The removal of metals from an acid mine drainage (Leviathan Mine, Alpine County, California) water by precipitate flotation was investigated. The Leviathan waters vary from about pH 4.0 to pH <2.0and contain from about 2,000 to about 12,000 ppm SO42-.The main multivalent metals present in solution are Fe, Ca, Mg, Al and Mn. Both Cu and Co are present in small amounts. The pH was adjusted with lime. The collector used was either sodium oleate or tall oil. The sodium oleate was used as a function of pH to establish optimum flotation conditions and the tall oil was used only at the optimum pH. Dow Froth 250 was used as a frother. In some test additional Cu was added to the system. Excellent recovery of Fe and Cu were achieved at optimum pH. The process achieves results comparable to precipitation and filtration without as much problems with screens blinding because of less material to filter.

INTRODUCTION The past decade has witnessed a literal explosion in formal modeling of energy systems and markets. This rapid development was stimulated primarily by policy issues arising from the energy price shocks of 1973- 1974 and 1979- 1980. The suddenness of this interest is illustrated by comparing the current and earlier editions of Mineral Economics. The third edition, published in 1976, includes an addendum to the section of projection and forecasting methods because, Since the foregoing chapter was written, major events in petroleum have caused an explosion in formal modeling efforts in the energy field.a In contrast, this fourth edition includes the present chapter on energy modeling, and a separate chapter on nonfuel minerals modeling. The considerable interest in formal energy models is based on the complexity of the system, in particular the interaction between technical and engineering data and designs, and economic behavior of energy producers and users. Energy is a vital component in the economic and social well-being of nations, and must increasingly be explicitly considered in developing economic growth and welfare policies. Energy models can contribute to policy development and analysis, both by improved understanding of the energy system, and of the interaction between energy markets and the economy, and as an explicit means of analyzing and comparing the implications of alternative policy actions. At their best, formal models can clarify and illuminate policy options. In this chapter we will survey the objectives, methods, and potential contributions and limitations of energy system modeling. Section 2 considers the objectives, scope, and approaches to energy system and market modeling. Methodological approaches are then discussed more formally in section 3. Our approach is to intro- duce each model type and method via relatively simple generic models, illustrating their use by a selective review of the applications literature. Section 4 shifts the focus from modeling methods to procedures for model evaluation and improving model credibility especially in policy research and analysis. We conclude with some brief remarks on directions and opportunities for future modeling research. ENERGY MODELS: OBJECTIVES, SCOPE AND APPROACHES The concept of a model usually evokes an image of a complex, computerized system of mathematical or econometric equations providing detailed information concerning the operation of the process being modeled. In fact. models may be simple or complex, formal or mental, depending upon the purposes for which the model is intended. The Riverside Badlands Tunnel segment of the Metropolitan Water District of Southern California’s Inland Feeder Project, was lined with a segmented concrete primary lining and a welded steel final lining with the annulus filled with Low-Density Cellular Concrete (really a grout). The paper describes a numerical modeling technique that was developed to determine safe grout placement procedures to avoid pipe flotation, and shows the relationship between flotation and the rheology of the liquid grout. Design details of the steel liners are often not well suited to grout placement, and recommendations are given on how to improve this.

A fairly recent development in the field of particle separation is now under investigation to determine its value to the mining industry. The method employed is probability sizing through a vibrating network of decreasing screen openings. While probability sizing as such is not new, the possibility of using it for coarse, highly abrasive ores at high tonnage rates has only recently appeared to merit practical consideration. The advantages to be gained by the use of probability sizing vs. conventional screening methods are: reduced space requirements for a high capacity unit, fewer moving parts, more versatile product sizing selection, reduced maintenance requirements and lower power consumption.

The design of an ore-processing plant requires a high degree of cooperation among the geological, mining and metallurgical engineers. The purposes of this section are to provide mill design information most commonly needed by the mine planners and management, and to summarize the kinds of information that must be supplied to the mill designer to enable him to provide a suitable plant. 28.1-BASIS OF DESIGN NORMAN WEISS 28.1.1-SIZE OF PROJECT The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect, a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd without major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding and processing. Hours per shift also are an important factor in design, particularly in the case of ore delivery, and the percentage lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into account. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure. but rather as an average over a calculable period, such as 10 yr, or as a specific daily capacity over the first 2 yr, next 4 yr, etc., or some similar projection. A good example of this kind of situation is Asarco&apos;s Mission operation 15 mi southwest of Tucson, Ariz., described by Weiss and Vincent.&apos; where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. 28.1.2-EXPECTED LIFE The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis which, in turn, is based on many factors.&apos; From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, and many others. Costly installations that may be excellent investments for a 20-yr project may be wasteful for a 5-yr operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grinding-the former may be found more economical for a 5-yr operation, and the other, more costly, method more economical for a 15 to 20-vi- life.

Utah statute defines sovereign lands as "those lands lying below the ordinary high water mark of navigable bodies of water at the date of statehood, and owned by the state by virtue of its sovereignty." The lands within the bed of Great Salt Lake (GSL) are, by this definition, sovereign lands, acquired at statehood in 1896 in accordance with the "equal footing" doctrine, granting each state control and ownership of navigable waters and the lands underneath those waters within its borders. Under public trust doctrine, the state, as trustee for the people, bears responsibility for preserving and protecting the right of the public to use of the waters for navigation, commerce, fishing, recreation, and wildlife habitat. Also by statute, sovereign lands are defined as "state lands," to be managed by "multiple use sustained-yield principles." The Division of Forestry, Fire and State Lands is given management authority for sovereign lands and, as manager, has responsibility to prepare comprehensive plans, initiate studies of the lake and its resources, implement comprehensive plans through state and local entities, and coordinate the activities of various divisions within the Department of Natural Resources (DNR). The Division of Forestry, Fire and State Lands also has responsibility for management of mineral leasing on sovereign lands. The many resources on the lake--water, minerals, wildlife, recreation, archeological and historical values--are managed by as many state agencies which occasionally creates conflicts. The brines of GSL contain several ions that crystalize into valuable minerals during evaporation. The major ions in the lake are, in order of relative abundance, chloride, sodium, sulfate, magnesium, and potassium. Mineral products which are currently extracted from lake brines are sodium chloride, magnesium chloride brine which can be sold as flake magnesium chloride or further processed into magnesium and chlorine gas, and potassium sulfate. Mineral products which have potential for extraction include gypsum, sodium sulfate, and trace amounts of lithium, boron, and bromine. The GSL contained an estimated 4.3 billion short tons (st) (3.9 billion metric tons [mt]) of dissolved salts in 1998. Utah Geological Survey (UGS) estimates of the dissolved salt content in GSL have fluctuated from 4.0 to 5.5 billion st (3.6 to 5.0 billion mt) due to the dynamic conditions in the lake as salts are precipitated and redissolved, and due to the diversion of brines from GSL, such as the West Desert Pumping Project. The lake has four areas of varying salinity, separated by dikes or other man-made structures: north arm and Stansbury Bay brines at near saturation (25 to 27 percent total dissolved solids [TDS]); the main body of the south arm with concentrations ranging from 7 to 15 percent TDS as lake elevations fluctuate; the waters in Farmington Bay at approximately 3 to 5 percent TDS; and Bear River Bay at <1 to 7 percent TDS. The percent TDS in Bear River Bay fluctuates with lake level, and changes in Bear River inflow. The transfer of salts from the south arm to the north arm has raised questions about the viability of the mineral and brine shrimp industries. The UGS and the U.S. Geological Survey (USGS) continue to monitor salinities at designated sites on the lake to document changing lake salinity. A recurrent theme is that placement of dikes and diversions can have significant and rapid impacts on various conditions in the lake. Hydrocarbon resources on the lake are significant, but presently undeveloped. The hydrocarbons are low gravity (4 to 9 degree API) and tar-like, contain high nitrogen concentrations, and up to 12 percent sulfur. The unusual characteristics of the oil have been the subject of studies by chemists at Weber State University and University Louis Pasteur de Strasbourg. However, these resources are difficult, and at present, uneconomic to extract using current technology because of the nature of the hydrocarbons, and production in "an offshore, highly saline environment." Oolitic sand deposits make up many of the beaches and shorelines around the lake. Because of their high calcium carbonate content, oolites have been used by Magnesium Corporation of America (MagCorp) and its predecessors for acid neutralization and dike construction. Oolites are also used in very minor amounts in flower drying. The Utah Division of Oil, Gas and Mining reports up to 130,000 st (118,000 mt) mined annually by MagCorp from U.S. Bureau of Land Management (BLM) lands adjacent to GSL. Currently, there are twelve producing mineral leases which generated slightly more than $1,000,000 in royalties during calendar year 1998. IMC Kalium Ogden Corp. (IMC Kalium) produces potassium sulfate and magnesium chloride from brines concentrated through solar evaporation in Bear River Bay and Clyman Bay. By-product sodium chloride is transferred to IMC Salt, which packages and sells the salt. MagCorp produces magnesium metal from brines concentrated in Stansbury Bay. Cargill Salt produces sodium chloride from brines provided by MagCorp under a lease agreement. Morton Salt produces salt at the southeast end of Stansbury Island. Lastly, North Shore Limited produces cocentrated brines for use in dietary and mineral/vitamin supplements near Spring Bay in the north arm of the lake. Producers of magnesium, potash, and salt from GSL contribute significantly to the value of metals and industrial minerals in Utah. Together these companies contribute approximately $240 million in gross value, or 18 percent of the value of the state&apos;s nonfuel mineral production. Most of this production is exported.

Separation of dolomite from apatite, because of nonselective adsorption, cannot be achieved by conventional froth flotation technique. Results obtained in the present study also indicate, that this can be attributed to the depletion of the collector molecules due to complexation with the calcium and magnesium ions, dissolved from the two minerals. However, it has been established in this investigation that conditioning the material at pH 10, followed by reconditioning, without any additional collector, at pH 4, results in selective flotation of dolomite from the mixture. The recovery of apatite, in the proposed reconditioning process, is much higher than with the conventional conditioning under similar pH conditions. The mechanisms involved in the conventional conditioning, and the reconditioning process are presented.

A paper was presented during the 1970 SME Fall Meeting on the Stinson Preparation Facilities by representatives of Beaver Creek Consolidated Cool Company and Heyl & Patterson, Inc. This paper summarized a combined approach to development of a flow diagram and selection of cleaning equipment required to produce a uniform metallurgical coal at maximum recovery with special emphasis on sulphur reduction. These facilities were located in the Elkhorn. Coal Fields of eastern Kentucky and, in particular, the area of Wayland, Knott County, Kentucky, where approximately forty-five- million tons of Elkhorn No. 3 coal could he recovered. The facilities incorporated a Bradford Breaker for reduction of the ROM coal to minus 1-1/2 x 0, 6000 ton-raw coal storage, preparation plant, water clarification and thermal drying facilities, clean coal storage and a 4000 TPH unit train loading facility.

Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today&apos;s crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. Mill design and project execution are very demanding and interactive processes requiring the dedication and cooperation of many parties. The development philosophy which lead to the successful completion of Ranchers Exploration and Development Corporation&apos;s Escalante silver mill is reviewed. The project spanned 25 months from initial feasibility studies to start-up with the major construction effort requiring only 4 months. Mill performance for the second and third months after start-up, as well as fiscal 1983, is compared against the design parameters. Capital and operating costs are also discussed.

Predicting when and at what rate seepage will occur from waste-rock facilities is becoming an integral part of permitting and closure at mines situated in dry climates. Such predictions require development of a conceptual framework that accurately describes how water will percolate through a waste-rock facility. Also needed is a detailed hydrological characterization of the waste-rock facility, including measurement of the hydraulic properties of the waste rock and any potential cover materials. This paper presents a conceptual framework describing unsaturated water flow in a waste-rock facility and describes methods for characterizing the hydrology of a waste-rock facility in a dry climate. The methods are designed to collect site-specific data to support accurate and defensible predictions of long-term seepage rates.

[One of the major problems in the purchase and sale of coal shipped in lake or ocean going vessels has always been the difficulty in obtaining a true analysis of the shipped coal?s quality because of faulty sampling by manual methods. As long as coal was sampled according to standards set up by ASTM methods designated D 492-48 there generally were no quarrels with the results obtained. However, due to varied weather conditions and because of the large number of cars sampled, there is no assurance that prescribed manual methods of sampling will always be followed. Because of this problem, the organization previously called American Coal Sales Association, now part of the National Coal Association, set up a committee compose of representatives from coal producers, coal shippers and coal consumers to study this sampling problem and to devise, if possible, a means of sampling on the high lift dumpers which could be automated so that a; true sample of the coal as loaded in the railroad car could be obtained.]

To protect the water supply for the Metropolitan Chicago area, the Illinois legislature, in 1889, created the Metropolitan Sanitary District of Greater Chicago. To insure the quality of the water supply, the Sanitary District collected and diverted the wastes of 750,000 people away from Lake Michigan. Today, the Sanitary District collects and treats the wastes from a domestic population of 5 ¼ million people and an industrial waste load equivalent to 4 ¼ million people. The District serves Chicago and 120 other cities and suburbs in an 858 square mile area. An average of 1300 million gallons of wastewater is treated each day, producing as a by- product about 700 dry tons of solids which contains more than $10,000 worth of plant nutrients when equated to the value of commercial fertilizer purchased in the retail market. The Sanitary District considered several alternatives to past methods for disposing of these solids, and chose land application as a technique to utilize the solids produced by the wastewater treatment process in a beneficial manner.

In the United States hydraulic cyclones have been used for thickening, classification and cleaning in coal preparation plants for many years. The cleaning cyclones presently in use are based on using a "heavy medium", such as a fine magnetite and water pulp. The latest addition to cleaning cyclones is the one which uses ?water only?, or simply called "Hydrocyclone". Just as was the heavy medium cyclone, the hydrocyclones were originated in the Netherlands (1, 2). Plants using hydrocyclones were built in Europe (3) and test plants were erected in Canada (4, 5, 6) and India (7). Roberts and Schaefer Company has built four plants using hydrocyclone circuits. One additional plant is in the process of construction.

The first vertical shaft lime kiln operating according to the parallel-flow regenerative principle was developed and built in the nineteen-fifties by Schmid-Hofer in Austria. Upon proving this concept of calcining or "burning" limestone to be very energy efficient for the production of good quality lime, Maerz Ofenbau AG of Zurich, Switzerland was in 1965 licensed for the design detailing and construction of these kilns. The first regenerative shaft type lime kiln outside of Austria was built in 1966 and through close co-operation with customers and their operating personnel, the advanced technical developments of today&apos;s kiln designs were accomplished. At present approximately 190 kilns of this type in capacities ranging from 60 to 700 short tons per day have been built or are under construction throughout the world in highly industrialized as well as less developed countries.

Surface mining in arctic regions is characterized by many unique problems. Continuous and discontinuous permafrost (perennially frozen ground) occurs in most of the arctic and subarctic areas. Permafrost presents special problems of slope stability. Stability of permafrost depends on its temperature, moisture content and material type. Permafrost slope fails due to solifluction, disturbance of ice rich slopes, and liquefaction. Drilling and blasting of frozen ground present special problems. Depending on their degree of saturation with water, freezing soils and rocks have a number of important characteristics that affect blasting efficiency. Metals used in mining equipment and mining structures require special selection. At low temperatures many steels lose most of their normal ductility and toughness (resistance to brittle fracture). The paper discusses engineering solutions to unique problems of arctic mining.

This paper discusses the development of a SLAM II* simulation model with imbedded optimization modules designed M evaluate mineral exploration and exploitation strategies. The model traces through a sequential exploration program, evaluating each deposit site based upon geologic information and potential profitability of the site. At a specified time during the simulation, a new production plan is developed for currently producing deposits which takes into account the planning horizon and deposits which are currently being explored. Potential uses of the model by geologists, engineers, and management decision makers include setting corporate objectives and policies on exploration and production. The model is also useful for testing past decisions to evaluate decision making criteria and evaluating mineral deposit profit potential.

Highly delaminated muscovite mica products (WG-1 and WG-2) have been developed by J.M. Huber Corp. The micas are characterized as a 325-mesh product having high brightness and very narrow particle size distribution. At 40% loading in polypropylene, WG-1 mica provides substantial improvement in tensile modulus and equal tensile strength to unfilled polymer; in high-density poly- ethylene (HDPE), WG-1 provides four times the tensile modulus and a 50% increase in tensile strength over unfilled polymer. Surface modification of the water-ground mica (SM ™) provides substantial improvement in tensile strength over untreated mica at greater than 20% loading in polypropylene; in HDPE, tensile strength is twice that of unfilled polymer.

In mineral processing, the last century of the current millenium has been the century of froth flotation. The process did not result from fundamental research, but was developed over the years by empirical methods. In more recent years, our understanding of the fundamental principles of the flotation process have made significant strides. This paper reviews some of the historical perspectives of developments in flotation reagents, the development and application of experimental tools for delineating flotability and interfactial phenomena, advances in flotation fundamentals, and the development of flotation kinetics, both macroscopic and microscopic subprocesses. Through the application of surface chemistry, the flotation process has permitted economic utilization of a vast array of complex ores.

As a reaction to the fire accidents in tunnels in Europe Designers nowadays have to demonstrate the integrity of underground structures such as metro systems, railway and road tunnels in case of fire load wherever as a consequence of a lining collapse surface infrastructures or residential areas could be affected. To respond to this FLAMDOCS allows to calculate the stability of reinforced concrete structures during fire load for a series of prede?ned time steps. Elementary theories of non linear material properties and reinforced concrete structures are used.
