proposed to allow prediction of conditions to achieve optimum results for engineering purposes. The purpose of this paper is to make an initial assessment of the nature and magnitude of pertinent suspension variables. In order to avoid too voluminous a document, the examination of kinetics and mechanisms will be omitted at this time. THEORY A Newtonian fluid is defined as a fluid in which the stress is proportional to the rate of strain, 2 i.e.: H = viscosity; see Table I. for list of symbols The following equations are conventionally used to assess the motion of spherical particles moving under laminar and turbulent flow conditions through Newtonian fluids: When these relationships are applied in practice to suspensions, the liquid density is substituted by a composite suspension density, and viscosity is usually taken as that of the suspending liquid or an approximated "apparent viscosity." However, suspensions are non-Newtonian in character3 and thus, more than one viscosity parameter is required to describe their behavior. A number of models have been proposed for non-Newtonian fluids;2,4 among these the simplest is the Ostwaldde Waele or power-law model for incompressible fluids which for one dimensional flow may be reduced to:

"Large-diameter ball mills have traditionally used steel liners—steel being a highly durable material that can be shaped into any desired geometry, among which the double-wave has been the preferred design. Such a design produces a purely cascading charge motion, which is ideal for the shearing action needed to produce a finer product. Today, however, rubber liners, which have been in existence for over forty years, are now preferred over traditional steel, largely because they weigh less and are easier to maintain. In this paper, we show the operating data from the Hudbay Minerals’ Constancia Mine, wherein the liners on a 26-by-40-foot mill were changed from conventional steel liners to PolyStl™ liners. It is then shown that this change reduced the amount of energy consumed whilst being able to maintain previous grind and throughput levels. The design is verified via discrete element simulations.IntroductionThe Constancia Mine (“Our Business: Peru,” 2016) is located in the southeastern Andes of Peru, at an elevation of approximately 4,200 m. It can be accessed via the CU-126 road, about 95 km from the town of Espinar in Espinar Province. The mine also contains both the Constancia and Pampacancha deposits in the Province of Chumbivilcas. Hudbay Minerals, Inc. acquired the mine in 2011, through the purchase of Norsemont Mining, Inc. and currently retains sole ownership of the property. Production of the Constancia Mine began in 2014, with commercial production levels being achieved in April 2015.The Constancia and Pampacancha deposits primarily include hypogene, supergene, and skarn ores. The Mine’s main products, however, are copper concentrate, with silver contents, and molybdenum concentrate. These mineral reserves are expected to last approximately 22 years. Constancia’s open-pit mine supplies a processing plant that is designed for 81,900 metric tons per day of throughput. Average annual copper production is estimated to be 82,000 mT (contained metal in concentrate). Actual plant production can be found in Table 1."

Longwall recovery under weak roof conditions could have considerable delay if the immediate roof is weak and deteriorates during screening. A pre-driven longwall recovery room is a feasible solution to minimize the impact of longwall move on production. In this longwall recovery project, a 16-ft recovery room was pre-driven to cover screening, and the shearer cut another 16 ft outby to reach the final recovery line. The pre-driven recovery room was carefully monitored as the face was approaching it. The longwall face operated very well as it cut into the recovery room. The recovery process took about 13 days, and considerable time was saved compared with the previous panel. The support in pre-driven recovery room was designed to handle both front abutment pressure and weak immediate roof conditions. Pumpable standing support was used to support the cantilevered roof as the fender pillar narrowed and collapsed when the face cut into the recovery room. To ensure the stability of the recovery room, 3-D computer modeling was used to evaluate the support system. Abutment pressure, critical fender pillar width, bolting system, pumpable cribs and shield support were considered in the model. The recovery room was carefully monitored during longwall recovery. Roof-to-floor convergence and crib convergence were recorded every shift as the longwall face was approaching the recovery room. Roof, floor and pillar activities and crib performance were also observed as the face cut into the recovery room. This paper presents the support design for the recovery room, evaluation of the support system through computer modeling, and details of the monitoring results.

New and developing communication systems en-able underground miners to, not only connect to the surface from an increased communication coverage area, but also to be discovered in the event of an emergency. Communication and tracking systems are required by the U.S. Mine Safety and Health Ad-ministration (MSHA) regulations, aiming to enhance health and safety and routine production in underground operations. Modeling a mine?s potential communication coverage area will increase overall coverage and efficiency of the communication network itself. Modeling the propagation of wireless communications enables ideal broadcast locations to be found when designing a communications network. Strategic placement of broad-cast devices results in a reliable communication network that can better withstand disruption in daily operation and during a time of emergencies. Research on wireless communication in mines has been ongoing since 1922, when the U.S. Bureau of Mines performed experiments in its experimental mine in Bruceton, PA (Schiffbauer & Brune, 2006a). Ac cording to Dobroski and Stolarczyk (1982), ?as early as 1922, Bureau of Mines experiments showed that radio propagation in mines was possible but not practical.? In 2006, the underground communication technologies available to the mining industry had inherent problems that limited communication capabilities. Because harsh underground mine environments significantly reduce line of sight and propagation range and introduce power and safety concerns, the overall effectiveness of underground communication technologies were limited. Success of the Gold Line Eastside Ex-tension rail tunnels in Los Angeles, CA has prompted the Los Angeles County Metropolitan Transportation Authority?s (Metro) planning new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 27 km (17 miles) of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?potential methane zone,? which was not considered for subway construction until recently. Slurry face tunnel boring machines (TBM) will likely be specified.

"To reach the Hemlo Gold Inc. objective of becoming the lowest cost, safest Canadian gold producer while causing no environmental damage, management embarked from its inception on a strategy to build an organization which would foster employee involvement wherever possible. This paper describes the organizational structure and how various innovative concepts have been implemented.BACKGROUNDThe Golden Giant Mine in the Hemlo area of North Western Ontario is owned by Hemlo Gold Mines Inc. 50.1% is controlled by Noranda. The mine commenced operations in March 1985 at a modest production rate. After it reaches full production by the end of 1988, with completion of underground development work, the mine is expected to operate at 3000 t/d and produce in excess of 300,000 ounces of gold per annum. This makes it one of the three largest producing gold mines in North America.Two other companies, Lac Minerals and Teck-Corona, operate mines on either side of the Golden Giant Mine. Noranda Geco Division is located 55 kilometers to the north at Manitouwadge. The majority of Hemlo Gold's 270 employees live in Manitouwadge where a mix of accommodation was constructed and made available for purchase by employees. Bus transportation is provided to and from the workplace with modern coaches. The housing and transportation policies were implemented prior to start-up and designed to help attract and maintain good employees.As shown in Figure 1, the operation is divided into five operating and support departments with each reflecting a high degree of departmental control and responsibility. For example, the mill department is responsible for all aspects directly relating to the milling complex including safety, operation, mechanical maintenance, assaying, instrumentation, and environmental control. Similarly, the mine department is responsible for all phases of operation, mine engineering, geology, and maintenance of underground mobile equipment. The plant department is responsible for maintenance of hoisting plants and conveyances, underground stationary equipment, all site electrical services, surface buildings, housing and yard maintenance. Efforts are made at every level of the organization, from departmental organization to individual job assignments, to ensure responsibilities are clear and that they encompass complete functions."

This Bureau of Mines publication estimates that U.S. helium resources as of January 1977 were 710 billion cubic feet. These resources are broken down into four classifications, as follows: Helium in measured natural gas resources and in storage, 201 billion cubic feet; helium in indicated natural gas resources, 150 billion cubic feet; helium in hypothetical natural gas resources, 175 billion cubic feet; and helium in speculative natural gas resources, 184 billion cubic feet.2 Most of the helium in natural gas is presently dissipated as natural gas is consumed as fuel and for other purposes. Helium resources of the United States may also be divided into three other categories: (1) Depleting and undiscovered natural gas resources, 589 billion cubic feet; (2) nondepleting natural gas, 83 billion cubic feet; and (3) storage, 38 billion cubic feet, of which 37 billion cubic feet is federally owned and 1 billion cubic feet is privately owned. The United States does not have any significant leasehold rights in the depleting fuel gas resources. However, through the Department of the Interior, it does have leasehold rights to about 70 percent of the helium found in nondepleting natural gas, and it owns over 90 percent of the helium in storage.

The Federal Coal Mine Health and Safety Act of 1969 limits to 2 milligrams per cubic meter (for dust containing a maximum of 5% quartz) the average respirable dust concentration to which individual miners may be exposed. Section 205 of the Act directs that an appropriate exposure formula for dusts with quartz content in excess of 5% be established. This formula, entered in F. R. Document 70-12351 filed September 16, 1970, is 10 milligrams per cubic meter divided by % quartz. Thus, the total respirable dust exposure permitted limits the quartz to a maximum of 100 micrograms. For example, if % quartz is 5%, 10 mg/5 = 2 milligrams, and (.05) (2 mg) = 100 micrograms. Similarly, if % quartz is 10%, 10/10 = 1, and (.10) (1 mg) = 100 micrograms, etc. If the % quartz is less than 5%, the 2 mg/M3 limit prevails.

An industry research project has been established to examine the issue of rock mass failure in large open pit slopes. The approach began with numerically modelling failure at the laboratory scale with a displacement discontinuity program. The interim results from the program suggest the output failure mode is dependent upon the input parameter cohesion weakening. This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature: a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. The construction, commissioning and operation of a continuous pilot-scale selective agglomeration (oil agglomeration) unit are described. This plant has been used to recover fine coal from an effluent stream that is produced by a jig plant which scalps the coal from a New South Wales (Australia) colliery. The reject slurry is extremely fine (66.5% minus 53 um) and has an ash content of approximately 40%. The pilot plant can treat up to 0.3 tonne/h of this slurry, producing average product ashes as low as 9.1% and tailings ashes greater than 80%. The average yield observed was62%, which corresponded to a recovery of coal material of 88%. The operation of this pilot plant yielded data that enabled an economic assessment of this type of processing to be carried out. This study showed that selective agglomeration is an economically viable process for eliminating the substantial losses of coal to tailings ponds and minimizing consequent disposal and environmental problems. A commercial plant has been constructed and commissioned on the basis of the data obtained from this pilot-scale operation.

"Chile based SQM S.A., exploits potassium chloride rich salts at the Salar de Atacama, in northern Chile. The process includes the solar evaporation of natural brines existing in the Salar salt bed, followed by conventional flotation to recover Muriate of Potash (MOP) for fertilizer use.This paper describes a structured method developed to aid in understanding the metallurgical response of the solar evaporated salts to conventional flotation. The method uses classical metallurgical data analysis combined with laboratory and plant-scale testing, and rudimentary mineralogical studies.As a result of the study, several changes were made to the flotation circuit which produced an operation that is much more consistent and easier to control, and has an increased recovery. An optimized circuit, currently being financially evaluated, has also been conceptually designed based on the findings of this work.INTRODUCTIONSQM S.A. is the world’s largest producer and distributor of specialty fertilizers, iodine, lithium, as well as a wide array of industrial and specialty chemicals. SQM is a public corporation whose shares are traded in the Santiago and the New York Stock Exchanges.SQM S.A. exploits the mineral rights at the Salar de Atacama in northern Chile. Its production processes involve the solar evaporation of natural brines existing in the Salar salt bed, aimed at the recovery of Potassium, Lithium and Boron compounds."

The electrodes of a Submerged Arc Furnaces carry a high current and are subject to enormous stresses caused by both the electric arc itself, and the current distribution within the electrode. The external effect of the arc on the electrode is treated in a different paper at this conference, The purpose of this paper is to analyze the thermal effects of ohmic heating within the electrode at the arc attachment on the carbon based electrode, using data for Søderberg electrodes. The thermal conditions are then used to examine stress conditions in the vicinity of an arc. Two types of models of an electrode are presented in the paper. The first type is an accurate finite element model, based on both two and three dimensional elements and the second type is an one dimensional model, providing better insight into the problem. For the second type, a spherical model of thermal conditions in a semi-infinite solid has been developed. Results show that the electrode surface is heated quickly up to a maximum temperature and for a specific test case, the surface can only withstand the load for about 10 seconds. Also, the thermal stresses on the surface are very high which will increase erosion on the surface in addition to normal evaporation.

This is the final report of work done under contract H0210060 for the U. S. Department of the Interior, Bureau of Mines. This program was to show the feasibility of using plastic liners containing sand and other fillers as a means of roof support in coal and other mines. This laboratory study was conducted in two phases, namely: Phase I, directed toward determining which state-of-the-art resin systems might have utility as a means of roof support in a coal mine, consisted of a canvass of resin manufacturers to learn which resins were available commercially that might have utility for this application. The resins submitted by the manufacturers were evaluated in a number of simple tests to define which of them would be most suitable for roof support use.

Geologic investigation of a mineralized zone in eastern Alabama indicates that large quantities of talc and soapstone are scattered over a wide area close to the surface. Laboratory experiments show that this material may be upgraded to a high-quality talc. A market survey indicates that the talc deposits may be of current and long-range interest. The anthophyllite asbestos which is associated with the talc does not appear to occur in sufficient quantities to be considered as a primary commercial source.
