Lime, the versatile chemical is, generally speaking, a calcined or burned form of limestone commonly known as quicklime, calcium oxide or, when water is added, calcium hydroxide or slaked lime. Almost 40 different lime products are available, a fact which has contributed to the rather loose use of the term lime as well as to confusion and misunderstanding. The term is frequently, albeit erroneously, used to denote almost any kind of calcareous material or finely ground form of limestone or dolomite. Lime is made from high calcium or high magnesium limestone, generally having a minimum of 97% combined carbonate content. Normally, high calcium lime has less than 5% MgO. When the lime is produced from a high magnesium limestone, the product is referred to as dolomitic lime. Calcination/Hydration Calcination, or the production of lime, has its origins in the earliest days of alchemy, with the general reaction class having been identified in an Arabic text printed in 1000 AD. It was much later, however, in the mid-1700s to the mid-1800s before this basic reaction became understood from scientific perspective. The pro- duction of lime has been so basic and simple that its underlying scientific principles have over the years received only intermittent investigation. Rather, much of the thought and inquiry has been directed toward the development of kilns. Thus, it has only been in the last 25 to 30 years that lime has received any concentrated scientific investigation relative to the thermodynamics and kinetics of the calcination and hydration reactions. Particular emphasis has been focused upon energy consumption and fuel efficiency. Calcination refers to a broad class of reactions, of which the limeflimestone reaction is just one, wherein a substance is heated to less than its melting point, resulting is a weight gain or weight loss. In the calcination of limestone to produce lime, the basic chemical reaction is as follows: [ ] While there is nearly universal agreement bout the equilibrium conditions related to the limestone/lime reaction above, there have been numerous and varied calcination models developed for the reaction. Recent investigations have resulted in the development of the model shown in [Fig. 1]. From this model it can be seen that calcination is a function of both temperature and CO, pressure. It does not, however, provide any indication of the rate at which the reaction takes place. Calcination is strongly time variant with different limestones. In a very broad sense this relates to the fact that the calcination reaction starts on the exterior surface of the limestone and then proceeds toward the center. As the calcination reaction takes place, the CO2 released at the interface must make its way through the lime to the exterior surface. Since calcination is limited by gas diffusion to the surface of the partially calcined limestone, the natural impurities in the stone, differences in crystallinity, grain boundary chemistry, density variations, and imperfections in the atomic lattice all play a significant role in calcination rate. Therefore, the suitability of a given limestone as a source material for lime production can be determined only after completion of adequate burn tests designed to evaluate the various limiting factors. When a coal-fired kiln system is considered, the entire process of calcination is made even more complex by the introduction of additional chemical constituents into the calcination environment. The reader is referred to the references for a more detailed description of the complete calcination reaction and the differences inherent between differing kiln systems. In the foregoing discussion it was noted that CO2 is released during the reaction. This release results in a 44% weight loss during the complete calcination of a high calcium limestone, or a 48% weight loss for a highly dolomitic limestone. The trade term for this weight percent loss is loss on ignition, or LOI. This weight loss is frequently used as a measure of the completeness of calcination. Because the calcination reaction is chemically reversible, quicklime or burned lime is frequently referred to a being highly reactive, or unstable. The more stable form of lime, hydrated lime, is commonly preferred and generally specified by the user. Hydrated lime is obtained by adding water to quicklime to produce a dry, fine powder. Quicklime's affinity for moisture is then satisfied, although it still retains a strong affinity for CO2.

The use of Dynamic Analysis techniques in the design of conveyor systems is extremely limited. The most frequent use of the technique is in large and expensive systems where the emphasis is on insurance against failure caused by catastrophic tension waves. This paper sets out to illustrate a much wider range of applications where dynamic analysis has been successfully employed. The examples chosen deal with identification and correction of dynamic low tension problems, the variability in take-up movement as other system parameters change, the requirement for proper tuning of starting controls and finally the absolute necessity for a complete understanding of the entire system when specifying brakes for critical applications. The intent of the paper is to get designers to view a conveyor as a system of interacting flexible components rather than as a single rigid body.

INTRODUCTION A safe heat stress control strategy for an underground mine has three elements: Application of an environmental measure which reflects physiological strain with sufficient accuracy for the range of conditions encountered underground. Acceptance of a functional relationship between the environ- mental measure and human performance which is used to optimise the environmental conditions achievable with either ventilation or ventilation and refrigeration. A management control strategy based on the environmental measure which is designed to ensure that work in environments where excessive physiological strain may occur is prevented and corrective action is initiated. The environmental measure that reflects physiological strain is the link between the three elements and, since the turn of the century, the discussion of the merits of various indices has been prolific. One problem in selecting a suitable measure or index is the ease with which it can be physically obtained relative to accurately reflecting the physiological strain. For example, wet bulb temperature is simple to measure and, for a particular mining sys- tem, it may adequately represent physiological strain, however, it would not necessarily provide the same relatively safe measure in a different mining system. The acceptance of a measure which can be universally applied has been confounded by both development and predisposition. That is not to say that there is only one "correct" measure and all others are unsuitable. It is self evident that if the application of a particular index has resulted in adequate control, then that mea- sure is correct for that situation. However, an understanding of the limitations is necessary to ensure that adequate control is maintained as mining conditions change. Almost 100 years after the question of heat stress in mines started to be dealt with in a collective manner, an analysis of the available information is leading towards a general strategy to control this problem. In the paper, the developments in heat stress assessment are briefly examined and followed since the earliest published observations on the effect of heat in mines (Haldane, 1905), efforts to determine a relationship between an environmental measure and human performance are reviewed and summarised and the benefits of control strategies such as acclimatisation and shortened shifts are discussed as they relate to Mount Isa Mines. The results of testing the prototype air cooling power instrument are discussed and a heat stress control strategy outlined. HEAT STRESS AND AIR COOLING POWER The operation of the human engine is analogous to other engines where the conversion of chemical energy from the oxidation of fuel to useful mechanical energy is not 100% efficient. In a diesel engine it is about 33% and in a human engine less than 20% resulting in at least five times as much heat produced by the meta- bolic process as useful work done. Metabolic energy production is related to the rate at which oxygen is consumed and is about 340 W for each litre of oxygen per minute. Using measured oxygen consumption and an average body surface area of 2.0 m2, the approximate metabolic energy production associated with different mining tasks is (Morrison et al. 1968):- • Rest, 50 W/m2 • Light work, 75 to 125 W/m2 (machine, LHD or drill jumbo operators) • Medium work, 125 to 175 W/m2 (airleg drilling, light construction work) • Hard work, 175 to 275 W/m2 (barring down, building bulkheads and timbering) • Very hard work, over 275 W/m2 (shovelling rock) Heat balance is achieved when the rate of producing heat (the metabolic heat production rate) is equal to the rate at which the body can reject heat mainly through radiation, convection and evaporation. Heat exchange between the lungs and the air in- haled and exhaled is normally less than 5% of the total and there- fore usually ignored. Any heat not rejected to the surroundings will cause an increase in body core temperature. Since heat stress is related to the balance between the body and the surrounding thermal environment, the main parameters required to be known when determining acceptable conditions are those associated with the heat production and transfer mechanisms. These can be summarised as follows: Metabolic heat production rates (M - W) Skin surface area (A3) (and effects of clothing) Dry bulb temperature (t[ ]) Radiant temperature (t[ ]) Air velocity (V) Air pressure (P) Air vapour pressure (e [ ]) The rate of heat transfer to or from the environment depends on the equilibrium skin temperature t, and the sweat rate S,. These in turn depend on the response of the body to the imposed heat stress and the effect of thermoregulation (Stewart, 1981). Thermoregulation The body contains temperature sensitive structures which send impulses to the brain at a rate depending on the temperature. Both hot and cold signals can be differentiated and the thermoregulatory response ahivated according to which signal pre- dominates. If "cold" signals are dominant, body heat loss is re-

Introduction Coeur d'Alene Mines Corp.'s largest precious metals property is located in the historic Rochester Mining District 40 km (25 miles) northeast of Lovelock, NV. The property encountered cold weather operational problems soon after its fall start-up in 1986 due to its elevation of over 1830 m (6000 ft). The problem of ice buildup on the heaps because of sprayed solution application was faced immediately. It was felt that allowing ice to build up all winter long until a spring thaw was impractical due to the large area under leach. Further, the operating cost and delivery schedule for a solution heating system was unacceptable. The development and installation of a leach solution distribution system using drip emitters made efficient, cost-effective winter operation possible. Other benefits of this system have also been observed and are discussed here. General process description 15,422 kt/day (17,000 stpd) of - 1.27-cm (-1 /2-in) crushed ore from the three-stage crushing plant are delivered to the leach pad using 77.1 t (85 st) rear dump haul trucks. The ore is drifted into place with a D-9 bulldozer. Leach panels are contiguous and are approximately 8861 m'(90,000 square ft) in area built in 6-m (20-ft) lifts. New panels are built on top of older areas to a final height of 61 m (200 ft). Each panel is ripped and cross-ripped prior to leaching. Barren solution is distributed to the heap using drip emitters at rates of 0.02 to 0.41 L/min/m2 (0.0005 to 0.01 gpm per sq ft), depending on the age of the panels. The pH of the leach solution is 10.7 with a cyanide concentration of 0.75 kg/t (1.5 lb per st). Approximately 50% of the silver and 80% of the gold are finally recovered. Pregnant solution percolates though the heap and flows by gravity into one of two 9.46 ML (2.5 million gal) pregnant solution ponds. The solution is then pumped to a conventional Merrill-Crowe process plant. Clarification takes place in three 9464 L/min (2,500 gpm) capacity filters. The solution is then pumped to a packed vacuum deareation tower for the removal of dissolved oxygen. Typical deareated solution contains 0.7 parts per million dissolved oxygen. Precipitation of gold and silver is accomplished by adding a zinc dust slurry to the deareated solution at the suction of the filter press feed pump. Precipitated gold and silver are recovered in three recessed plate and frame filter presses. Barren solution is discharged into a 11.7 ML (3.1 million gal) pond where cyanide makeup occurs. This solution is pumped back to the heap for further leaching. The precipitate filter cake, containing approximately 75% dore (Ag + Au), is then fluxed with anhydrous borax, soda ash, sodium nitrate and fluorspar to yield a neutral, bisilicate slag. The fluxed precipitate is then charged into a propane-fired melting furnace and heated to 1150° C (2100° F) for 3 1/2 hours. Slag and dore bullion are poured into conical cast iron pots yielding buttons of 800 to 1000 troy oz. The dore typically contains 98.5% silver and 1 % gold. Slag is crushed and tabled to recover the trapped dore blebs and beads. Concentrate from the table is returned to the furnace. Table tails are sent to the crushing circuit and out to the leach pad. Solution application The area kept under leach at Rochester is approximately 130 000 m2 (1.4 million sq ft). Barren solution is delivered to the pad at 21.2 kL/min (5600 gpm) for a resultant application rate of 0.16 L/min/m2 (0.004 gpm per sq ft). A traditional solution sprinkling system using No. 12 Senninger Wobblers with individual pressure regulators was installed at the onset of leaching activities. The Wobblers were placed at 9.1-m (30¬ft) staggered centers and were fed off of a gridwork of Yellowmine plastic piping. Solution flow rates were moni¬tored to each panel. The onset of cold weather with an average nighttime temperature of -12° C (10° F) made it apparent that continual operation would not be possible with the sprinklers. A significant amount of ice was built up on top of the heap, making maintenance and pipe removal dangerous, if not impossible. Leach solution application was restricted to daylight hours to inhibit ice formation. Process plant flow rates were reduced to maintain steady-state operating conditions. However, as daylight temperatures dropped below freezing, ice continued to accumulate due to the sprays. Besides the obvious operating hazards brought on by the growing icefield, there was also the potential environmental hazard associated with an early thaw melting the ice too rapidly for the solution containment facilities. One other option for preventing ice formation was heating of the barren solution prior to spraying. Initial plant design allowed for expansion of the propane storage and distribution system as well as modification of the barren piping for a solution heater. This option was not exercised because the operating costs for an adequate system would have been prohibitive, and timely delivery of a system was not available. An investigation was conducted on the various drip irriga¬tion products available, since subsurface solution applicators would eliminate ice formation altogether. Systems utilizing external flow emitters were ruled out because of their ten¬dency to clog when buried. Emitter systems using perforated tubing were also eliminated from consideration due to their inability to adequately control flow over required lengths of tubing. An in-line emitter system was finally selected which demonstrated clog resistance and adequate flow control, enabling direct burial.

Beginning in 1961 the Coal Research Bureau of the West Virginia University School of Mines began a program of research to investigate the potential of the magnetic separation process to remove sulfur of the pyritic form from pulverized coal. Using a so-called isodynamic magnetic separator (1) it was demonstrated that significant quantities of pyritic sulfur could be removed from coal. Pulverized coal samples representing several different coal seams were individually screened into sizes in the 48 mesh by 200 mesh (297 to 74 microns) range, and untreated and steam-air treated samples of each were processed by the magnetic separator. The results of the investigations to magnetically remove pyrite from coal were published in two separate reports issued by the Coal Research Bureau (2,3), The isodynamic magnetic separator was designed about 30 years ago for use in geological and mineralogical laboratories (1,4,5) to isolate one or more minerals exhibiting only small differences in their magnetic propertiese Specifically, to accomplish this, the air gap of the unit was designed to provide a nearly constant magnetic gradient both laterally and longitudinally in the separating zone. It is reported that mineral concentrates of 99.5 percent purity can-be produced on closely-sized fractions after several cleanings through the unit. The isodynamic magnetic separator, therefore, was not expected to process coal containing sizes smaller than 200 mesh, or to demonstrate commercial capability to process pulverized coal. The primary purpose of the Coal Research Bureau in using the unit was that of determining if the magnetic process could remove pyrite from coal, and thereby encourage further research directed toward development of acceptable full-scale processing equipment.

The limestone resources of Hawaii are derived chiefly from emerged fringing coral reef and coastal dune deposits of Pleistocene age. These deposits are most abundant on the island of Oahu and other older islands and least abundant on the island of Hawaii, the youngest. Their origin and depositional environment were influenced by glacio-eustatic rising and falling of sea levels during Pleistocene time. Dredged reef limestone deposits from two deep-water harbor projects have provided additional resources. Limestone uses include cement and lime manufacturing, concrete sand and aggregate, mad base material, beach sand replenishment, agricultural lime and golf course construction.

A vital aspect of environmental impact assessment for surface mining operations is the determination of potential effects on water resources. This topic has been the subject of much recent concern, controversy and legislation. As increasing data become available regarding the types of hydrologic effects that may be anticipated, methods for safe guarding our water resources can be refined. In view of our current energy situation, the need to develop coal re- sources in a timely and economic manner is apparent. The challenge to the mining industry is to develop these resources in a manner that is also compatible with the beneficial use of water resources in mining regions. For this reason, thorough evaluation of the hydrology of potential mining areas in consideration of proposed mining processes and relevant legal criteria is essential. While pre-mining hydrologic investigations often suggest generalized potential effects, a more reliable method for evaluating specific potential effects is to establish and maintain a hydrologic monitoring program. Such a program must be carefully designed to suit the specific project and its location. This paper describes an approach for selection of criteria for designing a monitoring program for a proposed coal surface mining operation and gasification plant in southwest North Dakota. Woodward-Clyde Consultants (WCC), recently prepared an environ- mental impact report for the ANG Coal Gasification Company (ANG), a subsidiary of the American Natural Gas Company. The mining will be carried out by The North American Coal Corporation (NACCO). Preparation of the report provided the opportunity for the development of a sensitive and economical monitoring program which would function as a baseline hydrological data gathering network as well as act an an early detection system for hydrologic effects of the proposed mining.

A mine collapse severs communication with trapped miners. Landlines are crushed and commercially available radios cannot penetrate hundreds of feet of dense, conductive earth without the use of regenerative repeaters that may also be crushed. This paper describes a proof-of-concept device that uses seismic P-waves, instead of radio waves, to allow communication of a code that represents prearranged messages, including the safe haven location identifier, number of people and air quality, from trapped miners to aboveground rescue units. The transmitter designed is about 0.03 m3 (1 ft3) in size and can broadcast for four hours from its 27-kg (60-lb) battery pack. The receiver consists of a geophone and a 2.5-kg (5.5- lb) signal conditioning unit attached to a laptop computer, which displays the communication signal in real time. Testing in a bituminous coal mine with an MSHA representative revealed the device was able to transmit through 271 m (890 ft) of overburden, at 0° and 12° from vertical, using 500 W of power.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. The dimensions and shape of both airborne and bulk amphibole-asbestos fibers are different from those of cleavage fragments of the amphiboles. These differences are related to the mineralogical properties unique to the habit of asbestos. These properties include the fibrillar structure, small fibrill widths and distinctive crystallographic faces of fibrills. Criteria for distinguishing amphibole cleavage fragments from amphibole-asbestos include mineralogical proper-ties observable in bulk samples and the dimensions of particles collected on air filters.

The process of froth flotation as a means of upgrading the quality of coal by removing ash/pyrite and of separating selected mineral(s) from undesired gangue materials is certainly one of the most common unit engineering operations in use today. Flotation has been successfully practiced at the industrial scale for well over 50 years, and if anything, its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation, as a process, has also shown itself to be an extremely flexible process that lends itself well to a wide variety of solid/solid separations. Thus separations can involve very different particle sizes, particle densities, relative weight ratios of materials to be separated, etc., with surprisingly little modification in equipment and operating philosophy required.

The INRED process has been developed step by step by Boliden since 1972 at MEFOS, the Foundation for Metallurgical Research, at Lulea in Sweden. The demonstration - plant is number five in this series. The purpose of this plant, which has a nominal capacity of 60,000 tonnes per year of hot metal is to: 1) prove the process on a sufficiently large scale to provide the basis for construction of production plants, 2) test various kinds of raw materials on behalf of licensees, 3) train operators of the first production plant, 4) develop the process further for special applications.

In July 1985, as the U.S. copper industry contracted and the Mexican industry expanded, a trans border pollution agreement was signed which included smelter air pollution control in the "Gray Triangle": Cananea, Nacozari and Douglas. Since then the Douglas smelter has been closed, a year earlier than initially required; though its new smelter is operating, S02 collection and acid disposal at Nacozari is yet to come; and the Cananea smelter has been un-touched. Nacozari and Cananea copper mining have expanded while a reduced U.S. copper industry has rationalized to a point of fragile profitability. As a paradigm of U.S. copper competitiveness, this paper attempts to explain the differential fortunes of copper in the two countries, to project the future of the smelter agreement as a function of acid disposal, and to consider the consequences of the politicized application of smelter pollution control in Arizona.

This paper refers to the new crushing and grinding process, invented by Professor Schonert (Ref. 1), Clausthal, Germany. The process is known as high pressure particle bed comminution or interparticle crushing. Several papers already describe fundamentals of the process, the equipment used, results of lab size and large scale tests and the first results of commercial operations (Ref. 2 to 7). Of course, we will treat the topic from the perspective of a downstream gold ore upgrading or leaching process. Some recently executed testwork indicates that the process provides special advantages in this field. To describe the process generally, in view of the already existing publications.

There Is not only the technical competency which we must address; there Is the operating philosophy that must be evaluated on the part of both the customer and the supplier. Customers desire reagents which are trouble-free and capable of providing that extra amount of selectivity or recovery. When they receive ft, after the supplier has provided several years of Internal research, one of the first concerns/complaints Is the price of the product. This has a tendency to rapidly reduce a supplier's support level In the future. Suppliers are equally guilty from another perspective. When they approach a customer to Introduce a product, they often attempt to market by offering only a price Incentive. They then wonder why a customer doesn't respond Immediately to the incentive. They are often oblivious to the fact that the reagent cost is such a minor aspect of the operating budget, and the customer has many more pressing problems on a day-to-day basis In comparison to the reagent cost. We need to establish the understanding that reagent cost Is an Inconsequential cost of operation, and yet has such a disproportionately high Impact on the success of the entire operation. This understanding Is required by both the customer and the supplier. We say to each other,' why are we discussing this since this has been obvious for some time?' The reason is relatively simple in that we talk about it, acknowledge it, and yet we do not adhere to it. The supplier provides a product along with test data containing statistics, analysis, recovery, grade and cost calculations while most of the time ignoring the operating technique which must be applicable In the plant In order to optimize the product. He expects the reagent to be substituted In the plant for the existing reagent and ft works or does not work after trying several variables. The operating management Is equally guilty, In order to best explain this to both the customer and the supplier, ft becomes necessary to review the basic purpose of the major reagents utilized In flotation. A collector is basically to Impact selective, maximum water repellency on the surface of a particular mineral, The frother has the purpose of providing a chemically stabilized membrane on the surface of the bubble at the air-water interphase. This, then, provides a host environment for the attachment of the collector-coated mineral to a bubble. The depressant functions In the reverse of the collector and must demonstrate the same or greater degree of selectivity than expected of a collector. The key area which has been Ignored Is the rate by which these reactions occur and Interrelate. This has a very specific effect on the operating technique and the compatibility of the chemistry, equipment, and the operator himself. Researchers, suppliers, and customers provide reams of data to demonstrate how their products or design produce, for example, higher kinetics, more selectivity, or more recovery. The Information is often true. After all, we are all learned men and laboratory and actual plant data do not lie. However, we must remember the theme of this symposium and panel: Flotation Plants: Are They Optimized? and Optimizing of Flotation Reagents? The direct, honest comment to the two titles is very simple. OF COURSE THEY ARE NOT The plants, equipment, and reagents had better not be optimized or else we are in trouble. The Issue of this panel discussion is to approach this subject from a slightly different or perhaps mainly Ignored aspects of optimizing reagents in flotation. When we have reagents which provide higher kinetics, more selectivity, and better recovery, how do we use them? Since each reagent has a different physical characteristics of froth, rate of recovery, volume effect on the compatibility of equipment, and many more aspects too numerous to mention, the question which has been severely Ignored Is, 'What degree of study and cooperation by both the supplier and the operating management has been conducted In order to prepare the operator for maximizing the performance of a reagent In relation to the rest of the system?" Prior to testing a new reagent, how much time Is spent to bring the actual operator(s) Into the program to make them feel part of the program? How much time is spent explaining to the operator on the float floor how to possibly take advantage of a reagent with faster kinetics or one which Is Inherently more selective? What

The current financial state of the mineral industry, in general, is bad. Economic prospects for improvements in the near future are uncertain. What will improve mineral investment economics so the mining industry can return to a more normal (in terms of past experience) production level? Basically, mineral commodity prices must rise. They must rise to economically justify reopening closed mines and for management to seriously consider expansion or development of existing and new mines. With the worldwide economy depressed for more than a year now (longer for most segments of the mineral industry), supply/demand relationships for mineral commodities are such that prices are depressed-except for precious metals. In investment analysis of the economic potential of existing or new investments in any industry, product price generally is one of the key parameters having great impact on the economic viability of projects. Petroleum and synfuels industry development contracted last year for the same product price reasons that have brought mineral industry development to a standstill. Much of the new mine development activity now underway or in the serious planning stages around the world involves precious metals ore body development simply because precious metal prices are high enough now or are projected to be high enough in future production years to give overall satisfactory project economics. It will take significant improvement in nonprecious metal mineral commodity prices in 1983 to develop significant new mine investment interest except in very high grade ore body special situations. Mineral Investment Decision Making Before progressing further with the discussion of mineral investment considerations for the coming year, it should be emphasized that mineral investment decision making-like all industry or individual investment decision making does not relate just to economic considerations. Investment decision making should and generally does involve three analyses: • Economic analysis • Financial analysis • Intangible analysis Economic analysis evaluates the relative economic merits of investment situations from a profitability viewpoint based on discounted cash flow analysis of projected investment revenues and costs. Financial analysis, on the other hand, refers to where and how the funds for proposed investments will be obtained. Regardless of the project's economic potential, if you can't finance it, the project will not be done. Intangible analysis considers factors affecting investments but which cannot be quantified easily in economic terms. Typical intangible factors are legal considerations, public opinion, goodwill, environmental and ecological impacts, and regulatory or political considerations, to name a few. New mine development investment decision making in the US has been impacted heavily by intangible considerations in the past decade and will probably continue to be impacted by them in 1983. There is a common tendency in literature and management practice to interchange the terms economic analysis and financial analysis. This often leads to confusion about the rationale for investment decisions. For example, in the past year a majority of companies in all types of industries cut back budgets for new projects. Often this was done not because new project economics were unsatisfactory, but because cash flow from existing operations was reduced compared to previous years due to the recession, and debt service requirements were high from existing loans so new borrowing was undesirable. For financial reasons, in other words, many projects were shelved last year. That included some precious metal mining projects and many petroleum projects. Many other projects were shelved for economic reasons (sometimes combined with financial reasons in the case of marginal economic projects). New mine development for copper, lead, zinc, molybdenum, iron ore, and synthetic fuels are a few examples. Economic Uncertainty and Financial Considerations Mineral project analysis has always involved a lot of uncertainty with respect to determining ore grades, tonnage of producible reserves, operating and capital cost projects, and mineral commodity prices estimates. The wide swings in mineral commodity prices in recent years and the almost impossible task of projecting future prices with any degree of confidence or accuracy concerns mineral project investment decision makers. In developing a new copper or silver mine, it is not today's price of copper or silver that is relevant to economic analysis of the mine, but what the price will be during the producing years. There is no way to avoid projecting the escalation (or de-escalation) effects on revenues and costs. To analyze a project in terms of today's dollar revenues and costs implicitly assumes that escalation will not change today's project costs and revenues; or that, if they do change, the project economics will be unaffected by the changes. Discussion by G. Sanders The studies reported on in this paper were initiated to draw attention to the severe contamination problem in the Section 30 drilling program at Chimney Creek. The lithologic-subset sampling study reached a different conclusion from that presented in your paper, and I wish to comment on your subsequent analysis of the data and your conclusions. Request for more complete data In the section on subsampling, you mention that the subordinate lithologies were separated and sampled, yet only the dominantlithology gold value is plotted in Fig. 4. In a contamination study, the reader is interested in the assay values for the individual subsets. Please include a table of the subsample assay data in your reply. Also, please indicate which analytical methods were used to arrive at the gold values in the subsampling study. Turning barren rock into low-grade ore Figure 5 is very revealing and typical of all of the cross sections in Section 30. Note the long strings of low-grade mineralization spread out for hundreds of feet below the ore zones. There were some very high gold values found in certain contaminated fractions during the subset sampling. The conclusion, here, was that the distinctive, strongly-mineralized dolomite layer was probably loose and crumbly and continued to disintegrate during drilling. This caused salting of the unmineralized rock samples below. Missing the high-grade part of the ore body In your statistical analysis, you directly compare the reverse circulation assays to the diamond drill assays in Section 30. Two points argue against a direct comparison and suggest the differences are greater than the 3 % that you report. First, any core loss in a gold zone most likely means that the true gold values are greater. The drillers lost significant amounts of the clay-rich, Section-30 gold mineralization. Also, the initiated salt-mud system, an attempt to improve the core recovery, met with little success. Second, the practice of not sampling core geologically, but instead sampling on even 5-foot intervals, adds a deliberate dilution to the core assay values by including a portion of nonmineralized rock in the first and last samples of each high- grade intercept. The result is often a pair of low-grade assay values on either side of a high-grade gold zone. In reality, a high-grade gold zone has a very sharp assay wall that is often bounded by barren rock. This sampling method may make the diamond-drill core assays more like the reverse circulation values and may help explain the statistical similarities you found. However, it does not represent the true gold values in the high-grade parts of the deposit. You cannot deny that, by careful geological sampling of the drill core, higher and sharper assay values will be obtained. The low core recovery and the diamond-drill-core sampling method used act together to lower the diamond-core assay values. The 3% difference you found between the reverse-circulation and diamond-core assay values could be much larger when you consider what the true diamond-drill core values would be with optimum core recovery and a geologic sampling method for the core. Should statistics have been applied here? The statement "... that reverse circulation holes have overestimated the values of some ore zones and underestimated the values of others" (p. 345) is not correct. The subsampling confirmed what the cross sections hinted at in Section 30. Namely, beneath the high-grade zones, the reverse circulation holes created, by contamination, large intercepts of low-grade ore in regions of barren rock. Because the low-grade material was not there to begin with, this is not a process of overestimating low-grade mineralization. The next statement that "the average result is similar to that of the diamond drill holes" may apply to the data set numerically, but it is not true when viewed spatially on cross sections. Adjacent reverse circulation and diamond drill holes are almost impossible to correlate, high-grade zone values vary widely and many low-grade intercepts make no geologic sense. The subset sampling and cross sections presented in the first part of the paper show that the reverse circulation portion of the data set has some serious problems, as highlighted above, and should not have been dealt with statistically at all. The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.
