This article uses the case of the Royal Bafokeng Nation to argue that royalties and dividends from mineral resources, if managed well, can provide direct benefits to the surrounding community even while the state collects its share of mining revenues through taxation. The key to this model is the effective management of the resource income flowing into community coffers. Where some of this income may fund urgent interventions in the community, a portion of the income can also be used to establish an intergenerational wealth fund to meet the needs of future generations. As a depleting resource, minerals like gold and platinum are not a sustainable source of income, and must be replaced over time by more regenerative income streams. These strategies and dynamics are manifest in the Royal Bafokeng Nation?s status as both community and quasi-municipality, a labour hosting and a labour sending community, a mine operator and a mine owner. The Royal Bafokeng Nation also owns one of South Africa?s largest community-based investment companies, which channels revenue derived from platinum deposits into a broad investment portfolio that in turn funds an aggressive social development program for 150,000 people living in twenty-nine rural villages.

Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.

"Abstract The continued concentration of building activities in cramped areas of city centres means more underground construction and facilities. Demand to minimize execution time and any kind of disturbance to business, general traffic, people and nearby technical structures is increasing. To answer these challenges foundation business has to develop schedule-wise and technically reliable deep excavation and foundation solutions in vulnerable surroundings and challenging soil conditions.Drilled pipe pile wall – RD-pile wall – is a combination of Ruukki drilled steel pipe piles and interlocking sections. Individual RD piles, typical diameters between 219 mm to 610 mm, are connected to each other with interlocks welded to the piles on the automated welding line at the workshop. The matching dimensions of the drilling system and interlocking sections allow the installation of RD piles through stones and boulders and even into the bedrock, if necessary, in a single operation. Installation is done by a down-the-hole hammer (DTH) using the centric drilling system and oversized ring bits or a drilling system consisting of a pilot bit and reamer wings.RD-pile walls have been used as permanent and temporary retaining walls for different kinds of demanding excavations and structures, such as bridge foundation, as quay wall and as sealing structure in rehabilitation of an existing dam. Rigidity and watertightness of the lower end of the RDpile wall is being researched as well as fire design issues examined. One of the most fascinating RDpile wall solution is to utilize the wall as a permanent underground basement wall. Reliable and rigid connection to bedrock decreases the bending moment and deflection of the wall and good fire resistance in addition to large variety of pile dimensions and steel grades gives possibilities to design and execute a cost-efficient basement wall and foundations without temporary retaining wall works. 1. IntroductionIn northern Scandinavian soil conditions, installation of sheet pile walls, or even secant pile walls, is often problematic due to the existence of hard and large boulders in the overburden, and especially when the retaining wall structure should penetrate to or into the hard bedrock. On the other hand, an efficient and reliable piling technique suitable for the demanding soil conditions described above, percussion drilling, has been developed since the 1960’s, and especially from the mid-1990’s, when the concentric drilling method with the ring bit and pilot was introduced. A new retaining wall application, the RD pile wall was developed by combining that drilling method with the widely used retaining wall solution based on steel pipe piles and welded interlocks (a pipe pile wall normally installed with vibratory or impact hammers)."

Excavation bracing is a special structural system. It is built from the top down. The design is controlled by the economical construction of another structure as well as by the movement of the ground beyond the limits of its construction. It serves a number of purposes, all subordinate to the construction of the principal structure. Despite its importance, bracing design and construction is frequently overlooked in project planning, causing delays and expensive changes. Thoughtful planning, good design and resourceful, innovative construction can improve construction safety and save time and money.

A subsidence monitoring program over a longwall panel was established (1) to explore the impacts of dynamic subsidence on the ground surface and structures and (2) to correlate the movements between the structures and their corresponding points on the ground. The program consisted of a transverse line survey and a series of survey points around the structures on the ground surface and their corresponding survey points on the exterior walls of the structures. The vertical displacement of each point can be expressed as: where Si is subsidence at i point; Sif is the final subsidence at i point; F is face location in terms of distance from the i point and SD is seam depth. The development of subsidence can be divided into five stages. Damage to the structures starts at the beginning of the second stage, The maximum damage developed in the middle of the third stage. The relationship of the vertical displacement between ground surface and structures can be expressed as: G = aH + b where G is ground displacement, H is structures displacement, and a and b are constants. The relationship is linear. However, the strain is non-linear and more complicated because of the interaction of the ground surface and structure.

This paper examines the issues involved in the technical audit and valuation of exploration prospects. Certain methodologies are more appropriate to use depending upon whether the mineral property valuation is of an exploration area, a project under development, or an operating mine. Valuation approaches that are reviewed include the Multiple of Exploration Expenditure, Joint Venture Terms, Rules of Thumb, and particularly the Kilburn Rating Method. The DCF/NPV Financial Simulation Method, even modified by the use of Expected Values, is not considered appropriate for valuing exploration prospects. The choice of the most appropriate methodology and its successful application depends primarily upon the amount of reliable input data available and, more importantly, the experience and judgement of the valuer. It must be remembered that all valuations are time and circumstance specific and will be generally subject to revision as more data becomes available.

There are many uncertainties that a mine designer should consider when selecting an optimal layout. Even though the inherent variability in the design parameters indicates that single-values are not representative of mining conditions, risk estimators such as ERR are often used without considering their statistical distributions. A probabilistic methodology has been developed to assess the influence of the extraction sequence and layout geometry on the rockburst risk associated with four ultra-deep mining layouts. The statistical distributions of incremental energy release rates and excess shear stresses at face elements are used as indirect estimators of rockburst risk in stopes, and the statistical distribution of the rock condition factor (RCF) is used as an indirect estimator of rockburst risk in tunnels and service excavations.

The maximum current density at which conventional copper electrowinning plants will result in satisfactory, adherent, and dendrite·free cathodes is determined by the thickness of the diffusion boundary layer. A decrease in the value of that thickness will permit an increase in the current density. This fact is utilized to develop a high current density cell in which the reduction of the boundary layer thickness is accomplished by means of a specially designed electrolyte circulation system. The high current density cell is used to determine the effect of current density on such process parameters as current efficiency, cell voltage, power consumption, and cathode purity. A number of empirical equations are developed for the purpose of estimating the magnitude of these effects.

In 1950, about a third of the world?s population lived in cities. That figure has steadily risen throughout the following decades. Now it is believed that about 60 percent of the estimated 8.1 billion people in 2030 will be living in urban areas. The strain on infrastructure in cities in the developed world is already showing. And the rapid growth in developing nations today is adding to the shortage of materials, equipment and labor needed to keep up with this growth. So, while materials and labor may be in short supply, there is no shortage of work for the underground tunneling and space industry. In June, 718 of those professionals from around the world were in San Francisco, CA for the North American Tunneling (NAT) conference, put on by the Underground Construction Association (UCA) of SME. The attendees spent the three days of technical sessions listening to international authors discuss the state of the industry, new technologies that have become available and updates on major tunneling projects throughout the world. The accompanying exhibit attracted 79 vendors, who displayed the latest in tunneling and underground space equipment and services. In addition to the technical sessions and the exhibit, the NAT featured three short courses ? ?DRB Process Update Workshop,? ?Soft Ground Tunneling Technologies? and ?Underground Blasting Technology and Risk Management.? And the post-meeting field trip to the Devils Slide tunneling project near San Francisco was sold out.

The Jollyville Transmission Main will be a 10.5-km- (6.5-mile)-long, 213-cm (84-in.) diameter rock tunnel. The tunnel will pass beneath the Balcones Canyonlands Preserve, which was established to protect two endangered bird species, six endangered cave invertebrates and a threatened salamander. To address the sensitive habitat that the transmission main is to pass through, the city of Austin developed an environmental commissioning (EC) process that brought together environmental engineers and scientists, the city?s project management team and the designer team to work collaboratively to meet the city?s goals of producing a cost-effective design while also protecting the environment. This paper describes the environmental commissioning process and the benefits it brought to the project and environment through some unique environmental mitigation measures to protect this sensitive area.

This paper introduces the multi fractal interpolation method (MIM)developed for handling singularities in data analysis and for data interpolation. The MIM is a new moving average model for spatial mapping and interpolation. The model decomposes the raw data into two components: singular and nonsingular components. The former can be characterized by a localized singularity index that quantifies the scaling invariance property of measures from a multifractal point of view. The latter is a smooth component that can be estimated using ordinary kriging or other moving average models. The local singularity index characterizes the concave/convex properties of the neighbourhood values. The paper utilizes a binomial multiplicative cascade model todemonstrate the generation of one- and two-dimensional data with multi-scale singularities which can be modelled by asymmetrical multifractal distribution. It then introduces a generalized moving average mathematical model for analysing and interpolating data with singularities. Finally, it is demonstrated by a one-dimensional case study of de Wijs’ data from a profile in a zinc mine, that incorporation of spatial association and singularity can improve the interpolation result, especially for observed values with significant singularities.

So many emergencies that crop up in mining necessitate a departure from ordinary methods that the writer has been led to illustrate a few of the examples that have come under his notice during a somewhat lengthy career; and as most of the methods illustrated are certainly outside the ordinary, it may be hoped that while to many they may convey little that is new, to the larger number some acceptable information may be gleaned whenever the occasion calls for it. Experience has shown that there can be no hard and fast rule in mine timbering that will fit the varying- necessities of different localities, and the engineer must divest his mind of all prejudices that his practice of any particular system or systems may have induced, and must direct his attention to the character of the local timber and its fitness or otherwise for the purpose he has in view. Fortunate indeed are the man and mine that can claim an abundance of good and cheap mining timber it simplifies, oftentimes, what would be, under unfavourable timber conditions, a difficult problem. In many parts of the States there is either none or at best a scrub if the latter, he has to either pigstye, balk, or bulkhead, if his ground will permit; if, not, and the necessary timber has to be imported, then some system of recovering his timber and using it over and over again may be possible. The catalytic effect of ferrous ion in the industrial biohydrometallurgical heap and dump leaching processes is explained. During the bacterial leaching of metal sulfides, ferric ion will partly be hydrolyzed and a variety of sols, gels, amorphous and/ or crystalline mono- and polynuc- lear hydroxo- and sulfato complex species formed, especially by olation and aggregation reactions. There are many problems associated with these iron precipitates especially in the purification of leach solutions. The present study will discuss the iron precipitation reactions; gives kinetic and thermodynamic evaluations of the effect of temperature on pyrite and ferrous iron oxidation; and reports on the tolerance of heavy metal ion concentrations by Thiobacillus ferrooxidans.

"Twin Metals Minnesota LLC, (TMM) has recently completed a prefeasibility study evaluating the development and operation of an underground copper (Cu), nickel (Ni), platinum (Pt), palladium (Pd), and gold (Au) mining project on the Maturi deposit in northeastern Minnesota.The Maturi deposit is a magmatic Cu-Ni-sulphide deposit occurring along the basal contact of the South Kawishiwi intrusion, comprised of heterogeneous troctolites to gabbros forming a tabular body designated the BMZ (basal mineralized zone). These rocks provide the major gangue mineralogy (plagioclase, olivine, and clinopyroxene) with local, minor rock-forming orthopyroxene, biotite, magnetite, and ilmenite. Altered silicates exist within local fracture and/or alteration zones, which are commonly associated with minor faults in the regional area. The Maturi deposit is comprised of four main mineralized zones within the BMZ, referred to as Stage 1, Stage 2 (S2), Stage 3 (S3), and Upper Heterogeneous. Chalcopyrite, cubanite, pentlandite, and pyrrhotite are mainly hosted within the S2 and S3 units, with talnakhite frequently occurring within the S3 unit.A cross-discipline approach combining geology, geochemistry, metallurgy, QEMSCAN™ mineralogy, and mine planning has been implemented to develop a preliminary geometallurgical model and life of mine metallurgical performance forecast. This paper provides an overview of the methods that were used to develop the model and forecast, and discusses the advantages of such a model in project development and evaluation.INTRODUCTIONThe TMM Project proposes mining a copper-nickel-palladium-platinum-gold-silver (Cu-Ni-PGM) magmatic sulphide deposit situated in the Duluth Complex of northeastern Minnesota, USA. The prefeasibility study proposes a 45,000 million tonnes per day mine and concentrator facility to produce two saleable concentrates. The mine will access two separate deposits, Maturi and Maturi Southwest. Saleable concentrates are the final products of the sequential flotation plant where a high grade Cu concentrate is produced followed by a Ni concentrate."

Although researchers have struggled to replicate Heinrich’s safety triangle findings (Heinrich 1931) for various reasons (e.g., no access to his original database and it is unclear if the database was of a single establishment/operation or for an entire industry), the occupational safety community has continued to adopt and expand the applications of this theory (e.g., McSween 2003). Within the mining industry, the potential exists for operations and companies to use concepts from the safety triangle as a way to inform or challenge the practices employed within their health and safety management systems (HSMS) to prevent incidents (Backlund 2016). This paper considers data obtained from the Mine Safety and Health Administration’s databases and demonstrates the validity of applying the safety triangle theory at the mine level. The results support the use of this theory and demonstrate that lower severity incidents can predict fatalities in a subsequent year where significant nuances and caveats to applying the theory are identified and discussed.

A certain amount of "give and take" must be adopted in the treatment of small local cavities and mounds.In all cases it is desirable that the surveys made should be tied on to the lease surveys for the purpose of location, and that all levels should be reduced to the mine datum. It is also desirable to obtain levels of the original surface before deposition of the material to be estimated. If these have not been obtained beforehand, levels and transfers round the top will be the next best. The experimental points which describe capillary pressure curves are determined at apparent equilibria which are observed after bydrodynamic flow has ceased. For most systems, the time required to obtain equalization of pressure throughout the discontinuous part of a phase is prohibitive. To permit experimental points to be described as equilibria, a model of capillary behavior is proposed where mass transfer is restricted to bulk fluid flow. Model capillary pressure curves follow if the path described by such points is independent of the rate at which the saturation was changed to attain a capillary pressure point. Aemodified suction potential technique is used to study cyclic relationships between capillary pressure and moisture content for a porous mass. The time taken to complete an experiment was greatly reduced by using small samples. INTRODUCTION Capillary retention of liquid by porous materials has been investigated in the fields of hydrology,l soil science,2 oil reservoir engineering,3 chemical engineering," soil mechanics,5 textiles: paper making: and building materials In studies of the immiscible displacement of one fluid by another within a porous bed, drainage columnsl and suction potential techniques2 have been used to obtain relationships between pressure deficiency and saturation (Fig. 1). Except where there is no hysteresis of contact angle and the solid is of simple geometry, such as a tube of uniform cross section, there is hysteresis in the relationship between capillary pressure and saturation.2 The relationship which has received most attention is displacement of fluid from an initially saturated bed (Fig. 1, Curve R2), the final condition being an irreducible minimum fluid saturation Swr. Imbibition (Fig. 1, Curve A), further desaturation (Fig. 1, Curve R), and intermediate scanning curves have been studied to a lesser but increasing extent.2 ,3,9-12 This paper first considers the nature of the experimental points tracing the capillary pressure curves with respect to the modes and rates of mass transfer which are operative during the course of measurement. There are clear indications that the experimental points which describe these curves are obtained at apparent equilibria which are observed when viscous fluid flow has ceased; and any further changes in the fluid distribution are the result of much slower mass transfer processes, such as diffusion.
