INTRODUCTION Mobile excavating and handling equipment are important 'tools of trade' in the mining and construction industries. The handling of this equipment must be mastered so that its limitations are learned and its harmonic use with other pieces of equipment is practiced. he sudden growth in mobile excavating and handling equipment type, size, complexity, and application started after the Second World War. This growth has not been accompanied by pertinent human factors research. Investigations into the proper and safe handling of such equipment with due regard for human and machine limitations are lacking. One such piece of equipment is the front-end loader (FEL), which during one cycle of operation excavates, loads, and hauls, (Lotfi and Adler, 1981). The diversity of action by FEL is archetypical among excavating and handling equipment. Front-end loaders are the most rapidly proliferating type of equipment in the industry. Also, front-end loaders are involved in the highest number of accidents involving mobile excavating and handling equipment. In the period 1970 to 1978, FEL's were involved in 27% of all mobile equipment accidents in surface mining (Adkins, 1980). Improving operational safety and efficiency will reduce the frequency of accidents. The performance of the operators can be evaluated and improved by the following steps: first, define the operating conditions and the operator workload intensity (Adler and Lotfi, 1983), second, monitor the operator to evaluate his task performance, and third, make recommendations based on the findings. The stressful nature of the equipment operating task is an acknowledged fact (Field, 1980). However, a systematic measurement of stress evaluation is lacking. In this paper, methods for measuring mental stress and fatigue, are defined, the mental load which caused the stress is outlined, and stress measurement methods are proposed. Introduction A new technology is evolving as a result of growing industry and government concerns over the potential impacts of possible airborne emissions from uranium tailings piles. A major component of the technology is the use of earth covers to stabilize the tailings after mill operations have ceased. While various analytical models have been used to predict the thickness of required covers, experimental validation of the models has been necessary. This paper presents the results of a field program to select and test cover material to determine its suitability for eventual reclamation of a currently active tailings pile. The two main criteria guiding the study were the U.S. Nuclear Regulatory Commission radon flux requirements (reduction to less than twice background pre-1979, and to 2 pCi/m2 -sec above background post-1979) and the desire to employ locally available material. The methodology chosen for this study consisted of three main elements: o Determination of the background radon flux. o Determination of the radon flux from the tailings pile. o Experimental determination of the cover material diffusion coefficient and and calculation of cover thickness. The first two elements of the study are relatively straightforward, the last phase is discussed in detail. Background Radon Flux Measurements of radon-222 emanation rates from the surface of the ground were taken at three sampling locations. Samples were collected by means of the accumulator can method described by Wilkening, 1977. Both morning and afternoon samples were collected at each site to obtain an average. The measured fluxes were fairly uniform and did not differ greatly among sites. The overall average flux for all sites was 0.63[+]0.28(o) pCi/m2 -sec. This value is equal to the average radium-226 concentration determined in the soil, thus yielding a one to one ratio of radon-222 emitted (in pCi/m2 -sec) to soil radium content (in pCi/g). The Minera Ojos Del Salado (?MINOSAL?) concentrator is located 20 kilometers southeast of Copiapo, Chile and processes copper ore provided by its Santos and Resguardo mines at a capacity of 4,200 tip (4,620 stpd). Phelps Dodge acquired the majority interest in MINOSAL in 1982. The principal incentive for this purchase was the exploration potential of the property. At that time, the concentrator plant was a small, antiquated installation with a capacity of 674 t/d (740 stpd). In 1982, the majority of the ore was produced from the Santos and Resguardo mines, but custom ores of copper, silver, and gold were also treated. The acquisition occurred at a crucial time in the copper business, since the price had fallen to nearly $0.50 per pound. In 1985, Phelps Dodge purchased the outstanding interest in MINOSAL and acquired 100% of the property. Today, after numerous improvements and two expansion projects, the concentrator is an interesting combination of old and new equipment. The regrind mills, for example, have been in service for about 50 years, while the ceramic concentrate filter represents the latest technology.

The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), also known as "Superfund", requires a listing of sites that have known releases or threatened releases of hazardous substances, pollutants, or contaminants throughout the U.S. When EPA determines that a significant threat exists, it places the worst contaminated sites on the National Priorities List (NPL). CERCLA provides EPA broad authority to clean up hazardous sites that threaten human health and the environment. There are currently 52 sites on the NPL that were placed on the list because of high human health or environmental risk as a result of non-coal mineral extraction, beneficiation, or processing operations. This list covers mining sectors from aluminum to zinc. While some of these sites were abandoned, many are still operating. (There are additional mine sites that have been recently proposed to be included on the NPL that are not included in this paper.) EPA is continuing to develop a mining program to address human health and environmental threats from active non-coal mines. EPA has performed a comprehensive study to assess the waste management practices at all of the 52 mine sites on the NPL. In addition, EPA is continuing to collect information on the specific mining sectors (i.e., gold, copper) that represent many of the NPL mine sites. One of the goals of this effort is to attempt to identify the types of mining practices that lead to human health and environmental problems at the NPL mine site. EPA estimates that there are currently 500 to 1,000 active mines (not including placer operations). While some mining NPL sites began operations before the turn of the century, only a handful of the NPL mines entirely ceased operations prior to 1970. Of the 52 NPL sites studied by EPA, 12 are currently active. By definition, these mines represent current mining practices. Approximately 17 additional NPL mines that ceased operations between 1970 and 1990 represent some degree of current mining practices. Therefore, at best, less than half on the 52 NPL mine sites can be said to definitely represent past mining practices. Although some mining waste management practices have changed over time, the basic technology for extraction and beneficiation of mineral ores have remained fairly constant over the last fifty years. While the use of acid to leach copper dumps, the use of cyanide to leach gold in heaps, and the spread of solvent extraction techniques has changed some aspects of mining, the basic operation of removing ore from the ground and concentrating it through beneficiation has remained fundamentally the same as when most of the non-active

Most of the siliceous rocks of the Arkansas Novaculite are novaculite, but they also include some chert, siliceous shale and, rarely, sandstone. Novaculite is defined as a homogeneous mostly white or light-colored rock, translucent on thin edges, with a dull to waxy Juster, and comprised almost entirely of microcrystalline quartz. The most plausible theory of origin for novaculite is that primary silica from submarine volcanism was picked up by organisms and deposited as amorphous silica, which was subsequently converted to microcrystalline quartz (novaculite) through diagenesis. The Arkansas Novaculite crops out over an east-west distance of 200 miles in the Ouachita Mountains of Arkansas and Oklahoma. Three divisions of the formation have been defined: a Lower Division, almost entirely massive light-colored novaculite; a Middle Division of interbedded dark chert and shale; and an Upper Division of massive calcareous novaculite. The Lower Division and most of the Middle Division are Devonian in age, and the remainder of the Middle Division and all of the Upper Division are Mississippian. The massive novaculites of the Upper and Lower Division attain their maximum development along the southern and central outcrop belts of the formation in Arkansas, and it is these rocks that are the source of current silica production. The calcareous novaculite of the Upper Division weathers readily to a light-colored, porous, less brittle rock, and in places to tripoli deposits. Currently tripoli is mined from a single deposit near. Hot Springs, Arkansas, and the rock is processed for highly specialized filler and abrasive applications. In the vicinity of Hot Springs, Arkansas, certain novaculite layers from the Lower Division with unique textural characteristics are quarried and processed into whetstones. Several small quarries produce this rock for two local and one out-of-state whetstone-fabricating plants. Chemical analyses of composite samples of novaculite from both the Upper and Lower Divisions taken at widely separated localities average 99 percent SiOz indicating a substantial resource of high-silica rock.

The Extent of Government Involvement In 1982 national governments in the Non-Socialist world owned at least some equity share in an estimated 49 percent of the bauxite mining capacity located in their own countries.* By comparison, as Figure 1 shows, in the same year governments owned at least part of an estimated 33 per cent of primary aluminium smelting capacity. In other industries, national, or state governments in 1982 held at least part ownership of mining capacity in 42 per cent in the copper industry, 34 per cent in the tin industry, 23 per cent of the zinc industry, 15 per cent of the lead industry and 11 per cent in the nickel industry. Thus while within the aluminium industry attention has focussed on the share of government ownership in the primary aluminium sector, national government involvement through ownership is larger in the bauxite sector. Moreover, ownership by government is more widespread in the mining of bauxite than in the mining of all other principal non-ferrous base metals. Yet while the equity participation of governments in the bauxite sector is widespread, it is but one of many forms of government involvement. In addition to direct ownership or equity participation domestic government involvement has taken the form of legislation to protect the environment, controls on the level of production, insistence on the export of ore, pressure to maintain levels of employment, controls on the type of fuel used, foreign exchange *Capacity which is owned in whole or in part is included within the state sector, but capacity in one country which is owned by a wholly or partly owned government company in another company is not included in the state sector; e.g. the capacity of the Trombetas mine is included in the state sector but the capacity of Delphi bauxite would not be included.

Aiming at characteristics of the soft coal roadway engineering geology and deformation, the exposure research of the soft coal seam, theoretical analysis, numerical calculation and program design were carried out. First of all, according to the disclosure, soft coal seam engineering characteristics and geological conditions in Xinxing coal mine were expounded. Meanwhile, the soft coal roadway bolt supporting axial effect, the bolt supporting transverse effect, the anchorage body mechanics strengthening mechanism and problems such as supporting strength have been analyzed. The paper pointed out that the soft coal with very small cohesive force can form a composite anchorage body under the combined action of the anchor cable group, the W-type steel band and the metal net. The soft coal body in the plastic damage area formed anchorage balance arch with a certain bearing capacity and adapted to the rock deformation, and which played an effective support role in the roof outside the balance arch of the roadway. Therefore, the full-cable support technology was proposed. And then, numerical calculation and comparative analysis were conducted on three schemes of the roadway with non-support, with combined support of “anchor bolt and cable” and the full-cable support. The results show that when the roof is supported by anchor cable, it not only controls the continued increase of the subsidence value of the roof, but also effectively suppresses the convergence amount of the floor heave value and the amount on the sidewalls of the roadway. Whether it is from the stress distribution situation, or the viewpoint of plastic zone scope, the combined support of full-cable is more reasonable than that with non-support and that with the combined support of “anchor bolt and cable”. Finally, based on the features of soft coal seam in No.2265 work face of Xinxing coal mine, the relevant support schemes were put forward, and its specific support parameters and cross-section designs were drawn as well.

Managing a mine or mineral processing operation in today's environment presents many unique challenges to mining companies. In recent years, headlines around the world have publicized major incidents such as those associated with the Marcopper Mine in the Philippines, the cyanide release in Guyana from the Omai gold mine and numerous other mishaps associated with mining. These notable upsets were due to engineered system failures, either during normal operations or as a result of uncontrollable events. There fore, many mining firms are attempting to assess their overall risks and establish some priority for expenditure of limited operational and environmental budgets. Failure of an engineered component can have dire operational consequences that affect profitability until repair or replacement can be completed. In addition, there may be significant environmental consequences associated with the engineered system failure. This, too, may affect profitability for an extended time or even the viability of an operation. An engineered risk assessment (ERA) can support a mining company's efforts to cost effectively manage environmental risks associated with the operation of its facilities. The ERA approach also provides information about the current condition of engineered systems. This ERA approach provides a systematic review of the risks of an engineered system failure and the possible associated environmental consequences at mining company facilities. This approach has been successfully applied to many industries and types of engineered systems (Barneich et al, 1996; Whitman, 1984; Power and Tomkins, 1974; Keeney, Nair, and Kulkarni, 1979). This approach evaluates all mining and mineral processing facilities located at a single site and compares them with similar facilities located at multiple mine sites. The ERA approach has been applied to a mining, milling, smelting, leaching and refining operations. These assessments can be part of a comprehensive environmental program to aid in the recognition and cost effective management of the potential environmental risks associated with the operation of facilities. Innovation has to be a part of every company's approach to the solutions, our concept is to start with a "Blank Piece of Paper.' The objective of 'this paper is to outline steps which can be taken to improve the profitability of a mining business. This is not an examination of technical solutions to individual problems, but rather recommendations for overall change in management thinking. The Formative Years Douglas Winston Fuerstenau was born December 6, 1928 in Hazel, SD to Edwin Arnold and Hazel Pauline (Karterud) Fuerstenau. His father, of German extraction, was a farmer and, later, a cabinet maker, while his mother, of Norwegian lineage, was a school teacher. His parents are still alive today at ages 91 and 88, respectively. Two younger brothers, Richard and Maurice and a sister, Jean, completed the family. The family first lived near Watertown and later in Lemmon and Mobridge, SD. The 1930's were a difficult period for any family in South Dakota. A decade-long drought made this a part of the dust bowl, which together with a serious infestation of grasshoppers (the locust plague described in The Bible), and the world-wide depression, made living difficult for all. In spite of these privations, Doug has many happy memories of his childhood which can be attributed to the resilience of youth and a strong family structure. He has fond memories of summers spent with his cousins on family farms where the children were introduced to farm chores at an early age. When he was old enough, he worked in a grocery store after school. At the age of 14 he spent the summer hearding 2,000 sheep near Lemmon, SD as his contribution to the war effort in that labor-short period. He remembers well the dust storms of the 1930ts, the destruction at his grandmother's farm by tornado, pulling weeds on the farm, threshing grain with a monstrous steam-driven machine and such pleasant childhood activi- ties as fishing for bullheads, hunting for rabbits, searching for arrowheads in newly plowed fields, and ice skating in the winter. Early in life his parents instilled in him a strong work ethic, a love of learning and the need for a good education. In 1943, the family moved to Rapid City, SD. With a population of 13,000, it was

Smectite is a common impurity in the kaolins of Georgia. This impurity is harmful to the low-shear rheology of kaolin slurries in concentrations as low as a few weight percent. The deleterious effect of smectite on the low-shear rheology is due to the swelling of the mineral. Montmorillonite containing clays were treated to precipitate a compact brucite layer {Mg(OH)2} in the interlayer region of the expandable layer silicate mineral. This treatment forms a hydroxy-Mg-montmorillonite with characteristics similar to chlorite. This treatment effectively reduces the swelling capacity of the mineral and improves the rheological properties of kaolin slurries contaminated with smectite impurities.

A prototype remote placer drill (RPD) has been designed and successfully tested in the offshore gold district of Nome, AK. The RPD system is unique in its design and in the cooperative support that was provided during its development by industry, academia and government. The RPD was conceived as a low-cost, rapid drill sampling system for the reconnaissance of marine precious metal placer deposits. The drill functions as a counter- f lush system. It incorporates a dual wall casing and a rotating percussion bit driven by way of a drill rod through the central eductor casing by a heavy duty pneumatic rock drill. The cost of drill sampling in the exploration of marine precious metal placers has traditionally been high due to the technical difficulties imposed by the environment and the remoteness of the sampling target. The objective was to reduce capital and operating costs of a drilling program through the development of a portable system incorporating drill compoments having a high power-weight ratio that could be deployed from work vessels of opportunity. A principal design requirement was to operate the system remotely from the sea floor with only flexible connections to the surface. This includes cable for deployment and retrieval and hoses for air supply and sample recovery, thus making the drill system semi-independent of the vessel's sea-induced motion. The prototype RPD underwent full operational test off Nome, AK in late summer 1988. It was deployed from the landing door of a modified LCT vessel, and rigged for a single pass of 5 m (16.5 ft). More than 50 holes were drilled in a wide variety of bottom materials typical of the off shore Nome submerged beach placers. The prototype RPD proved to be an overall success, recovering representative samples throughout the section in all but the heavy boulder ground. Compared with a conventional drill system on board that was assigned to a production drilling system, the RPD was capable of reliably sampling moderate ground less than 6 m (20 ft) in thickness, using a smaller crew and operating in higher sea conditions.

As coal mining evolves in this country, underground coal is being mined at greater depth and under more difficult conditions than in the past. At the same time, economic conditions make it necessary to mine more efficiently and economically. As a result, pressures on mining companies arise on two fronts and make the job of mining coal underground very difficult. Recent improvements that have been made in health, safety and productivity have come about primarily due to improvements in existing technology and better management of all the production resources. However, this trend can continue only so far and thus innovation will be needed to continue the improvement. This paper deals with a concept that, on the surface, appears to be more efficient in terms of the costs to provide ventilation. The resulting design is oriented toward increasing the ventilation efficiency through use of a unidirectional ventilation plan but it also promises to increase recovery and decrease the requirements for development entries. To analyze this ventilation concept, two mine layouts with a similar production schedule were planned in a hypothetical 1.83 m (6 ft) coal seam. The first alternative analyzed uses a traditional approach to ventilation with centrally located shafts and a bidirectional ventilation pattern. Using this system, it is necessary to use large-diameter shafts and a large number of main entries. Using the same assumptions on ventilation requirements, the second alternative utilizes unidirectional ventilation whenever possible, a smaller number of main entries and small-diameter blind-bored shafts in the bleeder areas. The comparative analysis is performed using PSU/TDMVS, a computer network analysis program that is capable of determining the ventilation power requirements at any time in the mine life and converting the costs to a present value. The economic analysis is then completed by including the shaft-sinking and entry-driving costs and the costs associated with the recovery of coal that are directly related to the change in the ventilation system. The results are summarized on a present-value basis.

Gravity concentration - the separation of minerals according to their relative density - is one of the oldest forms of mineral processing. Even though modern technology has developed a range of other processes, gravity concentration remains as one of the most important methods employed for mineral separation. The range of minerals recovered covers a wide spectrum, from andelusite to zircon, from coal to diamond, from gold to industrial mineral. The long history of gravity concen¬tration, along with a still imperfect understanding of the various mechanisms involved has resulted in a series of ingenious engineers developing, some¬times perfecting and sometimes rejecting, a wide range of equipment, suited for a variety of different duties. 'Selection' in the context of gravity separation, is primarily the choice of the right type of equipment for the separation in hand; 'sizing' of the correctly chosen unit is, more often than not, determining the appropriate number of units required to suit the throughput. The accent of this chapter will, therefore be 'selection'. A brief description of the major types of gravity concentration equipment will follow a discussion of the factors which determine the selection of the correct unit. CLASSIFICATION OF GRAVITY CONCENTRATION EQUIPMENT All concentration equipment has a primary function and a secondary function. The primary function is the efficient separation of the constituent minerals into two or more discrete phases; the secondary function is to effectively cause the discharge of these discrete phases into separate compartments (Aplan 1975). For maximum efficiency of operation, the forces which effect the primary function should not also result in the secondary function occurring; in such cases optimum operating conditions required for the primary function, separation, may have to be compromised to ensure reasonably efficient operation of the secondary function, product discharge. Minnesota's mineral resources are widespread and diverse (Figure 1). In addition to the nation's largest iron and manganese reserves, the state contains sizeable vanadium, copper, and nickel resources. Recently it has been determined that the proterozoic unconformities in Minnesota have a favorable potential for uranium deposits. Finally, major potential exists in Minnesota's archean greenstone belts for gold, silver, and copper-zinc massive sulfides. Many of the state's mineral resources have been found in environmentally sensitive areas. This is not surprising since the natural forces associated with the formation of mineral deposits are often the same processes that create unusual landforms. For example, much of the state's copper-nickel is found within and adjoining the Boundary Waters Canoe Area (BWCA) and Lake Superior. The history of mineral development on the Mesabi Iron Range has also created culturally sensitive areas. Early iron mining development required the workers to live close to their jobs, and mine wastes were dumped as near the mine as possible. Few, if any, foresaw the time when taconite would be economic to mine. Therefore, it is not unusual to find valuable taconite resources located under towns and waste dumps on the Mesabi Iron Range.

Today, I would like to talk about ways to maximize the efficiency of surface coal operations. I doubt I will present any startling new ideas, but my comments may, hopefully, stimulate some conversation today and later back at your own operations. Strip mining is a very old technique used by ancient societies. Only with the coming of the machine age in the early twentieth century did we attempt to increase the magnitude of our operations. The industry, as we know it today, really only got started in the early 1900s with the advent of steam shovels. In the first portion of this presentation, I will attempt to show that we have, in many cases, not changed the basics of strip mining, only the scale. In doing so, quite often we have complicated the operations to the point of being unmanageable and unprofitable.

The critical surface tension of wetting values (Ye) of realgar (AsS), talc [Mg3si401o (OH) 2]' stibnite (Sb2S3), and sulfur (S) were determined by flotation in the absence of conventional flotation collectors as 38.7, 38.0, 35.5, and 30.0 dyne/cm, respectively. The surface tensions of flotation media were arranged by methanol. Separation of binary mixtures of these minerals was performed exploiting their Ye differences-which form the basis of the "ganuna flotation process". One step flotation test showed that sulfur floats preferentially from its mixtures with realgar and stibnite at recoveries of 73.6 and 70.7 % and grades of 81.7 and 91.2 %, respectively. The separation of stibnite from realgar gave a recovery of 4.1 % and a grade of 41.2 % for stibnite, indicate that a minimal Ye difference of 3.6±0.2 dyne/cm is essential for such separation when conventional flotation reagents are not used. This paper presents data and describes the approach employed in these separations.

The quantum of coal fines below 6 mm in run-of-mine (ROM) coal has been increasing due to progressive mechanization of mining methods which has created a substantial incentive, worldwide, to develop suitable fine coal beneficiation techniques. The majority of the efforts have been directed toward reduction in ash/sulfur contents in clean coal. The beneficiation techniques may be broadly grouped as those based on specific gravity and surface property. The processes, which use heavy medium cyclone, water-only cyclone, concentrating tables, and spirals, belong to the former group while the latter group encompasses froth flotation, column flotation, oleo- flotation, and oil agglomeration. In almost all the gravity based techniques, it has been noted that a classification step prior to beneficiation is essential for effective treatment. In general, the effect of design and process variables on the performance of these units and also the quantification of the processes have been the main areas of research and development. In froth flotation, efforts throughout the world have been mainly to understand the effect of variables and to optimize the process. Quantification of the process has been attempted through kinetic studies and mathematical modeling. The efforts have led to the development of new reagents, machine designs, and flowsheets for a specified objective. The attempts so far with the column flotation and oleoflotation processes have indicated a great potential. Extensive R&D efforts are in progress to understand as well as to commercialize the processes. The efforts in the oil agglomeration process have been toward substantiating the inherent merits of the process by developing cheaper bridging liquids and technology to recover and reuse the oil to make the process commercially viable. Modeling of the process has also been attempted to predict the yield and size distribution of the agglomerates. This paper reviews and summarizes the recent developments in the science and technology of fine coal beneficiation processes. The current trends in R%D efforts for these processes are also highlighted.

In terms of their hydrogeology, most open pit mines can be divided into three categories. There are mines that occur above the water table, mines that extend below the water table in high permeability rocks and mines that extend below the water table in low permeability, tight formations. Mines that occur above the water table do not experience major ground water seepage. It may some- times be necessary to construct in-pit trenches and sumps to remove water from precipitation. But dewatering or enhanced drainage measures are typically not required. Open pits that extend below the water table in high permeability rocks find it cost-effective to pump from dewatering wells. This is done to lower the water table below the working pit floors, creating dry or depressurized conditions in advance of mining. If the rocks in the mining area are homogenous, complete drainage of the entire mining area may be achievable by pumping from wells. In this case, it is not necessary to consider drain- age enhancement. However, there are many open pits and excava- [ ] tions that can lower the water table using conventional wells, but for which drainage enhancement is also an integral part of the dewatering system. The Sleeper Mine in Nevada is an example of this. Hydraulic layering at Sleeper has prevented downward drainage of water as the main water table is lowered. In addition, there are many mines that have areas of low permeability wall rocks that do not freely drain as the surrounding water table is lowered. Ground water seepage also creates difficulties in mines that occur below the water table but for which lowering of the water table using conventional wells is not feasible because of the overall low permeability of the rocks. The volumes of water involved may be small. However, it is necessary to deal with all of the water inside the pit as mining proceeds. It is not possible to dissipate pore pressures in the wall rocks in advance of excavation.
